Developing News: Schools in Los Angeles Close Over Bomb Scare

Police in United States Tuesday say a member of Los Angeles Unified School District Board of Education has reported receiving a bomb threat.

It was not clear however, when the threat was received and which school board member received it, but the incidence have forced all public schools to close immediately.

Every school in the 700,000-pupil district would be searched, says Schools Administrator, Ramon Cortines.

“I think it is important that I take this precaution based upon what has happened recently and what has happened in the past,” Cortines said.

The District, includes 1,124 public and charter schools, among others.

After weeks of a snowballing scandal of blackmail, calumny, baseless accusations and personal attacks against the Director General of Industrial Training Fund, Mrs. Juliet Chukkas Onaeko; the phantom crisis sparked off protests by hired goons and fifth columnists, who barricaded the ITF headquarters in Jos, as part of a purported strike by Union workers, calling for the sacking of the Director General. But it is now emerging that the smear campaign was manufactured by vested interests in what ITF officials described as an “entrenched chain of corruption” comprising contractors, political sinecures, sundry jobbers and consultants in a cesspool of corruption, who have been stealing the ITF blind and were dismayed to lose their unearned privileges to the reforms undertaken by the DG. To resort to such falsification of facts is indeed shocking and shameless.

Speaking recently at a media parley in Abuja, Chukkas-Onaeko noted that: “corruption is something that when you fight it, it fights back even more aggressively and if you are not careful you end up being the corrupt one. That is the jacket that they have sown, but I refuse to wear it. Anybody saying I’ve taken millions illegally should come and check, the system is open for them.” She described the accusations made against her by some ITF staff members as “ridiculous and painful” and took particular umbrage at the lie that she donated N700 million from ITF funds to former President Jonathan’s re-election campaign. She said N700 million is a huge amount of money that cannot be withdrawn from ITF coffers without appropriation, saying those peddling the falsehood were doing so out of malice and sheer ignorance. “I am sure when they wrote that, they expected me to commit suicide or for the President to just shoot my head, but the truth is that the PDP never asked me for campaign money,” She said.

Admitting that she has stepped on many toes and ruffled many feathers with her reforms, she said hidden hands behind the paid propaganda that has been making rounds in the media know that their accusations are completely untethered from reality, and their resort to cheap media blackmail smacks of desperation to stop her reform agenda and return to the status quo ante. The director general said since taking over the helm at ITF, she has blocked avenues through which these entrenched vested interests were making easy money from the agency. One such avenue was the outrageous monthly rent of N9.5 million paid by the agency on a property housing its area office in Warri before she assumed duty. She disclosed that the landlord was forced to reduce the rent to N5 million monthly following her insistence that the rent either be renegotiated or the office be relocated to a cheaper accommodation, thereby saving over N4million for ITF.

“Several other rented properties were also renegotiated in the same vain and by this act; I have been able to achieve great savings for ITF in the last one year. I know this is what the corrupt elements in and out of the system do not like and that is why they have tried every way to discredit me and my prudent policies. Up till now, they are still doing everything to sabotage my effort towards the full automation of the business process of ITF, which when completed, will help check some of the wastages and drain pipes, while driving up staff efficiency and more. I think this is one of the ways I’m stepping on many toes, because people who are used to making easy money will definitely react when you attempt to block them,” she noted.

Mrs. Chukkas-Onaeko dismissed as false, baseless and malicious, allegations of cronyism, managerial incompetence and financial misappropriation levelled against her by detractors and the vested interests behind the grievance statement titled: “Industrial Training Fund SSACTAC and AUPCTRE Joint Memo Titled “Sordid State of the Fund and Urgent Need for Resuscitation.” In the grievance letter, the union accused the DG of corruption, absenteeism, profligacy, high-handedness, extra-budgetary spending; violation of due process in contracts and procurement, non-remittance of pension deductions and donating her family land to ITF with the intent to collect N450 million from ITF. They also alleged the ITF is in dire straits as to warrant the Organized Private Sector, to call for its scrapping. The Union memo replete with halting grammar and rambling syntax oozes nothing but contempt for the ITF management, criticizing the ongoing policies and reforms at the agency.

She also debunked the workers’ allegation that she was insensitive to their welfare, saying that within her one year in office she had worked a lot on staff welfare. She stated that staff salary was doubled, while the money set aside for staff loan was also increased from N250 million to N500 million. According to her, the ITF is one of the first agencies to implement a Federal Government’s circular released in October 2014 on the increase of pensioners’ entitlements by 23%. She added that her administration was also able to pay a backlog of the increase spanning 63 months to the pensioners. The director general said that the issue of training and retraining programs was given utmost priority by the agency to update the knowledge and skills of its workforce. “As part of my efforts to motivate our staff and discourage them from sharp practices, within my first year in office, I have put in place, a brand new condition of service and salary structure better than any package the staff have ever had in the over forty years of ITF existence. For the first time, they are having an ITF salary structure that is robust and almost double of what they had before my coming.”

She also dismissed the allegation that she transferred N1.2 billion to the Nigerian Employers Consultative Association (NECA) without due process. She explained that the money was provided for in the agency’s 2014 budget to fund the ITF-NECA Technical Skills Development Program (TSDP) launched in 2009. “Every year, there is funding provided for it, which is in the budget and is approved by the National Assembly. By the time I came on board in 2014, they had already disbursed about 70% of the money. That budget wasn’t drawn up by me.

“What I saw in the trend was that on a yearly basis, the money allocated for the program was increased by between 10% and 20% to reflect current economic realities. But, in the 2015 budget, which is the only one I have presided over, I refused to approve the increase. Instead, we increased the number of participating companies from below 10 at inception to the current 14 which is against the initial arrangement. I expected to be commended for that,’’ she said.

Huhuonline.com discovered that upon her appointment on May 19, 2014, Chukkas-Onaeko inherited a rundown agency with over N20 billion debt; a huge back log of unpaid SIWES – Student Industrial Work Experience Scheme – reimbursements, decrepit training centers and Area offices, operating far below average capacity, over 580 pending court cases, and a backlog of staff loan applications amongst other challenges. The new director general then proceeded to renegotiate some of the contracts and worked out a payment plan to phase out the existing debts.

Because of the huge decay at the staff school, the new DG had to develop a three year comprehensive school improvement plan to re-position ITF Staff School as a model school that can become a feeder school to ITF training schools as well as a teacher retraining center of some sort. In addition, within a month of assuming office, the new DG was able to pay off a four year debt owe the Singaporeans, to enable the graduation of the first ever batch of Model Skills Training Centre (MSTC) trainees whose graduation had been pending for over a year because ITF had not paid their outstanding bill.

Undoubtedly, the ITF faces enormous challenges, but the new director general remains undaunted, having set out to meet these challenges with resolve and determination to overcome despite all the odds. She has articulated a four-point agenda which aims to; achieve 100% efficiency in SIWES administration; full automation of the business processes of the ITF; training at least two million youth annually and achieving 100% efficiency in Revenue generation.

One of the pillars of this reform agenda is collaboration with key stakeholders. Huhuonline.com learned this collaboration with other agencies and organizations has led to the training of 4,000 Artisans and Building Technicians in 10 states in partnership with the Cement Technology Institute of Nigeria (CTIN). “In one year, and working on the same budget, we have doubled the companies we are collaborating with under ITF-NECA TSDP, from eight to sixteen. We have also graduated over six batches of trainees from the different centers and commissioned new centers such as Ruff n Tumble, Lagos for the training of Garment Technicians. We have graduated the first batch of our trainees under the ITF-DVT collaboration, (Dual Vocational Team from Germany) and we have increased the number of our centers participating in the collaboration from one to two. We have also signed several MoUs and commenced training under different collaborations and programs. This is in addition to ITF initiated and sponsored programs such as the NISDP program where in the last three months of 2014, we were able to train 37,000 unemployed youth across the 36 states and the FCT.”

The new director general has also introduced several new initiatives to scale up skills development and youth empowerment such as the national skills gap study; a joint initiative with the National Bureau of Statistics (NBS) and the UN Industrial Development Organization (UNIDO) that will serve as the basis to inform future government investments in skills development in Nigeria. It will also help the government and ITF in particular to more efficiently align training services to market/ industry needs.

Put in perspective, the campaign of vilification and paid press propaganda against the ITF director general is a well-choreographed arm-twisting effort by special interests groups to blackmail Mrs. Chukkas-Onaeko and stop the positive reforms she has initiated towards charting a new strategic direction for the ITF in line with the change agenda of President Muhammadu Buhari’s administration. To which end, the smear campaign is part of the mischief intended to discredit Mrs. Chukkas-Onaeko and her reform agenda. It is indeed unfortunate that some journalists put up stories without cross checking and without credible basis. This is a sad example of bad journalism that the media must endeavor to eradicate from our public discourse.

The central nexus of Mrs. Chukkas-Onaeko’s new strategic realignment aims to amongst others; to facilitate and scale up job creation through the training and retraining of at least two million youths annually; to match skills development to market/ industry needs; reposition skills development as an enabler for industrialization and economic diversification, and to improve the country’s industrial competitiveness regionally and globally through skills development. All the allegations made against her are patently false. The belated attempt to politicize her leadership of the ITF appears to be a part of the fear psychosis by some disgruntled elements within the ITF establishment who are resisting change engendered by her reform agenda and day in day out; sweep her achievements under the carpet and highlight the failings, real and imaginary.

But the fact of the matter is that at ITF, Mrs. Chukkas-Onaeko isn’t just thinking outside of the box, she is creating a new box; putting her mouth where her work is. The critics and detractors should therefore judge her in the right perspective.

Nigeria: NGO Honors Journalists, Media Houses For Creating Awareness On Bleeding Disorder

Kaduna (Nigeria) – The Haemophilia Foundation of Nigeria (HFN), a non-governmental organization(NGO) has awarded six journalist and three media organization for their effort in creating awareness on Haemophilia – a bleeding disorder through their various reportages.

Presenting the awards over the weekend at Chimcherry Hotels in Kaduna, North-west Nigeria, Executive Director of the Foundation, Megan Adediran said the award was presented to ‘say thank you’ to beneficiaries for their immense contribution to the organization.

She said the awards presented were in four categories – Bleeders Pen award (for Journalist), Media Partners Award (for media organization), the Helping hand award, and the Event partners’ award.

Beneficiaries of the Bleeders Pen and Media partners awards include: Andrew Mshellia of Nagarta Radio, Ibrahima Yakubu of Dewtshewelle radio (DW Radio), Ibrahim Mohammed of Peoples daily, Longtong Ibrahim of Africa Prime News (online), Baba Negedu of Daily News watch, and Elizabeth Anche of Kaduna State Media Corporation (KSMC); while the media organization include Federal Radio Corporation of Nigeria (FRCN), Nigerian Television Authority (NTA), and Nagarta Radio all in Kaduna state.

Mrs. Adediran added that the organization was founded in 2005 which has so far identified and registered 223 persons with bleeding disorder across Nigeria– with ‘Factors’ (injections infuse into the body that helps develop clotting to stop bleeding when it occurs) receiving centers spread across the six geopolitical zones of the country. She also noted that the foundation hopes to have the centers in each state of the federation to ease access for patients.

She pointed out that since the inception of the foundation, it has successfully conducted surgery on a six year old child; had knee replacement for a 33 year old adult in India; improved the knowledge of more than 500 clinicians/health providers’ on management and diagnoses of Haemophilia; and was able to build relationship with the World Federation of Haemophilia (WFH) which have donated two million units of factors to the Haemophiliacs in Nigeria among many successes.

She however laments government unresponsiveness despite advocacies and efforts to lend support to this group of people. She said, “We are yet to secure the much needed support from governments despite the two million units of factors we received from the WFH. The WFH said, after the five years of support to us elapses and the government did not make any commitment, they will withdraw their support; we all know that management of these condition is very expensive and the pains faced by those concern is not easy, that is the reason we need government support in terms of procuring those factors.”

Andrew Mshellia who spoke on behalf of the Journalist thanked the organization for honoring them, saying, it serves as an encouragement to them. He further pledged their support in creating more awareness on the bleeding disorder through their various medium.

Hemophilia is a bleeding disorder where a person’s blood does not have enough clotting factor (a protein in the blood that controls bleeding), making an individual bleeds for longer time than normal; such individuals have insufficient clotting VIII (Factor A) and IX (Factor B) in their body.

Factor A Patients are found in one out of every 10,000 persons while factor B patients are found in one out of every 30,000 persons.

Sheikh Zakzaky, Wife Alive, Says Nigerian Army

Kaduna (Nigeria) — Nigerian Army says Leader of Islamic Shite Sect, Sheikh Ibrahim Zakzaky, and his wife Zinatuddeen are alive, safe and in protective custody.

“Sheikh Zakkzaki is safe in protective Custody, his wife too is safe and in protective custody. They are being kept in a secure facility and very soon he will speak with his followers.

” We urge the members of the movement to be peaceful, we urge them to be law abiding, their leader is safe and in protective custody. He will soon speak to them,” he said.

According to the GOC, he spoke already spoke with the wife and the leader personally, disputing the reports that they were killed during the battle.

The Army also denied using excessive force against members of the sect, saying the force use by the soldiers was within the rules of engagement.

On the number of casualties from both group he said ” We are not in counting business and so I cannot tell you the exact number of casualties among both parties. But the issue remain there are casualties from both side” he said.

He said Nigerian army has nothing against the sects and their leadership, adding that the soldiers duties is to protect the country.

Army further urged members of the public especially Zaria residents to go about their normal businesses.

Is Education Boko Haram’s Biggest Victim?

KADUNA/DAKAR, 7 December 2015 (IRIN) – Boko Haram translates as “Western education is forbidden,” so it is perhaps unsurprising that a disproportionate number of teachers become victims of the Nigerian militant group. Hundreds have been killed, while many more have fled the violence.
A UNICEF report in mid-September revealed that Boko Haram attacks had displaced 1.4 million children across the region. Meanwhile, girls as young as 11 have been employed as suicide bombers, sent into crowded market places or mosques to blow themselves up, instructed to take as many others with them as they can. Boko Haram only came to many people’s attention when it kidnapped 276 schoolgirls from a secondary school in Chibok.

But while the mass abduction, the millions displaced, and the relentless suicide attacks have received most of the headlines, the exodus of teachers and the disintegration of the education system could be a longer-lasting legacy of Boko Haram that sets northeastern Nigeria back a generation.

Teachers in the crosshairs

Schools and universities have been particular targets of the Islamist militant group since it began its insurgency in 2009.

More than 1,100 schools have closed or been destroyed since the start of 2015 across the Lake Chad Basin region, which also encompasses parts of neighouring Niger, Cameroon and Chad. Northeastearn Nigeria has been worst hit. Many of the abandoned buildings now shelter the internally displaced.

Between 2009 and October this year, Boko Haram murdered more than 600 teachers in northern Nigeria, according to the Nigerian Union of Teachers. Another 19,000 teachers have fled their posts because of the violence. About half of the deaths occurred in Borno State alone. Countless more teachers have been threatened, injured or kidnapped.

“Don’t forget, in the northeast, there was a shortage of qualified teachers before the crisis,” stressed NUT President Michael Olukoya.

Living in fear

“I have been a teacher for 20 years now, but I’m always afraid to attend class,” 42-year-old Ahmadu Abba, who works at the Jajiri Government Day School in Maiduguri, told IRIN. “Most of our colleagues have been killed or injured.”

Classes are held just two days a week now, and when school is in session armed guards stand at the entrance.

“If you are inside the school, you feel safe,” Abba said. “But outside school premises is always dangerous because you don’t know what will happen next or if you are being trailed. Many times I have felt like quitting my job because of my safety.”

Government officials declined to comment directly on the security situation but said they had been meeting with community leaders and local “vigilante” groups, urging them to report any suspicious activity.

A spokesperson for Kaduna State’s police command said the unit had organised a series of security workshops with schools and had deployed additional officers to patrol school grounds.

But Olukoya, the head of the teachers’ union, called for more to be done, telling IRIN: “To check further bloodshed and loss of teachers, the federal government must beef up security around public schools across the country.”

Hadiza Bashir, a widowed mother-of-seven, works at a primary school in Maiduguri.

“As a teacher, I’m always concerned about my safety because the insecurity is a thing of worry for all of us in the city,” she told IRIN. “The school I teach [at] has no fence or guard to check those going in and out… anybody can just go in and plant anything.”

Many teachers refuse to even consider working in the northeast until things improve.

“I recently rejected an offer to work at Gashua, the federal university in Yobe State, because of the security situation,” said Shehu Ahmed, a professor who currently works in the northwest. “I felt it would be too risky for me to work there.”

Doctors too

It is not just teachers who have fled the conflict zone. Many doctors have gone too.

Nigeria and India together accounted for more than one third of all maternal deaths in 2015. Nationwide in Nigeria, for every 100,000 live births, 814 women die, according to the latest figures from the United Nations Population Fund.

There are no figures for maternal mortality rates in the northeast, but they are likely to be disproportionately high, as an estimated 61 percent of global maternal deaths happen in places where there is a humanitarian crisis, according to the UNFPA.

The Nigerian Demographic Health Survey found that 90 percent of women in the northeast who conceived between 2009 and 2013 didn’t have pre- or post-natal check-ups, citing fears of Boko Haram attacks, intimidation by security agents at checkpoints, or destroyed local clinics.

Kabir Muhammed Abdullahi is the Nigerian Urban Reproductive Health Initiative’s team leader for Kaduna State. He told IRIN that if a maternal and newborn mortality study was “thoroughly carried out” in the northeast, the numbers would be even higher than feared.

“This is because people ran away from their livelihoods,” he said. “They are denied access to health services.”

Ninety percent of people who flee have taken refuge outside the camps for internally displaced persons (IDPs), making it more difficult for the government and aid workers to reach them with services. Even within the camps, the maternity situation is worrisome.

“There are women delivering in IDP camps without necessary health support,” Abdullahi told IRIN. “These IDP camps don’t have the capacity to provide skilled birth attendants. The government must… intervene to provide effective services so as to save women and children’s lives.”

Breaking News: Nigerian Shiite Leader Sheikh Zakzaki, Wife, Safe In Custody — Army

Kaduna (Nigeria) — Nigerian Army says leader of Islamic Movement of Nigeria, popularly known as Shite, Shaikh Ibrahim Zazzaki, his wife Zinatuddeen, are safe and sound in protective custody.

According to them, the shaikh will be allowed to speak with his followers.

This was disclosed by the General Office Commanding (GOC) One Division, Nigerian Army, Major General Adeniyi Oyedele while briefing journalists in Kaduna.

He urged the islamic sect members to be calm and patient, saying their leader is safe and in custody of the Nigerina Army.

Nigeria: Minister Inspects Gutted Television Transmitter

Kaduna (Nigeria) — Nigeria’s Minister of Information and Culture, Lai Mohammed, Monday in Abuja inspected Nigerian Television Authority (NTA) facilities gutted by fire.

Mr. Mohammed told journalists, his interest was on preventing reoccurrence of the situation, having been assured, it was not an act of sabotage.

“These things should be expected in any system. It does happen but the important thing is to see that it doesn’t repeat itself,” he said.

Fire incidence Sunday afternoon gutted transmission facility of NTA, Nigeria’s state owned tv station in Abuja, disrupting the station transmission.

Director-General of NTA, Sola Omole, said transmission relays broadcast signals to the satellite were affected, adding that there was no casualty from the fire incident.

The Minister was accompanied to the tv station by Permanent Secretary in the ministry, Ayo Adesugba.

 

Military Kills Islamic Leader’s Wife, Deputy In Northern Nigeria, Leader’s Whereabouts Unknown

Kaduna (Nigeria) — Nigerian soldiers Saturday stormed residence of Islamic Movement Leader in Nigeria, Shaikh Ibrahim Zakkzaki, in northwest city of Zaria, killing his wife Malama Zinatuddeen and his Deputy Shaikh Mahmoud Turi.

Reports from Zaria said the whereabouts of the Shi’te leader, Shaikh Zakkzaki is unknown.

Unconfirmed report said he was arrested and taken away by the soldiers, after forcing themselves into his residence.

Sources close to the sect alleged that soldiers surrounded the leader’s house and set it ablaze after killing scores of members who tried to stop them access to the house.

Their Temple, Baqiyyatul Hussainiya, located beside polo club in the ancient city was also destroyed by the soldiers.

There are unconfirmed reports that dead bodies were littered around the street to the area and inside the compound.

“There are dead bodies everywhere within the area. Soldiers have surrounded all access to house, since on Saturday night before they forced themselves into the compound”

“They have killed Malam’s wife, his deputy shaikh Turi who was also leader of the movement in kano state. We don’t know what has happened to our leader. the soldiers simply want to cause chaos in the country,” a sect member who refused to disclose his name said.

Residents within Gellesu Zaria remained indoor for fear of the unknown.

“We are all indoor throughout the nigh because of the sound of gunshots. We are all afraid for our lives,” a resident said.
Military reports say crisis began on Saturday when members of the shi’te attacked the convoy of Nigerian Chief of Army Staff, Lieutenant General Tukur Buratai who was in Zaria on official assignment.

The clash between the soldiers and the shite on Saturday led to the death of about 8 members of the group.

Military Spokesperson, Colonel Sani Kukasheka blamed the sect members for attacking the convoy of the army chief.

It was an allegation the sect denied, saying they were unarmed and could not have attacked the soldiers.
