Lagos Acquires 330kmph Intra City Metropolitan Trains For Red Line Rail Project ..To Lift 500,000 Passengers Daily

In line with his administration’s commitment to Traffic Management and Transportation, Lagos State Governor, Mr. Babajide Sanwo-Olu, has acquired two sets of new 10 cars Talgo 330kmph trains for Lagos Red Line rail project.

Governor Sanwo-Olu completed the acquisition deal of the trains at a public event inside the Milwaukee facilities of Spanish train manufacturer Talgo Incorporated in the United States, on Tuesday.

The trains will be heading to Lagos, Nigeria for the Red Line, a 37 km track rail project started by Governor Babajide Sanwo-Olu. The red line will have 11 stations and when completed, it will be the first operational metro system in West Africa.

Speaking at the event, Governor Sanwo-Olu, who was accompanied by the Lagos State Commissioner for Transportation, Dr. Frederic Oladeinde; Special Adviser to the Governor on Works, Engr. Aramide Adeyoye and Managing Director of Lagos Metropolitan Area Transport Authority (LAMATA), Engr. Abimbola Akinajo, said Lagos State Government is excited to complete the purchase of the two brand new trains.

He said they were in Milwaukee to see things for themselves in respect of the purchase of the trains, adding that they have inspected the trains, seen their configuration and are satisfied that they fit into the tracks of the Red line in Lagos.

“A train is not something you can just go on the shelf and pick up. We are very lucky to get brand new trains. We have seen our beautiful white and red trains. Coincidentally, the rail line is called Red Line and you can see they have given us the colour. We are just going to brand it and put up our seal there.

“We hope that this (purchase of the trains) will be the beginning of a mutually beneficial business relationship. Providing source of livelihood for our citizens is all about providing jobs for our people and that is what we are doing. It is about ensuring that we can build our economy; people can move from one location to another and businesses can grow.

“Part of what we have done in the last two and half years is to have what we call Integrated Urban Mass transportation system, where we will be using road infrastructure, waterway infrastructure and rail infrastructure so that we can move over 20 million Lagosians within and around the city,” he said.

The acting Milwaukee Mayor Cavalier Johnson, who received Governor Sanwo-Olu in the city, said: “It is a little bittersweet. I am sending my congratulations to the Governor of Lagos State in Nigeria, but also a little disappointed that we missed out on the opportunity to have those train sets operating here in Milwaukee and in Wisconsin.”

Also speaking the CEO and President, Talgo USA Antonio Perez, said “For us, it is important that our trains are utilised. It doesn’t make any good for the trains that we built to be stored and kept without passengers riding them.”

Governor Sanwo-Olu accompanied by the Lagos State delegation during the visit inspected the interior design of the newly acquired Talgo 330kmph intra-city metropolitan trains.

Since the commencement of his administration on May 29, 2019, Governor Sanwo-Olu has maintained his administration’s commitment to bringing the Red Line project to fruition during the lifetime of his government.

The Governor has specifically promised Lagosians that first phase of the Red Line will begin by the last quarter of 2022 or first quarter of 2023, with a capacity of 500,000 passengers daily

French Ambassador Meets Zulum, to Partner On Agriculture, Education

The French Ambassador to Nigeria, Ambassador Emmanuelle Bultmann said her country plans to partner with Borno State on development of agriculture, education, and the resettlement of IDPs.

Amb. Bultmann announced this on Wednesday when she paid a courtesy visit to Governor Babagana Umara Zulum at the Borno State Liaison office in Abuja.

The Ambassador noted that her country will collaborate with the Government of Borno on Agriculture to boost the means of the livelihoods, particularly for the returning IDPs.

She assured the Governor that the French Government will support Borno’s resettlement plan, stressing living in IDP camps does not give a good life to the displaced persons.

Responding, Governor Zulum expressed appreciation to the Ambassador for all the efforts they have been putting to bring lasting peace in Borno.

On the closure of IDP camps, Zulum said it was in response to the people’s yearning to return to their ancestral homes and pick up the pieces of their lives.

Zulum however pointed out that while the State recognizes and appreciates the works of NGOs and other partners in Borno, the State should take a leading role in determining affairs.

Nigeria: Akwa Ibom Donates Fully Built Base, Patrol Vehicles To Police

Akwa Ibom State Governor, Mr. Udom Emmanuel Wednesday donated a fully built and equipped Police Base at Awa Iman, Onna local government area for the Special Protection Unit of the Nigeria Police Force, Base 27.

He also donated 15 additional patrol vehicles, fully fitted with communication and security gadgets, to the Police.

The facilities were inaugurated by the Inspector General of Police, Alkali Baba Usman, NPM,PSC(+).

 

Nigeria 2023 : Dont Truncate Power Shift To South — Middle Belt Forum Tells Northern Leaders Of Thought

The Middle Belt Forum says any threat against power shift to the South in 2023 is akin to courting frightening dangers to the unity and progress of Nigeria.

The Forum was reacting to the Northern Leaders of Thought’s communique issued at the end of a meeting convened by the Northern Elders Forum in Kaduna.

A statement signed by the Forum’s National President, Dr.Pogu Bitrus observed that after a careful perusal of the communique of what it called “a hurriedly packaged meeting by the NLT, it is evidently clear that there is a grand ploy to truncate power shift to the South by 2023.

“As the umbrella organisation for all ethnic nationalities in the Middle Belt, the MBF is confident that Nigeria is blessed with competent and qualified persons from all sections of the country who can offer altruistic leadership in advancing national development. Since 1999, power shift has not only ensured equity in power-sharing procedure between the North and South; it has also reduced tension amongst Nigeria’s diverse ethnic groups in the struggle for power.

“After a careful perusal of the communique issued at the end of a hurriedly packaged meeting by the NLT, it is evidently clear that there is a grand ploy to truncate power shift to the South by 2023.

“We recall that after our consultative meeting that took place in September 2021 in Akwanga, Nasarawa State, the Forum did not only express its resounding support for power rotation to the South, the MBF also noted that for fairness to hold sway, it was irretrievably necessary for power to return to the South in 2023.

“Our position was hinged on the fact that the power rotation has tremendously assisted in mitigating political tension by creating a platform for power-sharing in the country. As we have always declared in the past, the MBF wishes to restate once again that any threat against power shift to the South in 2023 is akin to courting frightening dangers to the unity and progress of Nigeria.

“We stand for justice and freedom for all. The MBF is completely against the NLT’s opposition to power shift in 2023. Those who met in Kaduna at the weekend must halt further attempts to create political turmoil for our nation.

“Members of the NLT are not political leaders; they are forerunners of some nebulous political forces determined to foist fiery dark clouds over our country’s political skies. To insist that the power-sharing arrangement should be jettisoned now is an open invitation to anarchy that may ultimately lead to the breakup of the country.

“We need to remind Nigerians that the Middle Belt has always insisted that power must shift to the South in 2023. In the event that the South is unable to present a presidential candidate, we have confirmed our readiness to support the emergence of a presidential candidate of the Middle Belt extraction for the 2023 polls. We are in agreement with the Southern socio-cultural groups in the struggle for power shift to the South in 2023.

“Under the President Buhari-led administration, Nigerians are witnessing one of their worst moments. With insecurity ravaging many parts of Nigeria, poor economic policies by the current administration have reduced our nation into the global headquarters of poverty.

“Not only have hundreds of communities in the Middle Belt Region destroyed and completely taken over by foreign invaders, thousands of our people have been massacred in cold blood as deadly herdsmen and other criminals continue to unleash their dreadful reign of terror on defenseless Nigerians.

“The Middle Belt Region is convinced that President Buhari has not demonstrated enough courage and political will to confront these monsters of insecurity. Thus, it is clear that only power shift offers an opportunity to deal with these terror gangs that are alleged to enjoy the support of some rogue Northern politicians yet to be exposed by the government.

“Once again, we call on political parties to disregard the chicanery of these leaders of the so-called North and their opposition to zoning in 2023. Those who gathered in Kaduna last weekend were political jobbers engaged in carrying the commands of their masters that are lurking in the shadows. Therefore, the communique of that meeting should be contemptuously ignored”, the statement concludes.

 

Nigeria: Zulum Visits Water Resources Minister Over Lake Chad, Hawul Basins

Borno State Governor, Engineer Babagana Umara Zulum, on Tuesday visited the Minister of Water Resources, Engineer Suleiman Adamu, at the ministry’s headquarters in Abuja.

During the meeting which lasted for about an hour, Zulum noted that funds could be raised through collaborations with the United Nations regional stabilization facility, other foreign and Nigerian based development partners such as the Northeast Development Commission, as well as contributions from states within the Lake Chad region to start something towards recharging the Lake Chad Basin which was a source of livelihood for about 30 million people before it receded by 90%.

Speaking on Hawul River Basin, Governor Zulum, a professor of Irrigation Engineering, suggested the possible use of distilling and suppressing vacuum techniques to expand the capacity of the basin, promising Borno Government’s support for urgent measures considered by the Federal Government.

“At our own level, we are ever ready to provide the needed political will to thrive these important projects”, Zulum said.

Responding, the Water Resources Minister assured the governor of President Buhari’s commitment to reviving the Lake Chad.

He also promised that the ministry will henceforth shift focus from executing fragmented projects to a strategic and ambitious one that can make massive impact on the lives of people in Borno and rest of the Lake Chad region.

Governor Zulum was accompanied by the State Commissioner of Agriculture and Natural Resources, Engr. Bukar Talba.

Open Letter To President Muhammadu Buhari: Re – Osun State APC Crisis

Your Excellency,

First, I wish to express my deep appreciation for the outstanding leadership you are providing not only for our great country but also for our durable and vibrant party, the All Progressives Congress (APC), in the midst of a multitude of seemingly daunting challenges besetting us on all sides. To say you have more than enough headache to deal with on your us plate is an understatement. We appreciate the enormity of the difficulties and pay homage to your diligence in striving to get the best results for us as a people.

However, Mr. President, in imposing perspectives to the challenges confronting us today, I wish to respectfully draw your attention to the worsening crisis in our party, APC, the ruling party in Osun State, which is my state of origin. For the avoidance of doubt, I am a loyal and dedicated member of the party in my state and that makes me, with all sense of humility, a deeply concerned stakeholder in the affairs of my state.

Considering this established connection, it is incumbent upon me to point out with humility that the unhealthy rivalry playing out today between two leading stakeholders in the state, if not quickly addressed by way of amicable resolution, will have negative impact on the governing APC, and ultimately for the state in the long run.

It is for this reason, Your Excellency, that I passionately appeal for your most urgent and profound intervention – in the interest of our party and for the continued development of Osun State – in the very disturbing dispute between the immediate past governor, His Excellency, Rauf Aregbesola, now Minister of Interior, and his successor, His Excellency, Governor Gboyega Oyetola. These two distinguished and highly respected sons and leaders of our party in Osun State have been squabbling for some time now. Now, Your Excellency, is the time to step in and bring lasting peace as the pre-eminent leader of the party and father of the nation.

Your urgent intervention is imperative, Mr. President, in view of the Osun State gubernatorial election scheduled for July 16, 2022. Time is not on our side, sir. The crisis in the ruling APC in Osun State manifested in two leaders who are more like brothers but now at daggers drawn, is clearly in the best interest of the opposition party. Remember, Mr. President, that Osun State is naturally a progressive state, like its counterparts in the southwest zone. But the state is unique in the sense that it is the only state in the zone won by the defunct Action Congress of Nigeria (ACN) in the 2011 presidential election. Incidentally, the ACN turned out to be a highly valued forebear of the APC, and significantly, its candidate in that sweet victory in Osun was none other than the beloved Mallam Nuhu Ribadu, who is today an eminent and hugely treasured member of our party.

To that extent sir, we cannot afford to toy with such a state whose people so much cherish progressive politics that they cannot contemplate embracing retrograde conservatives in government. That the opposition is already warming up to exploit the disunity in our party to supplant us and install themselves in power in the July election is no longer in doubt. Mr. President, sir, you must not allow this to happen.

If we allow the crisis to fester, the supporters of our leaders will turn against each other as they are already doing, and destruction of lives and property will intensify in the state. Fathers are turning against mothers, brothers against brothers, sisters against sisters and friends against friends and no one can predict where the cycle of violence will end. And much worse should it persist, the opposition will take over Osun, and the remarkable achievements of former governor Aregbesola and the consolidation of those achievements by the incumbent governor Oyetola will be reversed in a most disastrous manner and the good people of Osun and our party will be the worse for it.

Mr. President, this is the predictable outcome of not acting now, sir. As our leader and our father, I beg you in the name of Almighty Allah to please act now by calling the two leaders to a table and resolving the quarrel once and for all.

Thankfully, neither Aregbesola nor Oyetola has said he is leaving the party. So, that makes the task of reconciliation a warm possibility.

I thank you immensely, sir, for all you have done so far to change our country, Nigeria, for the better. I look forward to your earnest intervention in the Osun APC crisis.

Nigeria Sets Up Audience Measurement Team To Attract Investment in Broadcast, Advert Industries

Nigeria has inaugurated a 15-member committee under the chairmanship of Mr. Tolu Ogunkoya, to oversee scientific audience measurement system. This is geared towards attracting increased investment and revenue in the broadcast and advert industries.

Inaugurating the Panel, Minister of Information and Culture, Lai Mohammed, said the absence of such a measurement system has resulted in under-development in the industries and stunted their growth.

”We are committed to delivering an empirical audience measure system that will catalyze investment in broadcast and advertising industries, ensure the success of the DSO project as well as fire the imagination and boost the morale of creatives.

”We are undaunted by the enormity of the challenges we face in this regard, because we have a bunch of committed, patriotic and hardworking men and women to tackle the challenges headlong,” the Minister said.

He said the inauguration is the culmination of a series of events that included the setting up of the Task Team on Audience Measurement and the selection of First Media and Entertainment Integrated (Nigeria) Limited, a marketing research company based in Lagos, to deliver audience measurement services in Nigeria.

”Nigeria’s broadcast advertising market is punching far below its weight, especially when the country’s population is taken into account. Despite having a population more than three times that of South Africa, Nigeria’s television advertising market revenue in 2016 was US$309 million, compared to that of South Africa, which was US$1.3 billion. Nigeria’s broadcast advertising market is also third in Africa, behind that of South Africa and Kenya.

”The immediate challenge before us, therefore, is to bring the under-performing Nigeria TV and radio advertising market to what it should be – which is two or three times what it is now. If we do that, it could result in additional US$400 million revenue or more in the industry in the next three years,” he said

The Minister said a scientific audience measurement system is also critical to the success of the DSO, adding: ”The existing model will never allow Nigeria’s Creative Industry to reach its full potential. It stunts the quality of the content that can be created and also limits the capacity of television platforms to invest in dynamic contents that consumers will be attracted to.”

He charged the Task Force to Identify best practice audience measurement system that will support the sustainable growth of the Nigerian Creative and Entertainment Industry; supervise the established framework for supporting the sustainability of the audience measurement system, independent of the Federal Government; and recommend a payment and disbursement framework among the key stakeholders in the industry, that is; Broadcasting Organizations of Nigeria (BON), Media Independent Practitioners Association of Nigeria (MIPAN) and Advertisers Association of Nigeria (ADVAN).

Alhaji Mohammed also challenged the Task Force to urgently grow the Nigerian television advertisement market to two or three times its current size.

Responding, the Task Force Chairman, Mr. Ogunkoya, promised that his panel would take the charge by the Minister very seriously, adding: ”If we get this right, we would have done the industry and the nation proud.”

Other members of the Task Force are Mr. Femi Adelusi, Mr. Steve Babaeko, Mrs. Bunmi Adeniba, Mrs Jibe Ologe, Mr. Yinka Oduniyi, Mr Guy Murray Bruce, Ms Kadaria Ahmed, Mrs. Pauline Ehusani, Mrs.Ijedi Iyoha, Alhaji Garba Bello Kankarofi, Mrs. Sa’a Ibrahim, Mr. Mahmoud Ali-Balogun, Mr. Obi Asika and Mr. Joe Mutah (Secretary).

South African Transport Department to Appeal AARTO Ruling

The Department of Transport will appeal a Pretoria High Court ruling that last week declared the Administrative Adjudication of Road Traffic Offence (AARTO) Act, unconstitutional and invalid.

This was on Tuesday revealed by Transport Minister Fikile Mbalula during the release of the 2021 festive season road fatality statistics.

The Act, he said, was “the final piece of the puzzle in the implementation of a new road traffic management system”.

The Minister said the Department remained resolute and persevered through challenges.

He said it was also important to appreciate that the festive season campaign was not implemented in a vacuum, but is “firmly located within a broader safety campaign, 365 Days Action Agenda”.

He said: “This is anchored on policy framework that is rooted in law and reinforced by a social pact with the motoring public and organs of civil society to change behaviour on our roads.

“Our arsenal of interventions aimed at delivering a reduction of 25% of fatalities on our roads includes policy and legislative interventions.”

He said maintaining national norms and standards was “necessary to ensure effective performance by municipalities of their executive authority”.

The Minister said this was equally true of maintaining economic unity of the republic and arrest the negative impact of road fatalities and crashes on the economy.

He said there was no better illustration of the need to maintain economic unity of the Republic than the reality that the long-term liabilities of the Road Accident Fund were now government’s largest contingent liability.

The Department anticipates that claims against the RAF would increase to R518.7 billion in the 2023/2024 financial year.

He said a fragmented system that fails to recognise the importance of a system grounded on national norms and standards in order to maximise its effectiveness would only result in chaos and serve as a perverse incentive for unlawful behaviour.

“This principle is evident in all our laws that regulate road traffic matter in the country, with the primary legislation regulating road traffic being the National Road Traffic Act of 1996,” he said.

This law, he said, was further bolstered by the Road Traffic Management Act of 1998, which establishes an institutional arrangement that recognises the executive authority of Provinces and municipalities.

The Administrative Adjudication of Road Traffic Offence provides an adjudication system for infringements of the rules of the road determined by the National Road Traffic Act.

He added that the importance of AARTO in driving behaviour change of motorists and providing disincentives for unbecoming conduct could be overemphasised.

He added that as the Department continued to use legislative instruments to strengthen the road traffic regulatory framework, Parliament was considering the proposed amendments to the National Road Traffic Act, to reduce the permissible alcohol limit for motorists.

“We believe this is an important element in our efforts to arrest the scourge of fatalities on our roads,” he said.
