Nigeria: Kaduna Pupils Get N50 Worth Food In School Feeding Program

Kaduna (Nigeria) – Kaduna State Government has announced that the free feeding program will fully commence on Monday with the provision of trained food vendors to supply all public primary schools across the state.

Each pupil is expected to get a plate of food worth N50.

Kaduna state Commissioner for Education, Science and Technology, Shehu Usman Adamu, made this known in Kaduna, while responding to questions filed in by some stakeholders before the take-off of the scheme.

He explained that, under the program, government would only pay the food vendors N50 for the feeding of each pupil, adding that by feasibility studies, each vendor is expected to have an interest of about N10 on each plate per pupil.

He noted that all the selected food vendors are taken from each locality to serve in the schools where they are located – advising them to use the start-up money provided to rent pots and food warmers instead of investing in procurement of those items.

“Parents are to provide their wards with plate, spoon and drinking water from home.”

According to him, the vendors recruited across the 255 wards of the states have been organized into cooperative societies, warning that, any food vendor at the cooperative leadership who violates, or operates contrary to what is expected of them, will lose their position.

“The only role for the leadership is that of going to the bank to withdraw money for disbursement to various vendors.”

Concerning feeding on Fridays, Adamu pointed out that, government has gone into an agreement with companies that would be supplying biscuits, and soft drinks, and have also identified farmers and fruit sellers that will supply egg and fruits in the various localities – “it is not going to be possible to give it to many traders, because government does not want compromise of standard in what will be supplied” he posited.

On provision of school uniforms, the commissioner said, “it is only the secondary school section that shall be provided with school uniforms.”

“Parents should make sure they send their wards early to school, as government has made a promise and also made a provision, as such both teachers and parent should play their roles to make the programme a success.”

“The Parent Teachers Association (PTA) should also make sure that they come around into the school from time to time to supervise to make sure the children are given what the government said it would provide.

1.8 million primary school pupils are expected to be fed in the school feeding program, while the Kaduna state government has budgeted about N9 billion to be spent annually on the program.

Nigeria: Government Says It Is Committed To Making Lives Better For Nigerians

Kaduna (Nigeria) – Nigeria’s Vice President, Yemi Osinbajo has reiterated the Federal governments’ commitment in providing jobs opportunities for the teeming unemployed youths of the country and making lives better for all.

In addition, the vice president said government has made provision of 500, 000 new teaching job and soft loans to be given out to small scale business men, traders, and artisan through the bank of Industry within the next 12 months.

Osinbajo made this known on Tuesday during the official foundation laying ceremony of 2000 affordable housing units and ground breaking ceremony of Galaxy mall and Galleria of the Kaduna state government in Kaduna.

He said the APC government has promised change to make lives better for Nigerians – parts of which are evident in the activities of the Kaduna State Government.

He commended governor El-Rufai for his initiatives and determination to deliver according to the mandates of the party. He noted, “the housing scheme is an important initiative:  looking at 20,000 housing units within four years could be a radical revolution not just in Kaduna but Nigeria as a whole. Some states cannot even finished 1000 units of housing throughout their term. We are proud of the state governor because he represents the change we are talking about.

“Looking at what we will be having at the Galaxy mall and galleria – the facilities, cinema, eateries and amusement parks for children, it means also that there will be jobs and several people will gain employment.”

He expressed confidence on the state governor saying, “It is not all ground breaking that becomes reality but Gov El-Rufai is the man of his words, so in no distant time we shall come for commissioning of these projects.

On tackling corruption, Osinbajo maintained that, the present administration is committed to ending corruption, stressing that the stolen funds shall be recovered and those found wanting shall be prosecuted.

Earlier in his remarks, Kaduna State governor, Nasir El-Rufai, stated that the housing scheme is aimed at addressing the housing pressure and deficit in the state.

According to him, the 2,000 housing unit projects is expected to be completed within the next 12 months, while his plans of executing the 20,000 housing units shall be completed within the four years of his administration.

He added also that, the N5 million galaxy shopping mall and galleria is scheduled to be completed within next 18 months – and on its completion, it is intended to improve the shopping experience for Kaduna residents, expand the options for quality recreation and create jobs during its construction as well as in the shops and eateries that will occupy the premises.

“Shoprite and Silver bird are proposed to be the anchor tenants of the mall. The mall will raise the game in retail, provide cinemas for the people and promote linkages with farmers and suppliers. That is the manner in which the malls that retail giants occupy tend to become centers of much tangible and intangible economic activity.”

The governor also pointed out that, “we have long declared Kaduna State open for business. Our government is playing its role as facilitator, creating the pull to attract investors.”

“We are identifying opportunities for the private sector to invest and create jobs for our people, as without employment no state can develop.

“We have invited bids to build trailer parks and enterprise zones in three locations across the state. Eighty-one companies responded to our call for interest in building new markets and trailer parks,” he said.

2015 Nigeria’s Election: Army Panel On Misconduct Of Officers Submits Report

Kaduna (Nigeria) – The Board of Inquiry set up by the Nigerian Army in 2015 to investigate petitions and allegations of unprofessionalism and partisan conduct of some officers and soldiers of the Nigerian Army during the 2015 General elections, Ekiti and Osun States Gubernatorial elections have submitted its report to the Chief of Army Staff, Tukur Yusuf Buratai.

The Board submitted its report on Monday 11th January, 2016 at the Army Headquarters, Abuja.

Statement by the acting director, Army public relations, Sani Kukasheka Usman explained that while submitting the report, Chairman of the Board of Inquiry cum the General Officer Commanding 1 Division Nigerian Army, Kaduna, Adeniyi Oyebade, stated that the Board placed advertorials in the media requesting for memoranda from the public before they commenced sitting in which 23 officers, over 100 soldiers as well as 62 civilians appeared before it.

According to the statement, the Board had made far reaching recommendations that would assist the Nigerian Army and the nation in future.

It stated further that, two officers were recommended for compulsory retirement from the Nigerian Army; three were to lose their command, while one was recommended for prosecution for collecting financial gratification.

Other recommendations included placing 15 officers on a watch list; nine officers were to be further investigated by the Economic and Financial Crime Commission over allegations leveled against them; six officers were to face an audit committee, while 62 officers (mostly of the rank of Majors-below) were to be given Letters of Displeasure and to appear before their respective General Officers Commanding for counseling.

The GOC thanked the Nigerian Army for the opportunity to serve while reiterating the Board’s members’ willingness to serve when called upon for another assignment. He also acknowledged the support and cooperation they received from the Nigerian Police and other security agencies, as well as the general public.

In his remarks, the Chief of Army Staff, Tukur Yusuf Buratai while receiving the report, thanked the Board for a thorough and dispassionate job devoid of influence from any quarters.

He expressed delight that the Board, knowing the gravity and implication of their report on the careers of officers and impact on the Nigerian Army, discharged their assignment diligently and professionally. He assured them that the report would be reviewed accordingly, in line with Nigerian Army’s legal and administrative procedures.

Buratai also enjoined members of the Board to share knowledge acquired in the course of their assignment with their colleagues for the benefit of the Nigerian Army and the nation – adding that, the Nigerian Army would continue to remain professional and apolitical in the discharge of its responsibilities.

Nigeria: Group Intervenes In Enrolling IDPS Children Into Schools

Kaduna (Nigeria) – A Non Governmental Organization, ‘Community Reading and Information Acquisition Skill Initiative (CRISI)’ have intervened in enrolling some of the Internally Displaced Person’s (IDPs) children and women to acquiring formal and Arabic education in a community in north-western Nigeria.

Project co-coordinator of the Organization Maryam Mohammed Barau, who led a team of members from the organization to the IDPs camp in Barakallahu, explained that their aim is to assist all the children in IDPs centers who are out of school and could not be sent due to their situation – to help them acquired Knowledge like every other child in the community.

She stressed that the new IDPs school need volunteer teachers and support from individuals as well as the National Youth Service Corps (NYSC) – to send in some of the youth corps members in the state with NCE to help in educating the children. She said, “Those children need the assistance of everyone in the community to make their life better by contributing his/her own quota to the success of changing and making life better for the IDPs in the state and across other parts of the north.”

While appreciating the support of parents who willingly allowed their children to enroll in the schools, the project coordinator also called on the National Emergency Management Agency and the State Emergency Management Agency as well as International Donor Organization to introduce a programmed that could help in reshaping live of all orphans, widows, and the aged living in various camp across Northern Nigeria.

“We have enrolled many IDPs children Into Government primary and secondary schools; we also bought them books and new uniform, shoes, blanket along with other learning materials to equip them with all that is needed for studies,” she said.

Mrs. Mohammed added that there are also educative programs for women which include classes for the study of Arabic.

District head of Barakallahu, Mohammad Abdullahi while making his remarks expressed satisfaction over the introduction of the school for IDPs children in his community, saying, this is the first of its kind that will go a long way in overcoming the greatest challenges of education affecting hundreds of those children living in his community.

He however called on private schools across the country to start giving free education to the vulnerable children especially those at various IDPs camps so as to reduce the large number of out-of-school children in the country.

Turkey: ‘IS Suicide Bomber’ Kills 10 In Istanbul Sultanahmet District

A suspected member of the Islamic State (IS) group has killed 10 people, at least eight of them German tourists, in a suicide bomb attack in the Turkish city of Istanbul, officials say.

They say the Syrian national carried out the attack in the Sultanahmet district, near the famous Blue Mosque.

Fifteen people were wounded, many of them also German.

President Recep Tayyip Erdogan said Turkey was the “top target for all terrorist groups in the region”.

The shops and restaurants around the Blue Mosque are open tonight but deserted – no surprise when the German government has warned its tourists to stay away from crowded open areas.

The Turkish government now firmly believes this was an attack by the so-called Islamic State – a reflection of Turkish foreign policy, with Turkey an increasingly active part of the US coalition against IS.

One source said Turkey had taken the lead recently at a meeting of anti-IS armed groups on the Syrian border. IS has been losing territory in Iraq and in Syria. The Syrian town of Manbij may be next to fall – there are reports of IS commanders pulling out.

As IS comes under pressure, it has warned of more attacks against its enemies – not only in Turkey, but in Europe and the US.

German Chancellor Angela Merkel confirmed the deaths of at least eight German nationals.

“I mourn for our compatriots and express my sympathy for the relatives. They now have to live with the terrible pain of knowing that a loved one will not return from a looked-forward-to stay in Istanbul,” Ms Merkel said.

She added: “International terror changes the places of its attacks but its goal is always the same: our free life in free societies … It is precisely this freedom and our determination together with our international partners to act against these terrorists, that will go on.”

Turkey’s Deputy PM Numan Kurtulmus said the suicide bomber had been identified as a Syrian. The suspect, said to have been born in 1988, was identified from body parts. Some Turkish media said the suspect was born in Saudi Arabia.

Mr Kurtulmus said the suspect was not on Turkey’s militant watch-list and was believed to have recently crossed into Turkey from Syria.

Turkey last year took a more active role against IS in Syria, carrying out air strikes and allowing US warplanes to use its Incirlik base for missions.

Further trouble’

Eyewitness Murat Manaz said: “It was a suicide bomb. I went there and saw it and came back to the hotel. There was chaos. Everybody was running somewhere.

“Policemen did not see this coming. They were distressed but at the same time they were trying to evacuate the area because they said there was a possibility that a second bomb could go off.”

Bishop Pat Buckley, from Northern Ireland, had been taking photos in Sultanahmet Square shortly before the blast and had moved on into the Blue Mosque.

He told the BBC: “I have lived in Northern Ireland since the 70s, and I have heard explosions, and this was incredibly loud. I saw dust through the doorway of the mosque and I could smell the explosives.”

He added: “I am slightly worried because there is talk here that they are expecting further trouble and we have been warned to avoid crowds.”

One Norwegian was confirmed among the injured.

Germany currently provides the largest number of tourists visiting Turkey. In 2014, 23.6 million people visited, with the top three:

Germans – 5.1 million (21.5%)
Russians – 3.7 million (15.6%)
Britons – 1.5 million (6.3%)

Germany To Lease Israeli Drones Instead Of Buying US Predators

German Defense Minister Ursula von der Leyen on Tuesday announced plans for the army to lease Heron TP drones from Israel Aerospace Industries (IAI) rather than buy Predator B drones from US defense contractor General Atomics.

General Inspector Volker Wieker, head of the army, favors the Israeli drones which like the Predator B can be armed, government sources said, adding Germany planned to lease between three and five drones from 2018.

The unmanned aerial vehicles (UAVs) are to be stationed in Israel and will cost about 580 million euros.

“This is about drones that can be armed, that will be standard in the future,” von der Leyen told reporters. “It is important for the protection of soldiers,” she said, adding she would provide more information once the contracts had been agreed.

Germany already has three earlier versions of the Heron reconnaissance drone which are deployed in Afghanistan. They are maintained by Airbus and cannot be armed.

The new drones are to serve as an interim measure until the EU has developed its own, von der Leyen said.

Germany, France, Italy and Spain plan to jointly develop a drone by 2025.

Nigeria Asks Police To Protect Citizens From Terror Attacks

Kaduna (Nigeria) — Nigeria’s Minister of Information and Culture, Lai Mohammed, has called on his country’s police to provide more security for vulnerable places across the country in order to prevent attacks on places by Boko Haram insurgents.

The country have last month announced a ‘technical defeat’ of Boko Haram.

The Minister made the appeal Tuesday when he paid a courtesy visit to the Inspector-General of Police, Solomon Arase, in Abuja.

”As we have told Nigerians on many occasions, our military has decimated Boko Haram and uprooted them from the territories they once controlled. What the terrorists are now engaged in are attacks on soft targets, by which I mean highly-vulnerable places like markets, motor parks, as well as worship and entertainment centres, etc.

”Herein lies the important task of the police, the body statutorily given the role of maintaining law and order. The police, leveraging its large network, its investigative capacity and the fact that its personnel reside largely among the people, are now required to step in to protect these vulnerable places. This they can do by working with transport workers, market women, local government councils and police public community relations councils, faith-based organizations, community development councils and other necessary stakeholders,” he said.

Mohammed specifically tasked the police on 24-hour, cost-free protection for the premises of broadcasting establishments.

”May I also use the opportunity of this visit to formally convey to the Inspector-General the message from the Broadcasting Organization of Nigeria (BON), when I met with their members last week in Abuja. They asked me to implore the Inspector-General to provide 24-hour police protection, at no extra cost, for the premises of their organizations. I am hereby presenting and endorsing their demand,” he said

The Minister hinged his endorsement of the request by the Broadcasting Organisation of Nigeria (BON) members on the fact that they have agreed to partner with the Federal Government in its National Security Awareness Campaign, an inter-agency campaign being spearheaded by the Ministry of Information and Culture.

He said their partnership with the Nigerian Government in the campaign could ”make them more vulnerable to possible attacks and aggravate the already tough conditions under which they operate”.

Responding, the Inspector-General said the visit was an opportunity for the police to draw from the vast and fertile experience of the Minister within the national space to enrich policing in Nigeria.

“In this regard, it is particularly appreciated that the Hon. Minister could deploy the broad network of his ministry to support the leadership of the Nigeria Police in advancing the concept of police-community partnership and to aid in enlightening the general public down to the grass roots on their civic responsibilities in relation to national security and crime prevention,” he said.

Arase said with the support of President Muhammadu Buhari, the police leadership had commenced projects aimed at enhancing the technical intelligence capacity of the Force, with a view to strengthening their operational competence and managing highly-organized crimes, including terrorism and other crimes of national security.

He pledged to partner the Ministry in the sensitisation against terrorism, and said the police high command would fashion out the modality for the immediate deployment of policemen to provide adequate security to media houses across the country.

Media Foundation Partners Veterinary Body On Reporting Diseases Contracted From Animals

Kaduna (Nigeria) — A media development organisation, ‘Africa Media Development Foundation (AMDF) says it is collaborating with Nigerian Veterinary Medical Association (NVMA) to train Nigerian journalists on reporting Zoonosis [diseases transmitted from animals to humans].

According to the organisation, this has become neccessary looking at the threat posed by diseases such as Ebola, Rabies and Lassa fever, among others in the country.

Late last year, Kaduna state had recorded outbreak of Rabies, and last week, Nigerian health authorities have reported outbreak of Lassa fever in 8 states – where more than 35 deaths have been recorded – this represents 46% of the Case Fatality Rate (CFR).

AMDF Programme Officer, Sekyen Dadik made this known, when she led a team of her colleagues on advocacy visit to the leadership of Nigerian Union of Journalists, Kaduna State Council.

She said the Foundation was set up basically to help in developing capacity of media practitioners across Africa, through trainings and fellowships.

“We are basically out to ensure we help in media development. We had several media training for journalists in Kaduna State. We have equally trained 9 journalists from different media stations on reporting human right abuses.

“We have also in collaboration with NUJ FRCN Kaduna Chapter, trained 16 of their reporters. We also trained 25 journalists on reporting Hemophilia. Therefore, we intend to train 25 journalists on Zoonosis in collaboration with the State Council of NVMA,” she said.

“We are also looking at the posibility of introducing an Exchange Programme for journalists locally as a way of exposing journalists to happenings in order media stations outside their own stations. Our aim is to reach out to African countries with such a programme, but for now we are starting locally,” she explained.

The Programme officer said the Foundation will provide venue and resource persons for the training.

Dadik also enjoined journalists to imbibe the culture of investigative reporting and data journalism, which seeks to bring to light the beauty of every story.

In his remarks, Kaduna NUJ Chairman, Garba Muhammad said capacity training of journalists is top of his administration’s priority.

“We are facing challenges of Lassa fever in a parts of this country. So it will be good for journalists to understand it, so that they will be able to enlighten the public.

“I am also a beneficiary of some of your trainings, therefore it will be a great pleasure to collaborate with your Foundation in the area of capacity training for our members,” he said.

He expressed appreciation to AMDF for the visit, as he assured them of the Council’s total support.
