2025 WPFD: AMDF Salutes African Journalists, Highlights Risks Involved In AI Usages

0

….Tasks Media To Develop Practical Approaches In Maintaining Ethical Practice, High Level Professionalism

Africa Media Development Foundation (AMDF) says it felicitates with African Journalists on the 2025 Press Freedom Day. The Day was proclaimed in 1993 to ensure freedom to seek, impart and receive information for public good and sustaining democracy.
With the theme “Reporting in the Brave New World: The Impact of Artificial Intelligence on Press Freedom” the Day focuses on a challenging phase of media practitioners in Africa.

In a statement to mark the Day, AMDF Manager, Press Freedom, Zhiroh Jatau says the
theme is indeed timely as journalists are gradually coming to terms with the union of the tech world and the profession.

” AI has come to stay and with it comes a baggage of advantages and new challenges. Journalists and the Media at large must be challenged to develop practical approaches in maintaining ethical practice, high level professionalism and sustaining jobs.

“The influence of AI affects information flow, press freedom, media independence, thereby creating a thin line for professionals in the pluralistic media space. Most media houses are yet to fully go digital and this further shuts them out of being contributors to the digital information library.

“As professionals, we must bare in mind some risk involved with the use of AI, top amongst them is the easy and quick flow of false and misleading information as well as promotion of hate speech, and ensure we do not fall into it.

“The need to adapt to the technological advances cannot be overemphasized as even financial growth of media houses is also at risk while smaller outlets may have to close as they will be considered irrelevant and run out of subscribers.

“.AMDF calls on journalists and all stakeholders in the media to create an environment where these issues among many others will be addressed urgently in healthy discussions among government, civil societies, tech industries and media practitioners.

“As Agenda setters, Journalists should be the major information hub for any generative news and media content online. As such African Journalists, should take full responsibility in learning and adapting to the use of AI.

“/As we reflect on the growth of Media in Africa let us profer progressive steps towards sustaining the role of professionals in  AI information vault.

“As we reflect on press freedom, AMDF remembers those who have paid the ultimate price in the quest for truth and fairness, we also salute the courage and resilience of all Journalists who have remained steadfast in spite of threats and intimidation.

“AMDF wishes all Journalists a happy 2025 Press Freedom Day celebrations!, the statement concludes.

. . . Son Accuses Police Of Complicity

The sleepy community of Fadiya Tudun Wada village in Zangon Kataf Local Government Area of Kaduna State has allegedly been taken over by security operatives

According to reports from the area, five trucks of armed policemen have been deployed to the village in connection with a burial disagreement among the siblings of late Mr. Bakam on how to bury their mother who died almost two years ago.

Reports from the area said a tense atmosphere has enveloped as warring factions have taken up arms against themselves.

The crisis which emanates from how to bury the late Mrs Cecilia Peter Bakam has divided the children into factions, while security operatives allegedly taken sides, as disclosed by the eldest son of the family.

Those who believed in traditional burial in accordance with Bajju culture and tradition, especially the elders of the community have frowned at the way and manners of how a section of Bakam family have descrerated the customs and the elders, despite the warnings that their actions are against their ancestors tradition.

The elders maintained that the customary law and Bajju tradition stipulate clearly that only a person who lived above one hundred years or a traditional title holder can be buried in a room, in his house or a house built for that purpose by the children.

They argued that both late Mr. Bakam and his wife are not qualified to be buried in a room or in a parlour since they did not meet the traditional criteria for such recognition.

Addressing a news conference n Kaduna Friday, One of the children who is the eldest son and the next of kin to their late mother, Emmanuel Yamai Bakam alleged that there are plans to cause crisis in Fadiya village of Zango Local Government by his siblings who have been using the law enforcement agencies to harrass others including the elders of the village, despite the two court judgement in favour of the Bajju native law and customs over the issue

NCS Records 69 Currency Declarations With  Deployment Of e-CDF

0

By Martha Agas
The Nigeria Customs Service (NCS) said it has recorded a total of 69 currency declarations with the deployment of its Electronic Currency Declaration Form (e-CDF) at the Nnamdi Azikiwe International Airport, Abuja.

The spokesman of the service, Abdullahi Maiwada, announced this in a statement on Friday in Abuja.

‘During the pilot period, the e-CDF system recorded a total of 69 currency declaration transactions.

“Outbound declarations accounted for 51 transactions with a total declared value of $1,200,281.22

“ Inbound declarations stood at 18 with a total declared value of $177,786.88,” he said.

Maiwada described the deployment as part of  NCS’s ongoing digital transformation and modernisation initiatives aimed at strengthening border controls and enhancing transparency in financial disclosures.

The News Agency of Nigeria (NAN) reports that NCS had stated it would deploy e-CDF as part of its anti-money laundering measures for travellers carrying cash into and out of Nigeria.

According to the spokesman, the implementation of the pilot scheme started on April 9 without issues, demonstrating the system effectiveness.

“It showcased the system’s effectiveness in digitally capturing both inbound and outbound currency declarations, offering a more secure, efficient, and accountable process for cross-border travellers,” he stated.

The epokesman explained that the e-CDF platform was developed to align with the best international practices in anti-money laundering (AML) and counter-financing of terrorism (CFT) protocols.

He highlighted that the form provides real-time data that supports intelligence gathering and inter-agency cooperation.

Maiwada stated that the NCS was determined to leverage on technology to enhance its operations and ensure the integrity of Nigeria’s borders

“The NCS under the leadership of the Comptroller-General, Adewale Adeniyi , remains committed to leveraging technology to improve compliance, facilitate legitimate travel and trade, and ensure the integrity of Nigeria’s borders.

“Following the success of this pilot phase, plans are underway to replicate the deployment of the e-CDF system at other international airports and border posts across the country,” he said.

Africa’s Customs Chiefs And Quest To Boost Intra-regional Trade -By Martha Agas,  (NAN)

0

The African Continental Free Trade Area (AfCFTA) was unveiled in 2021 with the goal of increasing intra-African trade by reducing tariffs and eliminating other trade barriers.

The AfCFTA initiative marks a significant stride in fostering greater economic integration across African nations.

According to the World Bank,  AfCFTA has the potential to boost Africa’s exports by 560 billion dollars primarily in the manufacturing sector and raise the continent’s income by 450 billion dollars by 2035.

It also aims to enhance Africa’s global trading position while driving industrialisation by eliminating 97 per cent of tariff lines on goods and services.

Prior to the unveiling of the AfCFTA, analysts argued that intra-African trade was significantly lower than that of other regions due to persistent structural and policy-related challenges.

Between 2015 and 2017, intra-African trade accounted for only 15.2 per cent of the continent’s total trade, compared to 68.1 per cent in Europe, 59.4 per cent in Asia, and 55 per cent in North America.

Trade reports reveal only marginal improvement between 2022 and 2023, with intra-African trade accounting for 14 to 18 per cent of total trade, while in comparison, Europe maintains 60 to 80 per cent, Asia 58 to 60 per cent, and North America around 40 per cent

Also, the African Export-Import Bank (Afreximbank) reported a 7.2 per cent growth in intra-African trade in 2023 with Southern Africa leading with 41.4 per cent, followed by West Africa with 25.7 per cent, East Africa, 14.1 per cent; North Africa, 12.4 per cent; and Central Africa 6.6 per cent.

To some stakeholders, this data shows modest progress, while others argue that the change is not yet substantial.

Experts note that Africa still lags behind its global counterparts due to high trade costs, inefficient border procedures, and inadequate infrastructure factors that hinder the full realisation of AfCFTA’s benefits.

To address these challenges, customs leaders, development partners, and technical experts committed to advancing customs modernisation across the West and Central Africa (WCA) region recently gathered in Nigeria for the fourth World Customs Organisation (WCO) Donors’ Conference for the WCA Region to discuss issues affecting intra-regional trade.

The conference, themed “Partner Mobilisation around the Priority Projects of the WCO’s WCA Region: A Genuine Pledge to Meet the Modernisation Goals and Performance Targets of Member Customs Administrations’’ represents a collective effort to transform customs operations, particularly through trade modernisation.

The theme, according to the Comptroller -General (C-G) of the Nigeria Customs Service (NCS), Adewale Adeniyi, reflects a shared commitment to transforming customs operations through targeted technical interventions supported by development partners.

Adeniyi said that customs administrations across the WCA region were grappling with several technical challenges that were impeding effective trade facilitation and revenue collection.

He said inadequate digital infrastructure was on the challenges, which was affecting seamless processing of declarations and risk management, while limited interconnectivity between national customs systems was obstructing effective information exchange.

He further explained that insufficient technical capacity to implement advanced customs procedures, such as post-clearance audits and Authorised Economic Operator (AEO) programmes, also remained a significant hurdle for the region.

“We (WCA) have challenges in effectively implementing technical aspects of the AfCFTA Rules of Origin and other trade facilitation instruments,’’ he said.

According to him, fragile borders, technical barriers to coordinated border management, and the rapid growth of e-commerce are further complicating customs operations which can be addressed with the right technical support and partnerships.

Based on the Nigeria Customs Service’s experience and a regional needs assessment conducted by the World Customs Organisation (WCO), Adeniyi outlined five key priority areas requiring donor support in the WCA.

The first is regional interconnectivity, which involves establishing infrastructure for real-time information exchange between customs administrations, using the Nigeria–Benin Republic model as a pilot.

The second priority is the development of a competency-based human resources system, by implementing the WCO framework to build technical capacity among customs officers.

Third, Adeniyi emphasised the need for technology-driven illicit trade detection, specifically through the deployment of AI-powered scanners and forensic tools to combat smuggling and other illicit activities.

The fourth priority focuses on supporting the implementation of the AfCFTA by building technical capacity to enforce preferential rules of origin and verification procedures.

Lastly, he highlighted the importance of regional single window integration, aiming to create interoperable national single window systems for seamless customs operations across the region.

Speaking at the event, Mr Wale Edun, the Minister of Finance and Coordinating Minister of the Economy, said that the WCA region represented a market of more than 450 million people, with a combined GDP exceeding 900 billion dollars.

Edun said that in spite of the aforementioned, intra-regional trade accounted for just about 12 per cent of the region’s total trade volume, compared to 60 per cent in Europe and 40 per cent in East Asia.

Highlighting the region’s potential, Edun said it housed eight of the world’s 32 landlocked developing countries, which faced average import costs nearly twice those of coastal nations.

“Customs processing times across our borders average 12 days, significantly above the global best practice of less than 24 hours; these statistics highlight both our challenges and our enormous untapped potential.

“Suffice it is to say that modernising and harmonising our customs procedures, we could boost intra-regional trade by an estimated 50 billion dollars annually, create millions of jobs, and significantly reduce poverty across our communities,’’ he said.

However, the minister noted that emerging external challenges such as the imposition of reciprocal tariffs by the U.S. and the significant reduction in foreign assistance through USAID had direct implications for the region.

According to him, eight countries across West and Central Africa including Nigeria, Cameroon, and Côte d’Ivoire have been affected by these measures, with an average tariff of approximately 13.83 per cent now imposed on exports to the U.S.

Such actions, he observed, not only increased the cost of exports but also undermined efforts to boost trade competitiveness and diversify economies across the region.

Edun said that the abrupt withdrawal of development aid in health and education further compounded economic difficulties and underscored the urgency of accelerating AfCFTA implementation, boosting domestic revenue, and investing in resilient trade systems.

Echoing this sentiment, in a recent news conference, the President of the Lagos Chamber of Commerce and Industry (LCCI), Mr Gabriel Idahosa, said intra-African trade under AfCFTA should be aggressively promoted in response to the Trump-era tariff policies.

Analysts say this development highlights the need for Africa to deepen intra-African trade through AfCFTA and leverage frameworks such as the Pan-African Payment and Settlement System (PAPSS) to reduce trade costs and foster regional integration.

Experts and global institutions emphasise that for intra-African trade to thrive, trade policies must be harmonised and barriers significantly reduced.

For example, the World Bank underscores the importance of streamlined customs and lower tariffs, noting that digitised customs procedures can reduce border clearance times by up to 20 per cent.

Also, a customs expert, Dr Eugene Nweke, also called for the harmonisation and simplification of customs procedures in West and Central Africa (WCA) to boost regional trade, emphasising that it could be achieved through digitalisation, greater transparency, and consistent enforcement of regulations.

Nweke, who is also the Secretary of the Customs Consultative Committee (CCC), said customs administrations played a critical role in enhancing regional trade by reducing costs, increasing efficiency, and promoting economic integration.

He called for cross-border collaboration among customs administrations, the enforcement of anti-corruption measures, and targeted support for Small and Medium Enterprises (SMEs), which often struggled with complex customs procedures and trade agreements such as the AfCFTA.

The expert urged the customs administrations to collaborate in sharing best practices, coordinating policies, and addressing common challenges.

“Customs administrations should also develop and implement regional strategic plans that align with continental frameworks like the AfCFTA to promote intra-African trade,” he suggested.

Ultimately, customs administrators and stakeholders agreed that boosting intra-regional trade in West and Central Africa requires comprehensive policy reforms, infrastructure upgrades, financial support, and a robust private sector.

They say WCO-WCA donors’ conference is a significant step towards mobilising resources and partnerships to bridge the gaps and realise Africa’s trade potential.(NANFeatures)

Enough Is Enough: Dr. Bako In Gombe Condemns Coronation Of District Head Of Banganje Amid Grief

0

By Sunday Elijah

In a strongly worded statement issued today, respected community member and medical doctor, Dr. Jordan Bako, has publicly condemned what he calls the “unlawful and insensitive” interference of Mai Tangle in the scheduled turbaning of Mai Banganje—a ceremony reportedly set for this coming Saturday despite ongoing mourning in the ruler’s household.

“This is not only inhumane—it is disgraceful,” Dr. Bako said. “At a time when the Mai Banganje is mourning the loss of his uncle and guardian, forcing a coronation ceremony reflects total disregard for both personal grief and our cultural traditions.”

In his open letter to the government and the public, Dr. Bako accuses  Mai Tangle of being the driving force behind this hasty arrangement, despite not having been coronated himself.

“A man whose own status is unsettled should not be meddling in the affairs of other thrones. This is a dangerous overreach and a betrayal of traditional order,” Dr. Bako added.

The letter calls on the State Government to:

  • Clarify whether the directive for the turbaning came from its office or from an individual acting outside official channel.
  • Postpone the turbaning until proper mourning and consultations are observed.
  • Rein in Mai Tangle, whose actions, according to the letter, threaten the peace, dignity, and stability of the Banganje community.

Dr. Bako emphasized that the community does not oppose the turbaning itself, but rather “the timing and method—especially when driven by individuals with questionable motives.”

The letter closes with a sharp warning:

“If we remain silent now, we validate a dangerous trend—where ambition tramples tradition, and power is imposed, not earned.”

Nigeria: We ‘re Paying Minimum Wage,  Adjustments Underway – Uba Sani Assures Workers

0

Governor Uba Sani has said that his administration has complied with the Minimum Wage Act because no civil servant in Kaduna State is earning less than N70,000.

The Governor who reiterated his antecedents as a human rights activist, further said that the least paid worker in Kaduna State is being paid N72,000 because he believes in the dignity of labour.

Addressing  workers at Murtala Square where the Workers Day was celebrated on Thursday, the Governor said that he has been in streets to agitate for the return of democracy and workers rights in the past.

Governor Uba Sani however acknowledged that what has not been resolved is the issue of incremental adjustment of salaries, promising that the issue will be resolved.

‘’I have been involved in the struggle for labour rights, workers rights. That is my antecedent. Because of my background, I sat down with the leadership of the Nigerian Labour Congress(NLC).

‘’I made it clear to them that though we have met the minimum wage requirement but there is something called incremental adjustment which is discretionary.

‘’Because of my relationship with both NLC and TUC, I asked them that we should sit down and come up with a formular that  will make every worker in Kaduna State happy, irrespective of his or her status and they came up with three different options,’’ he disclosed.

The Governor promised that ‘’today I want to reaffirm to all of you here that by the grace of God, we will look at the incremental adjustment and ensure that even senior civil servants will benefit because we have to make our workers happy.’’

Governor Uba Sani further said that the upliftment of the living conditions of pensioners is of topmost priority to his administration, adding that last month his government released N3.8 billion to settle outstanding gratuities, death benefits and accrued rights under the Contributory Pension Scheme.

‘’Since the inception of our administration, we have paid cumulatively the sum of N10.4 billion in gratuity, death benefits and accrued rights in the Contributory Pension Scheme,’’ he added.

According to him, the payment of such a huge sum to pensioners is unprecedent, adding that ‘’I’m happy that the Chairman of NLC has said that we inherited most of these problems.’’

The Governor said that he has approved the recruitment of 1,800 medical personnel to strengthen the state’s Primary Health Care System and 3,000 teachers have also been employed to boost the capacity of public schools.

He disclosed that three months ago, Kaduna State bagged the award of the best subnational in Primary Health Care in Nigeria because ‘’we are the only state that has  upgraded 180 of  our 255 PHCs to Level 2 status.’’

Speaking on the ongoing strike action by the Kaduna State University Branch of the  Academic Staff Union of Universities(ASUU), the Governor said that his administration has done everything to reposition the school.

According to him, more than 60% of their courses were not accredited when he assumed office but his administration expended over N300 million to ensure that it secures NUC’s accreditation.

The Governor said that the demands of the striking lecturers accumulated over a period of 17 years, which about three of his predecessors were unable to settle the liabilities, totalling N5 to N6 billion.

‘’In spite of this, the lecturers want us to settle these liabilities now and I said no. I said that we have to sit down and have a dialogue. I then asked them where were their voices in the last 17 years?’’

‘’’We have to sit down and see how we can address the issue gradually. It is not something that can be addressed in one day. A problem of 17 years can’t be settled in a day,’’ he added.

Governor Uba Sani promised that the problem is going to be addressed because education is the greatest leveller, adding that ‘’we will ensure that both the academic and non academic staff of KASU are settled.’’
