Nigeria Police Posts Senior officers

Kaduna (Nigeria) – Inspector-General of Nigeria Police, Solomon Arase, has approved postings of four senior police officers. This is in a move to further reposition the Force for greater efficiency.

A statement by the Force Public Relations Officer, Emmanuel C.S. Ojukwu says the affected officers include; Deputy Inspector General (DIG) Dan’Azumi Job Doma, to be DIG in-charge of Department of Finance and Administration in the headquarters; DIG Kakwe Christopher Katso, to be DIG in-charge of Force Criminal Intelligence and Investigations Department (FCIID), Abuja;

Others are DIG Chintua Amajor-Onu, who is to be DIG in-charge of Department of Information and Communications Technology (ICT), in the headquarters; and DIG Jubril Olawale Adeniji, to be DIG in-charge of Department of Research and Planning, in the headquarters.

The posting is with immediate effect.

The statement further says, DIG Mamman Ibrahim Tsafe, in-charge of Department of Logistics and Supply, FHQ Abuja, DIG Saliu Argungu Hashimu, in-charge of Department of Training and Development, FHQ Abuja and DIG Sotonye Leroy Wakama, in-charge of Department of Operations, FHQ Abuja would still maintain their duty posts.

Kaduna Demolition: Court Restrains El-Rufai

Kaduna (Nigeria) – A Kaduna High Court has restrained Kaduna State government and its agencies from demolishing buildings along Constitution Road in Kaduna city, that have been marked by Kaduna State Urban Planning and Development Authority, KASUPDA and other agencies.

The order was against the two weeks quit notice served on the owners of the marked buildings dated 5th August, 2015 and signed by the Interim Chairman, Kaduna North Local government, Ahmed Kurfi

In a suit No: KDH/KAD/325/2015 signed by the registrar Kaduna High Court, judicial division, Andrew Buki and made available to Africa Prime News, the instant motion exparte seeks the relief set out on the face of the motion papers, the terms of which portray an eminent threat to the statutory right of occupancy guaranteed under relevant order of fundamental rights of enforcement procedure rule 1999.

It also stated that the order restrains Kaduna state government, Kaduna North Local government and KASUPDA, either by themselves, or through their employees, staff, servants, agents, proxies from demolishing or destroying the marked buildings owned by the applicants on Constitution Road.

The order stands pending the determination of the suit filed in court against the demolition of the marked houses before Justice B.U. Sukola, while the status quo should remain.

“Having gone through the supporting affidavit and written addresses dated 13, August, 2015. I am satisfied that the applicants (owners of the marked buildings ) are faced with real urgency deserving the intervention of the court.” It stated.

It was against this background, Justice Sukola in the suit stated, ”I find merit in the said motion exparte and accordingly granted the reliefs sought against demolition.”

In an exclusive interview with Barrister John Achimugu, counsel to the applicants, who are the owners of buildings on Constitution road already marked for demolition, it is illegal for the state government or any of its agencies to demolish building with Certificate of Occupancy when right of occupancy is still subsisting.

The Counsel who said he was able to secure the injunction order around 2: 30pm on friday, maintained, ”To issue a quit notice or face demolition is inconsistent with the statutory right of occupancy based on section 43 and 44 of the 1999 Constitution of Federal Republic as a amended.

Achimugu asserted that the owners of the buildings marked for demolition have right to own and acquire property and exclusive right of possession to the plots subject to grant of statutory right of occupancy.

While questioning the rational behind issuing a certificate of occupancy and obtain relevant permit to develop, he said there is no justification to demolition, particularly that the structures in question are legally acquired and built.

He however urged the state government and other agencies to obey the court order in the interest of peace and development.

Haemophilia Foundation Seeks Media Support in Creating Awareness

Kaduna (Nigeria) – The Haemophilia Foundation of Nigeria (HFN) has called on the media for partnership in creating awareness on hemophilia disorder in the country.

The call was made at the HFN quarterly media forum aimed at sensitizing media practitioners on the Hemophilia disorder where the Executive Director, Megan Adediran gave an overview of what the disorder is, and government zero commitment to it.

According to Mrs. Megan Adediran, about 90 percent of Nigerians, including health workers know nothing about haemophilia, especially those who are not in the haematological line. She added that, most of the teaching hospital in the country also lack hemophilia nurses specialty, comprehensive care team and have a poor bi-referral system.

She explained that Haemophilia is a bleeding disorder where a person’s blood does not have enough clotting factor (a protein in the blood that controls bleeding), making an individual bleeds for longer time than normal; adding that such individuals have insufficient clotting VIII (Factor A) and IX (Factor B) in their body.

She said Factor A Patients are found, one out of 10,000 people, while factor B, one out of 30,000 people.

She however called on the public to refer anyone with any bleeding disorder to be diagnosed, while anyone discovered to be a haemophiliac should be given referral, so as to provide them with the necessary protein factors that could assist them in controlling it; pointing out that the foundation gives out products freely to its members.

On government involvement, she urged them to have a National Haemophilia Care program, purchase treatment products and make laws that would protect the child from unnecessary cutting whether traditional or at the hospitals to prevent such children from unnecessary bleeding.

Mrs. Adediran further pointed out that prophylaxis remains the best method of managing the disorder through infusion. She said, in 2016, the Foundation would begin to administer such treatment to children under five years of age so as to prevent them from been grown up having damaged joints; performed corrective surgeries and to get government commitment in the purchase of treatment plans.

In his presentation, Iliya Kure from Africa Media Development Foundation (AMDF), urged the media practitioners to always serve as agent of change in the course of their reportage to the society. He said they should avoid sensational reporting as their judgments affect what they report.

He also tasked them to always report health issues, especially haemophilia to sensitize the public about the plight of people living with the disorder.

Some of the participants at the forum who barely have knowledge of the disorder said the forum has enriched their knowledge about the disorder and further pledged their support to creating more awareness on the bleeding disorder through their various medium.

Nigerian Police Calls For Assistance To Accident/Gun Shot Victims Before Reporting To Police

Kaduna (Nigeria) – In an effort to reduce neglects and untimely death of accident victims in Nigeria, the Inspector-General of Police, Solomon Arase, has charged the public and medical personnel to attend to victims and persons with gunshot injuries before informing the Police, so as to save their lives.

A statement by the police spokesman, EMMANUEL OJUKWU encouraged Nigerians to report any suspicious person to the nearest Police Station, but however noted that citizens should not relent in their cooperative attitude in ensuring safety of all for the fear of being implicated without Police involvement.

It also adds that, the Police commission has directed its Officers and men not to harass good Nigerians in this regard, but endeavor to elicit correct facts in relation to incidence from them.

“Doctors on duty are equally duty bound to treat victims of gunshot wounds and further inform Police of relevant facts. The safety of Nigerians is a collaborative effort of all and sundry. Police therefore, enjoin citizens not to relent.” The statement says.

South Sudanese Journalist killed after President Threatens Media

Kaduna (Nigeria) A South Sudanese Newspaper repoter was killed by unknown gunmen in an attack days after President Salva Kiir was reported to have threatened to kill reporters “working against the country.”

Peter Julius Moi, a reporter with Corporate Weekly, was shot twice in the back on Wednesday night, in Jebel area, in the outskirts of the country’s capital, Juba, said his father, Julius Kilong Ramoi.

Committee to Project Journalists (the international journalists’ rights group), has quoted president Kiir threatening journalists on Sunday before leaving for peace talks in neighbouring Ethiopia saying; “If anybody among (journalists) does not know that this country has killed people, we will demonstrate it one day, one time. … Freedom of the press does not mean you work against the country.”

Head of Corporate Weekly, Otieno Ogeda, said the media house had received threats over recent articles by Moi, some of which include stories that focused on the scaling back of operations of South Sudan’s only brewery.

According to Ogede, the body of the deceased was found near the brewery where he also resides, pointing out that nothing was taken from him during the attack. “Everything was intact, even the money in his pocket was never stolen, even his phone was not taken away.” He said.

Julius Moi is the seventh journalist killed in South Sudan this year. Earlier this month, security forces had shut down two newspapers and radio station after they reportedly promoted a proposed peace agreement that the government has since dismissed as a “sellout”.

Nigeria Gets New Boss For Its Budget Office

Kaduna (Nigeria) – President Muhammadu Buhari of Nigeria has appointed Aliyu Yahaya Gusau as the new Director-General Budget Office of the Federation with effect from 18th August, 2015 to serve a term of four years.

The announcement was made by the Director of Press and Public Relation, Federal Ministry of Finance, Marshall Gundu in a press statement.

Before his appointment, Aliyu Yahaya Gusau was the Director, Fiscal Policy, Budget Monitoring and Evaluation and also Acting Director- General, Budget Office of the Federation at the exit of the former Director- General, Dr Bright Okogu.

He hails from Zamfara State, northwest Nigeria and holds a Bachelor degree (BSC) in Economics from the Ahmadu Bello University Zaria.

Kano Sets Up C’tee To Boost Tomato Processing and Marketing

Kaduna (Nigeria) – Kano state government, northwest Nigeria has set up a 12- man committee to innovate ways on improving tomatoes production, processing, marketing and exporting, with a view to encourage investment into the sub-sector, and reduce wastage of large tonnes of the perishable produce in the state.

Governor Umaru Ganduje While inaugurating the committee stated that his administration is determined to reduce poverty and creating viable economy by strengthening the agrarian population, and to change from subsistence to commercial farming.

In a statement made available to Africa Prime News, the media spokesman of the Governor, Halilu Ibrahim Dantiye, pointed out that development indicators have shown that for economic development to be achieved, a state should not produce only what it could consume, but produce to export; adding that, “We must harness our potential so that value would be added to the Tomato production chain.”

The statement added that the government is set to establish a cordial relationship with the Dangote Group, through its newly established Tomato Processing factory in the state to get the needed raw materials locally so there could be an increase in production capacity of farmers.

“The 1,200 tones capacity per day factory would be producing fresh tomato paste for local consumption and export, while about 40,000 farmers in the state would benefit from it through cooperative societies.”

The terms of reference given to the committee includes: Organizing tomato farmers into competent out-grower system that will sustain commercial tomato production and supply to processors, marketers and direct consumers in all seasons; enhance performance of tomato farmers by creating linkages amongst various actors in the tomato value chain that could improve access to inputs, services, information knowledge and markets as well as to improve coordination of activities of the various actors for establishment and sustainable management of tomato business joint ventures in Kano; Promote technical and institutional capacities of grassroots tomato production clusters for sustainable business and organizational management and control in addition to networking with tomato industries in emerging economies.

In a remark, chairman of the committee, Alhaji Rabi’u Auwalu Yakasai promised to execute the task bestowed on them to achieve the expected results with diligence.

Kano state has one of the most advanced large-scale irrigation farming in Nigeria, making it a center of tomato production, and by ranking, second highest producer of tomatoes in Africa and 13th in the world (FAO 2011).

Despite the huge tomato harvested in the state and other part of the country, more than 50 per cent of the produce is lost due to lack of preservation, poor marketing/distributing means, humid weather condition and its inaccessibility to local and international markets.

Nigeria’s Auditor-General To NNDC: Defend Yourself Before The National Assembly

Kaduna (Nigeria) – Nigeria’s Auditor-General has reacted to media publication by the Niger Delta Development Commission (NDDC) on the Special Periodic Checks recently submitted to the National Assembly by the Auditor-General.

In a statement by Ogunmosunle, O.A., on behalf of the Auditor-General, the office has criticised the NNDC for delaying the Office from carrying out its constitutional mandate saying “It is noteworthy to state that it took NDDC, 16 months to grant the Office permission to commence the periodic checks.”

It also said it took the NNDC “another 16 months and several reminders to the NDDC with effect from the 24th of April, 2014 to 12th August, 2015 before the final report was submitted to the National Assembly. It may interest the reading publics to know that at the time of this Press Release, the NDDC is yet to respond to the Special Periodic Checks.”

The attention of the Management of the Office of the Auditor-General for the Federation has been drawn to the claims by the Niger Delta Development Commission (NDDC) in some electronic and print media denying and casting aspersions on the Special Periodic Checks recently submitted to the National Assembly. Ordinarily, the Management of the Office of the Auditor-General for the Federation would not have considered it worthy to join issues with the former.

Nevertheless, the Office make bold its statement public, based on the negative sentiments occasioned by the NDDC’s condemnation of the Special Periodic Checks in various media calculated to demean the efficacy of the Constitutional mandate carried out by the Office of the Auditor-General for the Federation.

It is noteworthy to state that it took NDDC, 16 months to grant the Office permission to commence the periodic checks beginning from 9th December, 2011 to 6th May, 2013. Similarly, it took another 16 months and several reminders to the NDDC with effect from the 24th of April, 2014 to 12th August, 2015 before the final report was submitted to the National Assembly. It may interest the reading publics to know that at the time of this Press Release, the NDDC is yet to respond to the Special Periodic Checks.

It is pertinent to state unequivocally that the Office of the Auditor-General for the Federation has a constitutional mandate to submit its Reports to the National Assembly and in doing so, due process are usually followed.

It is therefore important to let the NDDC and the public know that the Office of the Auditor-General for the Federation stands by the Special Periodic Checks on the NDDC and its contents. However, any person or corporate organization that is not satisfied with the contents of the Special Report has opportunity to defend itself before the Public Accounts Committees (PACs) of the National Assembly.
