E-Levy is Not For Presidential Jet, By Enimil Ashon

Mr. Enimil Ashon

Ghanaians slept well on Tuesday night; after all, it’s not every time one not only whips an enemy so convincingly but also qualifies for the World Cup with 11 one-footed players; the other foot having been disabled by compatriots’ cynicism. Never before had any national football team gone to battle starting off as 0 -11 underdogs in their own country.

Kudos to the New Patriotic Party. They finally got their E-levy. How the coup was executed in Parliament, only a few insiders can fathom. It was a masterstroke that left even a goggle-eyed Speaker of Parliament wondering how it happened!

Remember the Finance Minister’s speech before the House (March 24)? Part of it was a promise conditional upon “when the E Levy is passed next week”. That’s bold if you ask me, were it not so uncanny, what with Adwoa Safo’s adamantine refusal to fly down and one other NPP MP on a bed of affliction.

Radio commentators say they saw an ambulance parked on the Parliament premises and suspected it was the ailing Minister for Chieftaincy and Religion stretchered from his hospital bed to cast his vote. If this is confirmed, it would be only the second time in Ghanaian Parliamentary democracy; the first being in the Limann government when an MP (some of us knew him only as Rockshell) was similarly stretchered from a Tema hospital to Parliament to cast his vote, without which Dr Hilla Limann’sbudget would have suffered a second successive defeat in the House.

Talking about political acrobatics in this nation, it is recalled that while the motion to throw out the Limann budget was moved by Dr Jones Ofori Atta of the Opposition PFP, it was seconded…please, take a deep breath…by Dr G.K. Agama, the ruling PNP’s Ranking Member on Finance! For the records, the “troublesome” Dr Jones Ofori Atta was the father of today’s Finance Minister.

I didn’t support the passage of the levy, but as a good citizen, I will abide by the majority decision; plus, after all, what can anyone do except obey. A businesswoman called me on Wednesday morning after calculating how much her business stood to suffer. She has over one thousand workers in the region, whose salaries are sent to them by MoMo through their bank account. If she does not top up by 1.5%, the workers’ salary will be less by 1.5%!!!

That’s how much this hurts the private sector. And that is why it is my duty to remind the President of the simmering anger of the people. It could break out if the Executive make the mistake of buying a new Presidential Jet.

Not everybody who calls themselves advisers of the President means well. I can imagine them urging the President not to mind the ‘against’ people; that “Nana, waye bi” (you’ve suffered for this country) and so “Di wo de” (It’s time to enjoy some).

Speculation has been rife that the President, as part of measures to stabilize the economy, may announce a downsizing of his Cabinet. That’ll be wonderful. Why should any country with a Ministry of Culture also have a Ministry responsible for Chieftaincy and Religion, for instance?

Other Ministries that can easily be subsumed under others include Fisheries and Aquaculture Development (which can be made a department at Food and Agriculture), Railway Development (give it to Transport) and Public Enterprise (can be an office at Jubilee House), same way as Aviation has gone back to Transport

During the week, there has been a suggestion that the President look at “Foreign travels”. My only contribution here is for a closer look at “Per Diem”, especially if it does not take care of “Accommodation and Meals.”

PS: News on Wednesday morning was that NDC had petitioned the Supreme Court against the Tuesday voting. Is it the same NDC to whom the integrity of the present S.C judges is in tatters? My advice: the party should insist on British, American or Australian judges to hear this case. Are they going to court only to announce, if they lose, that they had lost to a politicized panel? Francis Xavier Sosu should lead that call for foreign judges.

In Ghana, the National Association of Sachet and Packaged Water Producers (NASPAWAP), says Ghanaians will start paying new prices for packaged water, effective Friday, 1st April.

Each water sachet will sell at ¢0.40, while a bag of the sachet water, 500ml by 30pcs, will be sold at ¢6 maximum from the retail trucks.

A 500ml of bottled water will sell at ¢2. while, iced bottled water of 750ml or medium size will be sold at ¢2.50.

Mini shops, however, will retail the commodity at ¢8 per bag maximum. The 1.5L or large bottled water will be sold at ¢3.50.

The Association says the development is informed by the increasing cost of raw materials and fuel and the cedi’s depreciation.

“At our previous review, the dollar’s exchange rate was in the region of ¢6.50. Currently, it is inching up to ¢8.50. Fuel which forms a major cost of distributing the products to the market centres, has significantly gone up since our last review,” President of NASPAWAP, Magnus Nunoo, explained saying most of the inputs and packaging materials which were mainly imported and produced from petroleum sources have become expensive.

He, however, cautioned that there might be slight variations in prices across the regions due to haulage to remote and distant areas.

The president further appealed to government to review the tax policies on packaged water industry to help reduce the financial burden to save the industry.

Hiplife star Ex Doe has revealed how Nigerian artists trooped into Ghana to learn how to produce hit songs.

In an interview with Amansan Krakye on Kastle FM, the veteran rapper stated that Nigerian musicians could not match up with musicians from Ghana.

He said this made them start visiting to learn a few traits here.

“Up till now when Nigerian artists want hit songs, they always come to Ghana and they know that we always have all the elements to be the number country in Africa when it comes to that,” he said.

He added that the Nigerian music industry gained its grounds faster than Ghana’s because artists from here were now involved in so many ‘beefs’ and unnecessary competitions instead of helping eachother.

“When the Nigerians come to Ghana they take what belongs to us and use it so well that they end up becoming big but do you think we can use diss songs to win a Grammy Award,” he added.

Nigeria 2023 Presidency: We ‘re Fully Behind Power Shift to South –Arewa Group

By Joseph Edegbo

Northern based group, Arewa People’s Democratic Coalition (APDC) has backed the idea of power shift to the South with a focus on a leader with clear vision and records of performance holding public office within the last ten years .

The group said part of it’s decision to support power shift to the south is to send a strong message to the North that it has failed Nigerians and that the current political tension stirred up by security challenges and power tussle can only fizzle out, when the highly coveted seat of President returns to the South

According to the group , the current challenges facing Nigeria needs a leader from the South ,who is also intellectually sound with the requisite capacity to handle challenges of security , economy and other problems militating growth and development .

The group in a press statement signed by the Coordinator, Comrade Mohammed Bagudu said, “The only person that has all the leadership qualities mentioned earlier is the current Cross River State Governor, Professor Ben Ayade .

The Statement further stated , ” We have held series off meetings with our friends from the South-west, South-east and South-South over the preferred candidate from the entire South and resolved to support the candidate that is selfless, detribalised and committed to Unity and progress of Nigeria .

“Our research team worked on three candidates and Cross River State Governor, Professor Ben Ayade emerged the preferred candidate with 70 per cent aggregate score above others, hence our decision to give him absolute support to emerge as Nigeria’s President come 2023.

“One of the projects that scored him high was the fact that he’s the only Governor , who thought of constructing a Super Highway to the entire Eastern region a feat worthy of commendation .

“The former Federal lawmaker has demonstrated his passion to work hard and deminish all factors militating against peace and unity of citizens as well as residents of Cross River State .

“Our northern brothers in Cross River gave good account and recommendation of how Prof.Ayade provided adequate security for them and employment opportunities across board without sentiments .

“We therefore urge all Nigerians to rise up and give consideration to a President who is young , vibrant and focused .Most especially a tested leader .”

On Tuesday, Ghanaian Parliament passed a controversial Electronic Transfer Levy (E-Levy) Bill, when Minority Members staged a walked-out on the basis that the tax is a tool to exacerbate the plight of the ordinary Ghanaian.

The newly introduced tax, which has remain a topic of discussion among Ghanaians, is expected to generate about ¢6 billion in tax revenue for the country.

Initially, 1.75% was proposed but eventually 1.5% was adopted.

The Ghana Revenue Authority (GRA) has already hinted that its structures have been revised and ready to ensure mobilization of the income.

President Nana Akufo-Addo has already signed it into law and below is a list of transactions to be affected and those exempted as the law comes into effect, as provided for by the Finance Ministry.

South Africa: Temporary Fuel Levy Cut To Commence Next Week – Official

Finance Minister Enoch Godongwana has tabled a proposal that will see the fuel levy being reduced by R1.50 cents per litre.

Making a statement to a sitting of the National Assembly on Thursday, Godongwana said the temporary fuel levy cut will come into effect on Wednesday next week, and will remain in effect until the end of May.

This will help cushion the blow that rising fuel prices are having on consumers after Mineral Resources and Energy Minister Gwede Mantashe warned that fuel prices are likely to increase even further this month.

“The intention of the temporary reduction of the general fuel levy is to support a phasing in the fuel price increases that we are expecting in the short term.

“This will go some way in assisting South Africans to adjust to the new reality,” he said.

With the Russia-Ukraine conflict continuing to impact the price of crude oil globally, this has had a direct impact on fuel prices in South Africa.

In March this year, the petrol price rose to R21.60 cents per litre of 95 ( (ULP and LRP) petrol in the inland region, while the price of diesel prices also rose.

Godongwana’s proposal will reduce the levy for petrol from R3.85 cents per litre to R2.35 cents per litre, while the levy on diesel will be reduce from R3.70 cents per litre to R2.20 cents per litre.

“These amounts exclude other levies such as the Road Accident Fund levy and the carbon fuel levy,” he said.

Reduction to be funded by sale of crude oil reserves

The Minister said the proposed reduction of the general fuel levy, for a period of two months, will not require adjustments to the annual national budget, as the proposal is not expected to have an impact on the fiscal framework.

“The proposed reduction of the general fuel levy will be funded by a liquidation of a portion of the strategic crude oil reserves.

“In this instance, the revenue foregone by the reduction in the levies will be recouped through a sale of strategic crude oil reserves, which are held by the Strategic Fuel Fund, which is a subsidiary of the Central Energy Fund. The sale would be required to raise around R6 billion,” he said.

Godongwana said with the fuel levy reduction being a temporary measure, a broader package of relief measures will be explored, and they will come into effect after the expiry of the two-month fuel levy reduction.

UN, Partners Launch $1.7 billion Plan On Humanitarian Needs In South Sudan

By Sunday Elijah

The UN and partners on Thursday launched a $1.7 billion Humanitarian Response Plan (HRP) for South Sudan, to meet the needs of some 6.8 million vulnerable people this year.

The funding will be used to provide urgent life-saving assistance and protection in a country where it is estimated more than two thirds of the population, nearly nine million people, require aid relief.

“The cumulative and compounding effects of years of climate-related shocks such as flooding and drought, conflict and subnational violence have destroyed people’s homes and livelihoods, robbing them of the future they deserve,” said Sara Beysolow Nyanti, UN Humanitarian Coordinator for South Sudan, the world’s youngest nation.

Solidarity and support

Despite these challenges, “affected communities have continued to demonstrate a great sense of resilience, solidarity and creativity,” she added.

Ms. Nyanti urged the Government, development partners, donors and humanitarian organizations, to match their solidarity with “unwavering support”.

This year, some 8.9 million people in South Sudan are estimated to be in need of humanitarian assistance.

The HRP will target 6.8 million of the most vulnerable in the country, where over two million people are displaced, many of them for years.

Delivering amid difficulties

Humanitarians further estimate that 8.3 million people, including refugees, are expected to face severe food insecurity by the peak of the lean season, which runs from May to July.

Large scale flooding is also expected for a fourth year in a row, along with the destruction and displacement that accompanies it.

In the face of climate shocks and other obstacles, humanitarians continue to deliver aid to millions in South Sudan.

Last year, they assisted more than 5.3 million people, providing them with food, health, water and sanitation, education, livelihoods and nutrition, along with critical protection services.

Commitment to protect

Ms Nyanti said the HRP reflects a commitment to protect vulnerable people, especially women and girls, the elderly, and those with ability challenges.

“Sexual and other forms of violence continue to be a major problem in South Sudan, thus, protection is at the centre of everything we do.  A collective response to prevent and respond to violence, especially against women and girls, is essential,” she said.

“Those who commit such crimes must be brought to justice, and humanitarians must continue to work with development and other partners to ensure the root causes of increasing humanitarian needs are addressed.”
