Has Nigerian Labour Congress (NLC) Become a Toothless Bulldog?

The Nigerian Labour Congress, NLC has slowed in its activities and become sedative in its pressure of protecting Nigerian workers’ and pensioners’ interests.

For many times NLC has become less active like what Nigerians know it in its responsibility of protecting the welfare and the conditions of workers and pensioners.

In many cases the Union made promises to Nigerians but become sluggish and inactive to its mandate.

I could remember, during the reign of PDP, NLC strike was very common, very vibrant and NLC was very committed to its responsibilities of protecting the interest of Nigerian workers and pensioners, because for every fuel increment NLC bite fingers.

Unlike before, so much water has passed under the bridge, but nothing was done to save it for the dry season. In the past six years, NLC has performed below expectations of Nigerian workers and at many times stood as mediator between government and its workers to settle strike in the room. In this time of inflation and economic hardship NLC only barks when its people are touched but afraid to bite.

Some of the aims and objectives of the Nigerian Labour Congress include:

  • ‘To promote, defend and advance the economic, political and social rights and wellbeing of Nigerian workers and pensioners;
  • To continually enhance the quality of life and improve the income and other working conditions of workers;
  • To promote and sustain the unity of Nigerian Trade Unions, ensure total unionization of all workers irrespective of their creed, state of origin, gender and political beliefs;
  • To work for the industrialization and prosperity of the Nigerian nation and ensure protection of jobs, full employment and a humane working environment;
  • To establish relationship and cooperation with Labour Movements the world over; and in particular the African region, and play cardinal roles in the Organisation of African Trade Union Unity (OATUU), and Organization of Trade Unions in West Africa (OTUWA);
  • To print and publish literature for the purpose of enhancing and achieving the aims and objectives of Congress and its affiliates.

But, looking at the above aims of the Labour Union, one will ask what happened to the 20,000 Kaduna state primary school teachers that were ejected from the civil service payroll? Though, the state chapter of the NLC and the National body joined forces to give remedy to the entrenched workers but I must tell NLC that the ejected workers are still in the woods and another round of workers were retrenched.

Till date, there are 16 states that are yet to commence the payment of the new minimum wage, states like Enugu, Gombe, Imo, Kogi, Kwara, Nasarawa, Ogun face huge remittance on deductions, while Oyo, Plateau, Rivers, Taraba, Kano, and Zamfara are on huge remittance of deductions and Benue, Cross River, Ekiti only implemented levels one to six with backlogs of arrears on promotion.

Nigerian Financial Intelligence Unit (NFIU) had barred governors from interfering with statutory allocation account of their local governments, but nothing has changed in this regard. State governors have continued to tap and empty the treasuries of local governments and making them idle and stranded financially, and NLC has a key role to play in this law to protects its workers.

In 2015, 23 Nigerian states owed local government workers’ salaries of up to 14 months, the states were given bail-out by President Muhammadu Buhari, but many of the states diverted the Paris Loan Refund money given to them on unfounded projects, and up to date, some of the staff are still victims of that misappropriation.

Pump price has been increased three times in Nigeria since 2015 and NLC has been planning protests against the pump price. On the May 12, 2016 Nigerian government had increased the fuel pump price from N86 and N86.50k to N145 per litre and it went up again, despite the rage of NLC.

In 2020 another increment in the pump price was made from from N148 to N161 per litre and NLC as usual promised to find ways to reduce the hike to a bearable level, but it also went ahead like the first increment. And another increment is coming on May, 2021 and NLC has lock horns with the authorities to stop the increment as they said it is not the right time to increase the price because the economy is harsh and Nigerians cannot bear the burden but only time will reveal the messiah.

According to Trading Economic, “Nigeria inflation rate had jumped to 17.33 percent in February of 2021, the highest reading since February of 2017, from 16.47 in January and compared to market forecasts of 17.27 percent. It marks the 18th consecutive month of rising inflation as the coronavirus crisis led to a plunge in oil price and a weaker naira, raising food and transportation costs. Food inflation topped 21.79 percent, the highest since October of 2005 and transportation surged 14.1 percent, namely air transport.” These are some of the reasons given by NLC to stop the pump price of 230 to take effect in May.

Another problem that NLC should look into and provide panacea to is early compulsory retirement of workers. This has done many damages to our progress than good. Many Nigerian governments do this on their favour, to satisfy their objectives of governance while sabotaging the civil service rules. Meanwhile, those entitled for pension suffer before payment.

NLC as a constitutional body saddled with the responsibilities of protecting workers and pensioners in the country should up for all and sundry without compromise of its obligations. Nigerian workers should enjoy all privileges and rights attached to their work and NLC should support the course of the two parties it serves; the government and the workers.

Now that two strong unions are on strike; the Academic Staff Union of Polytechnics (ASUP) and Judiciary Staff Union of Nigeria [JUSUN] NLC should play an important role in resolving this, and Nigerian workers hoping for amicable settlement.

Zulum to UNIMAID VC: Do Not Hide Anything Fom FG’s Visitation Panel

Borno State Gov. Professor Babagana Zulum has advised the Vice Chancellor, University of Maiduguri, not to hide problems affecting the institution during his engagement with a Presidential visitation panel currently in Borno.

Zulum gave the advise on Thursday at the Government House in Maiduguri when he received a courtesy call on him by the panel which was sent to UNIMAID to assess financial management, administration, and the overall condition of teaching, learning, and research by looking at the school’s physical infrastructure, laboratories and other academic activities, in line with laws establishing universities in Nigeria which require that panels undertake such visits after every five years.

The panel was led by former Deputy Governor of Kano State, Professor Hafiz Abubakar, and members were accompanied to the Government House by UNIMAID’s governing council which included the Vice Chancellor, Professor Aliyu Shugaba.

“Please do not hide anything to them (the panel). It is better to open our wound, so that our problems can be addressed” Zulum said to the VC.

“Some of the deficiencies can be addressed by the State Government, while some by the Federal Government. University of Maiduguri belongs to all of us. Those that are learning in the university are our own children. It is only for those who don’t know that will think the State has no say on what happens at Federal universities located in States” the Governor added.

Zulum, a former student of UNIMAID before becoming a lecturer and acting Dean in the Faculty of Engineering, decried poor conditions of equipments, and facilities which include laboratories and workshops.

The Governor assured the panel of Borno’s commitment to fully participate and render all the necessary support during the period of their assignment.

He urged the management of the university of Maiduguri to work on a development plan.

“As small as my former institution, the Ramat polythechnic, Maiduguri. When I was appointed as the Rector, after taking over the mantle of leadership, the first thing I did was to develop short, medium, and long term strategic plans. I and my team focused on the short term goals.
When we left the polytechnic after three and a half years, we were unable to achieve only one item on the short term plan, which was the rehabilitation of the staff quarters. We were able to rehabilitate all the existing classes, provided additional classes that can provide accommodate students for the next 10 years before we left” Zulum said.

Speaking earlier, Chairman of the panel, Professor Abubakar commended Governor Zulum for providing a desired leadership in Borno.

“Your Excellency, we are very proud of you. We know you are interested in the development of Borno State. UNIMAID is the pioneer and leading university in the whole of the region and we will do whatever we can, and I will open to you on our findings at a different platform. So far, we have seen progress” Prof. Hafiz said.

Hafiz said Nigerian laws guiding the establishment of the universities and inter universities stipulates assessment visits are done every five years but the last exercise was carried out early 2011, covering 2004 to 2010.

Professor Hafiz explained that the current exercise will cover a ten-year period and the panel is expected to submit two separate five year reports covering 2011 – 2015 and 2016 – 2020.

The report would aim to identify problems and recommend ways to improve effectiveness and efficiency in the university.

South African Cabinet Welcomes Recommendation To Lift Suspension of J&J Vaccine

 …15 Million to be vaccinated with Pfizer Vaccine…

South African cabinet has welcomed the recommendation by the South African Health Products Regulatory Authority to lift the suspension of the Johnson and Johnson (J&J) Sisonke Vaccination Programme.

This followed the suspension of the J&J vaccination rollout programme in the United States of America after six people, who received the J&J vaccine, developed a rare type of blood clot.

Another reason for the temporary suspension was the decision by J&J to voluntarily suspend the rollout of their vaccine in the Eurozone.

Briefing the media on the outcomes of the Cabinet meeting held on Wednesday, Acting Minister in The Presidency, Khumbudzo Ntshavheni, said the temporary suspension of the vaccine in South Africa was in line with government’s commitment to ensure that comprehensive safety measures are undertaken regarding the vaccine rollout.

“The reviewed data had confirmed that South Africa had not experienced any rare blood clots with the already vaccinated healthcare workers (HCWs). Our scientists will continue to monitor all South Africans as and when they are vaccinated,” Ntshavheni said.

By mid-April 2021, more than 292 623 South African HCWs had been vaccinated under the Sisonke Vaccination Programme.

Signing of contract with J&J on vaccine procurement

Cabinet has also welcomed the progress in the signing of the contract with J&J on the procurement of J&J vaccines for the full rollout programme.

Health Minister, Dr Zweli Mkhize and Trade, Industry and Competition Minister, Ebrahim Patel, have been commended for resolving the outstanding matters relating to the procurement of the vaccines without compromising the position of South Africa.

Fifteen million to be vaccinated with Pfizer vaccine

Furthermore, Cabinet welcomed the successful negotiation of an additional 10 million doses of the Pfizer vaccine, which brings the total doses of the Pfizer vaccine to 30 million.

“This means South Africa will be able to vaccinate 15 million people with the Pfizer vaccine instead of just 10 million,” Ntshavheni said.

To prepare for Phase 2 of the vaccination rollout programme starting on 17 May 2021, Cabinet has encouraged people aged 60 years and older to register on the Electronic Vaccination Data System: https://vaccine.enroll.health.gov.za.

“People without access to the internet can register in person at over 3 338 vaccination sites across the country. Mobile teams will also be deployed to assist the elderly, the homeless and people living in rural areas,” the Minister said.

South Africans commended for adherence to health protocols

Meanwhile, Cabinet has commended South Africans for their continued adherence to the non-pharmaceutical health protocols of wearing a mask when in public spaces, maintaining social distancing of about 1.5 metres and always washing hands with soap and water or using a 70% alcohol-based hand sanitiser.

However, Cabinet noted the report which indicated a slight increase of 4,9% in persons testing positive in the past 14 days, by 18 April 2021.

The cases increased from 14 113 in the preceding 14 days to 14 807 cases in the last 14 days.

“The slight increase in cases is attributed to cluster resurgences in the Free State and Northern Cape, and rapid response teams have been activated to conduct contact tracing,” Ntshavheni said. – SAnews.gov.za

Biliri Local Government Chapter of the Christian Association of Nigeria, CAN in Gombe Stste, has dissociated itself from the statement credited to the former Chairman of the Association, Rev John Joseph over the Mai Tangle Chieftaincy tussle.

The former CAN Chairman was quoted  during Gov Inuwa Yahaya’s visit to the area as saying “the Governor should forgive us for what we did and I urge the Governor to permit us meet the Chief Imam and his people to apologise”

The CAN Chapter also disclaims the presentation made by Rev. Joseph John that only Muslim were affected by the incidence which CAN says was not correct.

Christians, CAN explained, were also affected, their shops were burned, and properties in Gada-uku church were destroyed, while three Christians lost their lives.

A statement by the CAN Ag. Chairman, Rev Isaac Daspan also reminds the public that Mai Tangle stool is not expressly or impliedly attached to Christian or Muslim faith. but purely concentrated for traditional worship of Tangale people.

It’s against this backdrop, the statement said, CAN Billiri Chapter publicly dissociates itself with the statements credited to Rev. Joseph John during the governor’s visit to Billiri on 20th Febuary,2021 saying it was his personal opinion.

The statement reminded the public, that Christianity does not encourage violence or breaking down of Law and order since Jesus throughout his life was not involved in any form of violence or war with any group of people.

According to the statement, CAN has carried out some findings on the ugly act, the immediate and remote cause which it said was purely non-religious but man-made competition on who will occupy the stool of Mai Tangle with the use of available influence within each person’s reach.

It advised the government to investigate who set the motion of provocation that led to the heinous act by hoodlums in order to bring them to book.

CAN Billiri chapter, the statement further said,  do not trust the sources of the information used by security operatives in arresting the suspects, as it is only the Christians that are arrested on a daily basis.

It advised the Muslim lawyers against interfering in a non-religious scandal for this would promote disunity and lead to another breakdown of Law and peace.

CAN Billiri Chapter however commiserates with the Muslim ummah for the burning of Mosques and for the Loss of lives and properties. It also commiserates with both Christians and Muslims, that lost their Loved ones.

Relating this to the Bible, the Biliri CAN says the Holy Book teaches them to rejoice with those who are rejoicing and to mourn with those who are mourning.

It applauded the Gombe state government for its prompt action by deploying the security personnel before and after the heinous act

South Africa: Hawks Trace And Arrest Fraud Suspect

The Palm Ridge Specialised Commercial Crimes Court in South Africa has remanded Edozie Okobi in custody until 26 April 2021 for a formal bail application after his court appearance on Tuesday on fraud and theft allegations involving approximately R6 million.

It is alleged that Okobi and his co-accused girlfriend, Angel Tau, allegedly fraudulently created a duplicate email address to launder money from a prospective steel pipe buyer in February 2017.

Further investigation revealed that Okobi and Tau allegedly interrupted and redirected the steel pipe buyer to their fraudulent email address, where they provided new banking details, to which an amount of R6 million was transferred.

The investigating team facilitated the recovery of an amount of R4 million before it could be spent by the accused.

Tau was arrested in May 2017 and has since been sentenced to eight years direct imprisonment on counts of fraud and theft.

A warrant of arrest was issued for Okobi’s apprehension and he was circulated on local and international boarder movement control as a person of interest in a fraud and theft related matter.

The Hawks’ Serious Commercial Crime Investigation team in Germiston successfully traced and nabbed Okobi in Douglasdale and subsequently charged him for fraud and theft on Tuesday. SAnews.gov.za

NBAIS Not Responsible For Payment Of  Staff Salaries — Ag. Registrar Declares

National Board for Arabic and Islamic Studies (NBAIS) says it is the office of the Accountant General of the Federation (AGF) that is responsible for payment of it’s staff salary not the board.

The Acting Registrar of Board, Prof. Muhammad Shafiu Abdullahi made the declaration  in an interview with newsmen n Kaduna, while debunking an allegation by Desert Herald Magazine that the Board is in charge of paying staff salary and allowance.

According to Prof. Muhammadu Shafiu Abdullahi, the NBAIS is operating a CONRAISS salary scale and there is no way any staff or management can divert salary and allowance meant for staff of the Board.

He also countered an allegation that some staff of the Board were illegally suspended, adding that due process was followed in suspending any staff found guilty just like any other organization, ministry, department and agency.

The Acting Registrar advised journalists to always crosscheck their facts before publication to avoid defamation or libel and misinforming the public.

President Buhari Mourns  Idriss Deby, Says Deby Was A Gallant Leader

President Muhammadu Buhari has expressed sadness over “the sudden and tragic death of President Idriss Deby of Chad on the front line, fighting against rebel soldiers.”

Reacting to the incident on Tuesday, President Buhari said: “I’m deeply shocked and devastated by the sudden death of Idriss Deby on the battle front to defend the sovereignty of his country.”

According to the President, “the late Deby had played a very active role in our regional joint collaboration in the military campaign against the Boko Haram terrorists.”

President Buhari described the late Chadian leader “as a friend of Nigeria who had enthusiastically lent his hand in our efforts to defeat the murderous Boko Haram terrorists that have posed grave security challenges not only for Nigeria, but also our African neighbours, particularly Chad, Cameroon and Niger Republic.”

He added that “the death of Deby will surely create a big vacuum in the efforts to jointly confront the Boko Haram terrorists and the Islamic State West Africa Province.”

While condoling with the people of Chad and their new leader, President Buhari called for greater collaboration to defeat the terrorists.

Nigeria: Pay Entitlements Of Retired Blind Workers  – Association Tasks El-rufai

Nigerian Association for the Blind, Kaduna State Chapter has appealed to Kaduna State Government to as a matter of urgency pay the entitlements of their recent retired members to ease their hardship.

Speaking to Journalists at the Nigeria Union of Journalists Secretariat, of Kaduna State Council, the Public Relations Officer of the association, Mallam Ismail Abubakar said about thirty of their members were issued with retirement and sacking letters.

He lamented that most of their members attended vocational training centers both in Kaduna and Lagos states and they have not reached the age of retirement in civil service but they were issued with retirement letters while other members were sacked.

Mallam Ismail Abubakar further explained that sacking and retiring of their members would force them into streets begging despite the fact that there are existing laws against begging in the state.

The Public Relations Officer explained that about sixty of their members that were sacked and retired in twenty sixteen were yet to receive their entitlements.

He appealed to Kaduna State Governor, Nasiru Ahmed Elrufai to come to their aids looking at their conditions as the heads of their families and this holy month of Ramàdan to pay their entitlements and reversed the decision of sacking of workers in the state.

In an interview, Abdulhameed Yakubu from Kaduna North and Mallam Ibrahim Rabiu from Zaria Local Government lamented that they were retired in 2016 and their entitlements were not paid up to date.

Mallam Ibrahim Rabiu explained that from twenty sixteen to date he lost both his wife and a daughter due to inability to pay for blood transfusion of his daughter.

He added that now he is homeless because his landlord offered him with a quit notice letter.

Among the victims of this April retirement, Hauwa Hassan who worked for twenty six years at Kaduna North Local Government, said she accepted the retirement in good faith but appealed to the government to pay them their entitlements on time in order to go into businesses to take care of school fees of their children and their feedings.
