Improving MNCH services during emergencies: Why it matters

Lagos (Nigeria) – With increasing number of displaced persons and emergency situations caused by insecurity and other natural disasters in the country, the NOTAGAIN Campaign is particularly worried about the plight of women and children during such emergencies.

During the last five years, many Nigerians have been subjected to various forms of displacements as a result of communal clashes, natural disaster, conflict, violence and insurgency by the Boko Haram group in North-Eastern Nigeria.

According to a release by the Population Information and Communication Bureau (PICB), Federal Ministry of Information, for this year’s World Population Day, Nigerians in Kogi, Rivers, Lagos, Sokoto, Taraba, Bayelsa, and Anambra States experienced emergency situations in 2012 when flooding ravaged most coastal communities in the states. The situation was said to have resulted in thousands of people displaced and relocated to Internally Displaced Camps (IDPs).

In addition, insurgency and terrorism are now contributing to worsening emergencies worldwide while Boko Haram has over the years, unleashed mayhem on almost all parts of the country, especially the North East Zone.

The NOTAGAIN Campaign team believes that these displacements have negative impact on the health and wellbeing of the most vulnerable group – women and children, who are the most affected, as pregnant women have been seen delivering in open places devoid of medical facilities.

Speaking about the effect of insecurity on the health of mothers, the Coordinator, Accountability for Maternal Newborn and Child Health in Nigeria (AMHIN), Dr. Aminu Magashi said, “reports have shown that some of the women are pregnant while some are breastfeeding. Coupled with the poor habitat and inadequate medical services, these women are vulnerable to complications of pregnancy such as bleeding, infections and preterm delivery due to emotional trauma”.

Similarly, the Executive Director, Women Advocates Research and Documentation Centre, Dr. Abiola Akiyode said, “emergencies and situations of displacement heighten the vulnerability of women and girls. Gender-based violence including rape, sexual servitude, unwanted pregnancies, coerced contraception, and abortions are the daily reality”.

Thus, the time to ensure quality access to reproductive health care and rights for all Nigerians is now. The World Population Day 2015 brings an opportunity to remember the most vulnerable group of the population – women and children, who have been displaced from their natural home and forced to live in emergency situations.

“There is a strong need for these services to be made available to women and girls in emergencies and those displaced in camps or outside camps at every stage of the emergency situation” said Dr. Akiyode.

Also, Nigerian government has been called upon to provide the needed health care for the displaced while rebuilding the health infrastructures in the destroyed communities.

Dr. Aminu Magashi said, ”I call on the federal and state governments where IDPs exist to establish mobile clinics that visit the centers regularly, provide free drugs to women and children as well as ensure good water system”.

Furthermore, the NOTAGAIN Campaign, led by Development Communications (DevComs) Network and WARDC, through its Media Officer, Mr. Ayodele Adesanmi maintains that the responsiveness and sensitivity of the government to provide basic health needs for its citizens could avert needless deaths of mothers and children during emergencies. “We believe that pregnant women and children should be adequately catered for because of their vulnerability” he said.

It would be recalled that the National Health Act was signed into law in the year 2014 by the past administration and Nigerians are already looking forward to its implementation. The Program Manager, Health Reform Foundation of Nigeria (HERFON), Dr. Adeleke Oluwaseun said, “this law guarantees Nigerians the right to access quality health services through primary healthcare centers, which are the closest to the people by making available basic funds that would provide for basic minimum package of health services including emergency care, treatment to pregnant women, the elderly and immunization for children.”

Nigeria: Katsina Dissolves Local Government Councils

Katsina (Nigeria) – Governor Aminu Bello Masari of Katsina State, northwest Nigeria has dissolved all the 34 Local Government Councils in the state with immediate effect

All the affected Chairmen are members of the Peoples Democratic Party (PDP).

In a statement, Secretary to the State Government, Mustapha Muhammad Inuwa, says the dissolution is in line with the provision of Section 80 (a) of Katsina State Local Government Law of 2000, as amended.

The statement directs all Local Government Chairmen to immediately handover to Director of Admin and Finance in their respective Councils.

But in a reaction, Katsina State Chairman of PDP Alhaji Rabiu Bakori asked the LGA Chairmen to disregard the directive, explaining that Nigeria’s Constitution has made it categorically clear that there should be democratically elected local government chairmen in the state for a period of two to three years.

He pointed out that the governor lacks power to dissolve the council chairmen, noting that since the matter was in court, the governor should have waited for the verdict of the court.

The PDP chairman said based on those reasons the leadership of the party has totally disregarded the local government dissolution by Mr. Masari and directed the local government chairmen not to handover to anybody.

Alhaji Rabiu Gambo added that the actions of the governor was a total breach of the constitution which the governor swore to protect.

An earlier statement by Kastina PDP spokesman, Alhaji Salisu Aliyu Sukuntuni, reminds the governor that the constitution did not give him power to sack any elected official, adding that just as the governor was elected, the chairmen were duly elected.

“Section 7 of the Constitution states clearly that it does not recognize appointed chairmen,” Sukuntuni said.

“It only recognises elected chairmen. The chairmen were elected. When the election was to be conducted last September, the APC was asked to participate.

“Even for their sake, the fee for the forms for the various positions was reduced by half, but the party said it was not interested, and suddenly, you say you want to sack them.

House of Assembly Involvement
Katsina House of Assembly had on Wednesday demanded the immediate dissolution of the councils after adopting the report of its committee which investigated alleged diversion of Joint Local Government Account funds into ALGON account.

The Chairman of 18-member Committee, Alhaji Bello Danmusa, who presented the findings said the Committee had established the transfer of N7.5 billion from the Ministry of Local Government and Chieftaincy Affairs to ALGON account.

He said findings by the Committee indicated that the transfers was carried out through Union Bank Plc between January and December 2014 and between January and May 2015.

Danmusa said the committee has established that the action violated the provisions of sections 7 A and 7 B of the Joint Local Government Account Law CAP 69, Laws of Katsina State, 1991, as amended.

Section 7 A of the law stipulates that there shall be established a joint project account for the state and local governments for the purpose of carrying out joint projects.

“Section 7 B stipulates that for the purpose of carrying out joint state and local government projects, the committee shall direct for the deduction of funds at source to be paid into state and local government joint project account,’’ he said.

Freezing of Councils Account
Governor Masari had in a closed door meeting with bank managers instructed banks in the state to freeze the accounts of all 34 local government areas.

Reports say the decision was as a result of alleged fraudulent expenses by the councils, especially from the month of March 2015 till date, which the Governor said they must accounted for.

But on Friday, ALGON issued a 24-hour ultimatum to commercial banks operating in the state to unfreeze the Councils accounts or face legal action.

ALGON Chairman, Ibrahim Dankaba said the action of the banks are illegal, unconstitutional and a flagrant abuse of bank-customer relationship.

“In the light of the above, we demand for an explanation failure of which within 24 hours I shall not hesitate to take legal action against you if you fail to reverse your action within then,” he wrote.

On its part, the PDP described the Governor’s action as unconstitutional and an attempt to undermine democratic process.

In a statement by its Publicity Secretary, Salisu Sukuntuni, the PDP alleged that as a result of the governor’s order, the councils have been crippled from rendering essential services to their employees and constituents.

“The PDP strongly believes in the democratic culture and will not support any action that will jeopardise our cherished democracy. The state government must immediately take action to save the state councils,” the statement says.

Investing In Child Spacing Can Save Kaduna N1 Billion By 2018 – Experts

Kaduna (Nigeria) – A meeting of child spacing stakeholders in Kaduna, northwest Nigeria, has called for the creation of budget line for child spacing commodities and services in the state.

The participants who met at the instance of Initiative for Social Sector Advocacy (ISSA), say, investing in child spacing has both immediate and longterm benefit – apart from saving the lives of mothers and children, it is also cost effective.

The meeting noted, alongside the National Blueprint on Family Planning, that proper investment in child spacing between now and 2018 will avert more than 4,000 maternal deaths in Kaduna State alone and save about a billion Naira for the state.

The participants therefore call on Kaduna State Ministry of Health to develop an implementation plan of the National Blueprint, as well as address issues of finances that prevent policymakers from taking positive actions on improving access to child spacing services.

In a presentation, Chairman of ISSA, Malam Shehu Mohammed Makarfi stressed the need for Kaduna State Government to be proactive in meeting its target of increasing contraceptive prevalence from its present 24.4% to 46.5% by year 2018 as expected by the National Blueprint.

He called for better commodity logistics system to distribute child spacing commodities and consumables to the service delivery points.

While calling for improved access to high quality integrated child spacing services in Primary Health Care Centres across the State, Makarfi also called for strengthened private-sector participation in child spacing service delivery.

Health System Advisor of Futures Group (a USAID Project), Dr. Emeka Nwachukwu had earlier expressed concern that despite efforts, Nigeria’s health indices have not improved, citing the insignificant difference between the National Demographic and Health Survey (NDHS) of 2008 and that of 2013.

He said his organisation [Futures Group] will support ISSA in its advocacy drive towards ensuring a better outcome of health in Kaduna State.

“We want to work and make sure that the next time it will be measured in 2018, the situation will change.”

“Improvement in birth spacing in Kaduna could contribute to saving almost 29,000 children’s lives.

“We intend to achieve better health for women because if our women live healthy life, our children will also be healthy.“

Dr Okai Haruna Aku of Planned Parenthood Federation of Nigeria (PPFN) described the National Blueprint as a quick win formulae for Nigeria to address its maternal and child health challenges.

“Many women do not have access to quality health facilities, so we want to ensure good health infrastructure and do away with the challenges facing the health sector.

“We are targeting 36% contraceptive prevalence rate at the national level, come 2018.”

Kaduna State Team Leader of Nigerian Urban Reproductive Health Initiative (NURHI), Malam Kabir Abdullahi who noted the effort of Kaduna State Ministry for Local Government in the creation of N2 million annual budget line for child spacing in all the 23 LGAs, called on Local Government Chairmen to ensure prompt releases of such funds.

Borno, Yobe, Jos, Kaduna attacks: Boko Haram daring Buhari – Yakassai

Kaduna (Nigeria) – The recurring and unabated killings in Borno, Yobe, Jos and recently Zaria which has claimed hundreds of lives are clear indications that the dreaded Boko Haram sect are daring President Muhammadu Buhari, that as a retired general he would not make any difference, an elder statesman, Alhaji Tanko Yakassai said.

The Northern Elders Council, Chairman, Alhaji Yakassai, told Africa Prime News that the emergence of Buhari administration is not an indication that activities of Boko Haram has come to an end.

He said what the Boko Haram are telling nigerians now is that despite the fact that President Buhari is an experienced and retired general, he can not make any difference in the fight against them [Boko Haram].

He said, “what is happening now is clear that Boko Haram are trying to tell nigerians that although President Buhari was a retired General, four star general, but Boko Haram is not seeing him differently from other four star generals that have been engaged under the period of Jonathan and other administrations from Obasanjo to Jonathan.

“So what they are saying now is there is no difference, that Buhari is a retired four star general and they will deal with him in the same way as they dealt with former President Olusegun Obasanjo who was also a retired four star general. And generals under late President Umar Musa Ya’ardua and Jonathan were equally four star generals.

“So therefore the election of Buhari as President as far as Boko Haram is concerned will not make much difference. And that is what they are telling nigerians. Because since the election of PMB till date, Boko Haram has carried out its mayhem in so many different places and that they have killed hundreds of people. And it makes no differences between the regime of Buhari and his predecessors. Till today, Chibok girls are not found. Even with the collaboration of our neighbouring states we are yet to get Shekau and clear the forest which is their headquarters. And therefore I think the country should be more prepared for an encounter for a very long time to come.

“Fighting insurgency is different from fighting conventional war. We’ve seen how America spent many years in fighting cops and yet after operations for many years with the deployment of many thousands of armed forces, many fighting aircrafts, helicopters and tanks and yet Americans were yet to defeat those cops. The same is now happening in Syria and Iraq as well as Somalia. Somalia encounter has been going on and on for more than 20 years. Even with the involvement of OAU, military intervention, they are yet to be overcome.

“So nigerians should not expect a quick victory in this matter because of change in government. Agreed that we would succeed in next one week. It will be naïve for us to think that a mere change of the President will make all the difference because the President whether a past military officer or civilian don’t go to the war front. He only provide equipments for the men to fight the war,” Yakassai however said.

You Must Make public Apologies For Govt’s Failure On Chibok Girls – Thisday

ABUJA – Following the incessant terrorist attacks in Nigeria and incredible number of deaths, President Mohammadu Buhari Wednesday expressed regrets that the country was now being rated with Afghanistan, Iraqi and Syria.
The president’s worries came on the heels of a high powered delegation of the Bring Back Our Girls, BBOG which paid him a visit at the presidential Villa in furtherance of their campaign for the release of over 200 abducted Chibok girls from Borno State.
It will be recalled that the girls who were students of a secondary school in the remote town of Chibok have not been rescued from their abductors widely believed to be members of Boko haram for over 400 days.

 

Led by its co-founders to the Villa, Dr. Oby Ezekwesili and Mrs. Mariam Uwaise, the group made 13 demands from the federal government.
Presenting the demands, Ezekwesili who was also a former Minister of Education said that the government must make public apologies to the group and Nigerians in general for the failure of government that led to the abduction of the students while also giving firm and urgent promise of rescuing the girls.
BBOG 13 demands
Other of the articulated demands included:
*The Federal Government should spare no resources in urgently rescuing our 219 Chibok Girls as promised by the President and the National Security Adviser of the President at various times. Our Federal Government has the constitutional duty to give justice to our Chibok Girls by ensuring their immediate rescue. The rescue of OUR Chibok Girls will amount to the strongest statement that our Government has respect for the “Sanctity and Dignity of Every Nigerian Life.
*An apology for the failure of governance that led to the abduction.
*An apology for the failure of governance that caused failure to rescue our girls for over 400 days.
*Strategies for curbing the emergence, and growth of curious sects.
*Immediately set up a structured feedback and communication system that is composed of the Federal and Borno State Governments through designated security and ministerial authorities, the parents of the abducted girls, the Chibok (KADA) community, and citizens, through the BringBackOurGirls group. The feedback mechanism is so the Parents and the public can have regular updates on efforts to rescue our 219 Chibok Girls.
*We as a movement have designed a global best practice system of Verification, Authentication and Reunification System (VARS) abducted citizens who are rescued. The VARS is holistic for Rehabilitation, Reintegration and Resettlement of victims of abduction and can immediately be adopted by our Federal Government. To implement such a systemic approach of authentication we recommend that the Federal Government inaugurates a team comprising:
The National Security Adviser, Leaders of the Counter Insurgency Task Force, the Department of State Security on one hand; and State Governments of Adamawa, Borno and Yobe, aided and supported by Local Authorities and Traditional Leaders, on the other hand and the representatives of abduction victims on the other hand. The Team should be tasked with credible implementation of the VARS. The primary task of the Team shall be to work with every abducted victim’s family and community to accurately ascertain the true identity of every such individuals and following their accurate identification to make available the comprehensive program for Recovery, Rehabilitation Resettlement and Reintegration to the rescued citizens. We advise that this system should be adopted for the 200 girls and 93 women rescued on the 28th April 2015.
The rehabilitation, resettlement and reintegration following their authentication should be implemented by both the Borno State Government and the Federal Government that make up the VARS Team and supported by development partners, NGOs and public-spirited Nigerians. Our movement, BringBackOurGirls, stands ready to support this initiative. Furthermore, grant access for BBOG to Chibok girls when rescued; thereby accepting our offer to support re-unification of rescued Chibok girls with their families as well their rehabilitation and reintegration.
*That the Federal Government will immediately set up a Commission of Inquiry for Accountability on Abduction and Rescue of OUR ChibokGirls. The Commission should be charged with the task of transparently investigating and reporting on the security lapses that caused their successful abduction and the operational leadership failures that led to their long captivity in terrorist enclave.
*That all Nigerians will join our BringBackOurGirlsmovement to continue to advocate for our 219 ChibokGirls until they are rescued and be prepared to embrace and welcome our Girls back home. That all Nigerians will join us demanding for the rescue of all other abducted citizens of our nation and their authentication and rehabilitation.
*Immediately set up a Missing Persons Bureau.
*Formally re-affirm the legitimacy and relevance of the #BringBackOurGirls campaign as a purely citizen contribution.
*Note, adopt and utilize BBOG Citizens’ Solution document to counter insurgency efforts.
*Note and adopt the #BringBackOurGirls Accountability Matrix with protocol, timelines and milestones to assist improve communication and synergy between all security structures and citizens.
*Consider the need for Community/Proximity Policing”
Government delayed action escalated the attacks.
Responding to the groups demands, president Buhari said regretted what he termed as the conflicting reports of the terrorist attacks, saying that the delayed response by the former government gave impetus to the escalated attacks.
He however promised to rebuild the ravaged communities, putting back its infrastructures.
“It’s unfortunate that the security and federal government conflicting report initially presented the government and its agencies in a very bad light both nationally and internationally because the law enforcement agencies and the government were conflicting each other sometimes within hours or within weeks. That is not very impressive.
“The delayed and late reaction ‎by former government and its agencies was very unfortunate as I said. ‎And I thank the leader of Chibok Community for the articulated priorities he has drawn about welfare of the families, of the communities and rehabilitation of infrastructure. I think government should provide these infrastructure as a matter of right.
Our efforts to end insurgency
President Buhari who gave a detailed account of the efforts of his achievements to end insurgency in Nigeria however assured the country that all hopes were not lost.
“I think you will agree that the present government take the issue very seriously. Within a week of being sworn in, I visited Niger, Chad and would have visited Cameroon but for the invitation of the G7 to go to Germany and listen to them.
“I’m very impressed with the leadership of this important group (G7) other than the United Nations itself. They are very concerned about the security in Nigeria led by abduction of the Chibok girls by the terrorists.
“When the terrorists announced ‎their loyalty to ISIS, the whole attention again was brought squarely to Nigeria. And now we are rated with Afghanistan, Iraq and Syria‎, this is very unfortunate.
“After Ramadan, I will visit Cameroon to see the President there and then Benin Republic. But the efforts we have been making, some we will disclose publicly because it ‎will not be consistent with security.

But I assure you that under the Lake Chad Basin Commission, the military have met. The ministers of defence have met. We the presidents have met here in Abuja except the President of Cameroon who was represented his Minister of Defence.
“Strategy and tactics have been drawn. Multinational taskforce has been put in place more or less with headquarters in Ndjamina with a Nigerian General as Commander. And then the troops delegated by each of the countries are to be put in place by the end of the month. And Nigeria, I assure you ‎will do its best because we as I said are the battle ground and we are being helped by our neighbors”, he said.
Nigeria now rated with Afghanistan, Iraq and Syria
The president also regretted that Nigerian army known for its military finesse in the sub African region has been unable to root out the Boko haram in Nigeria.
“It is paradoxical what the Nigerian military has achieved from Burma to Zaire to Liberia to Sierria Leon to Sudan. But Nigeria has now to be helped by Niger, Chad, and Cameroon. How are the mighty fallen!
We will do our best to restore the respectability of our country and its institutions. And with you, your steadfastness and your seriousness, we will do what we can do. We will accommodate all your observations including the negative ones about the performance of the government and its agencies”, he said
List of demands
“At the G7, the leadership there ask us for our shopping list ‎which I’m still compiling. The military has submitted theirs and I’m waiting for the governments of the front line states to submit theirs local government by local government in terms of infrastructure, schools, health care, roads, markets, churches, mosques and so on.”
We are pleased terrorists blowing themselves up
Buhari also discarded the speculation that Boko haram had any religious connotations, expressed happiness that the terrorists also blow themselves up in their attacks.
“We are pleased that in the excesses of the terrorists, they have blown themselves. I think they have to change their names from Boko Haram to something else because no religion will kill the innocents. You can’t go and kill innocent people and say Allah Akbar! Is either you don’t believe it or you don’t know what you are saying.
“So it has nothing to do with religion, they are just terrorists and Nigeria will demobilize all of them”, he said.
The visit which drew many of the BBOG campaigners also attracted the presence of Vice President Yemi Osinbajo, the National Security Adviser, NSA‎, Col. Sambo Dasuki Chief of Defence and Service Chiefs, Head of Service, IGP, DG SSS and Permanent Secretary, State House.

Nigeria Bomb Blast: Kaduna State Bans Street Begging, Hawking

In a quick response to Zaria bomb blast that killed 25 people, Kaduna State Government has asked beggars and hawkers to stay off the streets. This it said is a measure to enhance security.

A statement by Special Assistant to the Governor on Media and Publicity, Samuel Aruwan says “the Kaduna State Government has commended the people of the state for promptly embracing the crucial necessity of watchful vigilance and attention to security.

It says “government has also announced further measures to enhance public security in the state. All beggars and hawkers are to stay off the streets until further notice. Any beggar or hawker found on the streets will be arrested, until these measures are relaxed.

“In addition, government reiterates that the ban on motorcycle taxis (achaba) remains in force, and the law will be strictly enforced in this regard.

“The government hereby urges all citizens to report all suspicious persons and movements to the security agencies, and to afford these agencies their maximum cooperation.

“These measures take immediate effect.” The statement says.

Blast Kills Over 25 In Kaduna Northern Nigeria

A suicide bomb blast Tuesday, killed more than 25 civil servants in Zaria, Kaduna State, northwest Nigeria.

It occured at Sabon-Gari Local Government Secretariat, Zaria.

Most of the victims were civil servants from Lere, Kubau and Ikara Local Government Areas who queued up for the ongoing biometric verification exercise of civil servants, as ordered by the State Government.

This has coincided with presence of residents who were at the local government secretariat to welcome the new chairman of the interim management committee of the local government to his office at the secretariat [the Chairman was sworn-in to office Monday by the Governor].

Eye witnesses say the blast which occurred around 9am local time, may have been detonated by a suspected female suicide bomber in hijab, who infiltrated the queue.

A journalist, Shehu Tsoho, who visited the scene immediately the blast occured said he personally counted more than 30 death bodies.

“When the police were briefing the Governor and Commissioner of Police, they said twenty something people died, but I can assure you, I counted more than 30 death bodies.

“This is in exclusion of the ones that moved before I arrived the scene.

“I have seen more than 5 vehicles with death bodies moved from here to Shika [Ahmadu Bello University Teaching Hospital].” He said

Speaking at the scene of the blast, Governor Nasir El-Rufai sympathised with the direct victims and the residents of Zaria.

He condemned the attack as an inhuman act of terror, and he urged the people of Kaduna State as a whole to be vigilant, even as they preserve the peace.

The governor said residents of the state should promptly “report all suspicious persons and activities to the security agencies and community leaders.”

The governor further announced the deployment of extra security forces across the state.

El-Rufai urged the people of the state to “shun large gatherings but, where that is impossible, to exercise; practise maximum vigilance and vigorous checks on persons, vehicles and luggage.”
