Nigeria: HIV/AIDS: NGO set to evaluate HIV self-testing effort

Faster Project of the Catholic Relief Services Nigeria (CRS), an NGO, said it would collaborate with stakeholders to evaluate the HIV self-testing campaign efforts in the country.
Dr Chizoba Mbanefo, Director, CRS made this known in a statement on Wednesday in Abuja.
Mbanefo said the exercise which would begin on Friday, was aimed at reviewing achievements recorded in usage of HIV self-test kits among Nigerians.
She explained that the HIV self-testing (HIVST) was an alternative to traditional HIV testing services (HTS) as the hardest to reach population could access it.
Mbanefo said HIVST was first recommended by the WHO in 2016 to provide the public, particularly the young people with a convenient, discreet, and empowering way to know their HIV status.
“CRS is, however, bringing HIV stakeholders and implementing partners together to review achievements recorded in the HIVST programme thus far.
“We want to ensure that children and adolescents left behind due to barriers associated with conventional HIV testing particularly the COVID-19 enforced disruptions to HIV testing are reached.
“WHO has encouraged people to take advantage of the self-testing HIV kits available globally to enable people to detect their HIV status privately and take decisive steps in addressing the outcomes.’’
Mbanefo noted that the Federal Ministry of Health incorporated HIVST into the revised “National HIV and AIDS Strategic Framework 2019 to 2021’’, as a priority policy and programmatic approach to HIV response in Nigeria.
The director said that the HIVST strategy had shown that one of the best ways to find new HIV cases was putting demand in the hands of adolescents themselves and closely engaging parents and caregivers.
According to her, HIVST allows individuals to collect their sample either oral or blood-based, conduct the test, and interpret the results privately or with someone that they trust.
She added that the self-test kit was also seen as a possible mechanism to help increase HIV testing uptake and capture otherwise undiagnosed HIV cases. (NAN)

Nigeria: Diabetes and NCDs: Coalition advocates tax on “soft drinks”

Nigeria:i Diabetes and NCDs: Coalition advocates tax on “soft drinks’’

By Justina Auta

A coalition of NGOs on Wednesday advocated for imposition of tax on
sugary beverages known as “soft drinks” to reduce the prevalence of diabetes, Non-Communicable
Diseases (NCDs) and increase national revenue.

The groups, under the auspices of National Action on Sugar Reduction, made the call at an awareness
campaign in some selected areas of the Federal Capital Territory (FCT).

Ms Omei Bongos-Ikwue, a member of the group and a Public Health Communications Specialist, said
imposition of tax would discourage consumption.

She said cases of Type 2 diabetes, heart diseases, stroke, high blood pressure, among others, were fuelled by
consumption of sugary beverages.

Bongos-Ikwue added that the imposition of tax on such beverages could help to reduce consumption
and reduce cases.

She noted that “we call on government to impose tax on sweetened beverages, commonly known as soft drinks.

“The reason is that they are linked to non-communicable diseases such as heart diseases, stroke, type 2 diabetes and high blood pressure.

“These diseases affect both the rich and poor. We all know that in Nigeria, the urban poor suffers more.

“Poor people cannot afford the treatment of type 2 diabetes, as treatment runs into thousands of naira per month.

“Some people had to sell their possessions to buy diabetes medicine, while some make a choice every month to pay children’s school fees or buy diabetes medicine.

“Meanwhile, these companies are peddling killer drinks, which has no positive effects on the human body.

“So, we are calling for tax imposition on manufacturers of sweetened beverages; the tax should be a protective one because revenue from it can be used to prevent and manage healthcare.

“The tax can go back into health-care provision. Revenue from it will go back into the economy. It’s a win for the economy.”

The public health expert, who explained that insulin for diabetes medicine was being taxed while “soft drinks” were not, cautioned parents and caregivers against excessive consumption of the carbonated sugary drinks, stressing that “the drinks pose great risk to health and well-being.

“ So part of the purpose of this campaign is to raise awareness on the dangers of these drinks. Nobody is immune, as it affects both the rich and poor.”

Mr Edozie Chukwuma, another member of the group, said the coalition wanted to promote the health status of people and create awareness on the need for healthy living.

He said “we are raising awareness on the dangers of consuming sugary drinks which has led to increased cases of diabetes and other non-communicable diseases like hypertension, stroke, heart diseases.

“We are basically sensitising people and calling for a health tax on sweetened beverages.”

Mr Abdul Ahmed, an FCT resident, commended the organisers of the awareness campaign, saying it
would educate the public about the dangers of consuming such drinks.

Ahmed noted that a lot of people consumed sugary drinks and become addicted to it without knowing the devastating health implications on their body.

He, therefore, urged government to ensure tax on sugary drinks to save lives, noting that “as you are doing this awareness campaign,
we want you to also take it to the Federal, State and local government areas and to those in authority.

Mrs Joy Fidelis, another FCT resident and petty trader, said she spent over N100,000 monthly for the care and health management of her diabetic husband.

She, therefore, appealed to all to reduce the consumption of such drinks, especially during festivities, as they fuel many ailments. (NAN)

AMDF Distributes Palliatives To Community Based Action Volunteers In Kaduna

0

By Joseph Edegbo

In a bid to cushion the effects of the current economic hardship, the Africa Media Development Foundation, AMDF under the Rise Up Project, Wednesday distributed Palliatives to members of its Community Based Action Volunteers (COMBAV) in four communities of Kaduna North Local Government Area.

COMBAV, comprising of 10 members per community, is a brainchild of AMDF, established in localities where it is implementing its Gender Based Violence Project, supported by Rise Up.

The beneficiary Volunteers who were women drawn from Saba, Kabala, Unguwan Rimi and Unguwan Liman, were provided with among others, bags of rice, salt and seasoning.

The gesture was witnessed by leaders of the respective communities who were highly appreciative of the assistance.

The Sarkin Hausawa, Mallam Musa Muhammad Bamali, who represented the District Head of Doka, Alhaji Bala Muhammad Tijjani, thanked AMDF for the surprised package.

The community leader said it was gratifying to note that AMDF did not stop at its awareness campaign on Violence Against Women and Girls, but went further to provide assistance, a gesture that must be applauded.

Other community leaders who spoke, assured AMDF that the volunteers would not relent in stepping down the awareness campaigns which they had been taught.

Earlier, Executive Director, AMDF, Mr. Iliya Kure, told the Volunteers and community leaders that the organisation’s doors were always opened, stressing its working relationship with both the State Government and the Police.

Mr. Kure stated that the small assistance from AMDF was necessitated by the prevailing economic situation and therefore expressed the hope that it would be heartily acknowledged by the volunteers.

On his part, the Rise Up Project Manager and Fellow, Mr. Benjamin Maigari advised the Volunteers to ensure equity in the sharing of the commodities.

He however reminded them of the continued awareness campaign after the Yuletide.

Similar gesture will hold in Kajuru Local Government Area on Thursday.

Gombe Ag. Chief Judge Bows To Pressure, Tenders Notice Of Retirement

0

Gombe State Acting Chief Judge, North East Nigeria, Justice Muazu Pindiga has bowed to pressure resulting from the petition challenging his falsification of his age.

A post seen in circulation says he has tendered a notice of his retirement from the service of Gombe State judiciary effective, 1st January 2022.

He was said to have earlier sworn to a false declaration of age in an attempt to extend his stay until 1st April, 2022.

Justice Pindiga has been acting for two years as Chief Judge of Gombe State against provisions of Nigeria’s constitution, which states that the most senior judge in the state should, a violation believed to be backed by the state Governor, Inuwa Yahaya.

Several times Gombe State Judicial Service Commission took names of judges for interview for appointment as substantive chief judge, but omitted the name of most senior judge in the state, Justice Beatrice Iliya.

In each case, National Judicial Council (NJC), the body empowered by law to appoint judges, will turn them back, asking them to include the name of the most senior judge in the state, an advice Gombe State never took.

Petition against Justice Pindiga

On 6th December, the social media was greeted by a petition to the Chief Justice of Nigeria (CJN), by one Hussain Tukur Musa, against Justice Pindiga, accusing Pindiga of falsifying his age and dereliction of duty.

The same petition was also seen on mainstream media in the country.

Mr. Musa claims that overtime Pindiga has altered his official record, changing his age to stay longer in service, a violation of existing law.

Parts of Mr. Musas petition to the CJN reads, “My lord, the records submitted by Hon. Justice Muazu A. Pindiga at the time of his appointment as required by law, through a statutory declaration of age or birth certificate, states his date of birth as 1 – 1 – 1957 (1st January, 1957), therefore, his expected retirement date is 1 – 1 – 2022 (1st January, 2022). This information is contained on the National Judicial Council’s Nominal Roll of Judicial Officers in the High Court of Gombe State; his Curriculum Vitae; National Judicial Council’s Data on Judicial Officers which was filled and signed by Justice Muazu A. Pindiga as far back as 30 – 6 – 2004 (30th June, 2004); National Judicial Council’s Survey on Facilities Form which was also filled and signed by Justice Muazu A. Pindiga as far back as 30 – 8 – 2006 (30th August, 2006); and the Compendium of Judicial Officers in Nigeria by the National Judicial Institute (NJI) Abuja on page 444 which was published in 2011. From the foregoing, it is clear that Hon. Justice Muazu A. Pindiga ought to have given his statutory three months’ notice of retirement on 1 – 9 -2021 (1st September, 2021).”

Below is full Petition by Hussaini Tukur Musa to CJN as Captured from social media

29th November, 2021
The Chairman,
National Judicial Council, (NJC)
& Chief Justice of Nigeria,
Honourable Justice Ibrahim Tanko Mohammed, GCON
Supreme Court Complex,
Three Arms Zone, Abuja – F.C.T.

My Lord,

PETITION AGAINST HON. JUSTICE MUAZU A. PINDIGA, ACTING CHIEF JUDGE OF THE GOMBE STATE HIGH COURT FOR FALSIFICATION OF AGE, GROSS JUDICIAL MISCONDUCT, DERILICTION OF DUTY AND BREACH OF SECTION 294 (1) OF THE 1999 CONSTITUTION OF THE FEDERAL REPUBLIC OF NIGERIA (AS AMENDED).

We write to your Lordship in respect of the above captioned matter as it has become pertinent to do so in order to uphold the rule of law and bring judicial officers to account.

BREACH OF SECTION 291 (2) OF THE CONSTITUTION:
1. My lord, by the clear provision of Section 291(2) of the 1999 Constitution of the Federal Republic of Nigeria (as amended), a judicial officer appointed to any other court other than the Supreme Court and Court of Appeal shall cease to hold office when he attains the age of sixty-five (65) years. Also, the retirement age of a judicial officer shall be determined by the age submitted by him upon entering the Judicial Service of the State or the Federation as the case may be.

2. My lord, the records submitted by Hon. Pindiga ought to have given his statutory three months’ notice of retirement on 1 – 9 -2021 (1st September, 2021).

3. However, in a un-scrupulous and desperate bid to stay longer in office, and to defraud the Government of un-deserved salaries and allowances and other attendant benefits, Justice Muazu A. Pindiga has declared a different date of birth as 1 – 4 – 1957 (1st April, 1957) in another Statutory Declaration of Age which, though stated on the face of the affidavit to have been sworn in 2013, was only recently submitted by him to the Secretary of the NJC. This new and questionable declaration, was meant to extend his stay in office and retirement date to 1 – 4 – 2022 (1st April, 2022).

4. My lord, the existence of two different dates of birth, that is, 1 – 1 – 1957 (1st January, 1957) and 1 – 4 – 1957 (1st April, 1957). of Hon. Justice Muazu A. Pindiga on record and on oath constitutes a prima facie indictment on his honesty and integrity as a judicial officer, especially, as one ACTING as CHIEF JUDGE, the highest judicial officer in the service of the Gombe State Judiciary. Notwithstanding the above, since the authentic age for determining retirement for judicial officers is the age declared at the time of appointment, Justice Muazu A. Pindiga is in breach of the law having failed to give the 3 (three) month statutory notice of retirement as well falsification of his age to extend his tenure as a judicial officer in the Gombe State High Court.

VIOLATION OF SECTION 294 (1) OF THE CONSTITUTION:

5. My lord, we are also aware, and as borne out by the records, that Hon. Justice Muazu A. Pindiga, the Acting Chief Judge of Gombe State has continued to violate Section 294 (1) of the 1999 Constitution of the Federal Republic of Nigeria as amended, as seen in the case of THE STATE VS. JAURO JIBIR OLOLO AND 3 ORS with CHARGE No. GM/40C/2014 in which case he has failed to deliver judgement within 90 days provided by the law after adoption of final written addresses of Parties involved in the case. since the adoption of final addresses by the parties on the 25th of May, 2019.

6. My Lord, for the purpose of emphasis the provisions of Section 294 (1) clearly provides as follows:

“Every court established under this Constitution shall deliver its decision in writing not later than ninety days after the conclusion of evidence and final addresses and furnish all parties to the cause or matter determined with duly authenticated copies of the decision within seven days of the delivery thereof”.

7. My Lord, in the instant case, it was well over two years since parties concluded their evidence, adopted their final written addresses and the matter was first adjourned for judgment to the 25th May, 2019. Thereafter, judgment was not delivered and consequently, the respective Counsel in the case had to re-adopt their addresses three times.

8. My Lord, the Accused Persons – Defendants – went to the Justice Pindiga’s Court on several occasions for almost 17 times in respect to the judgment in the matter, but have been turned down each time, with an instruction from the Hon. Judge’s Registrar that they would be called upon whenever the judgement was ready.

9. My Lord, what is more worrisome is the fact that this matter has lingered before the said Justice Pindiga’s Court for a period spanning over 7 years since the Accused Persons were arraigned and two years since Parties adopted their final written addresses.

10. It is disheartening to note that such gross judicial misconduct and breach of section 291 (1) of the Constitution continued for over two years by Justice Pindiga, the Acting Chief Judge of Gombe State, until recently when the Accused Persons threatened to complain to the National Judicial Council (NJC) that Justice Pindiga hurriedly fixed a date and delivered a 3 pages judgment on the 5th August, 2021 whereby he discharged and acquitted all the Accused Persons. The said judgment was a Greek to the Accused Persons to appeal to them not to complain to the NJC for disciplinary action against Justice Pindiga.

11. It is therefore needless to claim that Justice Pindiga has already delivered judgment in the matter, what is in contention in this case is whether or not the said judgment was given outside the 90 days provided by the Constitution.

12. This situation has brought untold hardship on the accused persons who have had to walk round with a cloud of uncertainty hanging over their heads, as they continue to have the label of criminals undergoing trial hanging over their heads because of the Hon. Justice Muazu Pindiga’s failure and neglect to live up to his constitutional responsibility to uphold the rule of law and the constitution by ensuring that judgement is delivered within the statutory period of 90 days after parties must have adopted their final addresses.

13. Our inquiries revealed that the said Justice Pindiga was neither away or on leave for the period of two years within which he grossly neglected to deliver judgement, instead he carelessly chose to abuse judicial procedures by making parties re-adopt their final addresses three times, yet still, neglected to deliver judgment. This dereliction of duty is a great cause for concern, as it shows a total lack of respect for the constitution, the rule of law, the parties and our administration of criminal justice system.

14. The respective Counsel that handled the matter, Mr Haruna Yelma (08063263167) and Mr Ibrahim Musa Izge (08061552995) who stood for the State and the Accused Persons respectively are all alive to attest to these facts

15. The Statutory Declaration of Age or birth certificate on the National Judicial Council’s Nominal Roll of Judicial Officers in the High Court of Gombe State; National Judicial Council’s Data on Judicial Officers 30 – 6 – 2004 (30th June, 2004); National Judicial Council’s Survey on Facilities Form dated 30 – 8 – 2006 (30th August, 2006); and the Compendium of Judicial Officers in Nigeria by the National Judicial Institute (NJI) Abuja on page 444 which was published in 2011 are all hereby attached to this letter.

CONCLUSION
My Lord, the crux of this petition is aimed at ensuring that the integrity of the judiciary, rule of law and our constitution is upheld at all times. We therefore urge Your Lordship to use your good office to protect and uphold the 1999 Constitution of the Federal Republic of Nigeria, Code of Conduct for Judicial Officers. We believe that decisive steps should be taken against erring judicial officers in accordance with the law where found wanting and complacent.
My Lord, accept the assurances of our esteemed regards as we anticipate your prompt and decisive action.

Yours Faithfully,

Hussaini Tukur Musa

President Bio Launches Le10 billion National Sports Development Fund In Sierra Leone

0

By Joseph Edegbo :

President Julius Maada Bio has launched the National Sports Development Fund with a token contribution of Le10 billion, calling on citizens to support the national project.

Minister of Sports, Ibrahim Nyelenkeh, said the launch of the Fund by President Julius Maada Bio was the first of its kind in the country, adding that it would go a long way to bring lasting development to all sporting disciplines in the country.

“The start of the Sierra Leone Premier League in 2018 saw significant progress made by the New Direction government. It created about 20,000 jobs for young people across the country and we see the country being recognised on the international stage. Thank you very much President Bio for supporting this project,” he concluded.

Executive Director of National Sports Authority, Dr Kenneth Brima, said the launch of the account for the Fund would ultimately provide a solid foundation for young talents across a range of sporting disciplines to compete and become superb role models. He added that sport was a key aspect of Sierra Leone’s links with other nations and that it could be a bridge across national, cultural, ethnic, language and political divides.

“Your Excellency Sir, we are happy to inform you that significant efforts have been made to develop rules and regulations to effectively manage and administer sporting activities in the schools, colleges, universities and polytechnic.

“Sport brings communities together and when our athletes are on the world stage it brings our nation together and gives us pride. This was clearly demonstrated when Sierra Leone qualified for the Africa Nations Cup 2022 Tournament, to be held in Cameroon,” he concluded.

Speaking shortly before the launch of the Fund Account, President Julius Maada Bio recalled that then as flagbearer for the Sierra Leone People’s Party, SLPP, they made deliberate and intentional commitments in their Manifesto and as a government they had also reiterated those in the Medium-Term National Development Plan.

“It is because we believed then and still believe that sports is a great enabler of sustainable national development. Sports creates jobs and supports entrepreneurship. It supports gender equality and inclusion for persons with disabilities. So, we have reorganised sports in this country and made the necessary legal, policy, and institutional changes to transform sports in this country. We believe we can achieve even more,” he said.

He noted that as a government, therefore, they were establishing the Fund with a very clear view to supporting the overall objectives and activities of the National Sports Authority, which were to support sports development, technical and coaching development, sports infrastructure development, and overall funding of sports competitions.

“The Sports Fund Management Committee will be an autonomous body that will make decisions on how funds are used transparently to support sports development and sports activities. There is a need for equal access to quality recreational services, and accessible sports facilities in schools and communities. There is a need for sports to be fully embedded in our human capital development priorities as a nation. It offers additional opportunities for career development that would otherwise not have existed.

“With great pride and optimism, I, therefore, formally launch the National Sports Fund Account for Sierra Leone with a token contribution of Ten Billion Leones,” he said.

Nigeria: APC Leader Wants Mentorship, Financial Support For Women In Politics

0

By Justina Auta:

The National Caretaker Committee of the All Progressive Congress (APC) Women Representative, Mrs Stella Okotete has advocated mentorship and financial support to improve women’s participation in politics.

Okotete, who is also the Executive Director, Business Development of the Nigerian Export-Import Bank (NEXIM) made the call when members of the 100 Women Lobby Group (WLG) paid her an advocacy visit in Abuja on Tuesday.

According to her, older politicians, particularly women should mentor and groom the younger ones in politics to enable them participate actively, improve gender inclusiveness and address challenges affecting women and girls.

“What you do will either create a new pathway for other women or stop other women from attaining to such heights.

“That is why we need that leadership mentoring and networking,’’ she said.

She also stressed on the need for professional women to be involved in politics to change the narrative by redefining what women in politics need to do to succeed and contribute towards national development.

“We need to change the narrative of what politics is because there is already a social dimension, a public perception of what women in politics do.

“Changing the narrative is the biggest task we need to address and if we do not do it, we will have more women running away from politics.

“Ensure that you are bringing experience, your intellect to the fore and not something else. We also need women to support other women’’, she added.

The leader also encouraged younger women to delve into politics and give in their best by bringing up new ideas and expertise that will aide in developing the nation.

On the issue of insecurity and political thuggery, Ototete stressed the need for women to instil values in their children and caution them against being used to cause chaos or harm to the society.

“As women we need to lay emphasis especially with the level of thuggery and insecurity in the country’’, she said.

She added that she would work with the document on “Improving Electoral Integrity and Accountability in Nigeria Project’’ submitted by the group to ensure its implementation to improve women’s participation in politics.

Earlier, Irene Ugba, a Gender Activist and member of the WLG said that the visit was to rally support for the implementation of the project aimed at unraveling critical issues that hinder women’s political participation and decision making in Nigeria.

Ugba said that the project would focus on electoral integrity and accountability, aimed at institutionalising the anti-corruption and accountability discourse to reflect women’s issues and voices.

She revealed that a study was conducted as part of the project to explore and understand the perspectives of Nigerian women in relation to gender issues that affect their participation in politics and key leadership positions.

“We hope that the findings of this study will form a firm foundation for an evidence based approach to improving women’s political participation, the 2030 Sustainable Development Goal 5, and agenda 2063’’, she said.

In her vote of thanks, Anne Ikpeme, also a Gender Activist and lawyer expressed appreciation to Okotete, stressing that support to women will aide accountability within political parties and inclusion of youths for transparent governance and leadership. (NAN) (www.nannew.ng)

Elijah: A Fist And A Rainstorm

Gabriel Agbo

  By Gabriel Agbo

“Finally the seventh time, his servant told him, ‘I saw a little cloud about the size of a hand rising from the sea… ” 1 Kings 18:44

That your small vision is about to explode and flourish! Divine projects will always start like a little cloud, but will end up a rainstorm! When God wants to do any great thing, it always starts small and if you are not careful, you will be tempted to ignore, despise or even trample it. But we have long been warned not to despise the days of the little beginnings. In fact, Jesus summed it up by telling us about the mustard seed phenomenon in the kingdom, though it is currently the smallest, but it will definitely grow into greatness, tall above others. And not just the growth, it will also serve as a shelter for so many. Now, I have a mandate to tell you that that project in your hands will grow beyond your wildest imagination. Yes, you’re starting small, but look at it growing rapidly and overtaking others! Why are you despising this little beginning? Has God done anything big that did not start small? When he wanted to flood the earth with people, he started with just one man – Adam. When he decided to bless the whole world, he called out an Abraham. When he planned to save the whole of mankind, he sent in a little baby that was born in a manger to an unknown carpenter. When it was expedient to save his bruised people from the merciless Egyptian taskmasters, he also sent a new baby born to another unknown family; who was later abandoned to hope on the Nile (the river that is known for some of the most dangerous reptiles and crocodiles). He later became a frustrated fugitive and cattle rarer in a foreign land. But when it was time, the vision spoke and Moses accomplished the dramatic, commando deliverance of the Jews, and also became the greatest prophet ever-lived. The only one that spoke with God face to face.

Today, God is telling you that that project in your hands will grow mightily. You are in for a divine surprise. Yes, it is starting just as a thought, a dream, a sketch, but it will grow and overtake others. This prophecy is for you and that is why you’re coming in contact with it today. As long as you believe what you are reading now, these words must surely come to pass in your life. Now, look at our main text at the beginning. When God was to release (restore) rain to Israel after a three and a half year drought, it came through the same principle. The drought came because of Israel’s disobedience. They left the true God – God of Abraham, Isaac and Israel and were worshiping idols. Now, after Elijah defeated the false prophets at that decisive battle at Mount Carmel, he immediately announced to King Ahab, “Get thee up, eat and drink: for I hear a sound of abundance of rain.” My God! Even when the rain was yet to come, the man of God was already hearing the sound of the heavy rainstorm in the spirit. And this is because the Almighty had spoken to him. What are you hearing in the spirit now? Do you know that the spirit controls the physical? Now, immediately after the declaration, Elijah climbed the top of the mountain, hid his face between his knees and began to pray down the rain. You cannot birth the will of God in your life, in your family, in your business, in your relationship, in your nation without prayer. Prayer is the master key. True!

As he prayed, he sent out his servant to see if the rain was coming and the guy saw nothing. But at the seventh time, the servant reported that he saw a little cloud like a man’s hand rising from the sea and Elijah shouted, “That is it!” The rain immediately followed in torrents. It was a great storm! Out of this small beginning, there is going to be a mighty rainstorm! The word of God does not fail. As I write, I’m already hearing this sound of the abundance of that rain coming your way. The release and restoration will be sudden, great, complete and unprecedented. A heavy rainstorm! Share this with others. And remember your last minute, ‘eleventh hour’ breakthrough is on the way. It is not yet over. God bless!
