Pay Us Now Or We’ll Take Bribes Like Policemen – FRSC Officials Threaten

Some officials of the Federal Road Safety Corps have threatened to obtain bribes the same way policemen extort money from motorists if they are not paid their November salaries and allowances before Christmas.

The officials, who spoke to our correspondent on the condition of anonymity, said the Federal Government had refused to offer any explanation for the non-payment.

They said this was unfortunate, because they had been asked to work during the holidays as part of the ‘ember months’ campaign.

An official, who identified himself only as Patrick, said the government had no excuse for withholding salaries since the FRSC is a revenue-generating agency.

He said, “The government is being very unfair to us. Christmas is next Sunday and many of us who are male officials have been asked to remain on the roads to ensure that the roads are safe.

“How can the agency ask me to spend Christmas on the road and at the same time deprive me of my salary?

“They should not turn corps officials into policemen because that is what will happen if we are not paid.”

A female FRSC official, who is a single mother, said the non-payment of salaries had affected her, as she had not been able to do any shopping for her children.

She said, “Everyone knows that the prices of goods increase during Christmas and that is why most people try to do their shopping early December. It is bad enough that we are witnessing a recession but the government should not worsen our condition by withholding our pay.

“What will I feed my children this Christmas? Where will I get the money to take them out to have fun? They cannot tell us not to extort money from motorists and at the same time deprive us of our salaries. It is unfair.”

Another official, who identified himself only as Abiodun, told our correspondent that in the last five months, corps officials had been receiving salaries on the seventh day of the following month.

He added that the agency and the government had failed to explain to officials why things had gone bad.

Abiodun said, “There have always been bad eggs in the agency, but the fact that most officials are well paid sort of reduced the number of bad eggs.

“However, now that salaries are not being paid, the government seems to be giving officials the ‘green light’ to indulge in corrupt practices. You cannot flog me and ask me not to cry.”

When contacted on the telephone, the FRSC’s Head of Media Relations and Strategy, Mr. Bisi Kazeem, told our correspondent that the salary issue was not the fault of the agency but the Integrated Payroll and Personnel Information System, the platform through which Federal Government officials are paid.

Kazeem, however, said officials would not resort to bribes as they are paid separately for patrols.

He said, “The salary issue is from IPPIS and not from us; so, I suggest you get in touch with the Office of the Accountant-General of the Federation.

“The salary issue is being sorted out and anyone who takes bribes knows the implications. Anyone who is caught collecting bribes will be dismissed.”

Nigeria: Panels Releases 465 Inmates In Bauchi Prisons

The Administration of Criminal Justice Committee and Advisory Committee on Prerogative of Mercy have released a total of 465 Inmates in Bauchi State in 2016.

Making the disclosure at Legal Year Ceremony at High Court Complex, Bauchi, the State Attorney General and Commissioner of Justice, Barrister Ibrahim Y. Umar who commended the Nigerian Prison Service (NPS) for regular production of inmates in courts said: “both the Administration of Criminal Justice Committee that deals on awaiting trial inmates have in the first and second quarter of the Legal Year released 78 and 215 inmates respectively.

Accoding to the Public Relations Officer Command, Abubakar Jibrin Adam, the Advisory committee on the prerogative of Mercy had released and pardoned 172 prison inmates including the payment of their fines.”

On the issue of condemned prisoners languishing in prisons in the state based on Sharia laws, the Attorney General said his ministry through the Advisory Committee on Prerogative of mercy is collaborating to find lasting solution to the agony of their stay in prison through high powered meetings with the State Shari’a Commission and Council of Ulama in the State.

Also speaking at the occasion, the Bauchi State Governor, Muhammed Abdullahi Abubakar Esq commended the Bauchi State Command of the Nigerian Prisons Service for partnering with the state government in its drive to decongest the Prisons in the State.

In her remarks, the State Chief Judge, Hon. Justice Rabi T. Umar also praised the NPS for timely production of inmates to various courts which assisted the judiciary in the speedy dispensation of justice in the state.

Nigeria Army To Establish Cattle Ranches Nationwide

Nigeria’s Chief of Army Staff, Lieutenant General Tukur  Buratai has said that the Nigerian Army would be raising up cattle ranches in such a manner that in almost all the divisions, and all the brigades, cattle will be reared.

Buratai made this known on Tuesday at the Commissioning of Mogadishu Cantonment New Mammy Market (former Abacha Barracks), Abuja.

PR Nigeria reported that, the Army Chief who was represented by the Chief of Army Logistics, Major General Patrick Akem, also disclosed that, in keeping up with modern cattle rearing tradition, he sent officers of the Army to Argentina to look at how cattle were reared.

According to him, “Argentina has a population of 41 million people, but it feeds about 400 million people around the world with its beef. To take it to the next level, we want to adopt a system where the cattle are not just free ranging coming from Sokoto to Port-Harcourt, thereby making their meat tough to eat, the products will soon be coming from our own farms and ranches.”

He noted that he has created the Barrack Investment Initiative as platform that affords Army family members the opportunity of raising up fishing ponds, vegetable gardens, fruits, livestock, chicken and their eggs.

According to him, the intention of the Nigerian Army was not just to secure the country, but to contribute in growing the economy of the nation, adding that: “We want to tell our wives that they can live beyond the salaries of their husbands, so we are trying to empower the women in the barracks to be able to form co-operatives, so as to access loans and to a large extent be able to fend for themselves and their families, even without the salaries of their husbands.

In his remarks,  the Commander Army Headquarters Garrison, Major General John Malu said that the formidable shopping edifice had over 2000 shops, 27 warehouses and a printing press owned by the Nigerian Navy. He added that the services of a reputable private security firm was contracted to handle the security of the market.

Nigerian Pupils Honor Military Troop With Gifts

Troops of Operation Lafia Dole were on Monday presented with gift packs of essential daily needs at the Headquarters of 7 Division of the Nigerian Army Maimalari Cantonment, Maiduguri (North-east Nigeria) by Volt Club students and Children International School (CIS) Lekki, Lagos.
Spokesperson of Division, Mustapha Anka, in a statement noted that the gift pack tagged “Ziploc” contains varieties of items including tooth brush, toothpastes, sanitary pads, shaving sticks, chewing gum, towels, bathing soaps, candies, recharge cards, handy greeting cards with hand written motivating messages by pupils of the school to soldiers fighting in order to keep the country safe and secured.
The leader of CIS, Mr. Bhila Kiphani while presenting the gift items noted that the students willingly donated part of their pocket monies to fund the project so as to put smiles on the faces of troops who are tirelessly fighting in hash terrains to save the country from insurgency.
Some of the emotional messages on the handy card sent to troops read; “Thanks for putting smile on our faces”, “Thanks for fighting for me”, “Thank you for sacrificing your life for me”, “ Thank you Solider, I pray you return home safely”.
In his response, the General Officer Commanding (GOC) 7 Division, Brigadier General Victor Ezugwu, commended the pupil for remembering soldiers fighting in the heart of Sambisa, saying, “This is the most emotional moment of my stay as GOC of the 7 Division, for two and three year old children to contribute their pockets monies to remember our soldiers”.
He added, “While people like you are here appreciating the good work of Nigerian troops, some are working hard to sabotage our effort.
“We want to assure the CIS Lekki pupil/students that we will not let them down, we promise to exterminate Boko Haram Terrorist from their hide out and ensure that they never exist again in our country.”

Adopting Child Birth Spacing, Way To Reducing Maternal Mortality

Kaduna (Nigeria) – Child Birth Spacing (CBS)/family planning has been identified as major way through which women could avoid high risk pregnancies and care for their children; thereby reducing maternal mortality as well as enhance proper development of the child.

According to the World Health Organization (WHO), Family Planning (FP) is; “a way of thinking and living (a way of life) that is adopted voluntarily upon the basis of knowledge, attitudes and responsible decisions by individuals and couples in order to promote health and welfare of the family group and thus contribute effectively to the social development of the country.”

WHO also noted in a report that, globally over ¼ million (289,000) women die yearly during pregnancy or childbirth, of which approximately 99% (286,000) of these deaths occur in developing countries; while more than half (62%) of these (179,000) deaths occur in Sub-Saharan Africa; In Nigeria 40,000 women die yearly during pregnancy or childbirth and also has the highest maternal mortality ratio (545) when compared with other regions of the world.

Family Planning Unit of the Zongon Kataf General Hospital, Renovated by NURHI

It is in the light of this that Nigerian Urban Reproductive Health Initiative (NURHI), in its effort aimed at curtailing mortality rate among women and children, as well as eliminate supply and demand barriers to contraceptive and making FP a social norm in Nigeria, embarked on a 72 hour make-over of FP unit of some health facilities in Kaduna state – providing them with essential commodities to improve access and encourage uptake of FP services by women.

One of such health facilities is the Zangon Kataf general hospital, in Zangon Kataf Local Government Area of Kaduna State, north-west Nigeria.

FP Unit, Upgraded by NURHI

During a facility tour by AFRICA PRIME NEWS to the hospital, our reporter discovered that NURHI has upgraded the family planning unit and supplied them with commodities and consumables to offer free services.

According to the Family planning service provider, Elizabeth Zakka, NURHI’s effort has encouraged great turnout of women at the facility which could also be attributed to the organisation’s effort through ward and community mobilisation to raise awareness on family planning/CBS.

She said NURHI has trained a FP provider and also provide items for free including autoclave, bed, cupboard, gas cylinder, sterilizer, weighing scales, plastic buckets, water drum, metal chairs, handbooks/guidelines and contraceptives.

Mrs. Zakka also noted that between December 1st and 15th, the hospital has rendered services to 31 clients who visited to access services, adding that the renovation of the family unit has made clients comfortable anytime they visit.

The FP provider however called on the Kaduna state government to support NURHI’s activities by making sure all commodities and consumables are provided adequately to encourage more inflow of women in adopting child birth spacing.

While commending NURHI for its effort in increasing contraceptive prevalence rate, Chairman of Zongon Kataf Local Government Area, Aliyu Anthony, reiterated his commitment in releasing the two million naira allocation for procurement of Family Planning consumables (materials used to apply contraceptives e.g. needle/syringe, cotton wool, spirit etc) in the Area, which has been a major challenge across all the 23 local government areas of the state.

On how much has been expended on FP in the locality, the Primary Health Care Director, Jummai Audu, noted that the local government has not recorded any expenditure, saying, they received direct supply of commodities (Contraceptive) from the state ministry of health and partners on quarterly basis.

According to NURHI, its effort at upgrading the health facilities is geared towards improving quality of service to ensure that every woman coming into a facility to access services reach a greater number of people, increasing Contraceptive Prevalence Rate of the state.

Family planning allows mothers the opportunity to rest between pregnancies in order to regain their health and strength. The practice removes fear of unintended pregnancy; Reduces maternal ill health and death. Also, it discourages social delinquencies and Promotes community unity, among others.

Available methods of modern family planning include injectables, condoms, pills, implants, and Intrauterine Device.

Nigeria Fixes Thursday For Abuja Digital Switch Over

Abuja (Nigeria) — Nigeria will on Thursday launch its Digital Switch Over (DSO) in broadcasting beginning with Abuja, its capital city.

Minister of Information and Culture, Lai Mohammed, Monday announced the plan while inspecting key facilities of Pinnacle Communication Limited, the signal distribution for the Abuja DSO.

International Broadcasting Union has mandated all countries to switch over from analogue to digital broadcasting to among other things avoid signal interference.

This it says will result in transmitting images and sound in high- definition, HDTV, and Ultra-high definition, UHDTV. It will also increase the number of programmes for viewers to watch, like television shopping, weather forecasts, introduce electronic programme guides, as well as mobile TV.

Unlike the conventional digital pay TV, it is expected that Nigerians will only buy a Set-Up-Box with no further monthly subscription .

“We are impressed by the speed, commitment and passion of Pinnacle to this project and we have come here to ensure that no stone is left unturned to ensure smooth Digital Switch Over in Abuja on Thursday,” the minister said.

By the action, 30 free channels will be available to people living in Abuja from Thursday, where over 450,000 Set-Top Boxes have been provided for the flag-off.

“It’s a revolution in the broadcasting ecosystem as far as Nigeria is concerned because not only are we going to have better clarity and audio but the average resident of FCT who is in possession of our Set-Top Box will have 30 free channels from news, entertainment, music….This is going to open a new vista for content,” he said.

Mohammed said, within 3 years of the digital transition, 1 million jobs will be created in the development of television content, technical services, software development, as well as the installation and repair of Set-Top Boxes for over 24 million TV households, among others.

He explained that the roll out will be gradual across cities, but the Government remained resolute in its commitment to meeting the 2017 deadline for the switch over.

At the Call Centre of the National Broadcasting Commission (NBC), he said Nigeria was concerned about customers’ satisfaction, which informed the setting up of the Call Centre where subscribers can call to make inquiries or complaints for prompt response.

My fellow Ghanaians, My Brothers and Sisters, A while ago, I phoned Nana Addo Dankwa Akufo-Addo and offered him my congratulations for emerging the winner of the 2016 Presidential Elections.

Every election is a hard-fought battle, and this one was no exception. For those of us who choose to be contenders and go into electoral contests, we go about it as a win-lose proposition.

We believe that only one person can emerge as the winner. And while it is true that only one person can be elected President, in reality, and certainly in a democracy such as ours, every election is an opportunity for the people of this nation to express their will, to have their say in who will lead them in the shaping of Ghana’s future.

In this way, each victory belongs to the people. And the true winner is always Ghana. It is precisely on account of my belief in Ghana and its future that notwithstanding the irregularities associated with this election, I have decided at this stage to congratulate the President-elect.

With this understanding, I would like to assure the people of Ghana of my commitment to the sustenance of our country’s democracy and would work to ensure a smooth and peaceful transition to the incoming administration. I remain committed to the unity and stability of our great nation.

I am profoundly grateful to the almighty God and the people of Ghana for the opportunity to serve in the high office of President.

As President, I have done my bit and made a contribution to the political, social and economic development of our country. I would have cherished an opportunity to do even more, but I respect the will of the Ghanaian people.

We have been a leader on so many fronts, not just on this continent but also in the world–from our attainment of independence, to our development of a democracy that maintains at its core a pledge of stability and a respect for the rule of law, to our formation of much-needed peacekeeping and other humanitarian missions for other nations in need.

And we have been able to do all of these things because we have always functioned as one nation, one people.

Notwithstanding our diversity, religious faiths, ethnic groups and political affiliations, we have always recognized that we are all, ultimately, on the same side—the side of Ghana and its progress.

We see all throughout the world in countries that are much older than ours the devastation that division and intolerance bring.

So I pray that as we move forward, even as we voice our differences and possibly even disagree on agendas and decisions and other details of governance, we always keep in mind the fact of our shared destiny and the undeniable possibilities of power that exist in our unity.

It has been, without a doubt, one of the most tremendous privileges of my life to serve this great nation as President and to work on behalf of all Ghanaians.

I will leave it to history to be the judge of my time and contributions while in that highest office.

To all of the people who cheered us on, who gathered at rallies to show their support, and who queued in long lines to vote for me, I know that this is not the outcome that we wanted and hoped for, but I say to you that this day should not mark the defeat of your role in this nation’s political process.

We must do our part to ensure that the progress of all our past governments, from the very first one led by our nation’s founder, Dr. Kwame Nkrumah to this most recent one that I have led, continues—because progress does not happen all at once; it takes time and dedication.In the words of Dr. Kwame Nkrumah, “Forward ever, backward never.”

At this point let me commend the electoral Commission for living up to its constitutional duty in successfully conducting the 2016 elections. My thanks also goes to the media and all stakeholders for their role in the election.

Again, allow me to offer my sincere congratulations to the President-elect, Nana Akufo-Addo.

Nigeria: Kaduna Government Bans Unlawful Assembly

Kaduna (Nigeria) – The Kaduna state government has banned all forms of processions and unlawful assembly in any part of the state.

A statement by spokesperson of the Kaduna state governor, Samuel Aruwan, on Sunday noted that the decision on the ban was arrived at during a stakeholders meeting, and was necessitated based on security reports in the state.

According to the statement, “No processions will be allowed for now in Kaduna state. The Kaduna government said the ban on processions and unlawful assembly applies throughout the state, and called for the cooperation of all citizens to respect this restriction until it is formally lifted.

“A meeting of heads of security agencies in the state was convened to review the security situation in the state.  Based on assessments of security reports, the meeting recommended that the Kaduna State Government should impose a temporary restriction on processions and act sternly against unlawful assembly.

“The government has endorsed the recommendation and has decided to restrict processions accordingly. The decision was taken in the interest of the citizenry and to ensure law and order in the state.

“Security agencies have been mandated to ensure compliance to the ban.  All citizens are advised to go about their lawful activities, and to do their utmost to uphold peace and harmony,” the statement reads.
