Dear Mallam Nasir El-rufai, with all due respect, your actions and show of force only dig quick graves for your downfall, not making you a champion. The world is watching as you display excess impunity as if you’re a colonial ‘slaves master’, understand that in the next 3 Years; your whole story shall be different.

 

You are not the lord of the ring in Kaduna; you’re just a Governor who may soon be forgotten like Ramalan Yero or Worst. You kept acting to make headlines thinking you’re hailed by the public or gaining ground in the National space; by the time you expire; even your neighbors and relatives will distance themselves from you.

 

You used to be a “Hero mentor” to millions of Youth but gradually becoming a “Zero tormentor” in the eyes of everyone. In and out of Kaduna State, you’ve lost the love, respect and cravings, while majority now see you as a “Tyrant Governor” with few years to leave office, waiting for a future where he shall never be trusted or regarded by the people.

 

To those shallow minds justifying and supporting the actions of Mallam, it is simply because those affected aren’t your fathers, mothers, uncles, aunties and relatives in general. The hypocrisy and illiteracy of many youths is a disease backed by social wickedness and chronic hate among the poor that shall continue to create a hopeless, futureless and crippled society.

 

If the youth want a better future, then we must openly and fearlessly condemn ‘accidental politicians’ and ‘ruthless public servants’ irrespective of our faiths, states, region or political standings. We must accept that heartlessness, recklessness, mercilessness, shamelessness and acts of senselessness especially by politicians is never about PDP or APC, it is just about the character and orientation of those in power.

 

Having studied and lived in Kaduna state for many years, I noticed that the youth are afraid to speak the truth against Mallam Nasiru Elrufai, but I will objectively say that I personally perceived you to be an arrogant, sadist, ruthless and a prideful politician. When I was growing up, our norms and values taught us that arrogance destroy human beings as fire destroy cotton. If there’s no death, there’s old age or even expiration of tenure.

 

It was Islamically stated that “..Do not turn your face away from people in contempt, nor go about in the land exulting overmuch; surely Allah does not love any self-conceited boaster” (Quran 31:18). The Oxford and Cambridge mentality in some of these politicians is never suitable to the Nigerian populace.

 

How can a state like Kaduna that heavily relied on civil service accommodate a policy of retrenchments of workers. In 2016, you sacked over 13,000 persons you called ghost workers. In 2017, it was 40,000 workers. now in 2021, we’re talking about 17,000 workers all across Kaduna State. Where’s your conscience and reasoning as a human being?. How can these people and their families survive the scorching poverty in Kaduna State?.

 

The bible says “..I will punish the world for its evil and the wicked for their iniquity; I will also put an end to the arrogance of the proud and abase the haughtiness of the ruthless” Isaiah 13:11. Nelson Mandela said “The more informed you are, the less arrogant and aggressive you are”. I therefore, wish to advise Mallam, to thread carefully, for nothing last forever.

 

This is strictly my opinion, anybody with a contrary view is free to profess his ideas without fear or favor.

Right Sizing the Civil Service — A Dream

Right-sizing the civil service is the dream of every President, Governor, LG Chairman and concerned public administrator. Going about it without political backlash is the problem. You need the courage of my friend to brave it.

 

I think we need to discard the notion that civil servants are lazy. No. The jobs are just not there to make them active, due to lack of funding or they are overtaken by technology, that is putting aside the problem of overstaffing. Many feel wasted. Almost every soul—more so an educated one—would like to find something to keep him busy and earn a dignified living. I believe we all carry the work gene.

 

If I were a Governor, I will pursue right-sizing with all vigour I would pursue any project in the state. I would even consider it an investment and the most important policy thrust of my administration. Put briefly, I would push the retirees along with their energy, skill, knowledge and retirement benefits to the private sector to generate an unprecedented economic growth.

 

In the end, the retirees and my state will be many times richer and happier. Wabba and his NLC will not come for my head. Instead, they will crown me as the CCF, Chief Comrade of the Federation.

 

Here comes my dream.

 

Process:

 

  1. Sensitize public servants on the right-sizing program and the wealth creating opportunities it engenders.

 

  1. Shortlist redundant workers and voluntarily retirees.

 

  1. Calculate the total retirement expenditure. Do not be scared. It is an investment.

 

  1. Phase the retirement over four years or so, if necessary.

 

  1. Take loan to settle the retirement bill, a soft or single digit one from advocates of right-sizing like World Bank and IMF, payable over 50 years with a 10 year moratorium.

 

  1. Train, before retirement, each of the retirees on what they intend to use their retirement benefits, seeking the assistance, if necessary, of NGOs and development partners to build capacity and markets of retirees and their products.

 

  1. Pay every retiree his benefits on the day of his retirement from the loan.

 

Benefits:

 

  1. Many civil servants will voluntarily prefer to move to the private sector and become active.

 

  1. Enriching the private sector with skilled and educated elite.

 

  1. Mass employment of youths that will serve the small businesses the retirees will establish.

 

  1. Fast economic growth especially in mining, agric and food processing and education, for which the country has a home market—not to mention export crops.

 

  1. Absence of rancour among the population.

 

  1. A win-win solution.

 

  1. My state will be one of the richest state in Nigeria.

 

  1. Lots of requisite money for development of the state and better paid civil servants.

 

Challenges:

 

  1. Huge retirement bill, running into billions certainly. Not a problem if right-sizing is seen as an investment.

 

  1. Many of the retirees would still be on pension depending on the years they put in service or the pension scheme operated, leaving the state with a residual monthly bill that may be half of their service payroll status.

 

  1. The state may still be using a good portion of its resources to repay the loan with interest unless a long term loan is acquired.

 

  1. Difficulty in switching from public to private sector by many retirees leading to collapse of the businesses of many.

 

  1. A reckless, populist successor may come, see the small size of the civil service, and revert to status quo ante, employing his political supporters and their children en masse.

 

Is it dawn? Sorry, I was dreaming.

Nigeria 2023: Northern Youth Leaders Endorse Dokpesi, Bala Mohammed For President

In its renewed bid at ensuring a credible candidate emerges as NIgeria’s President in 2023, the Northern Youth Leaders Forum (NYLF) has vowed that money cannot be used in influencing its delegates, hence only High Chief Raymond Dokoesi and Bauchi State Governor, Senator Bala Mohammed have been endorsed by the forum.

This was expressed in a statement signed by its Zonal Coordinator (North- West), Dr Sadiq Musa, made available to journalists on Wednesday May 19, 2021.

“We want to make it clear and in unequivocal terms that the NYLF remains resolute in her determination to ensure that a credible and God-fearing Politician is emerged as our Candidate that must be endorsed and supported towards winning the Presidential election under any political party come 2023.

“This is what we have been doing since 1999 and will continue to do.
To this end, we want to state clearly without mincing words, that the NYLF shortlisted 27 possible Candidates last year.

“These Candidates were screened to 3 by the Political Committee and the NEC finally endorsed 2 out of the 3. These are Governor Bala Mohammed and Chief Aleogho Raymond Dokpesi,” the group said.

It explained that the statement was from the resolution of the forum’s meeting held in Kano on May, 19, 2021.

“The attention of the Northern Youth Leaders Forum (NYLF) Leadership has been drawn to the scheming and political maneuverings by some powerful and influential politicians to cause division amongst our delegates so as to create chaos during our Delegates Conference.

“We are also aware that a powerful retired General has been recruited and commissioned to influence our Secretariat to slot in the name of a sitting Governor who is nursing a Presidential ambition, into the list of persons shortlisted to be considered for endorsement by our Forum for 2023 Presidency during the Delegates Conference,” it added

It stressed that Dokpesi and Bala Mohammed are the only two candidates that should only be considered for endorsement.

“Furthermore, the Secretariat Staff are hereby warned not to present more than these two names for consideration as was the case in 2007,” it warned.

The group pointed out that its National Chairman, Comrade Elliot Afiyo has directed that no other consideration shall be made or entertained during their Delegates Conference and they have all agreed and resolved that this directive must be obeyed and strictly adhered to.

“We would like to reiterate that no amount of intimidation, harassment or inducement in whatever, will make us to change our decision.

“This is our stand point and there is no going back,” the group emphasized

Zulum Resumes Office After 21 Days Vacation ..Says Security Top Priority

Borno State Governor, Babagana Umara Zulum has resumed work after 21 days vacation, during which he transmitted power to his deputy, Umar Usman kadafur to act as Governor.

Addressing thousands of top government officials, party leaders and supporters on arrival on Wednesday, the governor assured that his administration’s top priority will remain the restoration of peace in the state to enable the revival of mass livelihoods through agricultural and other businesses.
Governor Zulum embarked on a vacation from April 29 to Wednesday May 19, 20121.

Zulum had before his departure, written to Borno State Assembly, requesting that his Deputy, Kadafur be given full constitutional powers to take decisions without recourse to him (Zulum), to which the assembly granted.

Zulum’s request was in compliance with provisions of section 190 (1) of the constitution, his letter to the assembly had noted.

Zulum while interacting with journalists also revealed that in the next two years of his tenure, government will focus on the recruitment of more teachers and health workers to address demands of the increasing population in the state.

Eid-El-Fitri Special Patrol: FRSC Records 27% Reduction In Road Crashes, Apprehends 5,511 Offenders

Arising from the rejigged operational tactics deployed during the just concluded 2021 Eid-El-Fitri special patrol systematically organised to ensure free flow of traffic and safety of all travellers, the Federal Road Safety Corps (FRSC) has stated that it recorded 27% decrease in the total number of crashes that occurred during the period under consideration, as a total of 5511 offenders were arrested for committing 6858 offences between 11 to 17 May, 2021 that the operation lasted.

The Corps Public Education Officer, Bisi Kazeem said in a statement that a total of 92 road traffic crashes (RTC) were recorded as against a total of 117 in the same period in 2019 representing 27% decrease.

“The Corps covered 1575 routes, impounded 3051 vehicles representing 8.9% decrease in impoundment, and apprehended 5511 offenders as against 5713 offenders in 2019 representing 3.5% decrease; for committing 6858 offences as against 6481 offences in the same period in 2019 representing 5.8% decrease.

‘According to him, the decrease recorded in RTC is largely attributed to several coordinated factors, among which are; the establishment of Station Offices in almost all the 774 Local Government Areas in Nigeria; intensified public enlightenment and sensitization campaigns held nationwide in collaboration with key stakeholders in the transportation sector and beyond; and effective patrol operations.

” Given the analytical breakdown of the operation, the spokesperson said that in the same period in 2019, out of the 117 RTCs that involved a total of 856 people in 2019, 54 people were killed in fatal crashes as against 43 in 2021, representing 26% decrease in fatality.

He added that a record of 260 people were rescued with injuries in 2021 against 343 in 2019 representing 32% decrease while on the other hand, 469 people were rescued without injuries in 2019, as against 266 in 2021 representing a decrease of 76%.

Quoting the Corps Marshal, Dr. Boboye Oyeyemi, Kazeem stated that the Corps now has a wider coverage due to the establishment of more FRSC Commands, Outposts, road side clinics and Zebra points who now feed in reports from different routes that were hitherto not thoroughly covered.

Oyeyemi also revealed that the comparison made with year 2019 period is due to the effect of the COVID-19 pandemic in 2020 which halted conventional operations.

He further stated that the reduction both in crashes and number of offenders apprehended is an indication that the public enlightenment efforts of the Corps is yielding results and road users are complying accordingly.

He stressed that the tempo in the operational and advocacy front will be sustained to ensure continuous decrease in number of road crashes, number of persons involved, as well as decrease in the number of persons killed by crashes on our roads.

According to him, ” the Corps is advancing steadily towards the actualisation of its corporate mandate of creating a safer motoring environment and eradicating RTC on our roads. This tempo will surely be sustained as all efforts have been adequately put in place to make the roads safer for all”.

It will be recalled that the Corps Marshal had earlier directed that the 2021 Sallah special patrol to cover 45 corridors which include but not limited to Sokoto-Tambuwal-Jega-Birnin Kebbi; Mokwa-Birnin Yero-Zaria; Maiduguri-Biu-Numan-Jalingo-Wukari; Akwanga-Lafiya-Makurdi; Jos-Bauchi-Gombe; Katsina-Kano-Wudil-Dutse-Azare-Potiskum, Kaduna-Saminaka-Jos, Abuja-Kaduna-Kano, Okene-Ogori-Isua-Owo; Makurdi-Otukpo-Obollo Afor-9th Mile; Asaba-Abraka-Ughelli-Warri corridor; Ibadan-Ogere-Sagamu; Sagamu-Mowe-Lagos; Abuja-Lokoja-Okene; Lokoja-Auchi-Benin; Onitsha-Njaba-Owerri-Umuahia, Ibadan-Oyo-Ogbomosho; and Ibadan-Ogere-Shagamu.

Kaduna Industrial Strike: Commendations to NLC and a Clarion Call to TUC

Freedom of expression is protected by section 39 (1) of the Federal Republic of Nigeria constitution. However, Section 40 of the Constitution of the Federal Republic of Nigeria 1999 provides as follows: Every person shall be entitled to assembly freely and associate with other persons, and in particular he may form or belong to any political party, trade union or any association for the protection of his interests.

It is with these jurisdictions; I see nothing bad in the industrial strike embarked upon by the Nigerian Labour Congress (NLC) because their activities are contained and spelled in accordance to Nigerian constitution and the Universal Declaration of Human Rights Laws.

The NLC is doing what matters to it for the interest of its members. NLC is a body of workers and pensioners’ umbrella and base on what the papers had, workers are sack in Kaduna state without getting their entitlements. This is sad.

The first ringing sacked workers in Kaduna state were the more than 21, 000 teachers whom the government said they did not passed primary four Competency Test. Then, 7, 310 Local Government Workers to downsize the staff, 3000 Kaduna state Civil Servants, 1, 240 Health Care Workers and the recent that caused the current Industrial Strike in the state was the sack of 4, 000 Local Government workers which the governor, through his Spokesperson, Muyiwa Adekeye said, significant amount of the statutory federal allocations is being spent on the wages of public servants monthly and the government cannot continue to bear the burden of the staff.

In a time of economic hardship, insecurity and daily increase of inflation, sacking of workers by Kaduna state is not the ideal thing to do, because there are many ways to get out of the wood.

Kaduna state government has been reducing cost since 2015. In 2015 to 2016 through different verification exercises, the government uncovered 13, 336 ghost workers and the government was happy to say that the exercise save it many stitches. The governor and his Deputies reduced their salaries to 50% and the State ministries were capped from 19 to 13 and permanent secretaries from 35 to 18.

Again, in the efforts to reduce cost and save more for the state, Governor El-Rufai, appointed 10 special advisers and 12 special assistants as against the 24 commissioners, 41 special advisers and reduced the 400 special assistants appointed by the previous administration to a minimal level.

With all these beautiful economic management of Kaduna state, the painful thing is the government’s negligence to pay the workers their entitlements after disengaging.

‘The external debt profile of states, 2021 has shown that Lagos State is the highest debtor in Nigeria with $1.087 billion, followed by Kaduna State with a total of $234 million.’

Meanwhile, in 2019, the Kaduna State Internal Revenue Service (KDIRS) said the state has generated over N44 billion as Internally Generated Revenue (IGR) higher than Kano and became the third higher state revenue generator in Nigeria.

For me, and I am sure for many economists will not chose the path of sacking workers as the last alternative at this critical masses condition of inflation that hits 18%. I think, the system of downsizing workers by Katsina state may be the best.

NLC as an independent Union that monitors and checkmates the conditions of its workers can raise questions to many reasons of sacking workers that will only do more bad for the state and the country and boldness to come out to show their grievances may make good changes in Kaduna state.

On the Trade Union Congress (TUC), it is with dismay I want to respond to some of their issues bothering Kaduna state.

Markets Demolishing started in 2015 with the Chanchangi Modern Market in Hayin Rigasa which was a land that was given by late Ahmadu Chanchangi to the Hayin Rigasa residents to have a business field but the market was hijacked by Kaduna State government and handed it to Waziri Integrated Services (WISER) Big. lTD for construction and privatization, but since 2015 and up to now only 10% of the work is completed while form have been sold for shops purchase.

In Kaduna state, more than 12 markets were demolished and only one market was constructed while many traders suffered sunshine and rain on streets as many left the state.

The demolition of these markets like the sack of workers, no formal and due process are followed in some cases. The case of Kasuwar Barchi market was in court when the market was demolished on three day notice.

Traders in Kaduna state are in the same faith with workers and TUC has remained adamant and lost in the thing air to console its members.

But the visit of the leadership of TUC to the state government before the 5 day Industrial Warning Strike in Kaduna state has many explanations on the situation of traders of Kaduna state.

The TUC union is not much none to Kaduna traders as the Union has no concern about the traders’ welfares.  In 2018 shop revenues were hiked and it went silently because the traders are afraid to cause alarm that will consume their marketers and shops.

Preparation to sell Abubakar Gumi Market is under course in November, 2021 and this will only add to more suffering to the marketers as the marketers can’t afford the whooping prises of their shops at this time that even the state government is crying on the economic situation. While, Kaduna state marketers suffered the Coronavirus lockdown than any state in Nigeria.

It is time for TUC to show love to its members and find a solution to this crumbling situations consuming traders in Kaduna state. No one is against development but there are ways to do everything good or bad and the TUC and Kaduna state government should choose the right path of prosperity for the development of businesses in the state.

As Kaduna state government has its own course to develop the people and accomplish its promises to the people, the state citizens and union bodies should respect their willingness to develop the people through the condition and order of operations.

The state is facing security challenges and demands should be toed in calm and peaceful resolutions. The state government owes the people and we should all support the vision of the state government in a manner that is open base of the laws of the land.

Long live Kaduna state and Nigeria and the people of our dear mother land.

The National Leadership of NUPENG says it is deeply saddened with the violent turn of NLC peaceful protests by the dictatorial and despotic regime of Governor Nasir El-Rufai in Kaduna State.

The Leadership of the Union in a statement signed by its National President and Gen. Secretary therefore calls “on the Federal Government to immediately call on Kaduna State Governor Mallam Nasir El-Rufai to order before his arrogance and power drunk ego further push the situation into horrendous calamity as he has been doing in all issues relating to human lives and wellbeing.

“Consequently, the Union reiterates that no Labour Leaders or workers as the case may be,  be harmed, harassed, maimed, humiliated or victimized during this 5-day peaceful protests in the State.

“Our Union is raising this alarm following the very reliable report of the clandestine move of Governor Nasir El-RUfai to hurt and put the lives of NLC President,Comrade Ayuba Wabba and other Labour Leaders to danger in his usual blind egotistical style of running government in the State

“NUPENG therefore warns that if any harm is inflicted on any of the members of organized Labour, the Leadership of the Union will not hesitate to call on all our members throughout the nation for a total shut down of all our services in the upstream, mid-stream and downstream sectors of the oil and gas industry.

” In the light of the above, we are therefore putting all NUPENG members nationwide on red alert and may at very short notice of five hours call for a nationwide industrial action if situation arises
