Anti-Corruption: As Judicial Officers Re-Echo Need For Special Courts, By Walter Duru, Ph.D

One of the issues that came up strongly during last week’s peer review meeting of judicial officers in Abuja is the need for special courts for corruption cases in Nigeria.

The setting was a National Peer Learning Review Roundtable for State Judges on the Implementation of the Administration of Criminal Justice Act, organised by the Rule of Law and Anti-Corruption- ROLAC programme of the British Council (funded by the European Union), held at Treasure Suites hotel, Abuja.

Setting the stage for the discourse, Lagos State representative, on behalf of the Chief Judge of Lagos State, Hon. Justice Kazeem Olanrewaju Alogba argued that special courts for general criminal cases, financial crimes and sexual offences will speed up justice delivery in the country.

According to him, “one key challenge faced is a few retirements and having fewer hands-on decks.”

“Some of the amendments proposed in the ACJL 2021 and innovations are around video conferencing for vulnerable witnesses, communications, remand, monthly visits and to ensure that bail arraignment are dealt with; prevention of media parade of suspects, compensation to victims of bad judgement, collaboration with Ministry of Justice and Attorney General in the establishment of crime data register, among others.”

“Other areas include regular prison decongestion exercises, use of technology, data collection and analysis and the reviewed criminal laws in Lagos state with innovative provisions.”

Justifying ROLAC’s intervention, Anti-corruption Programme Manager of the Rule of Law and Anti-Corruption programme -ROLAC, Emmanuel Uche said judicial officers across the country were assembled in Lagos and Abuja to enable them share experiences and knowledge on the implementation of the Administration of Criminal Justice Act -ACJA with particular focus on anti-corruption cases across the country.

Speaking earlier on the essence of the meeting, Secretary of the Administration of Criminal Justice Monitoring Committee (ACJMC), Sulayman Dawodu said it was aimed at sharing knowledge and experiences on ACJA implementation in Nigeria.

“The administration of the criminal justice monitoring committee is the custodian of the ACJA with the unique responsibility of ensuring speedy trial and effective dispensation of criminal justice in Nigeria. The law has ensured that the justice system is blessed with some remarkable innovations which include: clear oversight functions, timeliness, proper reporting and monitoring mechanism to ensure that the purpose of the ACJL under section 1 is achieved by all stakeholders. It is remarkable to note that there are criminal divisions established in Edo and Lagos states, in line with the law, which is why we have counterparts from these states and other states, the EFCC and ICPC, to share and discuss lessons in their efforts to implement the law, in this roundtable. The roundtable will be tilted towards the anti-corruption component of RoLAC, so discussions will revolve around criminal justice as it relates to Anti-corruption which cuts across all offences.”

He emphasized that discussions would dwell more in the areas of speedy trials, case handling/management and plea bargain, which, according to him, are also part of the responsibilities of the ACJ Management Committee.

Continuing, he explained that “the consideration of anti-corruption is also deliberate, owing to support from Component 3 of RoLAC, which is sponsoring this roundtable in conjunction with Component 1 which is primarily focused on implementing the criminal justice reform agenda.”

“This meeting is also a follow up to the meeting held in Lagos on the 4th of November 2021, which had judges from Lagos, Ogun and FCT, but there are more Judges present here today. We have judges from the FCT, Adamawa, Kano, Anambra and Edo states, and we hope that the experience will be more robust.”

“So, my Lords will be called upon to share their success stories in the application of the law in practice in their various jurisdictions and we will confront the challenges collectively. We will be focusing on, and considering issues around plea bargain, how it has fared, how it has been applied in practice, how the committees are functioning and practically discuss the challenges encountered with the view to proffering lasting solutions.”

“Based on the data gathered by the ACJMC, some courts are struggling for major compliance with these provisions and it is also common knowledge that despite these provisions, we still have congestion in our court dockets, largely based on non-application of speedy trial mechanism as a result of collective lapses. So, in an attempt to improve the current position, the ACJMC has facilitated several workshops at different levels to address the issues and find practical solutions.”

According to him, “some of the ideas envisaged include advocating for the establishment of Criminal Divisions in state judiciary(under which a special section for financial crimes is designated), ensuring advocacy for national non-custodian committee which is responsible for setting up other state criminal justice divisions, application of case management hearing in complex anti-corruption cases and de-clogging of court docket from the office of the Department of Public Prosecution – DPP and setting up of criminal justice trust fund, among others.”

Also speaking, RoLAC’s Component 1 Manager, Dr. Oluwatoyin Badejogbin commended the judicial officers for attending the event, their heavy workload notwithstanding.

He said: “Most of you are coming from jurisdictions with heavy workload, working day-in, day- out, from morning till night, writing rulings and evaluating evidence. This kind of peer learning roundtable should be held more often, perhaps half yearly for a start. It should be structured in a way that judges can relax and share experiences and learn from each other on the adjudication of cases.”

“Judicial peer to peer approach is inherently relational, and as such, requires the investment of time and resources to maintain and build reciprocal relationships through offering channels of help and foundation to share best practice and a better understanding of institutional, cultural, and political dynamics on the function of judicial officers. It also helps to build mutual trust and respect for practitioners, providing a window for judges to improve their own judge craft and work more strategically to improve the rule of law. It is through engaging in these discussions that judicial peer to peer approaches can help to develop creative solutions in development challenges across our world.”

In their respective goodwill messages, Chief Judges of Edo, Adamawa, Anambra, Kano and Federal Capital Territory poured encomiums on ROLAC for its huge investments in deepening the knowledge of judicial officers and other critical stakeholders, while strengthening the implementation of the Administration of Criminal Justice Act in Nigeria.

The technical sessions of the meeting centered around Plea bargain in anti-corruption, Case Management hearing in anti-corruption, Remand proceeding/Speedy trial provision in ACJL in anti-corruption cases/Mechanism, Criminal court division in practice, Special Court for anti-corruption and Constitutional review and criminal justice reform.

In all of these, the need for vigorous implementation of the Administration of Criminal Justice Act cannot be over emphasized.

States that are yet to adopt the Act are strongly encouraged to initiate steps towards having state versions of the Law, in the interest of speedy adjudication of justice, among other benefits.

Steps need to be taken urgently to establish special courts for the handling of corruption and other specialized cases, as this will lead to professionalism and speedy dispensation of justice.

Furthermore, other donor agencies in the country must borrow a leaf from ROLAC to ensure the strengthening of the country’s judicial systems to enable them function optimally.

Final, the efforts of the European Union-funded ROLAC (managed by the British Council) cannot go without commendation. ROLAC’s intervention in supporting the vigorous implementation of the Freedom of Information Act in Nigeria remains unrivaled. Its investment in strengthening ACJA implementation in Nigeria also deserves commendation and therefore worthy of emulation.

But, if stakeholders want special courts to try corruption cases in Nigeria, with all the justifications – why not?

Nigeria Labour Congress Kaduna State Council has appealed to the eighteen thousand civil servants who did not receive their October and November salaries to upload their details at the on-going verifications exercise by  visiting this link www.kad.hurmas.ng to update their correct details.

The State Chairperson of the council, Comrade Ayuba Magaji Suleiman made the appeal in a press statement made available to newsmen in Kaduna.

He appealed to the affected workers to be patient as the Congress is working with the office of the Head of Service to resolve the salaries challenges.

The Chairperson explained that after uploading their details they are expected to also submit a photocopy of the hardcopy to the NLC Secretariat in the state to enable them compile data’s of those yet to assess October /November salaries for further engagement with the office of the HOS.

He assured that once they upload their details at the portal and submitted as required by Kaduna State Government they will get their October and November salaries on time.

Comrade Ayuba Magaji Suleiman said NLC is aware of some of the hardship some workers experienced during the exercise but should kindly bear the cost and upload their details.

  1. The Kaduna State Government will commence a transition to a four-day working week in the state. In the interim, it will permit public servants to work from home for one day per week. This measure is designed to help boost productivity, improve work-life balance and enable workers to have more time for their families, for rest and for agriculture. The measure also reflects lessons learnt from managing the Covid-19 pandemic which required significant relaxations of old working traditions and the ascendance of virtual and remote working arrangements.
  1. A statement from Sir Kashim Ibrahim House stated that the Kaduna State Government will begin implementation of the transitional arrangements in the public service of the state from 1st December 2021. From that date, working hours for public servants hours are adjusted to 8am-5pm, Monday to Friday.
  1. However, all public servants, other than those in schools and healthcare facilities, will work from home on Fridays. This interim working arrangement will subsist until the government is ready to move to the next stage of the transition which will culminate in the four-day week across all MDAs in the state.
  1. Senior officials are working on detailed guidelines to ensure that the emergency services and the education and health systems in the state continue to deliver services 24 hours a day, seven days a week during the transition and beyond. The government will also ramp up its efforts to give public servants access to digital devices and platforms to enable them work effectively from home. Given the significant investments the state government is making in ICT, it will ensure that most of its automated services deliver the levels of performance required to give citizens seamless access.
  1. The state government expects the required legal and regulatory framework to be in place by January 2022. This will also enable the organised private sector to engage with the process and agree a longer transition period to a four-day working week.

BANDITRY: THINGS ARE FALLING APART, THE CENTRE IS NOT HOLDING — Prof. Usman Yusuf.

A large swath of Northern Nigeria is now at the mercy of marauding bandits. From Adamawa to Zamfara, the region has become bandits’ killing fields. Images of massacres are too gruesome to watch and the stories from survivors too heartbreaking to hear but, hearing and watching we must, because this is the reality under which our people now live.

These bandits roll into our towns and villages in convoys of motorcycles riding three on each, brandishing AK47 rifles. They spend hours killing, burning, raping, carting away livestock, and abducting women as sex slaves. They put taxes on the people and keep coming back, again and again to attack because of the absence of law enforcement to protect the people. Security personnel oftentimes show up after the carnage to count the bodies.

It is not only tragic but shameful that these bunch of ragtag bandits on motorcycles wielding nothing more than rusty AK47 rifles can roam the land with impunity causing so many deaths and destruction in a nation with a standing Armed Forces and Police force.

Anytime President Muhammadu Buhari talks about the insecurity bedeviling this nation either at home or at his many international outings, he refers only to Boko Haram without even acknowledging banditry and kidnapping as major security problems.

The few times he talks about banditry, he admits he doesn’t “understand why people of the same religion and ethnicity are killing themselves”. Lately, he has jokingly added that he will speak to them “in the language they understand”. He usually concludes his remarks by saying that he has ordered the Military to be “ruthless” in dealing with them.

The things I find most depressing about the President’s pronouncements and body language are: {1}. He seems distant and disconnected from the realities of our people,. {2}. He sees banditry as a Military problem that requires a Military solution, {3}. He does not appear  properly briefed on the causes and the existential threat that banditry poses to the nation, {4}. His unwillingness to understand banditry beyond the Military prism {5}. His refusal to widen his cycle of consultations beyond the Military to involve community leaders, traditional rulers, clerics, victims and their families and academics that have done excellent research on banditry.

MEASURES THAT HAVE NOT WORKED

{1}. Border closure: Closure of Nigeria’s land borders for 16 months has not been effective in stemming the flow of illegal weapons into the country.

{2}. “Rejigging the security architecture”: Which included changing the Service Chiefs and the Presidential directive to them to bring peace to the land so that farmers could return to their farms during the rainy season.

{3}. Shoot on sight order: “The president has ordered security forces to go into the bushes and shoot whoever they see with sophisticated weapons like AK-47. He ordered that whoever is seen with terrible weapons at all should be shot immediately.”  – – Garba Shehu (Presidential Spokesman) 3, March 2021.

{4}. Ban on mining in Zamfara stare:

“ His Excellency the President has approved, based on our recommendations, the imposition and enforcement of all mining activities in Zamfara state with immediate effect until further notice.  – Gen. B. M. Monguno (NSA) 2, March 2021

{5}. Deployment of massive Military and Intelligence assets:  “The President has directed the Hon.Minister of Defence and the National Security Adviser to deploy massive Military and Intelligence assets to restore normalcy to that part of the country”  – – Gen. B. M. Monguno (NSA) 2, March 2021

{6}. No fly zone over Zamfara: “The President has also approved that Zamfara state be declared a no fly zone with immediate effect”.  – Gen. B. M. Monguno (NSA) 2, March 2021

{10}. Female soldiers deployed to KD-Abuja highway: Where are the 300 female soldiers deployed on 27th January 2021 to secure the Kaduna-Abuja highway?. .

{11}. Reading the riot act to bandits: “You will meet your waterloo, you live on borrowed life. you are warned, you will be crushed, don’t try us, we have the capacity to finish you, you better change”, “we will speak to them in the language they understand”.

– The Presidency

{12}. National Identity Number (NIN) registration: Contrary to claims by the Federal Government that “NIN registration has helped to drastically reduce the spate of kidnapping and banditry in the country”, bandits continue to use their SIM cards unchecked for their nefarious activities.

{13}. Telecommunications shutdown: The phone blackout meant to deter these outlaws by restricting their line of communication also ended up crippling the economy and increasing the vulnerability of civilians with little or no positive impact on banditry.

{14}. Other measures: Some northern state governors  also shut down markets, imposed night curfews, limited vehicular traffic, closed major roads, and banned motorcycles as they battled to restore order.

{15}. Dialogue and Amnesty Programs: These have failed largely due to mutual distrust, lack of sincerity, lack of coordination between the state governments and most importantly, lack of interest in the process by the federal government.

FRONTLINE STATES

{1}. ZAMFARA: HQ. of Bandits and  Blood Gold:  Chronic bad governance and corruption are the twin causes of banditry in the state.The situation will worsen as 2023 gets closer and selfish politicians are busy fighting for offices. Recent spike of violence across the region is directly related to the military operation in the state which gave temporary respite to locals but has stirred the hornet’s nest, dislocating the bandits to neighboring states.

{2}. KATSINA: Thirty eight percent (38%) of the President’s home state is under siege by bandits and the capital city is filling up with rural people displaced as IDPs.

{3}. KADUNA: Abuja-Kaduna highway, a stretch of about 160km has become the highway to hell. Bandits have taken it over operating freely as shown in the last 4 consecutive days. The state has the unenviable record of the most school abductions; 4 schools in 4 months (March-July 2021) and five abducted students killed in cold blood. Bandits have been brazen enough to attack the elite military training academy NDA, killing two officers and abducting one that was later rescued.

{4}. NIGER: Is rapidly becoming a BH-ISWAP ANNEX, villages are pillaged, killing people and raping women. They have taken over many villages and levied taxes on the people.

{5}. SOKOTO: The home state of the Chief of Army Staff and the Minister of Police affairs has seen fatal upsurge of the carnage of these murderous bandits in Sabon Birni, Goronyo and Illela LGAs. These acts were committed by bandits that relocated from Zamfara following the Military operations there. They are reported to be taxing the people and replacing the village heads with their chosen ones.

{6}. KEBBI: On July 5, 2021, bandits rode into Birnin Yauri on hundreds of motorcycles and abducted 120 children from the Federal Govt. College and carted them into the forest like cattle. Fifty eight of these children are still held captive by the notorious bandit Dogo Gide.

{7}. The Federal Capital Territory: Even the seat of power has not been spared with recent abduction of University staff and their families in Gwagwalada at the outskirts of Abuja

{8}. PLATEAU: The never ending cycle of violence in Plateau is flaring up again with recent killings and burning of houses in the volatile Bassa LGA

{9.} BENUE: Reputed as one of Nigeria’s food baskets, the state is held at its jugular by rampaging bandits. Reprisal killings by local militia is  exacerbate the bloodletting.

{10}.TARABA: The news is equally as depressing in Taraba state with bandits ransacking villages and killing people

ANARCHY LOOMS: If a government abdicates its primary responsibility of protecting people, mob rule and anarchy takes over. Reprisal killings reported all across the region exacerbate the crisis by providing ready recruits of young men who have lost loved ones. This endless cycle of violence puts the Police and Military in an impossible and unwinnable situation.

ECONOMIC IMPACT ON THE STATES

Bandits have plunged our rural folks deeper into poverty by cattle rustling, imposition of ransom, taxes and displacement from their homes and farms.

With declining allocation from the centre, dwindling internal revenue in many of these states, there is hardly anything left for vital developmental projects after paying salaries. Consequently, hospitals and schools are in terrible conditions resulting in massive increase in out of school children, youth unemployment, drug abuse, crimes and temptation to become bandits or their informant.

Deployment of security personnel to any state adds a huge financial burden to the state which shoulders a substantial cost of the personnel and their logistical support at the detriment of vital social development projects to the people.

EDUCATION IN THE NORTH: Education in Northern Nigeria has never been more imperiled than now. Over a period of seven months (Dec. 2020 – July 2021), one thousand one hundred and nine (1,109) students have been abducted with eight (8) fatalities from eight (8) schools in the four (4) northern states of Katsina, Kaduna, Niger and Zamfara. Over six hundred and thirty eight (638) schools have been closed in six (6) northern states over the same period as precaution. Over 200 students are still in captivity with the bandits.

AGRICULTURE: The rainy season is over and bandits have scared farmers off their farms or put taxes on their farm products. There are reports from Zamfara of bandits burning farm products raising concerns of inflation and food shortages.

POLITICIANS: At a time when the nation is facing the worst insecurity of our lifetime, our politicians are preoccupied with the scramble for offices in 2023. The deployment of over thirty thousand security personnel to Anambra state for the recently concluded gubernatorial election is a confirmation that securing the ballot box is more important to this government than securing the lives of citizens suffering the ravages of bandits.

MILITARY: I have always believed that banditry is a social problem not a military problem and that though there is a role for the Military, there is not going to be a military solution to banditry in Nigeria. I have also seen that all these problems and their causes are local and the solutions must be found locally. Big plans from Abuja without consulting local stakeholders will never work.

The Military is overstretched, deployed to 34 out of 36 states performing essentially internal policing functions that it is not trained for. It does not have enough boots on the ground to perform the 2 most important functions we ask of it: {1}. Securing and protecting the population from bandits and {2}. Militarily engaging the bandits and dominating the vast ungoverned spaces they use as hideouts.

POLICE: This crucial arm of law enforcement has been tragically made an orphan because of the over militarization of security by this government. It is the police that are closer to the people, not the military that comes and goes. The Police force is dangerously under resourced and under personelled and poorly motivated.

DECLARATION OF BANDITS AS TERRORISTS

What difference will declaring bandits as terrorists make? I wondered aloud. People falsely believe that the use of the newly acquired Super Tucano jets will magically defeat bandits. The Chief of Air Staff at a press conference on September 29, 2021, cautioned that “Super Tucano aircraft alone can’t fight insecurity” .

Boko Haram have been declared a terrorist group a long time ago but they have not been defeated after 13 yrs of fighting. I am actually glad that bandits have now been so declared so that no one gives Nigerians that as an excuse for failure to defeat them.

Ask the people in the 38% of my state Katsina that is under siege by these bandits if they care about this declaration. All they care about is for the military to make it possible for them to go back home and live in peace.

RECOMMENDATIONS:

{1}.  The President needs to widen his cycle of consultations to involve local stakeholders on the causes and solutions to this plague of banditry

{2}. Mass mobilization: The nation needs to be mobilised for this war, there should be urgent, mass mobilization of our youth into the military and the police to augment the numbers of these services.

{3}. Dead or alive: Just like former President IBB in 1988 asked the IGP “where is Anini” and in two weeks Anini, the notorious armed robber terrorizing Benin City was captured, President Muhammadu Buhari should direct the military to capture and bring to him all the known leaders of these bandits who are hiding in plain sight.

{4}. The President should concurrently explore all opportunities for non military solutions by reaching out personally to traditional rulers, clerics, local community leaders and elders in the region

{5}. Now is the time for the President to act decisively because he does not have the luxury of time. The NSA recently reported after one of the security meetings that the President told his security chiefs that “I don’t want to leave office a failure”. Nobody wants or prays for that but, His Excellency Sir, if things continue this way, this outcome is inevitable.

Nigeria: Female Artisans Set to Take Over Construction Industry

After being trained by the National Centre for Women Development (NCWD), some female artisans have expressed their readiness to join in harnessing economic opportunities in the nation’s construction industry.

The beneficiaries,, who were trained under NCWD’s female artisanship programme, said on Friday in Abuja, that the skills acquired would enable females to be useful in the industry.

The female artisans, who spoke separately at the 2021 center’s graduation ceremony of 130 trainees, expressed willingness to be part of an industry, that had been dominated by males.

Mrs Goodness Emmanuel, a beneficiary from Enugu State noted that women had not been represented in the industry, adding that few ones in the industry, were outstanding in their performances.

Emmanuel, a mother of three, who trained in tilling and masonry, said she’d had been trained to work in places where religious and cultural beliefs prevent men from living with women.

”The training was impactful and the experts drilled us very well on how to make our work neat and outstanding for career growth, especially in a male dominated industry.

”And if you look at the northern part of the country, where they don’t allow men to enter their women’s houses, we are at an advantage there to do better work for our women, and have better opportunity to excel in our skill.

”This training will not only allow us to carry out basic maintenance, installation work and compete with the male counterparts, but will also provide a source of livelihood and improve the nation’s economy,” she said.

Beneficiary of NCWD females training

Another beneficiary, Mrs Aisha Auwal, said that her decision to venture into repairs of generating sets and maintenance was to correct the notion that some jobs were for men alone.

Auwal, a mother of 5, thanked NCWD for the opportunity given to them to acquire skills that had empowered her and other beneficiaries.

According to her, female artisans will take over the construction industry and remove all existing stereotypes.

Earlier, NCWD Director-General, Dr Asabe Vilita-Bashir, said that the centre had been training women and girls, under its Female Economic Empowerment Training (FEET), since 2016.

Vilita-Bashir said that over 300 young women had so far benefited from the artisanship training programme, that was meant to promote gender inclusiveness and response.

”The artisanship jobs such as tilling and masonry, air condition and refrigeration, generator repairs, electrical works, plumbing and piping, have long been seen as male preserves and in the past, gender biased.

”However, NCWD, noted paucity of skilled artisans in the construction industry, and also noted that the performance in the sector has nothing to do with the sex of individuals, and in response designed the project, “Residential Capacity Building for Female Artisans,” she said.

According to her, the various skill acquisition programmes are part of President Muhammadu Buhari’s 9-point agenda of bringing 100 million Nigerians out of poverty.

Vilita-Bashir, who enjoined other stakeholders to support social inclusion and gender development, urged the female artisans to cascade the skills acquired others in their communities.

Mrs Ebi Emezue, NCWD’s Director of Training and Development, said that the training was aimed at job creation, as well as enhance women engagement in economic activities.

He added that the training was also meant to change stereotypes around the ability of females in doing well in non-traditional trades.

The beneficiaries were also presented with awards of Grade three Trade Test certificates, starter-packs and stipends.

Nigeria: Southern Borno: Zulum Shares Tools to 1,750 Farmers From Bayo, Shani, Hawul

On his fourth day in Southern Borno, Governor Babagana Umara Zulum in Shani shared tools to 1,750 farmers from three Local Government Areas of Bayo, Shani and Hawul.

1,000 farmers from Bayo, 500 from Hawul and 250 from Shani benefited from the intervention.

In a brief ceremony held at the Governor’s lodge in Shani, Zulum said the intervention was to boost irrigation farming in Borno.

While the intervention was meant to enhance food security in the state, Governor Zulum noted that Borno State Government will support more farmers in the next farming season.

“We will aim for more next year, we will support our famers to achieve food sufficiency”, Zulum said

… Attends Minwara Festival

Meanwhile, Governor Zulum has attended 2021 Menwara festival, an annual event which signals the lifting of sanctions against fishing, bush-burning, tree-cutting and other activities, which would be ecologically detrimental to the community if practiced indiscriminately.

It is a pre-harvest festival which takes place before the commencement of the year’s harvest often in October and November.

The Governor who passed night in Shani earlier on Friday took part in moon-sighting, a pre-festival event which marks the official commencement of Menwara festival. It took place at around 6:00pm at the palace of the Emir of Shani.

In his remarks on Saturday’s event, Governor Zulum directed the Ministry of Information, Home Affairs and Culture to design a programme that will promote the cultural heritage of the state.

The governor also directed the state Ministry of Education to come up with plans that will inculcate Borno’s cultural heritage to students right from primary schools.

Zulum also noted that his administration within the remaining years of his tenure will focus on five key priority areas, these include, security, healthcare service delivery, agriculture, education and youth empowerment.

… Orders Revisiting of LG Verification

Meanwhile, Governor Babagana Umara Zulum has ordered the state Ministry of Local Government and Emirate Affairs to revisit the verification exercise conducted for local government staff in order to address all genuine concerns raised.

“I am a human being, forgive me where I have erred. We will strive to ensure that we fulfil our responsibilities. Our intentions are genuine and we can never compromise the development of our people and their welfare. I have directed the Ministry of Local Government and Emirate Affairs to revisit the verification exercise to address all genuine concerns”, Zulum said.

In another development, Governor Zulum has given directive for 100% implementation of consolidated medical salary scale (CONMESS) for medical doctors in Borno State.

This the Governor said will bridge gap disparity of salaries between medical doctors working for the state and those working with different health institutions owned by the federal government.

The governor gave the directive on Saturday at Shani General Hospital during an inspection visit to assess facilities.

Zulum was accompanied by the state APC Chairman, Ali Bukar Dalori, Senator representing Southern Borno, Mohammed Ali Ndume, two former Deputy Governors, Deputy Speaker Borno State House of Assembly, Engr. Abdullahi Musa Askira, Member representing Shani at the assembly, Ibrahim Musa Kubo, Chairman Borno Mega Farm, Musa Inuwa Kubo, commissioners and heads of some agencies and parastatals amongst others.

Nigeria: Resignations, Defections Hit APC In Gombe State As Feud Between Gov. Yahaya And Sen. Goje Rages

A political tussle is going on in Gombe, northeast Nigeria, between Governor Muhammadu Inuwa Yahaya and Senator Muhammad Danjuma Goje, over control of the state chapter of the country’s ruling party, the All Progressives Congress (APC).

Senator Goje, a two term Governor in the State, under Peoples Democratic Party (PDP), who currently represents Gombe Central Senatorial District in the National Assembly, under the APC flag, is seen as the pillar who brought and sustained APC in Gombe state, and “installed” Inuwa Yahaya as guber candidate, until the 2019 election was won by the party.

Governor Inuwa Yahaya, served as Commissioner for Finance during Goje’s tenure as Governor of the state – he [Yahaya] is seen by many as political son of Goje.

Their supporters are already at loggerheads and have made it clear that there is fight between the governor and his political godfather.

Last Thursday, about 80 per cent of ward executives of APC from Yamaltu/Deba local Government Area of the State announced resignation from their leadership positions in solidarity with Sen. Goje.

The decision of the resignation was announced to journalists by immediate past Chairman of APC in Yamaltu/Deba LGA, Sulaiman Ibrahim, after a meeting of the party executives from the LGA held in Gombe, the state capital.

According to Mr. Ibrahim, the ward executives resigned in protest to the disrespect and “attack” on Sen. Goje’s convoy, three weeks ago while visiting Gombe.But in a swift reaction, spokesman for the party in the State, Moses Kyari, while addressing journalists at the party secretariat in Gombe, debunked news of the resignation saying, “it was from the pit of hell”.

“We invited you this evening as a result of the dangerous and malicious rumour circulating on the social media that all the members of the 11 wards in Yalmatu Deba local government have resigned party positions in solidarity with Sen. Danjuma Goje, it is not true, it is lie from the pit of hell.

“The people involved have come to address a press conference, the people that supposedly resigned came to debunk the allegation and to tell the story of what actually transpired. Some of the persons whose names are seen on this list are not even in town. They are sick and could not go out, so how did they arrive at the list,” he added.

Also debunking the resignation at the State Party’s Secretariat, current APC Chairman in Yamaltu/Deba, Ali Kuri, who was flanked by executives alleged to have resigned, described the story as unfounded.

“This rumour making round is very funny and laughable, I have never seen or heard anywhere that a party exco from a ward resigned their positions without the local government chairman not aware.

“Uptil this moment that am addressing you, none of the executive has officially informed me or the party, that they have resigned their positions, rather we have sat with all of them and they confirmed that they remain in their respective positions.”

Kuri described the purveyors of the resignation as desperate elements, noting that the local government is indivisible under the current governor.

Open Fight and Show of Strength

On 5th November, former Governor of Gombe state, who is presently Senator representing Gombe Central District was attacked by thugs while visiting the state to attend a wedding ceremony.

The attack according to police report, claimed a live, leaving some vehicles burnt and others vandalised.

Goje, while addressing his supporters, after the incidence, alleged that Governor Inuwa Yahaya was behind the attack. Commenting on an earlier attack on him in Deba LGA, Goje said, “it is now the stock in trade of the governor to be attacking.”

While calming his supporters Goje said, “As a man of peace, I urge all of my supporters to maintain peace in the state and not to fight with anybody.

“I will not use my hands to destroy what I have built over the years in the state. You all witness to what happened on my way from airport to Gombe town when I was attacked by some aides of the governor including his ADC and Chief Security Officer.”

In a petition to the Inspector General of the Nigeria Police and Attorney General of Nigeria, Sen Goje accused 2 Aides of the present Governor (Inuwa Yahaya) of using mobs to assassinate him (Mr Goje) and his Personal Assistant.

The petition seen by journalists, dated 8 November and signed by his lawyer, V.C Nwadike, mentioned the state governor’s ADC, Zulaidaini Abba and Sani Bajoga, the governor’s CSO, as those behind the attack, using thugs alongside some security personnel to the location – with vehicles belonging to the state government.

“…The ADC and the CSO commanded the numerous thugs bearing matches, short axes, knives…to attack our client and those with him.

“Our client was fortunate not to be killed but his personal Assistant, Adamu Manga, received several cuts… under the supposition that our client was the one being matcheted.

“It is our client’s request that the Inspector-General of Police cause the matter to be discreetly investigated with the aim of bringing the officers and all those against whom prima facie case may be disclosed to justice by prosecuting them after disciplinary action has been taken against them to serve as (a) deterrent to others,” the petition carried.

However, the state government in its claim that the act of thuggery was carried out by the former governor, stating that the former governor “caused a breach of peace in the state capital with his visit to the state.”

On the day of the attack, Gombe State Commissioner for Information and Culture, Julius Ishaya, in a statement said, “It is sad that Goje has not left his old ways and is bent on bringing back his brainchild (Kalare) to unleash mayhem and bug the peaceful atmosphere of Gombe State.

“Gombe state has been witnessing relative peace and harmony due largely to the determination and avowed commitment of Governor Inuwa Yahaya in that direction and therefore the government would not stand by and watch desperate politicians unleash terror and violence on innocent citizens to the extent of getting people killed.”

Goje’s petition on the 5th November pogrom was about the first open action that showed clearly the feud between him and Gov. Yahaya.

Clear Sign Gov Yahaya Has Party Leadership on His Side

Goje was conspicuously absent in all the APC congresses held from the ward to state levels, which observers believe is a clear indication of loss of interest in affairs of the party in the state, as well as sign of feud between the two.

On Thursday, while fielding questions on the feud between Gov. Yahaya and Sen. Goje, Party spokesman, Moses Kyari, said following the early November incident, the party had issued an apology demand to Goje, for “invading” the state with thugs to disrupt the existing peace.

“The party has set up a committee that is going to write him formally about the complaint and we expect to hear from him after which we shall use constitutional means of addressing the matter. Politics is all about persuasion, development.

“The government of Muhammadu Yahaya has brought positive development to the people of Gombe State. Certain individuals feel it is their right to control power, no it is not true. They said you leave the stage when the ovation is loudest so that you can be recorded and remembered tomorrow. But you have played your role and you want to plan another person’s role, this is what we say no, like some people will tell you Gombe no be Edo.”

Early Burst and Resignations

Prior to the current developments, a number of people have resigned from the party leadership positions at various levels arising from the attacks on Goje, among them, Mr. Umar Siniya, the Zonal Youth Leader of Gombe North Senatorial District, Mr. Murtala Maishahada Gombe LG APC Deputy Youth Leader and Mr. Garba Inuwa Akoma Gona, Board Member, Gombe Media Corporation (GMC).

Others were the APC Women Leader of Gombe Central Zone and the Women Leader of Akko Local Government Area, Mrs Rose Danjuma and Hajiya Fatu Kalshingi, respectively, whom are reportedly loyal to Senator Goje.

In September, former deputy to Goje when he was Governor, John Yoriyo alongside 15 other party stalwarts, from Southern Senatorial District announced defection to PDP, following what observers believe to be poor handling of their boss – they claimed they were defecting alongside 30,000 APC members.

In his defection speech, Mr. Yoriyo said, “There was nothing like democracy under APC in Gombe. Nobody knows what is happening, we were ignorant, we are just being ruled.”

A day after the 5th November attack on Goje, his daughter, Hussaina Goje, who was Commissioner for Environment and Member of the State Executive Council tendered her resignation from the Government of Inuwa Yahaya.

According to a video she made on her resignation and circulated widely, she claimed her resignation was based on personal reasons, but observers believe the resignation was connected with the ongoing feud between her father and her boss.

How Long Will the Party Hold?

There are strong rumours in Gombe that in coming weeks, more members of the APC, including some members of the state executive council, who are loyal to Sen. Goje will resign from their positions – the rumours cannot be substantiated.

But, with the 2023 general elections around the comer, an election in which Gov Yahaya is interested in retaining the governorship seat, only time will tell how strong the party can remain with the ongoing feud.

While addressing party faithful in October, shortly after being returned through consensus, state party chairman, Mr. Nitte Amangal, said his leadership will visit all aggrieved party members and ensure reconciliation.

“As of now, we don’t have factions. For those aggrieved, we will go to them to resolve issues to bring our party, APC in order,” Amangal said.

Speaking at the same event, Governor Yahaya said with the smooth conduct of the party elections [by consensus] in the state, the party was ready to retain power in the state.

“Our unity is our strength; we are united and we are courageous. We are not afraid of anybody in Gombe as far as election is concerned and we are ready for them any day, anytime,” he said.

Will the Governor’s assertion stand unshaken amidst the current face-off? only time and unfolding of events leading to 2023 will tell.

Nigeria: Public Policy Dialogue On Public Procurement Holds In Zaria–PERL

A 2- day Public Policy Dialogue on Public Procurement in Kaduna State begins on Monday in Zaria, Northwest Nigeria.

It is being organized by Partnership to Engage, Reform and Learn, PERL in collaboration with Open Government Partnership, OGP as part of their commitment to increasing level of civic participation and ownership in public procurement process as well as fiscal transparency in Kaduna State.

Furthermore, to provide adequate information and access to procurement data across all the sectors.

A statement by the State Team Leader, PERL, Mr. A dejor Abel acknowledges the achievements recorded in that Sector in Kaduna State, following the enactment of the Public Procurement Law and subsequent establishment of the regulatory agency, Kaduna Public Procurement Authority.

The Agency, the statement emphasizes, has been mandated to oversee the State’s procurement system and ensure it conforms to international standards.

This deliberate effort, PERL acknowledges, has brought achievements including publication and distribution of procurement law and Guideline both online and hardcopies, publication of all contracts in the State in line with OCDS standards.

Others, are deployment and implementation of E- procurement portal, Public sensitization and stakeholders engagement on public procurement principles in the State, registration and training and encouraging SMEs participation in e- procurement.

It was against this successes, Kaduna State has been “crowned” with the nomination to lead the other 35 States and Abuja on e- procurement, the statement said.

Stakeholders expected at the event include a wide range of citizen groups and representatives as well as the media which PERL- ECP says has been working with.

PERL, the statement explains, supports these partners to represent citizens’ voice, bring citizens’ priorities to government in an effective way, and hold government to account for the implementation of policy and budget commitments.
