By Joseph Edegbo :

President Muhammadu Buhari on Thursday visited the Lagos residence of the Head of the Interim National Government during the annulled June 12, 1993 presidential election, the late Chief Ernest Shonekan, to commiserate with the deceased family.

President Buhari was accompanied to the Lugard Avenue, Ikoyi’s residence of the late Shonekan by Lagos State Governor, Mr. Babajide Sanwo-Olu, his Ogun and Yobe State counterparts, Prince Dapo Abiodun and Mai Mala Buni.

President Buhari and his entourage, who arrived at Shonekan’s house around 4:40pm were received by members of the late Shonekan family.

Buhari, who was on a one-day presidential visit to Ogun State to commission some projects by Governor Dapo Abiodun administration, stopped in Lagos on his way to Abuja and spent some time to commiserate with the late Shonekan’s family.

He sympathised with the family over the demise of the former Head of the Interim National Government, who died in Lagos on Tuesday at the age of 85.

Shonekan was at the helm of affairs in Nigeria between August 26 and November 17, 1993 after General Babangida stepped aside as military president.

Governor Sanwo-Olu, in a condolence message issued on Wednesday by his Chief Press Secretary, Mr. Gboyega Akosile, described the late Shonekan, as a renowned technocrat, seasoned administrator and passionate leader who served his country meritoriously as a public servant during his short tenure as Number One Citizen in Nigeria.

He said the late elder statesman did his best for the country in contributing to the growth and development of Nigeria.

The Governor also praised Shonekan’s contribution to the economy of Nigeria as boardroom guru and employer of labour, especially during his tenure as the Chairman and Managing Director of the United Africa Company.

South Africa: NPA Inaugurates Task Force On State Capture Commission

The National Prosecuting Authority (NPA) says it has created a task force which is dedicated to the investigation and prosecution of matters arising from the State Capture Commission and the subsequent release of part one of its report.

The first part of the State Capture Commission’s report dealt extensively with alleged corruption, maladministration, fraud and money laundering at, amongst others, the South African Airways and its subsidiaries, State power utility Eskom and the South African Revenue Service (SARS).

In a joint statement released with the Directorate for Priority Crime Investigation (DPCI) – known as the Hawks – the NPA said the task force’s work is underway to urgently review cases mentioned in the report and those already being followed by the NPA’s Investigating Directorate.

“The task force’s main focus is on progress and impact. It builds on the work already done within the NPA over the past few years, in collaboration with the Zondo Commission and other law enforcement partners.

“The NPA and… DPCI are systematically reviewing the commission’s findings and recommendations, with a view to investigating and building cases for criminal prosecution against those who broke the law, be they from the public or private sectors. This will include, where appropriate, the freezing and forfeiture of the proceeds of crimes,” the statement said.

The two crime busting units said they are “committed to ending impunity” in the country.

“The commission’s reports highlight the extent of suspected criminality flowing from State capture, and the scale and nature of the task at hand to hold those responsible to account. South Africans deserve to see justice being done for heinous crimes that have undermined our country’s development prospects that have disproportionately affected the poor and the vulnerable, and ruined the lives and dreams of many people,” the statement said.

The NPA cautioned that although the commission collected an extensive volume of material, there are differences in what is admissible as evidence in a commission of enquiry and standards set to allow for prosecution, and that criminal investigations will be instituted “so that evidence can be presented in criminal matters, in accordance with the South African law of evidence”.

The NPA said its Investigating Directorate (ID) is in a “proactive” process to respond to the commission’s recommendations in this regard.

“The ID is in the process of on boarding resources from the Zondo Commission, including the transfer of the digital forensic capacity to the NPA, whilst also taking the necessary steps, through National Treasury, to increase its capacity, proportionate to the demands emanating from the commission’s reports.

“Internal coordination within the NPA, as well as external coordination with stakeholders, is being strengthened in order to ensure effective collaboration and coordination in the investigation and prosecution of complex corruption matters, as well as asset recovery,” the NPA said.

According to the statement, the commission’s 500 billion pages of printed text in evidence, investigations and affidavits present a “Herculean task” but one that the prosecuting authority is preparing for.

“The NPA is vigorously exploring options to boost its capacities, capabilities and resources. It will continue to do so with the assistance of relevant departments, including National Treasury, DPSA [Department of Public Service and Administration] and the Solicitor General’s Office, and with the support of the Minister and the DG of Justice.”

For its part, the DPCI said it will “respond accordingly” to issues raised within the State Capture Commission’s report which fall within its ambit.

“A team comprising senior officers from the operational investigation components is identifying cases that may have been reported and currently being investigated by the respective components of the DPCI, prior to the release of the commission’s first report. This will enable the DPCI to take stock of what is already part of the commission’s findings and recommendations, which forms part of its existing investigations, and equally respond to other recommendations as they may fall within its mandate, but not part of the existing investigations,” the statement said.

The prosecutorial and investigative institutions re-committed efforts to bring those who profited from State capture to book.

“We are under no illusions about the enormity of the task at hand, and the challenges that we face; but we give you, the people of South Africa, our commitment, that guided by the evidence and the values enshrined in our Constitution, we will not rest until the rule of law once again lights our way in South Africa.”

South Africa: Information Regulator Notes DBE Decision on Publishing Matric Results

The Information Regulator of South Africa says it has noted the decision of the Department of Basic Education (DBE) to stop the publication of matric results on public platforms ostensibly in compliance with the Protection of Personal Information Act (POPIA).

The Regulator met with the department on Wednesday to discuss its approach in bringing the processing of personal information in the form of matric results in compliance with POPIA and the conditions that must be adhered to in so doing.

Earlier this week the department announced that matric results will no longer be published on public platforms citing the Protection of Personal Information Act.

“It is the view of the Regulator that DBE has a duty to ensure that matriculants receive their results and that all matriculants can access the results in an appropriate manner.

“With regards to POPIA, a responsible party such as the DBE, is empowered to decide how to bring its actions or decisions in compliance with POPIA. In this case, the Regulator will assess any decision regarding the publication of matric results based on the provision of POPIA,” the Regulator said in a statement.

The Regulator said that POPIA makes provision for such eventuality under clear rules for safeguarding of the personal information, which is the cardinal principle.

“These rules include, for example, a requirement for agreement between the department and a dissemination platform prescribing how that platform should process the personal information. Such an agreement should bind the platform on processing personal information in terms of POPIA, with a specific requirement for safeguarding of personal information supplied to the dissemination platform,” the Regulator said.

In instances where personal information related to results is being disseminated, the regulator explained that matriculants must be made aware of the intention to publish their information and their right to object thereof.

“POPIA would also require that the matriculants be advised of such an intention to disseminate the information and be advised of their right to object to such dissemination of information,” the Regulator said.

The Regulator added that once an objection has been made, the department has an obligation to remove the complainant’s personal information before publishing.

“Once a matriculant, or a competent adult acting on their behalf, has objected to dissemination of their information, the department and dissemination platform have an obligation to ensure that such personal information is deleted from the record before it is disseminated,” the Regulator said.

The Department of Agriculture, Land Reform and Rural Development (DALRRD) has announced that it will be suspending the Presidential Employment Stimulus vouchers programme immediately following unhappiness about the programme’s implementation.

The programme – which is in its second phase – is geared at assisting subsistence farmers to buy means of production through vouchers in order to feed themselves and their families.

Women, youth and people with disabilities, as well as child headed households, farmworkers and farm dwellers were earmarked as the programme’s main beneficiaries.

The department explained that it is “reviewing, reengineering and redesigning” the implementation of the programme to make it more efficient.

“It is unfortunate that the department has received endless complaints from the PES [Presidential Employment Stimulus] beneficiaries and the South African community at large, regarding various challenges on the PES implementation. These implementation challenges cannot be left unattended, hence the decision by the department to temporarily halt the current implementation.”

The department said it will be communicating with beneficiaries on the way forward.

“Beneficiaries are further urged to check their cell phones’ messages as sent by the department from time to time. The department had issued production input vouchers in support of subsistence producers, as part of the Presidential Employment Stimulus in South Africa,” the department said.

By Joseph Edegbo :

Borno State Governor, Professor Babagana Umara Zulum has expressed strong concern over the increasing presence of terrorists from the Islamic State West Africa Province (ISWAP) in some parts of the State, and called for urgent security measures to curtail their growth.

Zulum disclosed this on Wednesday, when he received Senate Committee on Army led by Senator Mohammed Ali Ndume at the Council Chamber of the Government House, Maiduguri.

While commending the President Muhammadu Buhari’s administration, the Nigerian Armed Forces and volunteers for major gains recorded in Borno, Zulum nevertheless said he was deeply worried about the increasing presence of the ISWAP in some parts of the State, especially in southern Borno.

“Borno State has started witnessing the gradual return of peace to the State. This will not be possible without the support of the Federal Government. The Service Chiefs are giving us the desired cooperation. Indeed the current Theatre Commander and the GOCs have been giving their cooperation” Zulum said, noting however, that ISWAP was threatening to reverse the successes recorded.

“Honestly speaking, we have to do something about the operations of ISWAP in Borno State, if nothing is done to check them and chase them out, it may be bad not only for people of the North-East, but the entire Nation at large” Zulum warned.

The Governor added that “ISWAP’s fighters are better armed, better equipped, more intelligent and more sophisticated than Boko Haram, and they grow spontaneously. Hence the the need to pursue the ISWAP now” he said.

… Says Boko Haram surrender making impact

Governor Babagana Umara Zulum also spoke about the recent surrender by hundreds of repentant Boko Haram fighters, which he said was already resulting to some stability especially in the areas of agriculture.

He cited that since the surrender of thousands of insurgents, farmers have increased access to farms by 700%, noting that he supports, the continued combination of military warfare, and political approach towards disarmament, deradicalization and safe reintegration.

Earlier, Chairman Senate Committee on Army, Senator Mohammed Ali Ndume said they were at the Government House to commend Governor Zulum for the support he has been rendering to the Army towards restoring peace to the State and nation at large.

“Your Excellency, this is a Senate committee on Nigerian Army, and we are here on oversight, and to thank Your Excellency for the support that you have been giving to the Army, which they themselves (Army) have acknowledged” Ndume said.

The Senate Committee’s delegation included Senator Abba Moro, representing Benue South, and Vice Chairman of the Committee, Senator Hassan Mohammed Gusau, Senator Kola Balogun from Oyo South Senatorial district, and Senator Bulus K. Amos from Gombe South.
Also on the Committee’s visit were Brig. Gen.
