 Nigeria: Akwa Ibom Orders Recommencement Of Road Projects In Oron, Nsit Atai, Others

The Akwa Ibom State Government has demonstrated its readiness to take advantage of the ensuing dry season following the directive for an immediate recommencement of construction works in various parts of the state.

 

The approvals were given today at the State Executive Council meeting presided over by the Governor, Mr. Udom Emmanuel at Government House, Uyo.

 

According to the Commissioner for Information and Strategy, Comrade Ini Ememobong, who briefed government house correspondents after the meeting, the approvals included construction of 2.1Km Ukpong street, 2.1Km Effiong Esang street with 800m discharge drain in Oron Local Government Area, as well as 21.5Km Ikot Ayan Ediene-Ikot Ntia-Urua Nnaira-Ikot Nseyen-Nkowot-Nung Ukim road with 45m span bridge in Ikono.

 

The state executive council also granted approval for the construction of 12.5Km Idiaba-Ibakang-Adiang-Ndukpo Ise road in Nsit Atai and Nsit Ubium Local Government Areas”.

 

The Executive Council also declared the commencement of enforcement of state government order to curb the menace of illegal road side trading and loading of vehicles which, the Information Commissioner said, has continued to constitute nuisance to road users during rush hours.

 

The Commissioner said the Governor, in his leniency, had provided two weeks moratorium for necessary sensitization after the initial sounding of the order and has now directed immediate commencement of enforcement by the relevant government agencies.

 

He however stressed that the government has no duty issuing any other official quit notice or relocating the already illegal users of those spaces.

 

“The Council charged the Commissioner for Transport and the Commissioner for Environment and Solid Minerals to ensure free flow of traffic, by way of ensuring that illegal markets on major roads are removed and illegal bus stops are removed because during rush hour we’ve discovered that a lot of major roads in Uyo have become impassable and that situation is totally unacceptable”.

 

“The issue of relocation has been that which a lot of people ask, but people must know that for relocation to occur, you must have been a legal tenant. A person who is an illegal tenant does not expect a quit notice”, he added.

 

Also approved was the proposal presented by the Commissioner for Trade and Investment for the establishment of the Ibom Youth Innovation, Leadership and Entrepreneurship Training Centre.

 

“The Centre, when operational, will become a one-stop high-class training centre for entrepreneurship and leadership issues for the youths of Akwa I om State and anyone who may be interested”, Comrade Ememobong said.

 

For the 2021 Christmas village, the Governor in Council is said to have approved a proposal presented by the Commissioner for Culture and Tourism, Mr. Orman Esin, with a directive that this year’s edition should surpass those of previous years in both standards and oorganization

Insulate Nigerian Law School From Politics– Wike Tells Senate

Governor of Rivers State, Nyesom Wike says the  bill in the National Assembly which seeks to establish two campuses of the Nigerian Law School in each of the  geopolitical zones in Nigeria,  is politically motivated.

 

He said the proponents of the bill titled, ‘A bill for an Act to amend the Legal Education (Consolidation etc.) Act by establishing the campuses for the Nigerian Law School, and for other related matters’ merely want to score cheap political point in their constituencies  ahead of the 2023 general election.

 

Governor Wike made this assertion during an unscheduled inspection of ongoing construction work at the Dr. Nabo Graham Douglas  Campus of the Nigerian Law School, Port Harcourt on Wednesday.

 

He said it is so unfortunate that some Senators want to politicised the establishment of Nigerian Law School campuses, even when there are glaring evidences that the Federal government cannot adequately fund the existing ones.

 

Governor Wike stated that the proposal that in the South-South zone,   one Law School campus should be in Yenagoa and another in the village of the Deputy Senate President,  when approval had been given for the establishment of the Dr. Nabo Graham Douglas campus in Port Harcourt, smacks of petty politics.

 

According to him, there is no way the  Council of Legal Education  will support politically induced proliferation of Law School campuses across the country.

 

“It is so unfortunate in this country that everything is being politicised. We are not perturbed because the Federal Government approved the establishment of this Law School. We got a letter from Mr President through the Honourable, the Attorney General and Minister of Justice, Abubakar Malami,  approving the establishment of this Law School. And he stated graciously through the Council of Legal Education that it should be established here in Port Harcourt .

 

“We said we are going to provide all the necessary infrastructure. I can see the level of infrastructure that is being provided, which of course I have said before is going to be world class infrastructure that is supposed to be in a Law School. We are not only providing this infrastructure, we are also providing accommodation where the lecturers will live with all  other things attached to it. And this Law School will have its own investment to take care of the Law School whether the government is here or not.

 

“From what I heard, the Deputy Senate President through some other lawmakers are sponsoring a bill to establish two schools per zone, and then saying that one will be in Yenagoa and one in Delta state, in the village of the Deputy Senate President. It is most unfortunate” he said.

 

Governor Wike noted that Law School is a highly technical institution that should be insulated  from politics. He urged those behind the bill seeking the establishment of more Law School campuses to also bear in mind the cost of funding them.

 

“Today, to even fund one Law School, see how problematic it is. Go to the Abuja Law School, go to Yenagoa Law School, see how they are. And see what we are doing. It is not easy to fund the existing Law School and  you are now saying that the Federal Government should establish two Law School in each zone. Where will the funding come from? Everything is being politicised.”

 

The Rivers State governor after assessment of the progress of work at the Dr. Nabo Graham Douglas campus, expressed optimism that in the next six months, the brand new campus fully funded by the State government will be handed over to the Council of Legal Education for commencement of academic activities.

 

“The Council of Legal Education has said in the establishment of further Law School, Port Harcourt model must be used. This is not a place where you have a makeshift, where there are buildings before and then you want to adopt it and create a Law School . It is well designed.”

 

He said the Rivers State government has already provided 80 percent funding for the ongoing construction work at the Dr. Nabo Graham Douglas campus and Certificate of Occupancy have been issued to the Council of Legal Education.

Nigeria Reaffirms Commitment To Sendai Disaster Risk Reduction Framework at COP26

The Federal government has reiterated  its  commitment to the implementation of the Sendai Framework for Disaster Risk Reduction of 2015-2021.

 

The Minister of Humanitarian Affairs, Disaster Management and Social Development Sadiya Umar Farouq made this known at the  COP26 side event and panel discussion on Nigeria’s Climate Change Adaptation Efforts in Humanitarian and Disaster Risk Reduction Contexts held in Glasgow, Scotland  on Monday.

 

In her presentation which focused on Nigeria’s efforts in addressing the humanitarian consequences  of Climate Change,  Umar Farouq  highlighted  the current situation  in Nigeria to bring to the fore, the vulnerability of Nigerians as well as  efforts being made to promote  climate change adaptation and build resilience in the communities.

 

“To respond to flooding, we are now using an integrated flood management approach, where we understand vulnerabilities and leverage and manage flood waters to channel it for dry season agriculture and electricity generation.

 

“In collaboration with all necessary stakeholders, the Ministry has developed a National Flood Emergency Preparedness and Response Plan. The purpose of the plan is to provide relevant information and outline response arrangements in place for a coordinated inter-ministerial multi-agency response to major flooding incidents. There is a lot of emphasis on risk reduction as well as prevention and mitigation strategies, and once it is operationalized, local communities will be more involved in flood management: from adhering to early warnings and forecasts for flood, to building better infrastructure.

 

“This climate crises must be addressed as it is snowballing into a humanitarian crises; not only for Nigeria but the entire world. Therefore, the Ministry of Humanitarian Affairs, its Agencies and partners are mainstreaming climate change adaptation and conducting vulnerability assessment to reduce risks.

 

“We, as the majorstakeholders in this race, are compelled to offer risk reduction mechanisms, social protection systems and humanitarian interventions to protect vulnerable persons from the consequence of climate change”.

 

The Minister also noted that Nigeria is experiencing more hydro-meteorological events such as flooding, windstorm, drought, coastal  and gully erosions amongst others which have led to huge economic losses and unavoidable deaths.

 

“Rainfall patterns have changed and we are seeing more communities in local governments becoming highly probable flood risk areas. Through the National Emergency Management Agency (NEMA) we also carry out climate change adaptation projects that focus on state and communal levels. We are also promoting research and education through universities in Nigeria. Some impactful activities are the public sensitization activities as well as the reports gathered by NEMA using DesInventar information management system for monitoring and reporting climate related hazards.

 

“We recently completed a risk analysis and vulnerability assessment in Nigeria, in three prevalent categories of hazards: floods, endemics, and conflicts. These findings will help us plan and further develop climate change adaption programs in the vulnerable areas identified.
“To implement this, we are building partnerships and strengthening the capacities of disaster risk management agencies at local and State levels  for  implementation adaptation.

 

“I will like to use this opportunity to reiterate Nigeria’s commitment to the implementation of Sendai Framework for Disaster Risk Reduction (2015-2030) and thank the UNFCCC and the Ministry of Environment for facilitating this platform at COP26,” Umar Farouq concluded.

Recipients of South African National Orders Named

South African music legend Rebecca Malope and two heroes namely Chand Basson and Roydon Olckers, who sacrificed their lives while saving others, will be recognised at this year’s National Orders for their contribution towards the advancement of democracy and making a significant impact on improving the lives of South Africans.

 

In a statement on Wednesday, the Chancellor of the National Orders and Director-General in The Presidency, Phindile Baleni, announced the names of those South Africans and eminent foreign nationals who will be awarded National Orders at an investiture ceremony to be held on 18 November 2021.

 

National Orders are the highest awards that a country, through its President, bestows on its citizens and eminent foreign nationals.

 

The National Orders also recognise the contributions made by individuals towards building a non-racial, non-sexist, democratic and prosperous South Africa, as envisaged in the Constitution.

 

“President Cyril Ramaphosa will bestow on deserving recipients the Order of Mendi for Bravery, the Order of Ikhamanga, the Order of the Baobab, the Order of Luthuli and the Order of the Companions of OR Tambo,” Baleni said.

 

The Order of Mendi for Bravery

This order, which recognises South African citizens who have performed acts of bravery, will be bestowed in Gold on Gcinisizwe Khwezi Sylvester Kondile (Posthumous), for his ultimate sacrifice to the liberation of South Africa.

 

“He endured unspeakable torture and cruelty, refusing to betray his comrades right to the victorious end of his life,” Baleni said.

 

Rev Isaac William Dyobha Wauchope (Posthumous) will receive the order for providing morale through poignant words and support in the darkest hour of soldiers who died in the sinking of the SS Mendi. His words and courage are his iconic legacy that lives on.

 

The Order will be bestowed in Silver on Chand Basson (Posthumous) for his ultimate sacrifice of saving lives from certain death and taking a stray bullet shielding a stranger from a gang, and Roydon Olckers (Posthumous) for courageously saving the lives of two learners and sacrificing his own.

 

The Order of Ikhamanga

This order recognises South African citizens who have excelled in the fields of arts, culture, literature, music, journalism and sport.

The Order will be bestowed in Gold posthumously on:

  • Dr Raymond Louw for his enormous contribution to the field of journalism, and using the pen as his weapon to expose lies and shine the light on the atrocities of apartheid; and
  • Dr David Maphalla for his tireless contribution to the Sesotho language‘s body of literary works and cultural storytelling.
  • The order will also be bestowed posthumously on Prof Sibusiso Cyril Nyembezi for his renowned contribution to the scholarship and lexicon of the IsiZulu language.

“His skilful turn of phrase in storytelling poses a towering challenge to many who try to translate his works,” Baleni said.

Dr Bhekizizwe Joseph Shabalala (Posthumous) will be bestowed for his exceptional contribution to the promotion of African Isicathamiya music, which showcased on world stages, and brought honour and unity to South Africa.

The Order will be bestowed in Silver on Fee Halsted-Berning for her contribution to visual art and generous transferring of skills to others.

SA Music Legend Rebecca Malope will receive the order for her distinguished contribution to South African music, with her unique voice bringing joy and comfort to many through meaningful gospel music.

For his skilful and entertaining boxing acumen, Arthur Mayisela (Posthumous) will also receive this order for leaving a mark as the ‘Fighting Prince’.

The Order of the Baobab

The Order of the Baobab recognises South African citizens who have contributed to community service, business and economy, science, medicine and technological innovation.

The Order in Gold will be bestowed on Justice Edwin Cameron for his contribution to the judicial system and tireless campaigning against the stigma of HIV and AIDS, and the rights of lesbian, gay, bisexual, transgender, queer, intersex and asexual (LGBTQIA+) communities.

The Order in Silver will be bestowed on Professor Lynette Denny for her contribution to the field of obstetrics, an age-old honourable tradition of ushering new life into earth and ensuring the safety of both mother and child.

David Ingpen will also be recognised for his contribution to the education of young people about maritime life, leading to many recognising him as the ‘father’ of secondary school-based maritime education in South Africa.

Meanwhile, Nolwandle Mboweni will be recognised for her contribution to education and business, through which she strives continuously to uplift communities.

The Order in Bronze will be bestowed on Dr Hlamalani Judith Ngwenya for her contribution to the capacity-building, sustainable agriculture and the empowerment of communities.

The Order of the Luthuli

This order recognises South African citizens who have contributed to the struggle for democracy, nation-building, building democracy and human rights, justice and peace as well as for the resolution of conflict.

The Order will be bestowed posthumously in Gold on Thomas Manthata for his active participation in human rights matters, ranging from the rights of the elderly and land issues to traditional leadership.

Bertha Mkhize will also be awarded posthumously for her brave contribution to the liberation of South Africa. In addition to her legendary activism, she also participated in the 1925 Defiance Campaign.

The Order will be bestowed in Silver on:

  • Dr Abubaker Asvat (Posthumous) for his enormous contribution in to the lives of freedom fighters and the poor by generously providing medical care, which was desperately needed. He was ‘The People’s Doctor’;
  • Audrey Coleman: for her contribution to the fight for liberation and the promotion of human rights through active involvement in lobbying using both civic organisations and later government institutions;
  • Max Coleman: for his contribution to the fight for liberation and promotion of human rights through active involvement in lobbying utilising both civic organisations and government institutions;
  • Zazi Kuzwayo (Posthumous): for his contribution to the development of black business and the fight against apartheid;
  • Cikizwa Constance Maqungu:  for her brave stand against injustice; she withstood torture and refused to turn state witness;
  • Nikiwe Debs Matshoba (Posthumous): for her courageous contribution to the liberation struggle during repressive times that could lead to torture, imprisonment or death;
  • Hilda Mally Mokoena: for her contribution to the fight for the liberation of South Africa;
  • Laura Mphahlwa (Posthumous): for her contribution to the liberation movement, black business development and the nursing profession.

Order of the Companions of OR Tambo

The order recognises eminent foreign nationals for friendship shown to South Africa. It is therefore an Order of peace, cooperation and active expression of solidarity and support.

The order in Silver will be bestowed on:

  • Anthony Dykes (United Kingdom):  for his lifelong commitment to the development of South and Southern Africa;
  • Dr Gail Gerhart (United States of America): For her enormous contribution to the struggle for liberation with her writing and keeping records of the heroic acts of freedom fighters;
  • Juergen Leihos (Germany): for his commitment and determination to be on the side of the oppressed and fighting for their cause as an anti-apartheid activist;
  • Malin Sellman (Sweden): for using the arts to raise awareness of human rights violations during the repressive period in South Africa. She continues to be an active friend of South Africa and its artists.

Baleni congratulated the recipients and urged all South Africans to join government in celebrating these exceptional South Africans and distinguished friends of South Africa. – S

The General Manager, Lagos State Agric Input Supply Authority (LAISA), Mr. Bolaji Balogun, has announced the commencement of the sale of rice and vegetable oil by the Agency ahead of the yuletide season in order to reduce the stress associated with end-of-the-year shopping for food items.
Balogun said adequate provision has been made by the Agency to ensure the availability of rice and vegetable oil for sale to citizens in preparation for the yuletide season, imploring Lagosians to start shopping early so as to avoid the December rush.
According to him, LAISA is committed to ensuring the availability of food items throughout the year, stressing that the agency will continue to supply farmers in Lagos State with high-quality agricultural inputs and products at affordable prices.
The General Manager averred that the State Government, through LAISA, has established eight farm centres in different parts of the State in a bid to give farmers easy access to quality agricultural inputs and products at affordable prices.
While informing that the rice and vegetable oil can be purchased at the agency’s head office at Agriculture Development Authority, Old Oko-Oba Road, Agege, at N24,000 for 50kg, he urged persons interested in the Rice and Vegetable oil to call the following numbers: 08033339321, 08035386226 and 08033026494.
Balogun reiterated the commitment of the agency to sustaining the provision of food for citizens of the State, assuring that the agency will continue to support farmers to boost food production.

Nigeria: 400 People To Benefit From Lagos Free Limp Deformity Intervention

No fewer than 400 people will benefit from the latest phase of the Lagos State Government sponsored Free Limb Deformity Corrective Surgery and Rehabilitative Programme.

 

This is an intervention programme targeted at rehabilitating people, especially children, with lower limb deformities such as rickets or Blount disease, and other lower limb deformities that affect their normal growth and function.
The Permanent Secretary, Lagos State Ministry of Health, Dr. Olusegun Ogboye, disclosed this during his visit to the screening site for the latest batch of beneficiaries at the Lagos State University Teaching Hospital on Monday.
According to him, the current phase of the exercise has recorded over 400 potential beneficiaries, who will be screened over a period of two days, while appropriate medical examinations are conducted.
He explained that during the current phase, 80 children will benefit from corrective surgical intervention, just as others will be offered physiotherapy, nutrition and health education as well as assistive mobility devices that will improve their health.
Ogboye noted that the results of their examination will be reviewed by a team of specialists and those that qualify for surgery will be booked for surgical intervention within the next 10 days, adding that the process will be at no cost to the patients.
He said: “The process involves a screening where surgeons examine patients and select those eligible to benefit from surgery and others that may benefit from assistive devices and other forms of physical rehabilitation. Those who pre-qualify for surgery will then go through a series of diagnostic investigations including x-rays and blood tests to check for the form of the bone malformation, calcium levels and other basic parameters. Patients are then offered surgery and kept overnight for observation”.
“This is supervised by our team of orthopaedic surgeons, anaesthetists, nurses and other health professionals. After discharge, patients will come for follow-up visits at the clinic, and then also go through physiotherapy to ensure we get the best outcomes”, the Permanent Secretary added.
He noted that many of the limb deformities, which can be corrected by surgery and rehabilitation, will improve the health status of the beneficiaries and give a greater sense of self-worth, stating that the patients would have better chances for economic empowerment and financial independence.
His words: “This programme often leads to improved mobility and health outcomes for the beneficiaries, and allows us to demonstrate our commitment as a State to develop our human capital and give our children a good platform to achieve their dreams and aspirations”.
“The programme also allows us to generate data to create other targeted disability intervention strategies to help more people that may have been disadvantaged healthwise in one way or another”, Ogboye said.
Speaking in the same vein, the Coordinator of the Programme, Dr. Tolulope Ajomale, noted that over 6,000 patients have benefitted from the programme since inception, adding that the programme has evolved into a multidisciplinary surgical outreach programme that explores surgical intervention, physiotherapy and assistive mobility devices to improve their health.
He noted that the programme, usually held biannually, was interrupted by the COVID-19 pandemic, stressing that the surgical and rehabilitative intervention programme has been rejigged to ameliorate the suffering of patients and their families.
Ajomale added that the massive turnout of potential beneficiaries at the screening exercise is an affirmation of the impact the programme has on citizens who have benefitted from the programme, stressing that another screening exercise will be organised before the end of the year to expand the window for more potential beneficiaries.

Nigeria: Defamation, Aruwan Threatens Legal Action Against Binniyat As Sen Laah Distances Self

The Senator representing Southern Kaduna, in the National Assembly, Danjuma Laah has distanced self from an alleged defamatory story attributed to him by an Online Correspondent, Luka Binniyat, according to Samuel Aruwan.

Mr. Aruwan told newsmen Tuesday in Kaduna that with this development coupled with the weighty nature of the  allegations levelled against him, he would pursue justice through the instrumentality of the law against the Correspondent.
HERE UNDER IS THE TEXT OF THE PRESS STATEMENT
Briefing by Samuel Aruwan at the Nigeria Union of Journalists (NUJ) Secretariat, Kaduna 9th November 2021.

My esteemed professional colleagues,
You will recall I was here on Sunday, 7th November 2021 to brief you on the spurious allegation leveled against me by Mr. Luka Binniyat, claiming that I am being used to cover up genocide against Christians in Southern Kaduna region of Kaduna, despite being a Christian myself. Luka attributed this false allegation to Distinguished Senator Danjuma Laah.
I am here again to update you on the latest development in the matter..
My dear colleagues, to be explicitly clear, I briefed you that Mr. Binniyat in an online publication dated 29th October 2021, published defamation and injurious falsehood against me and ascribed the following words Distinguished Senator Danjuma La’ah:
“The Government of Kaduna State is using Samuel Aruwan, a Christian, to cause confusion to cover up the genocide going on in Christian Southern Kaduna by describing massacre as a “clash” said Senator Danjuma La’ah, who represents Southern Kaduna Zone in the Nigerian Senate”
This false claim is dangerous. It is naked incitement and can ignite breakdown of law and order. It seeks to stain my name and put me and my family to public ridicule and contempt. As a law abiding journalist in public service, I have petitioned the security agencies on the matter.
In addition to the complaint to the security agencies, my lawyers also wrote Senator La’ah on 1st November 2021, seeking his confirmation or otherwise of the quote attributed to him by Luka Binniyat.
This afternoon, Tuesday 9th November 2021, I received the reply from Senator Danjuma La’ah’s lawyers. Permit to quote the letter:
“We are Solicitors to Senator Danjuma La’ah, hereinafter referred to as “Our Client”, on whose instructions we hereby respond to your letter in relation to the above subject matter.
“Our Client informed us that he was shocked by the content of your letter in which you said he granted interview to Epoch Times through their correspondent, Mr. Luka Binniyat. Our Client informed us that though he knows Luka Binniyat, he never granted granted any interview or made any comment casting aspersion on either the Kaduna State Government or Samuel Aruwan, the Honourable Commissioner for Internal Security of Kaduna State who he regards as a younger Brother and holds in high esteem. He never made such statement either through Luka Binniyat or any other medium. We hope this explanation will put the issue to rest.”
With this development, the person to whom Luka Binniyat attributed his fabricated  claim against my person has clearly denied uttering such words.
This letter from Senator Laah’s lawyers distances him from the false claims published by Luka Binniyat accusing me of covering up genocide against Christians in Southern Kaduna region of Kaduna State. I look forward to the next steps by the law enforcement agencies to unravel this fabrication by Luka Binniyat.
This development is notable and welcome. I will continue to pursue justice through the instrumentality of the law.

President Buhari Arrives Paris For Official Visit, Peace Forum

President Muhammadu Buhari of Nigeria addresses 76th Session of the UNGA

President Muhammadu Buhari Tuesday arrived in Paris, French capital, for a one-day official visit as guest of President Emmanuel Macron at Palais de l’Élysée, and will afterwards attend the three-day Paris Peace Forum (PPF), November 11-13, 2021.

The President’s plane touched down at Le Bourget Airport at 2.45pm.

 

During the official visit on Wednesday, President Buhari will meet with his French counterpart to discuss issues of mutual interest for both countries, particularly on strengthening economic ties, improving partnership on security, and working jointly on education, health and halting the threats of COVID-19 to the global economy.

 

From Thursday, President Buhari will join world leaders, heads of international organisations, leaders of civil society and the private sector at Grande Halle de La Villette to strategize on better governance for a world of peace, with plenaries, master classes and workshops.

 

The President is scheduled to make a remark at the event to share the peculiarity of the Nigerian experience with the world, and efforts undertaken so far for peace. Other speakers include President Macron, Vice President Kamala Harris of United States, and Sheikh Hasina, Prime Minister of the People’s Republic of Bangladesh.

 

This year, the leaders will review 80 projects designed to improve peace across the globe and ensure more harmonious living like reforming capitalism for more impact on global economy, responding to the urgency of climate change, fake news and the challenge it poses on journalism and cyber security.

 

The first edition of the Paris Peace Forum took place from November 11 -13, 2018, as part of the Armistice Day centenary commemorations, and was attended by over 110 foreign delegates, including 54 heads of state and government, showcasing 120 global governance projects and welcomed 6000 individuals over the three days.

 

Among the attendees were Russian President Vladimir Putin, Canadian Prime Minister Justin Trudeau and 2018 Nobel Peace Prize laureate Nadia Murad. German Chancellor Angela Merkel and UN Secretary-General António Guterres joined President Macron in each making an opening remark at the beginning of the Forum.
