Netanyahu, Purim and the enemies

The Israeli Prime Minister, Benjamin Netanyahu in his recent Purimmessage responded to the continued threats of annihilation of Israel by the enemies of the Jewish state by reminding them of the biblical story of Haman.

Haman obtained an irreversible decree to kill all the Jews in Persian and confiscate their properties. But before the date of execution, God intervened and Haman, his sons and the enemies of the Jews were killed instead.

You know the story very well. We will come back to it later. Yes, I so much admire the dedication, love and courage of Bibi (as he is fondly called) to the cause of Israel. He is always ready to do everything necessary to protect and advance the interests of the Jewish state, especially the policy of never to allow the people go through the threats and victimization of the past.

I see Benjamin Netanyahu in the mould of Moses, Joshua, Gideon and Samson. And thanks to his family that gave Israel three indefatigable brothers – Yonatan, Benjamin and Iddo that served in the elite IDF Special Forces, sacrificing their comfort and life.

They left the comfort as the children of an American professor and training in Ivy colleges, migrated and joined the Israeli forces in the 60s and have played exceptional roles in defending the Jewish nation and its people.

  Though this piece is not about the Netanyahus, but we will forever remember the sacrifice of the indomitable Yonatan ‘Yoni’ Netanyahu; that young Israeli Special Forces commander that successfully led the rescue of about hundred Jewish hostages in from Entebe Airport, Uganda in 1976.

That operation remains a reference in the study of rescue missions and special operations. Just go back and read the accounts again and watch the films. And you will be amazed by the professionalism, patriotism and courage exhibited by the planners and executors of that mission and what those guys could do as far back as the 70s.

Ironically, only Yoni lost his life in that most-daring operation, but that was after terminating the terrorists, rescuing the hostages, sending them home. He and his men were retreating to board the plane and leave the place when he was cowardly shot by a Ugandan soldier hiding on the airport towers.

The Jewish commandoes went back and cleared the place immediately and also inflicted an irreparable damage to the Ugandan Air force by blowing up most of the fighter jets and equipment on ground. Because of my love for the boldness and sacrifice of Yonatan. I dedicated my book / audiobook Power of Sacrifice to him.

And it is now in English, Spanish, Portuguese, Finish, Swedish, French, Dutch, Chinese, Italian, German, Afrikaans, Indonesian, etc. Yes, there is no better time to remind the enemies of the Jews of God’s covenant of protection with his people than theFestival of Purim.

  As you already know the Festival of Purim is an annual event to commemorate that spectacular, miraculous deliverance of the Jews from annihilation during the reign of King Ahasuerus of the Persian Empire in 5 BC.

Haman; a Jew-hater was appointed a prime minister of the empire. And when Mordecai, a Jew refused to bow to him, the proud Haman got the king to sign an irrevocable decree to kill all the Jews- young and old, infants and women and confiscate their properties in a day.

But God miraculously intervened when Esther and Mordecai mobilized all the Jews throughout the empire to fast and seek divine intervention. Their enemy Haman was hanged, Mordecai (a Jew was appointed in his place), and another decree was promulgated that countered the first, empowering the Jews to defend and kill their enemies.

God delivered his people from certain destruction. Since then the Jews have been celebrating this dramatic deliverance and display of divine power till date.

Yes, Bibi was right to remind the enemies of Israel that the God of Purim is still alive to protect his people. And also that there is still today unwavering, commitment, determined, patriotic and fearless Jews like Esther and Mordecai to sacrifice everything, including their lives to see that nobody, no nation, no interest or gang up will  ever be given that chance to humiliate or threaten the existence of Israel again.

This has always been sufficiently demonstrated since the establishment of the modern Jewish State. And that policy remains unchanged. Touch Israel and you burn your fingers.

  But Haman is not the only example to be given to the enemies of Israel. Pharaoh messed with Israel and he, his commanders and horsemen perished in the Red Sea after the angels of destruction and death devastated his land. At that night of Passover, men and beast mourned and wept throughout Egypt.Sennacherib boasted and tried it. He even queried the ability of the God of Israel to deliver; comparing him with the gods of other nations that he had destroyed.

I love the way God responded to this, “Who is it you have insulted and blasphemed? Against whom have you raised your voice and lifted your eyes in pride? Against the Holy One of Israel… Because you rage against me and your insolence has reached my ears, I will put my hook in your nose and my bit in your mouth, and I will make you return by the way you came.” You already know how he ended.

Then, three nations came against Jehoshaphat and Judah. God took over the battle and that enemies in confusion slaughtered themselves. Not one person survived. What of the mighty and proud Goliath? After boasting, harassing and humiliating the Israelites for days, his head was cut off and his people defeated.

And can go on and on. Now, every enemy harassing you or the people of God will be displaced and cut off today in the mighty name Jesus! Chag Purim Sameach!

WHY BOBOYE IS STILL AT FRSC

For some time now, the tenure
of Boboye Oyeyemi, Corps
Marshal and Chief Executive
of the Federal Road Safety
Corps, FRSC, has been the subject
of a debate with views querying the
legality or otherwise of his continued
stay as Nigeria’s number one Road
Safety officer.

Those questioning his continued
stay have obstinately held on to
the provision of the Public and
Civil Service Rules detailing the
employment, discipline, recruitment,
retirement and other conditions
surrounding an employee of the
government.

They argued that having
attained the age of 60 years as head
of the FRSC, Oyeyemi automatically
stopped enjoying the protection of the
law to remain in office.

The Public Service Rules 02809
provides that: “The compulsory
retirement age for all grades in the
Service shall be 60 years or 35 years
of pensionable service whichever is
earlier. No officer shall be allowed to
remain in the service after attaining
the retirement age of 60 years or
35 years of pensionable service,
whichever is earlier.”

Last November 26, Boboye
attained 60 years of age causing many
to wonder his retention against the
rule they copiously quote.

Now, just like the Armed Forces
and other paramilitary services,
the Road Safety has a ‘domestic
legislation’ that stops promotion
at the rank next to the head of that
organisation. In the Army, it is the
rank of Major General; Deputy
Corps Marshal in the Road Safety,
Deputy Inspector General in the
Police and so on as applicable in
different organisations. At this
stage, whoever becomes the head
of any other military or paramilitary
service is appointed by the President
in exercise of his powers and he
reserves the power to make such
appointment from within or outside
of such organisations.

This position is further supported
by the provisions of Section 7 (1)
FRSC Act, 2007 which gives the
President the power to appoint
anyone he considers as having sound
knowledge in road traffic and road
safety administration as the Corps
Marshal of FRSC. That is the only
specific qualification stipulated by
Section 7 (1) FRSC Act, 2007. This
clearly shows that the Corps Marshal
is not a career civil/public service
officer who is expected to grow
through the ranks and be subjected
strictly to civil/public service rules.
In fact, this is the first time a member
of the Corps was appointed as Corps
Marshal.

The Corps Marshal is not a rank
of a member of the Corps as provided
in Section 11 (1) FRSC Act, 2007,
which listed the ranks of members
of the Corps to start from Deputy
Corps Marshal. The fact that the
present Corps Marshal, Dr Boboye
Oyeyemi is a member of the Corps
will not change the status of the
office of the Corps Marshal from
being a political office to a career
public service office. To do so, would
amount to taking away the powers
of the President conferred on him by
Section 5(1) (a) of the Constitution of
the Federal Republic of Nigeria as
amended and Section 7 (1) of FRSC
Act, 2007.

The pressure on Oyeyemi is
perhaps comprehensible having risen
through the ranks. He is therefore
deemed to be a civil servant, which
is not actually so in the spirit and
letter of the appointment of the
leadership of the armed forces and
paramilitary organisations.
Once appointed, the appointee stopped being a civil servant as the President
is not duty bound to comply with the
Public Civil Service Rules even in
disengaging anyone if he so desires
ahead of 60 years of age or 35 years
of pensionable service. Only political
appointees are so treated.

Again, Section 5 (1) (a) of the
1999 Constitution of the Federal
Republic of Nigeria (as amended)
vested in the President the
superintendent powers in delegating
to other people to exercise on
his behalf. The provision reads:
“Subject to the provisions of this
Constitution, the executive powers
of the Federation –
(a) Shall be vested in the President
and may, subject as aforesaid and to
the provisions of any law made by
the National Assembly, be exercised
by him either directly or through the
Vice President and Ministers of the
Government or officers in the public
service of the federation…”

Heads of the tri-service and other
paramilitary agencies are therefore
appointed at the pleasure of the
President as political appointees and
only him determines their tenure
and in exercising that power, the
President can bypass certain ranks
to appoint subordinates to head an
agency forcing superiors to give
way in retirement in deference to
the judgment and discretion of the
President.

From 1988 ‘outsiders’ were chief
executives of the FRSC. These are Dr
Olu Agunloye, Maj. Gen. Anthony
Hananiya, Danyaro Ali Yakasai,
Engr. Abba Kyari Wakilbe and Osita
Chidoka up till 2014. It is clear that
the headship of the organisation has
always enjoyed tenure duration from
all that pleases the President and this
is without ambiguity.

Similar concerns were raised on
the elongated tenure of immediate
past service chiefs; same for the
current Inspector General of Police
whose tenure the President has
extended for three months. With the
uproar that greeted the appointment
of retired Colonel Hameed Ali to
head the Nigeria Customs Service,
the President must have latched on
to his constitutional powers and
exercising same for him to sail
through.

No wonder there is yet no
legal hurdle to upturn those decisions
regardless of several objections.
Rather than resenting Oyeyemi
or worried about the President’s
lawful exercise of his powers against
the wishes of critics urging him to
resign before being reappointed,
which again is discretionary,
patriotism could have overridden
typical burdens often piled against
the President to remove public
officials with visible results and
peerless impacts.

Without mincing words, it
is clear that no public officer is
indispensable. It is the hallmark of
patriotism to understand when not to
throw off a performing official like
Oyeyemi, considering the number
and quality of innovations that have
been brought to impact on the FRSC,
building on the inherited laudable
services of his predecessors.

In the years he has served the
nation in his capacity as Corps
Marshal, Oyeyemi has introduced
some initiatives in line with the
mandate of the FRSC. Of note is
the drastic reduction in carnage on
the highways across the country,
obviously with the cooperation of
officials of the corps as well as other
critical stakeholders like the Special
and Celebrity Marshals, alongside
spirited sensitization campaign
through Road Safety Clubs in
educational institutions.

Under his vigorous leadership,
the FRSC realised the need to
bridge the information gap with the
establishment of the National Traffic
Radio 107.1FM in October 2019
as a viable channel through which
information could be transmitted
seamlessly to the public. Not only
that, at the time insecurity is linked
to many nefarious activities of
cybercriminals and criminals in
terrorist financing, the FRSC under
Oyeyemi has continually offered
partnership with the banking
sector, the National Bureau of
Statistics, the National Identity
Management Commission and
even security agencies on sharing
information targeted at assisting
these organisations on identity and
biometric management.

The President’s retention of
Oyeyemi is not without some
grounds as the FRSC has attained
global standard with the introduction
of emergency toll-free line 122
that has proven to be effective in
shortening response time to save
victims in emergency situation
across its 203 Unit Commands and
29 outposts across the country.

Worried about the persistent
abuse of traffic rules, the Oyeyemi led FRSC established Operation
Cobra, an initiative introduced to
reduce crash rate by apprehending
traffic offenders who are referred
to a government health facility
for Emotional Stability Test. The
construction and inauguration of
16 permanent structures in various
sector commands, with other two
awaiting inauguration in Road Safety
formations across the country must
be the legacy of a committed public
officer.

Assault: Court Sentences Driver to 9 Months Imprisonment, As Oyeyemi Vows To End Assault on Patrol Operatives

An Upper Area Court, sitting in Wannune,Tarka LGA, of Benue State, on Wednesday 3rd March, 2021, convicted a road traffic offender, one Suaga J. Terkumbur for assaulting an operative of the Federal Road Safety Corps while on patrol along Wannune – Gboko Road on 9th January 2021.

The offender who was convicted on a 3 count charge resulting in bagging nine (9) months imprisonment was however handed an option of fine amounting to the sum of N9,000.00.

The Upper Area Court also gave other conditions for bail, including the payment of the sum of N25,000.00 being the medical bill accrued as a result of the the injuries he inflicted on the Marshal Operative during the assault, and another sum of N5,000.00 as compensation for the uniform of the Staff that he tore.

The Court presided over by Aaga Torkaa Esq. ruled that the offender’s impounded vehicle should only be released by FRSC after duration of 30 days from date of judgment after meeting all conditions as read during the judgment.

The Corps Marshal expressed utmost satisfaction with the outcome of the judgment as he vowed to put an end to knockdown and indiscriminate assault on FRSC personnel on the highway.

He also vowed to ensure the security of all personnel on patrol operations, traffic control, public enlightenment and rescue services.

The Corps warned all motorists who derive pleasure in knocking down, assaulting and molesting FRSC personnel, to desist from the inhuman act as the Corps will always hunt them down and ensure that the law takes its due course.

Namibia High Commissioner Eulogises FRSC, Wants Corps To Mitigate Crashes In Namibia

In search for strategic initiatives that could lead to reduction of crashes and fatalities in south-western part of Africa, particularly Namibia, the Namibian High Commissioner to Nigeria, His Excellency, Mr Humphrey D Geiseb has expressed the highest level of satisfaction with the height of successes and technological drive achieved by Federal Road Safety Corps.

This is as he seeks for a veritable ground for the two countries to explore cooperation in the area of road safety and crash reduction.

In a statement by Bisi Kazeem, the Corps Public Education Officer, the High Commissioner stated this during his visit to the national headquarters of the Federal Road Safety Corps in Abuja on Tuesday.

According to him, Mr Humphrey revealed that Namibia has found FRSC as a model to be domesticated in their country, noting that his visit was to find out what the FRSC has put in place to mitigate crashes in Nigeria that has led to massive reduction in deaths and injuries on the road, so as to replicate this success story in Namibia.

“What we will learn from your success stories, I believe, will help reduce road traffic crashes in my country. Our supreme interest is not on the crash itself, but on how soon one can get rescued and urgent medical attention from the point of crash. I must say that I am honoured to be acquainted with the strategies put in place by the Corps to mitigate crashes in Nigeria”.

He added that the search for what Namibia should do to end all incidences of crashes in the country, particularly during festive seasons is the cardinal factor that informed the decision for the visit.

In his response, the Corps Marshal FRSC, Dr Boboye Oyeyemi commended the commitment of Namibian Government to the safety of lives and properties in their country and the existing mutual relationship between the two countries.

While explaining how herculean saving lives on Nigeria’s 204,000 km road network stretched across a land mass covering over 923,000 square metres could be, Oyeyemi noted that the Corps was able to achieve great successes through series of comprehensive support received from successive governments in Nigeria, beginning from 1988 when the Corps was established. He also pointed out other strategic interventions and supports from international donors, including the World Bank, European Union, United nations, World health Organization etc.

He urged the High Commissioner to emulate what is obtainable in Nigeria and ensure that the Agency saddled with the responsibility in Namibia is properly equipped for optimal performance, as he thanked President Muhammadu Buhari for his unflinching support and commitment to the safety of lives and properties of all road users in the country.

South Africa Appoints Committee To Advice On Electoral Act Amendment

Home Affairs Minister, Dr Aaron Motsoaledi, has appointed a Ministerial Committee to advice on the amendment of the Electoral Act.

This comes after a July 2020 Constitutional Court ruling found that the Electoral Act (Act 73 of 1998) was unconstitutional.

This was in regards to that the Act requires that adult citizens may be elected to the National Assembly and Provincial Legislatures only through their political parties.

Addressing reporters on Wednesday, the Minister said a programme was in February set out on how the matter would be taken forward after several meetings and briefings with the Portfolio Committee on Home Affairs.

“This team includes lawyers, political scientists, social scientists, and architects of electoral systems who have extensive experience. We have also met this Committee and it too has started its work,” he said.

He said the committee was awaiting the confirmation of two more nominations, each from the Finance Minister and the SA Law Reform Commission (SALRC), through the Minister of Justice and Correctional Services.

“I am grateful to members of both Ministerial Committees for availing their collective skills and time as we build the South Africa we want,” he said.

The Committee consists of:

·        Mohammed Valli Moosa – Chairperson. He is the former Minister of Provincial Affairs and Constitutional Development.

·        Advocate Pansy Tlakula – the former Chairperson of the Independent Electoral Commission and the longest serving Chief Electoral Office.

·        Advocate Vincent Maleka – a Senior Council with extensive experience in representing several clients up to the Constitutional Court.

·        Dr Mike Sutcliffe – former member of the Demarcation Board and former Ethekwini Municipal Manager.

·        Dr Sithembile Mbete – political scientist and senior lecturer at the University of Pretoria.

·        Norman du Plessis – former Deputy Chief Electoral Officer with extensive experience in electoral operations and electoral systems.

·        Prof Daryl Glaser – political scientist and Head of Department: Political Studies at Wits University. He has extensive international experience on electoral systems and electoral reforms.

·        Dr Nomsa Masuku – Commissioner of the Independent Electoral Commission, an academic and a champion of civic and democracy education. She is a former Deputy Chief Electoral Officer responsible for Outreach.

Gombe Governor Appoints New Mai Tangle

Governor, Muhammadu Inuwa Yahaya of Gombe State has approved the appointment of Malam Danladi Sanusi Maiyamba as the Mai Tangle.

The Commissioner, Ministry for Local Government and Chieftaincy Affairs, Ibrahim Dasuki Jalo who conveyed the approval said the Governor exercises the powers vested in him under the Gombe state Chieftaincy Law, 2020 and based on the recommendation of the Kingmakers of the Tangale Chiefdom.

The approval letter presented to the new Mai Tangle in Poshiya, Billiri, said the appointment of Malam Danladi Maiyamba was informed by his personal qualities and suitability.

The presentation ceremony was witnessed by the Chairperson of Billiri Local Government Council, 9 Kingmakers of the Billiri Chiefdom, members of the traditional council and other functionaries.

A statement by the Director General Press Affairs, Usmaila Uba Misilli said the presentation of Staff of Office will be done in due course.

 

Herdsmen: Govs. Bala, Ortom Make Peace After Weeks of Bickering

Governor of Bauchi State, Bala Abdulkadir Mohammed Tuesday reconciled with his Benue State counterpart, Samuel Ortom.

The face-off between the governors followed alleged comments credited to Bala Mohammed over the activities of Fulani herdsmen which drew counter reaction from Ortom .

Governors Wike of Rivers State and Ahmadu Fintiri of Adamawa facilitated the reconciliation between the two PDP Governors at the residence of Wike in Port Harcourt.

Speaking with newsmen after the meeting, Governor Bala thanked the Governors of Rivers and Adamawa  for leading the reconciliation.

He described their relationship as cordial despite the recent misunderstandings.

On his part, Governor Ortom who recalled his relationship with Governor Bala said the PDP Governors will continue to remain united more than ever before.

Ortom promised to continue to strengthen his togetherness  with Governor Bala to protect the lives and properties of their people.

Governor Wike and Governor Fintiri thanked the two Governors for accepting the dialogue, saying that, their earlier misunderstanding shows their commitment to protecting the interest of their people.
