Nigerian Air Force Reviews Training Curricular To Meet Emerging Security Challenges — CAS

The Chief of Air Staff (CAS), Air Marshal Oladayo Amao says the need to review the curriculum of its training institutions and facilities has
become expedient.
This is to make personnel of the Nigerian Air Force (NAF) to be combat ready and operate at optimum level to counter both domestic and foreign threats.

The CAS stated this Tuesday at the winging ceremony of some pilots and operators held recently at Headquarters NAF, Abuja

. According to Air Marshal Amao, the NAF recently reviewed the curricula of the various schools in the Air Force Institute of Technology (AFIT) to meet expected standards, whilst also conducting instructional training for the instructors to ensure enhanced performance.

He also revealed that the training curriculum for NAF cadets at the Nigerian Defence Academy has been reviewed and new criteria specified for NAF officers to be eligible for posting to the Academy as instructors.

Also affected, are some selected ground and flying schools where the CAS disclosed that, ‘I have authorized the audit of selected institutions in the NAF, including flying schools, by a team of experienced retired senior officers with a view to upgrading the practices and facilities at the institutions to meet international standards and best practices.’

He went further to state that special arrangements have also been made to upgrade operations training facilities to enhance the operational capacity of NAF operators in anticipation of increased tempo of air operations with the recently acquired platforms, while sustaining capacity building programmes for the NAF Regiment in joint efforts for synergy of air-ground integrated operations with sister Services.

Overall, these efforts, according to the CAS, are geared towards positioning the institutions and facilities as centres of excellence that would produce pilots, engineers, technicians and other specialists that are well equipped to carry out their constitutional roles more effectively and efficiently.

Asssault On Traffic Wardens In Ibadan, Army orders Investigation, Arrests One Soldier

Following the viral video of an assault on two traffic wardens by men on military uniform suspected to be soldiers, the Headquarters Nigerian Army ordered immediate investigation to identify and arrest the culprits.

Army Spokesman, Brig. Gen Onyema Nwachukwu disclosed this in a statement.

Preliminary investigation, according to the statement, has shown that the unfortunate incident took place on Friday, 7 January, 2022 at Adeoye Road by Ring Road, Ibadan.

“The investigation is also already yielding results as one of assailants, a Lance Corporal of the Nigerian Army has been taken into custody. Efforts are being made in collaboration with the Oyo State Command of the Nigerian Police Force to identify, locate and arrest the remaining culprits.

“Even as investigation is still ongoing, the Nigerian Army wishes to dissociate itself from the very reprehensible conduct of the individuals seen in that video. The vicious attack on fellow security personnel or any unarmed citizens in the manner seen in the video is not consistent with the ethos and professionalism of the Nigerian Army and therefore stands condemned in very strong terms.

“At the end of investigation, anyone found culpable in the sordid incident will be made to face the full wrath of the disciplinary provisions of the Nigerian Army” the statement concludes.

Radio Lagos, Brazil To Collaborate On Exchy Programmes, Training

Radio Lagos/Eko FM and the Consulate of Brazil are set to collaborate on cultural exchange programmes and scholarship training opportunities for members of staff.

This was revealed during a courtesy visit by the management of the Radio Lagos/Eko FM to the Consul-General, Consulate of Brazil, Lagos, Ambassador Francisco Luz.

During the visit, the General Manager, Radio Lagos/Eko FM, Mr. Jide Lawal, expressed the desire to establish a working relationship with the Consulate because Brazil has a rich cultural heritage similar to that of Lagos.

He noted that the country is also well known for its colourful carnivals, samba football and huge population, stating the need for both entities to build an enduring relationship.

Lawal urged the Consul-General to engage Radio Lagos/Eko FM for the effective dissemination of relevant information about the Consulate’s activities, as well as the traditions and cultural activities of Brazil, for interested members of the public.

Responding, the Consul-General, Consulate of Brazil, Lagos, Ambassador Francisco Luz thanked the delegation for the visit, pledging to collaborate and establish a working relationship with the Station, especially on cultural exchange programmes and scholarship opportunities.

He stated that the year 2022 is a special year for Brazil as it celebrates its Bicentenary Independence anniversary on September 7 and holds its General Elections in October 2022.

The Consul-General stated that the Yoruba Language is an elective subject in Universities in Brazil while many training schools are available for journalists, just as he revealed that bilateral trade between Nigeria and Brazil is also growing despite the COVID-19 pandemic.

The Ambassador gave an assurance that the Consulate would patronise Radio Lagos/Eko FM platforms to disseminate news and programmes on its upcoming activities such as the Aje Festival, the 200th Independence Anniversary and its General Elections coming up later in the year.

Nigeria: Lagos Sensitises Traders on Environment Laws, Others

The Special Adviser to the Governor on Central Business Districts (CBD), Mr. Gbenga Olanrewaju Oyerinde, has embarked on public advocacy and sensitisation of traders, residents, visitors and business owners on street trading, illegal parking, dumping of waste on streets and drainages as well as non-compliance with all the safety guidelines put in place by the Lagos State Government to flatten the curve of COVID-19 pandemic.

During the event, Oyerinde spoke on the agenda of the government to ensure that stakeholders operating within the business districts align with policies put in place to aid the development of Central Business Districts in Y2022.

He said the commencement of the enlightenment programme at the beginning of the new year was to remind operators within the district of the rules and regulations, especially as business activities gradually pick up after the yuletide holidays.

In his words: “We noted that as the new year begins for business, there is a need to continually enlighten traders and visitors on safety issues, traffic and environmental laws infringement. Most traders are beginning to lose consciousness of the need to observe health guidelines instituted to curb the spread of COVID-19”.

“We have re-strategised, refocused and have printed enlightenment materials to educate visitors and traders within the Lagos Island and Ikeja CBD axis to ensure that everyone coming to the business districts for either business or visiting are sensitised on the need to keep the business district safe and clean at all times”, the Special Adviser noted.

While urging Lagosians to be safety conscious as they visit the business districts, Oyerinde said that the CBD enforcement unit and other government agencies are ready to ensure that safety, traffic, environmental and other security challenges associated with the high influx of shoppers and traders into the Island are well managed.

He, therefore, implored street traders using the walkways and kerbs to display their goods as well as motorists parking on bridges to desist from the illegal practice as the State will continue to impound vehicles and goods parked or displayed on walkways and kerbs.

Nigeria: Lalong Receives Karl Kumm University Council, To Intervene Take Off Challenges

Plateau State Governor Simon Bako Lalong has directed the Commissioner for Higher Education and the Head of Service to immediately engage all stakeholders in resolving the misunderstanding that led to the suspension of the licence of Karl Kumm University (KKU) Vom Plateau State, owned by the Church of Christ in Nations (COCIN).

Governor Lalong was speaking when the Pro-Chancellor and Chairman of Council of the University led members of the Council on a courtesy visit to Government House, Rayfield Jos.

Lalong expressed displeasure on how the new University which got operational license in 2021 could not take off due to misunderstanding with the host community over the appointment of the Registrar in line with an MOU signed with them.

He said the issue must be resolved quickly as the University which had been in incubation for over 18 years was finally given the green light to operate having fulfilled the conditions of the NUC, only to have this joy truncated.

The Governor said the State Government has restrained itself from meddling in the affairs of the private Institution with the hope that things will be sorted out quickly, but would now have to be involved based on the request of the Council and the fact that the entire State stands to loose if the University does not take off.

He said “Plateau State is known as a hub for education and we are proud of COCIN for the contribution of its educational institutions which have produced great minds in Nigeria. However, this development at the KKU does not speak well for the State and must be addressed immediately. Just last week I visited Mr. President and appealed to him to sign the Bill passed by the National Assembly to upgrade Federal College of Education Pankshin to a University of Education. While we are looking for more Universities, we have to show that we are ready to be good hosts”.

Pro-Chancellor of KKU Prof. Ochapa Onazi informed the Governor that the unfortunate incident has robbed the University of one year since the approval of its licence, explaining that the matter in question was very clear and easy to resolve as the Management of the Institution acted on truth and justice.

He said the decision not to appoint the Registrar candidate which did not go down well with the host community, is not in bad faith but in keeping with the laid down procedures of ensuring that all staff engaged meet the requirements set by the NUC.

He said “We have explained to the host community that we could not have gone ahead to appoint a candidate with deficiencies and create further problems for the new institution. We have also explained to the community the fact that there are other appointments of principal officers for the University yet to be done which we hope will consider their interest based on the MOU. However, the youths have refused to bulge despite all entreaties from us and the plea by the Dagwom Rwei, the traditional ruler of the area”.

Prof. Ochapa Onazi explained that the University prefers to embrace dialogue rather than confrontation which is why despite acts of provocation, it has maintained a peaceful posture.

Vice Chancellor of the University Prof. Nanven Audu Gambo said the intervention of the Governor will go a long way in ensuring that the University takes off immediately to avoid further waste of time and resources.

He recalled that throughout the construction of the University, the youths of the host community including the supervising architects were involved to ensure that they benefit from the institution.

The University also recieved assurances for the completion of the University Library being carried out by the Plateau State Government.

 

Aftermath Of PMB’s New Year Interview ; By Abba Dukawa

It is no longer news that President Muhammadu Buhari had an exclusive interview with Channels and NTA Televisions and spoke on  several critical issues bedeviling the nation, including insecurity, economy, politics, Chinese loans secured by the administration as well as poor power supply, and his decline to sign the Electoral Act Amendment Bill.

Those who listened to the interview were not expected to hear something new that was not head before either from Mr President himself or the appointees in the administration.

The electorate never thought Baba would head a government bedeviled with boggling poor economic policies, poverty and insecurity challenges with endless things which are discrediting the administration’s goodwill and the nation at large.

There is mixed anticipation to more than 100 million Nigerians that are living in abject poverty.

Year 2021 was one of the hardest years for millions of Nigerians  because of the Inflation, economic dwindling, and insecurity, as well as other sectors witnessing serious turmoil.
But still Nigerians are hoping for Allah’s blessing despite losing much confidence.

Asked about the administration poor economic performance with burden of foreign loans , the President said the administration took those (loans) where necessary as the government welcome, anybody that is prepared to come and help  infrastructure to do the roads, the rail, and power.

Economists experts express worries over the country rising debt profile.  In July, the National Assembly had approved  President’s request to borrow $8.3 billion and €490 million loans contained in the initial 2018-2020 borrowing plan.

In the latter  president said the loan request is an addendum to the 2018-2020 borrowing plan and that the new borrowing is to meet “emerging needs” for some “critical projects.  In mid-September, the administration sought another  approval of the Senate to borrow $4 billion  and €710 million loan from bilateral and multilateral organisations to fund the deficit in the 2021 budget.

In 2021 over N3.3trn goes  to Debt Servicing and also N3.9 trillion will be spent on debt servicing for 2022 budget. In spite of debt  burden to the coming generation but over N15t fresh loans is being considered for 2022-2024.

Barely some days ago,  Central Bank of Nigeria said  Federal Government’s  excessive borrowing from the  Bank  through the Means and Ways Advances window can have adverse effects on the Apex Bank’s monetary policy and subsequently harm domestic prices and exchange rates. This was disclosed in the monetary policy category of the CBN’s Frequently Asked Questions page.

In spite Nigeria’s public debt has risen  since 1999, and foreign debt has grown three times more than the combined figure recorded by the past three administrations of Mr. Obasenjo, Late Umar Yar’adua and Jonathan. Nigerians already condemned perpetually with the twin problem of heavy budget deficits and weak balance of payments position. the total public debt stock which includes the external and domestic debts of the federal and state governments and the Federal Capital Territory.

The federal government’s share of the public debt jumped from N3.55 trillion in 1999 to N26.91 trillion in March 2021. This means the nation’s debt stock has risen by over 650 per cent in 21 years. DMO said. There is need for the Government   to align cost of governance with economic realities because the country is poor but keep borrowing to fund programmes. Ideally  government should take loans only for projects that have the ability to pay themselves back. If a project is not generating cash flow, it shouldn’t be taken.

Asked about suffering and pains Nigerians go through to feed themselves and their families under his administration.  In his usual  responds President said  I’m absolutely aware of it “but like I said, look at the vast population of Nigerians, only 2.5 percent of the land  are being cultivated.

How the People would embrace farming to solve the country’s myriads of economic challenges. Did  the administration expects People back to farm   at the mercy of armed gangs that roaming  towns and villages at their  will, wreaking havoc. The  rising cost of living   taking its toll on families, to be fair, I  have came to terms with reality that commodities sellers are the monsters behind all the hardship people are going through.

Price hike on daily basis is a clear indication that they are the architects of the myriads of problems bedeviling Nigerians. In fact,  the  current  commodities hike are artificial. Poor Nigerians seeing administration of  being insensitive to their  suffering  doing nothing to control the hardship  cause by  heartless hiking of prices of commodities by manufacturers and sellers because government officials do not know where the shoe pinches since they live in comfort zone but the costs of goods are expensive for the common man to afford.

Very unfortunate  in the 21st Century still peoples talking about daily survival  crying of food prices beyond their affordability. Imagining our  neighboring countries citizens have passed the level of hunger and can afford three square  meals per day.

Asked about who he prefers to succeed him in 2023, the president said he had no favourite candidate and isn’t concerned about who emerges his successor at the polls. Here is right being the leader of party because both known and unknown presidential candidates  are his party members but for him to said he is   not interested in who becomes APC  presidential candidate of the ruling All Progressive Congress (APC) and he is as open to the emergence of anyone it is is out of context.

Why did he cast his fear of not asking to give any evidence in any court when leaving office there is something shrouded behind the scene. When the time comes Nigerians will love to hear how the mess up happens and say the record will not set him free from the blame being the president.

The next general election will be like the 2015 elections which will come with high hopes and expectations from the citizenry towards correcting the country’s anomalies.  Voters will love to vote for a leader who is abreast of social, economic, and political challenges facing the country and the candidate must have ready-mades proposals in the form of a manifesto to counter challenges.  2023 election can give Nigerians the opportunity to alter the course that can change their lives. I am sure the 2023 election will be interesting because people will vote for the competition in every position irrespective of a political party or religious affiliation.

The election is going to be like the incumbent administration will try to maintain continuity versus changing the continuity.  The government should take proactive steps to reverse the situation. The government should do everything possible to redeem itself.

Nigeria’s Greatest Polytechnic Administrator Wilfred Awodi ‘Goes Home’

The body of an academic Icon, Dr. Yusufu Wilfred Awodi was committed to mother earth last weekend in his country home, Ogbogodo in Dekina Local Government Area of Kogi State.

Late Dr. Awodi who held the record of the longest serving Rector in the nation’s history, died on 17th of December 2021 in Lokoja of a brief illness.

The funeral ceremony witnessed sea of heads from all walks of life to pay tributes to the greatest polytechnic administrator Nigeria had ever produced.

Late Awodi served as Rector, Benue State Polytechnic, Ugbokolo 1988 — 1991, Rector, Federal Polytechnic Idah 1992 — 2000 and Acting Rector, Federal Polytechnic Oko 2006 –2010.

He headed the powerful Council of Heads of Polytechnics and Monotechnics in Nigeria (COHEADS) from December 1995 — May 2000 in the design and implementation of policies for the Nigerian polytechnic system.

A Chartered Chemist, Late Awodi was a member of several professional bodies in Nigeria and abroad including, the Royal Institute of Chemistry, Manchester Technology Association , Fellow, Institute of Chartered Chemistry of Nigeria among others.

At the ceremony, tributes poured in from rectors, educationists, friends , relatives, old students Associations to an Icon who capped his educational achievements by obtaining his Ph.D from the University of Manchester, Institute of Science and Technology in 1984.

In a tribute to Dr. Awodi, whom he called his excellent leader, mentor and beloved brother, the Rector, Federal Polytechnic Idah, Dr. D.D. Bala said the deceased’s role in his life and the life of many who are doing well today in various sectors of the economy, can never be underestimated .
“You employed me in Benue Polytechnic Ugbokolo in 1980 and also Federal Polytechnic Idah in 1992, through your good mentoring, counseling and guidance, Iam today by the Grace of God, the Rector of the Federal Polytechnic Idah, the position you once occupied from 1992 — 2000”, Bala narrates.

On behalf of the Governing Council, Management, Staff and Students of Federal Polytechnic Oko, the Rector, Engr. Dr. Francisco Nwafulugo said the deceased became the Acting Rector of the Polytechnic at a very critical point in the life of the institution, and brought sweeping reforms, which subsequent Rectors built on.

Hon.Justice J.O. Ogebe JSC rtd, described Late Awodi as an excellent administrator who had headed several Polytechnics both at State and Federal levels without blemish. His death was a great loss to the nation, he said.

The Rector, Kogi State Polytechnic, Dr. Salisu Usman said the Late Awodi’s imprints in making an enviable investments when he served as Rector of Benue State Polytechnic Ugbokolo, Federal Polytechnics Idah and Oko would remain fresh in their memories.

His home community where he was the Grand Patron of the town Union, the Ogbogodo Progressives Union says, “A heart made of gold has stopped beating.. “Even if you are dead you are not genuinely gone as your memories will live on in our hearts and minds because we love you and will never forget about you”.
Continue to intercede for us just as you did while you were with us” says the Union.

A renowned educationist and Amana Attah Igala, Imane, Chief Sylvester Onoja described Late Awodi as his bosom and inseparable friend from Native Authority Primary School, Ofugo in the late fifties.

Chief Onoja stated that the demise of Awodi showed that a portion of the educational library has gone with him.
The Igala race, he emphasized, has lost an unrivaled intellectual giant whose mentorship would have been regularly needed at a time when by their ill- fated educational system was on the stretcher in a state of comma due to age long systemic failure.

According to Chief Onoja, ” He has legacies that would follow mourners from his grave side as we leave him alone in his eternal casket:- legacies of care, love for humanity, unblemished service to fatherland, putting food on people’s table and supply of research works that would advance the course of academic discourse forever”.

A former Minister of the Federal Republic of Nigeria, Prof. Stephen Ocheni said Late Awodi was known and would ever be remembered for his uprightness and resilience, an advocate of truth, hard work and fear of God . Weeping for eternity, Ocheni emphasized, would not convey the depth of his feeling of the irreparable loss.

Pastor Reuben Otajele Musa, a retired Director ( Administration) Federal Civil Service Abuja, said the joy of meeting again at the BOSOM of the Lord one day by the mercies of the Lord has taken away the pains of reality that he’s gone to glory leaving behind family, friends and folks for eternity.
“Also, it is a thing of joy that it has been brought to pass concerning you, by the mercy of God, Omaye mi, that your mortal and corruptible body now dwells in incorruption and immortality. Glory be to God”.
“Sir, brother, daddy, Dr., you and Dr. Iyaji were the only two brothers I had in my educational pursuit. Your encouragement led me to Ochaja Secondary School in 1972, the foundation of my tertiary education.
Career wise, I was able to reach the climax of my Civil Service Career”, he said.

On their part, Prof.& Mrs Moses Etila Shaibu described Late Awodi as an Icon, academic colossus, an astute administrator and a first- class educationist par excellence.
To them, he said, the deceased was a man of many parts of which time and space would no be fair to them to chronicle his impacts in their life in particular and the Society in general.

Other tributes include those from ECWA, Gideon International, United Evangelical Church, Igala Elders Consultative Forum Lokoja, Hon. David Ona Former Benue State Commissioner, Dr.A. Bulama, Engr. Joseph Akagwu, Ageni Yusuf, Kossi Ebunilo of Mass Comm Dept. Fed Poly Oko and JKA Umaru.

The officiating Minister, Rev. Dr. Dauda Ayuba reminded the mourners that whether one likes it or not death must come to separate body from soul.
Dr. Awodi, he emphasized, is dead and that it is philosophical that all persons must also die hence the need to remain pure in heart for salvation.

Aged 73, Dr Awodi, a widower, is survived by four children and ten grand children.

Nigeria: Zulum Signs N269.6bn Budget, Child Protection Act Into Law

Borno State Governor, Babagana Umara Zulum has signed into law, the 2022 budget passed by the State Assembly with a figure of N269.6 billion.
The Governor also signed two laws: Borno State Child Protection Act, and Violence Against Persons Prohibition Act.

The signing took place on Monday at the Council Chamber of the Government House in Maiduguri, and it was attended by the Speaker of the State’s House of Assembly, AbdulKarim Lawan, and Principal Officers of the Assembly.

The Governor expressed appreciation to the House for their continued support, which he said has immensely contributed to the successes recorded by his administration in the last two and half years. He also assured to sustain the cordial relationship throughout his tenure.

The budget was increased by the Assembly from the N267.9B proposed by Governor Zulum in November.

Speaking at the ceremony, the Governor said the Child Protection Act, and Violence Against Persons Prohibition Act he signed were customized to reflect cultures and religious beliefs of the State, without undermining the main objective of the law.

Speaker of Borno State Assembly, Abdulkarim Lawan explained that the slight increase of the budget was to meet needs of the State, which aligns with vision of all branches of Government.

The Governor had on November 30, 2021, proposed a budget of N267.921B, with N172,535B for Capital Expenditure representing 65% of the total budget, and N95,385 billion for Recurrent Expenditure.

On his part, the State’s Attorney General and Commissioner of Justice, Barr. Kaka Shehu Lawan commended the Governor for singing into law the Borno State Child Protection Act, and Violence Against Persons Prohibition Act.

Introducing the event, Commissioner of Home Affairs, Information and Culture, Babakura Abba Jato gave a run down of achievements recorded by the Zulum administration.

.. Tells exco he won’t grant approvals outside budget

In a related development, Governor Zulum has told members of the State’s Executive Council that he will not be entertaining any request that is not captured in the signed 2022 budget.

“I am speaking to the members of the State Executive Council. The Commissioners should note that I will not take it lightly if anyone submits requests for projects and programmes that are not captured in the year 2022 budget. If you send any request to me that is outside the budget, I will outrightly reject such request” Zulum said.
