South Sudan Increases Fuel Prices Amid Further Devaluation Of Local Currency

(JUBA) – South Sudan’s state-owned Nile Petroleum company has announced that the recent decision by the Central Bank of South Sudan has forced them to impose new higher prices of fuel, increasing the retail sale three times higher to 22 South Sudanese pounds (SSP) per litre.

“You are all kindly notified effectively today the, 17th December, 2015 Nilepet new fuel rates shall be as follows: 1. Whole Salve rate (one truck) is 20 SSP per litre; 2. Depot is 21 SSP per litre; 3. Retail rate is 22 SSP per litre,” Nilepet said in a circular sent out on Thursday, a copy of which obtained by Sudan Tribune.

The instructions to increase the fuel prices was sent out to all fuel station managers in the country by Chol D. T Abel, the director general of downstream Nilepet.

The new development comes only three days since South Sudan central bank announced free floating of the South Sudanese pounds against foreign currencies, prompting further devaluation of the South Sudanese pounds with 20 SSP to 1 US dollar in the banks.

South Sudanese top officials of the central bank and the ministry of finance and economic planning said they were forced to float the currency due to lack of US dollars in the reserve and the decrease in oil production because of the two-year old violent conflict in the country.

Before the 15 December 2013 war erupted the official rate of the exchange was 2.9 SSP per 1 dollar and the price of fuel was only 6 SSP per litre, which has now jumped to 20 per litre according to the new announcement.

“Please note this change has been sparked by the Central Bank of the Republic of South Sudan,” Nilepet official Chol further explained to the public in his order on Thursday.

Following announcement of realignment of local currency exchange rates, fuel stations and other shops remained closed in Juba and other major towns for the last three days, prompting the Nilepet management to act.

However, the decision of the central bank has been welcomed by several international economists and think-tanks organizations in Juba, particularly due to the fact that those who poses dollars, such as international organizations will buy dollars at ease with high rate.

“South Sudan’s decision to float its currency is much welcome, in light of deteriorating oil prices and the exhaustion of reserves,” said International Growth Centre (IGC), a London-based research group working in South Sudan in a statement on Thursday.

Keith Jefferis, an IGC Consultant and former deputy governor of the Central Bank in Botswana said “the exchange rate is arguably the most important price in an economy especially for an open economy country like South Sudan, and maintaining the fixed exchange rate was clearly unsustainable.”

Jefferis had authored an IGC report for the government of South Sudan in October.

The limited supply of United States dollars from the Central Bank has meant that only a few people could access dollars at the official rate of 3 SSP to the dollar, while the vast majority of the people were left to source dollars in the black market at a rate nearly six times the official rate.

The differential access to dollars at the official rate distorts the market, and created an opportunity for those with access to dollars at the official rate to engage in “round tripping,” IGC said in a statement extended to Sudan Tribune.

Richard Newfarmer, country director of the IGC’s programme in South Sudan, said that allowing the banks to buy and sell dollars at market rates will free more dollars, benefiting more those who posses dollars.

“People who have dollars will now be willing to exchange their dollars through the banks, thereby allowing the banks to meet the needs of their customers, including importers and individuals with dollar deposits,” said Newfarmer.

It is not clear if the government will also issue prices for other commodities in the market after releasing the price of the fuel.

The sudden fuel price increase seems to be the first bite among expected “shocks” in the market due to the floating of the exchange rate.

Kaduna (Nigeria) — Governor Nasiru El-Rufai of Kaduna State has issued a warning saying no person or group, under any guise will be allowed to block any road, obstruct public highways, occupy public facilities or inconvenience citizens in the State.

He also said a judicial commission of inquiry is to be established to look into last Saturday’s security clash in Zaria, between Shi’ites and Army.

Speaking in a broadcast, the governor said the composition and terms of reference of the commission of inquiry will be announced within two weeks.

He assured the people of the state that the government is committed to securing the state and upholding the rights of every citizen.

“We have witnessed sad events in Zaria. There have been tragic consequences and needless loss of lives, and we extend our condolences to the families that have been affected.

“Henceforth, no person or group, under any guise will be allowed to block any road, obstruct public highways, occupy public facilities or inconvenience citizens in Kaduna State.

“Anybody that needs to march may do so, but they cannot take over public facilities or disrupt social services and commercial activities in Kaduna State, and any march or procession can be undertaken only with the prior knowledge of, and protection of the police to prevent the breakdown of law and order,” he warned.

The commission of inquiry is to be set up under the Tribunals of Inquiry Act. It will examine the immediate and remote causes of the Zaria incident, and assemble a factual and authoritative account that the government can study and act upon.

The governor further added that he will not tolerate any escalation of lawlessness, insisting that “the government continues to invest heavily in security as a foundation for the successful execution of our economic and social agenda to develop Kaduna State.

“We all should jointly say no to actions that divide people, reject conduct that ignores or violates the legal and constitutional rights of others and oppose practices that contest the prerogatives of state institutions to safeguard and protect every citizen.”He said.

He explained that Kaduna State is persuaded that the interests of accountability and transparency are best served by a judicial commission of inquiry that will allow all claims to be tested with judicial rigour.

The governor reassured citizens that they can go about their normal activities, but he urged vigilance and prompt reporting of any suspicions.

“Let us all redouble our commitment to sustaining the peace, and to uphold each other in our God-given humanity.”

Nigeria: Shiite Women, Children Still in Detention — Group Alleges

Kaduna (Nigeria) — Islamic Movement of Nigeria, also known as Shiites, has alleged that their members, comprising of women and children are still in detention in Kaduna, northwest Nigeria.

The group also said their members who sustained gun shots have been left without medical attention, since last Saturday’s clash with the nigeria army in Zaria.
A statement by the group’s spokesperson, Ibrahim Musa, made available to newsmen said the condition of those in detention has aggravated.

According to him, presently one of such detained members of the Movement has died as a result of being refused medical attention at the Gabasawa police station in the state.

But when contacted, Police Command Spokesperson, DSP Zubairu Abubakar, didn’t comment on the issue.

The group spokesperson added that there were many other members of the Movement facing the same calamity at the Operation Yaki station, along Constitution road Kaduna with another three hundred women in custody at Jaji Cantonment, apart from those detained in army barracks across Zaria.

“More so, the Mobile Police in Kaduna has attacked a peaceful demonstration on Tuesday by the members of the movement, calling for the release of the leader, Sayyid Ibrahim Zakzaky and condemning the genocide embarked upon by the Army on the members.

“This has led to the killing of four members of the Movement and the arrest of many others with several others also seriously injured, including women and children.

“Meanwhile there are many members of Movement in detention at the CID headquarters in Kaduna in relation to the Kaduna peaceful demonstration.

” We wish to debunk the statement by the police that members of the Movement are planning to attack police facilities across the state.

“We declare that it is not in our character to engage in such waywardness as we are a peaceful and armless Movement guided by the tenets of Islamic morality of respect for human life.

“We are hereby calling for the release of those in detention in various facilities, most especially those with severe injuries to receive medical attention and save lives,” he said.

Jama’atul Nasril Islam Cautions Nigerian Army Over Excessive Use Of Force

Kaduna (Nigeria) — Nigeria’s highest Islamic decision body, Jama’atul Nasril Islam (JNI), has cautioned Nigerian security agents, particularly the Army, against use of excessive force against citizens during civil unrest.

JNI said it’s important for lives to be preserved and protected at any cause.

The religious body added that it’s also important for security agents to always operate within the international rules of engagement in discharging their duties.

This was disclosed in a statement by JNI Secretary General, Dr Khalid Abubakar Aliyu.

JNI after following the events as they unfolded, reiterates in line with its previous related releases, that life is sacred and must be treated as such. And, restraint should always be exercised in the course of discharging one’s civil, official and or religious duties.

“It is against this background that JNI commiserates with the people of Zazzau over the unfortunate incident and call on all and sundry to take time and ponder over the many overwhelming challenges within the context of fairness and objectivity.

“We believe that it is high time all Nigerians come together, think together and take positive steps towards salvaging the quandary of insecurity in our dear country.

“We must all view the insecurity quagmire as a challenge to all Nigerians, regardless of any parochial consideration. Security agencies must operate within the internationally established convention of rules of engagement in the discharge of their duties. Excessive force should be avoided and lives be preserved and protected.

“Members of the public should always recognize and operate within the ambit of law and order as provided by the laws of the land as well as our religious texts.

“JNI implores the media to be wary of sensational reportage that is capable of plunging the nation into yet another avoidable crisis, (may Allah forbid, Amin).

“JNI commends the Federal Government for instituting a fact finding delegation, under the leadership of the Minister of Interior, for an on the spot assessment.

“It also implores the Government to institute an enquiry into the Zaria upheaval, to unravel its remote and immediate causes, so as to forestall future occurrence.

“We wish to call on all Nigerians to continue praying fervently seeking God’s intervention towards sustainable peace and stability in the country. Specifically, we reiterate our directive on all Imams to intensify prayers and continuously give sermons on the need for peaceful co-existence and harmony.

“And remind people of the dangers associated with reprisal attacks, which benefit only the devil. In the same vein, we commiserate with His Highness, the Emir of Zazzau, the government and good people of Kaduna State over the unfortunate saga. Likewise we condole with the families of all the Muslims affected in the unfortunate turmoil that engulfed Zaria,” he said.

Nigeria: 50 Internally Displaced Persons Graduates From Foundation’s Skills Acquisition Program

Kaduna (Nigeria) – TY Danjuma Foundation in collaboration with All Children Charity International Foundation (ACCIF) has successfully graduated Fifty Internally Displaced Persons (IDPs) in the three months ‘TY Danjuma-ACCIF IDPs Skills Acquisitions Training Project’ costing about N8.3 million.

The training was aimed at empowering and strengthening them in order to generate income, take care of their families and improve their quality of lives.

The IDPs who are camping in Pegi, a community in Kuje Area Council of Abuja, Nigeria’s capital received intensive training in tailoring, shoe, bag and bead making.

Majority of the IDPs in Pegi are from Chibok, Borno state – North east Nigeria who fled their homes as a result of the Boko Haram insurgency. Pegi is one area that accommodates large percentage of internally displaced persons. It has about 57 IDP households comprising of more than 250 IDPs (59 female, 54 male and over 150 children).

According to the founder of ACCIF, Ranti Bosede Daudu, the Foundation concentrates on Pegi because it is an interior village which is too far for benefactor to come. She said the difficulties and traumas the IDPs were facing was parts of the Foundation’s drive to rescue them so as to give them hope; adding that, a baseline method was used to select the beneficiaries who lost their occupation as a result of the insurgency.

She pointed out that, “We have given them all the material and equipment they need to setup individually unlike other project where we do community grouping for intervention. This is because we feel whenever they choose to go back home or be in the future, they may not all be together in a single place, so they can benefit from it individually.”

She further called on the public, other partners, and government to patronize them. “We enjoin all stakeholders to network and work in harmony to further better the lives of IDPs, patronize products made by them. We charge us to please buy the products in order to encourage and help increase their bargaining power.”

“They can be called upon to make sandals and uniforms for primary school. It can be a big industry for them, all they need is standardization and for others who deal in finishing and accessories to come and further train them on how to get good product.”

“ACCIF charges and encourage the beneficiaries to ensure full utilization of the equipments that was donated; they should use them to generate income, train other IDPs and positively impact the society and contribute to the Gross Domestic Product (GDP) of our great country Nigeria,” she stressed.

The Chief Executive Officer of TY-Danjuma Foundation, Sunday Udoh while making a remark further tasked the beneficiaries to use the skills acquired by training others.

He added that TY Danjuma Foundation is committed to enhancing the quality of lives of Nigerian in different capacities.

In his remarks, representative of Pegi Community Leader, Jeremiah Sarki commended the organization for organizing such vocational training, stating that, it will go a long way to make them self reliant. He called on other stakeholders to emulate the kind gesture of the Foundations.

Responding on behalf of the beneficiaries, Peter Dumbula thanked the Foundation for empowering them and said, they are indeed lucky to have received such a good gesture from the foundations, stressing that, ‘we have lived here and we have gotten a life that has change our situation.’ He added that when normalcy returns to Chibok, they will be willing to go back to their homes.

The beneficiaries were trained in business skills. They were also individually given materials and equipments for their start-up businesses among which includes; sewing machines, filing machine, electric irons and generators.

A youtube video has emerged, shedding some light on Saturday’s encounter between the Nigerian Army and the Shiite group.

It captured the conversation between the two groups, in hausa language, where the Army spokesman, Kukasheka was pleading for a passage for their convoy, but the Shite members saying, only their leader will give them an order to open the road.

Although the video, which may have come from the military, did not show who raised the first hand against the other (may be for graphic sensitivity), it clearly sheds some light on what may have transpired prior to the military opening fire on the sect members.

PRESIDENT BUHARI RECEIVED NO MONETARY COMPENSATION FROM JONATHAN PRESIDENCY FOR ATTACK ON HIS CONVOY
Our attention has been drawn to reports making the rounds, especially on internet-based media, that President Muhammadu Buhari received $300,000.00 and up to five armoured SUVs from the Office of the National Security Adviser in the aftermath of the attack on his convoy in Kaduna last year.
We unequivocally deny that President Buhari received $300,000.00 or any monetary compensation whatsoever from the Jonathan Presidency or any of its officials, in the aftermath of that attack, or at any other time since then.
While it is true that one armoured SUV and one untreated SUV were sent to the President in the aftermath of the attack, the vehicles were in keeping with his entitlements as a former Head of State under the Remuneration of Former Presidents and Heads of State (And other Ancillary Matters) Decree of 1999.
Section 3, Sub Section 1 of that Decree provides that three vehicles will be provided for former heads of state and replaced every four years.
There was therefore nothing untoward, illegal or tending to corruption in former Head of State Buhari and Presidential aspirant, as he then was, receiving vehicles, to which he was statutorily entitled , from the Federal Government of Nigeria.
President Buhari had in keeping with his austere, spartan and frugal disposition shunned most of his entitlements as a former Head of State, but was prevailed upon by his supporters to accept the two vehicles for his personal safety in the aftermath of the dastardly attempt to assassinate him.
It is preposterous to think that the President will allow his acclaimed reputation of honesty and incorruptibility to be tarnished by accepting a questionable monetary compensation from a discredited regime.

Boko Haram Is A Vicious Terrorist Group, Not Religiuos — Buhari

Abuja (Nigeria) — President Muhammadu Buhari of Nigeria Tuesday said he expects religious leaders in the country to do more to support the Federal Government’s efforts to strip Boko Haram of all of its religious pretensions and fully expose the group as vicious terrorists, devoid of any moral or philosophical direction.

A statement by Special Adviser to the President on Media and Publicity, Femi Adesina said Buhari stated this when he received Ecuador’s new Ambassador to Nigeria, Leopoldo Rovayo Verdesoto,

President Buhari noted that a lot had already been done to properly expose Boko Haram as a ruthless, destructive and misguided terrorist group.

“What we have succeeded in doing is to separate terrorism from religion. The initial attraction for recruitments was religion. But now, people cannot relate with their relevance anymore and they are only associated with the destruction of lives and properties.

“If your life does not mean anything to you, other peoples’ lives will not mean anything to you as well. And people are beginning to see that Boko Haram is just about destruction and nothing else,” the President said.

President Buhari also told the new ambassador, who was at the Presidential Villa to present his letter of credence, that his administration will continue to prioritize diversification and other measures to help the Nigerian economy withstand the shock of falling crude oil prices.

The President also received the letters of credence of the new Ambassador of Zambia, Dr. Solomon Jere and the new Ambassador of Colombia, Ms Claudia Turbay Quintereo.

He wished all three new ambassadors successful tenures in Nigeria.
