How Revived ‘Shag Bai’ (Tangale Dog Carnival) Was Celebrated In 2021

Tangale people, mainly youth, came out in large numbers from Sunday 26th – Tuesday 28th December, 2021 – three days at a stretch, to celebrate ‘Shag Bai’ (Dog Carnival), a festival that had almost gone extinct.

The carnival procession with some youths dressed in branded T-shirts, specifically designed for the event, ignited a festive mood which lightened the community.

The procession went through major towns of the Tangale people – a tribe comprising of seven major clans, referred to as ‘Tul Tangul Pelou’, namely, Tangalthong, Kalmai, Banganje, Tanglang, Tal, Todi and Nathe.

Documents extensively written on the Tangale people by various writers including Mr. Ankalai Tiling, Rev. Danjuma Jacob, and Rev Samuila Kure (all Tangale men), among others, show that the people have lived in their present location in Gombe State, northeast Nigeria for over 1,000 years.

Rev Kure, in his book ‘Teach Yourself the Tangale Language’ quoted Ankalai Tiling, saying “the Tangale people got their name from “TANGAL,” a chief of Billiri. Tangal must have organized the clans under his leadership because, as it is customary in Africa, the name of a leader cannot be separated from the land and peoples he governs.”

He also cited Joshua Usman’s Committee Report [on Tangale history], page 6, where it says, “eleven Mai Tangalem Kude ruled the Tangale people before the coming of the Europeans in 1904.”

The emphasis by Rev Kure was to assert that Tangale nation has a long history as a people, and had an organised society, even before the coming of the Europeans.

 

Shag Bai Procession

The ‘Shag Bai’ carnival according to the organisers, had followed a meticulous plan drawn over a period of time, meant to revive the culture of collective celebration, as practiced by Tangale ancestors.

On day-one, participants assembled at the popular Tangale Dog Market, located in Kalmai town, where they conducted activities including cultural dance, special rendition by Tangale singers and paper presentations on the significance of dog in the Tangale culture.

On day-two and day-three, participants assembled at the same Dog Market, from where they marched through designated routes in major Tangale towns, playing Tangale music, as well as dancing to Tangale cultural music at designated spots.

Convener and Chairman of ‘Shag Bai’ Carnival, Jesse Malums, told journalists that the event was meant to project the identity of the Tangale as a people who do many things with dogs.

“Many people think eating dog is a dirty thing and our people face some social stigma. We are trying to tell them that eating dog meat is a positive way of life. There is nothing negative about it, we’re not ashamed of eating it.”

“Shag-bai is not just about celebrating dog meat, but the dog as a whole. So, if you talk about dog meat, our forefathers didn’t have goats before, what they had were dogs.

”If they were celebrating anything, they kill dogs. In fact, in our marriages till today, there is what is called ‘bai yauli’. That is, money paid to buy firewood to cook bai (dog).

Mr. Malums said, the carnival is trying to fill an existing gap between the present generation and the culture.

He cautioned the youths against being Eurocentric, saying, “They must come back to their African culture.”

Also speaking, a passionate elder, Isaac Usman, who participated in the carnival stressed that the event was to tell the world that “this is Tangale land and we are synonymous with eating dog meat. It is our culture.”

According to him, “dogs are slaughtered and used even in the rituals leading to the crowning of a new ‘Mai Tangle’ (Tangale paramount ruler).”

Mr. Usman who said he is in full support of the carnival, warned that no one should distort the history and culture of the Tangale people for whatever reason.

On his part, a participant, Mr. William from Lareka, a sub-clan of Banganje said, “we are happy to tell the world that dog has place in our culture and there is no doubt about that.

“For instance, in my sub-clan, each time we bury our loved one, we do slaughter a dog so that elders and other people can eat, while mourning the dead. It did not start today and it will not end now. It will continue till only God knows when.”

Tangale Youth Endorse ‘Shag Bai’ On Social Media

Many Tangale youth have taken to the social media to endorse the carnival, saying they will be part of it next year.  AFRICA PRIME NEWS pulled some of the comments on Facebook;

Dulyamba Alkeria Bagauda said, “It was a success. It has come to stay. My culture my pride. Shag bai.”

Aki Ishaya Iliya said, “We are getting where they don’t want us to be, Lobai Festival Has come to stay. Thanks to the CPC Chairman and other committee members, please let’s Rock it next year again. My Culture my Identity.”

Tsabta Ponon said, “Tangale nation!! I now believe Tangale land we are going high every day full of youth with focus and determination to make impacts to their people permit me to appreciate the lion Uncle MAI Dukka  a brave son of Tangale land, & his Sec General Dulyamba Alkeria Bagauda  LO BAI festival  Chairman & Sec may God continue to keep u strong to prove to the world that we the youth we can do it to restore back the glory of Tangale Nation (Lo Bai carnival is a goalll) history will never forget 26-28/12/2021 one love keep us together we appreciate all true sons & daughters of Tangale land that participated and contributed on one way to another is not about politics or religion, but about CULTURE.”

Richard Chazzy said, “It should be on record that SHAG BAI has come to stay. Thanks to the TRUE SONS AND DAUGHTERS OF TANGALE for making this day a REALITY.”

Opposition Faced In Organising Carnival

The organisers said they faced opposition in the course of planning, adding that some detractors had discredited the Team Members and disparaged the culture.

The convener of ‘Shag Bai’ told AFRICA PRIME NEWS that “those opposing the carnival had gone as far as reporting us to Department of State Security Services (DSS) and Gombe State Police Command, saying the event would cause security breach in the land.

“I salute the Tangale elders for standing with us through it all. They accompanied us to the Commissioner of Police in Gombe, and explained to him the history and significance of the carnival.

The organisers said they were happy that at the end, they stood firm and surmounted all the challenges, “we also enjoyed peoples support and massive turnout.”

Opposing View on ‘Shag Bai’

In November, Mr. Simon Lamiya, the appointed Chairman, caretaker committee of Tangale Community Development Association (TCDA), by embattled Mai Tangle, Mal. Danladi Maishanu, announced on Gombe Media Corporation (GMC) Radio, that “there is nothing called ‘Shag Bai’ in the History of the Tangale people.”

According to him, the Tangale ancestors only celebrated ‘Yeku’ (a religious festival) and ‘Tagra’ (harvest thanksgiving), but never observed ‘Shag Bai’.

He also said there was no truth in the statement that the Tangale people make any payment related to dog when paying marriage dowries.

Mr. Lamiya who spoke in Hausa, said ‘Shag Bai’, which was meant to create acrimony in Tangale land, and was being organised by a few misguided youths, who should not be taken seriously.

He said, as a leader of the Tangale Socio-Cultural Group, he had not endorsed the carnival, neither was it endorsed by Mai Tangle.

Aside announcing that the event would not hold, Mr. Lamiya apologised to Governor Inuwa Yahaya of Gombe state for the embarrassment the Tangale youth caused him.

 

Leadership Tussle 

The biggest challenge for Mr. Lamiya was the non-recognition of his appointment as TCDA leader, as well as that of his appointee, Mal Maishanu, as Mai Tangle, whom majority of the Tangale people see as stooge of Governor Inuwa Yahaya of Gombe State.

The Tangale people recognise Lt. Col. B. T Sallah (Rtd), as the caretaker Chairman of the TCDA. Sallah was appointed by Registered Trustees of the Association to serve in that capacity, pending election of the body.

Unlike Mr. Lamiya, Mr. Sallah operates from the secretariat of the TCDA, he has convened and held executive committee meetings, congress meetings, as well as other meetings with TCDA Board of Trustees, and Tangale elders.

The Place Of Dog In Tangale Culture

No doubt, many people in Tangale land keep dogs either for surveillance, meat, or as pets.

Because of its significance in the land and culture, a special area in Kalmai town has been carved out and serves as Dog Market. Dogs are slaughtered there and the meat sold to buyers – in the same market, different delicacies are found, which are patronised by dog meat eaters.

In a phone interview with AFRICA PRIME NEWS, a former President of TCDA, Mr. Kastner Elsa Teleh, who also addressed the carnival on day-one said, “it is self-deception for anyone to think they can detach dog from the Tangale culture”.

Mr. Teleh said, prior to the event, the elders had reviewed the proposal and blueprint presented to them by organisers of Shag Bai and they “endorsed it because it is in tandem with the history and culture of the Tangale people.”

The elder said, “we are in full support of Shag Bai, that is why the elders asked me to represent them and make a presentation on the first day of the carnival.”

“Some people are seeing it as something alien to us, but it is part of our identity and it is not alien to us, except to those who are settlers here, and to people who do not know who we are. We cannot say no to it.”

Improve On Safe Road Use Culture Amidst Construction, Rehabilitation — Oyeyemi Tasks Nigerians

As year 2021 ends, the Corps Marshal of the Federal Road Safety Corps (FRSC), Dr Boboye Oyeyemi has urged Nigerians to improve on the safe road use culture in view of of improved road rehabilitation and constructions going on across the country.

This is contained in the new year message to Nigerians by the Corps Marshal of FRSC amidst fears of spread of COVID-19 and its new variant, omicron which are posing health challenges to the nation’s public safety. The Corps Marshal therefore urges members of the public to observe both the traffic rules and regulations as well as the protocols on the dreaded disease put in place to safeguard them as they drive to the new year.

According to a press release signed by the Corps Public Education Officer, Assistant Corps Marshal Bisi Kazeem and made available to the newsmen over the weekend, the Corps Marshal expressed gratitude to God for the grace of protection and guidance given to the nation in the face of the various health, safety and security challenges experienced in the outgoing year. He appealed for sustained consciousness by people to overcome the challenges in the new year.

Kazeem further disclosed that even though the Corps Marshal is pleased with the conduct of most drivers during the recent Christmas celebration which made the rate and fatalities of road traffic crashes manageable, he nevertheless cautions that if such good habits were not sustained in the new year, there could be a resurgence of crash situation which could undermine the gains made from the special patrol. “Every Nigerian must, therefore remain committed to tackling the challenges which road safety and COVID-19 pose to the nation’s health, safely, security and wellbeing by doing what is right at all times,” he stated.

On the most common factors responsible for fatal crashes during the Christmas celebration, the Corps Marshal restated his earlier observations on speeding which has continued to be identified as a critical causative factor, necessitating his directives to the Commanding Officers to force down the rate of speed induced crashes through aggressive enforcement of the laws on speed limiting devices. “The discovery that some Nigerians are still flouting the law on use of speed limiting devices in their vehicles resulting in the upsurge in speed related crashes was unfortunate. But such flagrant disobedience to traffic safety rules would no longer be condoned in the new year as enforcement would be total and unwavering,” he warned.

Oyeyemi commended all the stakeholders that joined the road safety campaigns during the festive periods to make the roads safer, adding that road safety remains a shared responsibility which no single organisation can tackle all alone without support and collaboration of relevant stakeholders. He particularly expressed gratitude to President Muhammadu Buhari, GCFR for rendering all necessary moral and logistics support for the success of the campaigns in the outgoing year which has to global recognition of Nigeria’s efforts in the campaign for safer road environment.

The FRSC Corps Marshal also called on all Nigerians to embrace the ongoing safety campaigns to make it an all round success for quick socioeconomic development of the nation. He also reminded Nigerians that it’s only the living that can celebrate, stressing that speeding must be contained by all means, despite its thrilling effects.

Nigeria: UNICEF Commends Jigawa for Signing Child Protection Bill Into Law

United Nations Children Fund (UNICEF) on Thursday praised the government of Jigawa State for signing into law the Child Protection Bill, describing it as a big leap for children’s rights in Nigeria.

“This is a great achievement for children in Jigawa and we congratulate the Governor of Jigawa for signing into law the Child Protection Bill,” Deputy Country Representative of UNICEF, Rushnan Murtaza, quoted saying in a statement.

UNICEF said children in Jigawa State continue to face numerous challenges including lack of access to formal education, adequate primary healthcare, good nutrition and protection from violence – especially girls and the situation becomes worse for children in street situation.

“I also want to encourage the different arms of government in Jigawa and other states with child rights legislation to demonstrate their commitment to full implementation by taking ownership of the issue and ensuring children are safe and protected across the state.”

“The domestication of the Child Protection Bill in Jigawa State will help safeguard the rights of children, including ensuring parents, caregivers and authorities across the spectrum fulfil their obligation to protect children, and prioritize access to health and education – especially for the girl-child – amongst several other demands that will enable children grow and thrive on an equal footing,” said Rushnan Murtaza.

Governor Muhammad Badaru Abubakar of Jigawa State signed the bill into law on 22 December 2021, 18 years after the Federal Government of Nigeria enacted the Child Rights Act 2003.

Commenting on the development, Attorney-General of Jigawa State, Dr. Musa Adamu Aliyu, said “the bill has been passed at a critical time when there is a rise in sexual abuse of children, child labour and child trafficking – all of which make children unsafe and subject them to trauma that can have lifelong impact.”

Jigawa is the 29th state to domesticate the Act into a state law, with eight remaining in the country, namely; Adamawa, Borno, Bauchi, Gombe, Kebbi, Yobe, Kano and Zamfara States.

As the year 2021 comes to an end in few hours, the Corps Marshal of the Federal Road Safety Corps (FRSC), Dr Boboye Olayemi Oyeyemi has restated the commitment of his management to the campaign to make the nation’s highways safer, urging the staff to remain focused on improved service delivery in justifying the national confidence reposed in the Corps.

The Corps Marshal stated this in his New Year message in which he expressed gratitude to God for the successes recorded by the Corps in the outgoing year, pledging to pursue continuous improvement in traffic management and safety administration in the country.

According to a press release signed by the FRSC Spokesperson, Assistant Corps Marshal Bisi Kazeem Friday, the Corps Marshal stated that even though the challenges of 2021 were multifaceted with great risks in which some personnel lost their lives on patrol duties while trying to save others, he enjoined all to remain undeterred in carrying out their statutory obligation of making the road safer for all.

The Corps Marshal, according to the statement further expressed satisfaction with the sacrifices made by the staff in saving several lives that could have been perished to road crashes through the vigilance and commitment they have shown, enjoining them to remain more vigilant in the new year

While appreciating the contributions of government at all levels including corporate organisations, NGOs as well as strategic stakeholders and individuals for the successes recorded by the FRSC in the outgoing year, Oyeyemi admonished staff not to rest on their oars, saying 2022 will come with its own peculiar challenges which they must overcome in the collective determination to create a safer road environment that could be conducive for social and economic activities.

“You must remain determined to be victorious in all facets of road traffic management and adhere strictly to the processes and procedures enunciated by the Corps to make the organization outstanding in its delivery of road safety to Nigerians” the Corps Marshal stated.

Bisi further disclosed that the FRSC intends to focus on three main goals of crash and fatality reduction, stakeholders partnership and improved data management in 2022 in line with the ongoing global campaign against the menace of road traffic crashes which the United Nations General Assembly is championing. “For the Corps to achieve these strategic goals, all Nigerians must join hands in projecting Nigeria as a nation that’s road safety friendly and has values for human lives,” he further stated.

On the ongoing campaign against the spread of COVID-19 and the new variant omicron, the Corps Marshal assured the nation that as the lead agency for road traffic management and safety administration in the country, the FRSC will remain at the vanguard of the campaign, conscious of its interactions with members of the public who travel from one place to the otter through road transportation system. He therefore urges every personnel of the Corps to always observe all the health protocols and ensure that travelers observe same to reduce incidences of infection through person to person transmission while traveling.

Nigeria: PLSG Halts Chieftaincy Title By Non-existent Emirate

The Plateau State Government has directed the Chairman of Bassa Local Government and the Chairman of the Traditional Council in the Area to immediately halt the purported installation of one Alh. Maiwada Ya’u Mohammed (CEO Jengre Petroleum Company Ltd.) as Danmalikin Pengana by a non-existent “Emir of Pengana”.

The Government frowns at the purported installation scheduled for 2nd January 2022 as contained in invitation cards and posters carrying misleading information about a non-existing “Pengana Emirate” .

A statement by the Commissioner for Local Government and Chieftaincy Affairs, Sylvanus Tapgun said the move is a clear display of arrogance and an attempt to inflame passions and cause a breakdown of law and order.

“The Government also views the planned installation of the said beneficiary by this non-existing Emirate as an attempt to disrupt the peace of Bassa Local Government Area and the entire State by using Chieftancy matters which people hold dear to their hearts.

“Government therefore warns those involved in this planned installation by this non-existing entity to desist forthwith as law enforcement agencies have been put on red alert and directed to immediately arrest anyone who contravenes the directive.

” It further mandates traditional rulers and Local Government Chairmen across the State to be proactive and nip in the bud any similar attempt by unscrupulous groups and individuals to disrupt public peace and security through mischief that uses the traditional Institution which is considered a sacred one.

“Government further warns that it will not hesitate to come down hard on any traditional ruler who is found to be negligent or supporting such clandestine activities openly or secretly.
“It also urges the public to ignore the said event as there is no such thing as “Emirate of Pengana” in Plateau State.

“For the avoidance of doubt, the paramount ruler of Pengana Chiefdom in Bassa LGA recognised by Government is the “Ogomo Pengana” HRH. Esau Mamman Shayang (JP) who was installed in 2016, the statement concludes.

Nigeria’s Infrastructure Development Is Key to Socio – Economic Advancement — Says Mu’azu Sambo

The newly appointed Minister of State for Works and Housing, Mr. Mu’azu Jaji Sambo has said that the socio- economic growth of any nation, depends largely on infrastructure development

Sambo who made the assertion Wednesday while addressing management and staff of the Ministry led by the Permanent Secretary, Babangida Hussain on assumption of office, said Nigeria could not be exceptional.

Sambo said, “Mr. President is a blessing to this country. I keep saying that the skeptics will not realize this until His Excellency is gone; but some of us who know that socio-economic development is tied to massive infrastructure development know that President Muhammadu Buhari has chosen the right course.”

The Minister cited China and Dubai as examples of nations that have developed rapidly due to their Infrastructural development. “I will be fulfilled if within the time I am going to be here I am able to help Mr. President leave some legacies behind in infrastructure development across the country. ”

The Minister expressed appreciation for the warm reception accorded him by the management and staff of the Ministry.

He expressed his readiness to work assiduously and harmoniously with the Minister of Works and Housing , Mr. Babatunde Raji Fashola who he described as a man of high intellect, competence and passion for development.
“I assure you that I am a team player. I will work and cooperate as much as possible with Mr Babatunde Raji Fashola SAN whom I have known from Lagos as a man of high intellect, competence, a man with a passion for development. I am ready to support him in achieving the agenda of President Muhammadu Buhari.”

Earlier, the Permanent Secretary Federal Minsitry of Works and Housing, Babangida Hussaini in his address of welcome, congratulated the Minister of State on his appointment and pledged unalloyed support and cooperation of the management and staff of the Ministry in the discharge of his responsibilities.

The Permanent Secretary informed the Minster of State that alot had been achieved in terms of Infrastructural development by this administration as a result of the strategic plans mapped out by the Minister of Works and Housing, Babatunde Raji Fashola.

Hussaini assured the Sambo that he would not find it difficult to work with others in the Ministry as everyone is in high spirit to work relentlessly to achieve the mandate set by Mr. President for the Ministry.

Mu’azu Jaji Sambo who was appointed Minister of State for Works and Housing on Friday, was born in Jalingo,Taraba State on the 7th of September, 1959.

He attended Muhammed Nya Primary School from 1967 to 1973. He attended Federal Government College Maiduguri between 1973 and 1978 where he obtained his WASC with grade one – distinction.

Between 1978 and 1982 he attended the School of Basic Studies Ahmadu Bello University Zaria and later obtained a Bachelor of Science Degree in Building with Second Class Upper from the same institution

He had worked with several organisations both in the public and private sectors such as the National Inland Waterways Authority, Nigerian Ports Authority, Nicon Insurance Corporation, Allied Bank of Nigeria and Savannah Bank of Nigeria Plc.

He bagged many awards while in the service of those organisations. These include the Meritorious Service Award on Retirement in 2019, Best Area Office Award from 2017 – 2019, Special commendation for initiating and construction of new Area Office, Lagos in 2014 and Best Area Manager for Revenue Generation, Collection – Port Harcourt in 2010 and Special commendation on successful completion of the construction of Nicon Insurance Corporation Headquarters in Abuja to mention but a few.

He belongs to the following professional bodies, Nigerian Institute of Building, Council of Registered Builders of Nigeria, (MCRBN) and the Nigerian Institute of Management.

 

Attack On PDP Zamfara Congress: No Amount of Machination Will Save APC in 2023 – Says PDP

The Peoples Democratic Party (PDP) has vehemently condemned the violent attack on its Zamfara state Congress in Samaru area of Gusau allegedly carried out by the All Progressives Congress (APC) describing it as a direct assault on democracy and another vicious attempt by the sinking APC to subvert the will of the people as embodied in the PDP and its activities, PDP Spokesman Debo Ologunagba has said

“In a statement the Party says, ” Nigerians were horrified as APC thugs invaded the venue of our congress in Samaru in Gusau, unleashed violence on our members, vandalized materials and vehicles after which they descended on the PDP secretariat, tore the PDP as well as Nigerian flags, all in their bid to orchestrate tension in the state and disrupt our congress.

“Nevertheless, the success of the PDP congress in Zamfara state despite the attacks shows that the PDP is in firm control of the state even with Governor Bello Matawalle’s defection to the APC and that we will never relent in our determination to reclaim our electoral mandate taken to the APC by Governor Matawalle and other feeble-minded deserters.

“For those who took benefit of PDP structure to attain power in Zamfara state, only to turn around to inflict violence on the same structure; they have only demonstrated the absence of moral and character in the guise of politics. History will judge their level of inconsistency, betrayal and low-grade moral.

“APC has been in panic mode over the sustained formidability and penetrating popularity of the PDP in Zamfara state and sought every means including violence, threats and coercion to stop our congress; a scheme that was firmly resisted by our Party and the people of the state.

“APC’s pitiable failure to stop the PDP Zamfara congress is a bitter foretaste of the inevitable crushing defeat that awaits Governor Matawalle and his fizzling APC at all levels in the 2023 elections.

“Our Party salutes the courage and resolve of the Deputy Governor of Zamfara state, Mahdi Aliyu Mohammed Gusau, other leaders, critical stakeholders and all members of the PDP in the state for resisting the machinations of the APC and ensuring the successful conduct of our state congress.

Fed Min Of Finance Stinks?: SERAP Writes Buhari, Seeks Probe Of ‘Missing N3.1bn

Socio-Economic Rights and Accountability Project (SERAP) has urged President Muhammadu Buhari to “use his good offices to direct the Attorney General of the Federation and Minister of Justice Mr Abubakar Malami, SAN, and appropriate anti-corruption agencies to investigate allegations that over N3bn of public funds are missing, mismanaged or diverted from the Federal Ministry of Finance.”

The organization said the allegations are documented in the 2018 and 2019 annual audited reports by the Auditor-General of the Federation.

SERAP said: “Anyone suspected to be responsible should face prosecution as appropriate, if there is sufficient admissible evidence, and any missing public funds should be fully recovered.”

In the letter dated 24 December 2021, and signed by SERAP deputy director Kolawole Oluwadare, the organisation said: “The reports suggest a grave violation of the public trust. As trustee of public funds, the Ministry of Finance ought to ensure strict compliance with transparency and accountability rules and regulations.”

According to SERAP, “as a key agency of government, the Ministry has a sacred duty to ensure transparency and accountability in the spending of the country’s resources. This implies providing strong leadership in the efforts to curb public sector corruption.”

“This leadership is important for the Ministry to enjoy the public trust and confidence essential for its effectiveness and impact.”

SERAP said: “The allegations that N3,143,718,976.47 of public funds are missing will also clearly amount to a fundamental breach of national anticorruption laws and the country’s international anticorruption obligations including under the UN Convention against Corruption to which Nigeria is a state party.”

The letter, read in part: “Investigating and prosecuting the allegations, and recovering any missing public funds would improve the chances of success of your government’s oft-repeated commitment to fight corruption and end the impunity of perpetrators. It will also serve the public interest.”

“According to the report of the Auditor-General for 2018, the Ministry of Finance spent N24,708,090.00 on pre-retirement training but without any document. The consultant hired also failed to quote any price as cost of the training but the Ministry paid N5,670,060.00 to the consultant. Request for payment from the consultant was dated 20 January 2017 while the first payment voucher in his favour was dated 13 January 2017 (7 days before his request).”

“The Ministry also reportedly failed to account for N2,885,772,493.27 released to the Ministry from the Service Wide Vote to take care of estacodes and other allowances for representing the Federal Government in meetings, and contribution to Organization for Petroleum Exporting Countries (OPEC).”

“The money was spent without approval, and any documents. The Auditor-General is concerned that the money may have been mismanaged.”

“The Ministry also reportedly awarded a contract on 17th May 2017 for N98,540,500.00 without any document, contrary to the Public Procurement Act. The project was not also budgeted for. There was no evidence of performance of the contract. The Ministry also deducted N9,354,809.52 as WHT and VAT but without any evidence of remittance. The Auditor-General wants the money recovered.”

“The Ministry also reportedly spent N98,759,299.20 between January–December 2017 without any document, contrary to Financial Regulation 601.”

“According to the 2019 report of the Auditor-General, the Ministry paid N20,466,744.00 as cash advances to staff of ‘You-Win’ between 8 February and 18 December, 2018 but the Ministry has failed to retire the money.”

“The advances were granted for the purchase of store items, repairs and other services that would have been made through the award of contract. Government lost N2,046,674.40 which would have accrued as taxes had these jobs been undertaken through award of contracts. The Auditor-General wants the money recovered.”

“The Ministry also reportedly paid N15,471,850.00 to two consultants for capacity building in Kano and Adamawa States but without any supporting document, contrary to paragraph 603 (1) of the Financial Regulations. The Auditor-General is concerned that the money may have been diverted, and wants it recovered.”

“SERAP notes that the consequences of corruption are felt by citizens on a daily basis. Corruption exposes them to additional costs, and undermines economic development of the country, trapping the majority of Nigerians in poverty and depriving them of employment opportunities.”

“We would be grateful if the recommended measures are taken within 14 days of the receipt and/or publication of this letter. If we have not heard from you by then, SERAP shall take all appropriate legal actions to compel your government to comply with our request in the public interest.”

The letter was copied to Mr Malami; Professor Bolaji Owasanoye, Chairman Independent Corrupt Practices and Other Related Offences Commission (ICPC); Mr Abdulrasheed Bawa, Chairman, Economic and Financial Crimes Commission (EFCC); Mrs Zainab Ahmed, Minister of Finance, Budget and National Planning; and chairmen of the Public Accounts Committees of the National Assembly.
