Detention Of Unaccompanied Migrant Children, Human Rights Watch Writes Greece

The Human Rights Watch (HRW) has decried the increasing rate at which unaccompanied migrant children are held in unsuitable police cells and detention centers in Greece.

HRW in a letter dated August 2, 2017 issued to Migration Policy Minister Yiannis Mouzalas, quoted the National Center for Social Solidarity, a government body, to have revealed that, as of July 19, 2017, an estimated 117 children were in police custody awaiting transfer to a shelter unlike what was attained in November 2016 where only two unaccompanied children were detained.

According to the letter, “Human Rights Watch raised concerns with your ministry in 2016 about the dire conditions faced by unaccompanied migrant children detained in Greece, in reports published in July and September of that year.

“Our research then found that unaccompanied children were held for weeks and in some cases months in small, overcrowded and unsanitary police station cells.

“In some cases, they were held with unrelated adults even though this increases the risk of abuse and sexual violence and violates international and national law requiring the separation of adults from children in detention. The children did not receive information about their rights or about the process of seeking asylum and many of them experienced psychological distress linked to the conditions in which they were held. While calling on the government to take urgent steps to end this abusive practice, they said, under international law, binding European directives, and Greek national law, detention of unaccompanied children can be used only as a measure of last resort, in exceptional circumstances, and for the shortest appropriate period.

“We urge you to ensure that your ministry and the Greek authorities as a whole take the following steps: Move urgently to ensure that unaccompanied children currently in detention are accommodated elsewhere in facilities suitable for children, by prioritizing efforts to create short-term alternatives to detention, including safe spaces in refugee camps.

“End the practice of automatic detention of unaccompanied children, and make individual assessments of the needs of each child based on their best interest.

“Amend legislation to shorten significantly the maximum amount of time unaccompanied children may be detained in protective custody in exceptional, emergency circumstances, and ensure that children are never detained in excess of the time permitted under law.

“Stop using police stations as de facto detention centers for children urgently improve detention conditions in police-run facilities and ensure that any children in detention have access to interpretation services, information about the purpose of their detention, counseling, legal aid, and educational and recreational materials.

“While ensuring adequate conditions, increase the number of spaces in existing long-term care facilities for unaccompanied children, create new facilities to the level required to ensure placements for all unaccompanied children in the country, and establish a national, government-run foster family system.

“Develop, after consultations with the United Nations and civil society organizations, and publicly announce a national action plan for the transition period and for the following period. This plan should include necessary measures to avoid any disruption or further deterioration of the services and living conditions of unaccompanied children in Greece,” the letter noted.

Human Rights Watch research has documented the arbitrary and prolonged detention of unaccompanied migrant children in police cells and other detention centers, in violation of international and Greek law. Under Greek law, unaccompanied children should be transferred to safe accommodation, but Greece has a chronic shortage of space in suitable facilities.

As Nigeria joined the world to celebrate World Ranger Day on July 31; the Conservator-General of Nigeria National Park Service, Mr. Ibrahim Musa Goni has appreciated the selfless efforts of rangers across the country ensuring the protection of Nigeria’s biodiversity within the National Parks and other protected areas.

The Nigeria National Park Service on Monday, July 31st, held an event to commemorate the World Ranger day at the National Park Service Headquarters, Abuja. Besides the National Park Service’s members of staff, led by the Conservator-General, Mr. Ibrahim Musa Goni; in attendance were the Director General of the Nigeria Conservation Foundation Mr. ‘Niyi Karunwi, represented by Mr. Mohammed Garba Boyi; the Director of Forestry, Federal Ministry of Environment, Mr. Tiyamiyu, S.O, the Director General of National Bio-safety Management Agency (NABMA), Dr. Rufus Egbegba, among others.

The Conservator-General urged Nigerians to show support to Rangers across Nigeria. He also stressed some of the challenges Rangers face in ensuring the protection of Nigeria’s wild resources – both fauna and flora. Mr. Goni further pleaded with relevant organizations and individuals, especially in rural areas to support the cause of Rangers across the country towards conserving Nigeria’s biodiversity.

According to International Ranger Federation, 105 Rangers were killed worldwide in the past year. In Nigeria, it is on record that 28 rangers have died in active service across the country. Meanwhile, Nigeria has 7 National parks: Old Oyo National Park in Oyo State, Okomu National Park in Edo State, Kamuku National Park in Kaduna State, Kainji Lake National Park in Niger and Kwara State, Gashaka Gumti National Park in Taraba and Adamawa State, Cross River National Park in Cross River State, Chad Basin National Park in Borno and Yobe State.

The Conservator-General hailed the supports made by individuals and organization towards the families of Rangers who died in service; he further called on well-meaning Nigerians to join in raising awareness of poaching activities within the National Parks and protected areas across Nigeria.

The first World Ranger Day was observed on July 31st, 2007. Annually, July 31 is celebrated as World Ranger Day, a day to memorialize Rangers killed or injured on the field.  It is also a day to commend the critical work Rangers do to protect the world’s natural and cultural treasures/biodiversity.

In New Video, Boko Haram Reveals Life In Sambisa, Vows To Fight On

The Boko Haram sect has released a new video, vowing to sustain the battle with the country.

In the 29-minute video believed to have been shot in Sambisa forest, the group showed its men going about their normal business.

Some of them were seen in a local bakery, a few on their farmlands, while others engaged in trading activities.

Items such as foodstuff, books, cement, automobile spare parts were displayed in shops.  Armed members of the sect rode on motorcycles, while some were seen operating computers.

This is coming at a time when the Nigerian military had repeatedly said it had degraded Boko Haram territories in Sambisa forest.

Tukur Buratai, the chief of army staff, had said the Nigerian Army Small Arms Championship will hold in Sambisa forest to consolidate the army’s grip on the area.

“We have been in the North East, fighting the Boko Haram terrorists, and you know the significance of the Sambisa forest to them,” Buratai had said.

“It used to be one of their centres; in fact, we suspect that their command and control centre was located there before its eventual capture.”

But an old man who spoke in Kanuri dialect disputed the claim of the military that the group had been defeated. He said the militants have been living well in the forest.

“You can see that we are doing well and living fine. Look at our crops, they are growing well,” he said.

The video showed some fighters in a training session.

One of the trainees, who spoke in Hausa, said, “We are ready to do everything to protect our territory… we won’t allow an inch of our territory to be penetrated by the infidels”.

It is unclear which factions of the groups released the video as Abubakar Shekau and Abu Musab al-Barnawi were not seen.

Recently, a faction led by al-Barnawi released a video of three staff of the University of Maiduguri who were abducted last Tuesday.

Epidemic Scare Hits NYSC Camp In Gombe Northern Nigeria

Gombe (Nigeria) — There is fear and panic among the 2017 Batch ‘A’ Stream II, National Youth Service Corps (NYSC) members currently in Camp in Gombe State over possible outbreak of diseases.
This is because of the poor sanitary condition of the temporary camp at Amada, along Gombe – Bauchi highway.
The Corps members are calling on the state government to intervene before the condition deteriorates beyond salvage point.

According to the Corps Members, who spoke on condition of anonymity three days after the camp was declared open, the camp was not conducive for habitation, due to lack of portable water and other essential sanitary need, as they use pit toilet, which poses threat to their health.
 
Our investigation reveals that the authorities of the National Youth Service Corps (NYSC) have appealed to the state government to speed up work at the alternative temporary orientation camp at Doho in Kwami local government area of the state.
Today, Gombe state is not able to receive the approved 3,500 Corps Members posted to it in each stream, because of the size and condition of the temporary camp, which cannot accommodate more than 1, 500 youth.
When approached, State Coordinator of NYSC, Ibeh Chidube, said, “Because of the condition of our camp, the Corps Members that were supposed to be in Gombe are posted to other states,” he said.
 
Chidube said lack of facilities in the temporary camp, classrooms and offices were converted to Hostels; even as the same classroom is used for male and female clinic ward.
 
He also said they (NYSC) buy water because there is a serious problem of potable water in the camp, as well as poor sanitary condition.
 
“This is a secondary school, whenever there is camp, we dislodge the children and it is not good for the development of education in the state,” he added.
 
Also speaking the Chairman NYSC Governing Council, Daniel Musa, said the state government was working towards providing an alternative orientation camp at Doho Community in Kwami LGA.
 
Chairman, House Committee on Youth Development, Hon. Segun Adekola during an inspection tour to the NYSC camp described it as inhabitable and also expressed concern over low commitment of the state government to Corps members deployed to it.
 
The State was expected to receive 3,500 Corps members, but only 1,664 corps members, comprising of 300 females, were registered as at the time of swearing-in last Friday.
The permanent orientation camp built by immediate past governor of the State, Mohammed Danjuma Goje in Malam Sidi town, was volunteered to the Federal Government by the present Governor Ibrahim Hassan Dankwambo for de-radicalisation of Boko Haram members.
The State Government is yet to build a new one.

3 Policemen Arrested For Looting Former President Jonathan’s House

Barely 24 hours after reports emerged that some policemen standing guard at the Abuja house of former President Goodluck Jonathan, looted the building, arrest has been made..

According to PUNCH, the Police have arrested three policemen for allegedly looting the house located in Gwarimpa..

It was gathered that the policemen would soon face orderly room trial after which they would be dismissed from service for theft.

The policemen guarding the building admitted to selling some items in the house.

The items include expensive furniture, television sets, refrigerators, split air conditioners, bowler hats, designer suits and some Ijaw attire.

“The investigation into the theft is almost concluded and it is certain that the policemen involved in the case would be eased out of the service for gross misconduct. How can they steal what they were meant to protect?” a source stated.

The Federal Capital Police Command, in a statement, said it had commenced investigation into the case.

“The policemen who are supposed to be on guard duty at the house have been detained for questioning.

Investigation to find out what actually happened is currently in progress,” the statement by the police spokesman, Anjuguri Manzah, said.

No National Identification Number, No Nigerian Passport By 2018

From January 1, 2018, anybody without National Identification Number issued by the National Identity Management Commission will not be able to procure Nigerian passport.

The condition applies to both first-time applicants and those renewing their expired document.

The Comptroller-General of the Nigeria Immigration Service, Mr. Mohammed Babandede, disclosed this to State House correspondents after a meeting of database harmonisation committee held inside the Presidential Villa, Abuja on Tuesday.

Babandede said the decision was taken as part of the Federal Government’s efforts to ease the process of doing business in the country.

He said henceforth, there would be no need for individuals to have their biometrics captured by the NIS and NIMC separately.

He said, “The harmonisation of data and requires all of us to act but the biggest problem we are facing is that everybody is deploying his own technology.

“There is a practical commitment to this. We have agreed that from January 1, 2018, anybody who is going to apply for Nigerian Passport, whether renewal or fresh application, must first have a national identity number.

“Why we are doing this is that we want to ease business for Nigeria. There is no need for you to go and have your biometrics captured by NIMC and then you come and capture again with the Nigeria Immigrations.

“Once you give us your NIN, we will collect the biometrics from NIMC and produce your passport. That is the intention to do in all other agencies.”

Babandede said he had directed that have also given directive that permits of foreigners resident in Nigeria should not be renewed without NIN.

To achieve this, the NIS boss said identification numbers and passport numbers would be harmonised.

“All NIMC staff can work in our passport office. So, when you come to get your passport, you can also get the national identity card.

“The NIMC has also allowed immigration staff to work in their offices. So, anybody who is coming to claim Nigerian citizenship, they will help to identify that citizen. That is the cooperation that we have had so far,” he explained.

Babandede said government’s aim was to put in place what he called e-government.

“What government is saying is that when you want to collect any facility from any government agency, you don’t need to look for the document from any other government agency. We should be able to access it, we should be able to know whether you have paid your tax or not.

“If you are coming through the airport and you want to leave Nigeria, we should be able to know that this guy has not paid his tax and you should be able to pay your tax before you depart. We are looking at one e-government and it is possible,” he explained.

North Korea: US Not Seeking Regime Change, Says Rex Tillerson

The US government is not seeking a regime change in North Korea, the secretary of state says, amid tensions over Pyongyang’s weapons programme.

“We’re not your enemy,” Rex Tillerson said, adding that the US wanted a dialogue at some point.

But a Republican senator said President Donald Trump had told him there would be a war with North Korea if its missile programme continued.

Pyongyang claimed its latest missile could hit the US west coast.

The second test of an intercontinental ballistic missile (ICBM) on Friday, celebrated by North Korean leader Kim Jong-un, was the latest to be conducted in defiance of a United Nations ban.

“We’re not your enemy, we’re not your threat but you’re presenting an unacceptable threat to us and we have to respond.”

Analysis: No good options and little time

North Korea’s recent long-range missile tests have deepened concern about the threat Pyongyang poses to the US mainland, and strengthened determination here to prevent any strike. That’s what the president had in mind in his war talk with Senator Lindsey Graham.

The Pentagon has updated military options, but at the same time says a confrontation would be catastrophic. In light of that, Mr Tillerson repeated at length that the US wasn’t seeking regime change and said the goal was dialogue, but one not based on the assumption that North Korea could keep its nuclear weapons.

Pyongyang has categorically refused such terms.

The strategy, said Mr Tillerson, is a sustained campaign of peaceful but intensifying economic pressure to change its mind. But given the advances in ballistic technology demonstrated by the recent ICBM tests, there’s growing doubt that denuclearisation is a realistic possibility.

As always, there are no good options when it comes to North Korea, but less time to pursue them.

President Trump has repeatedly criticised China, which shares a land border with North Korea and is its closest economic ally, for not doing enough to stop Pyongyang’s weapons programme.
However, Mr Tillerson took a more diplomatic approach, saying that “only the North Koreans are to blame for this situation”.
“But,” he added, “we do believe China has a special and unique relationship, because of this significant economic activity, to influence the North Korean regime in ways that no one else can.”

In a separate development, Republican Senator Lindsey Graham said that Mr Trump told him that there would be a military conflict between the two countries if Pyongyang continued with its aim to develop a missile programme with the US in its range.

“There will be a war with North Korea over their missile programme if they continue to try to hit America with an ICBM.

“He [Trump] has told me that, I believe him, and if I were China I would believe him too, and do something about it,” he said in an interview with NBC’s Today programme.

Mr Graham added: “If there’s going to be a war… it will be over there. If thousands die, they’re going to die over there. They’re not going to die here. And he [Trump] has told me that to my face.”

Despite the ongoing tests, most experts believe Pyongyang does not yet have the capability to miniaturise a nuclear warhead, fit it on to a long-range missile, and ensure it is protected until delivery to the target.

They say many of North Korea’s missiles cannot accurately hit targets.

Others, however, believe that at the rate it is going, Pyongyang may overcome these challenges and develop a nuclear weapon within five to 10 years that could strike the US.

Building An Eco-Attitude: Roles Of Nigerian Youths

Nature Conservation is the term used to describe the protection, preservation, management, and care of earth’s invaluable biological diversity. These resources extend beyond fauna and flora, that is, animals and plants, it also includes, soil, forest, rocks, water and even more.

Nature is the reflection of everything on earth; it is the fruit of the millions of years through evolution shared by ecological processes and anthropogenic factors. Over the years, nature has contributed to the well-being of humans. It may be surprising but true, that about 70,000 plant species on earth are used in medicine, according to recent ethnobotanical studies.

The sporadic increase in human population to over 7 billion, and their unsympathetic activities has led to the declined population of different species through several unsustainable activities. Activities like falling of trees – without reforestation, needless bush burning, illegal wildlife hunting and trading, burning of fossil fuel among others. All these put together have affected the atmosphere and further depleted the habitat of biodiversity and nature’s hub.

Nigeria – a once nature-loving nation has in recent times been growing an obnoxious environmental attitude. Even more, we have adapted a large consumption pattern as perceived in our quest to poach and hunt wildlife with no significant regards for posterity. Sometimes, this can be attributed to poverty, illiteracy, public engagement, and unstructured institutional framework resulting to major loss of our forest cover and wet lands which house the largest hub for biodiversity in Nigeria.

It is the duty of government to enhance, maintain and enforce environmental laws and order at all levels, but it is gloomy to note that the implementation and execution have left much to be desired. Fortunately, global calls of most environmental days this year – 2017 is aimed towards environmental literacy, enlightenment, and advocacy with a major focus on the youths.

This year’s World Earth Day celebrated on April 22 was themed around ‘March for Science’ to promote Environmental and Climate Literacy. World Wildlife Day marked on March 3 was themed ‘Listen to the young voices’. World Environmental Day celebrated June 5 was with the theme ‘Connecting people to nature’. These show the attachment we – youths – are building towards being nature-friendly; not only on social media platforms but into practical around us.

In the coming years, this new eco- attitude we are building is expected to yield more positive results and eventually help us adopt a sustainable lifestyle. A lifestyle where we respect the reality, that our individual actions as harmless as they seem could have a global upshot. A lifestyle that we can hand-over to those coming behind us with pride.

We must always bear in mind that we are all part of a web of life when one individual disappears others are at risk of disappearing as a result.

Let’s join hands to foster an environment that gives all but asks for care.
