Resettlement: Zulum, Yahaya Attend as Buhari Inaugurates Presidential Committee on Northeast’s Refugees, IDPs

Borno State Governor, Babagana Umara Zulum, alongside his colleague, the Governor of Gombe, Inuwa Yahaya, were in attendance on Wednesday, when President Muhammadu Buhari inaugurated a Presidential Committee on the Repatriation, Return and Resettlement of refugees and Internally Displaced Persons (IDPs) in the North-East of Nigeria.

Presidential spokesman, Femi Adesina, said in a statement that during the inauguration, Buhari commended Governor Babagana Umara Zulum for his unparalleled commitment to his people and exemplary leadership. He also spoke highly of Governor Yahaya.

Buhari, the statement added, gave assurance that the North East will, in the coming months, witness a change from the protracted insurgency to peace and development in their respective communities.

The President attributed recent gains being recorded by the military in tackling the 13-year conflict and insurgency in the region and will not relent in efforts towards a return to peace and normalcy.

Adesina quoted Buhari as saying, ”At the advent of this administration in 2015, I pledged to Nigerians that I will restore peace in the North East and return it to the path of development and growth. I remain committed to this promise.

”To the people of the North-East, particularly the children and future of the North-East, we will never forget that your courage, sacrifice and endurance has been exemplary.

”I pledge to you that in the coming months you will begin to witness a shift away from a protracted insurgency to peace building, stabilization and ultimate development in your respective communities as we embark on a revised approach to addressing this conflict and return to normalcy.”

The President’s spokesman also announced that committee has been tasked to develop a concise three-year action plan by the end of March 2022 that incorporates national and state level plans, providing a clear pathway for the restoration of peace and development in the North East.

The Committee, he said, will also develop and implement a phased plan for the repatriation, return, resettlement of IDPs and restoration of livelihoods, incorporating global best practices that give dignity to the affected populations.

According to the President, they will also be responsible for the development and implementation of a coordinated peace building and reconciliation programme that is culturally appropriate and community driven.

The Committee is also saddled with the responsibility of strengthening collaboration with key donors, development partners and private sector organisations that are critical to the mobilisation of resources and implementation of programmes.

Members of the Committee comprise Ministers of Finance, Budget and National Planning; Attorney General of the Federation and Minister of Justice; Humanitarian Affairs, Disaster Management and Social Development; Interior;  Foreign Affairs and Defence; the National Security Adviser, Inspector- General of Police, Chief of Defence Staff, Director General, State Security, Director-General, National Intelligence Agency, Managing Director, North-East Development Commission, Federal Commissioner, National Commission for Refugees, Migrants & Internally Displaced Persons, Director-General, National Emergency Management Agency and Chief of Defence Intelligence, Mr Adesina noted in the statement.

Nigeria: Neglected Tropical Diseases Still In Existence In Kano – Official

Kano State Government has confirmed the spread of five neglected tropical diseases out of the 20 that are said to be prevalent across the country.
The state recorded the outbreak of river blindness in 18 local government areas; Lymphatic Filariasis and Bilharzia in 44 local government areas, Trachoma in 10 and soil-transmitted Helminthic across the state, in addition to 236 detected leprosy cases.
State Commissioner for Health, Dr Aminu Tsanyawa, made this known while briefing newsmen in Kano to commemorate the 2022 world Leprosy and Neglected Tropical Diseases Day.
The Commissioner, who was represented by the Ministry’s Permanent Secretary explained that the event is set aside to raise awareness that leprosy and other NTDs still exists and pose threat to public health which in turn affects physical, mental and the economic lives of its victims, as well as to end stigmatization and discrimination of persons affected.
While calling on residents to go to the nearest health facilities for early diagnosis and treatment of the diseases, the commissioner noted that, treatment and contact tracing were ongoing in an attempt to stem the increasing spread of the diseases across the state.
The Federal Ministry of Health had recently revealed that Nigeria was endemic to 15 out of the 20 NTDs listed by the World Health Organisation, and called for urgent intervention to mitigate the dangers associated with the diseases.

Israel to Rollout Advanced Laser Technology to Intercept Missiles, Rockets

Israeli Prime Minister Naftali Bennett said Tuesday that Israel will roll out a laser system to act as a wall of defense against rockets, missiles, and other threats.

“In about a year, the IDF will launch a laser interception system. At first experimentally and later it will become operational. First in the south and then elsewhere. This will allow us, in the medium to long term, to surround Israel with a laser wall that protects us from missiles, rockets, UAVs, and other threats. In fact, it will take away the strongest card the enemy has against us,” Bennett said while speaking at the Institute for National Security Studies (INSS) conference.

Israeli Defense officials previously predicted that such technology wouldn’t be operational until 2025.  Bennett’s announcement significantly speeds up the system’s development.

The premier suggested that the laser technology could one day replace Israel’s Iron Dome missile defense system, which the country relies on heavily to intercept rockets launched by terror groups in the Gaza Strip.

Bennett said the Iron Dome interceptor costs “tens of thousands of dollars,” but lasers can stop missiles for much less.

“If it is possible to intercept a missile or rocket with just an electric pulse that costs a few dollars, we will have nullified the ring of fire that Iran has set up on our borders,” he said.

Bennett indicated that Israel could export this laser technology.

“This new generation of Israeli air defense could also serve our friends in the region who are also exposed to severe threats from Iran and its proxies. This is another way in which we will create assets, use them and give what we have to the world in order to gain support, create alliances and become even stronger,” he said.

His statement came days after Iranian-backed Houthi rebels in Yemen launched a missile attack against the United Arab Emirates.

Bennett also touched on the nuclear negotiations world powers are currently holding with Iran in Vienna.

“We hope that they conclude without an agreement. But even with an agreement, our assessment is that the Iranians will continue to be Iranians,” he said.

“The Israeli strategy remains the same in the case of an agreement, which in any case only buys a very short amount of time until the sunset clause, or in the event that there is no agreement. In both cases, our campaign continues,” said Bennett.

Your stories about how your life was shaped by your uncle Late Alhaji Mamman Dafami In Dikwa, Gulumba, Bama and also how you garnered trading experience from your brother in-law late Alhaji Mallam Umara Kokari at Maiduguri Central Market in the 1960s

You lived a loving and inspiring life so much that we are always gladdened when we meet those outsiders you used to closely gist with while you were alive; their first-hand information they relate to us whenever we meet are satisfyingly inspiring and consoling.

Of recent I met with a sitting Distinguished Senator of the Federal Republic representing a district in Taraba State, and to my awe when I was introducing myself to him, he quickly asked again “which of the Alkali Habibs? My friend by your look, am sure you are the son of late Alkali Habib who always accommodated our Fulani Brethren whenever they visited University of Maiduguri Teaching Hospital on medical ground.”.

The senator further proved to me that it was our father he was referring to and prayed for his departed soul. He was even telling me that Alkali Habib’s name was a household name at one time in Mambila (Gembu), especially to all the adults that lived from 1955-1965. Alhamdulillah for this glowing testimony.

As Late Dr. Yusuf Maitama Sule (Danmasanin Kano) would describe OBJ as a true Nigerian and Patriot for completing his tenure after 8years as President of Nigeria (1999-2007) having led and left Nigeria INTACT, I am pleased to inform you that as you left us in the early morning of 1st February 2016 INTACT, we are still living in peace, harmony, tranquility and equally INTACT. None of us has allowed his/her selfish judgement to becloud that of the overall interest of the family as you have always preached to us on the significance of peace and unity.

Your virtues, principles, tenets, discipline, guide and wisdom with which you raised us remained unwavering and they always serve as our driving force. Despite the periodic darkness of the world, we use those characteristics as the torchlight that give us light, being strong while feeling weak and hope in our hour of despair.

Indeed what you bequeathed to us in terms of respect for one another, regard for the less privileged, regard for the elderly, loyalty to Teachers (Mallam) and the commoners irrespective of tribe, religion or any other primordial inclination, moral rectitude, seeking for knowledge (Islam and Western), need to be tolerant, patient, courteous, thoughtfulness, self disciplined and independent-minded are key to our individual and collective journey in our dealings with people so far.

In your 35 years of public service, you had had sweet and bitter experiences of life. We can vividly recall how you were transferred out of your locality (Yerwa) to Machina during the Yakubu Gowon Regime in the early 1970s. Since then you have not had the luxury of staying in Yerwa until in 1991 when you were appointed Khadi Sharia Court of Appeal of Borno State by President Ibrahim BADAMASI Babangida GCFR. Prior to that, you served in Gamboru Ngola, Gujba, Buni Yadi (twice), Nguru (twice), Gashua, Askira, Geidam, Damboa and Gwoza.

During his transfer from Gamboru to Gujba in 1979, which was a punitive transfer orchestrated by Justice Kalu Anya (an NPN Chief Judge), relief came the way of our late father when Late Governor of Lagos State Alhaji Kayode Lateef Jakande visited Borno State on a state visit. Governor Mohammed Goni while touring some selected Local Government Areas out of the then 18 LGAs of defunct Borno State, deliberately visited Gujba where our father was the judge Area Court.

In the presence of the then Secretary of Gujba LGA,  (Alhaji Karumi Gujba) and some prominent GNPP politicians such as Alhaji Ibrahim Anas, Alhaji Shettima Ali KIDAJI, Alhaji Hassan Yusuf Damaturu, Alhaji BUKAR Jallaba, Alhaji Shettima Ahmad Mukhtar Liberty, Alhaji Abdulrahman Shugaba Darman (Majority Leader of Borno State House of Assembly) etc, Governor Goni introduced our father and informed his visiting Colleague how and why our father was transferred from a border Town of Gamboru to Gujba.

In those days, Gujba was seen as not only a landlocked town but the most backward in terms of infrastructure and lacking in all the basic needs of livelihood as far as the 18 LGAs of the defunct Borno State were concerned.

Governor Goni emphatically said this to Jakande: “Your Excellency, this judge was transferred based on victimization because of his sympathy to me and my government. I implore you to give him some words of courage and encouragement and assure him we are solidly with him despite his present predicament”.

Governor Jakande while responding, with his right hand on the shoulder of our father, asked if there was a place better than Gujba. The Secretary of the Local Government (Karumi Gujba) responded that there was a town better than Gujba called Buni Yadi but the challenge was that there was no court facility and accommodation for the judge to relocate.

This was Jakande’s response: “ Provide All..”. And that was how the Court facility and the Judge’s accommodation were provided and our father moved from Gujba to Buni Yadi in January 1980 as the first judge to commission both the court and the house and happily, these facilities continued to be utilized by successive judges till today.

For the information and benefits of our younger ones in Borno state and Nigeria, both Lagos Street and Lagos House in Maiduguri were named after Lagos because of the financial support Borno State enjoyed during the tenure of Governor Jakande by Governor Goni (from 1979-1983).

The federal government then was being ruled by NPN and thus Borno State being an opposition, was starved of all the necessary resources that could have helped in revamping the state by Goni.

Notwithstanding however, and within the meager resources generated internally and provided for by the Lagos State Government, Governor Goni performed wizardry as far as infrastructural and human development of Borno state were concerned as history has recorded it so dearly in his favour till his death in 2020.

Meanwhile, i hereby pay special tribute to their Excellencies Governors Lateef Kayode Jakande and Mohammed Goni for their resilience and moral support during the moment of need of our late father.

After you left us, we have sadly experienced some colossal losses in the immediate family as well as in some of the friends of the family whom you closely related with while alive.

Even though the list may be long but within those six years personalities like Professor Yaganami Karta, Alhaji SHETTIMA Ali KIDAJI, Hajja Kori Liman Wupchama, HAJJA FATI FULATA, Yaa Bintu Kawuwa (Konto), Alhaji GARBA SATOMI, Alhaji SHETTIMA Ali Monguno, Justice Kaumi Mohammed Kolo, Alhaji BUKAR Bolori, His Excellency Governor Mohammed Goni (on whose cause you were described as GNPP BORMUSUWA in the aborted second republic and vindictively transferred from Gamboru Ngala to Gujba in 1979), His Excellency Alhaji Lateef Kayode Jakande (former Governor of Lagos state), the Shehu of Bama, HRH Alhaji Kyari Ibn Umar El-Kanemi, the Shehu of Dikwa, HRH Alhaji Muhammad Ibn-Masta El-Kanemi, Alhaji Umara Bolori, Baba Fugu Wanzama, Baba Bakura Gazali, Alhaji Tijjani Bolori, Alhaji Jiddah Rufai, Ambassardor Usman Gaji Galtimari, Ambassador BUNU Sheriff Musa, Ambassardor Hamza Abubakar (Yirima), Hon Khadi Tijjani Yahaya DUKAWA, Justice Muhammad Sadi Mato, Hon Khadi Alkali ALIYU Mandawari, your bosom friend Late Ambassador Zannah Musa Hindi’s son Waziri Galadima Zanna etcetera have been lost to the cold hands of death. Incidentally, all of these men and women I mentioned had, in one way or the other, direct link with our late father.

As we await our time to come, may we die when you are completely pleased with our deeds;  and may Allah grant the gentle souls of all our departed beloved ones Aljannah Firda’us.

Nigeria: Take Entire Kogi As Your Kingdom — Gov Bello Tells Attah Igala

Kogi State Governor, Alhaji Yahaya Bello has enjoined the Attah Igala designate, Prince Matthew Opaluwa Ogwuche Akpa II, to take the whole State as his Kingdom.

The Governor was speaking on Monday when he received in audience, the Royal Father, for the first time at the Lugard House, Lokoja

“You are not just limited to Igala Kingdom, the whole Kogi is your Kingdom.
“I’m expecting nothing from you than putting all the traditional rulers from the East, Central, to the West together.
“Even, by the Grace of God as the President Kogi State Council of Chiefs, you should be able to resolve any crises arising from any remote area, as far Kogi is concerned.
“Today, the Obaro of Kabba accompanying Attah Igala to my office is a demonstration of love we have for each other,” Gov. Bello remarked.

Bello congratulated the Attah over his well deserved ascension to the stool of his fore fathers noting that his ascension was God’s divine devoid of human interference.

According to the governor “It is in my usual character not to interfere in the selection or upgrading of any traditional ruler or stool and that is why my government ensured that fairness, equity and justice prevailed in your selection as Attah Igala

“We had a very wonderful relationship with the late Atttah Igala, Dr. Micheal Idakwo Ameh Oboni and in the quest of finding who would emerge after him; we allowed the will of the people to prevail being conscious that the will of the people is God’s will”

The governor said that such disposition played significant role in the successes recorded in the state in the areas of security, unity and good governance.

He noted that the royal father’s proactive engagement in resolving existing crisis was an indication and sign of an already blessed reign, asserting that such approach was what a traditional ruler should do.

Governor Bello lauded the show of love and cooperation amongst the traditional rulers across the three senatorial districts of the state assuring that his administration will continue to accord their welfare top priority.

The Attah Igala- designate, Prince Mathew Opaluwa Ogwuche Akpa II in his response, thanked the Governor for his support and the fairness exhibited in the process of his selection and pledged his desire to ensure peace and unity of the Igala Kingdom and the state in general throughout his reign.

In his remarks, the Commissioner for Local Government and Chieftaincy Affairs, Barr. Salami Momodu Deedat noted that the hitch free process of the selection of the Attah of Igala was a dividend of a New Direction.

He said that the process was totally free of government interference while due honour and reference was given to the stool and a popular person, accepted by the people emerged.

He expressed that the Ministry was confident that the royal father would collaborate with the government towards achieving set goals.

Attacks: Zulum In Zamfara as Northeast Governors Donate N20m

Governor of Borno State and Chairman of Northeast Governors forum, Professor Babagana Umara Zulum, was in Gusau, Zamfara State, on Monday on behalf of governors of Adamawa, Bauchi, Gombe, Taraba and Yobe States to show empathy and solidarity over recent attacks on communities by armed bandits.

During the visit, Zulum at the Government House in Gusau, presented a cheque of N20m from the Northeast Governors Forum as support to victims, by way of complementing the efforts of Zamfara State Government towards affected communities.

Zulum was in Zamfara alongside the chairman, Senate Committee on Army, Senator Mohammed Ali Ndume, Chief Whip of the House of Representatives, Barrister Mohammed Tahir Monguno, Deputy Speaker of Borno State House of Assembly, Engr. Abdullahi Musa Askira, and the State Commissioner for Local Government and Emirate Affairs, Sugun Mai Mele.

Addressing the host, Governor Bello Muhammad Matawalle, traditional rulers and top government officials, Professor Zulum said:

“We are here, on behalf of all governors of the six states in the northeast through our forum, to commiserate with the government and good people of Zamfara State over the recent killings that happened in some communities of the state, especially the recent happenings in Anka and Bukuyi. We are here because we have for more than 12 years shared similar experiences and we have to stand by each other at times like these”, Zulum said.

Governor Zulum urged the people of Zamfara not to despair but remain hopeful. He reeled out statistics of huge destructions caused by Boko Haram insurgents in different parts of Borno but noted that despite all of that, peace is now reemerging.

… Says Matawalle is a dedicated governor

Governor Zulum also said from all that he had seen and had been following, Governor Bello Matawalle has shown relentless commitment in the ongoing efforts between the federal and state government to address security challenges in Zamfara State.

“From all that I have reliably heard, Governor Matawalle is sleepless, he is deeply concerned about the situation in his state and we see him running up and down, inspiring public confidence and showing leadership  and insha’Allah, peace will eventually return to Zamfara State” Zulum said in hausa language.

In his response, Governor Muhammad Bello Matawalle expressed profound gratitude to governors of the six northeast states, chaired by visiting Governor Zulum, for their demonstration of love and solidarity to the people of Zamfara State.

“Borno and Zamfara share a similar problem of terrorists’ attacks. We collaborate by sharing ideas in our commitment on how to end these problems we inherited. With our shared commitment, prayer and the support of our people, insha’Allah we shall triumph”, Matawalle stated.

ISO 9001:2015: Federal Road Safety Corps Gets Recertified

In compliance with global best practices, the Federal Road Safety Corps (FRSC) has again fulfilled all requirements by the International Organisation for Standardization (ISO) and has therefore been recertified for ISO 9001:2015 Quality Management System Standards in Road Safety Administration and Traffic Management by the Standard Organisation of Nigeria (SON).

According to Bisi Kazeem, Spokesperson for the Corps, the recertification came after a successful audit of FRSC processes and procedures by System Auditors from SON among other mandatory activities carried out towards the recertification of the Corps.

It would be recalled that in the quest to bring its processes at par with world best practice, the FRSC was first certified on 26 March 2013 for ISO 9001:2008. It migrated to ISO 9001:2015 standards on 16 January 2016 and has since met all requirements to sustain the feat.

Speaking on this enviable achievement, the Corps Marshal, Dr Boboye Oyeyemi was quoted as saying; ” As the first and only Law Enforcement Agency in Africa to achieve this rare feat, this recertification is a milestone that reflects the true disposition of the Corps as a determined organisation that is committed to attaining excellence in all aspects of its operations and service delivery”.

While applauding the entire workforce for their individual and collective contributions which led to the realisation of the recertification, Oyeyemi affirmed that the feat is a testimonial, an evidence of a great deal of professionalism, well coordinated work processes, and quality service delivery in the work place.

He therefore assured the motoring public of sustainability of this certification through enhanced productivity, professionalism and effective service delivery.

The Kaduna State Government has said that Kurmin Masara general area of Zangon Kataf Local Government Area was attacked in the early hours of Sunday by unknown gunmen.
.

According to the reports made a available to the government by security forces, “troops of the Nigerian Air Force Special Forces who responded to distress calls from the area also fell into an ambush as they mobilized to the scene of the attack.

“The troops cleared the ambush and reached the general area, along with troops of Operation Safe Haven (OPSH).

“As of 4:30PM, eleven residents were confirmed killed, and some inflicted with gunshot injuries.

“The victims confirmed killed are listed as follows:

– Elizabeth Ayuba
– Veronica Auta
– Bege Daniel
– Kephas Waje
– Promise Jacob
– Damaris istifanus
– Hauwa Joshua
– Dogara Gambo
– Lidia Ishaya
– Michael Achi
– Gabriel Michael

Over thirty houses and properties were burnt in the attack.

A statement by the Commissioner for Internal Security and Home Affairs, Mr. Samuel Aruwan said the injured were evacuated for treatment while search-and-rescue operations and pursuit of the attackers were in progress on different fronts.

“The Government of Kaduna State will make public further details as soon as they are received from security forces.

“Governor Nasir El-Rufa’i, who has been in touch with the security forces and is receiving hourly briefings, expressed sadness at this report of the latest in a series of attacks in the area.

“He prayed for the repose of all those killed and conveyed his condolences to their families. He further wished the injured a speedy recovery”, the statement concludes.
