State Of Emergency Declared At Lake Chad Amid Rising Militant Attacks

N’Djamena – Chad’s government on Monday declared state of emergency in the Lake Chad region on the ground that the area has become a gathering point for Boko Haram militants.

The Minister of Communications Hassan Sylla Bakari, said the state of emergency would empower the governor of the region to prohibit the movement of people and vehicles and order searches of homes during the day and night.

“Boko Haram only remains a threat to the civilian population with suicide bombings which is difficult to prevent,” Bakari said.

He said that members of the sect enjoyed the complicity of some inhabitants of the Lake Chad region, which borders Nigeria, where Boko Haram is based.

The Chadian government had deployed more than 5,000 soldiers to islands and lakeside villages in the region.

In one of the most recent attacks by Boko Haram in the country, at least 41 people died in October when suicide bombers attacked a weekly market in Baga Sola.

Boko Haram, which seeks to establish a state with strict interpretation of Islamic law, had killed thousands of people in Northern Nigeria, Cameroon and Chad.

Somalia To Deport Illegal Migrants From Kenya

A Somali court has ordered the deportation of 27 Kenyans found to be in the country illegally.

This is the first time in 25 years that Somalia is to expel foreigners for overstaying their visas.

The men have also been fined $10 (£6.50) for each day they were in the country illegally.

The BBC’s Mohammud Ali says job opportunities for foreigners have opened up as peace has gradually returned to Somalia.

Judge Hashi Elmi Noor said that the case was a warning to others who are found to be in the country illegally.

It is not clear how long the deportees had stayed in Somalia.

Our correspondent says that a growing number of foreigners are taking up jobs in the construction and hotel industries, while others are getting teaching jobs in colleges and schools.

According to a recent Somali law, work permits are now mandatory for all foreigners and employers are urged to give first priority to Somali nationals.

The government is trying to create job opportunities for young people but the damage to the education system caused by the civil war has left many without crucial skills.

Years of anarchy in Somalia followed the downfall of President Mohammed Siad Barre in 1991 and more than a million Somalis fled the country as a result, with nearly half a million ending up in Kenya.

The current government, backed by the African Union, is slowly gaining control of Somalia as it battles with the Islamist militant group Al-Shabab.

For its part, the Kenyan government has accused some Somali refugees of links to Al-Shabab, which has staged several attacks in Kenya.

About 400 Somalis were rounded up and sent to Mogadishu from the Nairobi district of Eastleigh, which is home to many ethnic Somalis.

It also threatened to start mass deportations from the refugee camps but later drew back under intense pressure.

Kenya has also started building a barrier along its long border with Somalia but progress has been slow so far.

Nigeria: New Customs Boss Seeks Police Partnership In Tackling Border Crimes

Kaduna (Nigeria) – In an effort to curbing border crimes and advancing the capacity of the Nigerian Custom service, the new Custom boss has sought for a renewed partnership with the Nigerian Police Force in tackling border crimes and information sharing.

The partnership was sought when the Comptroller general of Nigerian Custom Service paid a courtesy call to the Nigeria Police leadership at the Force Headquarters in Abuja.

Statement by the Police Force Spokesperson, Olabisi Kolawole explained that, “The partnership is aimed at synergizing with the Nigerian Customs Service in tackling border crimes and advancing the capacity of Nigerian Customs Service in realizing their core mandate.”

The Customs boss, Hameed Ibrahim Ali who was accompanied by other senior officers sought for partnership in the areas of information sharing, tackling border-related crimes, smuggling and also on ways to improve on the revenue capacity drive of Customs.

The Inspector General of Police, Solomon Arase in his remarks promised to improve on the existing level of intelligence sharing, and also, extends training opportunities to personnel of the Nigerian Customs Service to further enhance their capacities.

South Sudan Plane Crash: 14 Months Old Baby Regain Consciousness

A 14 month old baby, survivor of the Wednesday South Sudan plane crash in the country’s capital, Juba has regained consciousness, Doctor said.

According to a journalist, Philip Mabior in a report, the baby girl is being treated at the city’s teaching hospital and is able to recognize relatives.

At least 36 people died after the plane crashed on take-off near Juba airport.

The cause of the crash remains unclear but the manufacturer said the cargo plane was not airworthy.

The UN peacekeeping mission in South Sudan has sent divers to search the nearby White Nile for bodies, and also for the black box recorders.

The Antonov An-12 plane, operated by local company Allied Services Limited was heading to Paloch, Upper Nile State, and came down 800m (half a mile) from the runway.

It crashed into a farming community on an island on the White Nile, but it is not clear how many of the victims and survivors were passengers and how many were on the ground.

It is not clear if the 14-month old girl is the only survivor.

She was one of two people taken alive from the wreckage on Wednesday, the other is reported to have died later.

However, Philip Mabior said another person who survived the crash was also being treated in hospital.

The cargo plane was not authorized to take passengers, Stephen Warikozi, the head of South Sudan’s Civil Aviation Authority told journalists, but there were thought to have been dozens on board. They were all from South Sudan.

Five of the six crew members were Armenian, while the sixth was Russian. They were all killed.

Khulekani Mpanza shooting: CCTV video shows South African police ‘executing’ unarmed man in Krugersdorp – An independent murder investigation has been launched against one officer

A video has emerged in South African which appears to show police officers executing a robbery suspect as he lies wounded and unarmed on the ground.

In CCTV footage obtained by South Africa’s Sunday Times newspaper, police can be seen kicking and fatally shooting the suspect after he has already been disarmed.

South African media have identified the suspect as Khulekani Mpanza, and said he had earlier fired at police while attempting an armed robbery. Officers chased him from the scene to the point where he was killed on the pavement in Krugersdorp, west of Johannesburg.

A murder investigation has been launched against a police constable accused of shooting Mpanza multiple times as he lies wounded. In the video, the gun Mpanza used in the attempted robbery can be seen lying out of reach on the ground.

A police Sergeant who appears to kick the suspect after he has been shot, as well as other members of the unit, could also face action from the Independent Police Investigative Directorate (Ipid) for failing to stop the shooting or assist the dying man.

According to the Sunday Times, 32-year-old Mpanza attempted to rob a hardware store in the Krugerdorp suburb of Lewisham on the afternoon of 19 October.

Police, reportedly acting on a tip-off, were waiting in a van a short distance away. A witness told the newspaper Mpanza loitered for a short time near the door of the shop then walked out and fired around eight shots at the van before fleeing.

None of the officers involved in the shooting have been suspended, and Krugersdorp police told reporters they would await “word from Ipid” before taking any action.

The African News Agency quoted police Lt Gen Lesetja Mothiba as saying any police officers who acted unlawfully would be prosecuted.

A spokesperson for Ipid, Robbie Raburabu, told the Times that Mpanza’s postmortem showed he sustained three gunshot wounds, to his arm, head, and chest. “It’s very difficult to get witnesses in such cases. We were very lucky to get this footage,” he said.

Nigeria: Prison Officers Charged On Attaining An Effective Criminal Justice System

Kaduna (Nigeria) – Graduating Officers of the 23rd Assistant Superintendents (ASP) Basic Course International of the Nigerian Prison Services have been charged to use the knowledge acquired from their six months training to enhance their operational competence for an effective criminal justice system in the country.

The permanent Secretary, Ministry of Interior, Abubakar Magaji gave the charge at the Passing out Parade of 122 Prison Officers at the Prison Training College at the weekend in Kaduna.

Magaji who expressed optimism on the trained Officers said, their expectation from them is not only to have a conceptual foundation as prison officers but technical ideas that could help in addressing challenges of the prison service.

The permanent Secretary who was represented by the Ministry’s Director of Paramilitary Noah Auta urged them to be prepared for the enormous task ahead, especially in the area of guaranteeing security for the entire citizenry through ensuring the safety and rehabilitation of inmates into the society after serving their jail terms.

He therefore admonished them to adhere to professionalism and be committed while discharging their duties in the face of the security challenges experienced in some parts of the country which has led to the closure of some prison formations across the country.

He said, “The prison profession essentially demands absolute commitment, foresight, loyalty, perseverance and patriotism at all times to achieve its mandate.

“In this regards, the prison administration is striving within its available resources to ensure that structures and processes are put in place to enhance effective performance of all prison officials,” he noted.

Solomon Dalong, one of the screened Ministerial nominees in a remark commended their skills of excellence and standard maintained so far in the service.

While responding to questions from journalist on tackling jail breaks in the country peradventure he becomes the Minister of Interior, he said, having spent 25 years in the service, it is a familiar ground/setup to soar.

He said, issue of jail break can be handled when insecurity is curtail; “‎When you have insecurity prevalence in the country, jail break becomes the other of the day, so it is not strange unless much is done to curtail the spate of insecurity which the present government is doing enough.

“Jail break will be a thing of the past in no distance future ‎when we have addressed our security problems. But I think there is a need for us to bring our parameter wall and the entire security system of the prisons to meet with the level of sophistication of crime,” he pointed out.

The Deputy Director General of National Prisons Services of South Sudan, Samir Khamis Suleiman in a remark also commended the Nigerian government and the Nigerian Prison Services for their support in training their officers and security aid rendered to them while in crisis. He prayed for a continuous collaboration in tackling insecurity challenges and strengthening ties.

A total of one hundred and twenty two (122) ASP officers where commissioned into the Superintendent cadre of Nigerian Prisons Services of which 10 are foreign Nationals from Republic of South Sudan. The occasion features parades and presentations of awards for academic excellence and selfless service.

The South Asian nation pushes to increase its clout on the continent

India wrapped up one of the largest bilateral summits in its history on Thursday, with over 50 heads of state or government and senior officials from across Africa converging in the capital, New Delhi, for the four-day India-Africa Forum Summit. As the South Asian nation pushes to increase its clout on the continent, where rival Asian superpower China has long flexed its diplomatic and economic muscle, here are four takeaways from the confab:

  1. U.N. reforms
    India has been lobbying to reform how the U.N. is governed, with Indian Prime Minister Narendra Modi speaking out for a change to the Security Councilto better reflect today’s geopolitical realities. Top of the agenda is marshaling support for India’s place on the council as a permanent member. With that end in mind, the New Delhi summit saw marathon meetings between Indian and African leaders where Modi and his cohorts sought to win support for India’s candidacy.
  2. Terrorism
    The summit also focused heavily on terrorism and defense. The Westgate Mall attack in Kenya and the continuing raids by Boko Haram in Nigeria and neighboring states were brought up by the Kenyan and Nigerian Presidents, respectively. Modi has repeatedly voiced his concern regarding rising terrorismand the need to quash it. Cyber security, maritime security and defense cooperation were also on the agenda.
  3. Climate Change
    Modi called on the assembled African leaders to join an alliance of solar-rich countries at next month’s Paris climate conference, where the international community will gather to try to hammer out a successor to the Kyoto climateprotocol. Both African nations and India want to “light up lives of our people and power their future,” Modi said, adding that it should be done in such a manner that “snow on Kilimanjaro does not disappear; the glacier that feeds the River Ganga [Ganges] does not retreat.”
  4. Development Initiatives
    India promised $10 billion in new credit and $600 million in grant aid to African countries. The money, which supplements other initiatives, comes as New Delhi attempts to swell its influence across the continent. But it remains well behind China, which is Africa’s largest trading partner.

Journalist Threatened Over Reporting Of Rape At Boys’ School In Kano

According to the Committee to Project Journalists (CPJ) Nasir Salisu Zango, a reporter for the radio station Freedom Radio and the Hausa correspondent for the German broadcaster Deutsche Welle, was threatened by three men for his report on the alleged rape of students at a boys’ school in Kano.

It will be recalled that yesterday SaharaReporters reported that there had been a series of rapes at Hassan Gwarzo Boys College. Today SaharaReporters revealed that Hassan Gwarzo College Boys College was closed down because of the allegations.

Mr. Zango informed the CPJ that three men claiming to be police officers arrived at his house on Thursday and asked him to cease his reporting of the alleged rape of young boys at the Hassan Gwarzo Boys College. Mr. Zango alleges that the three men implied that he would “face consequences” if he did not stop.

When pressed for comment by the CPJ the police spokesman for Kano State, Magaji Musa Majja, claimed he was unaware of any threats issued to Mr. Zango by the police.

The original report involved an interview, conducted by Mr. Zango, with a 13 year-old boy who was admitted to a hospital after his rape. The boy described his alleged rapists as unknown male individuals known for their sexual assaults of new students.

In response to the report the Kano State government ordered the closure of the school, and has begun an investigation into the allegations.

However, the school’s administration seemed divided in their response to the news. The principal, Mallam Bashir, informed CPJ that he was aware of Mr. Zango’s report and the police investigation. Yet, the school’s proprietor, Ibrahim Ayagi, denied that any sexual assaults of students had taken place, and threatened legal action against Freedom Radio for “spreading falsehood”.

Despite the threats made against him, Mr. Zango informed the CPJ that he was not intimidated and would be conducting a follow-up report to his original story.
