El-Rufai To Goodluck Jonathan: Wait For The Final Report Of NEC Ad-hoc Committee On The Ecological Fund

Governor Nasiru Ahmed El-Rufai of Kaduna State has advised former President Goodluck Jonathan to wait for the presentation of the final report of the NEC Ad-hoc Committee on the Ecological Fund before he responds.

Governor El-Rufai explained, “Former President Goodluck Jonathan has responded to this disclosure by launching a personal attack on Malam Nasir El-Rufai. He did not make a distinction between a committee of the National Economic Council and the person chairing it.

“While this is unfortunate and calculated to draw the headlines, Dr. Jonathan strained to explain away this strange pattern of fund allocation. But the facts are not deniable. They are in official records, and cannot be erased by slinging mud at people.”

Briefing newsmen in Kaduna, Northern Nigeria Tuesday, through his Senior Special Assistant on Media and Publicity,  Mr. Samuel Aruwan, governor El-Rufai said, “Dr. Jonathan cannot argue with the facts. The payments are in the records of the Ecological Fund. He knowingly engaged in discriminatory disbursement of federal funds. The legality of that is open to question, despite the existence of presidential discretion.

“Former President Goodluck Jonathan is not a man that can take responsibility for anything.  In March 2015, not long after making a concession call to President Buhari, he summoned his party and asked its leadership to reject the results of an election whose winner he had congratulated in private. That effort at duplicity failed spectacularly and the will of the people prevailed.

“So, no one should be surprised that he is denying presiding over the skewed distribution of ecological funds. His denial begs the question. What special circumstances ensured that only states that were controlled by the PDP and its allied parties qualified for N2bn each? Is it not curious that not only were his allies the only ones who got the funds, but that the various ecological problems in all 17 states required the same N2bn across the states?

“Almighty God made it possible for the Sun to shine on all. But Dr. Jonathan exercised his powers as president as if he governed for only his party or his family. The Jonathan government was so conscious that there was something untoward with sharing public funds in that manner that they did not publicize the payments to their preferred states.

“Thankfully, Dr. Jonathan did not deny that the N2bn payments were skewed to certain states. His mindset in trying to create an equivalence between those payments and federal support for the green wall projects in some of the northern states can be easily seen as a disingenuous argument.

“Dr. Jonathan claimed El-Rufai is a liar, quoting sources that did not once mention any lie that can be attributed to him. One of El-Rufai’s identified weakness in the Nigerian political space is his bluntness and fidelity to principles. Even his enemies admit that grudgingly about him.

“Malam Nasir El-Rufai will not allow Dr. Jonathan to make him the issue when the criteria the former president used in allocating N2bn each to allied state governments remain so murky. There is no need to cry wolf before the Final Report of the Committee is presented.

“In the aftermath of the success attained with Zaria Water, some cowards have been using the anonymity of social media to spread lies. The comments attributed to Dr. Jonathan on social media posts falsely alleging that Malam Nasir El-Rufai sought an appointment with the Jonathan government and got N200m contribution for his campaign is one of the latest smears. Dr. Jonathan cannot make such claims because he knows they are not true.

“For the avoidance of doubt, Malam Nasir El-Rufai has not only never sought to work with Dr. Jonathan, but he actively persuaded others not to accept any offers to avoid destroying their credibility!

“But the Governor draws the line at those making religiously-charged posts with fabricated quotes about his position on fasting. This is a governor that has insisted that religion is a private matter. He pulled the state government out of sponsoring religious pilgrimage and Ramadan feeding within weeks of taking office in 2015.

“When a citizen was attacked in June 2016 in the Kakuri area of Kaduna for reasons attributed to religious differences during Ramadan, Malam Nasir El-Rufai and Deputy-Governor Barnabas Bala visited the victim at the Saint Gerards’ Hospital on 8th June 2016, and he made an emphatic statement for religious freedom, declaring that “there is no compulsion in religion. It is a free country, and that means no imposition of faith or religious practices on anyone.”

“The governor added that “nobody can impose the tenet of his faith on another person. The decision to observe any religious activity is the prerogative of the individual.” He explained that even a Muslim cannot be compelled to fast.

“What Malam Nasir El-Rufai would not do is to allow anybody to get away with bad behaviour by citing their religious, regional or ethnic identity. Equality before the law requires that every citizen must be held responsible for their conduct.

“The legion of cowards and fraudsters ever ready to spread and amplify falsehood on social media, without any effort at verification, must know that they can be held responsible for what they share.

“The laws of our land rightly protect the freedom of speech, but the same laws provide remedies against defamation and incitement, even in cyberspace.”

Delayed Appointments And The Policy Implications

The continued reluctance exhibited by the executive and legislative arms towards confirmation of some key appointments and re-appointments in the country remains a major concern that if not promptly addressed will frustrate the good efforts and resources hitherto committed to the fulfilment of the present administration’s promises and mandates.

It is worrisome that half way and two years remaining for the administration to complete its first tenure and probably seek re-election, several appointments germane to the fulfilment of the promises made during electioneering campaigns and critical to the attainment of change mantra are yet to be announced.

Even amongst those announced, there are so many still awaiting Senate confirmation, while some are yet be tabled before the Senate. This unwholesome development if not immediately arrested would negatively impact on the popularly and globally-acclaimed mandate of the Buhari Administration and militate against the delivery of its much-touted vision and objectives.

While the role of shopping and appointing the right candidates to fill various positions is an integral part of the executive’s mandates to coordinate policy direction and translate its agenda into impactful reality, the Nigerian Senate is constitutionally empowered for confirmation of Federal Executive appointments.

It would be recalled that in October 2015, following a public outcry condemning the delayed ministerial appointments by President Muhammadu Buhari, the need to restructure the Federal Government ministries and to effect his party’s mantra of change in government processes and operations were given to account for the delay in sending names of ministerial nominees to the Senate.

Following the appointment of Ministers into various ministries, one would wonder why the Presidency drags its foot from effecting new and renewed appointments in some departments and agencies through legislative endorsement.

The recent outright and persistent rejection of some appointments sent to the Nigerian Senate for confirmation by the Presidency not only backpedals the on-going executive’s efforts at shopping for right candidates into the right positions, but also a clear indication of unhealthy executive-legislative relation, which has serious implications on our nation’s political stability, democratic and governance process.

Among the key appointments awaiting confirmation by the Senate includes the Chairman, Director General and Members of Pension Commission, Nigeria Electricity Regulatory Commission (NERC), the embattled Director General, Lottery Regulatory Commission, the reappointment of Chairman, Revenue Mobilisation Allocation and Fiscal Commission (RMAFC), Engr. Elias Mbam announced nearly a year ago but who is yet to assume duty following the inability of the Presidency to submit his name to the Senate for confirmation.

It is worthy to note that more vacancies are waiting to be filled in strategic Constitutional bodies like INEC where 37 slots of States Electoral Commissioners are still vacant, the Federal Civil Service Commission, the Federal Character Commission, Independent Corrupt Practices Commission, Federal Character Commission amongst numerous others. Most of these agencies of government play stabilizing roles in the political economy and continued existence of Nigeria.

Giving the above essential responsibilities, immediate attention to the confirmation of leadership and membership of such key institutions becomes imperative to ensure accelerated delivery of the present administration’s agenda.

10 Billion Naira Defamation Suit: Ugwuonye Considers Exile

Contrary to reports of his plans to appeal to the Supreme Court against his disbarment by the Nigerian Bar Association, there are strong indications that controversial founder of a Facebook group, The Due Process Advocates, Emeka Ugwuonye may be contemplating going on exile.

This is as pressure mounts over the myriads of cases before him, particularly, the N10b defamation suit slammed on him by ex-husband of Abuja missing woman, Charity Aiyedogbon, Mr. David Aiyedogbon.

Impeccable sources from Ugwuonye’s Facebook group, The Due Process Advocates (DPA) who spoke on the grounds of anonymity confirmed this to our correspondent Tuesday.

According to one of the sources, “Ugwuonye has concluded plans to leave the country. There are too many cases; problems everywhere. Court cases are too many and threats of new cases coming daily. Now that he has been disbarred, he will have to hire lawyers to defend him and the money is not even there. He is seriously considering running out of the country, to save his head.”

When asked where the DPA founder plans to elope to, he said: “he is considering one of the African countries. Ghana is top in his chart.”

Meanwhile, Ugwuonye announced his plans to travel to the United States on his Facebook group, The DPA a few days ago.

In what appears like a perfection of his planned move, in a post on the 27th of May, 2017, titled:  “introduction of Mrs. DPA Rambo and update on DPA administration,” Ugwuonye tactfully transferred managerial functions of the DPA to a new Facebook account, DPA Rambo.

“Yesterday night, Mrs. DPA Rambo joined the DPA group and we were glad to receive her. She is quite a character. She is an agent for special purposes in this group. Her work is to post all public announcements and management messages for DPA. Mrs. DPA Rambo will sit in all DPA meetings and meetings of DPA Admin. She is the person that will post the announcement of the meetings to our members. I urge all of you to pay close attention to this lady.”

“If I may still inform you, Mrs. DPA Rambo is going to make several critical announcements this weekend. For instance, the ID Cards of members will be ready next week and arrangements are being made for members to create personal profile and upload their accounts with a picture that they want to appear in their ID cards. But this is only for fully registered members.”

“…..She is to relieve me from having to make management announcements and notices from my personal account. Also, members who have information to send to DPA management must direct their messages to Mrs. DPA Rambo. Please, don’t try to send friendship requests to Mrs. Rambo. She does not accept friendship requests. However, she will receive your messages and will respond in due course.”

An interrogation of the Facebook name, DPA Rambo suggests that it is an account that may have been created by Mr. Ugwuonye himself to divert attention from his personal account, which, sources say he has used to cause irreparable damage to both himself and some members of the public.

In another development, on the 29th of May, 2016, Ugwuonye alleged an attempt at hacking his Facebook account- Emeka Ugwuonye.

“Early this morning, approximately 1:00am, this Facebook account came under a massive and sustained attack by some enemies of DPA. Facebook organization alerted me and I engaged standard security measures all in place to protect the confidences of people in contact with me and the integrity of DPA operations and planning. That led to the temporal disabling of this account.”

Checks reveal that in 2016, in an alleged botched attempt to destroy evidence in his case against David Aiyedogbon, Ugwuonye allegedly pulled down the same account, but restored same following media attacks and exposure.

It would be recalled that, for falsely accusing him of having a hand in the sudden disappearance of his estranged wife, Charity Aiyedogbon, Mr. Aiyedogbon instituted a defamation of character suit of Ten Billion Naira (N10b) against Lagos Lawyer, Emeka Ephraim Ugwuonye.

The Suit, with number CV/2750/16, between David Aiyedogbon (Plaintiff) and Emeka Ugwuonye (Defendant) on defamation of character, before Justice Peter Kekemeke of Federal Capital Territory (FCT) High Court 14, Apo Abuja; also prays that the defendant be ordered to pay the cost of the suit.

The Plaintiff is also seeking an order of perpetual injunction “restraining the Defendant, his Agents, Privies, Associates or whosoever called” from making further defamatory publications against him and his family members.

So far, Ugwuonye has raised two objections in the matter, first, challenging the Court’s jurisdiction and another, urging the court to reverse itself on its earlier ruling on jurisdiction. He lost in the both instances, with costs awarded against him.

The matter is adjourned to September, 2017, for hearing of the substantive suit, where he will be required to produce evidence to substantiate his claims.

Reliable sources reveal that Mr. Aiyedogbon’s lawyer, Tony Ogbulafor may have also filed a personal suit against Mr. Ugwuonye for wrongly accusing him of giving a bribe (in an envelope) to a Police man to detain him.

Police sources also reveal that, while some persons have already been charged to Court (awaiting trial) for their roles in the disappearance of Charity Aiyedogbon, others that have questions to answer will also be charged soon, to explain their roles in the controversy. Ugwuonye may be among those to be prosecuted.

Just last week, Ugwuonye, a former United States-based Nigerian lawyer, who was disbarred in New York and Maryland for professional misconduct was also disbarred in Nigeria for fraud.

 

Nigerian Senator Criticizes El-Rufai’s Plan To Build New Refinery, Says It Is A Misplaced Priority

The Senator representing Kaduna central in northwestern Nigeria, Comrade Shehu Sani, has condemned plans by the Kaduna state governor, Nair El-rufai to develop a new Kaduna refinery, saying, it is a misplaced priority.

The Kaduna State government had recently in its delegation’s visit to China led by Governor El-Rufai, signed a Memoranda of Understanding with a China Machinery Engineering Corporation (CMEC) to develop a new 50,000 barrels per day refinery in the state.

According to the Senator, the existing Kaduna Refinery and Petrochemical Company is operating in billion capacities, having another refinery would be of no value because there are no scarcities of fuel. He pointed out that, the funds meant for that project should instead be channeled to developmental projects that would be beneficial to all.

Comrade Sani made the criticism when a group of Young people under the umbrella body of Shehu Sani contact and mobilization for Governor 2019 paid him a courtesy visit to inform him of their support to contest for Kaduna state governor in the 2019 elections.

He said, “We have heard that there is an attempt to build refinery in Kaduna;  there are lots of questions to be ask; how can a government who is saying government should not be involved in building or running industries now selling over 30 industries built by Balarabe Musa, or why is he building another industry?

“Everyone knows that you cannot run a refinery with power from NEPA – the refinery in Kaduna is run by an independent power supply, and the running cost of a refinery is over a N100 million per day after billions of Dollars have been pumped in; supply of the crude oil itself from Niger –  where would the money come from?

“He has given contract to a Chinese company to build refineries in Kaduna, which other company bided for that contract or when and where was an open tender made for people to know which company won the bidding?

“Was the construction of Kaduna state refinery in the 2017 budget? Did the state house of Assembly appropriated money for construction of the company; we may end up with a white elephant project,” he noted.

The Senator further stressed that, having an industry or refinery that would later be privatized cannot be accepted, as such, the state government should use the available resources to build houses, hospitals, schools and roads for the benefit of all.

“I am using this opportunity to say in clear terms that we are opposing any white elephant project in this state. I am not a person who is at perpetual war, but I see it as a misplaced priority”, he added.

United Nations Call On Africa To Work Towards Early Detection Of Conflict

United Nations Secretary General, Antonio Guterres, has called on humanity towards early detection of crises instead of trying to manage them.

He made this known on the ‘Africa Day’ 2017. He also urged humanity to listen and learn with the Afrcian Continent and called for growth and development for the continent as well as the United Nations.

“All of humanity will benefit by listening, learning and working with the people of Africa. It starts with prevention. Our world needs to move from managing crises to preventing them in the first place. We need to break the cycle of responding too late and too little,” said Mr. Guterres in his message commemorating Africa Day.

The UN chief also critisised the perpetrators of violence who according to him were competing for power and creating internal conflict to that effect. Human rights to him are not respected and are trampled on by violent extremists or fueled by them. But prevention goes far beyond focusing solely on conflict.

“The best means of prevention and the surest path to durable peace is inclusive and sustainable development. It is critical to continue building more effective and accountable institutions to address governance challenges, advance the rule of law and promote civil, political, economic, social and cultural rights,” he stressed.

As the international community has entered the second year of implementing the 2030 Agenda for Sustainable Development to tackle global poverty, inequality, instability and injustice, Mr. Guterres highlighted that Africa has adopted its own complementary and ambitious plan: Agenda 2063.

“For the people of Africa to fully benefit from these important efforts, these two agendas need to be strategically aligned,” he said.

We can speed progress by doing more to provide opportunities and hope to young people.

Recently, there was a first UN-African union annual conference which Mr. Guterres referred to as a unique opportunity to strengthen our partnership and establish a higher platform of cooperation,” saying, “Our work is based on four driving principles: mutual respect, solidarity, complementarity and interdependence.

Mr. Guterres said that the UN partnership with Africa was also rooted in a deep sense of gratitude.

“Africa provides the majority of United Nations peacekeepers around the world. African nations are among the world’s largest and most generous hosts of refugees. Africa includes some of the world’s fastest-growing economies,” he elaborated.

He called on youths to be a part of the journey to progress, saying, “We can speed progress by doing more to provide opportunities and hope to young people. More than three out of five Africans are under 35 years of age. Making the most of this tremendous asset means more investment in education, training, decent work and engaging young people in shaping their future.

“We must also do our utmost to empower women so they can play a full role in sustainable development and sustainable peace. I am pleased that the African Union has consistently placed a special focus on gender equality and women’s empowerment.

“Crises represent at best a partial view. But, from a higher platform of cooperation, we can see the whole picture – one that recognizes the enormous potential and remarkable success stories throughout the African continent.”

No True Democracy In Nigeria-Balarebe Musa

An elders statesman and former governor of old Kaduna State, Alhaji Abdulkadir Balarebe Musa, has observed with dismay that from 1999 to date, Nigeria is yet to experience what democracy is all about.

“All that Nigerians have experienced from 1999 to date is a military dictatorship transfering power to a civilian dictatorship,” he lamented.

Speaking to Africa Prime News in Kaduna, Monday, Alhaji Balarebe Musa furiously asked, “Where is the democracy you are talking about? Who is practicing democracy in Nigeria? Who is benefiting from democracy in Nigeria?

“When the military hand over power to a military dictatorship and later hand over power to his chosen civilian dectatorship, is the democracy? And again the same military dectatorship is in power dectating to Nigerians what is to be done, you called that democracy?”

In this political dispensation, he explained, Nigerians are yet to test what democracy is all about, adding, “Democracy in its true word has lost its value in the present political dispensation because we are being let by selfish and greedy people that called themselves politicians.”

He noted that what Nigerians needed to do to free themselves from slavery was to embark on peaceful revolution in all sphrres of life in the country with a view to ensuring that only people with patrotic and nationalistic belief be elected into elective positions to continue from the foundation laid by the founding fathers of the country.

“What we consider as political leaders since 1999 to date are only but a bunch of corrupt, selfish and irresponsible people that do not have the interest of the country at heart but only to enrich themselves to the detriment of all Nigerians,” he observed.

Speaking on the insecurity in Kaduna State and the Southern Kaduna in particular, Alhaji Balarebe Musa opined that its main cause was as a result of the level of insincerity that has become the main stay of those in power that always cause conflict at any slightest provocation.

The present administration in the state, he said, failed to involve stakeholders in the state in exploring possible ways to ensuring peaceful coexistence among the various ethnic groups. “Failrue to carry every stakeholder along in arriving at critical decisions meant to ensure better understanding will continue to be a wasteful effotts by the state government in its attempts to bring an end to the incessant crisis in the Southern part of the state.

“There is poverty in the state, and unless this issue is urgently addressed, it may be a mirage to think of tackling insecurity in a situation where majority are roaming the streets aimlessly without any hope of tomorrow.

“The fundamental issues that have become main source of concern in the state have to be addressed by the government of the day if it is thinking of making remarkable impact. True reconciliation must be seen to be made among the various ethnic groups if not any coercive decision will not be in the interest of the majority.”

He called on the government in the state to ensure people oriented programmes that are meant to change the living standards of the ordinary man in the street.

Nigeria: There Can Be No Sustainable Development Without Peace – Traditional Leader

The Sa Gbagyi I, Dr. Danjuma Shekwogaza Barde has observed that no society can progress where ethnic, tribal or religious segregation thrives, saying as people of one nation, there is need to tolerate each other’s cultures, traditions and beliefs for the country to succeed and develop.

He made the observation during the maiden edition of the Maraban Rido Community Peace Festival organized by the Global Peace Foundation (GPF) Nigeria at Maraban Rido, Kaduna state – northwestern Nigeria, as part of its ‘One Family Under God’ Campaign.

The occasion which had the theme “Celebrating our Unity in Diversity” drew over two thousand people from within and outside the community.

The Sa Gbagyi who commended the foresight of GPF Nigeria in working to remind people on the importance of peace urged other well-meaning individuals, groups and politicians to borrow a leaf and always carry the message of peace and tolerance in all they do.

While giving a brief of the Community Peace Festival, the Northern Co-coordinators Global Peace Foundation Nigeria, Reverend John Joseph Hayab and Sheikh Halliru Abdullahi Maraya explained that, the purpose of organizing the festival was to reawaken and instill in the people of Maraban Rido and create a platform for cultural display, communal social interaction and demonstrate progress in social cohesion in their community.

They pointed out that the gathering will no doubt enhance tolerance and harmonious relationship between and amongst people of different faiths and ethnic groups and also create mass mobilization and momentum for community service projects.

The Northern Co-coordinators reminded the people that all human beings are members of one family in the eyes of God who is the creator of our human ancestors, Adam and Eve as enshrined in the Holy Books (Bible and Quran); as such religion is only a way of worship of which everyone has the right to worship God and live anywhere freely.

In a remark, the Representative of the Divisional Police Officer Sabon Tasha Division, and Officer in-charge Maraban Rido Police outfit, Mr. Samson Bassey described the occasion as timely and encouraged all tribes and religions in the area to embrace one another and also support all security operatives with useful information that will enable them curtail crime.

Earlier, the Senior District Head of Maraban Rido Kudansa, Mr Auta Ganyi expressed optimism that the people have since agreed to live in peace and harmony with one another, hence, the coming together to display and understand their different cultures better.

He pledged to continue to mobilize his people to take and practice the message of oneness and togetherness in line with the vision of the One Family Under God campaign for improved understanding and development.

In his contribution, the Country Director of Global Peace Foundation Nigeria, John Oko commended Maraban Rido community for accepting and taking ownership of the Campaign and for trusting GPF Nigeria in her quest to build communities of social cohesion. He reminded them that without peace there can be no sustainable development, and called on them to make their community an exemplary one to others.

The ‘One Family Under God’ Campaign by the Global Peace Foundation Nigeria is a value-based peace building and conflict prevention initiative that seeks to mitigate sectarian violence by changing attitudes and behaviors that drive identity-based conflicts, thereby promoting and sustaining social cohesion among various ethnic, tribal and faith groups.

Highlights of the occasion was a joint parade by Christian and Muslim youths comprising Christian Association of Nigeria Brigade and the Jama’atul Nasril Islam First Aid groups and also various cultural displays from 14 different cultural groups resident in Maraban Rido including the Adara, Anghan (Kamantan), Atyap (Kataf), Bajju, Atakar, Hausa, Igbo, Yoruba, Ham/Jaba, Gbagyi, Ikulu, Tiv, Idoma, and Fulani tribes.

Nigeria Acting President Osinbajo Commissions N24bn Zaria Water Treatment Plant

Acting President of Nigeria, Yemi Osinbajo, on Saturday in Zaria Northern part of the country commissioned the 150 million litres per day water treatment plant worth 24bn to deliver water to the ancient city of Zaria and 6 other local government areas and environs.

Osinbajo said the completion of the water project is part of the determination of the All Progressives Congress, (APC) government to the people of Zaria, Kaduna State and Nigeria as a whole.

Represented by the National chairman of the ruling APC, Chief John Oyegun, Professor Osinbajo noted that, “Today’s event signify that the APC means business. This was a project the PDP failed to do in sixteen years when they were in power.

“But today, we are here to witness the commissioning of the water project completed by one of our most visionary Governor, Malam Nasir El-Rufai.”

On his part, Kaduna State Governor Malam Nasir El-Rufai, said the project was very important to the people of Zaria and environs, adding that is why he promised during the campaign to complete the project and promise that is being realized today.

The Governor thanked the Former vice president and former Governor of the state Muhammed Namadi Sambo who was present at the commissioning for initiating the project and development partners for their efforts in the project as a whole.

El-Rufai said, the Zaria water project is the beginning of a new phase in water works development and renovation in the state as other water works scattered all across the state will continue to receive the attention of government.

He said the Zaria water works was built in 1939 with an initial capacity of 10m litres and is currently not functioning, pointing out that in 1975, it was upgraded to 50m litres but the operating capacity of both the two could not meet the 140m litres per day need of the people of Zaria and environs.

Speaking at the event, the Emir of Zazzau, Alh Shehu Idris, said the completion of the Zaria water project by the administration of Nasir El-Rufai was a dream come true.

According to him, “It is my dream to see this day becoming a reality. Thank you Mr. Governor for making my dream come true.”

Earlier, the state commissioner for water resources, Alh Suleiman Aliyu Lere, disclosed that the foundation of the Zaria water project was laid by the former governor of the state, Namadi Sambo in 2008 at the cost of N15bn and was later reviewed to N24bn due to other exigencies.

In his own remarks, the former Vice President, Namadi Sambo commended the state governor for completing the project.

He said, he was not surprised because the governor whom he knew 40 years ago is a goal getter, saying that once he sets himself on something, he finishes it.
