Hate Speech in Nigerian Media: Which Way To Go

By Sekyen Dadik

As Nigerians go through the 2015 general elections, one issue that has lingered which no doubt has a devastating effect not just for the elections but after the elections is the prevalence of hate speech.

Though this was experienced during and after the 2011 general elections with its resultant effect manifesting in the post election violence that followed, little was done to check mate such, neither was any culprit brought to book.

Hence, the 2015 electioneering campaign were largely characterized by hate speeches largely by politicians and media outfits. It has become so prevalent that it is uncertain if there is any Nigerian completely free from this ill.

From ‘comments’ on social media platforms to one on one discussions on ethnic, political and religious issues and also provocative statements in the media by political, community, ethnic and religious leaders, it has become clear that hate speech is gradually becoming a menace in the society.

This results to bitterness, discrimination, harassment and violence as well as harmful criminal acts. Consequently, there is hardly any hate-motivated violent attack on any group without hate speech and the hatred it spews as a contributing factor.

Thus, it has become imperative for all stakeholders involved to effectively play their part in ensuring a violent free election by saying no to all provocative statements and campaigns in the media; considering its tendency to heighten ethnic, political and religious intolerance, thereby threatening our peaceful coexistence as a nation as was witnessed in the 2011 general elections.

It was in response to this that the Africa Media Development Foundation (AMDF), a non-profit Media and Communication Development Organization committed to developing the media and journalists in Africa organized a one day Media Clinic for Media Executives, Reporters, Religious Leaders, Civil Society Organizations and Development Partners among others, to x-ray the issue of ‘Hate speech’ in the Nigerian Media.

The meeting was aimed at creating awareness on dangers of hate speech in the media; identifying ways of minimizing hate speech and calling on the media to wake up to its social responsibility to the society and censor materials that will incite or promote hate.

Presenting a paper on ‘Effects of Hate Speech on the Society’, the Executive Director of Aid Foundation, Mr. Emmanuel Bonet, noted that Hate speech is any speech, gesture, conduct, writing or display that could incite people to violence or damaging actions.

The effect of such, he says, begins with bitterness, avoidance and then it results to violence. He also pointed out the different stages of hate speech to include: Normal speech; Avoidance of people whom hate speech is directed at; Physical Attack and Extermination.

Bonet decried the way attention is not given to the consequences of hate speech and maintained that “it is time to look at the dying consequences of hate speech before it gets out of hand”. He added that `if truly the media sets the agenda; it should truly come up with ideas to make things work’.

One of the Panelists, Mr. Joseph Edegbo, a Media Manager berated the regulatory agencies, NBC, APCON and NPC for being silent while the issue of hate speech lingers in the media.

He called on the regulatory bodies to wake up to their responsibility and also enjoined Journalist to carefully select and sieve their messages before giving it out to the public if they are to ensure the development of democracy in Nigeria.

In his remarks, the representative of the Head of Department Mass Communication, Kaduna Polytechnic, Mal. Ahmed Sa’id lamented the use of hate speeches in the media, adding that issues of hate speech concerns stakeholders in the academia more than the politicians.

He maintained that being gatekeepers provide them an opportunity to interface within the phenomenon of hate speech, hence their desire to harness every measure possible to see what needs to be done to critically reverse the situation which he attributed to an institutional failure.

Participants also noted with dismay the use of the various platforms of the social media in fanning hate speeches, which was largely blamed on the collapse of our social values.

Consequently, participants at the meeting came up with resolutions as a wake-up call to all media and non-media actors to effectively play their role and restore sanity in media messages and reportage:

1. We encourage citizens to test the laws and seek redress over libel and defamation in court to serve as deterrent to future occurrences.
2. There is a need for value re-orientation specifically to checkmate hate speech in the social media, we therefore call on agents of social change (parents, Schools, community and religious bodies) to inculcate good morals in their wards.
3. We call on media and non media actors to enlighten people on the long term consequences of hate speech.
4. The media managers should ensure maintenance of ethics and standards of the profession.
5. Religious leaders should ensure balanced dissemination of information to their followers and also ensure unity among different sects in our religions.
6. AMDF should partner CSOs and other organizations that have understanding of legal and institutional frameworks to ensure regulatory bodies (NBC, APCON, NPC) play their roles effectively without bias.

Nigeria: Southern Kaduna Divided Over Choice of Gubernatorial Candidate

By Bello Adisa

KADUNA ( Nigeria) – There was a mild drama in Kaduna, Northwest Nigeria when a group named Concerned Citizens of Southern Kaduna said it has reached a consensus agreement with people of the region and gubernatorial contestants of Labour Party candidate, Mr. James Bawa Magaji and that of All Peoples Grand Alliance, APGA, Mr. Polycarp Gankon – the latter to step down for James Bawa Magaji.

But in a swift reaction, the APGA guber candidate said he had not stepped down to anyone as he is still in the governorship race.

Spokesman of the group, Peter Hassan told journalists in Kaduna that the consensus was reached after a consultation by the concerned citizens in the area and involving 5 representatives from both parties.

In a communique read by the group, “we have been shortchanged severally in every political event despite our commitment and consistency to the politics, peaceful co-existence and the unity of Kaduna State. We have been promised severally on rotational gubernatorial candidacy in the leading political parties in the spirit of balancing the state’s political equation; however the process has always been manipulated in favour of the northern candidates to the exclusion of candidates from the south. Appointments have been skewed, empowerment deprived, physical developments and provision of social infrastructure criminalized and our security unguaranteed in addition.

“We also observed the humiliating “one vote episode” for a southern candidate during the PDP primary elections, the result of which was from less than free and fair primaries: and the APC equally and wittingly schemed out the zone systematically in her gubernatorial primaries in favour of the northern candidates.

“That if the North will hold the President to ransom by claiming the right to rule the nation due to the demise of Yar’Adua, it is equally justifiable to similarly present a strong case due to the demise of Yakowa and claim the right to govern Kaduna State.

“We have however observed in pains that our elites have tactically jettisoned this vision and abandoned their people by setting for the crumbs that will fall on the ground after elections instead of mobilizing the people to go for the real substance.

“We refuse to be comfortable or be content with the situation. We the people of Southern Kaduna then set up among ourselves a team with plausible character and unflinching records of sound repute, comprising of men and women that are seasoned politicians, businessmen, members of the academia, spiritual leaders and other credible members of the society to discuss our plight as a people.

“The team met severally along with some campaign officers representing Polycarp Gankon and James Bawa Magaji argued adequately and sufficiently on the inherent qualities of both candidates, acknowledging the virtues in each of them and believing that any of them could adequately serve the interest of Southern Kaduna in the present dispensation.

“It was rightly observed and unanimously agreed by a cross section of Southern Kaduna citizens, the team and the representatives that no matter what; only one candidate will eventually emerge as governor. Therefore, the general opinions favour the presentation of a common front by adopting one candidate so as to articulate strongly and consolidate our votes to enhance our chances of winning the election.

“A criteria was therefore designed to sincerely consider and fairly assess the two candidates with the aim of getting one person that will strategically be supported for easy acceptance among all the geopolitical zones in the state, the criteria thus: Quantitative results of opinion polls initiated and conducted by independent concerned citizens. General experience of the candidate in politics, popularity, wide acceptability and influence among all sections of Kaduna state, competence if elected as governor, reputation of the candidate and passion and contribution to southern kaduna developmental history.

“After serious analysis, it was generally agreed to go on voting which ended in favour of James Bawa Magaji as the gubernatorial candidate to support for the 2015 governorship elections.

“On this note, it was resolved that a team be commissioned to meet Mr. Polycarp Gankon to unite his campaign machinery in support of Mr. James Bawa Magaji so as to consolidate the votes. Henceforth, all efforts would be consolidated in presenting a strong case on behalf of the choice and candidacy of Mr. James Bawa Magaji. We appeal to all and sundry to support this common course,” they resolved.

Within a short period of intervals, the APGA candidate, Polycarp Gankon drove into the NUJ Secretariat to debunk the allegation by the group saying he remained in the governorship race till the end.

According to him, “I have not discussed to step down with anybody. I said it clear that I’m not a stooge for anybody. I stand in the contest to the end.

“My candidature is not supervised or directed by anybody. I’ve been contacted directly to compromise but I turn it down because I know my candidature is not under anybody but Almighty God,” he said.

Gankon however threatened to take legal action against the group which claimed to have consulted with 5 person from his camp on the agreements that he has stepped down challenging them to produce the names of the 5 people as highlighted in the communique.

Nigeria’s Information Ministry To Get New Funding Drive

ABUJA (Nigeria) – Nigeria’s new Minister of Information, Patricia Akwashiki has pledged to attract more funding to the Ministry to enable workers execute their work effectively.

A statement by the Ministry’ Press Secretary, Joseph Mutah said the Minister made the pledge while addressing the heads of parastatals and agencies at their maiden meeting in Abuja.

The statement said Minister noted from the briefings of the heads of parastatals and agencies, inadequate funding had been the major challenge to their operations.

The Minister however urged them to be more creative by churning out programmes that would attract additional funds even outside of government’s coffers.

“I know we have a lot of problems, it is the general song everywhere. Once we don’t have enough revenue to go round, we are bound to have problems but I know that it is also in times of trouble and problems that people show their best.

I believe we can look inward and outward as the case may be to get other sources or other means of improving ourselves and generating monies and revenues for us to work,” she said.

The Minister was of the opinion that if the Federal Ministry of Information was properly funded, there would be constant and sustained public information on government’s activities and programmes even before the electioneering.

She stressed that as a deliberate policy to guard against misinformation by the political opposition, public information organs in the ministry should be given the wherewithal to saturate the media space with factual and verifiable information on government’s achievements and programmes and compete favourably with other private outfits.

Senator Akwashiki pledged her readiness to work with the heads of the parastatals and agencies to adequately inform the public on activities of government and also to improve the image of the country.

While presenting her brief, the Permanent Secretary, Dr. FolasadeYemi-Esan, said despite the paucity of funds, the ministry initiated and implemented the Ministerial Platform and the National Good Governance Tour, as two key programmes, which showcased the landmark achievements of the Jonathan Administration.

She said during the Ministerial Platform, ministers interacted with Nigerians about their stewardships on a multi-media platform to encourage feedback while the National Good Governance Tour was the physical verification and inspection of projects by the media and civil society to showcase ongoing and executed projects of government across the country.

Dr. Yemi-Esan said the Information Ministry also utilised the Social Media as a veritable platform for public communication and interaction.

A statement by the Ministry’ Press Secretary,Joseph Mutah said the Minister made the call while addressing the heads of parastatals and agencies at their maiden meeting in Abuja.

The statement says, the Minister was speaking on the heels of media reports that some people are threatening violence and planning to announce fictitious results in the event that the elections do not favour their candidates in order to cause chaos.

The Minister said as information managers, the heads of parastatals should be a step ahead of those planning to foment trouble by sensitising the general public on the need for peace during and after the elections.

Coalition Calls for Empowerment of Nigerian Women

By Bello Adisa

KADUNA (Nigeria) – A Coalition of Civil Society Organizations have called for women’s empowerment to participate fully in nation building and turning around the fortunes of Nigeria.

Arising from a meeting marking the 2015 International Women’s Day in Kaduna Northwest Nigeria, the Coalition said the solution to many woes that has befallen nigeria can be addressed if women are properly empowered.

The Guest Speaker, Dr. Bashir Maina of the Department of Educational Foundations and Curriculum, Ahmadu Bello University, Zaria, said women empowerment is essential to any meaningful development in a country, thus need be encouraged and involved in all sectors of the nation.

He said, “Companies with more women on their boards have higher returns to shareholders. Parliaments with more women consider a broad range of issues and adopt more legislation on health, education, anti-discrimination and child support. Peace agreements endorsed by female and male legislators last longer and are more stable.

“Studies revealed that for every additional one year of education for women, child mortality decreases by 9.5%. If access to resources and services for farmers are equalized, agricultural outputs would boost and hunger would be eliminated and millions of women would enter the world economy. Giving equal opportunities, the impact of women on future prosperity at a global level would be realized.

“Women as a motherhood of every nation should be made strong, aware and alert to formulate strategies and initiate processes that could bring women into the mainstream because they constitute great percentage of every nation’s population and it is clear that there can be no meaningful development in any nation unless and until the interest and the needs of women are fully taken into account. Thus, we need to protect and safeguard the rights of women for the development of the nation.

“Efforts should be directed to ensure that women are empowered both economically and socially to become equal partners in national development along with the men,” Dr. Maina stated.

Also speaking, an Educationist, Grace Jamila Bila said that violence towards women and girls is never acceptable and that the female counterparts deserves the trust and respect of their male counterpart.

“We the coalition of the Civil Society Organization (CSOs) working on education across the state have agreed to mark it this day. There is a need, in my view for the world to be reminded by leaders and champions of change, that violence towards women and girls is never acceptable and that their female colleagues deserve their trust and respect.

“Ultimately, I also believe that enduring progress in the status and security of women and girls will only be achieved through the collaborative efforts of both men and women,” Bila said.
