China Announces Plan To Cut Carbon Emissions, Ahead Of Paris Climate Change Meeting

Kaduna (Nigeria) – China, the world’s largest greenhouse gas (GHG) emitter, has pledged to peak its carbon emissions latest by 2030 and then start reducing it. This is contained in its Intended Nationally Determined Contributions (INDCs) submitted to the UN Framework Convention on Climate Change (UNFCCC).

INDCs documents contain voluntary pledges that countries make to cut carbon pollution ahead of the climate change meeting in Paris at the end of the year – The Paris gathering is expected to come out with a new global deal aimed at tackling climate change beginning in 2020.

In the document, China pledged to reduce emissions intensity of its GDP by 60-65 per cent compared with 2005 levels by 2030. It has also agreed to raise the share of non-fossil fuels to 20 per cent of its primary energy mix by 2030 and increase the forest stock volume by around 4.5 billion cubic meters on the 2005 level by 2030.
China more ambitious than the US and EU

According to the estimations done by an Indian Centre for Science and Environment (CSE), China’s INDCs are more elaborate and ambitious than the ones put out by the US and the EU. China will have 30per cent lower GHG emissions – about 6.5 billion tonnes less – than the Business as Usual (BAU) Scenario in 2030. In comparison, the US will cut its emissions only about 2 billion tonnes per year in 2030 from its BAU scenario.

“In BAU scenario, China would have emitted 22 billion tonnes of carbon pollution in 2030, but now it will emit about 16-17 billion tonnes. This is a significant reduction,” says Chandra Bhushan, Deputy Director-General, CSE.

China has also pledged to install 200 gigawatts of wind power and 100 gigawatts of solar power by 2020. These are many more times of what the US plans to install during this period.
China could have done more

CSE’s analysis, however, also points to the fact the INDCs of China are less ambitious compared to what China had pledged to do till 2020 under the Cancun agreement. Under the Cancun Agreement in 2010, China had pledged to reduce emissions intensity of its GDP by 40-45 per cent compared to 2005 by 2020. Now, it has pledged to reduce emissions intensity of its GDP by 60-65 per cent compared to 2005 by 2030. So, China will be reducing the emissions intensity of its GDP by less than half the rate during 2020-2030 period, compared to 2010-2020 period, says the CSE analysis.

China had pledged to have 15 per cent non-fossil fuel in its energy mix by 2020. Now it has pledged to raise the share of non-fossil fuels to 20 per cent of its primary energy mix by 2030. So, an increase of mere 5 per cent from 2020 to 2030 is not exactly “ambitious”.

Although it is doing more than the US and EU, China’s total emissions in 2030 will still be very high. It will be about four times more than India’s. China’s per capita emissions in 2030 will be about 12 tonnes, similar to the US, but again four times higher than India. “Such large emissions are not in line with keeping the global temperature rise within manageable limits,” says Bhushan.

 

Towards 4-5OC temperature rise

With the announcements of INDCs by China, the US and the EU – the top three polluters – it is now clear that the INDCs will not add up to limit global temperature rise by 2OC. The recently released report of the IPCC mentions that the world needs to cut its emissions between 40 and 70 per cent below 2010 levels by 2050 to stay within the 2OC temperature increase pathway. The INDCs put out so far will not allow the world to meet this benchmark.
“From our analysis, it is quite clear that the Paris deal, like the Copenhagen Accord in 2009, is likely to keep the world to a temperature increase trajectory of 4-5OC,” says Bhushan.
Reality check for India

The world is now eagerly waiting for India’s INDCs. The big question is what stance India will take. Will it follow the likes of US and China or carve out a different path for itself?

CSE experts believe that India should now work harder with developing countries and push for an ambitious global deal which is fair and equitable and saves the world from catastrophic climate impacts. “India should put out INDCs that are based on equity and fairness. This is the only way we shame big polluters to reduce their emissions which are in line with the planetary limits,” says Sunita Narain, Director General, CSE.

Nigeria: Katsina Directs Public Officials To Enrol Their Children In Public Schools

Katsina (Nigeria) – Starting this September, all political office holders and top government officials in Katsina state, northern Nigeria, must enrol their children in public school.

Governor Aminu Bello Masari gave the directive in Katsina, while inaugurating a one day workshop for Islamic clerics who are conducting tafsir (Islamic preaching/teachings) in the ongoing Ramadan fast.

The Governor who was represented by the State Chairman of All Progressive Congress Party, Dr Mustapha Muhammad Inuwa said this was in demonstration of Government’s willingness to revamp the sector and ensure qualitative education in the state.

Governor Masari had last week told journalists in a parley that he will enrol his own children in public schools this September, when school opens.

Most public officials in Katsina, like in other part of Nigeria have enrolled their children in private schools. This action, most Nigerians believe is the reason for downfall of the education sector in the country.

Addressing the religious leaders, the Governor emphasised that the State Government will ensure unity, calling on all religious preachers in the state to desist from sermons that would ignite crisis in the state.

Permanent Secretary, Ministry for Religious Affairs, Alhaji Ubale Abdurrahman said the workshop was to sensitise islamic preachers on the importance of peace among Islam’s diverse sects.

He said the workshop would also provide opportunity for building qualitative leadership in the state

Rape: Women In Da’awah Calls For Stiffer Penalty To Offenders

Kaduna (Nigeria) – An Islamic group, Muslim Women in Da’awah has stressed the need for parents to monitor the movement of their children to save them from social abuses.

Chairperson of sub-Committee on violence against women and girls, Barrister Amina Audi Mohammed stated this at an enlightenment campaign on the dangers of child abuse, organised by Kaduna State Chapter of the group, at a primary school in Kaduna, northern Nigeria.

Mohammed decried rampant cases of child abuse, such as rape and homosexual acts among others and called on Nigerian government to introduce stiffer punishment for those involved in such acts.

She said the group was working hand in hand with professionals from different fields to track such incidences and record them, adding that the committee of lawyers was working tirelessly to follow such offences and ensure justice was served.Islamic group

Also speaking, Coordinator of Muslim Women in Da’awah, Kaduna state chapter, Malama Rabiatu Baba Zaria, said the aim of the enlightenment campaign was to sensitise primary school pupils, teachers and parents on how to protect their children from falling victims of such acts.

She said the association had conducted similar campaigns in the twenty-three local government areas of Kaduna state to ensure parents were enlightened.

Rabiatu Baba Zaria also called on government to introduce stiffer punishment to those found guilty to serve as deterrent to others.

In separate remarks, village Head of Sabon Garin Anguwan Sanusi and Head of teachers of the school, Alhaji Ibrahim Abubakar and Hajiya Safiya Mora respectively, expressed appreciation to the Islamic group for organising the programme.

Airtel Joins Fight Against Maternal, Infant Mortality In Northern Nigeria

Kaduna (Nigeria) – Airtel Nigeria has joined the fight to end maternal and infant deaths in rural communities in Kaduna state, northwest Nigeria.

The Company is doing that through a mobile-phone platform, dubbed CommCare which supports Community Health Workers (CHWs) in rural parts of Kaduna state.

The mobile platform serves as an aid in supervision and coordination of community health programmes, by providing a guide to Community Health Workers and assisting them with an electronic questionnaire to collate data on pregnancy, childbirth and condition of infants and mothers.

The platform also guide Community Health Workers to refer mothers and infants that are in need of medical attention to nearby hospitals, or Primary Health Care centres located in Saulawa, Kwari, Fadama Kale and Pampaida in Ikara LG.

Airtel Corporate Social Responsibility Manager, Chinedo Manjor who announced this to newsmen at a press briefing in Kaduna said, the Home Based Care Providers will deliver better, more efficient healthcare to the targeted beneficiaries in the village.

He said the company was prompted to join the fight because of the alarming rates of maternal, infant and child mortality in northern Nigeria.

He said the mobile company in partnership with Pampaida Millennium Villages Project in the state was able to provide toll-free lines (commcare platform) to assist in the fight against maternal deaths in the remote village of Pampaida.

Manjor added that the effort was in line with the company’s corporate social responsibility to the rural communities.

Health Coordinator and Assistant Team Leader of Millennium Villages Project in Pampaida village of Kaduna state, Ojo Eyitayo Adedotun commended the mobile phone company for its support towards reducing maternal deaths in the region.

“Our partnership with Airtel has really help to improve maternal and infant mortality in the state, particularly in Pampaida villages. Japan government is the core donor of the project,” he said.

According to him, “they have trained youths and women who are working on data collection of pregnant women and sick infants within the villages and they use the toll lines to forward information gathered to the centre, or their supervisors for appropriate action.”

Roseline Nuhu, one of the beneficiaries of the project in the village commended the mobile company for coming to their village to help tackle maternal and infant deaths.

Available statistics by World Health Organisation shows that maternal deaths in northern Nigeria stands at over one thousand deaths per one hundred thousand live births.

Nigeria: Women Politicians Want More Representation In Government

Kaduna (Nigeria) – A Nigerian women politicians group ‘Women In Politics Forum’ has commended Governor Nasir El-Rufai of Kaduna State, Northwest Nigeria for appointing women into key offices in the state – the last being the appointment of Hadiza Usman as Chief of Staff to the Governor, and Saude Amina Mohammed, as Personal Secretary to the Governor.

Vice President North; of the Forum, Hajiya Hafsat Mohammed Baba in a statement said the move is a demonstration of the Governor’s resolve to address issues peculiar to women, especially those related to violence against women and maternal heath, among others.

“This indicates that the governor is passionate on things that concerns the health and welfare of women.”

She called on other Governors from Northern Nigeria to follow Governor El-Rufai’s example by giving women the opportunity to contribute their quota in nation building.

“We call on other state governors in the north to appoint women into political offices, so that the women will contribute their quota in moving Nigeria forward.”

Hajiya Hafsat Baba also called on Governor El-Rufai to continue with such gesture when appointing his Commissioners and Local Government Care taker Committee Chairmen.

This is the first time a Kaduna Governor would appoint more women into key Government offices. Since Nigeria’s return to democracy in 1999, the best women had was to have two representatives in a 24 – member State Council Executive.

Nigerian Journalist Seeks Police Protection From Customs-Aided Smugglers

A Nigeria Journalist, Executive Director and Chairman, Editorial Board of Badagry Prime, a news magazine, Otunba Yomi Olomofe, has appealed to the Inspector General of Police, Solomon Arase, to secure his life and that of his family.

He made the appeal while narrating his ordeal in the hands of smugglers around the Seme border area of Badagry in Lagos State, Southwest Nigeria.

Olomofe, who spoke with newsmen on Sunday from his hospital bed in Lagos, explained that the unfortunate incident happened on June 25 in the presence of officers of the Nigerian Customs Service within the premises of the Seme Command

The Journalist who was beaten to a pulp with his eyes swollen said he lost some items including three smartphones which he valued at about N500,000, a gold wrist watch and some amount of money.

Narrating how he narrowly escaped death, Olomofe said he was in company of another journalist colleague during a visit to the command when some smugglers, who claimed journalists have been writing negative stories about them, pounced on him, beating him to stupor.

He noted that he suspected a set-up because he was at the Seme Command on the invitation of the authority of the Service.

He said: “I wonder how anybody could have been waiting for me there. How did they know that I will be there.

“They were beating me and they were threatening to kill any journalist that writes any story about them. I was there with the correspondent of Tide Newspaper.

“A lot of my belongings were missing, my three phones, my gold wrist watch was taken away and all the money with me on that day was taken away. I cannot recollect how much it was but I had enough cash on me that fateful day.

“Thank God a friend from Rotary Club came to take me away. I would have been dead because I was left there almost lifeless.

“This happened within the Customs premises and I don’t know what they might do again.

“My life is not safe and that is why I am appealing to the police to come to my rescue. I am fully resident in Badagry. My family lives with me. I have my parents, wife and children in Badagry.

“These hoodlums are not unknown. They are known to everybody, but they are above the law.

“They even told me that they have killed many people and nothing happened.”

Nigerian Governor Engages Communities On Security, Surveillance

Kaduna (Nigeria) – Governor Nasir El-Rufai of Kaduna state, northern nigeria has cautioned communities in the state to be vigilant and report suspicious persons, and questionable activities in their respective domains to security agencies.

Special Assistant on Media and Publicity to the Governor, Samuel Aruwan disclosed this to journalists in Kaduna.

Aruwan said, it has become imperative to intensify public enlightenment towards strengthening security in the state.

He explained that the approach will aid intelligence gathering and also accelerate the flow of information between all tiers of government and security agencies operating in the state.

Aruwan said “Security is a top priority to the leadership under Governor El-Rufai and the government is working to ensure that our citizens are secure, and their property safe.

“It has become obvious that partnership with communities will help immensely in intelligence gathering and also accelerate the flow of information between communities and critical stakeholders in the state.

“It is in this spirit that we seek a rejuvenation of community role in security as it used to be in the past. Government is appealing to all communities in the 23 local government areas and 255 electoral wards to report suspicious persons or groups of persons carrying out questionable activities that will threaten peace and tranquillity in the state.

“Citizens should report suspicious persons and activities to traditional rulers, police, Civil Defence, military and all security agencies nearest to them for appropriate action by the government.

“Their privacy will be treated with confidentiality. Similarly, the state government commends communities in the state that helped in arresting suspicious elements at the weekend.”

Nigeria: El-Rufai Appoints Chief of Staff, More Aides

Kaduna (Nigeria) – Governor of Kaduna State in Northern Nigeria, Nasir El-Rufai has appointed Hadiza Bala Usman as his Chief of Staff.

She is a well-known figure in the APC where she served in a number of committees, prominent among them, Administrative Secretary of the Buhari Presidential Campaign Organisation.

She served in the APC Elections Planning Committee; APC Strategy Committee. She was also Director of Finance in the Nasir El-Rufai Campaign Organization, and later the Kaduna State APC Campaign Council.

A statement by the Governor’s Special Assistant on Media and Publicity, Samuel Aruwan says Hadiza Usman was born in Zaria where her father, the famous radical historian Yusufu Bala Usman, was lecturing at the university.

She started her primary education at ABU Staff School, attended ABU Demonstration Secondary School and earned a B.Sc. in Business Administration from the Ahmadu Bello University, Zaria, in 2000.

She later obtained an MA in Development Studies from the University of Leeds, United Kingdom, in 2009.

Hadiza worked at the Bureau Of Public Enterprises (BPE) from 2000 until 2004 when she was hired by the UNDP for the Federal Capital Territory Administration [FCTA] from October 2004 – January 2008 as a Special Assistant to the FCT Minister on Project Implementation. Since 2011. She has been Director of Strategy for the Good Governance Group (3G).

In April 2014, she co-founded the global movement #BringBackOurGirls which has been demanding for the rescue of the 219 young girls abducted by Boko Haram from Chibok Secondary School in North East Nigeria.

Hadiza has been internationally recognized for her contributions. Financial Times [FT] named her amongst the most influential women of 2014, while CNN chose her as the most inspiring woman of 2014.

Ebony Magazine also named her amongst the 100 most influential black women in the world in 2014. In August 2014 she gave touching speech on Chibok Girls at the United Nations Headquarters in New York during UNDPI conference as a guest speaker.

Similarly, the government has announced the appointments of Bashir Dabo as Special Assistant, New Media, and Mrs. Saude Amina Mohammed as Personal Secretary to the Governor.

Mohammed is a graduate of Economics from the Ahmadu Bello University, Zaria. She also holds a Master’s Degree in Advertising and Marketing from Coventry University, UK.

As a researcher with the Good Governance Group, she provided support to the work of Malam Nasir El-Rufai on the critically acclaimed budget series published in his weekly newspaper column.

She also featured as a guest writer during the young voices series published in Thisday and Peoples Daily Newspapers. Most recently, she has served as Secretary to the finance sub-committee of the Kaduna State APC Transition Committee.

Saude is the grand-daughter of the Reverend Canon H.O Mohammed of Wusasa, Zaria, who was the former Chief Commissioner of the Public Complaints Commission and Chairman of the Code of Conduct Bureau.

Bashir Dabo holds an M.Sc. in International Business Management from the University of Bedfordshire, United Kingdom and a Masters in International Affairs and Diplomacy from Ahmadu Bello University, Zaria.

He was assistant coordinator of the Kaduna State APC Situation Room for the 2015 elections.
