Death of COAS: NEMA Commiserates With the Nigerian Army

The National Emergency Management Agency (NEMA) has deeply commiserated with the Nigerian Army over the death of its gallant Chief of Army Staff (COAS), Lt. Gen. Ibrahim Attahiru in an air crash, in Kaduna, on Friday.
According to NEMA Director, General AVM. Muhammadu Muhammed (rtd.), “The untimely death of the Chief of Army Staff (COAS), Lt.Gen. Ibrahim Attahiru, in an air crash in Kaduna, on Friday, is shocking”.
The NEMA Director General also condoles with the Nigerian Airforce and families of the other brave service men and air crew that perished in the crash and prays that Almighty God consoles and strengthens them at this period.
 “To the grieving families of the service men and aircrew that died in the crash, we share in your grief and pray that the Almighty God consoles and strengthens you all,” the Director General said.

Borno Governor, Professor Babagana Umara Zulum, Senator Kashim Shettima and Senator Abubakar Kyari on Saturday joined top dignitaries and hundreds of sympathizers for the jana’iza (funeral prayers) of the late Chief of Army Staff, Lieutenant General Ibrahim Attahiru.

The funeral held around 1:30 at the national mosque in Abuja, was attended by the senate president, Dr Ahmad Ibrahim Lawan, Governor of Yobe state, Mai Mala Buni, chief of staff to the President, Professor Ibrahim Gambari, Minister of Defence, the Sultan of Sokoto, Inspector General of Police, Comptroller General of Immigration, amongst other serving and former public office holders, top military officers, families, friends and associates of the late COAS.

Bodies of the late COAS and five others were brought by military ambulances to the national mosque for the funeral prayers that took place immediately after zuhr prayers.

The late chief of army staff had since his appointment, been to Borno state more than six times, to  supervise ongoing military operations against Boko Haram. He had visited different army formations, mobilize and motivated troops in front lines in peace building efforts.

In his comment, Borno Governor, Professor Zulum said the late chief of staff was evidently committed to the fight against Boko Haram and was determined to significantly contribute to ending the insurgency.

“The commitment of the late chief of army staff to the fight against Boko Haram was very obvious. Within the short time he served, he had been to Borno on multiple occasions, meeting operational commanders and troops at battle fronts. In all his interactions, he regularly motivated troops. The people of Borno thank him and all our gallant fallen heroes for their unquantifiable service to Borno and rest of Nigeria” Zulum said.

Nigeria: Ganduje condoles President Buhari over COAS, Others’ Death

Kano Governor, Dr. Abdullahi Umar Ganduje has expressed deepest condolences to President Muhammadu Buhari who is the Commander-in-Chief of the Armed Forces, over the death of the Chief of Army Staff (COAS), Lt. Gen. Ibrahim Attahiru along with other officers, including the crew, in a plane crash in Kaduna, Friday.

He also condoled on behalf of the government and people of Kano with the families of Brig. Gen. Abdulrahman Kuliya, Chief of Military Intelligence, an indigene of the state who is one of the senior military officers that died along with the COAS.

In a statement signed by the commissioner for Information, Malam Muhammad Garba, the governor said he was profoundly pained to hear the plane crash with precious lives lost.

He said: ‘’Our thought and prayers are with Mr. President, the military and families of the deceased. We stand by you on this grave tragedy and comfort you and all who mourn the departed souls.”

The governor said while the unfortunate incident came at a time Nigeria is facing many security challenges, it is hoped that the sacrifices of these nationalists would not be in vain.

“While I join you in taking solace in the fact that the gallant officers passed away contributing to the development of this great nation, I pray Almighty Allah in His infinite mercy to grant their souls Aljannah Firdausi the family, the military friends and associates to bear the loss with the spirit of acquiescence to Allah’s will,” the statement added.

Nigeria: IMEI: We Will Capture Subscribers’ Phone IDs Automatically — NCC

The Nigerian Communications Commission has said that subscribers do not have to submit their International Mobile Equipment Identity numbers to the agency as the data will be captured automatically.

Respomding to The PUNCH story on Friday that the regulatory agency would require subscribers phone IMEIs in three months, the commission said it would rather automatically capture the phone identifying numbers without reference to subscribers.

In a statement signed by NCC’s Director, Public Affairs, Dr Ikechukwu Adinde, the commission said, “At no time did the commission issue a statement regarding the registration of IMEI by subscribers and it has no plans to do so.

“The reports in question have emanated from a section of the Revised National Identity Policy for SIM Card Registration recently launched by President Muhammadu Buhari and which has been uploaded on the commission’s website.”

Adinde added, “It is pertinent to state that the commission is in the process of deploying a Device Management System.

“The DMS will essentially protect subscribers against phone theft and will identify and enable the elimination of fake devices from the networks.

“The system will capture IMEI automatically without any requirement for subscribers to submit same.”

On reading The PUNCH story, Nigerians had vehemently opposed a system to capture their phone details.

Many of the people who made their positions known on The PUNCH portal and on Twitter said the government could not be trusted with their phone IDs because it hobnobs with terrorist sympathisers.

They doubted the real intent of the government warehousing their phone IMEIs, expressing fear that the database could be used to clamp down on opposing voices.

Nigeria: Three Northwest States To Expand Conditional Cash Transfer For Routine Immunization

An International NGO, New Incentives – All Babies Are Equal Initiative says it will continue to align its programs with Federal and State laws and policies, including routine immunization plans and priorities to ensure wider coverage.

It will also continue to demand creation and other components of routine immunization in the three States of Katsina. Jigawa and Zamfara, as well as the national level.

These were part of resolutions adopted at the end of Stakeholders meeting held in Kano, jointly co-hosted by the three States.

Stakeholders, in the three States, the communique said, will provide the necessary support to expand the conditional cash transfers for routine immunization programs to more LGAs and health facilities

The participants noted that immunization is one of the most effective public health interventions, saving 2 to 3 million lives yearly (WHO) saying that there is evidence which suggests a 27 percentage points increase in the likelihood that children would be fully immunized by a conditional cash transfers for routine immunization program (NI-ABAE RCT Impact Assessment 2017-2020).

Health authorities in the three States, the Communique said, agreed to greater ownership of the conditional cash transfers for routine immunization program, confirming that this program is in line with their routine immunisation and public health plans and priorities.

Also, the Sultan Foundation for Peace and Development, an NGO reinstated its support for the Conditional Cash Transfers for Routine Immunization program, assuring that the MoU between it and New Incentives – All Babies Are Equal initiative will be signed in due course.

Department of Health Planning, Research and Statistics of the State Ministries of Health also reaffirm their commitment to supporting the Programme to strengthen its monitoring and evaluation (M&E) through rapid assessment and analysis of DHIS2 data.

Other parts of the Resolutions are, that the Programme will continue to provide transparent and regular updates, support stakeholders on routine immunization, health and social protection, while the Commissioners of Health in the Three States will continue to provide the needed support to the Programme at all levels and facilitate meetings between the Governors of their State and NI-ABAE representatives.

They are also to encourage the Governors of their States to present the NI-ABAE program gains and successes at the federal level, while the Governors on the other hand, should be engaged to speak to the relevant federal health stakeholders to support the program before the end of 2021.

Similarly, the communique continues, the Executive Secretaries will support the NI-ABAE program at all levels, provide needed guidance to ensure expansion of NI-ABAE program to at least 17 LGAs in Katsina, Jigawa and Zamfara States (with a goal to exceed this target), ensure adequate vaccine supply and health workers discipline in all health facilities and as well. engage all relevant state actors to ensure successful conditional cash transfers programming.

Other commitments by the participants  include ensuring accountability among health workers and correct reporting of vaccine utilization as well as periodic assessment of the cold chain system, plan preventive maintenance and request improvement to ensure vaccine efficacy.

The meeting was Chaired by the Commissioner of Health, Katsina State, moderated by the Stakeholder Relations Director of NI-ABAE and compered by the PRO Katsina SPHCA.

The objectives of the meeting were to provide programmatic update and expansion plans to stakeholders, obtain their buy-in, and agree on joint-mission strategies to resolve the mixed levels of support for the program at the national level.

New Incentives (NI) is an international non-government organization that aims to reduce child mortality through cost-effective and evidence-based health interventions.

In Nigeria, the organization operates as the All Babies Are Equal Initiative and implements a conditional cash transfers (CCT) for routine immunization (CCTs for RI).

A total of 22 participants including Commissioners of Health from Katsina and Zamfara States, Representative of the Permanent Secretary, SMOH Jigawa State, NPHCDA North West Zonal Cold Chain Officer, Directors of Health Planning, Research and Statistics of the SMOHs, Executive Secretaries of SPHCDAs and media organisations attended the meeting.

Open Grazing: Spare Parts Dealers Pay Taxes but Herders Don’t, Ozekhome Hits Malami

Human rights lawyer, Mike Ozekhome, SAN, says the Attorney-General of the Federation and Minister of Justice, Abubakar Malami, SAN, is wrong to compare open grazing ban in Southern Nigeria with the prohibition of spare parts trading in the Northern part of the country.

According Ozekhome, spare parts traders are civil, organised and responsible members of the public who pay taxes but herders do not remit any amount to the government.

The lawyer made this known in this in a statement titled, ‘Freedom Of Movement Is For Human Beings, Not Cattle And Sheep’, adding that open grazing ban by Southern governors was constitutional.

The PUNCH had earlier reported that the minister lambasted the Southern governors over their recent ban of open grazing in the region. About 17 southern governors had met last week in Asaba, the Delta State capital, and resolved to ban open grazing and movement of cattle by foot in the region as some kidnappings and killings in the southern region have been traced to criminal elements amongst herders.

But according to the AGF, open grazing ban is the same thing as Northern governors banning spare parts trading in their own region considering the fact that Southerners comprise a majority of spare parts traders in the North.

Reacting, Ozekhome said, “The Northern elites, including the Hon Attorney General of the Federation, Abubakar Malami, SAN, miss the point sorely when they compare Igbo peaceful spare-parts dealers who go about their normal spare parts business legitimately, (building or renting their shops), with savage, maniacal AK-47-wielding herdsmen.

“Igbo traders do not kill or attack Northerners with their stock of motor-tyres, rims, spanners or chasis. They do not pour petrol from fuel tanks that they sell, on Fulani herdsmen. They do not use car bumpers or wind shields to smash the heads of herdsmen.”

“How does open and street grazing of cows by fully armed foot-patrolling youth which is now clearly anachronistic, , primitive and antiquated, be likened to legitimate spare parts business being carried out in shops or designated areas, with the Igbo traders paying tenement rate, taxes, water electricity and light bills? Have you ever heard of any herder paying tax?

“How do you equate spare parts dealers with mindless violence unleashed on poor helpless and hapless farmers in their own farms, and destruction of their crops with reckless abandon by these rampaging nomadic pastoralists who are on a mission of conquest and expansionism?” he queried.

Continuing, Ozekhome said, “Freedom of movement is only for human beings. It is not for cattle, sheep and goats. Will the Northerners tolerate the open sale of alcoholic beverages in their states, even though it is the constitutional right of other ethnic groups to move about and sell beverages of their choice.

“Are these Northern elites seriously arguing that Southern State Governors cannot ban open grazing in their states, to protect their innocent citizens from deadly killer herdsmen?”

The senior advocate urged the 17 Southern Governors to “immediately sue the Federal Government, invoking the original jurisdiction of the Supreme Court under section 232 of the 1999 Constitution”, adding that “they should ask for a determination of their right to preserve their States from insecurity”.

He also encouraged the State Assemblies in the region to quickly back open grazing ban through instrument of law.

A group, Sokoto Network For Good Governance, has said that it stands by the position of the constitution of the Federal Republic of Nigeria and by implication, that of the AGF, that the Governors’ declaration against open grazing, is a blanket statement which lacks precision, and is legally wrong.

Addressing newsmen Friday in Sokoto, the Group declared that the Attorney General of the Federation and Minister of Justice, Abubakar Malami’s position is the position of the Law.

Therefore, the position of the Southern governors against open grazing, the Group observed, clearly imply that Fulani herdsmen are not free to carry out their legitimate trade in that region of the country, in spite of their guaranteed freedom to do so.

The Group contended that everyone has the right of free movement under S 41 of the Constitution and that no one, not even governors, have the right to prohibit free movement.

It reminded the governors that by the mandate of the constitution, the right to freedom of movement relates to all corners, nooks and crannies within Nigeria.

The Group frowned at the governors for targeting an entire class of people or ethnic group whereas criminals are found in all traders, all professionals and all tribes.

According to the Group, the governors ought to know their constitutional powers and legal rights, and limitations, so as not to infringe on the rights of others.
“They cannot infringe the right of way of anyone – Fulani herdsmen, traders, ramblers – from moving around Nigeria”, it said.

Yes, herdsmen or any group of persons who attack anyone or who carry prohibited arms (firearms) commit a felony. Herdsmen or any group of persons who invade the property of others without permission, commit offence . They must be prosecuted to the full extent of the law”, the Group advised.

SOKOTO NETWORK FOR GOOD GOVERNANCE

Good afternoon, gentlemen of the press.

We are addressing you today in the face of what has deliberately been turned a controversy, even against the clear position of Nigerian constitution on freedom of movement by citizens of this great country.

For the avoidance of doubt, the position of the Southern governors against open grazing, clearly imply that Fulani herdsmen are not free to carry out their legitimate trade in that region of the country, in spite of their guaranteed freedom to do so.

The Attorney General of the Federation and Minister of Justice, Abubakar Malami’s position is the position of the Law, which role he plays in setting that out.

We stand by the position of the constitution and by implication, that of the AGF, that the Governors’ declaration against open grazing, is a blanket statement which lacks precision and is legally wrong, especially in view of the fact that not all Fulani herdsmen are criminals.

Permit us to posit that everyone has the right of free movement under S 41 of the Constitution – therefore, no one (not even governors) have the right to prohibit free movement.

Therefore, there is no state law that could abrogate or substitute S 41 where a mere declaration by governors would stand as law by which certain citizens would be made to forgo such rights as guaranteed by the above section of the constitution.

It is the primary duty of the federal government to safeguard the lives and properties of everyone in Nigeria. And as the Chief Custodian of our laws, it behooves on the Attorney General to enlighten the governors on the unconstitutionality of their action

It is true that criminals are found in all traders, all professionals and all tribes, therefore, derogation cannot target an entire class of people; cannot target entire professionals (journalists, doctors, lawyers or traders) or an entire ethnic group. It can only target identified criminals among these.

We there state categorically that the governors could not ban anyone – traders, ramblers, or herdsmen – from moving around Nigeria. They could ban criminals among them.

The governors ought to know their constitutional powers and legal rights, and limitations, so as not to infringe on the rights of others. They cannot infringe the right of way of anyone – Fulani herdsmen, traders, ramblers – from moving around Nigeria.

The context of the use of spare parts by the AGF, is about freedom of movement of goods and ownership. It is the encroachment of the right of others that has always been punishable under our laws but not the act of lawful grazing.

The Fulani owns cattle which he moves around in possessive sense. On the other hand, spare part dealer moves spare parts in ownership possessive sense.

We ask, does it not violate the respective rights of the two if you restrict their rights to movement of their possessed goods that are not legally outlawed? A Fulani herdsmen that encroaches into other people’s land to rear his cattle has committed an act of trespass not because he is an Fulani but because of his act.

So also, a spare part dealer that encroaches into other peoples land to store his wares has committed an act of trespass not because he is an Igbo but because of his act.

It goes to say that identifying crimes with ethnic toga is dangerous and mischievous.

We therefore declare our solidarity with the constitution and the law. We also declare our solidarity with the Chief Custodian of Nigerian laws

Nigeria’s Chief of Army Staff Dies in Plane Crash [Updated]

Nigeria’s Chief of Army Staff, Lt Gen. Ibrahim Attahiru, has died Friday in an air crash alongside 11 others, while on an official trip to Kaduna.

Spokesperson of the Nigerian Air Force, Edward Gabkwet, confirmed the crash in a statement but did not provide any details.

“An air crash involving a @NigAirForce aircraft occurred this evening near the Kaduna International Airport. The immediate cause of the crash is still being ascertained. More details to follow soon,” his statement said.

Also, in a statement, Acting Director Defence Information, Brigadier General Onyema Nwachukwu explained that “the unfortunate incident occurred after landing at the Kaduna International Airport due to inclement weather.”

The statement added that the Chief of Defence Staff (CDS) General Lucky Irabor has directed the constitution of an Accident Investigation Board “to unravel the immediate and remote cause(s) of the unfortunate accident.”

While soliciting the support and understanding of Nigerians, the statement added “that the Armed Forces of Nigeria remains resolute in combatting the security challenges bedevilling our nation. The sacrifices of our dearly departed heroes will not be in vain.”

It added that the CDS has urged “all military personnel and their families to take heart and be condoled on this tragic loss.”

Lt. General Attahiru was recently appointment army chief by President Muhammadu Buhari. Until his appointment in January, he was the General Officer Commanding 82 Division of the Nigerian Army, Enugu.

He was once the Theatre Commander of the Operation Lafiya Dole in Maiduguri prior to his sacked in 2017 for alleged incompetence.

General Attahiru was born on 10 August 1966 in Doka, Kaduna North Local Government Area of Kaduna State.

He was a graduate of the Nigerian Defence Academy, Armed Forces Command and Staff College, Jaji and Nigerian Army School of Infantry.

Attahiru commenced cadets training in January 1984 and was commissioned into the rank of Second Lieutenant in December 1986 as an Infantry Officer.

He held a Masters Degree in Strategic Management and Policy Studies from the Nigerian Defence Academy, Kaduna.

General Attahiru also held Masters of Science in Human Resources Management and Development form Salford University in the United Kingdom and Graduate Diploma in International Studies from the University of Nairobi, Kenya.
