arabaeen-trekKaduna (Nigeria) — The Islamic Movement in Nigeria also known as Shiite on Monday insisted that in spite of the incident that happened in Kano and the banned on their activities, it would go ahead to mark the annual Arbaeen trek in fulfillment of its religious activities across the country on Tuesday.

Coordinator of the Trek, Sheikh Nasir Mansur, ‎ stated this during a media briefing to kick-off this year’s annual Arbaeen symbolic trek for the North-west Zone in Kaduna.

He said the Arbaeen trek is a religious duty incumbent on all supporters of the holy household of Prophet Muhammad (SAW) as a sign of solidarity.

According to him, “It is a response to a clarion call made by Imam. Hussain (AS), the grandson of the Prophet (S) on the plains of Karbala some 1400 years ago. Credible narrations from the Prophets (S) enjoin the faithful to respond to it even if it were to be by crawling.”

He however decried that, “already, there are reports that indicated that soldiers have mounted check points on the outskirts of Potiskum, Yobe State and detained a trailer carrying the personal belongings of those going to Kano for the walk kick-off.

“Apparently, these soldiers have some sinister motives as they were overheard scheming to plant weapons in the luggage and thereafter claim that these bags with the weapons belong to members of the IMN.

“Throughout the nearly four decades of the existence of IMN, it has never stockpiled‎, carried or used weapons. It never had any cause to even in the face of provocation,” the trek coordinator noted.

However, the group also demanded the immediate and unconditional release of its leader, Sheikh Ibraheem Yaqoub Zakzaky, his wife and other members of the movement, saying their detention contravenes some provisions in the Nigerian constitution.

It would be recalled that government of Kaduna, Kano and Katsina banned the activities of IMN in their states.

imageAbuja (Nigeria) — Stakeholders on Gender and Social Inclusion have asked Nigeria to pay attention to the needs of women, the elderly, and people with disability by planning adequately for them.

They made the call in Abuja, at a Gender and Social Inclusion (GESI) policy validation workshop for Kaduna State, pointing out that the country needs implement policies aimed at harnessing potentials of these sets of vulnerable people.

Speaking with AFRICA PRIME NEWS, a GESI Development Consultant, Amina Salihu said, the contributions “these sets of people make, if properly harnessed” wil move Nigeria forward, citing examples of the elderly who had retired, but willing to volunteer services to willing organisations and institutions.

She said the meeting was to assist Kaduna State Government with suggestions that could help them prioritise their issues in the implementation of the policy.

“We are looking at what we should tell the government, we are looking at the principle of what informed the gender policy for Kaduna. One of the key things we need is to strengthen the government itself, to be able to deliver. It is not just the Ministry of Women Affairs

“The key learning is that GESI [Gender and Social Inclusion] transcends all borders, every MDA should have an indicator that will deliver for women, girls and the poor.

She praised the efforts of Kaduna and Lagos states for setting the pace in changing the face and style of governance in Nigeria, saying the two states have governors with demonstrated political will to make the system work.

Also speaking, the Executive Director of Aid Foundation, Emmanuel Bonet called for the proper placement of the Ministry for Women Affairs and Social Development to serve as the coordinating Ministry on Gender and Social Inclusion in the state.

He also suggested that all Desk Officers of GESI in other Ministries be officers in the rank of Directors, this he said will help better coordination at the Ministries Departments and Agencies of the state Government.

In an remark, State Programme Manager of Mobilising for Development (M4D) in Kaduna, Hannatu Ahuwan, said her organisation is working with three states in northern Nigeria to strengthen engagement at the grass root.

The Organisation which is a DFID project aims at strengthening people at the local level to contribute to governance in their communities and local government level

“We at M4D have an emphasis on two particular excluded groups of people… we are interested in working with, the physically challenged and adolescent girls, aged between 13 – 17.”

Permanent Secretary, Kaduna State Ministry for Women and Social Development, said Kaduna State is open to ideas that will propel it forward, especially with the current administration in the State.

She enjoined participants at the meeting to come up with a policy document that will address issues bordering on the needs of the vulnerable people, especially women and people with disability.

Participants at the workshop include civil servants from relevant ministries in Kaduna State, civil society groups and the media.

img_20161110_102655Kaduna (Nigeria) – Speaker of the Kano state House of Assembly Kabiru Al-Hassan Rurum, has assured that Kano state legislators would work in collaboration with the state government in achieving the 15% allocation of state’s budget to fund the health sector in 2017.

The speaker gave the assurance while declaring open a two day advocacy retreat for Kano State legislators, organized by Community Health and Research Initiative (CHR) in collaboration with Partnership For advocacy In Child and Family Health (PACFaH) on Thursday in Kaduna. The theme for the retreat was ‘Double Digit Health Sector in 2017’.

Majority leader of the House, Yusuf Attah who declared the retreat open on behalf of the Speaker, noted that the state has achieved its double digits budget for health sector, and it hopes to achieve more than the 15% allocation of the Abuja declaration (that all state should commits 15% of its budget to health sector).

He said, “I wish to assure you that Health sector has always been our priority and we will stop at nothing to ensure that it remains so.

“My dear participants let me remind us that the legislative assembly, especially the 8th Kano State House of Assembly has been working in close collaboration with the State Government under the stewardship of Dr. Abdullahi Umar Ganduje, to ensure improved delivery of health services. In this respect, the state government is making significant investments in health and health related projects.

“New hospitals are being constructed while old ones are undergoing serious rehabilitations. Significant number of health workers have been employed, trained and posted to various duty posts. Government is equally undertaking expenditures aimed at providing safe drinking water and clean environment, both of which have health implications,” he added.

He however described the retreat as timely saying it came at a time they are about to receive the 2017 budget from the executive.

Speaking earlier, the Project Director of CHR, Aminu Magashi Garba said the essence of the two day retreat was to provide participants with information that could help them provide adequate funding for the health sector in the 2017 budget, noting that, budget processes has begun and now is the right time to engage them.

According to him, “Over the last five years in Kano state, the health sector budget is around 9%. So this is the right time to advocate to the Assembly to ensure that in 2017 we have a double digit – from 10% upward.  We want to ensure the state meets up with the Abuja declaration that all states should allocate 15% of its budget to the health sector.

“So we felt this is the right time to engage the law makers since the 2017 budget has not gotten to the Assembly. So we will review the 2016 budget performance in the health sector – the achievements, challenges and make recommendations to carry for 2017.

“We will also look at in 2017, what are the government priorities in addressing the health sector in Kano state such as life saving drugs, immunization, human infrastructure, laboratory services and capacity building for the health sector.

Garba however noted that the retreat concentrated on health because it encompasses all other aspect of life, as such, all government should invest and make health sector its first priority.

In response to an invitation by the Ghanaian authorities, the European Union has deployed an Election Observation Mission (EOM) to Ghana to observe the Presidential and Parliamentary elections which are scheduled for 7 December. This is the third time that the European Union is observing elections in Ghana (previously in 2008 and 2012), which reflects the EU’s long-term commitment to supporting credible, transparent and inclusive elections in the country.

Federica Morgherini, High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the European Commission, has appointed Tamás Meszerics Member of the European Parliament, as Chief Observer

HRVP Mogherini stated: “Ghana and the European Union share a long standing prosperous partnership. We have an effective framework for political dialogue and a cooperation strategy focused on supporting good governance. The upcoming general elections are set to be again very competitive, which reflects the vibrant and democratic nature of Ghana’s society. We expect that the rule of law will prevail with all parties resolving any possible election disputes through dialogue and available legal remedies. Under the leadership of Chief Observer Meszerics the EU EOM will make an important contribution to this electoral process”.

The Chief Observer, Mr. Meszerics, declared: “I am honoured to lead the EU EOM to Ghana. The forthcoming general elections will be another defining moment in the country’s development. Ghana has achieved impressive progress in terms of democratization, good governance and respect for human rights and has set high standards in this regard. I believe these will be upheld and that the Ghanaian people will be expressing again their political choices in a peaceful and calm environment, thus confirming the strength of Ghana’s democratic institutions. I trust the December polls can further consolidate the country track record for well-run, inclusive and peaceful elections.”

The EOM Core Team of seven EU election analysts arrived in Ghana on 26 October and will stay in the country until the completion of the electoral process, and to prepare a comprehensive analysis of the process. As from early November the Core Team will be joined by 24 long-term observers, and later in early December by additional 32 short-term observers who will be deployed across the country. A delegation of the European Parliament and Ghana-based diplomats from EU Member States will also reinforce the mission on election day. The EU EOM looks forward to cooperate with other international observation missions that have endorsed the Declaration of Principles for International Election Observation.

At the request of the Ghanaian authorities, the deployment of an EU EOM aims to contribute to enhancing the transparency of the process, the respect for fundamental freedoms and will follow up with recommendations. The EU supports African efforts to reinforce the democratisation process across the continent. Since 2000, more than 70 election observation missions have been deployed by the EU in Africa.
