Nigeria:M women group advocate increased gender response budgeti

The Federal Ministry of Women Affairs (FMWA) and 100 Women Lobby Group (100WLG), an NGO on Wednesday advocated for increased gender response in budgeting to promote awareness, equity and equality in a gender-sensitive way.
Mrs Felicia Onibun, National Coordinator, 100WLG, at a workshop on Gender Responsive Budgeting Framework for Ministries, Departments and Agencies (MDAs) in Abuja said the event aimed at teaching gender desk officers on gender mainstreaming, gender responsive budgeting, amongst others.
Onibun, represented by Irene Ugbah stressed the need for gender budgeting, which should be all inclusive and capture women, Persons with Disabilities (PWDs) and all vulnerable people.
” Gone are the days of just making general budgeting, we need to look at those key things that women need and other vulnerable groups needs to be able to achieve their goals.
” So, the outcome basically is to ensure that they are equipped with the right tools, resources to be able to achieve this particular project.
“Budgeting for gender response is important because women’s needs are different from men’s needs. What a woman needs to achieve her goal is different from what a man needs.
“And, in order to achieve equity and equality, we must take those things into cognisance. So, what a woman needs to achieve her goals is totally different from what a man needs, and it should be captured in the budget,” she said.
According to her, the women group lobbies, encourage women to participate in politics and trains political parties on giving more space to women to participate in political space.
Also, Mrs Adetayo Erinle, Board member, 100WLG, said the increased gender budgeting would aide in addressing discrimination, biasnesses and other forms of violence against women and children.
On his part, Mr Edo Ekata, Gender Unit, FMWA, said advocacy and capacity building was critical to gender mainstreaming, inclusiveness and equity.
“Trainings are channels to communicate to management and each government have their priority, but it is our job to try to make the government through channels like this to make gender budgeting a priority.
“We must keep building our capacity to keep advocacy for gender response budgeting,” he said.
Ms Ijeoma Echeruo, Gender and Development Consultant, stressed the need for political will on gender responsive budgeting to end GBV and improve nation’s economy.
“Unless we have the political will to accept the fact and understand how women are relevant to economic growth, we miss the opportunity to incorporate gender into our budgeting processes.
“Unless we do that we miss the opportunity to grow the economy and make sectors open to women, who are over 50 per cent population.
” Having allocation for GBV is not really the whole point, because it is just going to do certain specific things but you just have to look at what the issues that creates that situation of violence and address it.
” Sometimes you will find that those situations rise out of neglecting to incorporate women and look at the reasons why they are at the other side of the violence,” she said.
Ms Josephine Erhagbowa, a participant from the Gender Desk Unit, Federal Ministry of Water Resources, said the concept of gender mainstreaming aim at reducing disparities by focusing on equality or inequity. (NAN)(www.nannews)

South Africa on Wednesday recorded over 1 000 new COVID-19 cases, of which 80% were logged in Gauteng.
According to the National Institute for Communicable Diseases (NICD), 1 018 infections were detected in Gauteng after the province reported 605 cases on Tuesday.
The data shows that the second hardest-hit province was the Western Cape after 61 additional cases were identified, followed by 44 in KwaZulu-Natal and 43 in the North West.
This means there are now 2 950 035 known cases across the country since the outbreak after a total of 1 275 new infections were recorded countrywide, while the positivity rate is edging towards 4%.
According to the Council for Scientific and Industrial Research’s Senior Researcher, Ridhwaan Suliman, the increase in COVID-19 cases in Gauteng continues after a cluster outbreak in Tshwane.
In addition, Suliman said the North West, Limpopo and Mpumalanga are also peaking.
“Test positivity and hospital admissions are also on the rise,” he said in a Tweet, adding that while the absolute numbers are still low enough to get on top of this, the response must be swift.
In addition, the NICD cited the Department of Health, which stated 22 more people lost their lives to the disease, bringing the death toll to 89 657 to date.
Meanwhile, 2 106 patients are currently receiving hospital treatment for Coronavirus after 53 were admitted in the past 24 hours.
According to the department, South Africa has now administered over 25 million COVID-19 vaccine doses, of which 129 660 were given since the last reporting cycle.
This pushes the total number of administered jabs to 25 002 232.
In addition, there are now 14 115 744 or 35.2% of the adults who are fully vaccinated. – SAnews.gov.za

In his first day of ongoing commissioning tour of 23 projects in southern Borno, Governor Babagana Umara Zulum on Wednesday, commissioned a newly mega mega-size Government Day Technical Secondary School sited in Wuyo, Bayo local government area. He also commissioned three other projects in same LGA.
Zulum arrived Biryel, headquarters of Bayo on Tuesday and spent the night there, interacting with heads of security formations and community leaders.
During his morning activities, Zulum at the Day Technical Secondary Schools said his administration aims to encourage the combination of learning with vocational training, to enable students acquire entrepreneurship skills.
The Governor after the commissioning, distributed 300 bicycles to students coming from villages, to ease difficulties in transportation.
Aside the day school, Zulum also in Bayo LGA, commissioned two newly built palaces of Distinct heads in Biryel and Wuyo, which were the second and third projects in the LGA. The palaces will enhance operations of civil authorities.
Zulum ordered the ministry for religious affairs to construct mosques for both palaces.
The fourth project commissioned by the Governor was an integrated community islamic school, which is designed to enable children from traditional islamic schools gain access to western education.
… Orders hospital rehabilitation, more doctors
Before departing Bayo, Governor Zulum assessed the General Hospital in Biryel, which is the biggest in the LGA, and directed that needs requirement be submitted for him for rehabilitation work to commence.
Zulum also ordered the recruitment of additional doctors, nurses and other medical to enhance functionality of the hospital for improved healthcare delivery.
The Governor moved to Kwayakusar where he passed the night ahead of his second day of commissioning tour.

Kogi State Government says the Agro-processing, Productivity Enhancement and Livelihood Improvement Support (APPEALS) project (APPEALS) has recorded more successes and achievements than any other project implemented in the state.
The Deputy Governor of the State and Chairman, State Steering Committee of the APPEALS Project, Chief Edward David Onoja made the remarks while declaring open the 7th Pre- Implementation Support Mission being led by the National Coordination of the project.
Chief Onoja said that the state government is happy with the project in improving the livelihoods of beneficiaries across the state and assured that the government would continue to support its implementation.
The Project Operations Manager and Team Lead to Kogi state, Dr. Salisu Garba said that the overall objective of the mission is to review project implementation progress across all project components to ensure that project is on track to achieve its objective.
He said the mission will provide implementation support to the project teams in all areas of critical concern and agree with States on the required actions and activities that would further facilitate the achievement of the project development objectives.

In her remarks, the Commissioner of Women Affair Hajia Fatima Kabir Buba said the APPEALS project in the state has transformed women into agricultural entrepreneurs and assured that the women farmers would make the project a success.
In their remarks, State Commissioner for Agriculture, Mr. David Apeh, and the Managing Director, Kogi State Agricultural Development Project, Malam Bello O. George said the project implementation in the state has recorded a huge success, especially the empowerment of women and youth across the state.
The Pre-Mission which commenced simultaneously on Monday with three teams in Cross River, Kano and Kogi will be replicated across the other three participating states of Enugu, Kaduna and Lagos in the days ahead.
The overall objective of the mission is to review project implementation progress across all project components to ensure that the project is on track, as well as to provide implementation support to the project teams in all areas of critical concern and agree with States on the required actions and activities that would further facilitate the achievement of the Project Development Objective.
The Pre-Mission exercise is featuring report presentations, technical sessions and field visits to farming clusters across the priority value chains in each participating state.

Governor Babagana Umara Zulum is in southern Borno senatorial zone to commission 23 government projects, mostly schools and healthcare centres in towns and villages.
Zulum arrived Biryel, headquarters of Bayo Local Government Area on Tuesday evening and passed the night there.
Today, Wednesday, the Governor kick starts his commissioning of projects from Bayo.
The Governor’s spokesman, Malam Isa Gusau, said Zulum will be commissioning 22 out of many other projects executed by the administration across southern Borno.
Gusau explained that the 22 projects include 13 newly established and rehabilitated secondary and primary schools; six primary healthcare centres and three municipal buildings comprising two police stations and a government lodge as well as a shopping complex.
The statement explained that the 22 projects are sited in villages and towns of Hawul, Shani, Bayo and Kwaya Kusar Local Government Areas in southern Borno.
Isa Gusau explained that some of the schools to be commissioned by Zulum include a newly established mega-size Government Day Technical Secondary School with 30 classrooms, another Government Day Secondary School with 20 classroom, a community secondary school with 20 classrooms, a primary school with 20 classrooms amongst others.
The spokesman recalled that Zulum had, in his two years, executed 556 capital projects which have now been slightly surpassed from May 29, 2021 to date.
Zulum arrived Bayo, Tuesday night, in company of Borno’s APC state chairman, Ali Bukar Dalori, state secretary of the party, Bello Ayuba and key stakeholders of southern Borno among them senator Mohammed Ali Ndume representing Southern Borno senatorial zone, House of Representatives and state assembly members representing constituencies commissioners, advisers, assistants and officials who supervise the 22 projects to be commissioned by the Governor.
The Governor is expected to inspect palaces completed and allocated to some district and ward heads.
… To Strengthen Security Formations
As a key component of his trip, Governor Zulum will interact with heads of military and volunteer formations as part of his usual approach to identify immediate needs and strengthen security measures in communities of Southern Borno.

Borno Governor, Babagana Umara Zulum has led the state’s senators to meet Nigeria’s Chief of Defence Staff, General Lucky Irabor at the Defence headquarters in Abuja.
Zulum led senators Kashim Shettima (Borno Central), Muhammad Ali Ndume (Borno South) and Abubakar Kyari (Borno North) on Monday, for a closed door meeting, which focused on renewed attacks and abductions by the ISWAP, particularly in the southern part of Borno.
During the one hour meeting, Zulum and the senators bluntly raised key issues bothering on security challenges facing Borno and the urgent need to contain any further attacks and abductions of citizens in all parts of the state.
The meeting resolved to take undisclosed measures to improve security situation across the state.
