By Ugo Willies

Governor Victor Okezie Ikpeazu of Abia State, southeast Nigeria has called for more unity among his country’s citizens, as he pledged a conducive environment for northerners to invest in the State.

The Governor was speaking through Chief Kalu Kalu Ogbu, the Enachioken (Paramount ruler) of Abiriba Kingdom ruler), Abia State, Monday morning in Gombe, northeast Nigeria, during a peace meeting.

A cattle market was attacked few weeks ago in Omumuazu, Ukwa West Council Area, Abia State, where nine lives were lost, seven of them, Gombe indigenes.

The monarch, who said he was in Gombe, following Governor Ikpezu’s directives, deeply regretted the sad event while condoling the Government and people of Gombe State.

He described the attack as the handwork of misguided and ill advised fellows just as he commended Governor Ikpeazu’s peace initiative and action to deal with perpetrators of the dastardly attack.

He also commended the Government of Gombe State for working round the clock to keep the peace in the State.

According to him, by the action of the Government of Gombe State, there is hope for the survival of the Federal Republic of Nigeria.

He extolled the virtues of the Emir of Akko, Alhaji Umar Muhammad Atiku, for hosting him for three days.

The Emir of Akko, in turn, commended the approach and the zeal to the peace initiative by the Abia State delegation.

He said peace building was needed in Nigeria for the people to continue to live in unity.

Commenting, the Acting National President of the Amalgamation of Cattle Dealers Association of Nigeria, Alhaji Yahuza Yusuf, appreciated the response of the Abia State Government after the attack.

He explained that the Governor had already met some of their needs which include, the compensation of N150,000 for every cow destroyed, relocating their market as well as fencing and providing it with water.

He also commended Governor Ikpeazu for not allowing them carry bodies of their dead brothers back to the north for burial as they were buried in Abia State.

He however stated that the promise made by the Governor to give each affected family the sum of N2million has not reached them yet, but expressed happiness that peace has returned to the area now.

In his remark, the Gombe State Deputy Governor, Dr. Manasseh Daniel Jatau, said the essence of the meeting was to sustain a bridge that was about to be damaged, so that it does not collapse.

While assuring that the Gombe State Government would continue to sustain the existing peace in the State, he said the senseless killings experienced in many parts of the country is because “we have abandoned our cultural and religious values. People no more respect the sanctity of life”.

He then commended Governor Ikpeazu for sending the delegation to Gombe and as well, called on the people of Abia to also join their people in Gombe State and invest.

Evacuation Of Nigerians In Ukraine Begins Wednesday As Gbajabiamila Meets Onyeama

The House Representatives said on Monday that it would give every needed support to the Ministry of Foreign Affairs to begin the evacuation of Nigerians back from Ukraine.

The Speaker of the House, Rep. Femi Gbajabiamila, again re-enforced the position of the legislature when he invited the Minister of Foreign Affairs, Godfrey Onyeama, to his office in Abuja on Monday for a meeting on the plight of Nigerians caught in the conflict between Russia and Ukraine.

The first batch of the air-lifting is now scheduled to take place on Wednesday this week.

The evacuation, earlier planned for Monday (yesterday), was rescheduled for Wednesday to give enough room for the ministry, the House and the Nigerian foreign missions in Ukraine, Poland and Russia to complete the formalities of moving Nigerians from inside Ukraine to safe borders with neighbouring countries.

Gbajabiamila, while commending the ministry for the steps taken so far to ensure the safety of Nigerians, the majority of who are students, however, stated that the country must find ways to quicken its response time to emergencies.

He noted that response mechanisms, including funds, aeroplanes and other equipment, must readily be on standby to respond to life-threatening situations such as the invasion of Ukraine by Russia and how they affected Nigerians.

“We must be in a state of readiness at all times. We should have our own planes and necessary funding to respond quickly to such emergencies”, the Speaker stated.

He stated that measures the National Assembly would take included legislation to address such emergencies and supplementary appropriations among others.

Gbajabiamila recalled how the House was left with no choice but to pass a resolution on Thursday last week, mandating its Majority Leader, Rep. Alhassan Ado-Doguwa, and the Chairman, Committee on Foreign Affairs, Rep.Yusuf Buba, to work with the Ministry of Foreign Affairs and proceed to Ukraine by the weekend to facilitate the air-lifting of students home.

He added that this was the last resort as members were bombarded with telephone calls by their constituents, coupled with the viral videos and pictures of Nigerians caught in the conflict, appealing to the Nigerian Government to come to their aid urgently.

Onyeama, while giving the Speaker a situation report, reassured him that things were under control in Ukraine, as the Federal Government had put necessary arrangements in place to ensure the safe return of Nigerians.

He disclosed that in the last few days, the ministry in conjunction with the missions had completed formalities for Nigerians to move to safe border points from where they would be transported in buses to the airports in neighbouring countries.

He listed Poland, Romania, Slovakia, Hungary and even Russia, among the countries to be used as exit points.

The minister, who said there were about 5,600 Nigerian students in Ukraine, added that there were also non-students, some of whom might not have been legally documented.

He informed Gbajabiamila that working closely with the governments of those countries, the ministry had secured their cooperation to grant access to Nigerians into their territories, preparatory for the evaluation.

Onyeama dismissed reports that Africans, particularly Nigerians, were not allowed to leave Ukraine or granted access into the neighbouring countries, blaming the chaos at some of the borders on “panic” and the fact that so many people were rushing at the time on hearing the sound of bombs and artillery fire.

“Where we are now is the point of ascertaining the exact number we are dealing with and to agree on the location for the evaluation.

“We are thinking Bucharest; but all of this is being sorted out and we are constantly working to ensure that everything goes on very smoothly”, the minister added.

Onyeama also explained that the delay in evacuating Nigerians wasn’t because the government wasn’t ready or didn’t know what to do.

According to him, “80% to 90%” of countries and people did not believe that Russia would indeed invade Ukraine.

“I was in touch with our ambassador early enough and he assured us that there was no need for evacuation. The students even said there was no problem at all.

“Also, the Ukrainian government did not want people to leave, and especially because most of our people are students, who will not be able to go back to Ukraine again, should they leave”, Onyeama further stated.

South Africa En route To Creating Jobs, Growing Economy – Pres. Ramaphosa

President Cyril Ramaphosa of South Africa

By Joseph Edegbo

Placing job creation and economic growth at the heart of the State of the Nation Address and the National Budget is the most effective way to sustainably reduce poverty and hunger, says President Cyril Ramaphosa.

In his weekly newsletter on Monday, the President said Finance Minister, Enoch Godongwana, presented a Budget that supports and reinforces the programme of action announced in the State of the Nation Address (SONA) to grow the economy and create jobs.

The First Citizen said the Budget provides details on how government plans to raise money and where it is going to spend that money to improve the lives of South Africans.

“This programme includes far-reaching economic reforms that promote investment and growth. These reforms will ensure that our country has enough affordable electricity to meet growing demand; that our ports and rail lines are more efficient; that we improve access to faster, cheaper broadband, that homes and businesses have the water they need.”

He said the programme will ensure that the country can attract the skills and investment needed to create a productive and dynamic economy. At a time when public resources are constrained, these reforms will enable greater private investment in the vital infrastructure that the economy needs to grow.

This takes place alongside a revised framework for public-private partnerships and innovative new ways to blend public and private resources for infrastructure investment.

“We will do this in a way that improves the performance and financial position of key State-owned enterprises. This will place these enterprises in a far better position to fulfil their developmental mandates, while ensuring that critical national infrastructure remains firmly in State hands,” the President said.

To support this work, the President said a total of R17.5 billion was allocated in the Budget for catalytic infrastructure projects over the next three years, and to support the upgrading of roads, bridges, water and sewer works, transport, schools, hospitals and clinics, among others.

President Ramaphosa said the Budget supports the efforts announced in SONA to unleash the potential of small, micro and informal businesses.

R15 billion has been set aside for a redesigned loan guarantee scheme that will make it easier for small businesses to access funding to bounce back from the effects of the COVID-19 pandemic.

The President acknowledged the devastation caused by the pandemic to the economy, despite the substantial economic and social support package that were introduced in 2020.

He said businesses have gone under, while as many as two million people lost their jobs, with many households spared from hunger only due to the increases in social grants.

“As the pandemic has battered the economy, so it has further worsened the country’s financial position. At the height of the pandemic, less revenue was collected and more money had to be spent on strengthening our health response and providing social support. As a result, the country had to borrow more and do so at a greater cost.”

The pandemic followed a decade of huge increases in public spending, even as economic growth remained low.

Job creation and grants

The Employment Tax Incentive, which has been successful in giving many young people their first jobs, is being expanded to encourage small businesses to hire more people.

Recognising the importance of basic services both for quality of life, and for investment and business activity, the Budget significantly increased the allocation for service delivery. An extra R30.7 billion has been added to local government allocations for basic municipal services.

“All of these measures encourage the growth and expansion of firms, and support the establishment of new firms to create new jobs. These efforts will, however, take time to absorb the millions of South Africans looking for work.

“We have, therefore, extended the Presidential Employment Stimulus, which has provided work and livelihood opportunities to over 800 000 people in its first 16 months.

“An additional R18.4 billion has been allocated over the next two years, so that the stimulus can continue to provide vital income, skills development and work experience to hundreds of thousands of unemployed, mostly young, people,” the President said.

The Budget supported the extension of the R350 Social Relief of Distress Grant for another year, which will provide basic support for around 10 million unemployed beneficiaries as they look for work.

President Ramaphosa said this grant significantly broadens the country’s social safety net, with around 46% of the population now receiving grants.

Even with the country’s severe fiscal situation, he said the Budget directs resources to areas with the greatest potential for growth and jobs, specifically structural reform, infrastructure and support for small businesses.

At the same time, the Budget supports young people through public and social employment programmes, and extends social protection for the most vulnerable.

Getting the economy back on track

While the Budget promotes growth, the President said it also charts a clear path towards sustainable levels of public debt.

“The interest rate that we pay on our debt is higher than our growth rate, creating a risk that debt could spiral out of control, if not managed carefully. Our country now spends more on debt service costs than on health, basic education and policing,” he said.

The President emphasised that unsustainable levels of debt are bad for all South Africans, but for the poor in particular.

The cost of debt reduces the amount of money that government has to improve services, provide social protection, and invest in social and economic infrastructure.

President Ramaphosa said the Budget demonstrates government’s ability and commitment to strike this balance.

“It is a difficult balance to achieve, but with more efficient use of resources, ending wastage and corruption, and shifting spending from consumption to investment, we can achieve fiscal sustainability, while continuing to support growth.

“Our country’s path to recovery is steep and will be extremely challenging. But with the measures we set out in SONA, with the Budget that has been presented, and with the cooperation and involvement of all South Africans, we will succeed,” the President said. –

By Our Correspondent

The Secretary General of the Association of West African Monarchs (AWAM), Comrade Eliot Afiyo has expressed optimism that Nigeria will be on the path to glory in 2023, if Bauchi State Governor, Senator Bala Mohammed emerges president.

He expressed this in Accra Ghana on Friday night, while delivering the closing remarks at the AWAM gathering.

“Your Eminences, Highnesses, Majesties and my fellow Comrades. It is a privilege to be invited once again to give a closing remarks having done the same last week in Quagadogou.

“You will recall that I was with the francophone countries in Quagadogou last week where I told them that a Messiah is coming from Nigeria in 2023 to free the West African sub- region from every form of poverty and slavery,” he said.

According to him, despite all pressures from within and outside the West African sub-Region, he refused to disclose the Messiah.

“But learning from our mistakes and experiences in the past roundtables where our collective decisions and resolutions were misinterpreted and implemented, it seems absolutely necessary for me to disclose the Messiah in waiting who will by His grace, takes us to our Canaan land.

“This Messiah is nobody but Senator Bala Mohammed, the present Governor of Bauchi state of Nigeria,” he said.

Comrade Afiyo stated clearly that this is not a wish, but a strong believe and it is so.

“The truth is that Bala Mohammed is a special divine gift to Nigeria by God who will free Nigeria in particular and West Africa in general, from every form of entanglement by Pharaoh come 2023.

“It is very unusual and unexpected of me to come out publicly to announce my choice for Nigeria’s president. But the truth is that Nigeria is presently faced with a very unusual situation with requires a very unusual approach and actions.

“Furthermore, the agents of evil have taken over all facets of Nigeria and as such, it requires programmatic, proactive and timely identification and international support towards 2023 in order to ensure that power changes hand.

“My revered elders and comrades, I will to assure you that Senator Bala Mohammed has the capacity to secure and develop Nigeria and if such a person is gracefully given the opportunity to lead Nigeria, he will graciously and gloriously ensure peace and stability which are necessary ingredients for progress and development.

“This is a man from all indications and ramifications, that exhibits brilliance, intelligence, honesty, transparency, fairness, boldness, courage and humility without religious or ethnic sentimental hoarseness. Above all, he is an embodiment of justice and fear of God.

“He is such a person that listens and takes decisions based on nationalistic approach and verifiable acoustic tendencies or leanings.

“He has a very high sense of conviction, judgemental reasoning, puritanistics belief and cinematic negotiating acumen and ability.

“Such a person with these attributes and ideals as a way of life, if given the opportunity to lead Nigeria, will only be compared with the likes of the Sankaras, Mbomas, Sadaunas, Awolowos, Azikiwes and the Boros,” he said.

He concluded that their support for Senator Bala Mohammed to emerge as the President of Nigeria in 2023 is a clear support for the peace, unity and progress of not only Nigeria but the West African sub -Region.

Afiyo was speaking in hisclosing remarks as the Secretary -General of the Association of West African Monarchs (AWAM) and the President of the Northern Youth Leaders Forum (NYLF) during the 17th Biennial roundtable discussions by selected Traditional Rulers and Youth leaders from the Anglophone West African countries which held between 23rd to 25th of February 2022 in Airport View Hotel, Accra Ghana.

By Joseph Edegbo

Ahead of the forthcoming  2023 General Elections, group under the umbrella of North West Coalition for Democracy and Good Governance (NWCDGG) has said it has completed plans and strategy to mobilse millions of voters  across the federation  against choice of any candidate from the North, because it is now turn of South to Produce President .

The group also said it’s working with several political groups across the country  to ensure that all political parties zoned seat of the president to the South , especially the South-South geo-political zone.

In a press statement jointly signed by the Chairman and Secretary ; Alhaji Musa Mohammed Ringim and Mal. Ahmadu Shehu , the group which  alleged , “North in collaboration with the Southwest geo-political zone ganged up against former President Goodluck Jonathan and for us this was unfair. “it will be politically fair to allow a candidate from the South-South from an  Igbo extraction to complete the quashed tenure if there must be a political balance

“This amongst many reasons, why we have endorsed Delta State Governor , Senator Ifeanyi Okowa, who is from Delta , but someone from the Igbo extraction  as our preferred candidate from the South to succeed President Muhammadu Buhari .

“We based  our argument on the fact that the east, was yet to produce a President after Nigeria became a Republic.

The group however , hinged its appeal on the commendable giant strides Governor Okowa has recorded in the areas of infrastructural development in the state.”

While stating that the country needs  visionary leaders such as Governor  Okowa to take her  out of the shackles of poverty, underdevelopment and youth restiveness, it stressed.

” At this critical period of stirred up tensions due to insecurity, secession agitations , ravaging poverty and dwindling economy , Nigerians need a leader who has the capacity to unite the country.

: “We are therefore ready to mobilise Nigerians irrespective of political linings for the emergence of Governor Okowa, especially for his impeccable landslide achievements in the state through his unbiased governance.”

‘’This is why we are calling on our brothers of Igbo origin in different parts of the country to come together and work  with NWCDGG to make this dream of Igbo Presidency  a reality  come 2023.

“At this point, we strongly believe Nigerians bwill accept Governor  Okowa for his  inclusive government and passion for infrastructural development in Delta State which  brought unity, peace, cohesiveness and reduced youth restiveness in the state” .

However, the group urged  Delta Governor to accept the clarion call for National assignment and reciprocate the level of good governance and patriotism he has demonstrated in his State to the national level for the country to benefit and move forward.

“We have also seen your numerous projects geared at reducing poverty and youth restiveness through his empowerment and skill acquisition programme as well as robust free healthcare delivery system in the state that has cared for the children and women.

“If Nigerians are asking for someone to fix this country, we will nominate Gov Okowa as one of  the most experienced , detribalised , and focused.”

Signed Nigeria’s Reworked Electoral Bill, Reformative and Progressive – Pres. Buhari

By Joseph Edegbo

President Muhammadu Buhari on Friday signed the long-awaited Electoral Act Amendment Bill 2021, into law describing it as Reformative and Progressive.

He said it was gratifying to note the improvement on the bill which would revolutionize Nigeria’s electoral system.

The president, who highlighted the contents and advantages of the Act, urged the National Assembly to however amend Section 84 (12)of the Act, in line with the nation’s 1999 Constitution as amended.

The sub section, the President noted, disenfranchises serving political office holders from voting or being voted for at conventions or congresses.

Above all, Buhari expressed the hope that the law would promote sound electoral processes, good governance based on the democratic efficacy of the bill.

The President had withheld assent to bill in November 2021 citing the cost of conducting Direct Primaries and possible manipulation in the electoral process.

The leadership of the National Assembly led by the Senate President, Ahmad Lawan and the Speaker, House of Representatives, Femi Gbajabiamila, witnessed the signing of the bill at the Council Chamber, State House, Abuja.

Others at the Council Chamber included Chairman, Nigerian Governors’ Forum, Kayode Fayemi, Chairman of the Independent National Electoral Commission (INEC), Prof. Mahmood Yakubu, Secretary to the Government of the Federation, Boss Mustapha and the Chief of Staff to the President, Prof. Ibrahim Gambari.

READ THE FULL SPEECH

ADDRESS BY HIS EXCELLENCY, PRESIDENT MUHAMMADU BUHARI, PRESIDENT FEDERAL REPUBLIC OF NIGERIA AT THE SIGNING OF ELECTORAL BILL 2022 INTO LAW

STATE HOUSE, ABUJA

FRIDAY 24TH FEBRUARY, 2022

The Electoral Act (Amendment) Bill 2022, passed by the National Assembly forwarded for Presidential Assent, via a letter dated 31st January, 2022. In line with established tradition, I received inputs from relevant ministries, departments and agencies of government after careful and thorough reviews of the Bill and its implications to democratic processes in our country.

2. It is gratifying to note that the current Bill comes with a great deal of improvement from the previous Electoral Bill 2021. There are salient and praiseworthy provisions that could positively revolutionize elections in Nigeria through the introduction of new technological innovations. These innovations would guarantee the constitutional rights of citizens to vote and to do so effectively.

3. The Bill would also improve and engender clarity, effectiveness and transparency of the election process, as well as reduce to the barest minimum incidences of acrimony arising from dissatisfied candidates and political parties.

4. These commendable efforts are in line with our policy to bequeath posterity and landmark legal framework that paves the way for credible and sound electoral process that we would all be proud of.

5. Distinguished Senators and Honourable Members of the National Assembly, from the review it is my perspective that the substance of the Bill is both reformative and progressive. I am making this bold declaration because I foresee the great potentials of the Bill. Worthy of note include the democratic efficacy of the Bill with particular reference to sections 3, 9(2), 34, 41, 47, 84(9), (10) and (11) among others.

6. This however, cannot be said about one provision as contained in the proposed Bill, which provision constitutes fundamental defect, as it is in conflict with extant constitutional provisions.

7. Section 84 (12) constitutes a disenfranchisement of serving political office holders from voting or being voted for at Conventions or Congresses of any political party, for the purpose of the nomination of candidates for any election in cases where it holds earlier than 30 days to the National Election. The section provides as follows:-
“No political appointee at any level shall be voting delegate or be voted for at the Convention or Congress of any political party for the purpose of the nomination of candidates for any election”.

8. This provision has introduced qualification and disqualification criteria that ultra vires the Constitution by way of importing blanket restriction and disqualification to serving political office holders of which they are constitutionally accorded protection.

9. The practical application of section 84(12) of the Electoral Bill, 2022 will, if assented to, by operation of law, subject serving political office holders to inhibitions and restrictions referred to under section 40 and 42 of the 1999 Constitution (as amended).

10. It is imperative to note that the only constitutional expectation placed on serving political office holders that qualify, by extension as public officers within the context of the constitution is resignation, withdrawal or retirement at least 30 days before the date of the election.

11. Hence, it will be stretching things beyond the constitutional limit to import extraneous restriction into the constitution on account of practical application of section 84(12) of the bill where political parties’ conventions and congresses were to hold earlier than 30 days to the election.

12. Arising from the foregoing, with particular regards to the benefits of the Bill, industry, time, resources and energy committed in its passage, I hereby assent to the Bill and request the Nationally Assembly to consider immediate amendments that will bring the Bill in tune with constitutionality by way of deleting section 84(12) accordingly.

Thank you may God bless our country.

South Africa Calls For Russian Withdrawal From Ukraine

0

By Joseph Edegbo

South Africa has urged Russia to withdraw its forces from the Ukraine amidst the conflict between the countries.

“South Africa calls on Russia to immediately withdraw its forces from Ukraine in line with the United Nations Charter, which enjoins all member states to settle their international disputes by peaceful means in such a manner that international peace and security, and justice are not endangered,” said the Department of International Relations and Cooperation (DIRCO) on Thursday.

This as Russian President Vladimir Putin announced a “military operation” in the Ukraine in a televised statement earlier on Thursday.

South Africa expressed its dismay at the escalation of the conflict in Ukraine.

“South Africa emphasises respect for the sovereignty and territorial integrity of states.

“As a nation birthed through negotiation, South Africa is always appreciative of the potential dialogue has in averting a crisis and de-escalating conflict. In line with our strong commitment to the peaceful resolution of conflict, South Africa urges all parties to devote increased efforts to diplomacy and to find a solution that will help avert further escalation.”

It added that the armed conflict will result in human suffering and destruction, the effects of which will not only affect Ukraine but also reverberate across the world.

“We regret that the situation has deteriorated despite calls for diplomacy to prevail,” said DIRCO which also highlighted that no country is immune to the effects of this conflict.

“As the United Nation Secretary-General has indicated, the conflict will have a huge impact on the global economy in a moment when we are emerging from the COVID-19 pandemic and so many developing countries need to have space for the recovery”.

DIRCO said the door of diplomacy should never be closed even as conflict has broken out.

“We also urge all parties to approach the situation in a spirit of compromise, with all sides respecting international law. In light of the escalating conflict, we call on all parties to resume diplomatic efforts to find a solution to the concerns raised expressed by Russia.”

South Africa also called on all parties to uphold and protect human rights and abide by their obligations in terms of international law and international humanitarian law.

“South Africa continues to support and encourage regional initiatives such as the Minsk Agreements, and we welcome the work of the Normandy Format, the Trilateral Contact Group and the Organisation for Security and Cooperation in Europe (OSCE).”

In addition, the South African government has called on the United Nations Security Council to play its role in the search for peace.

The Security Council remains the primary body tasked with the mandate to maintain international peace and security and it must exercise its responsibility fully in this regard.

“We also believe that the Good Offices of the UN Secretary-General could also make a positive contribution in finding a lasting solution to this conflict.”

Meanwhile, the South African Embassy in Kyiv is monitoring developments closely and is also assisting South African nationals in Ukraine.
