By Joseph Edegbo :

The Oil and Gas Accountability and Probity Forum (OGAPF) has commended the Group Managing Director of Nigerian National Petroleum Company ( NNPC),Mr. Mele Kyari and his management team for the swift manner they handled the imported methanol blended petrol from Belgium by some companies.

The forum in a statement signed by the National Chairman, Comrade Timi Douglas noted that ,”This is the first time NNPC management has been able to rise to a critical occasion that could have caused serious damage and hazards to innocent Nigerians. ”

The Statement further read, “We are known to be a very critical partner in the oil and Gas sector, but resolved to come out publicly to commend the Group Managing Director ,Mele Kyari and his team for taking up the challenge to inform Nigerians immediately , because the swift actions have helped to avoid disaster and saved lives and properties .

“The damage the presence of methanol in the imported PMS already supplied to our filling stations would have caused to cars , households and even filling stations are better imagined.”

The forum reiterated ,” For working within the shortest period to withdraw all the products and restored sanity is a feat worthy of commendation.

“However, in order to prevent the distribution of the petrol, the NNPC CEO said the company promptly ordered the quarantine of all un-evacuated volumes and the holding back of all the affected products in transit (both truck & marine).

“We gathered that the GMD immediately relocated key management staff to Lagos in search of sustainable solutions.

“We are also aware that the NNPC was able to identify the cargoes with the toxic Fuel and quarantined them , while all the trucks that have left the depots were tracked and intercepted.”

It is also gratifying to hear that NNPC was able to restock the depot with cleaner fuels and sent officials to inspect all the filling stations to ensure that they do not have the petrol that had excessive methanol.

Meanwhile, it urged the NNPC to intensify efforts in increasing the supply of petrol into the market in order to bridge any unforeseen supply gap.

While blaming the four companies of having hands in the cargoes that brought Premium Motor Spirit (PMS) high in methanol into the country, the Oil and Gas Accountability and Probity Forum maintained that the indicted companies must be fished out .

“Nigerians now know that long queues that resurfaced recently was caused by these ‘careless’ companies, who should ensure that the quality of product imported are checked and certified .

“We have observed and noticed that for the past three years to the 2021 yuletide season, Nigerians did not suffer long queues at filling stations across the country. For us , this is enough reason to give kudos to the current management of NNPC.

Provost of the College, Dr. Hassan Hamidu raised the alarm at a news conference on behalf of the University on Tuesday, saying the action has exposed the school to security threats.

According to him, despite a court order dated 18th January, 2022 restraining the government and its agencies from encroaching the College land, the agencies have moved in to demolish the school fence and started clearing its land.

The court order he made available to Journalists stated categorically that Kaduna State government and its agencies should restrain, from trespassing, entering and or carrying out any action on the said land.

According to the Order signed by the Registrar of the Kaduna State High Court, Zaria Division, Jafaru Ibrahim, the order shall subsist pending the determination of the Motion on Notice already filed along with the Writs of Summons and Statement of Claim.

He explained that the demolition of the fence by the Kaduna State Government agencies has exposed the College, Staff and Students to security threat considering the ravaging kidnapping and Banditary in the axis.

He described the action of Kaduna state government as a desperate act to take over the College’s land.

He said that, “in 2012, a committee headed by the then Comptroller Works and Housing, was set up to demarcate the land between the College of Agriculture and Federal Ministry of Agriculture, while submitting its reports in 2014, the committee advised the Mando College to fence its own entire boundary to prevent further encroachment, which was duly carried out and has been serving as a grazing area for the college’s livestock.”

The Provost however said, despite the fencing, attempt were made to take the land from the college.

However, when Journalists were taken on tour of the land, Bulldozers were seen pulling down the fence were clearing the Land.

When contacted, Director General of KADGIS, Mrs. Altine Jibrin declined comments on the matter saying it is still in court.

How Abba Kyari Offers $61,000 Bribe To NDLEA Official To Release Seized Drugs

0

By Joseph Edegbo :

Facts on the embattled Police officer, Abba Kyari offering bribe to an NDLEA agent to facilitate the release of some seized drugs have emerged.

It was earlier reported that Kyari, who is also facing a possible extradition to the United States of America after being declared wanted by the FBI for Fraud, was mounting pressure on the NDLEA agent to release the drugs to him.

Kyari, declared wanted by the Drug Agency, has been discovered to be a member of a transnational drug ring.

A statement by the NDLEA on Monday reads:

“The saga started on Friday, January 21, 2022, when DCP Kyari initiated a call to one of the NDLEA officers in Abuja at 2:12 pm. When the officer returned the call two minutes later, Kyari informed him he was coming to see him, to discuss an operational matter after the Juma’at service.”

“He appeared at the agreed venue of the meeting with the officer and went straight to the crux of the matter. This was it: His team had intercepted and arrested some traffickers that came into the country from Ethiopia with, according to him, 25kg of cocaine.”

“He proposed a drug deal whereby he and his team are to take 15kg of the cocaine and leave 10kg for the prosecution of the suspects arrested with the illicit drug in Enugu. In the meantime, the purloined cocaine will be replaced with a dummy worth 15kg.”

“He asked the NDLEA officer to persuade men of the FCT Command, to play along as well.”

“By 11: 05 am on Monday, January 24, after the Agency gave the officer the green light to play along, he and Kyari began a WhatsApp call for the rest of the day. The officer conveyed “their” willingness to play the game.”

“At this point, Kyari disclosed that the 15kg (already taken out) was shared between the informants that provided information for the seizure and he and his men of the IRT of the Nigerian Police. According to him, the informants were given 7kg while his team took 8kg which was already sold.”

“He then offered to pay the NDLEA team (that is the officer and the FCT commander) by selling, on their behalf, half of the remaining 10kg, thereby further reducing the original cocaine for the prosecution to just 5kg.”

“At N7m per kilogram, the proceed from the 5kg would amount to N35m, at the exchange rate of N570 per dollar being the black market rate for the day, January 24, 2022. In effect, he would be delivering $61, 400 to the NDLEA team.”

“He put pressure on our officer to wrap up the arrangement with the commander of the FCT Command to take custody of the drug and suspects from his men who were on ground in Abuja. At the time, he was speaking from Lagos, where he allegedly travelled for private business.”

“The next day January 25, Kyari offered to send his younger brother to deliver the payment while his men deliver the suspects, but our officer turned down the suggestion, insisting he would rather deal with him in person and was therefore prepared to wait for him to to return from Lagos.”

“And by 5:23 pm, Kyari was in Abuja and met with the officer at the same rendezvous where they had the first meeting. In their discussion, he disclosed how his team received the information from a double-crosser who betrayed the traffickers to him, showing a sordid connection between law enforcement agents and the drug underworld; he narrated how acting on the tip-off, his team departed Abuja to Enugu and arrested the traffickers, removed part of the consignment on his instruction and replaced same with dummies.”

“He also indicated how to identify the remnant of the original cocaine that would be delivered to NDLEA, five original packages marked with red dots.”

“The reason for this was to avoid the dummies being subjected to test. He forwarded a picture of the marked original cocaine package. According to the plan, once the 5kg cocaine has been tested in the presence of the suspects and confirmed positive, there would be no need to test the remaining ones, being dummies.”

“He also brought with him the money from the sale of the 5kg share of the NDLEA team, a total of $61, 400. Our officer, however, preferred to take the money inside his car. Well, the car was wired with sound and video recorders. And the moment was documented”,

Narcotics: Police Arrest DCP Abba Kyari, 4 Others .. Transfer Case To NDLEA

0

By Joseph Edegbo :

The Nigeria Police Force has arrested DCP Abba Kyari and four other police officers for their involvement in an alleged case of criminal conspiracy, discreditable, unethical, and unprofessional conduct, official corruption and tampering with exhibits in a case of illicit drug trafficking involving a perpetual transnational drug cartel.

The arrest of the officers was sequel to pieces of information received from the leadership of the National Drug Law Enforcement Agency (NDLEA) on 10th February, 2022.

A statement by the Deputy Force Spokesman, CSP Olumuyiwa Adejobi has said.

The statement reads “In line with standard administrative procedure of the Force, the Inspector General of Police ordered a high-level, discreet, and in-house investigation into the allegations. The interim investigations report revealed that two (2) international drug couriers identified as Chibunna Patrick Umeibe and Emeka Alphonsus, both males, were arrested at Akanu Ibiam International Airport, Enugu on the 19th of January, 2022 upon their arrival from Addis Ababa aboard an Ethiopian Airlines flight ET917. The arrest led to the recovery of substantial quantity of powdery substance suspected to be cocaine from the two narcotic couriers. The operation which was intelligence-driven, was undertaken by a Unit of the Police Intelligence Response Team (IRT).

“Although the case and the two suspects were subsequently transferred to the NDLEA on the 25th January, 2022, the findings of the in-house investigation ordered by the Inspector General of Police established reasonable grounds for strong suspicion that the IRT officers involved in the operation could have been involved in some underhand and unprofessional dealings as well as official corruption which compromised ethical standards in their dealings with the suspects and exhibits recovered.

“Beyond this, the Police investigation also established that the international narcotics cartel involved in this case have strong ties with some officers of the National Drug Law Enforcement Agency (NDLEA) at the Akanu Ibiam International Airport, Enugu who are on their pay roll. The two arrested drug couriers confirmed that the modus is for the transnational drug barons to conspire with the NDLEA officers on duty and send them their pre-boarding photographs for identification, seamless clearance, and unhindered passage out of the airport with the narcotics being trafficked.

“The two arrested drug couriers also confirmed that they have been enjoying this relationship with the NDLEA officers at the Akanu Ibiam International Airport since 2021 and had in this instant case of 19th January, 2022, been identified and cleared by the NDLEA officers as customary, having received their pre-departure photographs and other details prior to their arrival in Enugu, and were on their way out with the narcotics when they were apprehended by the Police.

“The Police investigations report also indicted DCP Abba Kyari, who had been on suspension for his alleged involvement in a different fraud case being investigated by the Federal Bureau of Investigations (FBI), for complicity in the allegation of official corruption, tampering with narcotics exhibit and sundry unprofessional conducts that negate the standard administrative and investigative protocols of the Force as well as extant criminal laws. It is to be emphasised that DCP Abba Kyari’s involvement in these allegation occurred while his suspension from service was subsisting.

“On the strength of the findings of the in-house Police Investigation Panel, the Inspector-General of Police has ordered the immediate arrest and transfer of all the indicted police officers to the NDLEA authorities for conclusive investigation, while appropriate disciplinary actions are also being initiated against them by the Force leadership. The concerned officers include DCP Abba Kyari, ACP Sunday Ubuah, ASP Bawa James, ASP John Umoru (at large), Inspr. Simon Agrigba and John Nuhu. They have all been, accordingly, handed over today 14th February, 2022 to the NDLEA authorities.

“In so doing, the Inspector General of Police has also formally requested that the Chairman and Chief Executive Officer of the National Drug Law Enforcement Agency should ensure the identification, arrest and investigation of the Agency’s officers who have also been found to be colluding with the international drug cartel involved in this case towards advancing the anti-narcotics agenda of the federal Government.

“The Inspector General of Police assures the public of his administration’s commitment to upholding the tenets and values of policing in line with the agenda of ethical regeneration, restoration of professional standard, enhancement of the anti-corruption drive, respect for the rule of law and inter-agency collaboration in the drive to stabilise the internal security order of the country, ” it concludes

By Iliya Kure

An international Non-Governmental Organization, New Incentives – All Babies Are Equal (NI-ABAE), says it has received commitments of over $29 million of funding over the next 3 years, to ensure over 1 million infants are fully immunised through its Conditional Cash Transfer (CCT) project in Jigawa, Katsina, Zamfara, Sokoto, Bauchi, Gombe and Kano States.

The information which was contained in a communique issued on recent Monitoring Visit of the National Partners of NI-ABAE to Katsina and Jigawa states, also says between 2017 to date, the NGO had spent over N1.2 billion in 3 states of Nigeria, providing caregivers of over 450,000 infants to take their children to hospitals for full immunisation against childhood-killer diseases.

With the additional funding, the project will now cover 65 LGAs from initial 27 LGAs under coverage through December 2024.

By project design, NI-ABAE disburses cash incentives to caregivers on the condition that infants receive five vaccines: BCG (against tuberculosis), PENTA (against diphtheria, tetanus, whooping cough, hepatitis B and Haemophilus influenzae type b), PCV (against pneumococcal disease), and MCV 1&2 (against measles).

Upon confirmation of their infant receiving a vaccine, the caregiver receives ₦500 each for the first four routine immunisation visits, and ₦2,500 for the fifth and sixth visit.

The Cash Transfers are meant to compensate for transportation to hospital, loss of trading income, and waiting time, while creating behavioural change through awareness of routine immunisation.

An independent impact assessment of NI-ABAE’s CCTs for RI program (2017 – 2020) found that the program increases the likelihood that children would be fully immunized by 27 percentage points, and increases rates of individual vaccinations by 14 to 21 percentage points.

The communique says, beyond vaccination, the assessment found that the program contributed to improved knowledge about vaccination among caregivers in the catchment areas served by the programme.

The NGO’s partnerships with relevant Government agencies in the health sector, at national, state and local government levels, help to improve demand generation for routine immunization and other supply-side supports for the routine immunization system.

Resolutions contained in the communique signed on the 10th day of February 2022 by partners states that:

“The New Incentives – All Babies Are Equal Initiative will continue to align its programs and policies including routine immunization plans and priorities with the Government of Nigeria at all levels.

NI-ABAE Monitoring Team at CHC Daura, Katsina State.

“Immunization is one of the most effective public health interventions, saving 2 to 3 million lives yearly (WHO). Evidence suggests that a 27 percentage points increase in the likelihood that children will be fully immunized by a Conditional Cash Transfer for routine immunization program (NI-ABAE RCT Impact Assessment 2017-2020).

“The New Incentives – All Babies Are Equal Initiative will continue to support demand creation and other components of routine immunization in the 5 States and by proxy at the national level.

“New Incentives – All Babies Are Equal Initiative will continue to provide transparent and regular updates to all stakeholders and also provide support on routine immunization, health, and social protection.

“The Government of Nigeria (GoN) shall continue to provide the enabling environment to the NI-ABAE program at all levels, provide the needed support to ensure the expansion of the NI-ABAE program, ensure adequate vaccine supply and human resources for health in all health facilities.

“The GoN shall engage all relevant state actors to ensure successful Conditional Cash Transfer programming, accountability among health workers including proper reporting of vaccine utilisation and routine immunization coverage.

“States to adopt and adapt Models demonstrated by Katsina & Jigawa to scale-up RI intervention,” it says.
