Fuel Price Increase: Nigerians Pushed To The Wall?

0

The Petroleum Products Pricing Regulatory Agency, (PPPRA) on Friday, deleted an earlier published template announcing that the new price of petrol has reached N212.6 per litre.

The sudden U- turn may not be unconnected with the public outcry that greeted the planned petrol price increase
, crying loud and clear that they have been pushed to the wall.

The deletion came hours after the agency published the template on its website, http://pppra.gov.ng/pms-guiding-price-for-march-2021/, and after the Nigerian National Petroleum Corporation insisted that there was no increment in the ex-depot price of petrol.

The ex-depot price is the price at which the product is sold by the NNPC to marketers at the depots.

According to the (now deleted) template which the PPPRA released midnight, petrol is expected to sell at a lower retail price of N209.61 and at an upper retail price of N212.61. Nigerian marketers usually use the upper band for pump price.

The expected ex-depot price, as seen in the template, is N206.42, while the landing cost is N189.61.
With ex-depot price standing at N206.42 per litre, the March template (now deleted)  showed that the landing cost for petrol per litre is N189.61.

But the PPPRA, in a seeming U-turn, deleted the template hours later.

0

President Dr Julius Maada Bio has engaged First Lady, Fatima Maada Bio, and other eminent Sierra Leonean women to commemorate the 2021 International Women’s Day.

With the theme “Women In Leadership”, President Bio spoke of government’s commitment to working on the Affirmative Action Bill to narrow or eliminate gender disparities in the country.

The Sierra Leone first Lady, Fatima Maada Bio who spoke earlier observed that the women of Sierra Leone were incredibly pleased and grateful for the President’s involvement with their efforts at observing the day in a very special way.

She further stated that the level of participation of women in the day-to-day running of the state was a right step toward nationbuilding, adding that it was also a way of supporting women and girls to benefit from the human capital development drive of the government.

In a brief statement, the President of Legal Access through Women Yearning for Equality Rights and Social Justice (LAWYERS), Lawyer Fatmata Sorie, thanked President Bio, the First Lady and the government of Sierra Leone for the opportunity they continued to give women to serve the nation.

“Your Excellency, we pray that your government continues to work assiduously to see a reduction of violence against women and girls in the country. The issue of sexual penetration continues to be a challenge, but we applaud the government for the efforts in bringing perpetrators to book,” she noted.

In his remarks, President Julius Maada Bio recalled that in December last year he launched the Gender Equality and Women’s Empowerment Policy, GEWE, for which the Gender Ministry would host a number of workshops to develop an implementation plan at all levels.

“This year, we will continue working on legislating GEWE into an Affirmative Action Bill that will permanently and significantly narrow or eliminate gender disparities in Sierra Leone.

“We see sexual and gender-based violence (SGBV) both as a social cohesion and human capital development issue. We now have an amended and tougher Sexual Offences Act, a dedicated Sexual Offences Model Court, and an unprecedented jump in prosecution and conviction rates for SGBV offences. The First Lady’s campaign against SGBV is resonating with various populations,” he said.

The President also said that their work as a government was being recognised by UN Women, Generation Equality, RISE and that Sierra Leone had been invited to serve on the Board of the UN’s Women Peace, Security, and Humanitarian Action.

He said the country was an early adopter of international instruments that served to narrow gender gaps, noting that that was an indication they were on the right path and would continue to do more.

“As I close, I want to encourage more women to volunteer for leadership regardless of political stripe. On our part as a Government, we will continue working to dismantle institutional, structural, and other barriers to women’s empowerment and advancement. I will closely follow the discussions and outcomes of this meeting and see how best they will inform or support our collective and dedicated push as a nation on this question,” he said.

Revealed: Gov. Matawalle in trouble, security report links him to illegal mining

0

Chinese miners fingered in unapproved chopper flights.

A treacherous move by Zamfara State Gov. Bello Muhammad Matawalle to compromise or undermine the “no-flight-zone” order slammed on the state by President Muhammadu Buhari, following renewed wave of banditry and kidnapping, has been uncovered.

The plot is to among others, bypass top presidential aides including the National Security Adviser (NSA), retired Maj.-Gen. Babagana Monguno, and the Minister for Mines and Steel Development, Mr Olamilekan Adegbite over the “no-flight-zone” order.

According to Persecondnews, President Buhari is irked by the security reports linking some foreign illegal miners to acts of banditry in the state with suspicion that the Zamfara State Government simply ignored the destruction and desolation of some villages where the mining takes.

“The mining of large untapped mineral deposits in the area, especially Gold has strategic importance and economic value and is at the root of communal violence.

” The governor is also fingered in the use of chopper flights in and out of the state to facilitate illegal mining, according to top security officials familiar with the matter.

” Also bothersome to the President is an attempt by the state government to facilitate and influence the granting of federal licences to some long-time illegal miners without questioning their acts violating the rights of Zamfara villagers whose land and community like in Bagega witnessed untold sufferings and degradation as a result of the miners’activities.

“A highly dependable source at the Presidential Villa said: “It is unconscionable that the government will ignore the protection of its people just because some of its top officials have monetary benefits from the mining.”     Share Bello Matawalle

The National Security Adviser, Babagana Monguno, had, on Persecondnews recalls that on March 2, in his post-National Security Council media beiefing, disclosed that the President has declared Zamfara’s air space a no-fly-zone following a Secuirty Council meeting at the Villa.

He said President issued the order to put an end to banditry that has ravaged some parts of the Northwest and Northcentral states, especially in Zamfara State.

By the declaration, Zamfara has now become an air exclusion zone (AEZ), and aircraft are not permitted to fly within or across the state’s air space.

The NSA also announced the banning of all mining activities in the state by the president just as he earlier did in 2019 to curb the rising insecurity in the state.

As Monguno said, the intelligence and security communities ”have been mandated to go after all non-state actors, whose activities have been fueling chaos, for prosecution,” quoting the President as saying, he ”has charged the new service chiefs to reclaim all areas under the control of bandits, insurgents and kidnappers, and all others involved in criminal activities across the country.”   “We are not going to be blackmailed. The government has the responsibility to assert its will.

Citizens can reside wherever they want to reside. Anybody who is a criminal should be brought to book,” Monguno had said.     Share Monguno   What many did not know at the time of that press briefing was that the Zamfara Governor, having seen the handwriting on the wall, made desperate attempts to avert the decisive steps of the President by offering some ministers and close aides around the President some form of inducements including sharing returns from mining proceeds, a move that blew on his face as the offers were roundly rejected days before the Council meeting.

Irked by this decision, however, Matawalle, who faulted the President on the declaration, was quick to label Munguno, as the brain behind the “no-fly-zone”.
The Governor spared the Minister Adegbite as he had attempted to sidestep him in his bid to license illegal miners ignoring passing the application through him but went straight to the President.

He then engineered a formal government statement by the Zamfara State House of Assembly to passing a vote of no confidence on the NSA.   The questions on the lips of observers is : “how can an arm of a state government pass resolutions regarding a Federal Government official who is not in any way under their purview?

“That is only a proof of Matawalle’s desperation,”  a source at the Villa also said.   Two days after the NSA announced the Presidential No-Fly-Zone order, the Zamfara House of Assembly said in a statement: “Nn an apparent rejection to the federal government no fly zone order imposed on the state and total ban on mining activities, coupled with nonchalant attitude and poor handling of protracted security challenges in the state by the national security- sic- Adviser to the present retired major (sic) General Babagana Mungonu, the state House of Assembly yesterday at its plenary passed vote of no confidence on him.”

Persecondnews also gathered that the Governor is not stopping at that as he had perfected a campaign of calumny against the person of the NSA, and had recruited certain elements from political divides in the country, especially from his party, the  People’s Democratic Party (PDP), including a former Aviation Minister from the Southwest to carry out the hatchet job.

Villa sources, however, said further proactive measures by the Presidency became imperative because Zamfara remains the worst hit state by the uptick of violence that has killed scores of people since January 2021.   It began three years ago, rising to a point it that prompted the deployment of the air force and 1,000 security personnel to the state.

Earlier this week, the President approved further deployment of additional 6000 troops to the affected areas in the state.   Persecondnews recalls that on March 10 a Vanguard newspaper editorial had posited that “Private jets and helicopters” are alleged to supply arms to outlaws and illegally evacuate the gold mined in the state to some Middle Eastern countries. Many analysts see this measure, including the “shoot on sight” order against carriers of AK-47 assault rifles in the forests, as a positive sign that the Buhari government is finally going all-out against armed hoodlums wreaking havoc on innocent citizens from their forest hideouts.”

In February 2021, about 300 female students of Government Girls Secondary School, Jangebe, Zamfara were abducted amidst the worsening security situation in the state and across the country.

The schoolgirls abduction in Zamfara had occurred about two weeks after dozens of students and staff members were abducted by armed bandits from a school in Kagara, Niger State.

However, students of both schools have been released by the bandits and have since reunited with their parents.  .

Before now between 2010 and 2013, over 700 children died in Zamfara State due to lead poisoning associated with Artisanal Gold Mining activities, which also contaminates surrounding land, water, and air with other toxic chemicals such as mercury.

Why Matawalle became jittery   The governor had pushed the panic button because military security reports had indicted him in the rising insurgency and banditry in his state, consequent upon the “empowerment’’ he gave to illegal miners in Zamfara, especially the foreigners, most of whom are said to be Chinese nationals.

The security report had it that, the state government is a major collaborator of the Chinese illegal miners, who, it was reliably gathered are suspected to be linked work with activities of banditry going on alongside illegal mining sites in Zamfara.

It was also gathered from security sources that before the illegal miners and their local recruits, who had been cleared by the state government arrive the gold mining sites of their choice, the bandits, would have stormed the communities where the operations will take place to render the areas desolate for the illegal miners to have a field day.

Having secured the sites for them, the Chinese move around these illegal mining sites in Zamfara, flying in with helicopters to bypass immigration checkpoints, and this, it was said account for the persistence of the banditry and insurgency, as the military activities are undermined by criminals who profiteer from the sector at the expense of vulnerable populations.

It was a collaboration between the state government, other politically connected Nigerians and the Chinese who engage in illegal gold mining, that ignites rural banditry and violent local conflicts in Zamfara, and in other parts of the North-West and North-Central and to some extent South West regions, who has recently witnessed a surge in kidnapping across its region.

It is believed that about 80 per cent of mining of gold in Zamfara and other areas of the North-West region are carried out illegally by Chinese supported by locals already engaged to join in the illicit business.

The Zamfara no-flight-zone will curtail the Chinese illegal miners, who fly in helicopters illegally while they also work with the insurgents, thereby undermining federal government’s efforts at ending the insurgency war.

South African Parliament Approves 2021 Fiscal Framework

0
President Cyril Ramaphosa

The  South African National Assembly (NA) and the National Council of Provinces (NCOP) have approved the 2021 Fiscal Framework and Revenue Proposals during plenary sessions on Wednesday.

The Fiscal Framework and Revenue Proposals are a framework for a specific financial year, which gives effect to the national executive’s macro-economic policy. The framework includes estimates of all revenue (budgetary and extra budgetary specified separately) expected to be raised during that financial year and estimates of borrowing for that financial year.

The framework was tabled by Finance Minister Tito Mboweni on 24 February 2021, together with the 2021/2022 budget, the Division of Revenue Bill and the Appropriations Bill.

Parliament’s Standing Committee on Finance recommended the approval of the Fiscal Framework and Revenue Proposals to the NA, and the Select Committee on Finance recommended approval to the NCOP.

“Agreement on the framework and proposals follows meetings between the finance committees, the Minister of Finance and senior officials from National Treasury. The committees also received input from the Parliamentary Budget Office and the Financial and Fiscal Commission,” said Parliamentary spokesperson, Moloto Mothapo.

The public hearings were held and the committees received written submissions from different stakeholders including the Congress of South African Trade Unions, the Budget Justice Coalition, Fiscal Cliff Study Group, the South African Institute of Chartered Accountants, and the South African Institute of Tax Professionals.

Written submissions were also received from Price Waterhouse Cooper, the University of Cape Town’s Research Unit on the Economics of Excisable Products, the Organisation Undoing Tax Abuse (OUTA), Amandla.mobi, 1Road Consulting, National Council Against Smoking (NCAS), and the Healthy Living Alliance (HEALA).

Mothapo said stakeholders recommended that government should focus on reducing its size in order to improve efficiency of spending, while enhancing the quality of service delivery and its performance.

Withdrawal of R40 billion increase taxes welcomed

Several stakeholders also welcomed the withdrawal of the R40 billion increase in taxes over the medium-term and the adjustment of tax brackets for inflation.

“Parliament’s Select and Standing Committee on Finance also made a number of observations and recommendations, and also acknowledged that the 2021 Budget was tabled under extremely difficult economic conditions, exacerbated by the impact of COVID-19 pandemic.

“One of the recommendations made was that National Treasury and the South African Revenue Service should intensify revenue enhancement initiatives to collect the maximum revenue due to government, in order to enable it to deliver on its constitutional obligations,” Mothapo said.

Meanwhile, the committees are concerned that despite government’s efforts to support job creation, the rate of unemployment reached a record level in the last quarter of 2020, making it extremely difficult for the economy to absorb new entrants into the labour market, particularly the youth. – SAnews.gov.za

Nigerian Children Itemize Covid-19 Impact: Rape, Domestic Violence, Kidnapping top List

…say ignorant of  International Children’s Day of Broadcasting

SPECIAL REPORT

By ALEX UANGBAOJE, Kaduna

As part of activities to mark the International Children’s Day Of Broadcasting (ICDB) 2021, Center for Media Advocacy for Mother and Child (CAMAC), recently organized a sensitization and awareness meetings with students of two secondary schools in Kaduna State.

The schools are; Government Secondary School, Ugwan Boro in Chikun Local Government Area and Government Secondary School Kakuri, Kaduna South Local Government Area.

The theme for this year’s celebration is “Unite to reverse the impact of COVID-19 pandemic on children”. The theme highlights the principles of the Convention on the Rights of the Child that all children irrespective of their status and situation should enjoy their rights to Survival and Development as enshrined in the Convention on the Rights of the Child (CRC) and the Child Rights Act (CRA) 2003.

ICDB, is celebrated every first Sunday of March annually.
The day is set aside by the United Nations Children’s Fund (UNICEF), for a media campaign by children to promote their rights, especially their right to participation by taking charge of broadcasting throughout the day. The Broadcast Media in Nigeria has participated in commemorating the International Children’s Day of Broadcasting since 1992.

However, most children in Nigeria, especially those in rural settings said they are not even aware of the day, talk less of having the opportunity to participate in the celebration, which they blamed on Broadcast organizations for not carrying them along in the celebration that is meant for them and also said there are no publicity to let children know about the day.

CAMAC is a media advocacy group that focuses  on advocating for policies and programmes that favour vulnerable women, adolescent girls and children in areas of education, health, child’s rights, protection, development and survival, while also drawing the attention of government and other stakeholders to their plight, with the view to finding lasting solutions to their problem. As well as creating awareness and sensitizing the public on the above areas.

Before the sensitization and awareness meetings which was facilitated by the NGO’s Program Officer, Christina Alex, CAMAC’s team visited several rural communities in Kaduna to find out if rural children know about the Day and finds that none of the children spoken with ever heard of such day.

The lack of knowledge of ICBD, by the children prompted CAMAC, to organize the meetings so as to enlighten them about the day and most especially provide them an opportunity to talk about some of the challenges they are facing in the midst of the Covid-19 pandemic.

Talking about the impact of Covid-19, on their lives and education, the children enumerated, domestic violence, drugs abuse, rape, corruption, kidnapping, banditry amongst others which they noted are now on the increase especially during the lockdown as the greatest threat and fears to their future.

17 year old, Miracle Sunday, an SS3 student of Government Secondary School Kakuri, said the world is supposed to be a place filled with good things for children, but that the reverse is now the case as bad events such as corruption, kidnapping, banditry, rape, child labour, domestic violence, etc have taking over, making the future dark for them.

”Some of the challenges in the present world affecting our future today is the high rate of drug abuse among young people, especially since the outbreak of Covid-19 and parents should take responsibility of watching their children and the kind of friends they keep. Likewise teachers should educate children in schools on the dangers of drug abuse. The government should enact laws and ensures they are enforced.

“Also, since COVID-19 pandemic, the price of thing in the market have increased and people find it difficult to buy things in the market like before” He added.

According to Bassil Favour a 12 year old JSS 2 student of Government Secondary School, Ugwan Boro, said what she feared the most about COVID -19 pandemic was the fact that she have been taken back academically.

“It has affected my studies by taking me backward instead of forward. I am suppose to be in JSS 3 but am still in JSS 2. And if you know the number of some of students that were raped and violated during this period, that also has a lots of fears in many of us.” She said.

As for 13yrs old JSS2, Possible Adamu, COVID-19 didn’t just affect their progress in moving to another class, but also pull them a term backwards, saying “we are suppose to be in 2nd term but we are still in 1st term.”

Another student of Government Secondary School Kakuri, Kauna Aminu, 18 who is in her SS3, told CAMAC that, examination malpractice is on the increase since the outbreak of Covid-19, because most children now pay more attention to social media than their books.

“Also COVID-19 has affected the children in the sense that schools were closed down for along time and now that its opened we are expected to cover a year’s syllabus within 3 months. And during the lockdown some young girls were raped and they got pregnant and can’t continue with their education. She added.

17yrs SS3, Felicia Donatus, also of Government Secondary School Kakuri, expresses fear over the insecurity being created by life after school which she said is leading many into crimes and criminality.

According her, “many young people today are unemployed after going through the stress of going to school with the hope of becoming something great in the future, they graduate and become unemployed and this has led to the high rate of kidnapping, stealing, drug abuse, armed robbery. This is discouraging for us that are coming up. It’s making the world to be imbalance.”

For 19yrs Oluwatosin Segun, SS3, GSS, Kakuri, “as a young girl with dreams of becoming an Electrical Engineer, at time I have fear of coming to school, I get scared of being kidnapped like the recent happening in schools within the country. We no longer feel safe in school, place of worship and at home.

“The insecurity is discouraging education. A country cannot be developed without a sound education. We are the future of this country and we need to have our future secured.

“Personally COVID-19 has affected me because I have missed a lot academically and am finding it difficult to assimilate due to the rush work being given to us.

“Even though there was an E-Learning system during the lock down, It was difficult for me to understand the method of teaching done, I could not ask questions during the lesson and at times the phone number given to call are not going through or I don’t have recharge card to call.”

Oluwatosin, therefore appealed to government to provide them with modern books for them to read during their learning processes and also in the libraries. Book that can help them in their various fields.

For Monica Moses, 18, equipping schools laboratories for science practicals at this point would be the best gift from the government, saying “we only get the theory without practical. We don’t know how to carry out scientific experiment and we are preparing for WAEC.

“For us in SSS 3 are almost leaving, the laboratory is not just because of us, but for the benefit of those coming behind us.”

Suaiba  Abubakar, 17, also agreed with  Monica, saying “sometimes last year our hope was raised to build and renovate our laboratories by a group of people we don’t know who they are but since then we haven’t seen them again.”

Felix Precious, of GSS, Ugwan Boro, want government to build more classrooms so that they can be sitting one per bench to observe the Covid-19 social distance protocol, provide enough hand sanitizers so it could go round and be kept in front of each classroom.

And that someone should be assigned to stand and be dropping the sanitizer on the students hands before allowing them enter the classrooms, as many do not use the sanitizer, adding “they should also bring the vaccine to end this pandemic.

13 years old Jennifer Bitrus in her opinion “government should provide us with more text books so that we can improve in our reading in everyday life  since we are backward academically.”

Principals of both schools in their separate remarks expressed their appreciation to the management of CAMAC, for sending a team to sensitized and create awareness among their students and also giving them a voice on issues that is bothering in the midst of the Covid-19 pandemic.

The Principal GSS Ugwan Boro, Mrs. L.J Gandu,  appeal for CAMAC to take the necessary steps to ensure that the government and other civil societies hear and see what children are facing, especially those in public schools so they can come to their aid in order to secure the future of the world which the children represents.
