NSCDC Deploys 10,000 Personnel for Edo Governorship Election

Kaduna (Nigeria) – The Commandant General of the Nigeria Security and Civil Defence Corps (NSCDC), Abdullahi Gana Muhammadu, has directed the immediate deployment of 10,000 Personnel and redeployment of Acting Deputy Commandant General (DCG) Operations, Hillary Kelechi Madu, to Edo state to enhance the security level during the forthcoming state’s Gubernatorial Polls scheduled to hold on September 9, 2016.

The Acting DCG is to be assisted by two Assistant Commandant Generals in Charge of Zone G Benin and Zone E Owerri with other five Commandants drawn from the neighboring states; while the personnel are to be redeployed from Kogi, Ondo, Delta, Bayelsa and Anambra state Commands.

A statement by the Civil Defence Public Relations Officer, Emmanuel Okeh noted that, Gana also approved the deployment of sniffer dogs, Specialized Units such as the SWAT, CBRN, CTU, Undercover and Special Forces to protect Critical Infrastructures and National Assets situated in the state from been vandalized.

The Commandant General further warned personnel not to be found in any act of misconduct but work in synergy with other sister security agencies to ensure a peaceful conduct of election.

While admonishing Politicians in Edo not to take the election as a do or die affair, he said victory comes from God alone, as such, the Winner should accept it in humility while the Loser should accept it in magnanimity, noting that, there is always another time to achieve success.

“Election will come and go, but Edo state as a home of indigenes remains, therefore there is no need to fight and destroy what belongs to generations born and yet unborn,” he pointed out.

“Youths in the state should shun thuggery and all forms of vices that negate peaceful conduct of election. They should not allow themselves to be used by any person(s) to carry out any form of satanic act(s), as those demeaning politicians and their supporters can never bring their sons or daughters to carry out such dirty jobs,” he added.

Economy Diversification: Nigeria To Revive Durbar Festival

Kaduna (Nigeria) – Nigeria’s Minister of Information and Culture, Lai Mohammed, has disclosed that the present Administration of President Mohammadu Buhari will deepen its commitment to revive the Durbar Festival in its quest to diversify the economy and boost revenue generation through the cultural sector.

The Minister disclosed this recently when he received the Governor of Bauchi State, Mohammed Abubakar, who paid him a courtesy visit in Abuja.

Mohammed noted that, Durbar Festival is going to be revived in Nigeria so as to reinforce the bond between Nigerians and significantly boost the revenue generation of the nation.

A statement by the spokesperson of the Ministry, Osanyinpeju Olumide quoted the Minister to have said, “It’s about time we also revive durbar. It brings in very serious revenue, Durbar is a cultural festival, and it’s a kind of culture you cannot find replicated anywhere in the world, it’s unique, not because of its colour but has the potential to create job”.

The Minister also revealed that his Ministry will soon commence tourism visits nationwide – starting from Bauchi State in order to showcase exactly what the Governor of Bauchi State has been doing in the last few months.

Earlier in his remarks, Governor of Bauchi State, Mohammed Abubakar, said he was in Abuja to confer with the Minister on areas of mutual interest as far as Culture and Tourism is concerned.

Nigeria, UK Signs MoU On Return Of Migrants

Abuja (Nigeria) – Nigeria and the United Kingdom has signed a Memorandum of Understanding (MoU) on immigration on Wednesday.

Nigeria’s minister of Interior Abdulrahman Dambazau, said the development was a review of an initial bilateral agreement signed in 2005 between both countries on return of illegal immigrants, as well as legal migrants who had overstayed their visas.

Statement by the ministry’s director of press Willie Bassey, noted that the minister explained that; the review was necessitated as a result of the new challenges that emerged such as the difficulties in ascertaining the correct nationalities of some immigrants; pointing out that, the agreement signed would involve the use of biometric and biographic data for proper profiling of nationalities of migrants.

Speaking earlier, leader of the UK delegation and Minister of State for Immigration, Robert Goodwill MP, stressed the importance of preventing immigration abuse by those who enter and leave the UK.

He however commended the Minister of Interior for driving the process, which culminated in signing of the MoU.

Also speaking, Comptroller-General of the Nigeria Immigration Service, Muhammad Babandede, said innovations were introduced to make the Nigerian passport acceptable globally by making it machine-readable.

TICAD VI: AfDB, JICA Offer $3b Funding To Africa Businesses

Nairobi – A resolution at the just concluded sixth Tokyo International Conference on African Development (TICAD) in Nairobi, Kenya, as well as first on the continent, has offered African businesses a fresh financing package of $3 billion.

The initiative, brokered between the African Development Bank (AfDB) and Japanese development agency- Japan International Cooperation Agency (JICA), will be rolled in three years.

The funding will also be provided equally, under AfDB’s Enhanced Private Sector Assistance for Africa (EPSA) initiative and JICA.

The AfDB Group President, Akinwumi Adesina, first reiterated the importance of energy in the continent’s quest to industrialize and urged quick action, as it cannot be realized unless the energy crisis is resolved.

He said that the new drive with JICA is a significant expansion of AfDB’s support to the private sector, which will play a critical role in Africa’s economic transformation.

“The scaling up of the EPSA initiative will help increase access to electricity, boost the industrialization of the continent and improve the quality of millions of lives in Africa . . . We are proud to partner with Japan, one of our key strategic partners, in this endeavour.”

He pointed out the critical role of research and development in boosting growth, and urged African leaders to invest in the sector as in the case of Asia to realise increased development.

“Research and development is at the core of what Asia has done. Africa spends only 0.1 per cent of its GDP on R&D; this is so small compared to Japan, which spends 3.7 percent of its GDP on R&D. We cannot succeed without R&D,” he said.

But pointing out political will as a key ingredient for ensuring formulation of the right policies for development, Rwanda’s President, Paul Kagame, said: “The basis of development for any society is going to be good politics. This will give way to the right policies that can blend into global instruments to forge one development path.”

The President of Liberia, Ellen Johnson Sirleaf, said some of the policies, especially around economic integration, are necessary to move the continent from one that exports raw materials into one that adds value to its products.

Such policies, she noted, would encourage inter-country trade, which is currently too low in Africa, with sub-Saharan African countries recording the lowest trade among themselves, compared with other regions.

According to AfDB, intra-African trade accounts for 11 per cent ($110 billion) of the value of total African trade.

In addition to its private sector funding, Japan has also pledged to provide an extra $300 million for co-financing with the AfDB to help African countries access the best low emitting clean coal technologies available.

Already, it has provided about $1 billion of concessional loans to Africa under EPSA-1 (2005-2011) and is providing about $2 billion under the current EPSA-2 (2012-2016).

“AfDB and Japan have agreed today to upgrade the joint EPSA initiative, which has been at the core of our long-standing partnership, helping to boost private sector-led growth in Africa.

“We look forward to continued close collaboration with the AfDB so as to further accelerate the development of the African private sector, by delivering resilient and high-quality infrastructure and strengthening the health system,” Japan’s State Minister of Finance, Taku Otsuka, said.

Traces Of Ebola Virus Linger Longer Than Expected In Semen

Older Men Likely to Have A positive Semen Test

Monrovia – Initial data from a Liberian public health program show about 9 percent (38) of 429 male Ebola survivors had fragments of Ebola virus in their semen. Of those, 63 percent had semen samples that tested positive for Ebola fragments a year after recovering from disease and, in one man’s case, at least 565 days after he recovered from illness. Men older than 40 were more likely than younger men to have a semen sample test positive.

Published in the August 30 issue of Lancet Global Health, the report provides preliminary results from Liberia’s Men’s Health Screening Program (MHSP), the first national semen testing program for Ebola virus. It is the largest analysis to date to look at Ebola virus persistence in male survivors. The tests detect Ebola virus genetic material but cannot tell if live virus is present and capable of spreading disease.

In addition to semen testing, the MHSP provides counseling and education about safe sex practices. The report shows that this program led to a marked increase in men reporting condom use or abstinence. Nearly 75 percent of study participants who reported having sex without condoms during enrollment later reported using condoms during sexual activity.

“This program provides important insights into how long Ebola remains in semen, a key component to preventing flare-ups of the disease and protecting survivors and their loved ones,” said CDC Director Tom Frieden, M.D., M.P.H. “It also shows how investments in public health capacity can save lives.”

As part of the Liberia MHSP, male Ebola survivors ages 15 and older can enroll and have their semen tested monthly. Men receive counseling on safe sex practices and receive condoms at each visit. Men who have two consecutive negative semen tests “graduate” from the program.

The reported data were collected between July 2015 and May 2016. The MHSP is operated by the Liberian Ministry of Health in collaboration with the Centers for Disease Control and Prevention (CDC), the World Health Organization, and the Academic Consortium Combating Ebola in Liberia.

Sexual transmission of Ebola

The potential role that sexual contact could play in sparking new outbreaks of Ebola in West Africa came to light in March 2015 when a woman from Monrovia, Liberia, became ill with Ebola and died. Liberia had been declared free of Ebola at the time, and the woman’s only known exposure to Ebola was through unprotected sexual intercourse with an Ebola survivor. The man’s semen was tested and found to be positive 199 days after he first became ill with Ebola. Genetic analysis showed that the infections of the man and woman closely matched each other.

Scientists have long known that Ebola virus can survive in certain sites within the body that the immune system may have trouble reaching, including the testes and eyes. This report provides new understanding of how long virus fragments can persist in the body. It also is shedding light on the individual differences in the length of time that traces of Ebola can remain in survivors’ semen.

“Before this outbreak, scientists believed that Ebola virus could be found in semen for three months after recovery. With this study, we now know that virus may persist for a year or longer,” said Moses J. Soka, M.D., Coordinator, Ebola Virus Disease Survivor Clinical Care at the Liberian Ministry of Health and first director of the MSPH program.

“We now have many more Ebola survivors than ever before. This work demonstrates the importance of providing laboratory testing and behavioral counseling to empower survivors to make informed decisions to protect their intimate partners, Soka said.

Police Arrest Kidnappers Of An Indian Expatriate, Chief In Benue

Kaduna (Nigeria) – The Nigeria Police Force has arrested a gang of suspected kidnappers and arm robbers who are responsible for various kidnappings and robbery attacks in Benue state, North Central Nigeria.

Spokesperson of the Nigeria police force, Don Awunah said the suspected kidnappers confessed to be behind several kidnappings in Benue State including the kidnap of an Indian expatriate in Katsina Ala; one Mr. Charles, a business man at Adikpo, Kwande Local Government Area of the state and a prominent chief Tsegba in Gboko – which they collected a ransom of Five Million (5,000,000) naira before his release.

He added that, the suspect also confessed to the kidnappings of several lecturers and businessmen in College of Education, Katsina Ala and other neighboring towns.

According to Awunah, the suspects were arrested following the deployment of the Intelligent Response Team (IRT) by the Inspector General of Police Ibrahim Idris in the state to tackle and resolve cases of kidnapping using citizen’s supports and deployment of technical platforms.

The suspects include; Terna Lorlu aka Rocker (28) – Gang leader, Ternenger Terwase aka Bishop (29),  Terungwa Abasuwa aka Bobby (27), and  Oryina Bosua aka Man U (34).

“Investigation is being intensified to arrest other members of the gang still at large. All suspects will be arraigned in court on completion of the investigation,” Awunah said in a statement.

He however called on the public to be vigilant and continue to partner with the Nigeria Police Force to ensure a crime free society.

Social Media Index Report On Ghana’s Traditional Media Ranks Joy FM, Best Performing Media Brand On Facebook

Accra – Penplusbytes ( a Nongovernmental organization), has released the 2nd Social Media Index (SMI) report on Ghana’s traditional media, revealing the performance of established newspaper brands, radio and television (TV) stations in Ghana for the 2nd quarter of the year 2016.

Acknowledging the existence and acceptance of other social media performance metrics such as engagements, reach, influence and share of voice, this SMI report accesses the presence and performance of various media brands largely based on “Followership” and “Likes” on social media as at 30th June, 2016.

Assessing over 300 radio stations, 28 TV stations guaranteed operation and on air, and 55 newspaper brands in Ghana, the report indicates that only a handful of media brands have and run dedicated social media accounts with stations in the Greater Accra region holding on to their stake as owners of the most active and engaging accounts.

The report, ranks Joy FM as the best performing media brand on Facebook; marginally overtaking Citi FM who led the chart after the 1st quarter of the year. Joy FM maintains its lead as topmost performer on Twitter with the largest Following with Citi FM keeping to the 2nd spot. The report, which is downloadable here, provides detailed insights on similar indices for the TV and Newspaper brands.

As with every consistent index, the 2nd SMI report provides an update on the performance of Ghana’s media brands as captured in the 1st SMI report in February 2016.

Among its many outcomes, this report shows in general, the extent to which Ghanaian media recognizes the need to draw closer to their audience, highlighting the use of social media by their newsrooms and by extension their journalists all as an indication of news organizations’ attitudes towards new media platforms – Facebook and Twitter.

The report captures a very uneven regional representation and spread of media houses in social media use in Ghana. The Greater Accra registers more radio stations in online space with Ashanti following in a distant second. This could perhaps be partly explained by the relative infrastructure and technological advantage of Accra as compared to the rest.

According to the Executive Director of Penplusbytes, Kwami Ahiabenu, II, “the value of social media has moved beyond its use as just another medium for friendly chats. Facebook and Twitter are examples of social media platforms that have become critical aggregators of news for consumers, journalists and their organizations as well.”

He added that, it is not in doubt that factors such as the quality of Ghana’s internet infrastructure, which is presently either slow or costly has translated into low internet penetration; making online activities a lot more cumbersome than necessary. These factors notwithstanding, Ghana’s media brands are simply yet to make more pronounced their work in virtual space.

FCT Prison Boss Denies Crisis At Kuje Prison

Abuja (Nigeria) – The Controller of Prisons, Federal Capital Territory Command Odharo Daniel has denied any crisis at Kuje Maximum Prisons despite the disturbances at the facility on Monday.

Chukwuedo Humphrey, FCT Command Public Relations Officer, reported that at about 10.ooam on Monday, staff of Kuje carried out a routine cell-search, which is a part of the Prisons operational guidelines to prevent breach of security within and around the prisons.

“Some inmates tried to resist the exercise which led to an altercation between the search party and the inmates,” said Humphrey.

There have been reports some prisoners were shot.

“This was quickly put under effective control. No prisoner was injured, no property damaged and the yard is calm and peaceful,” Humphrey however said.

“The Controller of Prisons FCT Command, Odharo Daniel, has assured that the security and wellbeing of prisoners in the Federal Capital Territory will continue to be held as a priority task and will never be compromised.”
