Nigeria: Group Decries Government Policies, Says It Is Inconsiderate

Kaduna (Nigeria) – A coalition of Southern Kaduna groups have decried some of the policy formulations and implementations  carried out by the Kaduna state Governor, Nasir El-rufai describing them as policies that show ‘shocking injustice, clear favoritism, arrant arrogance, inconsideration and blatant violation of extant laws’.

Chairman of the coalition, James Kanyip, stated this during a press conference on Tuesday in Kaduna, North-west Nigeria.

The coalition which is made up of a 13 civil society groups and Non Governmental Organizations said, “The inconsistency in policy formulation and implementation in the state is becoming laughable,” citing school feeding and land reclamations amongst other policies of the present administration as policies that go against the desires of the citizens.

They said, on inception to power, the governor abolished the settler/indigene dichotomy making it possible for anyone who resides in Kaduna to gain equal access to everything a native of the state may be entitled to; stating that, not only did he make the pronouncement but was evidenced in his appointment of non-indigenes into prominent and key political positions.

“For instance, we have today an alleged wanted man who has been brought into his government as a Special Adviser and is even regarded as the de facto Governor; Hadiza Bala Usman as Chief of Staff; Muyiwa Adekeye as Special Adviser on Media and Publicity; Peter Ayim as Special Assistant on Entrepreneur; Hafiz Bayero as Special Assistant on Job Creation; Hajiya Rabi Abdulsalam as Commisioner for Women Affairs; Hajiya Hadiza Yahuza as Interim Chairman of Chikun Local Government Council, among others.”

They termed the policy as strange which has gone against Sections 25, 26 and 27 of the 1999 Nigerian Constitution, indicating the citizenship status of every Nigerian. “Those who are not of Kaduna State origin, though resident in the State, are citizens but not indigenes of Kaduna States because they cannot claim dual indigeneship. This is without prejudice to their fundamental and other rights as humans and citizens of Nigeria”.

According to them, in the composition of his new Commissioners, El-Rufai also violated section 14 (4) of the Nigerian Constitution which stipulates that government at all levels in it affairs should recognize and carry everyone along to give them a sense of belonging.

According to them; “Apart from the Deputy Governor who is from Southern Kaduna, all the other key positions of governance have been taken by the North, including the Speaker of Kaduna State House of Assembly.”

The group also alleged that the governor rejected the report of the Committee set up by the previous administration to upgrade the Kafanchan campus of the Kaduna State University to a full-fledged university (Kaduna State University of Science and Technology); instead, he lobbied for a Federal University of Science and Technology to be sited at Rigachikun in Igabi Local Government Area of the state.

On the Kaduna state Logo law; they said at the governor’s request, the State House of Assembly has passed a bill on it without proper consultation, public hearing, or input from the people of the State, stressing that, it does not reflect the yearnings and aspiration of the people.

On security, the coalition said, El-Rufai promised to make issues of security his priority in his campaign speeches but wondered why the attackers and murderers in the southern part have not been found and prosecuted.

“He has spent millions of Naira to form collaborations with northern neighboring states as soon as he came to power.  A task force of the military, Police, Directorate of State Security Services and the Nigerian Civil Defence Corps was formed, well kitted and funded. They have now chased out all the bandits and rustlers in Birnin Gwari and environs.”

“Daily killings are going in these villages and the Sanga Road artery has become a hot bed for violent robbery far worse than what was obtained in Birnin Gwari. The Governor would rather play blind to these happenings, because he probably feels he has no responsibility to protect those who did not vote for him. We just want to have it on record that he has abandoned Southern Kaduna people.”

On siting of grazing reserve in that area of the state; they declared that they would not accept any move to convert any portion of their land into a grazing reserve.

They however noted that, the Southern Kaduna people are law abiding indigenes of the State who are very desirous of development, peace, unity; they would support the Governor in every way they can if he shows evidence that he means well for every section of the State.

Woman tells court how modelling boss allegedly raped her

JOHANNESBURG – The fourth witness at the model agency boss Dawie de Villiers’ rape and child porn trial testified on Tuesday at the High Court sitting in the Palm Ridge Magistrate’s Court.

After hours of waiting for the court proceedings to begin, Advocate Arveena Persad started by asking the woman how she knew De Villiers.

The 20-year-old stated that Dawie, who is accused of taking pornographic photographs, used to be her modelling teacher.

“In 2009 he added me on Facebook, and 2010 August he told me to meet him at his studio in Kempton Park,” the woman said.

The woman said that she went to the studio with her mother. She said Dawie told her mother to leave.

“We had modelling classes Tuesday and Thursday nights where we practise our posing – we started off as a few girls and we had a disco photo shoot,” she said.

The woman told the court what happened moments before De Villiers raped her.

“Dawie told me that he wanted a bikini photo shoot on this particular night. My mom didn’t have a car and she arranged for my uncle to drop me off,” she recounted.

When I got there, there was no one and he told me to go wait upstairs”

The woman said she asked De Villiers why she was the only model present for the shoot.

“Later he told me the models were running late”

The woman told the court that she went to get changed and ready for the shoot.

“I still had my bikini bottom on and a skirt and my stuff was still in the bathroom and I went to the room where he takes photos.”

The 20-year-old described the set up of the room where the attack took place.

“There were still no models there for the photo shoot and Dawie told me to come sit next to him then I did and he put his hand on my leg”

She said De Villiers started kissing her. She recalled how she asked him to stop.

“I said Dawie stop! Dawie stop!”

The woman got emotional while going into details of the alleged rape.

“Then he told me that he’s only doing what’s right, then I said please stop please stop”.

She then explained what took place after she asked him to stop.

The woman told the court that she then contacted her father from the bathroom and asked him to collect her from the modelling studio.

“My dad said he was outside and I got my stuff, I went to my dad and I was crying and he asked me what was wrong and I said I think the smoke machine gave me a headache”.

Later the woman told the court that she saw De Villiers at their next modelling class, where there was a whole lot of girls and he told them that he wanted to have individual meetings with them.

“So he called me up and told me to stop spreading stories about his modelling company Modelling SA,” the woman said.

She said he called her derogatory names before reaching into his pocket and giving her a morning after pill.

“I asked him Dawie why did you do it and he said don’t ask questions.”

The woman said she told Dawie that what he had done was wrong.

“He told me I mustn’t say anything, he told me if I ever say anything he will come for me. I said Dawie this will catch up with you and he said it will never,” testified the visibly emotional woman.

Later the woman told the court that she started started speaking to a guy named Deon, who asked if she had been to De Villiers before.

“I told Deon yes I have and told him what happened, I told Deon that Dawie isn’t who he claims to be and he raped me”.

Deon notified her that there was a team that was investigating De Villiers and that justice would be served.

“A few days later I got an invite on BBM by a name David Toddy, I accepted and then a few minutes later it changed to Dawie CEO something,” she said.

The woman stated that De Villiers greeted her and admitted what he had done to her.

“He told me he didn’t rape me, we made love and he asked me if we can do it again and he asked for pictures of my vagina and he told me he has naked pictures of me as well”.

The woman said that De Villiers said he had nude pictures of her and threatened to publish them.

“I asked what naked pictures and he didn’t reply then I told [Deon] and sent the messages to Deon and he told me ‘Don’t worry it will be sorted out’ and I deleted Dawie. That was the last contact I had with him,” she said.

The 20-year-old was then given printouts of the conversations she had with De Villiers.

She read a message that was sent to her by De Villiers where he stated that he wanted to have sexual relationship with her and asked for a picture of her private parts.

“I said you raped me and you know it, and you are going to pay for it”.

The woman said that in 2013, she spoke to a woman from Carte Blanche regarding the matter, and she also made a statement to the police.

“I said I wanted to drop the charges because I wanted to focus on my studies and I had a daughter,” she explained.

At the time she was doing her matric and had a baby who was about three months old.

Cross examination started when De Villiers’ advocate Jacques Pienaar began asking the woman about how she knew Deon, as well as when she started talking to the woman from Carte Blanche.

De Villiers is pleading not guilty to a range of charges including rape, possession of child pornography, fraud and intimidation.

The State has lined up 46 witnesses to testify against De Villiers.

The witness list includes young children he allegedly exposed to pornography and alleged sexual assault, rape and fraud victims, as well as experts and investigators.

Two children, De Villiers’ ex-wife and the 20-year-old woman have testified against the model agency boss so far.

South Africa: Gunshots Fired At Cape Town Station

Police in South Africa have commenced investigation on a shooting at Cape Town station in the city’s CBD which left the shooter dead.

Police spokesman, Lieutenant Colonel André Traut confirmed the incidence. He said an unknown man allegedly shot himself at platform 24 at about midday. “A death inquest case docket has been registered.

“We have reason to believe that the man who shot and killed himself could have been part of a group of two men who acted suspiciously prior to the incident,”

“However we will not be speculating about the matter until our investigation has reached a more advanced stage.” Traut said

Eye witnesses say the man who was “dressed in all black with only his eyes showing” was “shooting in all directions”, then turned the gun on himself and shot himself in the mouth.

Metro Rail statement said train services were not affected by the incident.

99 Percent Of Haemophilia Patients In Nigeria Are not Yet Identified

Kaduna (Nigeria) – Nigeria has an estimated population of 170 million people and of that population, more than 16,700 people are said to be having Haemophilia, but are not yet identified.

Based on the science of the bleeding disorder, it is an inherited condition that is present in all population. It prevalence rate and genetic mutation in all communities are the same – with one in every 10,000 persons having Haemophilia A (lacking Factor VIII), and one in every 30,000 persons having Haemophilia B (lacking factor XI).

Haemophilia is a bleeding disorder where an individual does not have enough clotting factor (a protein in the blood that controls bleeding) in his blood, making him/her to bleed for a longer period than normal; such individuals are said to have insufficient clotting VIII (Factor A) and IX (Factor B) in their body.

This was disclosed recently at the 2015 conference of the Haemophilia Foundation of Nigeria held in Benin City, South-south Nigeria, tagged ‘Bridging the Gap’. The Conference brought together patients, Physicians and parents to discussed ways on how to care for the Haemophiliac community within the country.

Chairman of the occasion and also, a Haematologist from the Lagos University Teaching Hospital, Professor Sulaimon Akanmu while expressing concerned over the large fraction of heamophiliac not identified said such fraction cannot be ignored given Nigeria’s population.

He noted that only 218 persons are identified and registered out of the expected 17,000 Haemophiliac in the country; while many have died as a result of ignorance – hence, stressed the need for more sensitization to get across to those who are affected to gain knowledge on how to effectively manage it.

Akanmu explained that, managing the condition implies giving (infusing) the patients Factor they lack in their plasma which equally means giving them half life – but ordinarily it is very expensive to be afforded by a low income earner.

He cited example, thus, “The cost of factor VIII approximately is about one dollar per unit. If an individual starts bleeding, the dose of factor VIII that would be required to stop it will be defined by the units of factor VIII present in one mil of normal plasma.”

“For instance if the volume of a plasma is 3000 mil while the factor level is 0 percent, and one needs to raise it to 50 percent (in 100 percent of factor level, the total number of factor present in the blood is 3000 units.), it means having 1500 unit of Factor VIII; so when you give that twice in a day, it summed to 3000 US Dollars. Sometimes that is infused in about 3-5 days to ensure that the bleeding is completely stopped.

“There is also what is called annual bleeding rate where such a person can suffer bleeding for about four to five times in a year – that is, on an average of not less than 25, 000 US Dollars that would be spent yearly,” he added.

With this, Akanmu called on the federal government to collaborate with the Foundation in order to make treatments and management affordable for the registered members who are indigent.

He posited that, “Since the drugs are not procured here in Nigeria, we are proposing to government to waive all import duties on them or negotiate it cost with the manufacturers; they should also know that, they have citizens to which they are responsible to by helping to identifying those who are unnecessary dying because they have not been diagnosed.”

Also, Dr. Omolade Awodu, a haematologist from the University of Benin Teaching hospital in her remarks decried the low knowledge of the condition even among health care givers, and the public who always sees it as a myth; thus, called for wider sensitization.

“The knowledge about haemophilia is very shallow and we know there are people that are suffering from it, the condition is very easy to diagnose.”

“We are grateful to God because we have at least a treatment centers in each of the six geo political zones of the country; where patients can be diagnosed, with the factors available also.”

She further commended the Foundation for its efforts in providing these drugs for free to patients, urging them not to relent in rendering services to the community, and in it search for other patients.

Executive Director of HFN, Megan Adediran, in a remarks said despite the challenges faced in bringing this community together, she sees it as the only reason she was born – to serve this community of people.

She said, “I made up my mind when my son was diagnosed in 2005  after I got some assistance to restore his hope, having gone through a lot. So, I decided that I would continue to give hope to others as well.”

She added that the Foundation intends to make life better for this group of people in the country – while calling on members and other stakeholders to put more efforts in keeping their faiths alive so as to overcome all the challenges around them.

“Turning back away from these obstacles is not an option, because turning back means pains, disabilities and even death for our community. Therefore, we need to think and workout how to overcome these obstacles – Bridges – bridges not only bring people together, it helps people go over their obstacles. They are what we need to build,” she encouraged.

Adediran also requested for government partnership at all levels. She said, since 10 years of existence, there has never been any form of government support except the recent Memorandum of Understanding the Foundation has signed with the Niger State Government.

“All we are asking from government is to sponsor advertisement in local languages on various media to create awareness across the country for those in the villages to understand what the condition is all about; or they should pay directly to the pharmaceutical companies for the drugs; that’s all what we need not the money,” she stressed.

She further called on parents stop bullying their children but shows them love and care to avoid them being depressed.

Some parents present at the conference narrated some of their experiences in growing a child who is Haemophiliac;

Hudu Abdullahi, from Kano state, explained that he noticed the bleeding of his son after his uvula was cut off when he was Seven days old but could not tell what was wrong even after going to the hospital; adding that, at the child’s tender age, he was transfused more than five pines of blood.

“After surviving that, at age seven, he was circumcised and that was how he bled nonstop until we took him to the hospital where they later referred us to Aminu Kano teaching hospital to conduct a test; here I spent nothing less than N24, 000.

He added that it was after the result was out they discovered that, he has Haemophilia. “My son is 11 years old now, I thanked God for his life and the Foundation because after I was given their contact, they have been of great help to me,” he said.

In the same vein, Marvelous’ Mother, who came from Delta state, described her experiences as going through hell. She said, it was challenging but God still kept him alive.

She said, Marvelous is 16 years old now, but she discovered he was a Haemophiliac at the age of 13, in 2012.

“When he was growing up, his situation was complicated that I had to be traveling from one state to the other for referrals. At age five, he felt down and broke his teeth and lost lot of blood; at age 10, he had a complication that affected his legs which made him to used crouches for almost a year. At this point in time, people use to tell me, it’s the nature of his body, I shouldn’t border myself but it was difficult seeing him loosing blood and becoming weak.”

“I could remember also when we were referred to University of Nigeria Teaching Hospital where I was directed to go to the Lagos University Teaching Hospital to get 10 pines of blood (called Frozen Blood Plasma) to transfuse into him, it wasn’t funny because I had to beg for blood donation there,” she explained.

She however expressed appreciation to the Foundation for helping them to get these Factors for free that could help them in managing the situation in times of their crisis.

HFN has helped me to cope with three children that are having Haemophilia, says another parent.

Other activities during the conferences includes, profiling of patients, Annual General Meeting, motivational talks, cultural presentation and speeches among others.

Nigeria: ALGON Seeks Police Partnership To Enhance Community Policing

Association of Local Government in Nigeria (ALGON) has sought for police partnership to fight crimes and enhanced community policing across the country.

Spokesperson of Nigerian Police Force Olabisi Kolawole in a statement revealed that the partnership was sought when members of the Association paid a courtesy call to the Inspector General of Police, Solomon Arase, at the force headquarters in Nigeria’s capital, Abuja.

ALGON National President, Micah Y. Jiba in his remarks declared the group’s readiness to support the Nigeria Police to fight crime and equally put an end to all the security challenges facing the country through the assistance of community leaders.

They pledged to support the initiative of the Police Force so as to enhanced community partnership which would boost the security level of lives and properties.

In his remarks, Arase appreciated the Association’s move to partner with the Nigerian Police, and further urged them to embrace community partnership as an antidote for crimes and criminality.

He also reiterated the need for ALGON not to relent at rendering moral and logistic support to the Police at local level with a view to boosting, fortifying and consolidating National Security; while enjoining them to mobilize their locals to give useful information that will nip crime in the bud to the Police.

Nigeria’s Crimes Commission Arraign Man For Possessing 448 Traveler’s Cheques

Kaduna (Nigeria) – The Nigerian Economic and Financial Crimes Commission (EFCC) has arraigned one Jonathan Odu Isikwei (51) for unlawful possession of 448 travelers Cheques, and also Pascal Onuora Udeh (34) for being in possession of 108 Automated Teller Machine (ATM)/debit cards.

Statement by the commissions’ head of media and publicity, Wilson Uwujaren explained that both suspect were arrested at the Murtala Mohammed International Airport, Lagos state by the Operatives of the National Drug and Law Enforcement Agency (NDLEA).

Isikwei was arrested during the outward clearance of passengers on a Belgium- bound flight while Udeh was arrested during the clearance on a Qatar Airline flight to China.

It further revealed that, the 448 travelers’ Cheques recovered from Isikwei, belongs to four banks in America, Europe and Canada. They are; Gun Nebo Inc. (Bank of Nova Scotia)- 117 pieces, Post bank Frankfurt -258 pieces, Safe Federal Credit Union -41 pieces and RBS (Royal Bank of Scotland) -32 pieces; adding that all the  cheques were signed, of which some has monetary value written on them.

“Among the Cheques belonging to Safe Federal Credit Union, 27 pieces were blank while 14 pieces has monetary value worth 322,800 US Dollars.  Twenty Seven pieces of the travelers’ Cheques belonging to Gun Nebo Canada Inc. were blank while 90 pieces has monetary value worth 354,300 Canadian Dollars.”

Isikwei claims he exports dried fish from Nigeria to Belgium, and told the investigators that he collected the parcel for onward delivery to a friend without any knowledge of its content.

Similarly, Udeh claims to be a trader and also an undergraduate of Nnamdi Azikiwe University, Awka. He said his business associates gave him 108 debit cards to use in China to purchase men’s clothing.

The suspect will be charged to court as soon as investigations are concluded, says the commission.

Isikwei is a native of Igbodo in Aniocha Local Government Area of Delta state while Udeh is a native of Umudim Village of Obibi, Ochasi Ato, in Orlu Local Government Area of Imo State.

Rwandan Court Dismisses Case Against Presidential Term Extension

An application aimed at preventing Rwanda’s President from his bid to run for a third term has been dismissed by the country’s Supreme Court on Thursday.

The case was brought before the court by the Democratic Green Party of Rwanda (DGPR) which the court said was baseless.

DGPR party wanted to prevent parliament from allowing a change to article 101 of the constitution, which states that the president is elected for a term of seven years, renewable only once. It states, “Under no circumstances shall a person hold the Office of the president of the Republic for more than two terms,” the article says.

In his ruling at the court in Kigali, Chief Justice Sam Rugege noted that, the court would not deprived it citizens of their rights. He said, “The court finds that article 193 of the Rwandan constitution allows article 101 to be changed if it’s done by citizens through a referendum.”

DGPR party President Frank Habineza, explained to journalist after the ruling, that the party expect a win but were disappointed by the court; adding that, the party will petition President Paul Kagame and ask him not to submit his candidature for the election.

Kagame has been on the seat of power for 15 years since 2000; He is now seeking for an extension if the constitution is amended.

4-Day Cricket Clinic Opens For Nigerian Primary Pupils

Kaduna (Nigeria) – International Cricket Council (ICC) has opened a 4-day clinic in Kaduna for 80 selected Primary School Pupils drawn from northwest nigeria.

The event would feature elementary cricket coaching for officials and mini-clinic to groom participating pupils on elementary cricket.

Head Coach of Kaduna State Cricket Association, Joe Oche-Onoja told journalists that the clinic is in collaboration with Nigeria Criket Federation (NCF).

He said the Clinic would climax with selection of young players that would represent the region in an up-coming national Junior Cricket games.

“The talents we are going to get out of the clinic will play for the North-West Zone .

“We will have a game immediately and the winner will proceed to abuja for finals and will also play at the National Schools competition scheduled for Abuja but no fixed date yet.”

Onoja said the association would create other age group competitions for the talents, where they would begin playing from elementary to the senior level.

“The talents will be groomed to start playing from elementary, secondary, intermediate, under 19 and the senior national team.”

He called for support from northern states Governors to build the game of Cricket in their respective states.

Speaking on Kaduna, the head coach said, “we need the Kaduna State government to support the game.

“There are lots of Cricket players in Kaduna State, who are doing well and need to be motivated to grow and move to the national level.

“Kaduna is the current Champion in the Nigerian Cricket league with a player from the state as captain of under 19 team.

“The current under 15 male championship runners-up is also from Kaduna State.”

The event runs from Oct 6-9 featuring different secondary school students in the North- West Zone.
