Sierra Leone: President Bio Inspects Work on Myohaung Officers’ Mess, Qtrs For the Military

0

President Julius Maada Bio of Sierra Leone on his way to work Tuesday, stopped at Wilberforce Barracks to inspect the near-complete five-storey building comprising 104 rooms with modern facilities for single officers of the Republic of Sierra Leone Armed Forces, RSLAF.

The contractors said the building would be ready for handing over to the government of Sierra Leone by August this year.

The construction project is a result of a Memorandum of Understanding between the Governments of Sierra Leone and the People’s Republic of China, PRC, which included military aid grants valued at 50 million yuan ($7.2 million).

It could be recalled that the President in late December 2019 turned the sod for the project, emphasising at the time that the future of RSLAF was in the hands of the junior officers but warned that they must be nurtured and steeped in the military’s ethos, values, and traditions which could best be accomplished in the Officer’s Mess.

Dissecting Dividends of Democracy in Yobe

0

By Abba Dukawa

Within two years of his second term in office in Yobe state, His Excellency, the Executive Governor, Mai Mala Buni has demonstrated his commitment to the prevailing interest of the masses which should not be sacrificed either on the altar of political expediency or in pursuit of a narrow selfish agenda of those with discerned minds.

Buni Administration’s monumental achievements ring loud and clear each passing day since it came to power in 2015. The administration has demonstrated its true passion for issues concerning  peoples and state as a whole; he worked passionately to address matters of great concern to the Yobeans and quickly earned a reputation as a true people’s governor coupled with hard work.
The Administration has  greatly performed in the  area of infrastructural development, health care, education , roads, agriculture,
women/youth empowerment as well as  the  provision of local and foreign scholarships, and most importantly, building the confidence of the citizenry in the state.

Even though the  state  had its own bitter taste of the Boko Haram insurgency and other related security breaches,  the Administration has left no stone unturned in its concerted efforts to tackle the challenges.

It would be recalled that Yobe state Governor, Mai Mala Buni visited all the Service Chiefs and other Heads Of Security Agencies toward finding lasting solutions in ensuring peace and security across the state .
To this end, the Yobe state government provided  over 400 vehicles as logistics support to the Nigerian Army, Nigerian  Air force, Nigerian police, and other security agencies.

To fast track his Administration’s goal in the development of education sector,  considering Yobe State as a home to about a third of Nigeria’s 13.2 million out-of-school children, Governor Mai Mala Buni convened the State’s first education summit.

The summit was aimed at proffering solutions  in which  Governor Mala Buni’s has made a significant landmark in revolutionising the sector in the state.

The Administration established  two model primary schools and two model junior secondary schools in each of the state three senatorial districts to expand access to education by the school age children.
This would be further extended to cover each of the 17 local government areas.

Under this, the Administration has  increased  school enrolment, in the  state  and  also renovated structures destroyed by the Boko Haram insurgents.  Construction of new ones in the local government councils affected by the insurgency and other local government areas of the state had also been carried out in line with State of Emergency declared by the Administration on education.

In spite of the  financial challenge like other States of the Federation, Yobe State has been able to execute  developmental projects which have direct impact on the human capital development indices.

The Administration also sponsored hundreds of best students of both boys and girls to study in Petro-Engineering, operation theatre, renal dialysis, medicine, anesthesia, cardiac technology & pharmacy in Indian,  and others to  Al Azhar University, Cairo to study Qur’an and Arabic Language.

Toward achieving the Socioeconomic Blueprints of his Administration in  the state, His Excellency, Buni continues to woo local and international investors toward investing in state that is blessed with natural mineral deposits for which he met with Qatari investors from the office of Sheikh Saoud Bin Nasser Bin Khalid al-Thani  .

This is aimed at exploring and establishing  cement industry and meat processing factory in Yobe State.

The Administration resuscitated and upgraded equipment in various government owned companies like Gujba Fertiliser Blending Plant, Polythene, Woven Sacks Factory, and the Yobe Flour and Feed Mills as well as the Sahel Aluminium Companies to production line.

To cut the story short, the  Administration intensified efforts to revive these companies to boost internal revenue and create  employment opportunities .

Yobe State has witnessed what can be described as unprecedented infrastructural development, since the Adminstration came to power in 2015.

It constructed new township roads, housing units, modern markets in major towns and provided befitting Trailer Park in Potiskum . It also completed projects inherited from the previous Administration.

Within the years under review, HMB’s Administration has enhanced healthcare delivery to the people of the state by providing state-of-the-art medical facilities and equipment to provide the best services to the people.

To cap it all, it made sure that each of the 178 political wards in the state was provided with a health care centre.

Governor Mai Mala Buni proved to be   a personification of humanity, a selfless leader and an uncommon Governor, who thinks more about  his people than self.

It is worthy to note that Buni’s Administration pursues every opportunity with high sense of responsibility in ensuring that the electorate’s lives are improved
.
From the foregoing, the Buni Administration can stand tall among comity of States which have recorded  monumental achievements through far-reaching policies and programmes .

It now behoves on the  electorate to continue to support and cooperate with the Administration in making the State realises its full potentials to greatness through the good policy and consolidation of achievements recorded within the six year years in power.

Opinion: Federal Government’s Insistence on Grazing Reserves Points to a Hidden Agenda

0
President Muhammadu Buhari

By Terver Akase

We read a statement issued by Senior Special Assistant to the President on Media and Publicity, Mallam Garba Shehu in which he said the Federal Government will commence rehabilitation work on grazing reserves in the country next month.

We find the move not only shocking and curious but also as a misplaced priority. At a time the country is worried about the worsening security situation and many Nigerians are calling for national dialogue to address the fundamental issues that have led to the present state of affairs, the Federal Government considers the reopening of cattle grazing routes as the only solution available to it.

It is now clear that there is a hidden agenda which only the Presidency knows. Otherwise, all the regions of the country have accepted the fact that open grazing of animals is no longer fashionable and should be banned to pave way for ranching, yet, the government at the centre is insistent that grazing reserves/cattle routes must be created across the country.

On February 9, this year, the Northern States Governors’ Forum (NSGF) met and agreed that the current system of herding mainly by open grazing is no longer sustainable, in view of growing urbanisation and population of the country. The Forum consequently resolved to sensitize herders on the need to adopt ranching as the new method of animal husbandry.

The 17 Governors of Southern Nigeria rose from their meeting in Asaba on May 11 also this year, with a ban on open grazing in the entire region. The Southern Governors equally adopted ranching as the alternative method of rearing animals.

As it stands, the Presidency is the lone hand pushing for the continuation of open grazing and the return of cattle routes of 1950s and 60s. The Presidency has, by its endorsement of open grazing, emboldened armed herders who lay claim to all lands in Nigeria as belonging to Fulani, hence their invasion of farming communities and killing of original owners of such lands.

The fact must be established that grazing reserves or cattle routes are no longer tenable in the 21st century when Nigeria’s population far exceeds that of the fifties at a time these routes were contemplated. At present, the routes have been taken over by airports, roads, schools, hospitals, as well as markets, houses and other human activities. The country’s land mass has also reduced to less than 923 square kilometers with the excision of Bakassi to Cameroon. Besides, the international best practice of animal husbandry is ranching; and that’s the stand of Benue State.

We in Benue have embraced ranching as the viable alternative to open grazing and there is no going back on our resolve. Our ranching law which prohibits open grazing is Benue people’s reaction to the incessant killings, and it is also an instrument of development. The law was enacted by representatives of the people in the Benue State House of Assembly, in exercise of its powers as provided for by Section 4 of the Constitution of the Federal Republic of Nigeria 1999 (as amended). Part 2 of the Second Schedule reinforces the power of the State House of the Assembly providing that “a House of Assembly may make laws for the State with respect to industrial, commercial or agricultural development.” The Law followed due process with public hearings and requisite opportunity for all stakeholders making input.

Ranching as a policy has the potential to launch Nigeria into 21st century agricultural good practices. Today, open grazing is extinct in most countries of the world. In Europe, America, Asia and in many countries in Africa, pastoralism has long given way to ranching. How can Nigeria then still be battling with a problem of pastoralism that in other countries has been solved over a century ago? According to the United States Department of Agriculture, USDA, India has 303 million cattle, Brazil, 226 million, China, 100 million, USA, 93 million, Argentina, 53 million and Australia 27 million. All these countries ranch their animals. Nigeria has less than 20 million cattle which can easily be ranched. Unfortunately, the cows are allowed to either roam the streets freely or encroach on people’s farms and other investments.

While we may not stop the Federal Government’s plan to rehabilitate grazing reserves or create cattle routes in other states, we wish to make it clear that no land in Benue State has been gazetted for grazing routes, grazing reserves, cattle colonies and Ruga settlements. Benue is therefore not part of the grazing reserves rehabilitation programme of the Federal Government.

We expect the Federal Ministry of Agriculture to weigh the negative consequences its recommendation will have on the unity and security of the nation and advise Mr President that Nigerians are not on the same page with him regarding the matter of open grazing. It is not too late to salvage the situation.

We are concerned about the plight of millions of farmers who have been displaced as a result of herders’ attacks and are now in IDP camps; a development which is already adversely affecting food production. Benue State has over one million displaced people who are mostly farmers, and the task of returning them to their ancestral homes is what should bother the Ministry of Agriculture and other agencies of the Federal Government.

Zulum Orders Deployment as Borno Acquires N1.4 Billion Heavy Duty Construction Machines

0

Borno Governor, Professor Babagana Umara Zulum, has ordered immediate use as the state took delivery of 18 heavy duty road construction machinery worth N1.4 billion.

The equipment include four excavators, two pilling machines, eight driving rollers and graders, and two bulldozers imported to boost the capacity of resident engineers working with the state government and undertaking series of infrastructural  works.

Governor Zulum was on Monday evening at an asphalt factory located along Maiduguri-Bama road to inspect the newly acquired machinery.

The Governor directed immediate deployment of the machines to accelerate ongoing construction works at different locations across the state.

The Governor charged the state’s Ministry of Works which is custodian of the machines to ensure proper maintenance such that the equipment remain functional.

Commissioner of works, Arch. Yerima Saleh, who received Zulum at the asphalt said the newly acquired machines would significantly enhance the capacity of engineers both at the ministry of works and at the state Road Maintenance Agency to deliver ongoing projects on time without compromising quality; noting that the equipment are suitable for high level infrastructure

Kenya: Uhuru and Raila Out To Restore Lost Ground

0

Joab Apollo,  Nairobi

Following the nullification of the Constitution of Kenya (Amendment) Bill, 2020, the brainchild of President Uhuru Kenyatta and his foe-turned-ally Raila Odinga by the high court a fortnight ago, the duo have launched an all-out political and economic war to recover lost ground.

While Odinga has hit the ground running meeting supporters, Uhuru is launching and rolling out multibillion development projects, sending their political and Human rights detractors to the drawing board.

Last week, under the Building Bridges Initiative (BBI), a political process birthed ostensibly to address long-standing ethnic issues and economic inequalities in the East African country, they announced a vicious appeal against the watershed High Court ruling to be spearheaded by prominent lawyers, majority of whom successfully argued for the  famous nullification of Uhuru’s 2017 presidential election.

Last week, President Uhuru presided over the operationalization of the much-touted multi-million berth seaport at the Lamu Port, a projected expected to create jobs as well as revamp the economy of the coastal regon of Kenya. On Monday 23rd May, Uhuru reopened the Kenya Meat Commission (KMC) factory in Athi River, after decades in limbo.

“As a key stakeholder and consumer of KMC, the stewardship provided by the Ministry of Defense provided the commission with economies of scale, predictable product demand, better focus  on efficiency and diversification of its product lines” Uhuru said of the factory which will now be run by the Kenya’s Ministry of Defense.

This week, Uhuru is set to launch a sports complex, a port, modern markets, a causeway at Odinga’s home region of Nyanza, seen as a charm offensive in a region that previously  opposed his presidency. The president will then celebrate the Mashujaa Day fete at the Lakeside city of Kisumu.

On Monday 23rd May, 2022, Odinga visited the city to lay ground for the much-talked about presidential visit, wowing residents with his political slogans. He told the enthusiastic crowds that “Reggae is back”, in reference to the initiative to amend the Kenyan constitution. BBI supporters often play Lucky Dube’s internationally aclaimed “No body can stop Reggae ” song to work up their crowds and send a message to their opponents that they are just not about to stop their initiative.

The latest onslaught by Uhuru and Raila comes in the wake of a string of losses by the president in his home county of Kiambu in by-elections won by allies of his ally-turned enemy, Deputy President William Ruto
