We ‘ll Keep Doing Our Best– President Buhari .. Eulogizes Zulum

President Muhammadu Buhari Thursday in Maiduguri, Borno State, said his administration will keep giving its best for the development of the country until May, 2023, reiterating that he will handover as stipulated by the Constitution.

The President spoke after the commissioning of Oriental Energies Resource Ltd Hanger, Muhammadu Indimi Distance Learning Centre and an International Conference Centre donated to the University of Maiduguri by business mogul, Alhaji Muhammadu Indimi.

President Buhari also commissioned the Tijjani Bolori Memorial Secondary School and the first fly-over in Borno State, Custom Roundabout (3.5km) with a stretch of 10 km Gamboru Ngala Road constructed by the state government.

The President said, “ I know I swore by the Constitution, and I will leave in 17 months. I pray that the person that will take over from us will also follow the targets of securing the country and building the economy.

“Without securing the country, you cannot grow the economy.”

President Buhari said Nigerians should appraise the performance of the administration based on what the situation was on security, economy and corruption before he came in, and where it is now.

“We have a great country,” he said, “and we thank God for giving us so much resources. But we need to develop our resources.”

The President noted that development would be more sustainable by empowering the people.

On security in the North West, he said it was sad that the people who lived together, sharing same culture and outlook for a long time would start stealing, kidnapping and killing one another.

The President said the military will come down hard on the North West to stabilise the situation, having procured more hardwares.

“I am highly impressed with what I have seen at this state of the art Centre for Distance Learning and Auditorium sited here, the University of Maiduguri. I am told that this international conference hall has 1,300 seats. The high quality standard of this edifice is major contribution by Alhaji Muhammadu Indimi. This intervention will benefit not only students from Borno and the North East but also students from all parts of Nigeria.

“For the Oriental Energy Resources Hangar which I commissioned, it will welcome and offer support services to aircraft and pilots involved with Humanitarian Air Services,” the President noted.

President Buhari also commended Prof. Babagana Zulum, Governor of Borno, for the work he had done in two years, noting that he was in the state earlier in June to commission developmental projects.

In his remarks, Governor Zulum appreciated the President for honoring the state, adding that Alhaji Indimi’s contributions to the development of the state showed he loved his people.

“Words cannot convey our gratitude for the statesmanship, “ he said.

Governor Zulum said the state had recognised the contributions of Alhaji Indimi by renaming the Damboa Road after him, now Alhajji Muhammadu Indimi Road.

In his remarks, Alhaji Indimi said he was motivated to build the Distance Learning Centre and the International Conference Centre to encourage education in the state.

“I believe the centre will help in delivering training and skills as well as encourage those who will be taking lessons from remote places,” he said.

Vice Chancellor of the University, Prof Aliyu Shugaba, thanked President Buhari for honoring the invitation anf Alhaji Indimi for the contribution.

Buhari’s Christmas Bonus For The Police

They were born just like any other person. They have fathers, mothers, uncles, aunts, wives, children, just like the next man or woman. They pound their beats, in thunder, lightning or rain. The sun beats them till their eyes almost pop out of the sockets. But we accord them no respect, we esteem them as men of sorrow, acquainted with grief. They are policemen, and must be treated like something the cat dragged in, article of no commercial value.

During the EndSARS protests of October 2020, see what happened to our cops: 39 were killed, with one roasted and eaten, 210 injured, their stations and barracks worth N11.6 billion were burnt, along with 198 police vehicles, 9 Armoured Personnel Cars. Also razed were Police Communication Equipment worth N5.8 billion, and 422 exhibit vehicles valued at N5.5 billion.

The police were the main reason the protests took place in the first instance, but then, do you first annihilate an institution that needs reforms? They had their excesses, but is decapitation the cure for headache?

President Muhammadu Buhari in the wake of the EndSARS protests promised to reform the police, including looking into their welfare and enhancing their status. It is now promise made, and promise kept, as the Federal Executive Council unfolded a new deal for the police. It is like a Christmas bonus, which came at the end of the year.

Following the promise of the President in 2020, probe panels were instituted by states to look into the excesses of the police, and recommend sanctions and compensations where necessary, while a stakeholders committee was also set up to look into the welfare of the police.

See the parlous conditions of members of an institution we gave arms and ammunition to, and we asked to protect us.

At least 1,898 personnel were not paid outstanding insurance benefits for the period of 2013 to 2020.

Death benefits were not paid to families of 5,472 personnel, who died on active duty between 2013 and 2021.

Financial claims amounted to N1,128, 174, 150.00 in respect of the 1,898 uninsured personnel.

Death benefits amounted to N13,127,197,269.48, while burial expenses amounted to N1,234,520.000.00, for personnel who died between 2012 and 2021.

A working group set up at the instance of President Buhari, came up with recommendations, which have now been approved by the Federal Executive Council. They include:

The release of over one billion, one hundred and twenty-eight million for the payment of outstanding benefits to 1,898 personnel for the period 2013 to 2020.

The release of over 13 billion for the payment of outstanding death benefits.

Tax waiver in the sum of over N18 billion per annum for all junior personnel in order to increase their take-home emoluments.

Increase of rent subsidy from 15-20% to 40% of the Consolidated Police Salary Structure (CONPOSS).

Payment of additional 6% shift duty allowance.

Payment of 20% of COMPOSS as peculiar allowance to boost morale and take-home pay of the police.

All these, and more, are to take effect from the 2022 appropriation act, thus improving the welfare of our police personnel.

Will it automatically translate to better behavior, and elimination of bribery and corruption? Not by the waving of a wand. But it would signpost the beginning of caring for the police. The journey of a thousand miles begins with one step.

History will record President Buhari as the man who began to take practical steps in repositioning the welfare of the police. They would no longer be regarded as scum, and would earn respect from a society that loves to look down on them. I tell you, this President cares.

Zambian President To Paramilitary Officers: Protect Life, Property And Be Friendly

Zambian President, Hakainde Hichilema has urged 1, 297 Paramilitary officers who underwent a training at Sondela in Kafue, Lusaka Thursday to protect life and property of the citizens.

He told the graduands that time for citizens to be running away from officers is long gone.

“We want law and order in our country because without this, no meaningful development would be attained. It is a known fact that there is direct connection between security and economic development. As we intend to run a 24 hour economy, security must be strong. Working together with our security wings, this will soon be a reality.

“We are so grateful to the family members who came to witness the ceremony and their show of love towards us as we greeted them, reminded us of the need to walk the talk and run this country to their satisfaction.

“For us, it is service to you, our people and not self service.

“Once more, congratulations to the newly recruited officers.

National Leader of the ruling All Progressives Congress, Asiwaju Ahmed Bola Tinubu has felicitated with christians in Kaduna State, Northwest Nigeria, as they join their counterpart in the world over to mark this year’s Christmas.

Nigeria: El-Rufai Signs 2022 Kaduna Budget To Advance Public Welfare, Human Capital

Kaduna State Governor, Nasir El-Rufai has signed the state’s 2022 Budget, assuring residents of the state that the N278.58bn budget will be faithfully implemented to advance public welfare and develop human capital and infrastructure. The signed budget allocates N184.53bn to capital expenditure and N94.05bn to recurrent, a ratio of 66:37%.

With N89.67bn, the Social Subsector has 49% of the capital budget, the largest sectoral allocation. Capital allocations in the social sub-sector are Education (N41.66bn), Health (N28.63bn) and Social Development (N19.37bn). Capital budget allocation for public works and infrastructure is N28.94bn, and N8.79bn for housing and urban development.

The signing ceremony, held in the Council Chambers of Sir Kashim Ibrahim House, was attended by the Speaker of the Kaduna State House of Assembly, Hon. Yusuf Zailani and principal officers of the legislature, commissioners and other aides of the governor.

Speaking at the event, the Governor stated he is very pleased that for the seventh consecutive year, Kaduna State is signing its appropriation bill into law well ahead of the first day of January. He explained that this alignment of the fiscal year and the calendar year, which has ensured that budget implementation can commence by 1st January of each year. He attributed this consistent trend to the active collaboration between the House of Assembly and the executive for the benefit of the people of Kaduna State .

Malam El-Rufai described the budget as the budget of the people, a budget of sustainable growth. He commended the Kaduna State House of Assembly for its thorough work on the draft budget estimates, disclosing that the House of Assembly increased the budget size from the N233bn proposed by the executive to N278.58bn to accommodate more project requests.

He expressed his personal gratitude to the Speaker and the entire membership of the House of Assembly, across party lines, for the very cooperative and collaborative manner they have worked with the executive in the last six and a half years.

House Speaker Hon. Yusuf Zailani explained that the legislature is fully aligned with the focus of the government to on human capital development and infrastructure.

COVID-19 Vaccine: South Africa Approves J&J Booster Shot For Adults

The South African Health Products Authority (SAHPRA) has approved the Johnson & Johnson (J&J) booster shot to be taken at least two months after the original dose for adults over the age of 18.

In addition, the local drug watchdog has also authorised the heterologous booster, also known as mix-and-match jabs, for those who had the Pfizer jab at least after six months after the second dose.

“The dosing interval for the heterologous booster dose is the same as that authorised for a booster dose of the vaccine used for primary vaccination,” said SAHPRA.

SAHPRA initially registered the J&J vaccine with conditions on 30 March 2021, in terms of section 15 of the Medicines and Related Substance Act (Act 101 of 1965).

On 10 December 2021, SAHPRA received an application to amend the dosing schedule for the J&J vaccine, allowing for a second dose at least two months after primary vaccination, and the use of heterologous booster immunisation following completion of primary vaccination with an approved mRNA COVID-19 vaccine.

“SAHPRA reviewed the safety and efficacy data provided, and has subsequently approved the COVID-19 vaccines Janssen second dose/booster dose,” SAHPRA said.

This comes after SAHPRA approved the administering of the third dose of the Pfizer COVID-19 vaccine for adults and children with a weak immune system.

This means all adults in South Africa are now eligible for an additional shot six months after the second dose, and it may be given at any point after that time.

The Health Department’s Deputy Director-General, Dr Nicholas Crisp, told media earlier this month that the first qualifiers for the booster shot will be eligible on 28 December.

“That is a couple of days before New Year’s, so we do not envisage introducing a major new programme on New Year’s Day or thereabout.

“So, from January, once the Ministerial Advisory Committee on Vaccines (VMAC) has aligned with this approval, we will get the recommendation and plan the appropriate rollout of boosters at that time,” he said.

According to the department’s data, since the start of the Sisonke programme, 230 488 second doses of the J&J vaccines have been distributed to healthcare workers who took part in the original study.

Nigeria: PLSG Prioritizes Critical Projects For Completion Within Tenure

The Plateau State Government has vowed to complete outstanding critical projects being implemented.

To this end, all projects and programmes will be carefully prioritized to ensure that the identified critical ones are completed within the tenure of this Administration.

The assurance is contained in a communique issued at the end of the Plateua State Policy Review Retreat Organised for Commissioners and Heads of MDAs.

The communique directs all MDAs to put all hands on deck to ensure the commitment to create jobs that will take 20,000 youths out of the unemployment market between now and 2022.

” All MDAs to explore other alternative sources of funds for implementing critical projects and programmes. Towards this end, the option of Public Private Partnership and donor funding shall be embraced much more strategically going forward.

” The Retreat resolved to adopt the State Monitoring and Evaluation Policy and Law, which will ensure self-tracking of projects and programmes, resulting in quarterly review sessions going forward.

” The four policy sub-councils to further meet before 31st December 2021 as syndicates to consider all inputs, recommendations and suggestions made at the retreat in order to review all the projects and programmes of MDAs under their respective purviews.

This is aimed at restructuring, rejigging and rescoping them within the time frame left for this administration, and to also come up with practical implementation strategies for delivering same” the communique concludes..
