Late Yakowa’s Book Launch:Bishop Kukah, Bagobori Decry ‘Exclusive, Divisive’ Leadership In Northern Nigeria

0

By Amos Tauna

Five years after the demise of Sir Patrick Ibrahim Yakowa, Governor of Kaduna state, Bishop Mathew Hassan Kukah noted that the north is reaping the fruits of exclusivenist policies that sought to privilege tiny, unproductive and selfish elite whose gargantuan greed only fed it.

“It belch is what has produced the millions of abandoned children that roam the streets in northern Nigeria,” he observed.

Speaking through Tev. Fada Anthony Shawuya in Kaduna, Northern Nigeria on Friday on Book titled, “Governor Yakowa’s Funeral Homily-Matters Arising,” Bishop Kukah explained that these selfish exclusivenist policies laid the foundation for the civil war and the mindless fratricidal toxicity that is today Boko Haram, adding that the metaphysically, the struggle to end all this is what is going on in Southern Kaduna.

Bishop Kukah lamented, “Looking back, I will take absolutely nothing; I repeat nothing from this sermon, which sparked off the responses and what you are celebrating today.

“Today, what do we have in Southern Kaduna? Today, what do we have in the north? Today, does the north feel strong or weak? Today, is the north better united or divided? Today, is the north more just, fair to its own citizens?

“Today, we are reaping the fruits of the exclusionist policies that sought to privilege tiny, unproductive and selfish elite whose gargantuan greed only fed it. Its belch is what has produced the millions of abandoned children that roam the streets in northern Nigeria.

“These selfish exclusionist policies laid the foundation for the civil war and the mindless fratricidal toxicity that is today Boko Haram. Metaphorically, the struggle to end all this is what is going on in Southern Kaduna.

“However, we are proud that Yakowa left us huge, unforgettable, indelible, ingrained, unfading, deep spiritual and moral infrastructural highways and social amenities such as, Integrity, Respect, Accommodation, Humility, Goodness, Kindness, Righteousness, Morality, Rectitude, Honesty, Truthfulness, Honor, Probity; Propriety, Decency, Respectability, Nobility, Worthiness, Merit, Trustworthiness; Blamelessness, Purity.

“These were the qualities that endeared and made General Buhari to cancel his birthday celebration which I was billed to speak as a mark of honour to Yakowa. Today, we pray for his quick recovery.

“Some of my friends have continued to use this sermon against me, pretending that it was divisive. Well, looking back let those with a bone of honesty in their body rise up and refute the claims I made.

“I never set out to write a memorable speech, but, as it has turned out, even Martin Luther King’s historical speech, I have a Dream, turned out differently because in the end, the circumstances dictated that he departed from his main text.

“So, moments such as these call for sobriety and reflection and inspiration that is often outside the control of the speaker. I am grateful to God that the honour I did to a great man has created ripples that will outlive us all,” he said.

Speaking in the same tone, Catholic Bishop of Kafanchan, Bishop Jospeph Bagobiri, said: “Yakowa and the likes of Makarfi, Namadi and the Jonathans at the Federal level, taught us that in exercising leadership in a plural society like ours, trust should not be limited to only those entrusted to only those who worship with us, speak like us and are of the same mind set like us.”

The Bishop called on victims of Fulani herdsmen and Boko Haram terrorism to free themselves from fear and work towards rebuilding a new lives.

He lamented what he termed institutionalized injustics in Kaduna state, saying the political structure was skewed to favour a particular side.

“Within Kaduna South local government area, for instance,” he said, “Settlements’ of one ethnic group which has a minority number, have been allocated 339 polling units, while the others which is the majority has 68 polling units.”

He alleged the same injustice was reflected in political appointments, sitting of Federal Schools and institution and even in terms of projects and sundry issues.

Governor Dickson, who was represented by Senator Foster Agoda (Bayelsa West Senatorial District) lamented that Yakowa died in Bayelsa in the course of attending the burial ceremony of the father of late Uranta Dauglas, as mark of his friendship with the Bayelsa people.

“He died building bridges of friendship, thus uniting us forever with Kaduna State, Southern Kaduna and his family,” he said.

Former Governor of Kaduna state, Alh. Mukhtar Ramalan Yero, who was Yakowa’s deputy, said he learnt very much from Yakowa. He agreed that the Funeral Homily of Yakowa had stirred all kinds of reactions, but that he was going to speak on it one day.

The review of the Book, Chief Mike Ezekhome, agreed that Yakowa was a great leader and the first Christian to become governor of Kaduna state.

He said that the controversy over Bishop Kukah’s Funeral speech at Yakowa’s burial ceremony was needless because he spoke and admonished wrong doing it the way a serious clergy would do.

The author of the Book, Francis Damina, said he was surprised at the diatribe that visited Kukah’s homily.
According to him, being a protégé of Kukah, he compiled some published articles and opinions on the matter, had discussions with the authors and they all agreed that it should be published into a book.

The ‘One Family Under God’ Campaign by the Global Peace Foundation Nigeria is a value-based peace building and conflict prevention initiative that seeks to mitigate sectarian violence by changing attitudes and behaviours that drive identity-based conflicts, thereby promoting and sustaining social cohesion among various ethnic, tribal and faith groups.

Nigeria Air Force Secures Bases, As British Military Trains 300 Regiment Personnel

By Amos Tauna

Following attack on Nigeria Air Force, NAF, base in Maiduguri, Borno State, northeast Nigeria by Boko Haram, Chief of Air Staff , CAS, Air Marshal Sodique Baba Abubakar, has enjoined officers and men of the Air Force to be on the watch of any possible attack by the insurgents.

The air chief, while addressing participants at the opening ceremony of Base Defence Planning Retreat at the Air Force Base, Kaduna, Northern Nigeria on Thursday, said in addition to efforts already put in place to avoid a repeat of destruction of air asset, British Military Assistant Team, BMAT, was expected in the country to train 300 regiment personnel in order to have reliable and highly skilled personnel that could protect all NAF bases in Nigeria, add value to security at airports and to assist in states where there are security challenges.

He said, “We have had an attack on one of our airbases in the recent past, and current intelligence reports keep highlighting the possibility of attacks on our bases.”

The CAS however noted that, “Given the importance of bases in the airpower delivery matrix, it is not inconceivable to expect our adversaries to target our bases.”

According to him, “The evolving security environment globally and indeed our nation has become complex and most times unpredictable. We are faced with a myriad of security challenges ranging from terrorism to militancy, kidnapping to economic sabotage.

“On assumption of office and with the need to develop a robust base defence concept in view, we carried out a review of the then base defence concept.

“The conclusion was that the erstwhile base defence concept, with its emphasis on emplacing static guards at identified key and vulnerable points, was no longer tenable and sufficient to respond to our contemporary threats.

“Consequently, we introduced a new base defence concept. The new base defence concept is premised on the development and deployment of an air-minded ground defence force, trained and equipped as special light infantry and capable of operating both inside and outside the base perimeter against contemporary threats while leveraging on intelligence and available modern technology.

“That new base defence concept was introduced into the Service last year. However, recent evaluations of the bases reveal that many commanders and bases are still sold on the old concept and are yet to imbibe and adopt the tenets of the new base defence concept.

“To overcome this challenge, we instituted a 3-pronged learning strategy. The first was to introduce the concept to young officers at the early stages of their careers. This is already being done at the Young Officers’ Course.

“The second strategy was to introduce the concept to aspiring commanders. To actualize this strategy, a Base Defence Package has been incorporated into the training curriculum of the NAF Air War College.

“The third strategy which this august gathering is aimed at actualizing is to educate the personnel that currently have the responsibility of securing and defending our bases.”

Addressing newsmen shortly after he officially commissioned some facilities for air officers training at the base, the Air Chief disclosed that, the outcome of the earlier meeting with officers of the force was essentially to review activities in the last quarter and to also see what progress they were making in terms of realizing what was set to be achieved in the second quarter.

“The facilities we just commissioned are supposed to be for training of base defense force or critical assets protection force. You know you can have air planes, if the base is not properly defended you will still run into problems.

“We saw that in December 2013 when our base was attacked in Maiduguri and some air asset destroyed, we don’t want that to happen again. So, what we have been doing all this while is to build the capacity of base defense.

“We have identified a few gaps which we are working hard to ensure we close those gaps and transform them into something positive for our country,” he explained.

On the newly commissioned facilities he said, “The facilities will take care of 300 regiment personnel that are coming for the training. We are also expecting BMAT from Britain to train the 300 personnel.

“The whole idea is to have a very reliable and highly skilled personnel that can protect all our bases in Nigeria, add value to security in our airports and to assist in states we have security challenges,” he added.

2019 Elections: Improve On Lessons Learnt In 2015 Elections In Nigeria – Okoye

Barrister Festus Okoye, Executive Director, Human Rights Monitor, has observed that for the 2019 general elections in Nigeria to be free, fair and credible, the leadership in the country must commit to zero tolerance of political brigandage.

“The first lesson from the 2015 general elections is that a strong and professional electoral management body with a strong leadership is indispensable in ensuring credible elections in Nigeria,” Barrister Okoye noted.

Speaking on the theme, “2015 Polls: Reminiscence,  Lessons, Challenges and Projections” in Kaduna, Northern Nigeria on the NUJ national colloquium on elections, corruption and roadmap to 2019 organized by Kaduna State chapter of the Nigeria Union of Journalists in collaboration with the Pax-Community Partnership Projects, PCPP, Barrister Okoye noted that it was important to sustain the gains of the 2015 elections by advancing the country’s electoral process to meet and or conform to regional and international stsndards.

He suggested that there was the need to advance the electoral process to the level where elections would be seen and taken as a normal civic responsibility that will not lead to unnecessary anxiety, loss of lives and destruction of properties.

Barrister Okoye regretted that the production,  collection and distribution of Permanent Voters Cards before the 2015 elections were contentious and chaotic, stressing that the issue of insecurity in the North East of Nigeria, the political,  ethnic and religious slant given to the issue of distribution and collection of the Parmanent Voters Cards became a serious challenge to the conduct of the elections as scheduled.

He added that some of the Political Parties breached the provisions of section 87(b)(I) and (4)(I) of the Electoral Act, 2010 (as amended) in holding their party primaries elections to nominate their governorship and National Assembly candidates outside the state capitals and outside the Senatorial districts and federal constituencies.

According to him, the training and recruitment of ad-hoc staff for the conduct of the elections faced hitches in some states,  pointing out that some of the Resident Electoral Commissioners and Electoral Officers allowed persons with vested interests to hijack the process of recruitment and training of ad-hoc staff.

Due to the heightened rhetoric by the Political Parties, he explained, the near balance of power and balance of terror by the two Political Parties, the threats of violence, the ethnic and religious slant given to issues in the campaigns,  the fear factor to some  extent disrupted the recruitment and deployment of some members of the National Youth Service Corp trained as Presiding Officers, stressing that some parents prevented their sons and daughters from serving as ad-hoc staff.

The media, according to him, accepted advertisements loaded with hate and vile that threatened the peace, stability and unity of the country. “Some of the parties went overboard and lost all sense of civility. The rrgulatory agencies could not do anything and became muted trumpets,” he stressed.

The Smart Card Readers, according to him, failed or were made to fail in some of the States of the federation during the Presidential election. “This resulted in the unimaginable use of incident forms and manual accreditation that undermined the anticipated benefits of the Card Reader technology. It also resulted in the late commencement of elections in some states of the federation.

“The fear of large scale electoral violence loomed throughout the period of elections. Electoral violence was nevertheless witnessed and recorded in some of the States of the federation but not on the scale and magnitude previously envisaged,” he observed.

Trump ‘Determined To Pursue Peace’ After Pope Meeting

0

US President Donald Trump has said he is “more determined than ever” to pursue peace in the world after meeting Pope Francis at the Vatican.

He was granted a short private audience with the head of the Catholic Church on the latest leg of his overseas trip.

The two men have in the past clashed on issues such as migration, climate change and a Mexico-US wall.

Mr Trump is now in Brussels for talks with Nato and EU officials.

He will also hold meetings with Belgium’s King Philippe and Prime Minister Charles Michel.

After the meeting between President Trump and the Pope, the Vatican said there had been an “exchange of views” on international issues.

Mr Trump, who BBC Europe editor Katya Adler says seemed star-struck, said of the Pope: “He is something, he’s really good. We had a fantastic meeting and we had a fantastic tour, it was really beautiful. We’re liking Italy very much… it was an honour to be with the Pope.”

Later Mr Trump tweeted: “Honor of a lifetime to meet His Holiness Pope Francis. I leave the Vatican more determined than ever to pursue PEACE in our world.”

He arrived in Europe from Israel and the Palestinian territories, where he vowed to try to achieve peace in the region.

The US leader began his foreign trip with a two-day stop in Saudi Arabia over the weekend, urging Muslim countries to take the lead in combating radicalisation.

Much-anticipated meeting

Mr Trump and his entourage arrived at the Vatican just before 08:30, in a meeting that was arranged at the last minute.

The US president was greeted by Archbishop Georg Ganswein, the head of the papal household, and escorted by the Swiss Guard to the offices of Pope Francis.

Correspondents say Mr Trump seemed subdued during their initial meeting, while Pope Francis was not as jovial as he sometimes is with world leaders.

The two men appeared much more relaxed at the end of their 30-minute private meeting.

The Vatican said later that they shared a commitment to “life, and freedom of worship and conscience” and expressed hope that they can collaborate “in service to the people in the fields of healthcare, education and assistance to migrants”.

On international affairs, their “exchange of views” covered the “promotion of peace in the world through political negotiation and interreligious dialogue”, and highlighted the need to protect Christian communities in the Middle East.

After the meeting, they exchanged gifts. Mr Trump gave the Pope a boxed set of writings by the civil rights leader Martin Luther King.

The Pope gave Mr Trump a signed copy of a message he delivered for World Peace Day, along with some of his writings about the need to protect the environment.

He also presented him with a small sculptured olive tree, telling Mr Trump through an interpreter: “It is my desire that you become an olive tree to construct peace”.

Mr Trump responded by saying: “We can use some peace.” He also said he would read the texts the Pope gave him.

Mr Trump also met Italy’s president and prime minister while in Rome.

Seeking common ground – analysis by the BBC’s Jon Sopel, Rome

Ever so slowly and flanked by the Swiss Guard the leader of the world’s pre-eminent superpower walked through the Vatican to meet the leader of one of the world’s pre-eminent religions.

And were there ever two more different people? Pope Francis with just the merest hint of a smile; President Trump beaming. They sat across from each other in the pontiff’s study as though one was going for a job interview.

During the election campaign, when Pope Francis visited the US-Mexico border he said that people who choose to build walls and not bridges weren’t Christian. Donald Trump said those comments were disgraceful.

And in February, just after Donald Trump had tried to introduce his travel ban from six mainly Muslim countries and suspended the refugee programme, the Pope tweeted: “How often in the Bible the Lord asks us to welcome migrants and foreigners, reminding us that we too are foreigners!”

The normal mantra when two world leaders meet is to say “there is more that unites us than divides us”. Almost certainly true. But there are real differences as well.

And the entourage?

Mr Trump was joined not only by his wife, daughter and son-in-law but also Secretary of State Rex Tillerson and National Security Adviser HR McMaster.

Both Melania and Ivanka Trump were dressed in black with their heads partially covered, in keeping with a traditional Vatican protocol that is no longer expected to be rigorously observed.

Melania, a Catholic, asked the Pope to bless her rosary beads.

In a light-hearted exchange, Pope Francis asked her what she gave her husband to eat. It was initially thought he had suggested “pizza” to her, but in fact he said potica, which is a cake from Mrs Trump’s home country of Slovenia. She laughed in response, and agreed with him.

What next for Mr Trump’s trip?

This is Mr Trump’s first visit to Europe since taking office in January.

Security has been stepped up across Rome, with the areas around the Vatican City, the Italian presidential palace and the American ambassador’s residence, where Mr Trump is staying, temporarily closed to traffic.

Despite the heavy police presence, about 100 anti-Trump protesters held a rally in one of Rome’s squares on Tuesday evening.

Significant protests are also expected in Brussels where he will meet EU and Nato officials.

This visit will be about damage limitation with the fervent hope of establishing some kind of transatlantic chemistry, the BBC’s Europe editor Katya Adler says.

She adds that the tone in Brussels has gone from off-the-record sneering when the erratic and unpredictable Mr Trump first won the November elections, to outright concern now that the implications of his presidency have begun to sink in.

Contemptuous Justification Of Illegal Detention

0

By Femi Falana

In a reckless demonstration of official impunity Mr. Garba Shehu, the Senior Special Assistant to President Mohammadu Buhari on Media and Publicity purportedly issued a statement yesterday on behalf of the Presidency to justify the illegal detention of Sheikh Ibraheem Elzakzaky and his wife, Hajia Ibraheema Elzakzaky. In the incendiary statement Mr. Shehu claimed that the valid and subsisting order of the federal high court made on December 2, 2016 would not be obeyed by the federal government on the dubious ground that the Sheikh is in “protective custody” while the justification for holding the wife is that he is taking good care of her husband in the illegal custody.

According to Mr. Shehu, “ElZakzaky is held for his own good. If you set him free, what do you think will happen on the streets? He is not in a typical prison condition. He has the company of his wife and children. They can leave if they want. There is overall public good weighing against his release.”

In the checkered history of Nigeria this is the first time that a democratically elected government has openly justified the detention of any citizen in defiance of a valid and subsisting order of a competent court of law.

Even under the neo-tarzanist Buhari/Idiagbon military junta , court orders which directed that victims of the obnoxious Detention of Persons Decree No 2 of 1984 be released from illegal custody were complied with. But under a democratic government Mr. Shehu wants Nigerians to believe that Elzakzakys are held in “protective custody” after the federal high court had declared such detention illegal and unconstitutional. Or has Mr. Shehu suddenly become so power drunk to the extent that he can conveniently set aside the judgment of the federal high court?

Before now, the “Presidency” had claimed that the couple could not be released on the nebulous ground that they constituted a threat to national security. When reminded that the federal high court has dismissed such unsubstantiated allegation Mr. Shehu has turned round to say that “ElZakzaky is held for his own good.” Is Mr. Shehu not aware that Elzakzaky has lost one of his eyes in the dungeon of the State Security Service and may lose the other eye due to denial of urgent medical treatment? Why has his request to travel abroad for medical attention at his own expense been refused by the federal government?

Since neither President Mohammadu Buhari nor Acting President Yemi Osinbajo could have authorized the contemptuous statement issued on behalf of the Presidency Mr. Shehu Garba should be called to order and restrained from further exposing the Federal Republic of Nigeria to ridicule before the comity of civilized nations. However, since the federal government continues to proclaim loudly that it operates under the rule of law it cannot be operated to treat court orders with disdain. To that extent, Elzakzaky and his wife must be released from the illegal custody of the State Security Service since the federal high court has held dismissed the official claim that they are held in “protective custody.”

In the same statement, Mr. Shehu said that the federal government would not release Colonel Sambo Dasuki (retd) from detention because there are several cases against him that he must answer to. But why has the same government that charged Col Dasuki with criminal diversion of public funds and reasonable felony frustrated his trial by refusing to take him to court? The reason adduced for detaining Col Dasuki is highly contemptuous as the three Nigerian courts trying him have admitted him to bail. Furthermore, the Court of Justice of the Community Court of Justice (Ecowas) has directed the federal government to comply with the orders of its national courts which have admitted him to bail. Since no higher court has quashed the bail of the former NSA the arrogant statement of Mr.Shehu on the matter is the height of official impunity in a democratic society.

In the light of the foregoing i hereby reiterate the call for the immediate and unconditional release of the Elzakzaky from illegal custody in strict compliance with the judgment of the federal high court.

At the same time, Col Dasuki should be released on bail and be allowed to stand his trial in the federal high court and the high court of the federsl capital territory. A government which is desirous to secure conviction of persons charged with criminal offences cannot treat the orders of the same court with disdain and impunity.
Like a boss.
