Rotary Releases US$6.9 Million To Ensure Nigeria Remains Polio-Free

Lagos (Nigeria) — On the heels of historic success against polio in Nigeria and across the continent of Africa, Rotary gives an additional US$6.9 million boost to Nigeria to support immunization activities and surveillance spearheaded by the Global Polio Eradication Initiative.

This was the year when three became two, with the World Health Organization removing Nigeria from the list of polio-endemic countries, leaving just Afghanistan and Pakistan remaining. With no case of wild poliovirus (WPV) reported since 24 July 2014, more than a year has passed with no samples testing positive for WPV across the entire country. This achievement is a tribute to the hard work of countless health care workers, traditional leaders, over 400,000 volunteers and the government who managed to turn the programme in Nigeria around by reaching over 45 million children repeatedly with polio vaccines.

Polio is on track to become the second human disease ever to be eliminated from the world (smallpox is the first). To date, Rotary has helped 194 countries stop the transmission of polio through the mass immunization of children. Rotary’s new funding commitment, announced in advance of the Oct. 24 observance of World Polio Day 2015, targets countries where children remain at risk of contracting this incurable, but vaccine-preventable, disease.

“As we celebrate world polio day in a time when we have been removed from the list of polio endemic countries we must remain vigilant and ensure that all children are immunised again polio until Nigeria is certified polio free and indeed the world is certified polio free,” says the Chairman of Rotary’s Nigeria National Polio Plus Committee, Tunji Funsho. “No child is safe from the polio virus until no more polio virus exists on this planet.”

Rotary is contributing $26.8 million to African countries to ensure the disease never returns to the continent: Burkina Faso ($1.6 million), Cameroon ($2.7 million), Chad ($2.6 million), Democratic Republic of Congo ($499,579), Equatorial Guinea ($685,000), Kenya ($750,102), Madagascar ($562,820), Mali ($1.5 million), Niger ($3 million), Nigeria ($6.9 million), Somalia ($4.9 million) and South Sudan ($1.5 million).

Outside of Africa, Rotary also announced grants of $6.7 million for polio-endemic Pakistan, $400,000 to Iraq and $5.3 million to India. The remaining $990,542 will support immunization activities and surveillance.

In total, Rotary gives $40.4 million to end polio worldwide.

Rotary provides grant funding to polio eradication initiative partners UNICEF and the World Health Organization, which work with the governments and Rotary members in polio-affected and high-risk countries to plan and carry out immunization activities.

To date, Rotary has contributed more than $1.5 billion to fight polio. Through 2018, the Bill & Melinda Gates Foundation will match two-to-one every dollar Rotary commits to polio eradication (up to $35 million a year). Currently, there have been only 41 cases of polio reported in the world in 2015, down from about 350,000 a year when the initiative launched in 1988.

India To Host India-Africa Summit

India is set to host one of the biggest India-Africa summits in New Delhi this week, aimed at boosting trade, political and economic ties.

Of the 54 countries invited, more than 40 are expected to be represented by their heads of state and government who, after a series of ministerial meetings, will hold a full summit on Thursday.

The Bilateral summit between India and Africa started since 2008, and has held two Summits in 2008 and 2011 which featured only 15 Africa countries. The two way annual trade has amounted to more than 70 billion dollars annually.

Energy will feature prominently in the talks as India imports 70 per cent of its oil, mostly from the politically volatile Middle East, and is looking to diversify its energy sources.

Indian diplomats said other areas of discussion include maritime security and counter-terrorism cooperation in the backdrop of a growing arc of terrorism from Nigeria to Somalia.

Ahead of the meeting, Indian Prime Minister, Narendra Modi, said the summit would mark the beginning of a new era of mutual partnerships.

Spokesperson for the Indian Ministry of External Affairs, Vikas Swarup said, “Our partnership is not focused on an exploitative or extraction point of view, but is one that focuses on Africa’s needs and India’s strengths.”

Foreign ministers from the countries planned to meet on Tuesday, followed by the main summit on Thursday.

Nigeria: EX-NSA Dasuki Objects To Secret Trial As FG Files Fresh Charges

Justice Ademola Adeniyi of the Federal High Court Six, sitting in Abuja on Monday expressed surprise at the decision of prosecution counsel to bring additional charges against immediate past National Security Adviser (NSA) Col. Sambo Dasuki (rtd) on a day set aside for definite hearing on the one count charge preferred against him.

On September 1 this year, prosecution counsel, Mohammed Diri, had told the court that Dasuki was charged with the unlawful possession of firearms without a licence which Dasuki pleaded not guilty.

Justice Ademola then granted Mr. Dasuki bail on self-recognition but ordered that his passport and other travel documents be deposited with the deputy court registrar while the case was adjourned to October 26 and 27 for the hearing.

When the court sat today (October 26, 2015) however, M.S. Labaran, appearing for the prosecution announced instead that the one count charge was now being expanded to include additional charges bothering on possession of local and foreign currency in his Abuja residence and family house in Sokoto contrary to Money Laundering Prohibition Act 2011.

He also requested that the trial be conducted in secrecy by providing special cover for witnesses from using public routes; use of private witness room; use of facial masks; and also that only accredited members of the press be allowed to cover the trial.

Surprised with the wave of new motions, Justice Ademola asked Labaran if he was aware that Monday October 26 and Tuesday October 27, 2015 were clearly set for definite hearing of the case.

In a counter motion one of the counsels to the Dasuki and former President of the Nigeria Bar Association, (NBA) Mr. Joseph Daudu objected to the request for special cover for prosecution witnesses in the case on the ground that the case is harmless within a democratic setting that does not warrant secret trial. Daudu said that even during military rule, trial of this nature was held openly.

He insisted that in a democratic era, the entrenchment of rule of law will be the greatest casualty if trial of this nature is made in secret.

In a criminal trial, the ability of defence counsel to confront the prosecution witness is pivotal, he told the court because if the defence counsel is not allowed to have a direct confrontation with the prosecution witnesses and interrogate the witness as per his background and the like will weaken the strength of the defence.

After all he continued the identity of the witnesses which the prosecution sought to hide is already in the public domain. Therefore the prosecution seem to be urging the court to embark on mere academic exercise.

He said: “We consider the trial as harmless to the witnesses. If you make the witnesses anonymous then we may lack the ability to conduct background checks. Even trial of treasonable felony and coup d’tat the witnesses are not hidden and we are in a democracy.

“Also for the fact that there has not been cases in this court where witnesses are being molested and in this cases it will be a case of injustice if the defence counsel and witnesses are known and the prosecution witnesses who are armed and can protect themselves are shielded. I think all the motions and counter-affidavit has been charged and this is purely an academic exercise.”

Daudu also asked the court to release the travel documents of the accused to him so that he would be able to travel abroad for medical check-up.

According to him, Dasuki was billed to travel a day before his arrest for medical treatment but the arrest and trial has so far prevented him from doing so.

Labaran, who appeared for the prosecution therefore requested for adjournment to be able to react to the motion for release of Dasuki’s travel documents.

Justice Ademola then adjourned the case to Wednesday, October 28, 2015 for ruling on prosecution’s request for secret trial and Dasuki’s request for his travel documents to be released to him.

Abortion: US Republican Presidential Candidate Calls For Its Ban

US Republican Presidential candidate, Ben Carson has called for a ban on abortion in the United States, stating that it is illogical for mothers to think they have the right to kill their unborn child.

The 64 years old Presidential candidate stated this on an NBC Television program, ‘Meet the Press’ on Sunday. He said mothers would be allowed to terminate their pregnancy only if it serves as a threat to their own life and health.

Carson pointed out that, pregnancies resulting from rape or incest shouldn’t be an excuse but said, in an ideal situation, mothers should not believe that the baby is her enemy and should be terminated; positing that, he is a reasonable person who is willing to give a listening ear for any explanation.

He compared those that engage in abortion to slave owners who thought they can treat their slave the way they wished. He said, “Think about this – during slavery, and I know that is one of those words you are not supposed to say, but I’m saying it – during slavery, a lot of the slave owners thought that they had the right to do whatever they wanted to that slave, anything that they chose to do.”

“What if the abolitionist had said, ‘I don’t believe in slavery; I think it’s wrong, but you guys do whatever you want to do – Where would we be?”

Carson noted that, he would love to see the landmark Supreme Court decision on abortion; emphasizing that he would like to see it done in the right way.

“I think that means that when we appoint judges, we need to look at their record, and see what their record of interpretation of the Constitution is. How have they behaved?”

Ben Carson is a retired neurosurgeon and also an African American.

Flood: Five Algerian Refugees Camp Affected

Five camps housing about 90 000 Sahrawi refugees have been damaged by a torrential rain and heavy floods in western Algeria, UN’s refugee agency says.

The camps are located in the Tindouf region close to the border with Morocco and Western Sahara.

About 25 000 people were affected; their homes and food supplies were damage. There is still fear that the rain could continue till Sunday leading to a rise in number of people that would be needing aid.

Responding, the Office of the United Nations High Commissioner for Refugees (UNHCR) along with the Algerian government and other organizations like the World Food Program and the UN children’s agency are rendering supports ranging from provision of food and drinking water.

The agency is also planning to build makeshift shelters for them.

Sahrawi refugees have been living in the region since the mid-1970s after Spain withdrew from the area and fighting broke out; while the Sahara gets very little rain year-round, when it does rain it can be disastrous for the local communities.

Use Snail Mail To Thwart Spies, Assange Tells Journalists

WikiLeaks founder Julian Assange has urged journalists to use regular postal services to thwart government spying.

“My recommendation, for people who don’t have 10 years’ experience in cryptography, is to return to old methods (and) use the traditional postal service,” Assange said in an interview published Saturday.

“Journalists are treated by intelligence services as spies,” he told the Belgian daily Le Soir. “The same methods used against spies are used against journalists, and now journalists must learn counter-espionage methods to protect their sources.”

On Thursday WikiLeaks released a second instalment of documents from CIA director John Brennan’s hacked personal email account, including his contacts list.

Assange, in another interview with the Belgian daily L’Echo, reiterated that WikiLeaks would release more of Brennan’s documents on Monday, which he described as “documents awaited by many human rights activists and lawyers, but also people who were tortured.”

He added that WikiLeaks would soon post information about the Transatlantic Trade and Investment Partnership (TTIP).

In August, WikiLeaks offered 100,000 euros ($110,000) for a copy of the trade deal.

Assange is to contribute by videoconference to a debate Monday on “political transparency and protection of privacy” to be held in Brussels.

Nnamdi Kanu And The Cry For Biafra

I am not a Biafran and neither am I Igbo. I do however believe that it is the inalienable right of any human being or ethnic nationality to aspire to be free and to be able to determine their own destiny. The right of self-determination is enshrined in international law and it is guaranteed by every moral stricture known to man.

It is a right that has been exercised successfully over and over again in world history and it has led to the creation of new nations which were carved out of older ones. The denial of that right and the suppression and persecution of those who attempt to exercise it leads to nothing but defiance, dissent and resistance and, if not properly managed, it eventually spills over into war and carnage.

This has been the primary cause of most of history’s most brutal civil wars, including the American, Russian, French, English, Indian, Sri Lankan, Sudanese, Nigerian, Angolan, Congolese, Zimbabwean, Yugoslavian, Ukrainian, Nicaraguan, Cuban, Irish, Syrian, Libyan, Indonesian, Korean, Vietnamese, Spanish, Iraqi, Italian, Lebanese ones and countless others. I do not believe in violent change and neither do I believe in war, revolution, terror or the use of arms in the pursuance of even the most noble causes.

I do however believe in the power of ideas and the right of any man, woman or people to yearn to be free from bondage and to peacefully and freely express that yearning. It is in this context that I situate my belief in and support for those that view the Nigerian Federation as an oppressive entity which has effectively enslaved its people in an attempt to create what is essentially an artificial and unworkable state.

Those that believe in Nigeria have every right to continue to do so and to voice their resolve to keep Nigeria one. What they do not have the right to do is to refuse to offer the same degree of freedom of expression to those that do not believe in a united Nigeria and who instead believe in the peaceful dissolution of our nation to speak their minds and voice their views. What is good for the goose is surely good for the gander. You cannot grant one side of the divide freedom of expression whilst you deny it to the other.

This is all the more so because freedom of expression is the lifeblood of any democracy. It must be accorded in equal measure to those that believe in Nigeria and to those that do not. It is in this light that we must consider the plight of Mr. Nnamdi Kanu, the director of Radio Biafra and the man that has been described by the Igbo World Assembly as ”Buhari’s first political prisoner”.

We may not like his style, we may not like his radio station, we may not share his views or approve of his methods but one thing that we cannot take from Mr. Kanu is his right to hold such views and to express them in a peaceful and lawful manner no matter how distasteful those views may be to some. To deny him this most basic human right is not only an act of intellectual terrorism but it is also the most grave and barbaric manifestation of what is essentially an evolving police state where different or contrary views cannot be accommodated by those in power.

When Mr. Alex Salmon and his Scottish Nationalist Party began the agitation for the dissolution of the United Kingdom and for the establishment of Scottish independence many years ago they were not charged to court, locked up indefinitely or murdered by the British authorities but instead they were eventually given the opportunity to participate in a referendum and test their ideas. The same thing happened in the Catalan region of Spain where the agitation for the establishment of a new nation is compelling and very popular.

The same thing happened a number of years ago in the Quebec region of Canada. It also happened in a region called East Timor which opted to leave Indonesia and in Singapore which opted to leave Malaysia. The same process was adopted when Georgia, the Ukraine and all the other former Soviet states opted to leave Russia and when the Czech Republic opted to break off from Slovakia. The utility and importance of conducting a referendum on such matters in order to determine the true will of the people and to honor the findings of that referendum cannot be underestimated and it remains the only path for peace.

Sadly President Buhari who, like most in his generation, are still stuck in the mindset of a civil war general, has refused to learn from this. The biggest mistake and miscalculation of his administration so far is not the ruthless implementation of its patently and monstrously unapologetic northern and Islamic agenda but rather its absurd resolve to lock up Mr. Kanu indefinitely and to effectively throw the key away simply because he dared to call for the establishment of Biafra.

As far as I am aware Mr. Kanu has not used or advocated the use of violence whilst expressing himself and neither have any of his supporters. One therefore wonders what has panicked the Federal Government to such a point that they not only have to lock him up but that they also have to violate the law of the land by not allowing him to see his lawyer and by not presenting him before a court of law and charging him within the constitutionally-prescribed three days.

State-sponsored violence and intimidation, the violation of human rights, illegal incarceration, the murder of innocents and the vicious suppression of legitimate ideas leads to nothing but hardened hearts, greater defiance and the spread of anger and dissent. The principle is simple and clear: the more you fan the flame of tyranny and repression the more the passion and fire of liberty spreads.

It follows that the biggest favor that President Buhari’s security agencies could have done for the Biafran cause was to lock up Mr. Kanu and thereby transform him from being a little-known secessionist into the living symbol of the Biafran struggle, a respected freedom fighter, a champion of the Igbo people and an internationally-acclaimed political prisoner.

It is no wonder that leading politicians from all over the world, including the former Home Secretary and former Leader of the Labor Party in the United Kingdom, Mrs. Harriet Harman QC, have called for his release. The Russian and Israeli governments have also expressed concern and done the same.

Their call was the right and proper thing to do and I add my voice to that call. I have never met or spoken to Mr. Kanu but I am moved by his passion and courage. I am also persuaded by the logic and force of his public assertions. He has made a compelling case for the establishment of Biafra and millions of young Igbos from all over the world have bought into it.

It is left for those that do not agree with him to make a better case and to stem the Biafran tide. That is the monumental challenge that those that do not agree with Mr. Kanu’s views or his methods have. I have not always been on the same page with our Igbo brothers yet despite that one thing is clear: only the callous would deny the fact that they have suffered immeasurably in the Nigerian Federation over the last 50 years.

Only the uninformed would deny the fact that they have been butchered, murdered, persecuted, broken, humiliated, insulted, cheated and treated with contempt and disdain more than any other ethnic group in the country since July 1966.

What the Nigerian state is confronted with in the new generation of Igbos who refuse to be cowed is a time-bomb. Unlike their fathers they cannot be appeased or intimidated. They are not fearful of the prospect of a second civil war. They are not prepared to settle for crumbs and neither do they fear death, conflict, defeat, incarceration, butchery or persecution.

They are imbued with a spirit that cannot be suppressed and the more they cry ”Biafra”, the more the spirits of the millions that were slaughtered on the Biafran side during the civil war are invoked. The more they cry ”Biafra”, the more the souls of the hundreds of thousands of their people that were butchered during the barbaric pogroms in the north in the mid-60’s and thereafter are remembered. The more they cry ”Biafra”, the more they remember how their fathers were stripped of everything after the civil war and how they have been denied the opportunity to rise to the highest office in the land. The more they cry ”Biafra”, the more they acknowledge and recognise the bitter fact that the Buhari administration regard their kith and kin as nothing more than third class citizens and pitiable prisoners of war. The worst thing that the Nigerian authorities can do is to treat them with levity or contempt.

They are angry, they are fed up, they refuse to be enslaved, they want a brighter future and they have come to realise that they have nothing to lose. The most inappropriate thing that President Buhari can do is to continue to underestimate the power of their resolve or the clarity of their intent. The worst thing that they can do is to begin to jail them, to shed their blood and to take their lives.

The more you lock up the Biafrans, the more they will rise up. The more you mock them, the more they will shout. The more you kill them, the more their anger will be kindled. The more you deny them, the more they will wax stronger. The more you treat them with disdain, the more they will defy you. The more you treat them like slaves the more they will aspire to break off and take their destiny into their own hands. You cannot resist an idea whose time has come.

This is a fact that we must all accept and it is with this in mind that I urge President Buhari and the Federal Government to not only release Mr. Nnamdi Kanu but also to tread with the utmost restraint and caution when dealing with those that are agitating for Biafra.

French Bus Crash: Pensioners Killed In Truck Collision

More than 40 pensioners on a day trip have been killed after their bus collided with a truck and burst into flames in south-western France.

The collision happened near Puisseguin in the Gironde wine region, east of Bordeaux, shortly after the bus had set off from a neighbouring town.

The French president said he had been “plunged into sadness by the tragedy”.

This is the worst French road disaster since 1982, when 52 people died.

Prime Minister Manuel Valls has arrived at the scene.

The crash happened on a country road at around 07:30 local time (05:30 GMT).

The bus was involved in a head-on collision with the timber truck at what local residents described as a notoriously dangerous bend in the road.

Both vehicles quickly caught fire.

The French government said 42 people had died and nine people were injured, four seriously.

Most of the dead were the elderly passengers who become trapped in the bus. It was not clear if the bus driver was among the dead. The lorry driver was originally included in the death toll, but unconfirmed reports say he may have managed to escape.

Most of those on board the bus were reported to have been members of an elderly people’s association from the small town of Petit-Palais-et-Cornemps, which has a population of just 700, along with others from neighbouring communities.

They had not long left on their journey, and were heading south for a day trip into the Landes region.

Marie Fulbert, a council official from the nearby town of Libourne, said they were still waiting for news of who was on the bus and said they had taken “a lot of calls from friends and family”.

More than 60 firefighters attended the scene. The wounded were airlifted to hospital.

The exact cause of the crash is not yet clear.

Mr Hollande, who is on a visit to Athens, has promised a full investigation into what he called an “immense tragedy”.
