Governor Inuwa Yahaya of Gombe State has Approved Release of 755 Million Naira for the Payment of outstanding gratuity to Retired Civil Servants in the State

This is part of his continued commitment and determination to improving the welfare of retirees in the state.

Governor Inuwa Yahaya had at the inception of his administration approved the payment of over 1.6 billion naira gratuity arrears.

The governor has also promised to pay the monthly pension arrears of Gombe Local Government retirees who, due to lack of funds at the local government have not been paid their pensions for sometime now. Any difference in the required pension monthly payment will be augmented and paid by the state government.

The administration of Governor Muhammadu Inuwa Yahaya had reportedly inherited liabilities of gratuity arrears of over 14 billion naira from the past administration which abandoned the payment of the retirees entitlement since 2014.

A statement by the Director General, Press Affairs, Sumaila Uba Misili disclosed that the 755 million naira has already been released to the committee constituted by the Governor to ensure payment of pensions and gratuity arrears headed by the State Auditor General.

The committee, charged with the responsibility of reviewing and ascertaining the correctness of the outstanding gratuity, will soon announce the date for the commencement of payment.

Gombe Governor’s Convoy Crash,1 Die, Others Sustain Injuries

The convoy of Gombe State Governor, Inuwa Yahaya, was involved in an accident on Thursday resulting in the death of a driver.

Others including journalists in a bus sustained injuries.

The motorcade, according to reports, was on its way from Bauchi to Gombe when the incident happened.

Yahaya was in Bauchi on Wednesday for the 4th North-East Governors Forum Meeting but had to stay till Thursday to be part of the foundation laying for the renovation of the Bauchi State Government House.

On Monday, about 10 policemen of the Rapid Response Squad in the convoy of Bauchi Governor, Bala Mohammed, were involved in a crash.

The accident happened while the Governor was inspecting a 60 kilometre Burga-Yelwan Duguri road project in Tafawa Balewa Local Government Area.

Reports say the Toyota Hilux conveying the police officers veered off the road and somersaulted twice after losing control due to the huge dust that made visibility almost impossible.
No life was lost.

All police personnel were rushed to the Bununu general hospital in Tafawa Balewa LGA for treatment.

South Africa: Walking the Most Common Mode of Transport

Walking is the most common mode of transport used in the country, with about 17.4 million South Africans walking to their various destinations, followed by 10.7 million individuals who made use of taxis and 6.2 million who used car/truck as a driver.

“Trains were the mode of travel that was least used by household members, except for the Western Cape (1.6%) and Gauteng (1.5%),” Statistics South Africa Statistician-General, Risenga Maluleke said.

He was speaking during the release of the results of the National Household Travel Survey (NHTS) in Pretoria on Thursday.

Most learners in the country walked all the way to their educational institution (76.9%) because it is nearby/close enough to walk.

“It is evident from the survey that ‘walking all the way’ remained the mode of travel that was most used by learners to reach their educational institution in all nine provinces. About 10.1 million learners walked all the way to their educational institution, which is a decrease from the 11 million observed in 2013,” Maluleke said

“The second most common reason provided was that public transport was too expensive (11.0%). This reason was most likely to be given in rural areas (13.1%),” Maluleke said.

Across provinces, the highest percentage of learners who walked to their educational institution were found in KwaZulu-Natal (20.3%) and Gauteng (17.7%), followed by Eastern Cape and Limpopo both at 14.6%

Learners who attended a higher educational institutions were most likely to use a taxi (31.5%), and driving car/truck (24.1%) to reach the educational institutions.

“The number of South Africans who had travelled during the seven days prior to the Survey increased from 42.4 million in 2013 to 45.0 million in 2020,” Maluleke said.

The main reasons that prompted most people to undertake day trips were visiting friends/family/ancestral home (43.2%), shopping (15.0%) and leisure/holiday (11.0%)

“On the other hand, overnight trips were mainly undertaken for visiting friends/family/ancestral home (60.2%), followed by leisure/holiday (15.4%) and to attend funerals (8.5%).

“The general usage of public transport as reported by households has increased between 2013 and 2020. There was a general increase of households who used a taxi during the reporting period (from 9.8 million in 2013 to 11.4 million in 2020),” he said.

The objective of the survey was to investigate travel patterns and transport challenges experienced by the South African population.

The findings and insights gained from the NHTS will be used by the National Department of Transport in policymaking, research and planning for service delivery and national transport interventions.

South African Information Regulator Tasks WhatsApp on New Privacy Policy

Chairperson of South Africa’s Information Regulator (IR), Pansy Tlakula, has written to WhatsApp raising concerns over changes in the messaging service’s privacy policy.

In a statement, the regulator expressed concern at the publication by WhatsApp, detailing changes that a user will face if they ignore Facebook’s terms by the 15 May 2021 deadline.

The statement outlines that if users will not accept the terms, for a short time these users will be able to receive calls and notifications, but will not be able to read or send messages from the app.

“The IR has written to Facebook South Africa and provided an analysis of some of the concerns that it has about the privacy policy of Facebook as it relates to South Africa,” said the regulator.

WhatsApp is owned by Facebook.

“For example, it is the IR’s view that the processing of cell phone numbers as accessed on the user’s contact list for a purpose other than the one for which the number was specifically intended at collection, with the aim of linking the information jointly with the information processed by other responsible parties (such as Facebook companies) does not require consent from the data subject, but prior authorisation from the IR,” it said.

The regulator said WhatsApp cannot without obtaining prior authorisation from the IR in terms of section 57 of Protection of Personal Information Act (POPIA), process any contact information of its users for a purpose other than the one for which the number was specifically intended at collection, with the aim of linking that information jointly with information processed by other Facebook companies.

The IR has also raised as a central concern that citizens of the European Union will receive significantly higher privacy protection than people in South Africa and Africa.

“We are very concerned about these different standards that apply to us, our legislation is very similar to that of the EU. It was based on that model deliberately, as it provides a significantly better model for the protection of personal information than that in other jurisdictions.

“We do not understand why Facebook has adopted this differentiation between Europe and Africa,” said Chairperson of the IR, Advocate Pansy Tlakula.

The IR has indicated to Facebook SA that it is willing and committed to have a round-table discussion regarding the issues raised to ensure that there is full compliance by the WhatsApp privacy policy with the provisions of POPIA and other pertinent international legal instruments.

South Africa, China Authorities Bust Fake COVID-19 Vaccine Ring

Police have this week pounced on hundreds of fake COVID-19 vaccines following a global alert issued by INTERPOL warning vaccines would be a prime target for criminal networks.

In a statement issued on Wednesday, INTERPOL said the South African authorities during an operation seized 400 ampoules – equivalent to around 2 400 doses – containing the fake vaccine at a warehouse in Germiston.

During the operation, police officers also recovered a large quantity of fake 3M masks and arrested three Chinese nationals and a Zambian national.

“In China, police successfully identified a network selling counterfeit COVID-19 vaccines, raided the manufacturing premises, resulting in the arrest of some 80 suspects, and seized more than 3 000 fake vaccines on the scene,” reads the statement.

The investigation was supported and facilitated by INTERPOL’s Illicit Goods and Global Health (IGGH) Programme.

The arrests came just weeks after INTERPOL issued an Orange Notice warning law enforcement to prepare for organized crime networks targeting COVID-19 vaccines, both physically and online.

The alert also included details and images of genuine vaccines and authorized shipping methods provided by pharmaceutical companies to assist in the identification of fake vials.

INTERPOL said this further underlined its unique role in ensuring law enforcement across its 194 member countries.

“Whilst we welcome this result, this is only the tip of the iceberg when it comes to COVID-19 vaccine related crime,” said INTERPOL Secretary General, Jürgen Stock

“Following our warning that criminals would target the distribution of COVID-19 vaccines, both on and offline, INTERPOL continues to provide its full support to national authorities working to protect the health and safety of their citizens.

South African Police Service (SAPS) spokesperson Vishnu Naidoo said: “Since COVID-19 reached the shores of South Africa, the government has adopted an integrated multi-disciplinary law enforcement approach. This, together with our association with counterparts from all INTERPOL member countries, is proving to be very effective as we have seen in the arrests for foreign nationals attempting to peddle fake vaccines to unsuspecting people within South Africa.”

A spokesperson for the Chinese Ministry of Public Security said the country’s government attaches great importance to vaccine security.

“Chinese police are conducting a targeted campaign to prevent and crack down on crimes related to vaccines, proactively investigating and combating crimes related to vaccines in accordance with law. We will further strengthen the constructive cooperation with INTERPOL and law enforcement agencies of other countries to effectively prevent such crimes,” he said.

INTERPOL said while investigations continue, and in addition to the arrests in South Africa and China, the agency was also receiving additional reports of fake vaccine distribution and scam attempts targeting health bodies, such as nursing homes.

INTERPOL also warned the public that no approved vaccines are currently available for sale online.

“Any vaccine being advertised on websites or the dark web, will not be legitimate, will not have been tested and may be dangerous,” they said. “Anyone who buys these drugs is putting themselves at risk and giving their money to organized criminals.”

Over 80,000 South African Healthcare Workers Vaccinated Against COVID-19

South Africa has exhausted its first batch of the Johnson & Johnson COVID-19 vaccine in two weeks, with 83 570 healthcare workers vaccinated as of Wednesday.

“We are very encouraged that our first target of exhausting the first batch of 80 000 vaccines from Johnson & Johnson in two weeks has been achieved and exceeded.

“We have taken every opportunity to learn from this process and continue to refine the programme in preparation for the rollout to the larger community in the subsequent phases,” said Health Minister, Dr Zweli Mkhize.

The first consignment of the single-dose vaccine arrived in South Africa in February, while the second batch arrived this past weekend.

The Minister announced that 95 more people succumbed to COVID-19 in the last 24 hours.

Of these, 30 were reported in Gauteng, 25 in the Western Cape, 19 in the Free State, eight in KwaZulu-Natal, seven in Mpumalanga and five in the Eastern Cape, which pushes the death toll to 50 366.

“We convey our condolences to the loved ones of the departed and thank the healthcare workers who treated the deceased patients,” the Minister said.

Meanwhile, South Africa has recorded 1,516,262 cases after 1,447 new infections were identified since the last report.

According to the Minister, there are 1,434,772 people who beat COVID-19, while 33 498 patients are currently infected.

The information is based on the 9,147,524 tests performed, 33,498 of which were done in the last reporting cycle.

The World Health Organisation has reported 114,428,211 confirmed global cases of COVID-19, including 2,543,755 deaths to date.

Terkula Suswan’s Killers: Provide Useful Information, Grab N5 million -Benue Govt.

The Benue State government has placed N5 million for anyone with information that can lead to the arrest of killers of Dr Terkula Suswam.

This was part of the resolutions adopted by the State Security Council, after its expanded meeting on Thursday and presented to the media by Governor Samuel Ortom.

The Resolutions Are As Follows-

1.  Council condemned the gruesome murder of one of Benue’s illustrious sons, Dr. Terkula Suswam. Consequently, Council declared a clampdown on criminal elements in Sankera and other flash points.

2.  As follow-up to the last Security Council Meeting which banned the use of motorcycles in Katsina-Ala and Ukum Local Government Areas as well as the curfew imposed on the two local government areas, Council reviewed the situation and extended the curfew to cover Logo LGA where Dr Suswam was killed.

3.  The curfew in the entire Sankera area will now be in force from 6pm to 6am.

4.  Council also placed a bounty of N5 million for anyone with information that can lead to the arrest of killers of Dr Terkula Suswam.

5.  Council also acknowledged the appreciation of Sankera people regarding the ban on motorcycles. It further acknowledged the people’s complaints that criminals now use the Toyota car popularly called ‘duck nyash’ to carry out their nefarious activities including the gunmen who killed Dr Terkura Suswam.

  1. Consequently, Council resolved to ban the use of the ‘duck nyash’ Toyota vehicle in all parts of Sankera.

  2. Council directed security operatives to arrest anyone using the banned car and motorcycle operating within Sankera axis. 8.

Council decided that commercial vehicles operating in the entire Sankera must update their papers to authenticate their ownership. Similarly, all commercial vehicles must load in motor parks henceforth. Council chairmen were also directed to liaise with the National Union of Road Transport Workers, security agencies and vigilante to enforce the directive.

  1. To prevent any case of attack on schools in the state, Council took the proactive step of directing the Ministry of Education to sensitize schools on security consciousness. The sensitization is to begin with schools in border communities of the state.

10.     Traditional rulers and the local government chairmen were also mandated to ensure adequate sensitization of people to be security conscious.

11.     Council also constituted a Committee to monitor the sensitization of schools and the general public. The committee is headed by the Security Adviser to the Governor and has as members, heads of all security agencies, Commissioner for Education and his team, Special Adviser Bureau for Local Government and Chieftaincy Affairs as well as all the local government chairmen in the state.

12.     Security agencies were asked to embark on surveillance in strategic places. 13.     Local Government Chairmen, Traditional Rulers, Vigilante group and Livestock Guards were asked to support security agencies to ensure effective enforcement of the Security Council resolutions.

Nigeria: Minister Mourns Sadiq Daba, Calls Him An Iconic Thespian

The Minister of Information and Culture, Alhaji Lai Mohammed, has mourned the demise of Mr. Sadiq Daba, describing him as an iconic thespian/broadcaster and a giant of his time.In a statement issued in Abuja on Thursday, the Minister said the death of Mr. Daba was a huge loss to the entertainment industry and the nation in general.

He lauded the pioneering role of the deceased, along with his
contemporaries, in nurturing the Nigerian movie industry to its
present towering status as the second largest movie industry in the world.

Alhaji Mohammed recalled his attendance of the premiere of the Nollywood/Nigerian Air Force movie, Eagle Wings, in which Mr. Daba made a cameo appearance in spite of his health challenges, and said the deceased was a role model, who created a path for many movie stars who rose from obscurity to stardom.

He condoled with the family of the deceased, as well as his colleagues and the movie industry in general, urging them to take solace in the fact that his legacy is assured because of his
monumental success in his chosen fields.

He prayed to God to grant repose to the soul of the deceased and to give his family the courage to bear the irreparable loss.
