Does Malami Know The Meaning of ‘AGF?

The conversation elicited since the Asaba declaration of the Southern Governors of Nigeria is still ongoing but not with the unexpected clap back from different groups and individuals.

Since the decision by the Governors to ban the much controversial Open Grazing, there has been a round of applause for the once regarded docile leaders, cutting across party lines, ethnicity, and religion.

After a successful meeting hosted by the Delta State Governor in the wake of the rising insecurity in the country, trickling from the North and gradually spreading to the South, there has been a disturbing disquiet from their Northern counterparts, suggesting that they may have thrown their weight behind the Governors’ decisions. It could also be that the Governors of the Northern States may be studying the communique issued by their Southern counterparts to ascertain the pros and cons as they affect a section of their subjects who may be affected by the proposed ban on Open Grazing otherwise known as Herding.

Nigerians were again rattled by the comments of the highly revered Attorney General of the Federation, Abubakar Malami who happens to adorn the silk of a Senior Advocate of Nigeria-a feat not easily achieved by many in the legal profession.

Malami, during a Television show tried hard to explain the difficult legal hurdles the Governors would face in implementing the law against Open Grazing. The man who has been fingered as President’s point man since the demise of Abba Kyari, former Chief of Staff, chose to trivialize the issues at stake by comparing Open Grazing to the sale of Spare Parts, a business largely owned by Southerners particularly the South East people. This is the crux of the matter which has not only drawn attacks against the Attorney General of the Federation from different flanks but has pitched him against very many Nigerians including the leadership of the Nigerian Senate.

But does Malami even budge? Your guess is as good as mine!

The man has not only enjoyed unfettered access to the President where his colleagues and other privileged Nigerians have failed. He chose to speak when he ought to be taking notes on rumblings from all sides, if any, process them and come out with a position on how to help the Governors get the backing of the law. Malami deliberately chose to forget these Governors would not have embarked on such a meeting if they were not under intense pressure to stem the ugly tide of insecurity, of which they are not even exempt of being attacked, as it was in the case of the Imo Governor, Hope Uzodinma.

Though the Governor of Ondo State, Rotimi Akeredolu who also is a distinguished Senior Advocate of Nigeria with many successes in his kitty before his venture into politics has responded appropriately, and on behalf of every discerning mind in the country, it is expedient that I lend my voice in condemning the unfortunate comment made by Malami, while I align myself completely with the position of Akeredolu.

For those who may not be conversant with the issues or who have chosen to play politics of party, either for or against, this matter goes beyond such inclinations as the nation seeks an end to the problems associated with insecurity.

Herdsmen and Farmers clash are as old as history of human existence. While it may not be completely resolved, it is important that we continue to explore options and new ways to combat and reduce the tension generated by these ancient clashes that have recently escalated into killings of human lives and  destruction of properties.

No doubt, the primitive but lucrative business of Herding or Open Grazing belongs to a particular ethnic group, Fulanis, found in the Northern side of Nigeria and stretches into West Africa and the Sahel region in Africa.

Much as they are known to be Herdsmen, there is no doubt that it has afforded a minority group as this the opportunity to access other parts of the country while walking their economic animals in search of green pastures.

They were not relatively known to attack natives apart from farmers who must jealously guide their crops from the invading herds of cattle.

But in the recent past years, these Herdsmen have become preys and willing tools for a desperate, organized clique of terrorists, local or international.

The battle for the soul of Nigeria’s economy by insurgents aided by locals has taken a new turn with reports of armed herders marauding not just the farmlands but the forests in the Southern States.

While I do not have to go into the legal implications of the ban on Open Grazing its merits and demerits, it is important to remind the Attorney General that the reason for the decision by the Governors of the South was borne out of the need to obliterate the threats of insecurity that is fast eroding our country, forcing a daily rise in the cost of food items as farmers can no longer go to their farms for fear of being killed or kidnapped for ransom by unknown herdsmen, popularly profiled as Fulani Herdsmen. The business of Open Grazing has been hijacked by invaders who may likely be working for the international terror group known as ISIS and now, ISWAP.

The Governors were elected not just to construct roads and bridges but to also protect the lives and properties of their people, and this they have suddenly risen in unison to do!

It is amusing and the same time repulsive that the one who ought to give life to the approach of the Governors is busy playing to the gallery by a nonsensical analogy. When has the business of spare parts for automobile become dangerous to human lives and properties?

Of course, if by any chance it happens to be used as an undercover by rampaging insurgents to promote an evil agenda, such as is the case today, the ban on Spare Parts sale will not even come from a regional government but from the central government, as we know.

It is becoming very difficult to defend highly placed Government officials as they daily exhibit a cantanrkerous, flippant and bitter divisive tendencies, simply because they are shadowed by immunity or ties with the powers that be.

Those elected or appointed to serve must see beyond parochial attitudes, devoid of religion or ethnicity, if truly they believe in the unity of the country instead of becoming self serving.

It is despicable for the Attorney General of the Federation to try to confirm the fears of a section of Nigerians at home and in the diaspora, that the Buhari-led Government is neck deep into the so-called “fulanization” agenda. By taking sides against a noble and timely decision by elected Chief Executives, not minding that some do not deserve the office, it calls to question the intent and purpose of some of those appointed to serve in Government.

While I have never been an ethnic or religious bigot, I make do to remind Malami that the “F” in his office represents not what his heart revealed in that interview.

It is Attorney General of the Federation and not Attorney General of the Fulanis. He should be reminded even as we do not expect any punishment from the President for such a myopic, careless and fiendish comment.

Gov. Umahi’s Debonair Taste for the Health Sector: An eye witness Account (Part One)

Preamble

It was a pleasant surprise when I got a call from Barr Uchenna Orji, the workaholic Ebonyi State Commissioner of Information, through whom I and the entire world have read much about the magic being ignited by the incumbent Governor of Ebonyi State, Engr. David Nweze Umahi in the State. The call was for me to join him on a project/facility tour of most of the key projects this energetic and visionary leader of this dispensation has achieved in less than six years.

Having heard so much about the gale of projects permeating the nooks and crannies of the once backward state, I quickly took the next available flight to Ebonyi through Akanu Ibiam International Airport, Enugu, with a conspicuous enthusiasm to get a first hand information or better still, see things for myself.

On arrival to the State capital, I was spontaneously buzzed with excitement and palpable glee, and on a first thought, I had a covert argument about my whereabouts, but my intuitive awareness of the State’s geography calmed my apprehension to some extent. I told my Chief Host that given the skepticism that has captured my mastery of the terrain, commencing the tour from projects sited in the outskirts of the state capital would douse my sudden muddle and help me regain a conscious grasp of the milieu.

My host quickly understood my predicament and after exchanging pleasantries with some officials of the state government, we went into business.

First Day of My Seven Days Inspection of the Wonders/Feats By Gov Umahi

We started-off with a visit to Uburu in Ohaozara Local Government area of the State, about 65 km away from Abakaliki, to a project assumed to be the biggest College of Medicine in Africa under construction. The project is the brainchild of the Ebonyi State government under Gov. Umahi. It is being equipped with sophisticated and latest technology and is billed to attract mass medical tourism to Nigeria.

Indeed, change has settled in Ebonyi. Prior to this time, visitors to the state used to refer to Abakaliki as a mere glorified Local Council Area headquarters with a Government House that ranked as the worst countrywide but today Governor Umahi has turned Abakaliki to Dubai of Nigeria. I am not here to talk about Abakaliki as I am yet to have a full glimpse of how a glorified Local Government Area could be turned to one of the best State Capitals in Nigeria.

While in Uburu, a small but blessed town and only town in entire Africa to produce a sitting State Governor (Engr. Dr. David Nweze Umahi) and a Minister of the Federal Republic, Dr. Ogbonnaya Onu of the Federal Ministry of Technology and Sciences. I asked my Chief Host if the town is an annex of the State Capital as the town is full of constructed roads with 8′ concrete pavement all over lighted with Street Lights and a gigantic Flyover. Seeing my confused state the workaholic Barr. Orji whom I wonder if he sleeps at all told me that what I am seeing here is replicated in all the major towns of Ebonyi State and I shouted wondering how some Governors do concentrate all the developments of their State in one or two Local Government Areas and even ready to construct eight Flyovers in one single Road!!

At the site of our main visit, this was not only amazing, again, I was forced to ask myself whether I was in a trance, or if my friend the Honourable commissioner had cast a spell on me or age was catching up with me; and many more.

Even the serious sick coming in contact with the array of infrastructure on display there is bound to get better without further medical examination.

From the records presented to me by the Governor’s Senior Special Assistant SSA on Medical Services. Dr Richard Chukwuka Nnabu,  “the Medical College after completion, will have centres of excellence in cancer management, kidney transplant with dialysis centre, liver transplant, and other diseases. It will have the latest diagnostic equipment that can be rated amongst the best anywhere in the world. The technology to be employed is equally second to none.

The centre will be manned by the best hands anywhere in the world and the structures are classical”. He said the diagnostic equipment are coming directly from the manufacturers and almost all of them are ready. It’s going to be a centre of medical tourism, he emphasised.

The SSA further highlighted that when the hospital becomes functional, power supply will be 24hours as it would have power from solar, generator and national grid.

The SSA on Medical Services further briefed me; “We also have a School of Health which is in the forefront of teaching people the fundamentals of total health management thereby raising health officials that will help to manage our health facilities. These are part of what the governor has done.”

From this out of the world edifice and State of the art complex, I was escorted to the School of Nursing also reconstructed by the administration of Governor Umahi situated a few kilometers to the wonder health centre where Governor Umahi’s signature is well written. This edifice is another structure in her own class if it doesn’t stand out as the best in Nigeria.

In the course of my inspection, I ran into a son of the soil, Hon. Emmanuel Obasi the Deputy Principal Secretary DPS to Governor Umahi and an influential member of the Ebonyi State Government highest ranking body the State Executive Council who further highlighted, “The vision behind the establishment of David Nweze Umahi University of Medical Sciences is to halt and reverse medical tourism abroad; halt and reverse capital flight due to medical treatment and management of high calibre diseases; provision of access to ultramodern medical equipment and personnel and to expose our medical students to the best training facilities available in the world.

The Medical University is to house the best Medical College comprising Faculties and Departments in all Medical and Allied Medical disciplines and best Teaching cum Specialist Hospital  comprising about 5-6 Centres of Excellence in Medicare.

When fully completed and deployed, the University will be the best Medical University and Centre of Excellence in Medicare in Africa, best in West Africa, best in Nigeria, best in Alaigbo and best in Ebonyi State. Huge kudos to His Excellency, Engr. Dr. David Nweze Umahi, Governor of Ebonyi who initiated, started and is about to complete and inaugurate the project in less than three years.  To God be the glory.”

After the first phase of my tour, I contacted Dr. Daniel Umezurike, the amazing Commissioner for Health in Ebonyi State, to give me more insight about the magical Medical University. In response, Dr. Umezurike stated thus, “The King David Medical University which will be a state-owned higher institution will, apart from becoming a centre of excellence, also create employment while generating income for the state government.

He further stated that the Medical University, instead of becoming a burden to the state, would add to the entrepreneurial policy agenda of the state government. This is because it will be self sustaining. He clarified that the Medical University will not be a private university but would work in collaboration with other universities in the state to meet up with the health care needs of the people. It will cater got visiting medical tourists.

More so, the King David Medical University will be a state of the art medical tourist centre with modern but scientific cancer screening and dialysis centre. Most of the medical trips done abroad in Indian, London and American hospitals would now be done in Ebonyi State. The economic gains will be highly enormous because apart from giving affordable and quality health care services, the menace of capital flight would be arrested and the money hitherto spent abroad would now be channelled to the education and health care sectors of the economy.

The world-class developmental agenda on health and education have in recent years received priority attention. This is owing to the rising cases of healthcare needs occasioned by discoveries of new sicknesses and diseases hitherto unknown in human medical history. Rising cases of brain drain and poor school  enrolment arising from poor teaching and learning methods vis a vis dilapidated education facilities have become a bane of development.

I was made to understand that since assuming office on 29th May, 2015, Governor Umahi has made education and health one of the priority areas in the budget and project delivery system. And the two have always had the highest vote in yearly budget appropriations.

In the 2021 state budget appropriation for instance, education has the highest vote followed by the health sector.

I am glad that my eyes have seen Africa’s biggest and most trusted Medical destination and Centre of Excellence for the treatment of Heart diseases, Liver problems, Cancer etc.

After eight hours spent, I retired to my hotel after being escorted to inspect the Virology Centre situated within the Dr. Alex Ekweme Hospital Abakaliki. I learnt that it is the State where such a facility is situated within the entire South East used to test and treat various dreadful diseases including COVID-19 pandemic, Lazza Fever and similar deadly diseases.

From what I have observed, Dr. David Nweze Umahi can be said to be the best Governor in Nigeria so far health sector is concerned. By the time the Umahi University College is ready, it will be flamboyantly scandalous for any of our leaders to travel outside Nigeria to seek any medical help as such will amount to encouraging corruption and promoting capital flight.

I can now understand why the legendary,  sage, great and respected world leader, late Nelson Mandela of South Africa, once stated with Governor David Nweze Umahi in mind: “There is nothing I fear more than waking up without a programme that will help me bring a little happiness to those with no resources: those who are poor, illiterate, and ridden with terminal disease.”

I can now understand why it seems that Governor Umahi must have been a great student of  Mohandas K. Gandhi of India, who stated through his famous quote: “It is health that is real wealth, and not pieces of gold and silver.” to influence his vision to provide the best in the Health Sector for his people. In agreement, Robert Alan Silverstein, stated: “Good health is one of the most important ingredients for a happy and productive life. And, yet, many people do not have access to health care, but live in conditions that spread disease.” The fact remains that the administration of the Governor from what I have seen so far wants to ensure good health for the entire Ebonyians.

With what I have seen so far, Gov. Umahi is one of our few Leaders who wakes up everyday just thinking on what to do to impact and affect his environment. What is confusing about what I have seen so far is that Ebonyi State is rated amongst the poorest State in the country of one is to consider the amount that comes into the State through the Federal Allocation and how Governor Umahi could embark upon such gigantic projects while most Oil influenced and rich States are busy constructing makeshift flyovers and few kilometers roads and disturbing the world wasting funds in media to commission such projects while Governor is not making any noise about the great feats and revolution he has ignited in Ebonyi State.

I will in the next few days present my conclusion report on health facilities in Ebonyi, maybe take on the Airport Project said to be among the best in Nigeria with other projects that qualifies Umahi as not only a visionary but an exceptional and proud icon of the APC led Government.

Nigeria: Governors, Judicial, Legislative Workers Sign Docs on Financial Autonomy

Nigerian Governors and leaderships of Judiciary Staff Union of Nigeria (JUSUN) and Parliamentary Staff Association of Nigeria (PASAN) have agreed on modalities and timelines for commencement of full financial autonomy for the arms of government at the state level.

This was agreed at a meeting led by Committee on implementation of financial autonomy for the state legislature and judiciary arms of government, headed by the Minister of Labour and Employment, Dr. Chris Ngige.

“At the end of the tortuous journey we had undertaken this evening, we have signed an agreement, not a Memorandum of Action as such but a framework for each of the state governments to grant autonomy to their state legislature and judiciary,” Ngige told journalists at the end of the meeting with the unions in Abuja

He described the event as historic coming after several attempts and failures to implement the constitutional provision by successive governments.

“So by Monday or Tuesday, we are going trigger off the section B and D which says governments of the respective states shall credit the accounts of the legislative and Judicial arms or government with a pro-rata amounts due to each arms of government under the 2021 appropriation law,” he said.

The document was signed by Ekiti State Governor and Chairman of Nigerian Governors Forum (NGF), Dr. Kayode Fayemi, the Sokoto State Governor, Aminu Waziri Tambuwal (for the governors); and the representatives of the unions, including Ngige who signed as a witness to the agreement.

Based on provisions in the document, all states are required to pass and assent to the Funds Management Law and the State House of Assembly Service Commission Law, as well as put in place implementation structures within a time-frame not exceeding 45 days from the date of signing the agreement.

The agreement reflects inputs from all the parties, such the governors, the Chief Justice of Nigeria and JUSUN and the leadership of the parliamentary workers and is expected to be signed later by the governors and the leadership of the two unions.

The agreement stated that various Fund Management Laws should mandate the State Accountants General to release appropriated funds directly to each arm as statutory transfers beginning with the next federal allocation.

The two unions had insisted that they only call off their industrial action once the states transfers funds from the next federal allocation directly to the accounts of the judiciary and legislative arms.

Under the agreement, there will also be a State Account Allocation Committee (SAAC) to be given legislative backing in the various Fund Management Laws and charged with the responsibility to oversee the distribution of available resources to each arm of government.

Membership of SAAC will reflect the template of the FAAC as obtainable at the federal level.

In addition, every State Commissioner of Finance and State Accountant General shall on a monthly basis furnish the Committee with the revenue performance of the State within a stipulated timeline not exceeding seven days after each FAAC meeting.

“Based on the revenue receipt, evaluations and the needs of each arm, the committee shall work out an appropriate budget release based on the Appropriation for each Arm of Government for that year”

The Memorandum of Action also stated that every state shall enact Funds Management Laws for their state judiciary and state legislature, which will grant each arm the power to manage its capital and recurrent expenditure in accordance with the provisions of Sections 6(5)(a) – (i), 81(3), 121(3) & Item 21(e) of the Third Schedule of the Constitution of the country and other relevant laws.

It said that capital expenditure shall include purchase of vehicles, and office equipment, construction of Legislative Buildings, renovations, repairs, maintenance and other incidentals.

Nigeria: Gov. Akeredolu Blasts Malami for Comparing Spare Parts Business with Open Grazing

Governor Oluwarotimi Akeredolu of Ondo State, southwest Nigeria, has criticised Attorney-General of the Federation (AGF) and Minister for Justice, Abubakar Malami for kicking against the resolve of southern governors to ban open grazing in the region.

About two weeks ago, Governors from southern part of Nigeria, in a meeting in Asaba, banned open grazing within the region over security concerns, especially clashes between Fulani herders and farmers.

Attorney General of the Federation, Malami, was said to have frowned at decision of the Governors meeting.

But in a statement, Governor Akeredolu urged Malami to approach the court if he has anything against their decision, maintaining that the ban on open grazing has come to stay and will be enforced with utmost vigour.

“Comparing this anachronism, which has led to loss of lives, farmlands and property, and engendered untold hardship on the host communities, with buying and selling of auto parts is not only strange. It, annoyingly, betrays a terrible mindset,” Akeredolu said.

The Governor expressed worry that Malami who is a Senior Advocate of Nigeria, SAN, can compare a well-structured business such as spare part business with archaic method of cattle grazing.

While emphasising that the decision to ban open grazing was taken in the interest of the people, Akeredolu said, “It is most unfortunate that the AGF is unable to distil issues as expected of a Senior Advocate. Nothing can be more disconcerting.

“This outburst should, ordinarily, not elicit response from reasonable people who know the distinction between a legitimate business that is not in any way injurious and a certain predilection for anarchy.

“Clinging to an anachronistic model of animal husbandry, which is evidently injurious to harmonious relationship between the herders and the farmers as well as the local populace, is wicked and arrogant.

Akpabio Puts Niger-Delta on Path to True Development, South-South Leaders Say

Some South-South leaders have taken a swipe at some youths in the zone, querying the rationality of the ultimatum given to international oil firms to vacate the Niger Delta region.

“There is no reason for any such thing,” Leader of South-South Front (SSF), Chief John Harry and other notable leaders in the zone said, adding that the region had fared better under President Muhammadu Buhari’s administration.

They described the position of the youths on the Niger Delta Development Commission (NDDC) forensic audit as unfortunate.

“We believe they are misguided and they need the counsel of the elders to regain their focus.”

They warned the youths not to destroy through reckless accusations the only institution that is promoting accelerated development in the Niger Delta region.

“We strongly believe that the stance of some youths is not in the interests of the South-South geo-political zone.”

Speaking at a solidarity forum organized by South-South Front in Abuja in honour of ministers from the South-South geo-political zone, the leaders faulted the stance of the youths in the appointment of sole administrator and the achievements of the Minister of Niger Delta Affairs, Mr. Godswill Akpabio.

“We are grateful for having Chief Godswill Akpabio as Niger Delta Affairs Minister. He has performed greatly since his appointment by President Muhammadu Buhari.”

The leaders chided Chief Edwin Clark for evolving pathetic little schemes to ensure his continued relevance, engaging in a fruitless campaign against the former governor of Akwa Ibom State and shying away from the conclusion that, as a minister, Akpabio has already restructured the Niger Delta Development Commission (NDDC).

“We state without any trepidation that it is most unfair and very uncharitable for some people to throw muds at the Minister of Niger Delta Affairs.”

The leaders scolded the youths for their propensity to issue unsavory rebukes and impolite pronouncements.

“They are gang of spoilers” the leaders said.

The leaders hailed Akpabio for taking far reaching decisions, bringing about a reform to save NDDC from the clutches of some individuals and doing everything within his power to better the life of the Niger Delta people.

“Godswill Akpabio has put the Niger Delta region on the path to true development.”

They also commended him for formulating policies to check leakages, making NDDC more responsive and accountable to all its principal stakeholders and ensuring the spread of “the gospel of transparency and accountability which are essential ingredients of good governance.”

“The Commission needs to have sufficient resources required for recurrent and capital expenditure.”

Nigeria: Our Only Source of Livelihood Is Polluted, Bayelsa Community Cries Out Once Again

A renewed call has gone to the International Oil Companies (IOCs), Governments, NGOs and spirited individuals to pull resources together towards funding quality healthcare services and provision of potable drinking water to communities in Ekeremo Local Government Area of Bayelsa State to curb preventable deaths.

The call became imperative following the pollution of water ways in the area due to activities of oil companies that had destroyed aquatic life and agricultural activities of the people, leading to poverty and increased crime rate in the state.

Medical expert and son of the land, Dr. Opuama Seibokuro made the call during a three-day free medical-surgical mission organized by the Helping Team International (HTI) and the Odumehaje Christian Medical Mission (OCMM) at Egbemo-Angalabiri community in Ekeremo LGA, Bayelsa State, Nigeria.

The medical expert decried lack of functional healthcare facility in the area which has resulted to avoidable deaths due to lack of access to available and affordable healthcare services for the people.

Dr. Opuama said about ten different communities within the local government area depend on the cottage hospital, which he noted was a partnership between NNPC, Shell, Elf and Agip oil companies situated at Egbemo, the venue where the free medical outreach took place.

According to him, the hospital that was established in 1998 is in the state of disrepair as it is hampered by lack of adequate staff and equipment to serve the health needs of people in the area, saying the resultant effect has always been increased morbidity and mortality, especially of mothers, infants and children, as well as adults.

Dr. Opuama said the numerous health challenges faced in the area such as: malaria, typhoid fever, skin infections, anemia, cholera, hookworm infestations, schistosomiasis, gastritis, peptic ulcer diseases, chronic liver diseases, hypertension, cataracts, pterygium, HIV and teenage pregnancies, among others, could be attributed to environment, lifestyles and poverty among others.

The medical professional said the pollution of their waterways by oil companies led to the destruction of their aquatic life and farmlands meant for agriculture, leading to hunger and starvation due to low productivity.

He noted that, the scenario has also predisposed the youth into crime, hence they cannot productively engage themselves in a challenging environment for economic prosperity.

“Our only source of water is being destroyed by the activities of international oil companies.

“This water that we bath, wash and even excrete in, is the same water we drink and is the same water that is polluted by the oil companies, and that explains the so many water-borne diseases that we have here.

“I want to announce to the whole world that there are people that need help here, that are dying from preventable diseases on a daily basis.

“Let the government bring in more health personnel, let the oil companies fund and renovate this hospital and, in that way, the quality of life of the people here will improve.

“If you have an emergency here, you first of all consider the cost and time to get to the closest functional hospital to this place, and it is a private hospital in Tuurugbene, Delta State which is over an hour ride on water from Egbemo-Angalabiri.

“You need to hire a boat and buy petrol at an estimated cost of not less than 20 thousand Naira ($52 USD) treatment cost not included, since most people cannot afford it, they prefer to stay and die”.

Also speaking, a Christian missionary and evangelist in one of the communities, Pastor Bartholomew Ogenyi said Ekeremo Local Government Area is one of the richest in the country with over one hundred oil wells, but lacks functional infrastructure and basic amenities of life such as healthcare among others, toward improving the living standards of the people in the area.

According to the clergyman, a lot of children have died in that community due to malaria and typhoid fever, which could have been easily treated by primary healthcare services.

He called for concerted efforts by government, individuals and oil companies to ensure adequate healthcare coverage for the people in the state, in view of the critical role of health in promoting growth and development.

Two medical staff of the cottage hospital, Mr. Asaba Perez, a laboratory technician and nurse-midwife, Mrs. Angela who were part of the medical team during the outreach, lamented that the hospital is in dire need of attention to address the deteriorating health condition of the people in the area.

They stressed the need for government to recruit and deploy more health workers to the hospital and called on the four oil companies, shell, NNPC, Elf and Agip to upgrade the facility with modern equipment for it to function to standard and reduce mortality rates thereby promoting growth and development.

The CEO, OCMM, HTI and Team Lead of the free medical mission, Dr. Paul Odumu who identified environment and unhealthy water source as major factors associated with the people’s health condition, stressed the need for an alternative source of drinking water for the people.

The Consultant Family Physician expressed commitment to revisit the community in the near future in view of the advanced health challenges discovered during the medical exercise.

According to Dr. Paul, the three-day activity followed the report of lack of a functional health facility in the area and the unscientific way the community handles health matters, especially of children, leading to high rates of child and infant mortality, which he opined was unacceptable and became a source of worries to him.

Boko Haram vs ISWAP: Shekau Bombed Himself Dead, Nigeria Intelligence Service Confirms

Abubakar Shekau, leader of a Boko Haram faction, Jama’tu Ahlis Sunna Lidda’awati wal-Jihad (JAS), is dead, according to the intelligence community in Nigeria.

Shekau was killed after a clash between his men and fighters of the Islamic State West Africa Province (ISWAP).

A situation report (SITREP) on Thursday confirmed the terrorist leader died Wednesday evening during a battle for supremacy.

It reads: “On 19th May 2021, about 1829hours, ISWAP top fighter Baana DUGURI – on this selector – geolocated around Sambisa forest, Pulka Gwoza LGA BRS, informed ISWAP logistics commander MODU SULUM – geolocated opposite General hospital Konduga LGA Borno State that they killed ABUBAKAR SHEKAU overall BH leader in Sambisa forest.

“DUGURI disclosed that the ISWAP fighters team surrounded the BH leader with his team and shooting ensued between the 2 factions. DUGURI further added that SHEKAU detonated a bomb and killed himself when he observed that the ISWAP fighters wanted to capture him alive.

“Furthermore, DUGURI informed SULUM that the two sides also lost some fighters during the shooting. He avered that even yesterday, ISWAP was pursuing ABUBAKAR SHEKAU and SHEKAU discarded his cap and ran but today the pursuit continued and he was finally killed. DUGURI asked MODU SULUM if the other BH members who fled are returning to their houses?

“In his response, SULUM rejoiced over the death of ABUBAKAR SHEKAU and glorified God over the success. He also said few BH members are returning to their houses.”

The Defence headquarters has placed all commands and formations in Borno on alert. There are fears the battle between Boko Haram and ISWAP will continue.

A statement is being awaited as military spokespersons are currently attending a capacity building workshop at the Nigerian Army Resources Centre (NARC) in Abuja.

The ISWAP, an ISIS-backed splinter group of Boko Haram, has grown in membership, influence, and boasts of high-calibre weapons.

The sect operates from territories around Lake Chad and now occupies some sections of the Sambisa forest after the deadly assault on Shekau.

Kaduna Crisis: FG Directs State Govt to Follow Principle of Redundancy – Tribune

THE Federal Government has directed the Kaduna State government to follow due process and the “principle of redundancy,” as stipulated in Section 20 of the Labour Act, in its Public Service Revitalization and Renewal Programme, which led to retrenchment and sack of workers.

It has also directed the Nigeria Labour Congress (NLC) that henceforth, there shall be no further industrial action, while no worker shall be victimised on account of his or her participation in the industrial action by the state government.

A 10-man bi-partite committee comprising six representatives of the Kaduna State government and three officials of the NLC to engage further on how to carry on the process and ensure that the state government adhered to the principle of redundancy was also set up.

These were the outcome of a reconciliatory meeting called by the Minister of Labour and Employment, Senator Chris Ngige between the Kaduna State government and the NLC to put an end to the strike and protest by the labour union over the mass sack of workers in the state. In an agreement signed by both parties and the representative of the Federal Government, it was resolved that it falls within the right of an employer to retrench workers, but in doing so, a due process, especially principle of redundancy must be followed strictly.

“It was resolved that the principle of redundancy as stated in section 20 of Labour Act, Cap L 1 Laws of the Federation of Nigeria (LFN) should apply,” the agreement said.

The agreement was signed by Bariatu Yusuf Mohammed, Head of Service, Kaduna State; Comrade Ayuba Wabba, President, NLC; Jaafaru Ibrahim Sani, Commissioner for Local Government, Kaduna State; Comrade Najeem Usman, Deputy President, NLC; Mrs Omoabie U. Akpan, Director, Trade Union Services and Industrial Relations; and Muoneke Aloy, Director, Finance and Accounts, representing the Permanent Secretary in the Ministry of Labour.

The agreement read: “Following the three days industrial action embarked upon by the Nigeria Labour Congress (NLC) on the 17th of May, 2021 in Kaduna State, the Federal Government, through the Federal Ministry of Labour and Employment, apprehended the industrial dispute by holding an emergency conciliation meeting between the Kaduna State government (KDSG) and NLC to deliberate on the following contentious issues as alleged by the NLC.

“Retrenchment of workers by the Kaduna State government; compulsory retirement of workers on Grade Level 14 and above; compulsory retirement of workers who have attained the age of 50 years irrespective of their Grade Levels; reduction of the staff strength of local government to 50 in each of the 23 local government areas (LGAs); and casualisation of workers on Grade Level 1-6.”

It added: “After an exhaustive deliberation of all the issues above at the meeting, the officials of Kaduna State government debunked all the five issues listed above and ascribed them to political opponents of the state government.

“They also said they were only trying to implement the Kaduna State Government Public Service Revitalisation and Renewal Programme approved by the State Executive Council since 2016. “The NLC also explained their position that they got into the dispute following reports by their Kaduna State affiliate unions and negotiating councils.” On the resolutions reached, the agreement said: “the meeting agreed that all the listed issues fall within the ambit of redundancy, therefore, it was resolved that the principle of redundancy as stated in Section 20 of Labour Act, Cap L 1 Laws of the Federation of Nigeria (LFN) should apply.

“The meeting also recognised that the current impasse was caused by communication gap between the state government and NLC occasioned by both the local chapter and even the Kaduna State government officials.”

It added, “in view of the foregoing, the meeting resolved to constitute a 10- man bi-partite committee comprising six representatives of state government and three officials of the NLC to engage further with the objective of reverting with a work plan on how to integrate the provision of Section 20 of the Labour Act CAP L1 LFN 2004 to resolve the impasse between the state government and the NLC.

“The meeting also resolved that the committee should have as chairman, the Head of Service of the Kaduna State government and assisted by a Deputy National President of the NLC. The committee is expected to revert with the work plan for peaceful resolution of all issues in contention to the Honourable Minister of Labour and Employment by Tuesday 25th May, 2021.

“The work plan is to itemise the structure and sub-structure in the state and local government of their activities, time of commencement and envisaged final tenure of the committee or make recommendations if in its wisdom it thinks the committee should be a permanent standing committee.”

It said, “it was agreed that there shall be no further industrial action on these issues and no worker shall be victimised on account of his or her participation in the industrial action.”
