Uganda’s Museveni Re-Elected Amid Controversy

Kampala – Veteran Leader declared winner with 60 percent of votes in election marred by violence and allegation of ballot fraud.

Yoweri Museveni, who has ruled Uganda for 30 years, has been re-elected the country’s president in an election overshadowed by arrests of politicians and allegations of rigging.

The country’s election body declared Museveni, 71, the winner on Saturday afternoon with more than 60 percent of the votes cast.

Museveni, a former rebel who seized power in 1986, was widely expected to win a fifth term, which will now extend his power into a fourth decade.

His closest rival, Kizza Besigye, 59, obtained about 35 percent of the vote. Shortly before the election result was declared, the country’s security forces put Besigye under house arrest.

Police carried out multiple arrests of opposition activists, including Besigye, during the vote.

Police have arrested Besigye four times since the day of election and he is currently detained at his house in the capital Kampala.

Besigye’s third arrest was caught by Al Jazeera cameras as he tried a house here ballots were suspected of being altered.

On Friday police in riot gear set off stun grenades and fired tear gas at Besigye supporters, who responded by hurling rocks and erecting street barricades.

John Kerry, US secretary of state, called Museveni to voice concern over Besigye’s detention, harassment of opposition figures and the shutdown of social media such as Facebook and Twitter.

Police officials said they were at Besigye’s home as a preventive measure to prevent a further escalation of violence and denied detaining him.

Besigye was Museveni’s field doctor during the war which brought him to power, and served as deputy interior minister in his first cabinet.

He broke ranks with Museveni in 1999, saying the president was no longer a democrat. On Saturday, Besigye rejected the outcome of the polls and reportedly called it a sham.

He has called for an independent audit of the results.

Nigeria’s Drug Agency Arrest Man With N13 Million Worth Expired Drugs

Kaduna (Nigeria) – Operatives of National Drugs Law Enforcement Agency (NDLEA), Kaduna State Command, have arrested and paraded UCHE Chinyere, 58, for allegedly being in possession of expired Tramadol Hydrocloride drugs worth over N13 million.

The suspect denied the allegation, saying he is a dealer and had bought the drugs from a pharmaceutical company in Lagos long before it expired, noting that he kept the drugs at a warehouse in Zaria pending the time he would get approval from NAFDAC and NDLEA before disposing them.

“I have been planning to contact the NDLEA and NAFDAC to dispose the drugs before I was arrested. I have no intention of selling them to the public. I bought a carton then at the cost of N6, 000. I did sell a carton N9, 000,” he recounted.

The NDLEA state Commander, Samuel Azige, told newsmen that the suspect was arrested in possession of 1,544 cartons of pain-killer drugs which expired since 2014, saying each cartoon costs about N9, 060.

Azige said the suspect was arrested after two months of monitoring.

He said apart from the fact that the drugs have expired, he added that they also have negetive effects on the youths as excessive intake of Tramadol Hydrocloride triggers them to involve in crime activities.

According to him, NDLEA arrested the suspect in his shop in Kano following intelligence report, adding that, he also has a warehouse in Zaria where he stores his goods.

“A total number of 1, 544 cartons of Tramadol drug were seized. It weighs over 15 tons. Each of the carton cost N9, 060.

“He has been in the business for long. He told us he expended over N12million on the drugs. The most disturbing aspect is that the drugs are expired since 2014 but he is still stocking them and selling them which is very dangerous. NAFDAC has been campaigning and creating awareness on the dangers of taking expired drugs.

“This is someone that does not have the interest of the people at heart, but after making money. So he sells these drugs whether they are useful or not.

“Initially we didn’t know that the drugs were expired until after we recovered the drug and we went through the sachet. It was then we discovered that the drugs have expired as far back as 2014. But the bottom line is that this man was arrested for illegal possession and storage of these drugs. He is not trained to handle this drug, but only a pharmacist who can dispense the drugs.

“Again, you can imagine the gravity of crime the police will battle with if these have been allowed to go into the society.

“We want to thank the Kaduna state government for the logistics support we have continued to receive from them. These has also enhanced our performance and lead to the recent achievement and arrests made in the state,” he said.

Azige said, investigation is ongoing on the matter and in the next one week the suspect will be charged to court.

Nigeria: Kaduna Court Dismisses Case Against El-Rufa’i’s Aide Over Land Dispute

Kaduna (Nigeria) — A Kaduna Magistrate Court Friday dismisses the case instituted against Mr. Uba Sani, the Political Adviser to Governor of Kaduna State by members of Gidan Daji community for alleged inflicting injury, wreaking havoc and trying to forcefully demolish the houses under claims that he had acquired the land.

Magistrate Mohammed Auwal Yusuf of Magistrate Court II, Gabasawa, Kaduna, in his ruling inside his chamber struck out the case for lack of jurisdiction and lack of proper representation.

Among the synopsis of argument of the defence council submitted before the judgment was that the complainant/respondents is not known to law and that Gidan Daji community has no locus standi to file such case.

Counsel to Uba Sani, Abdulrauf Atiku in his own reaction said, the court has strucked out the matter on the basis that it has no jurisdiction to entertain the matter since they have not filed the matter with proper parties and a court cannot adjudicate on a matter without proper parties.

He said his client intends to seek redress based on the ruling of the court.

“We have to follow it to the logical conclusion because to us we feel this is something that, if we don’t take the necessary action, it will remain unfinished.

It is better for us to go to the right court, institute the action so that the matter can be determined once and for all.

“In fact, we are suing any other person that is involved in this case”, he said.

Uba Sani said he will sue Senator representing Kaduna central senatorial zone, Shehu Sani, for defamation over a land grab case instituted against him (Mr Uba Sani).

Even though Senator Shehu Sani was not in anyway joined in the suit, but Uba Sani, in an interview inside the court premises, shortly after the ruling, vowed to sue Senator Shehu Sani and other “party” for alleged instigation and sponsor of the community.

Uba Sani represented by his political Aide, Abdulrahman Tonga said several attempt to resolve the matter amicably with the parties failed.

“We found out that, specifically Senator Shehu Sani has interest to sponsor this case. This will not be in the interest of the masses.

“Shehu Sani is trying to politicise the matter, we want to tell him that, it will not work,” he said.

Tonga added that with this ruling of the magistrate court, all those involved, including Sen Shehu Sani will be sued for defamation of character.

Counsel to the plaintiffs, Henry Uzoma Obimba, while responding to the judgment in an interview with journalists said his client will do the needful.

“All our effort is to ensure that, the downtrodden are not being rubbished, everybody in Nigeria are equal and the law protects whoever it is.”

“So, in this case we will proceed from here. This also sent a signal to both the complainant and the defendant on what to do.

“There is always the upper court if the lower court did not conform to the law, we will proceed ahead.

“As at the time we find the case, there was no synchronisation of who is to appear and that exactly where the problem is,” he added.

Nigeria Police Microfinance Bank Open To Public — IGP Arase

Kaduna (Nigeria) — The Inspector-General of Nigerian Police, Solomon Arase has invited Nigerians to transact business with the Nigeria Police Microfinance Bank, assuring that all their banking needs can be met.

Arase stated this at the commissioning of the 18th branch of the bank in Kaduna

Arase, who was represented by Deputy Inspector General (DIG) Job Doma Danazumi explained that the retired personnels even stand to gain more from the bank, as it would save them time and resources usually spent on long distance travels to meet their financial needs.

“I hope and pray we will continue to provide such beautiful edifices across the country,” he said

He commended the management of the bank for their professional conduct, as well as the standard of their banking premises.

In a remark, Chairman of the Microfinance Bank, Azubuko Joel Udah, said there are plans to establish no fewer than 54 branches of the bank across the 36 states of the federation within the next three years to bring their services closer to the Police community and the general public.

He said that before Thursday, the bank had been operating from 17 different locations across Nigeria.

“The exploits of the bank have not gone unnoticed. To its credit the bank has won various laurels including Top 25 CEOs and Pearl Award. The board of the bank was also recently invited by the management of the Nigeria Stock Exchange (NSE) to ring the bell at its closing ceremony,” he said.

Udah said that their products include current accounts, savings account, credit products, treasury services and electronic banking, urging the general public to take advantage of their unique advantages to open accounts at the bank.

In a remark, the Emir of Zazzau, Alhaji Shehu Idris said that he was happy with the opening of the bank within his domain. He praised the management for their foresight, while assuring that members of the host community would be willing customers.

The Emir, who was represented by the District Head of Kabala Doki, Yusuf Ladan also said he was delighted that their presence would boost commercial activities in the area.

NAFDAC Seizes N10 Million Worth Fake Drugs In Kaduna

Kaduna (Nigeria) — National Agency for Food, Drugs Administration and Control (NAFDAC) says it has seized fake drugs and consumer items worth N10 million in Kaduna.

The State Coordinator of NAFDAC, Mr Kenneth Azikiwe, said the seizure followed raids and mop up of pharmaceutical stores and supermarkets in Kaduna and Zaria within the last six months.

Azikiwe said that some suspects had been arrested and would soon be arraigned in court in accordance with existing laws for such offences.

“The raids were carried out between September 2015 and February 2016.

“Our officials have seized assorted fake and substandard drugs worth millions of Naira from pharmaceutical stores within Kaduna and Zaria metropolis.

“During the raid, we found out that 50 per cent of drugs in some of the pharmaceutical stores were fake and expired products.”

Some of the seized items included Oxytocin, Charalanateb injections, Gripe water, Aminophyline injection, Analgin injection and Norvase 100mg.

Others included Fansider injection, Amodixav Syrup, Bisomoral tabs, Ciproxin Eye drop, Ibrufen, Symvastatin 200mg and Cocatrin powder.

Azikiwe noted that some of the items were seized in a series of sustained raids in other parts of the state.

According to him, the tempo will be sustained to rid the state of fake drugs and other consumer items.

He explained that the essence of the raid was to safeguard the health of the general public and ensure a healthy environment.

“The product were mopped up and put on hold and will be destroyed very soon.”

Azikiwe said the agency was working hard to ensure that no fake drug was available in the state.

“In pursuance to this, we are able to track down one Mr Oboh, a local manufacturer with address in Kano but he is producing in Mararaba Rido in Kaduna.

“He is not a trained technologist and he uses fake NAFDAC number on his product called Mist Potassium Citrate.

“We have arrested him after we identified the product which has been on off the markets.

“We have mopped up the product from the market and all other stores that he supplies in Kafanchan and Birnin Gwari local government areas of Kaduna state.”

He urged residents to safeguard their health by avoiding drugs without NAFDAC number on the label.

Nigeria: Stakeholders on Budget Transparency Advocates For Citizens’ Budget

Kaduna (Nigeria) – The 2015 Nigerian States Budget Transparency Survey Index has revealed that only three states in Nigeria scored above 50 percent in providing opportunities for citizens’ involvement throughout budget process and making it available to the public, while 21 states score below 25 percent.

The top three states are Ekiti, Cross River, and Lagos while from the bottom is Oyo, Katsina and Kwara state.

In view of this, Budget Transparency Stakeholders present at the North-West Zonal Launch Of the 2015 Nigerian States Budget Transparency Survey Results advocated For ‘Citizens’ Budget’, a simplified form of budget, which will encourage general public participation in the budget process where it will be available and accessible.

The launch was organized by Civil Resource Development and Documentation Centre (CIRDDOC) in collaboration with the Department for International Development (DFID) and International Budget Partnership (IBP) in Kaduna on Thursday.budget transparency group

Speaking during the launch, Executive Director of CIRDDOC, Oby Nwankwo explained that budgets which are usually voluminous and highly technical when summarize into few pages as well as local languages, will help citizens understand and participate in its process – they are able to improve the decisions made about what to spend public money on and the quality of how the money is actually spent; as such it will help in fighting corruption by enhancing openness and transparency.

The Executive Director who was Represented by Ralph Ndigwe noted that, when the citizens are not knowledgeable, no matter the number of town hall or stakeholders meetings government holds, “it is completely irrelevant and unproductive”; adding that, it is productive only if the number of people attending the meetings understands and are able to make inputs as well as follow up when necessary.

“The essence of openness and transparency is that, it makes people in government accountable – citizens can make probes if any contract given is not executed; by that, lives are improved upon and it also helps government to govern better.

According to Ndigwe, the developed survey is the first independent assessment investigating transparency and public participation in the budgeting and procurement processes in Nigerian states; noting also that the report compares the performance in all the 36 states of the country where it identifies best practices and recommends how state budgeting and procurement systems can be open and participatory.

“The project is intended to contribute to enhancement of government accountability through transparency in budget planning and implementation. It entails collecting, collating and analyzing data, and scoring and ranking the performance of the 36 states.”

The North-west CIRDDOC Zonal Coordinator, Abel Adejor said in the North-west geopolitical zone, there is the non-production of the citizens’ budget and most of the states don’t make their budget available to the public. He gave the overall State Transparency Budget Index as; “Jigawa scores the highest with 54 percent, followed by Sokoto with 34 percent, Kebbi – 23 percent, Kano – 18 percent, Zamfara – 13 percent, Kaduna – 7 percent and Katsina state having the least with 6 percent.

The Kaduna State Minority whip cum Chairman, House Committee on Public Account, Samuel Tanko said with the new government, the state will top the 2016 index survey as the state will make judicious use of the state media to get grassroots participation so as to carry everyone along.

The launch has in attendance independent researcher and directors from all the north-west states, where the directors promised to take the necessary approach towards improving their state’s index.

Liberian President Appoints Son Head Of Central Bank

Liberia’s Central bank has on Thursday confirmed the appointment of President Ellen Johnson Sirleaf’s son, Charles Sirleaf as interim governor of the bank despite his previous suspension from the institution for failing to properly declare his assets.

Charles Sirleaf was deputy governor of the bank until his promotion to interim governor on Wednesday, but in 2012 was temporarily suspended on his mother’s orders for breaching declaration rules.

The bank confirmed the appointment to AFP on Thursday but would not comment further.

It was unclear how long he was expected to remain in the interim governor post or when a permanent replacement would be named.

His appointment has raised fresh allegations of nepotism against Sirleaf following the short-lived appointment of another son, Robert Sirleaf, to the National Oil Company of Liberia.

Robert Sirleaf was forced to resign in 2013 after attracting heavy criticism, and went on unsuccessfully contest a Senate seat in 2014.

The outgoing governor of the central Bank of Liberia, Mill Jones, resigned his post two weeks ago to enable him to stand for the presidential elections due to take place in 2017.

Jefferson Knight, head of human rights monitoring at the influential United Methodist church in Liberia, told AFP he believed Charles Sirleaf was appointed primarily due to his name.

“There are so many Liberians who are qualified for that post, why it is only he who will be elected? This is nepotism,” he said.

“I am sure the president is testing the water and I hope she will do the right thing by appointing another person. Though we don’t know for how long her son will remain as interim head, this does not smell good,” Knight added.

“Liberians spoke against it until Robert resigned. That will also be the case with Charles Sirleaf’s appointment.”

Ordinary Liberians were also quick to express their anger Thursday.

“This is the same nepotism Leymah Gbowee was referring to when she resigned her post from the government,” said Patrick Tokpah, an educator.

Gbowee, a Nobel Laureate like Sirleaf, resigned as head of Liberia’s reconciliation commission in 2012 accusing President Sirleaf of failing to fight graft.

In a 2013 Transparency International survey, 96 percent of respondents said they felt that Liberia’s lawmakers were corrupt or extremely corrupt, and 77 percent reported paying a police bribe in the last year.

Nigeria Seeks IOM Support In Promoting Skills Export

Kaduna (Nigeria) – Nigeria’s Minister of Labour and Employment, Chris Ngige has urged the International Organization for Migration (IOM), to support the Federal Government’s vocational skills acquisition program as well as promote trade test certificate issued by the ministry for skills export.

A statement by the ministry’s director of press, Samuel Olowookere noted that the Minister sought for the partnership recently when he received on courtesy visit the Chief of Mission, International Organization for Migration, Ms Enira Krdzalic.

While calling on IOM to do more in the area of advocacy, publicity and sensitization through the newly established Migrant Resource Centre under the 10thEuropean Union Development Project, the minister observed that many skilled youths took the part of irregular migration which is dangerous due to lack of information.

According to him “irregular migration is one of the worst problems we have. Some of these migrants have skills and vocations that can actually put them on the part of regular migration, but because they lack the information and knowledge, they veer off and undertake the part of irregular migration which has caused them a lot of hazard.”

Ngige added that, the ministry’s partnership with IOM will afford skilled Nigerians the opportunity to work abroad as regular migrant with relevant documents thereby reducing the spate of irregular migration and the dangers it posed to the youths.

Earlier in her remarks, the Chief of Mission for IOM, Ms Enira Krdzalic said her organization is partnering with the Ministry to promote gainful employment opportunities as government alone cannot generate all the needed jobs.

She said, IOM has assisted the ministry in upgrading the National Electronic Labour Exchange Portal (NELEX), including establishment of six job centers in Lagos, Asaba, Awka, Bauchi, Kaduna and Abuja; as well as the establishment of Migrant Resource Centre for easy dissemination of information to intending migrants.
