Kaduna (Nigeria) — Nigeria’s Minister of State for Petroleum Affairs, Ibe Kachikwu has accused the Group Managing Director of Nigerian National Petroleum Corporation NNPC ,Maikanti Baru of indiscriminate awarding of contracts without due process.

In a memo to President Muhammadu Buhari, dated August 30, 2017, which was leaked to the Press, Kachikwu said, “The legal and procedural requirement is that all contracts above $20 million would need to be reviewed and approved by the Board of the NNPC. Mr. President, in over one year of Baru’s tenure, no contract has been run through the Board. This is despite my diplomatic encouragement to Baru to do so, to avoid wrongfully painting you as a President who does not allow due process to thrive in the NNPC.

“Given the history of malpractices and the public perception of the NNPC, as having a history of non-transparency, the NNPC Tenders Board (NTB) cannot be the final clearance authority for contracts it enters into.

“The NTB, which is a collection of level NNPC executives and COOs, with the GMD as chairman cannot continue to be the final approval authority for multimillion dollar contracts and transactions involving NNPC to the exclusion of the Board.

“Board members have singularly and collectively raised these issues to no avail.
“The following major contracts were never reviewed by or discussed with me, or the Board of NNPC:
“The Crude Term Contracts – value at over $10b
“The DSDP contracts – value over $5b
“The AKK pipeline contract – value approximately $3b

“Various financing allocation funding contracts with the NOCs – value over $3bn

“Various NPDC production service contracts – value at over $3bn – $4bn

“There are many more Your Excellency. In most of these activities, the explanation of the GMD is that you are the Minister of Petroleum and your approvals were obtained. However, the correct governance should be that the Minister of State and the Board review the transaction and give their concurrence prior to presentation to you.

“As in many cases of things that happen in NNPC these days, I learn of transactions only through publications in the media. The question is, why is it that other parastatals which I supervise as Minister of State or Chair of their Boards are able to go through these contractual and mandatory governance processes and yet NNPC is exempt from these?

“I know that this bravado management style runs contrary to the cleansing operations you engaged me to carry out at the inception of your administration. This is also not in consonance with your own renowned standards of integrity.”

Kachikwu equally accused Baru of  insubordination when he told Buhari: “I would have wanted to come personally after receiving you at the airport to felicitate with you and discuss matters herein contained, however, I have been unable to secure an appointment to see you despite very many attempts.

“Mr. President, yesterday like many other Nigerians, I resumed work confronted by many publications of massive changes within the NNPC. Like the previous reorganisations and reposting done since Dr. Baru resumed as GMD. I was never given the opportunity before the announcements to discuss these appointments. This is so despite being Minister of State Petroleum and Chairman NNPC Board.

“The Board of NNPC which you appointed and, which has met every month since its inauguration and, which by the statutes of NNPC is meant to review these planned appointments and postings, was never briefed. Members of the Board learnt of these appointments from the pages of social media and the press release of NNPC.

“I only need to add that previous attempts to rush through these appointments through non-governance backdoor and present same to the Acting President were met with a request that this be discussed with me. This was never done.

“Indeed in anticipation of vacancies that would arise from retiring senior executives of NNPC, I wrote the GMD a letter requesting that we both have prior review of the proposed appointments. This was to enable me present same to the Board

“I wrote to the GMD given previous happenstance of this nature. In addition, thereafter, I called the GMD to a private meeting where I discussed these issues, Needless to say that, not only did he not give my letter the courtesy of reply, he proceeded to announce the appointments without consultation or Board concurrence.

“Mr. President, please note that there is a Board Services Committee whose function is to review potential appointments and terminations of Senior Staff prior to implementation. This committee was also not consulted.”

The minister added his  prayers to Buhari thus : “My prayers most humbly and respectively are:

“That we save NNPC and the oil industry from collapse arising from the above non-transparent practices and empower the Board you inaugurated to do the needful.

“That you save the office of the Minister of State from further humiliation and disrespect by compelling all parastatals to submit to oversight regulatory mandate and proper supervision which I am supposed to manage on your behalf.

“You kindly instruct the GMD to effectively leave NNPC to run as a proper institution and report out along due process lines to the Board and that your Excellency instructs that all reviews be done with the Minister of State prior to your decision.

“That to set the right examples, you approve that the recently announced reorganization changes be suspended until the GMD, myself and the Board have made relevant input to same. This will send a clear signal of process and transparency.

“That Your Excellency encourages joint presentation meetings between heads of parastatals and the Minister of State to you, so as to encourage a culture of working together and implant discipline in the hierarchy.

“These in my view, Mr. President, will provide you balanced analysis on issues and avoid exposing the exalted office of Mr. President to ridicule. It will also reduce nonproductive, unsubstantiated rumour peddling.”

The girlfriend of Las Vegas gunman Stephen Paddock has arrived in the United States, where she is due to be questioned by police.

Marilou Danley, who was in the Philippines, was met by federal agents when she landed in Los Angeles on Tuesday night.

Reports said Paddock transferred $100,000 (£75,400) to her in the Philippines before Sunday’s shooting.

He killed 58 concertgoers and injured more than 500 in Las Vegas.

From his 32nd floor suite at the Mandalay Bay Hotel, the retired accountant – who had no criminal record – sprayed bullets into a crowd at a country music festival below, before apparently killing himself.

Police officials quoted by the Reuters news agency said they hoped Ms Danley – an Australian citizen who moved to the US 20 years ago – would consent to be interviewed voluntarily.

Is Marilou Danley a suspect?

US authorities have named Ms Danley a “person of interest” in their investigation, , and said they made contact with her shortly after the shooting.

She had been in the Philippines since late September, local media reported.

Her sisters told Australian outlet 7News that Ms Danley had not known about the trip until Paddock told her he had bought her a ticket to the Philippines. “She was sent away… so that she will not be there to interfere with what he’s planning,” they said.

Paddock checked into the Mandalay Bay Hotel on 28 September, reportedly using some of Ms Danley’s identity documents.

The Philippines’ National Bureau of Investigation told AFP news agency it was investigating reports that Paddock sent $100,000 to Ms Danley in the Philippines days before the shooting.

Ms Danley’s sisters also told 7News that she had been wired that amount in the Philippines.

An unnamed US official told Reuters news agency that investigators were assuming the amount was intended as a form of life insurance.

What kind of relationship did the pair have?

Eric Paddock, the youngest brother of Stephen Paddock, told the New York Times that his brother loved and doted on Ms Danley.

“She was probably one of the only people I’ve ever seen that he’d go out of his way to do a little thing for,” he said.

But the pair are also said to have had a turbulent relationship, according to other reports. The Los Angeles Times has spoken to people who witnessed Paddock verbally abusing Ms Danley at a coffee shop in Mesquite, Nevada.

What is the latest in the investigation?

Police say Paddock set up a number of cameras in and around his hotel suite.

Two cameras in the hallway and one in the peephole allowed him to see if “law enforcement or security” were approaching, they said.

Although the authorities are still unable to explain why a 64-year-old gambler and retired accountant should want to carry out a mass shooting by hauling such a vast arsenal of weapons to the hotel, they do know there was a high degree of planning.

Clark County Sheriff Joseph Lombardo told reporters: “It was pre-planned extensively and I’m pretty sure he evaluated everything he did in his actions.”

Undersheriff Kevin McMahill suggested the attack may have stopped when Paddock was disturbed, shooting a security guard.

President Trump is in no doubt. He described Paddock as “a sick man, a demented man”.

Aside from the 23 guns found in the two-room hotel suite, Sheriff Lombardo said there were 10 suitcases.

Thousands were enjoying a performance by singer Jason Aldean when the first of several bursts of automatic gunfire rang out, starting at 22:08 local time (05:08 GMT on Monday).

Hundreds of shots were fired over the course of nine minutes, according to police.

Concert-goers scrambled for cover, flattening themselves against the ground, rushing for the exits or helping others to escape as Paddock sprayed the site from his high vantage point.

It is thought he moved between two windows in his suite as he carried out the attack.

A specialised Swat police team later stormed the suite to find Paddock shot dead.

Nigerian Nurses Decry Absence Of Human, Material Resources

Gombe (Nigeria) – Acting National Chairman, Nigeria Ophthalmic Nurses Association (NONA), Mr Stephen Lamiya, has decried the state of health facilities in the country, including training institutions for health professional, especially nursing, saying they are lacking both human and material recourses, as compared to the world standard.

Lamiya, said this in Gombe, northeast Nigeria at the opening of 31st NONA’s annual National Scientific Conference, Free Eye Care service outreach and Delegate Conference, tagged, “Vision 2020, The Journey So Far”, adding that Nigeria has less than 2,000 ophthalmic Nurses, which is grossly inadequate, considering the nation’s population.

He called on government at the states and federal level to improve on the standard of training for ophthalmic nurses and training more nurses in other specialists group to tackle the challenges of providing standard eye health services.

Lamiya, expressed the displeasure of the association on deployment of ophthalmic nurses to areas outside their field of speciality, asking “the authorities concerned to refrain from this ignoble act that can destroy the zeal of specialisation in nursing”.

Presenting the keynote address, Musa Goyol said about 285 million people around the world suffer from vision impairment, 39 million of this population are completely blind and the remaining have some degree of vision impairment from moderate to severe.

He said that the causes of blindness in Nigeria according to 2007 National Blindness Survey, cataract 45.3%, Glaucoma 16.7%, Corneal scarring from all causes 7.9% and uncorrected refractive errors 57.1%.

“It is estimated that 1,130,000 individuals aged 40 years are currently blind in Nigeria, and the prevalence of blindness in people of all ages was estimated to be 0.78%. The North West geo-politica lzone (GPZ) has the largest number of blind adults (28.6%) while South West has 2.8%.

“84% of blindness is due to avoidable causes, cataract stands out as the first priority amongst the major causes of blindness, with an estimated present backlog of 16-20 million unoperated cases. The number of cataract operations/million population/per year is a useful measure of the delivery of eye care in different settings; this demonstrates great differences, as follows,” Goyal said.

He made the declaration in Kaduna, northwest Nigeria at the Tangwat Youth Association public lecture on the theme “Justice and Peace a Panacea for Youth Development in Southern Kaduna.”

The Chief of Ardo of Bajju Chiefdom in Zangon Kataf local government area of Kaduna State, Abdullahi Avong had in a cross cultural festival organized by Search for Common Ground in the area, called on all Fulani who left the area during the crisis to return to the area, assuring that peace has since return to the region.

Hayab noted, “lt is true that there was crisis between farmers and Fulani herdsmen, resulting in the lost of lives and property, but the truth must be told of what happened and the picture of the area presently for the world to know.

“There was crises in Southern Kaduna, where both farmers and Fulanis were affected, nobody chase anybody away. Go to Southern Kaduna today, from Kachia, Kwoi, Zonkwa, Gidan Waya and many other communities, there are Fulani cattle rearers, rearing their Cows in a peaceful atmosphere, without anybody pointing accusing finger to the other.

“When they said that the Fulani in Southern Kaduna have been chased, that is not true. That is the kind of propaganda when people hear they assume there are no Fulani in the area. I can personally take you round to show you as many Fulani communities you want to see presently living happily in Southern Kaduna.”

He disclosed that after the crises, there are issues in some part of Southern Kaduna between Fulani herdsmen and farmers, stressing that measures were been put in place to engage them in dialogue for better understanding among themselves.

“What is leading to these kind of destruction of both lives and property, ruining of farmlands amongst others issues that need to be addressed but we shouldn’t exaggerate the story that there is no Fulani man in Southern Kaduna that is not true.

“There are Fulanis in Southern Kaduna and they the Fulanis know what am saying is the truth. We are together with them and we’ll continue to build our relationship with them and correcting where there are errors.

“Southern Kaduna has history, we have foundation that was laid to make us who we are, failure to know who we are is the reason why today everybody will stand up and say anything he want he want to say that has no base.

“We have to understand where we came from and appreciate where we are today and then anybody dealing with us if he doesn’t understand our history will always be judging us wrongly. If they understand our history they will appreciate the angle we’re coming from.

“If we must tell ourselves the truth, how did a Southern Kaduna man got education? Education was not given to Southern Kaduna by a government arrangement but through the missionary, and that the area holds unto till date. When  Southern Kaduna man expresses himself, it is not on rumor or unnecessary story, it is base on facts and figures.

“Southern Kaduna greatest asset is education and the greatest problem that could be used against its people is education, ” Hayab explained.

Zimbabwe’s Vice-President Phelekezela Mphoko has publicly reprimanded the country’s other Vice-President, Emmerson Mnangagwa, accusing him of trying to “destabilise” the country.

It follows Mr Mnangagwa’s claim that he was poisoned.

The governing Zanu-PF has been battling to contain tensions within the party between rival groups wanting to succeed President Robert Mugabe, 93.

Mr Mnangagwa and First Lady Grace Mugabe are seen as the frontrunners.

The BBC’s Shingai Nyoka in Harare says it is an extraordinary criticism of one vice-president by another, and a sign that tensions are becoming difficult to hide.

In a press statement, Mr Mphoko accused his counterpart of lying about being poisoned in August.

Mr Mnangagwa fell ill in August at a political rally led by President Mugabe and had to be airlifted to South Africa.

Over the weekend, Mr Mnangagwa said someone had tried to poison his food. His supporters suggested it was a rival group within Zanu-PF was responsible.

Vice-President Mphoko says doctors had confirmed to the president that stale food and not poison was to blame.

He said the latest claims show an agenda to “undermine the authority” of the president and fuel tensions within the party.

Kaduna (Nigeria) — Some members of All Progressive Congress (APC) in Kaduna State, northern Nigeria, known as Kaduna Restoration Group, have petition President Muhammadu Buhari to investigate the diversion of local government funds by Governor Nasir El-Rufai, amounting to N2,384,286,682.35 for 25,103 local government staff.

In a letter signed by chairman of the group, Ahmed Tijjani Ramalan, the group also alleged that several workers in Kaduna state have not been paid their salaries, while others are faced with illegal deductions.

The letter addressed to the President dated 26th September, 2017 titled: “Petition Against The Governor Of Kaduna State Malam Nasiru Ahmad El-Rufai For Diverting Local Government Council Funds, Subjecting 25,103 Local Government Area Staff To Hardship, Failure To Make Use Of The Bail Out And Two Trenches Of Paris Club Refunds Availed Him By The Federal Government To Settle Staff Salaries Thereby Sabotaging Efforts Of The Federal Government.”

Part of the letter reads, “This is a petition against the governor of Kaduna State, Malam Nasiru Ahmad El-rufa’i brought by the Kaduna Restoration Group (KRG), a collection of concerned citizens, comprising bonafide members of the All Progressives Congress (APC), members of other political parties in alliance and non-partisans with like minds, cutting across the local government areas of Kaduna State, with the mission to among other things promote and seek transparency and good governance in the management of public affairs by those in government in consonance with universally acceptable norms.

“The petition is predicated on the fact that by installment the governor earlier deducted the sum amounting to N2,384,286,682.35 from the Local Government Council (LGC) monthly Grants received from the federation account for the period between June, 2015 to June 2016 standing as salaries of 25,103 total number staff and kept in abeyance with the Kaduna State Accountant General pending outcome of the several verification exercises conducted by the State Government.”

The group urged Buhari to use his presidential powers and instruct the anti-graft agencies to investigate their claims.

“As at the date of this letter, it is fifteen (15) months the last of such verification exercises was concluded with the affected staff cleared as genuine and up to date teachers and officers of the respective local government areas of the State and the governor is continuously failing to either pay them their entitlements or refund to the local government their accumulated backlog.

“The Kaduna Restoration Group is aware of the bailout and particularly the two tranches of the Paris Club refunds availed the state governor by the federal government to settle down the staff salaries and he is still indebted with no assurance as to fate that befalls these monies and no time is on sight as to when he may pay the outstanding backlog and by his action or inaction the governor is sabotaging the efforts of the federal government.

“Like other concerned citizens in Kaduna state, the Kaduna Restoration Group becomes more suspicious on the issue when the governor suddenly stated in a live Hausa Media chat on 31st August, 2017 that only 142 staff from all local government areas of the state have outstanding salary arrears for only two (2) to three (3) months to be paid by his government.

Officers also found ammonium nitrate in Paddock’s car. The chemical compound used in fertilisers can be a component of bombs such as that deployed in the 1995 Oklahoma City attack.

David Famiglietti of the New Frontier Armory told the BBC that Paddock had purchased firearms at his store in North Las Vegas in the spring of this year, meeting all state and federal requirements, including an FBI background check.

However, the shotgun and rifle Paddock bought would not have been “capable of what we’ve seen and heard in the video without modification”, Mr Famiglietti said.

The fast shooting rate audible in recordings of Sunday night’s attack indicates that Paddock may have modified his guns with legal accessories to make them fire at speeds approaching those of automatic weapons.

Despite the large cache of weapons found in the killer’s home, his brother, Eric, is struggling to accept that he acted in this way. He said he was “in shock, horrified, completely dumbfounded”.

So-called Islamic State claimed on Monday to be behind the attack, saying Paddock had converted to Islam some months ago. But the group provided no evidence for this and has made unsubstantiated claims in the past.

The FBI said it had found “no connection to an international terrorist organisation”.

First global pledge to end cholera by 2030

Health officials from around the world are meeting in France to commit to preventing 90% of cholera deaths by 2030.

The disease, which is spread through contaminated water, kills about 100,000 people every year.

It is the first time governments, the World Health Organization, aid agencies and donors have made such a pledge.

It comes as Yemen continues to fight one of the worst cholera outbreaks on record.

Cholera has been spreading in the war-torn country due to deteriorating hygiene and sanitation conditions and disruptions to the water supply.

More than 770,000 people have been infected with the disease, which is easily treatable with the right medical equipment, and 2,000 have died. Many of the victims are children.

These huge outbreaks tend to grab the headlines, but there are also frequent outbreaks in so-called cholera “hotspots”.

Disease of the poor

Cholera is an acute diarrhoeal infection caused by ingestion of food or water contaminated with the bacterium Vibrio cholera.

It can spread quickly and widely in cramped, dirty conditions.

The infection is cheap to treat with rehydration salts, and easy to avoid altogether if people have access to clean water and decent toilet facilities.

But about two billion people globally lack access to clean water and are potentially at risk of cholera, according to the World Health Organization.

The UN health agency says weak health systems, and outbreaks not being detected early enough also contribute to the rapid spread of outbreaks.

Dr Dominique Legros, who heads up the WHO’s cholera programme, told the BBC: “We can’t keep seeing these huge outbreaks every year.

“We have the tools at hand to prevent them, so let’s use them.

“If you provide water and sanitation, it’s enough to stop the transmission of cholera.

“We’ve seen that today in countries like Senegal, where we have been able to stop transmission.”

Cholera is a disease of the poor, and building basic infrastructure for communities costs money.

However, there is no expectation of any major pledges of cash at Tuesday’s meeting.

‘Badge of shame’

The charity Wateraid estimates it would cost $40 (£30) per person to provide water, sanitation and hygiene.

Its chief executive, Tim Wainwright, says that is “surprisingly affordable”.

“Looking around the world, the map of cholera outbreaks is essentially the same as a map of poverty and marginalisation.

“The fact that this preventable disease still sickens 2.9 million people every year and kills 95,000 people is a global badge of shame.”

The oral cholera vaccine is another important part of the fight against this enduring disease.

It only offers protection for up to 3 years. But in situations where outbreaks are highly likely, it can save thousands of lives.

Some 900,000 doses of the vaccine are currently being sent to refugee camps in Bangladesh where almost half a million Rohingya Muslim refugees are gathering in squalid conditions after fleeing violence in neighbouring Myanmar, also known as Burma.

“The vaccine alone doesn’t solve the problem, the water and sanitation is a more long-term solution,” said Dr Seth Berkley, chief executive of the Global Alliance for Vaccines and Immunisations.

“In the interim, we need to work to ensure we are doing both.”

Northern Europe and the US managed to eliminate cholera 150 years ago.

Tuesday’s pledge aims to, finally, achieve that goal for some of the world’s poorest people.
