Productivity: Solid Minerals Ministry Achieves 90% Performance Management System Onboarding

0

By Martha Agas

The Minister of Solid Minerals Development, Dr Dele Alake, says 90 per cent of staff have been onboarded to the Target Setting System (TSS) platform.

This is under the Federal Civil Service’s Performance Management System (PMS), aimed at improving productivity, accountability, and service delivery across MDAs.

Alake disclosed this when he received the 36 Heads of Service, including that of the FCT, during a study visit to the ministry on Tuesday in Abuja.

A group photograph of the visiting Heads Of Service from the 36 States and FCT with the Minister of Solid Minerals

The visit aimed to assess the implementation and effectiveness of the civil service’s Performance Management System (PMS).

The PMS is a strategic tool introduced to replace the outdated Annual Performance Evaluation Report (APER) for better civil service efficiency.

It forms part of the Federal Civil Service Strategy and Implementation Plan 2021–2025, known as FCSSIP 25.

Alake said the TSS platform has improved efficiency in operations across the ministry significantly.

He explained that the system allows staff to be registered, trained, and monitored digitally for performance tracking.

“We have successfully onboarded over 90 per cent of our staff with clear Key Performance Indicators (KPIs).

“These KPIs are aligned with national development goals, enhancing efficiency in licensing, revenue, and investor relations,” he said.

He said this initiative, alongside the ministry’s seven-point agenda, boosted revenue from N6 billion in August 2023 to N38 billion in 2024.

Digitisation of licensing and sector operations helped block leakages and strengthen revenue processes across the ministry.

“We also launched aggressive marketing to raise public and investor awareness of Nigeria’s mining potential,” Alake added.

He stressed that Nigeria’s mineral wealth can surpass oil revenue if fully harnessed with proper coordination.

“As the world shifts from fossil fuels to green energy, solid minerals are key to powering this global transition,” he noted.

He said Nigeria must sanitise its operating environment to harness these resources and become competitive globally.

He added that digitisation and PMS integration have significantly advanced the sector’s development and transparency.

The ministry, he said, is aligning individual staff goals with its broader mandate for effective governance.

Other key areas include investment promotion, sustainable mining, and enhanced staff performance monitoring using tech tools.

The ministry has also introduced regulatory and sensitisation programmes to ensure compliance and staff ownership of reforms.

According to Alake, feedback and supervision mechanisms have also been strengthened for ongoing performance improvements.

Responding, Nigeria’s Head of Service,  Mrs Didi Esther Walson- Jack commended the minister’s openness and commitment to the PMS implementation.

Walson-Jack was represented by Mrs Patience Oyekunle, Permanent Secretary, Service Welfare Office, Office of the Head of Service.

The News Agency of Nigeria (NAN) reports that the minister also held an interactive session with the Heads of Service during the visit.

By Mohammed Suleiman, Dutse

The Jigawa state Chapter of the Peoples Democratic Party, (PDP) has responded to what it calls a misleading and fabricated fictions labelled against its leader and former Jigawa State Governor, Sule Lamido by the State NNPC gubernatorial candidate in the 2023 Elections, Mal. Aminu Ringim.

A statement issued and signed by the party’s State Publicity Secretary, Mal. Kyari Jitau Madamuwa described the purported, and baseless critics as malicious, and unfounded lies against decent, patriotic and well grounded politician of a repute, the former governor of.jigawa state, saying “we won’t fold our arms watching and allowing unscrupulous claims coming from any angle without fighting or responding back.

The statement described Aminu Ringim as a “Mad Political dog, barking, and moving from one place to another for safe landing after severe defeat during the last general elections without Knowing that his anticedents were running out of time.

It contended that having realized that, he could never survive from the deep political grave he has dug for himself in Jigawa State, he has turned himself to be a parochial liar, spreading all sorts of baseless, malicious and unfounded lies against decent, patriotic and well-grounded politician of repute particularly the former PDP Governor of Jigawa state, Alh. Sule Lamido.

According to the statement, Alh. Aminu Ibrahim Ringim  has been in the Jigawa state’s political arena as far back since the creation of jigawa state about thirty three years now and hold several positions in governments of jigawa state but could not utilize his political postures, expertise and influence in winning the ticket in 2023 gubernatorial elections, only to score 37,156 votes as the gubernatorial candidate of his party, the NNPP.

This poor outing, according to PDP,  has clearly demonstrated that Ringim wasn’t a real grassroot politician with all the wizards and exposure as he claimed, in winning the hearts of his people at polls in realization of his set objectives, situation which affects his sense of political judgement.

It could be recalled that The NNPP Chieftain had condemned former Jigawa State Governor Alhaji Sule Lamido’s book, “Being True to My Self,” saying it is full of untruths.
Ringim specifically disputed Lamido’s claim that his parents were from Niger Republic, insisting that his father is an indigene of Ringim Local Government Area.

Replying, Ringim stated “I was born in a village called Bagon Maidawakai, and my father’s grave is in Ringim,” Ringim said, adding that Lamido’s claim was a deliberate attempt to dent his reputation and political career.

The  statement caution the NNPP candidate on the need to be politically educated that, “gone are the days of his kind of dark-age politics, to modern times of politics of Issues and Developments in moving with modern times globalization.

“We advised him to go back to the drawing board as the political atmosphere in Nigeria and Jigawa state in particular can accommodate yesteryears kind of the game.
PDP in Jigawa state therefore implored its teeming supporters and other well meaning people of the to ignore the already sinked Aminu Ringim as no effort could save him from from his Deep Political Grave.

PDP assured that, all necessary steps are being taken into account in seeing to the emancipation of both jigawa state and the country from tyrannical leadership to a purposeful governance under the ticket of the People’s Democratic Party, ( PDP) come 2027 general elections as the teeming Nigerian populace are fed up with the deceptive APC leadership in the country.

Migration: Committee Urges Nigeria Customs To Tackle B’Odogwu Portal Hurdles

0

By Martha Agas

The Customs Consultative Committee (CCC) has urged the Nigeria Customs Service (NCS) to address challenges affecting its smooth migration to the B’Odogwu portal.

The Secretary of CCC, Eugene Nweke, made the call in an interview with the News Agency of Nigeria (NAN), on Friday in Abuja.

NAN reports that B’Odogwu is a locally developed Unified Customs Management System aimed at streamlining port operations, reducing processing time, and enhancing revenue collection.

The NCS implemented a pilot phase of B’Odogwu at the Port and Terminal Multiservice Limited (PTML), in October 2024 and recently rolled out to Tin Can and Apapa ports.

The system is expected to replace the current Nigeria Integrated Customs Information System (NICIS II) and integrate with the National Single Window, alongside modernising  NCS`s operations, enhancing efficiency and inter-agency collaboration.

Nweke noted that the B’Odogwu portal, developed by the NCS ahead of the 2026 National Single Window rollout, was facing migration challenges that threatens its efficiency

“ While this migration aims to enhance trade facilitation, it has introduced its own set of challenges. Despite the NCS team’s efforts to address these issues, human barriers and technical limitations persist.

“The experience of the Asycuda++ system, developed by Web Fontaine serves as a cautionary tale. The system’s optic server hosted in orbit was overwhelmed by the workload resulting in incessant system breakdowns.

“ A ministerial committee on port efficiency in 2011 identified the server’s limitations as a major bottleneck.

“Unfortunately, the same optic server infrastructure is still driving the NICIS I, NICIS II, and B’Odogwu portals, hence the need to seriously consider an infrastructure change in this regard, “ he explained.

According to the CCC official, it is essential to prioritise the development of robust and scalable trade facilitation tools that can accommodate the growing volume of trade transactions.

He urged the NCS and relevant stakeholders to work together to address the technical challenges and human barriers that hinder the effective implementation of these tools.

“ By doing so, we can promote compliance, reduce costs, and enhance the overall efficiency of the supply chain. Most importantly, the situation at hand doesn’t call for condemnation, rather a deliberate sacrifice and support, “ he said.

Benue Killings:  Move From Mere Rhetoric  To Sincere, Single-minded Determination To Halt Killings- Group Tasks FG

0

A group, Christian Solidarity World wide- Nigeria (CSWN) has  urged the federal government to, as a matter of urgency, move from mere rhetoric and perfunctory condemnation to a sincere, committed, and single-minded determination to halt the killings not only in Benue but in other states across the nation, bleeding from the menace of armed herdsmen

This is just as it condemns in strong terms, what it calls the avoidable attacks on Yelewata community in Guma Local Area of Benue State, which occurred on 14 June, 2025.
A statement by the Press and Research Officer of  CSWN, Reuben Buhari says reports from survivors indicate that over 100 people have been confirmed killed by suspected armed herdsmen, with some estimates suggesting the casualty figure could be as high as 200.

“This situation is particularly tragic as the victims are primarily internally displaced persons (IDPs) who had previously fled from communities such as Antsa, Dooka, and Kadarko, seeking refuge in various stalls around the Yelwata market. These individuals were killed and deliberately burned by the attackers. Others in their homes were also targeted; they were killed while their houses were set ablaze with them inside.

“Locals have reported that this latest attack on Yelwata is the third on the community within a week, and it lasted for over two hours.

“CSWN is saddened to note that Benue State has been plagued by armed attacks for years, with no end in sight. A Daily Trust newspaper report from June 14, 2025, recorded that 270 people were killed by attackers between April 1 and June 1, 2025, across ten local governments in the state. Additionally, the Benue NGOs Network (BENGONET), through its coordinator Lazarus Mom, stated that 5,700 lives have been lost since 2011, resulting in more than 150,000 people displaced.

“CSWN regards these recurring attacks as unnecessary and preventable if the government were to take decisive action against these killers. With impunity, these perpetrators have extended their violent activities from Nigeria’s middle belt states into other regions of the country. These targeted attacks have not only caused severe hardship in formerly peaceful communities but have also displaced thousands into IDP camps, created food insecurity, and hindered development efforts.
“The Chief Executive Officer of CSW-N, Reverend Yunusa Nmadu, whilst urging both state and federal governments to stop the attacks, stated that the majority of rural residents in Benue State are facing an existential threat from these armed herdsmen, who are deliberately eradicating generations of people.

“It’s unfortunate that Benue, once touted as the food basket of the nation, is grappling with hunger due to the inability of its people to till their farms. I urged the federal government to, as a matter of urgency, move from mere rhetoric and perfunctory condemnation to a sincere, committed, and single-minded determination to halt the killings not only in Benue but in other states across the nation, which are bleeding from the menace of armed herdsmen.”

At Least 20 Senior Iranian Commanders Killed During Israeli’s Targeted Attacks On Nuclear Infrastructure

0

Israel’s targeted attacks on Iran’s nuclear and missile infrastructure early Friday took out at least 20 senior Iranian commanders, inflicting a significant blow to Tehran’s governing theocracy.

The Israel Defense Forces strikes took out Gen. Hossein Salami, the leader of the Islamic Revolutionary Guard Corps (IRGC), who had a history of threatening the U.S. and Israel.

Gen. Mohammad Bagheri, the chief of staff of the Iranian armed forces, was also killed. His death further escalates the gravity of the strikes and their implications for Iran’s military structure.

Ali Hajizadeh, the head of the IRGC Aerospace Force, was also killed, as was Lt. Gen. Gholamali Rashid, who was the head of the IRGC’s Khatam-al Anbiya Central Headquarters, which coordinates joint Iranian military operations.

ISRAEL LAUNCHES ‘OPERATION RISING LION’ ON IRAN, TARGETING NUCLEAR FACILITIES, TEHRAN

Their deaths came amid Israeli Defense Forces launched a sweeping strike on Iran, called “Operation Rising Lion.” It followed months of attempted, and seemingly failed, nuclear negotiations between the Trump administration and Tehran. Israel said it launched the strikes to target Iran’s nuclear and missile infrastructure.

Gen. Hossein Salami, commander-in-chief of the IRGC
Salami was the commander-in-chief of the IRGC since his appointment in 2019 by Supreme Leader Ayatollah Ali Khamenei, overseeing Iran’s elite military force.

His appointment came shortly after President Donald Trump pulled out of the Iran nuclear deal and designated the IRGC as a terrorist organization.

Salami first joined the IRGC during the Iran-Iraq War in the 1980s, rising through the ranks to lead the IRGC’s air forces and later its entire command.

The IRGC is one of the country’s most powerful centers. It was created after its 1979 Islamic Revolution and has evolved from a paramilitary, domestic security force into a transnational force that has come to the aid of Tehran’s allies in the Middle East, from Syria and Lebanon to Iraq, per the Times of Israel.

It operates in parallel to the country’s existing armed forces. It controls Iran’s arsenal of ballistic missiles, which it has used to attack Israel twice during the Israel-Hamas war in the Gaza Strip.

ISRAEL HITS THE ‘HEART’ OF IRAN’S NUCLEAR PROGRAM IN NATANZ FACILITY STRIKE

Under Salami’s leadership, the IRGC evolved into a powerful transnational force, deeply involved in supporting Iran’s regional allies in Syria, Lebanon and Iraq. The Guard also maintains control over Iran’s expansive ballistic missile arsenal, which has been deployed in strikes against Israel — most notably during the Israel-Hamas war — and serves as a central pillar of Iran’s deterrence strategy.

Salami was also known for his aggressive rhetoric toward both Israel and the United States, publicly calling for the destruction of Israel as early as 2016. After the U.S. killed Qassem Soleimani, commander of the IRGC’s elite Quds Force, in a 2020 drone strike, Salami vowed retaliation. Just five days later, Iran launched ballistic missiles at U.S. bases in Iraq and warned that American and Israeli commanders would be targeted in future reprisals.

In one of the most aggressive actions attributed to him, Salami ordered a massive retaliatory strike last year, launching more than 300 drones and missiles after Israel killed seven Iranian generals in an airstrike on an Iranian diplomatic compound in Syria.

Gen. Mohammad Bagheri, chief of staff of Iranian Armed Forces
Bagheri has served as the Chief of Staff of the Armed Forces since 2016, coordinating operations across the army, IRGC, and air defenses.

He was a veteran of the 1979 Islamic Revolution and held multiple senior roles in intelligence and strategic command.

Bagheri was instrumental in shaping Iran’s military doctrine and led efforts to modernize its missile and air defense systems. He represented Iran in military coordination with allies like Russia and Syria, particularly during joint operations in the Syrian Civil War.

As the brain behind Iran’s strategic military posture, Bagheri was on Israel’s radar for years as a high-value target.

Brig. Gen. Amir Ali Hajizadeh, head of IRGC Aerospace Force
Hajizadeh oversaw Iran’s Aerospace Force, a powerful military branch responsible for its ballistic missile arsenal, drone programs and space-based military initiatives. He led the branch since 2009.

The IDF said that Hajizadeh had gathered in an underground command center overnight with other senior officials to prepare for an attack on Israel when IAF fighter jets struck the location.

The IDF said that the IRGC aerospace force was responsible for repeated attacks against Israeli civilians. Notably, Hajizadeh and his subordinates commanded Iran’s direct missile and UAV attacks against Israel in October 2024 and direct missile strike in April 2024.

After Soleimani’s killing, he helped coordinate Iran’s ballistic missile retaliation against U.S. bases in Iraq.

Additionally, when Iran shot down a Ukrainian passenger jet in 2020, Hajizadeh publicly accepted blame, saying the mistake was made by a subordinate. All 176 people on board were killed.

Lt. Gen. Gholamali Rashid, commander of Iran’s Khatam al-Anbiya Central Headquarters.
Rashid led the Khatam al-Anbiya Central Headquarters, a key strategic command center within Iran’s military, tasked with planning and coordinating joint military operations within the Iranian forces.

He was a veteran and influential decision-maker during the Iran–Iraq War and later became part of Iran’s senior military leadership network. He was sanctioned by the Treasury Department in 2019.

Several nuclear scientists were also killed in the strikes, representing a significant blow to Iran’s nuclear development program.

Insecurity, Socioeconomic Challenges Driving Voter Apathy- Report

0

By Justina Auta

A new report on “Addressing Voter Apathy in Nigeria” has identified insecurity and socioeconomic challenges as key drivers of low voter turnout during elections.

Prof. Freedom Onouha, Department of Political Science, University of Nigeria, Nsukka, while presenting the report findings on Friday in Abuja, said the study aimed to address voters’ apathy in Nigeria.

The News Agency of Nigeria (NAN) reports that research was conducted by Friedrich Ebert Stiftung (FES) and Institute of Peace and Conflict Resolution (IPCR).

Onouha identified electoral violence, distrust in electoral process and voters suspicion as key drivers of apathy that stifle electoral process in Nigeria,

He called for the implementation of reforms to restore citizens’ trust in the electoral process.

“There are structural as well as systemic factors that are responsible for voter apathy, but the most important ones is the issue of growing distrust in the electoral system.

“People are beginning to feel that the electoral body is not conducting elections that enable their votes to count.

“The loss of faith in those electoral bodies and electoral process is the number one reason why we are having low voter turnout,” he said.

He said that insecurity was also a major cause of voters’ apathy.

“Increasingly, we are seeing our politicians mobilise violence in a large scale, on a disposed scale, in order to win an election.

“That, in itself, is causing a lot of discomfort. People are not really prepared to risk their lives to vote for election.

“There is always this conclusion that the outcome of the election tends not to reflect in terms of the outcome,” Onouha said.

According to him, there is also the issue of bad governance.

He said that those who eventually win election failed to run the kind of governance that delivered on basic services.

“These tend to make them lose hope or disengage from the electoral process and from the government of the nation, and that in itself, is a major problem for the country,” he said.

He said that addressing these challenges was crucial to restoring the integrity of the electoral system and ensuring that citizens’ voices were heard.

He said that meaningful reforms were essential to restoring public trust and ensuring the integrity of future elections.

“The current administration needs to raise the bar in terms of security, not just now, but also during the elections, because insecurity is the major disincentive why people do not vote.

“The second point is that we need to have a clear-eyed approach to reforming our electoral processes and our electoral institutions,” he said.

“In this regard, if we say we want to transition to electronic voting and we are going to transmit results, we need to do it in such a way that it is seamless, smooth so that people will have confidence on the government.

Also, Dr Fatima Adamu, Executive Director, Nana Girls and Women Empowermen Initiative, an NGO, stressed the need to tackle insecurity, which has affected women’s participation in electoral processes.

“Women really complain bitterly about the violence during campaigns, the same thing during election. So that needs to be addressed.

“Another issue that women raise is lack of voter education and representation of quality leaders, and especially women.

” They feel that they are not giving quality women to contest, and they want the political parties to do so,” she said.

Mr Lennart Oestergaard, Resident Representative of FES, said: “if people do not make use of their right to vote, then that is a challenge, and it has to be addressed.

“This research findings is open to everyone who is interested, civil society, actors, academia and also the government, to take a look at it, and maybe if it’s helpful, take some learnings.”

Dr Joseph Ochogwu, Director-General, IPCR, represented by Dr Ayuba Caleb, said that the institute remained committed to supporting efforts that deepen democratic values and foster a culture of active peaceful citizenship.” (NAN

AMDF Hails Tinubu For Honouring Late Journalist, Kaltho

0

… Says The Recognition Is a powerful Reminder of the Value of Journalistic Integrity.

By Justina Auta

The Africa Media Development Foundation (AMDF) has commended President Bola Tinubu for conferring a posthumous national honour on the late journalist James Bagauda Kaltho.

In a statement issued on Friday in Abuja, AMDF Press Freedom Manager, Mrs Zhiroh Jatau, described the recognition as a powerful reminder of the value of journalistic integrity.

She noted that it also highlighted the sacrifices made by journalists who dare to speak truth to power.

AMDF Executive Director, Sekyen Dadik, noted that the honour underscored the importance of press freedom and the need to protect journalists as they carry out their constitutional duties.

“We commend the President’s gesture, which serves as a reminder of the value of journalistic integrity and the sacrifices made by those who speak truth to power.

“As an organisation that supports and advocates for press freedom, the recognition also inspires us to continue amplifying calls for the safety of journalists in Nigeria and beyond,” Dadik said.

According to him, the honour further motivates ongoing advocacy efforts to protect and support journalists, especially those facing challenges in the line of duty.

Reacting to the conferment of the national honour, Kaltho’s wife, Martha, expressed deep appreciation to President Tinubu, saying: “At last, my husband has been vindicated.”

Kaltho’s daughters, Ann and Leshi, also expressed gratitude to all those who have stood by the family through difficult times.

The News Agency of Nigeria (NAN) reports that AMDF, in 2019, introduced the Bagauda Kaltho Media Lecture Series to immortalise Mr Kaltho, who disappeared between late 1996 and early 1997 due to his investigative journalism.

Until his disappearance, Kaltho was known as a courageous and fearless journalist.

The annual lecture, held every Sept. 19, his birthday, continues to highlight the challenges African journalists face in the course of their work.(NAN)
