South Africa’s Power Company, Eskom, Strives To Improve Performance

South Africa’s electricity company, Eskom, says it is working hard towards reducing load shedding, stating its efforts to include implementation of the reliability maintenance programme and implementation of the generation recovery programme, also known as the nine-point plan.

According to the power utility, despite the initial challenges posed by COVID-19 lockdown, high levels of maintenance have been sustained with planned maintenance gradually increasing to between 5 500MW and 7 000MW or about 12%.

Addressing media on the status of the system on Monday Eskom Group Chief Executive, André de Ruyter, said, “Regrettably, we’re in load shedding today and of course, we don’t take this lightly. This is something we do as a last resort.

“Today as we speak, we have 15% of our capacity out on planned maintenance. Of course, as we take these units out on planned maintenance that reduces our energy availability factor and increases the risk of load shedding.”

However, according to De Ruyter, properly maintained units are brought back, the risk of power cuts will abate over time, even though they will not entirely disappear.

Also, owing to the nine-point plan, the availability and reliability of the synchronised units at Medupi are showing steady improvement.

The plan places correcting new build defects top out of the list of the agenda, he explained.

Meanwhile, major defects at Ingula Pumped Storage Scheme have been addressed, with now all four units operating at the full capacity of 331MW since February 2021 from 245MW.

Also, coal stock levels continue to improve, with the average coal stock at 52 days by the end of February, excluding Medupi and Kusile.

“There is currently no power station below the grid code minimum requirement of 20 days,” he said.

Shifting to rain readiness preparedness, De Ruyter, told the media that the resilience of the power system during heavy rains and the cyclone storm Eloise is also a clear indication that this has paid off.

Going forward, the power utility said it will address emissions as a key challenge.

“The new minimum emissions standards now in effect, meaning there is a lot of work still to be done to fully meet compliance levels. This is because some of the electrostatic precipitators on the older facilities are incapable of meeting the new minimum emissions standards.”

Kusile and Medupi power stations

De Ruyter also confirmed that the “build programme” is progressing well, with Kusile Unit 2 having successfully achieved commercial operation in October last year, adding 720MW to the national grid.

Kusile Unit 3 and Medupi Unit 1 are also on track to achieve commercial operation during the next few months.

“The addition of Medupi Unit 1 to the grid will bring the number of units in commercial operation at the power station to six, meaning this entire power station has now reached commercial operation and the construction project at Medupi has been completed.”

Koeberg Nuclear Power Station continues to operate efficiently and within the required safety parameters and at the lowest primary energy cost of baseload stations.

He said work is progressing well in Unit 1 is currently on a refuelling and maintenance outage, which is set to return to service in time for the higher demand expected during winter months.

Copper theft

However, Eskom continues to be plagued by ongoing theft and vandalism of infrastructure, which continues to impact operations, increasing the risk of power supply interruptions.

He said they are working closely with law enforcement agencies to bring the perpetrators to book.

Meanwhile, copper theft costs the economy between R5 billion and R7 billion per year, while Eskom spends about R2 billion replacing lost cables, he said.

“Another sad reality of the matter, infrastructure and electricity theft doesn’t only cost Eskom money but also creates risks to innocent people who are exposed to dangerous vandalised installations.”

Load shedding

Eskom Chief Operating Officer Jan Oberholzer, said: “The unreliability of the ageing fleet, with an uncertainty of about 6 000MW of capacity at any given time, will remain until the reliability maintenance programme can address the historical maintenance backlog”.

He admitted that the power system remains vulnerable and volatile with the risk of load shedding significantly reduced after the completion of the reliability maintenance by September 2021.

“Recovering the operational performance is our top priority and we will not compromise on reliability maintenance and mid-life refurbishment,” Oberholzer added.

As of 31 January 2021, Eskom was owed R35.2 billion by municipalities, which De Ruyter believes in unsustainable.

South Africa Engages Communities to Protect Rail Infrastructure

South Africa has introduced interventions to strengthen security to protect the rail infrastructure of Passenger Rail Agency of South Africa’s (PRASA).

Minister of Transport, Fikile Mbalula said the measure “seeks to manage the downward spiral resulting from rampant criminality through the implementation of crime prevention strategies, working with communities and stakeholders.”

He was speaking in Pretoria on Monday at the inauguration of the “People’s Responsibility to Protect” PR2P programme.

The programme is aimed at creating partnerships between PRASA and local communities living near railway lines. Communities are expected to provide a force multiplier, additional to PRASA security in protecting rail infrastructure.

The first phase of the programme entails the rollout of a public engagement programme led by the PRASA Board. The second phase entails the training of volunteers to understand their roles in terms of the security and neighbourhood watch.

“They will also be trained on how to work with communities, with the police as well as PRASA Protection Services in an integrative manner that makes a telling difference.

“Upon completion of the security training, it is expected that the volunteers will be equipped with grade C Security Certificates accredited by the Private Security Industry Regulatory Authority,” Mbalula said.

A total of 9 860 community-based volunteers will partner with PRASA nationwide focusing specifically on stations and corridors experiencing the most crime.

“The volunteers, once rigorously trained and accepted, will assist in the reduction of crime and vandalism risk inside the trains, platforms, ticket offices, rail infrastructure and to protect rail commuters.

“Community volunteers will be in partnership with PRASA for a duration of 12 months and will undertake various key integration activities under the guidance of PRASA security,” the Minister said.

The third phase entails integration of a total of 20 volunteers from each station area in the 46 PRASA corridors.

A total of 1 500 police reservists will be deployed and trained across all 46 corridors.

“The long-distance train corridors will exclusively make use of the existing Railway Police contingent. A total of 80 military veterans will be deployed in these 46 corridors, where they will be performing duties of corridor co-ordination,” Mbalula said.

The primary focus will be on the 16 functional corridors as the first phase of the implementation process.

“Facilitation of the deployment at stations, on the trains, on the platforms, across rail infrastructure and the outer perimeters of the rail precinct will be undertaken. This will be done concurrently with the integration of the volunteers, South African Police Service (SAPS) reservists, Community Police Forums, military veterans and PRASA Protection Services.”

The third phase also entails monitoring and evaluation of the interventions to determine if the project is realising its intended objectives.

It will also measure whether the project has made a tangible impact in the implementation of PRASA’s Crime Prevention and Security Strategies.

I am constrained to write to you this open letter. I decided to make it an open letter because the issue is very weighty and must be greatly worrisome to all concerned Kano people on the continuous closure of the Mallam Aminu Kano International Airport which is adversely affecting the economy and livelihood of the people of the  state.

The data shows number of passengers movements into the Malam Aminu Kano International Airport (MAKIA) , according to the Federal Airports Authority of Nigeria’s Aviation from 2015 to date is greatly declining.

Mr minister, the travailing of Malam Aminu Kano International Airport (MAKIA) suffered undue abandoning since OBJ’s administration, or  intentional  grounding

You know the importance of this airport cannot be over emphasized, as the  Kano International Airport is the oldest in Nigeria and the first aircraft landed in Nigeria was in Kano and the airport became an important fuel stop for airlines flying long-haul services between Europe and Africa.

Recently, Governor Abdullahi Umar Ganduje made the  request before federal government and your office to open and make it fully operational. The  non-commissioning of the international wing does not augur well for the state.

So to speak, like you said Kano is your state  but  the people of Kano never anticipated that under you, the international wing would perpetually remain  closed.

Anyway, I need not nag to much since there is a wakeup call from Kano state government and other stakeholders on the abandoning of the Airport,  but I  need to add more voice as people  expressed worry over the continuous closure of the airport while its contemporaries in other parts of Nigeria have resumed operations after the COVID-19 lockdown.

Despite all the goodwill of the people of kano  accorded  to the administration  you are serving,  it seems  this is the reward Kanawa deserved to have.  We never expected seeing each passing day MAKIA remain in its own shadow of its passed  lost glory.

The general perception is that the administration is  working toward nailing the final stage of destroying the airports to mare domestic Airport.

In spite the MAKIA international wing  undergone renovations but has not been commissioned. With the present administration in power, we thought Kanawa would have the justice from the injustice muted on MAKIA by previous administrations by stopping  many international airlines serving the airport.

Indefinite suspension services to Kano,  adds extra cost of air international travellers from state have to pay as a result of the closure of the airport to foreign airlines and there is need for Federal Government  to reconsider the re-opening of the airport, in view of its attendant cost on Ease of Doing Business in the state.

Bauchi Gov, Wife, Deputy Take AstraZeneca Jab

Bala Mohammed Abdulkadir, Bauchi State Governor,  Deputy Governor, Sen. Baba Tela who is also the Chairman, Task Force on Coronavirus and other diseases, and the first lady, Hajiya Aisha Bala Mohammed on Saturday received the AstraZeneca covid-19 jab.

Governor Mohammed at the official flag off of the vaccine held at the Banquet Hall of the Government said the State will administer the Covid-19 Oxford-Astrazeneca vaccine in ten days.

Other top Government officials who were vaccinated include; Chief of Staff; Ladan Salihu, Commissioner of Health; Aliyu Maigoro, Executive Chairman, State Primary Health Care Development Agency; Rilwanu Mohammed, religious and traditional leaders.

The Governor urged the citizens to step forward for the vaccine saying that “Our leader, the President, Muhammadu Buhari came out with the Vice President, Prof Yemi Osinbajo to be administered this vaccine, Nigerians believe him. Because is our leader and that’s why I came out. Even if I have any reservation, I must come out.

“There is no incident that this vaccine has given anybody problem since it started. I must appreciate our development partners –the World Health Organisation (WHO). Let me on behalf of Nigerians and sub-national say that this vaccination is not enough. We cannot play politics with vaccination and our health.

“Nigeria is rich enough to buy vaccines. We should not be a beggar nation. I’m urging the Federal Government to make sure that we look for resources.” He pleaded with the FG to provide more vaccines to cover about 8million population in the state.

Mohammed said that inability of the virus to cause more devastation “is a work of God.” He urged the people of the state to keep wearing masks, social distancing, and other protocols of the virus.

According to him, the state is prioritising vaccination of the frontline health workers, security agents, and airport workers. He thanked the traditional leaders for going out of possible cultural inhibition to embrace the jab

Sierra Leone: President Bio Engages Development Partners, Diplomatic Community on COVID-19 Vaccination Rollout Strategies

President Julius Maada Bio on Friday engaged development partners, diplomatic communities and other stakeholders in Sierra Leone in the fight against COVID-19 and the plan to roll out vaccination throughout the country.

The meeting brought together the Ministry of Health and Sanitation, NaCOVERC, UN Resident Coordinator, European Union, Deputy Head of the United States Embassy, British High Commission, Irish Embassy, Chinese Embassy, Germany Embassy, the World Bank Country Manager, UNICEF Country Representative and WHO Country Representative.

In his address of welcome, Chief Minister, Professor David Francis said the second interface and strategic meeting between the government’s COVID-19 response Presidential Task Force and development partners within the DEPAC framework, was timely, adding that they would highlight the successes, challenges, a transition from the COVID-19 Emergency Response to post-emergency recovery and the rollout of the COVID-19 vaccination programme.

President Dr Julius Maada Bio said the meeting was of special importance in the response to the COVID-19 pandemic, saying that the country had fought a good fight.

“Some of the major objectives of our fight have been achieved by reducing mortality and also making sure that livelihoods are not compromised,” he assured, emphasising that science and data had always helped them in the fight against COVID-19.

He further stated that development partners were an integral part of the fight against the scourge, adding that the country was entering into an important milestone in the fight by administering the COVID-19 vaccines. He, therefore, said it was necessary that development partners were informed before the administration of those vaccines.

“We have received vaccines from the People’s Republic of China and another set from COVAX. We cannot roll these out without informing you as partners. On behalf of the people of Sierra Leone and myself, I want to thank you for the many challenges that you have to endure with us in our response to COVID. The support that you have given in terms of PPE and many other technical supports. We are very proud of the partnership between us and our donor community in Sierra Leone,” he said.

Giving out an overview on how the Coronavirus vaccines would be rolled out in the country, Dr Tom Sesay said that Sierra Leone had received 296,000 doses in total, of which 200,000 doses were from the People’s Republic of China and 96,000 doses from the COVAX facility.

“There will be a symbolic launch of the vaccines on Monday 15 March 2021 at State House. It will be for high-profile politicians. We are having a conservative target of 150 people on that day.

“It will be followed by a symbolic launch of the vaccines at the Miatta Conference Hall, where we will focus on the Health Care Workers, even though we will be prioritising those that are above 60 years of age. Vaccination for the rest of the country will start on the 22nd of March 2021,” Dr Sesay said.

Highlighting the many successes in the fight against COVID-19 so far, Minister of Defence and Interim Coordinator of NaCOVERC, Brigadier (Rtd.) Kellie Conteh, said before the outbreak in Sierra Leone government had put in place many structures that eventually helped in the fight. He added that President Bio had visited many areas in the country to assess the existing structures and the level of preparedness.

“Up till today, we have 3,932 positive cases of the Coronavirus, 1,639 of that number are from women, representing 41.6%, while 2,293 are male, representing 58.4% of the total positive cases. Western Area Urban remains the epicentre for infection in the country with 2,244 cases recorded so far.

“We have trained point-of-entry personnel on Coronavirus case detection across all our border entering points, provided a strategic plan for the response, including a transition plan. We are very much pleased with the laboratory successes because we started with three and today we have six functional labs across the country,” he stated.

The NaCOVERC boss also noted that when the virus entered the country in March 2020, they were testing at 100 per day, saying that they had now expanded the number of testing to 1,000 per day.

The United Nations Resident Coordinator, Dr Babatunde Ahonsi, thanked the President and the people of Sierra Leone for the opportunity to be a part of the dialogue on the cluster of health issues. He congratulated the country for the success so far achieved in dealing with the fight against Coronavirus.

“Recovering from COVID-19, in our view, is part and parcel of advancing Agenda 2034 Sustainable Development and the progress that can be very rapidly made in achieving the target within the National Development Plan. We still have work to do in terms of risk information and social mobilisation,” he noted.

He encouraged the government to vaccinate a large proportion of the population and encouraged Sierra Leoneans to continue to observe social distancing, hand washing and the use of facemasks.

“United Nations stands ready to continue to work with the Ministry of Health and NaCOVERC and other partners to ensure Sierra Leone is able to put Coronavirus behind us and, in the process of doing that, strengthen the health system to deal with future health emergencies and very quickly return to the path of sustainable national development,” he concluded.

Akpabio Lacks Morality to Ask South- South Govs to Account For 13% Derivation – Wike

Governor of Rivers State, Nyesom Ezenwo Wike has taken a swipe at the Minister of Niger Delta Affairs, Senator Godswill Akpabio, for accusing governors in the region of mismanagement of 13 percent derivation fund.

He said it was disingenuous for Akpabio who as Governor of Akwa Ibom State to act like a demi-god , to accuse incumbent governors of financial recklessness just because they did not attend the inauguration of Niger Delta Development Commission ((NDDC) headquarters building in Port Harcourt on Thursday.

The governor took a swipe at the minister during the inauguration of the Trade Union Congress (TUC) Secretariat Building, performed by the National President of TUC, Comrade Quadri Olaleye, on Friday in Ozuoba Town of Obio/Akpor Local Government Area of Rivers State.

“We knew when Akpabio was governor what he was doing. In fact, he saw himself as god then. Now, he has the temerity to insult South South Governors. We will meet one day.  If he did well, why did he fail Senate election. If his people love him, why did he fail Senate election. Ordinary senate? And you will come and talk to us.”

Governor Wike accused the minister of sponsoring militants to cast aspersion on Niger Delta state governors by demanding that they should account for N55billion they received. He wondered how the minister came about the said amount.

“You (Akpabio) went and started sponsoring so called militants that we should render account of N55billion. Where did we get the N55 billion? If we got N55billion then he got N200 trillion . You cannot insult people.”

He explained that the inauguration of the NDDC headquarters building was planned without resort to the governors in the region to know if the date was suitable for them.

The governor also said Senator Godswill Akpabio lacks the morality to ask what the governors have done with the 13 percent derivation, when he got more money as a governor because Nigeria’s economy was better then.

“I have told him (Akpabio) to take less. Now, he is taking on South-South governors, we will tell him that when he was governor, he was acting as a king. There was money as at that time. What was the exchange rate N150 to a Dollar, today we are almost having N500 to a Dollar.  Akpabio had money and he had the temerity to say ask South-South governors what they are doing with 13 percent of their money.”

Governor Wike said it was bad for people to rob their failure on other when it is know to many how inconsistent and sycophantic they are to be politically relevant.

“I am not a sycophant. I am not an inconsistent person , I don’t give a damn. He cannot say he has been seeing me in his villa. So if he wants to talk let him concentrate in his state, not to venture again and talk about Rivers State. If he does it again, he will regret meeting Rivers State. People should say what they practice. I will show a video where Akpabio said the President should come and learn from me what I am doing here. I will show a video soon.”

The governor said the reason the minister defected to the All Progressives Congress was because he was afraid that the government might unleash the Economic and Financial Crimes Commission (EFCC) after him.

“That is why Nigeria cannot move forward. Everybody is running away, because when they send EFCC, you run to the other party, then they protect you. That is the party , that is government that is fighting corruption. Akpabio is now moving round happy. He no longer takes his blood pressure medicine”, he concludes.

 

 

FAAN Warns Public Of Fraudulent Recruitment Agents

The Federal Airports Authority of Nigeria has warned the general public to desist from any person(s) parading themselves as recruitment agents of the Authority, and consequently extorting money from innocent citizens in the process.

A statement by FAAN General Manager,  Public Affairs, Henrietta Yakubu said for the purpose of clarity and emphasis, the Authority is not embarking on any recruitment exercise at the moment.

“The Authority wish to inform the public that recruitment into any goverrunent agency has a stipulated procedure, which includes advertisements in national dailies, in line with the provisions of the Federal Government’s conditions of service.

“Consequently, any person claiming to be an agent of the Authority in this respect is a fraudster and should be reported to the Authority or the nearest police station.

“FAAN will continue to deliver on its core values of safety, security and comfort,” the statement concludes.

Money Laundering  : Supreme Court Dismisses EFCC’s Case Against Ex-First Bank Director

The Supreme Court of Nigeria unanimously dismissed the appeal filed by the Economic and Financial Crimes Commission (EFCC) against former Executive Director of First Bank , Dr Dauda Lawal .

By Judgment delivered  Friday, 12th March 2021, the Court of Appeal which, among other things, ordered that:

“The decisions of the Federal High Court, Coram Judice: Hassan, J. delivered in Suit No: FHC/L/CS/13/2017 on 16th February 2017 are hereby set aside.

The order of final forfeiture of the sum of N9,080,000,000.00 (Nine Billion and Eighty Million Naira) to the Federal Government of Nigeria is hereby set aside.

It is hereby ordered that the said sum of N9,080,000,000.00 (Nine Billion and Eighty Million Naira) be returned to the Appellant forthwith.”

The above judgment delivered by the court of Appeal, Lagos Division was in Appeal No CA/LAG/CV/480/2019 DAUDA LAWAL V. EFCC & ANOR dated 25 March 2020

The Supreme Court Judgment which, unanimously, affirmed and upheld the above decision of the Court of Appeal is Appeal No: SC.212/2020, EFCC v. DAUDA LAWAL.

By this final Judgment of the Supreme Court, the Apex Court has, conclusively, upheld, affirmed and determined that the Order of Final Forfeiture of the sum of N9,080,000,000.00 made against Dr. Dauda Lawal is set aside and rescinded; and that the said sum of N9,080,000,000.00 be returned to Dr. Dauda Lawal forthwith.

The above Judgment given by the Supreme Court of Nigeria finally and conclusively brings to a close the malicious persecution by the EFCC against Dr Dauda Lawal which began in May 2016 when the EFCC invented the unfounded allegation of money laundering and obtaining monies suspected to be proceeds of unlawful activity against Dr Dauda Lawal.

It is also worthy of note that by a final judgment dated 7 October 2020, the Federal High Court, Lagos Division discharged and acquitted Dr Dauda Lawal of the offences of money laundering, obtaining monies suspected to be proceeds of unlawful activities and the other unsubstantiated charges brought against him by the EFCC in Charge No FHC/L/419C/2018 FEDERAL REPUBLIC OF NIGERIA V. DAUDA LAWAL
