Nigeria: Disengaging 21,780 Teachers In Kaduna State Against Natural Jistice, Rule Of Law — Group

Kaduna (Nigeria) – A group known as Maina Zazzau Communication Committee in Kaduna State, northwest Nigeria has said that the recent threat to disengage 21,780 public primary school teachers in the State under the guise of education sector reforms is a huge setback to the rule of law and natural justice.

A statement issued by the Secretary of the committee, Ibrahim Adamu Zango to newsmen in Kaduna on Tuesday said “Coming during a deep recession and a period characterized by high rate of unemployment , especially among the youth, it is also capable to trigger off total breakdown of law and order as well as the onset of chaos. It is an act completely bereft of humility and the milk of human kindness, no matter the good intentions that may have informed it.

“Already, mass protests against the move to sack the teachers and recruit 25,000 new ones led by the Nigeria Labour Congress (NLC), the Trade Union Congress (TUC) and the National Union of Local Government Employees (NULGE) on 8th November 2017 led to vandalizing the Lugard Hall, premises of the Kaduna State House of Assembly and an attack on some legislators. Similarly, the forced closure of some public primary schools in Kaduna metropolis has caused a massive disruption of the already fragile system and endangered innocent and vulnerable pupils.

“As an indication that the worst is yet to come, the Nigeria Union of Teachers (NUT) has issued a warning to embark on an indefinite strike action beginning on November 23, 2017 and has also reportedly mobilized pupils and secondary school students to block some major highways. There are also reports of plans to use hoodlums to burn down public primary schools across the 23 local government area councils in Kaduna State.

“There is no doubt that the educational system nationwide is on the verge of failing completely. The poor performance of candidates at the WAEC/NECO examinations in recent years is the clearest indicator that all is far from well. Higher up, the abysmal quality of recent university graduates speaks volumes on the rot in the education sector at all levels. Assessment tests recently carried out by several state governments notably Kano, Kaduna and Sokoto undoubtedly showed that teacher quality in public schools is at its lowest.”

According to the statement ,the teachers have rights as citizens of Kaduna State and bona fide employees of the state government , were duly employed under terms and conditions of service ,but none of which was adhered to in coming to the decision to unceremoniously relieve them of their appointments.

“Whereas, Kano and Sokoto state governments have fashioned remedial programmes to train and re-train under-qualified teachers, governor Nasir el-Rufai has chosen the most draconian and ultimately destructive solution,” the committee lamented.

The committee therefore called on the government to tow the path of sanity, sobriety and pragmatism as the other states have done, stressing, “Teachers purported to have failed the examinations and slated for termination should be given a grace period of between six and 12 months to go back to relevant institutions and update their knowledge and skills. Those who do not make the requisite qualifications may then be dismissed but they must be paid all entitlements specified in their terms of service.

“The effort to make public schools better must not stop there. We know that till date, pupils in 50% of public schools in the state sit on the floor due to absence of furniture. Most of the 4,250 public primary schools have no doors, roofs, and windows.

“There are also no water and toilet facilities. Some of the schools are heavily over-populated with more than the required number of pupils . All these are fundamental problems that militate against good education for the teeming masses. They need to be tackled urgently if the government is really serious about reforming the system.”the statement concludes.

By Joseph Edegbo

Kaduna (Nigeria) - The Nigerian Army has mounted security surveillance and clampdown of suspected members of the Indigenous People Of Biafra (IPOB), ahead of President Muhammadu Buhari’s visit to the South-East region.
Reports say this might not be unconnected with the Anambra State office of the Independent National Electoral Commission (INEC), which was thrown into pandemonium, on Monday, following an alleged discovery of a substance suspected to be a bomb.
It was reportedly gathered that three members of IPOB were arrested in Abia State, for sharing leaflets with the inscription ‘No Election In Anambra.
Buhari is expected to be in the South-East on Tuesday for a 2-day working tour of Ebonyi and Anambra States.
The arrested suspects are Chidiebere Nwaona, 35; Nwagbougwu Okeke, 55; and John Nwaogazi, 50.

The IPOB members had threatened voters with death, if they cast votes, adding that they would disrupt the forthcoming Governorship election in Anambra State, holding on November 18.

"In videos of the march that went viral on social media, they had said: “If you vote, you will die. Do not go out, stay in your house. If you vote on November 18, you will die. There will be no election. We will not participate.”

However, the Army said on Monday, that the three suspected IPOB members were apprehended for allegedly sharing of leaflets and flyers discouraging the residents from the Saturday election.

The Deputy Director, Army Public Relations, and Spokesman for 82 Division, Col. Sagir Musa, confirmed the arrest.

He said, “Preliminary investigation revealed that the suspects are aged 35, 55, and 50. The suspects, leaflets and flyers have been handed over to the Abia State Command of the DSS.”

The Army also said a Cleric, Michael Onyeka, the Pastor of Victorious Peoples Assembly, Aba Parish, who was kidnapped last week Friday, had been rescued by troops.

“Following the kidnap of Onyeka, on Friday, a tip-off was received from a good samaritan indicating the possible location where he was held. A patrol team of 144 Battalion of 14 Brigade combed the bushes of Ngboko general area on Sunday, and Onyeka was successfully rescued.

“No arrest was made, as the culprits ran away before the arrival of the troops. Efforts are being made to apprehend the suspects", the Army assured.

Abuja (Nigeria) — Nigerian Government has been tasked on the need to fully support any State that considers introducing anti-grazing law.

A member of the House of Representatives from Benue State, north central part of the country ,Adamu Ochepo Antonu gave the advice while speaking with  newsmen in  Abuja.

Mr. Antonu stated that the only solution to the perennial problems of farmers and Fulani Herdsmen in the country was to ensure that the anti grazing law be enforced to  the later and with the backing of the federal government.

He noted that the recurrent crashes between the two parties have been prolonged as a result of the  non-chalant attitude of the Federal Government towards addressing the issue.
According to the Lawmaker, there had never been a time whereby herdsmen were arrested as a result of killings that were prosecuted in any law court for the offence committed.

“The killer-herdsmen, if you are lucky to fraternize with any of them will tell you that their brother is in power, so nobody can do anything to them. And the federal government has actually demonstrated this by their non-challant attitude towards issues relating to these killer herdsmen and their activities.

Antonu lamented how his community in Agatu local government Area of  Benue state suffered a lot of casualties in the hands of the Fulani herdsmen saying that Governor Samuel Ortom administration has done well by introducing anti-grazing abuse.

“We have always been advocating the introduction of ranches all over Nigeria as the lasting solution to this perennial problem of farmers and Fulani herdsmen clashes.
To God be the glory, the anti grazing law is already in force in Benue state, so it is a very commendable effort by Governor Ortom’s administration”

“Introduction of ranch for herdsmen is the only lasting solution to this problem and anybody that wants to go into grazing should go and acquire land for ranch. We have suffered a lot of casualties and we can no longer condone such experience again”

Giving an insight into the attack meted on the people of his community, the Law maker explained that the indigenous Fulani usually invite external Fulani as machinery to come and fight for them each time they have issue with farmers, saying that government has not done anything that will bring lasting solution to the problem.

“These external Fulanis are machinery in disguise and not herdsmen as people thought, the rest herdsmen are the so called herdsmen. They are the ones that go to invite their brothers to come and help them fight” he said.

Nigeria: Gombe Elders Condemn Goje’s Alleged Attack On Gov Dankwambo

Gombe (Nigeria) — Gombe Elders Forum in northeast Nigeria, has condemned what it described as “undeserved attack on the State Governor, Ibrahim Hassan Dankwambo and his wife, by his immediate predecessor, Senator Danjuma Goje.

At a news conference on Monday, Spokesman for the Forum, Ambassador Abulmumini Abubakar (AIG rtd) said, the elders equally condemned the choice of venue and timing of the alleged attack and commended Dankwambo for the matured manner he handled the situation.

“First and foremost, we would like to tender our unreserved apology to the wife of the President and her husband, President Muhammadu Buhari for this unfortunate embarrassment she encountered during her condolence visit to Gombe State, ” the group said.

‘The Spokesman said it has become necessary to refute “the tissues of lies dished out to the public by Goje, because there is every tendency for people to believe in such lies,” Abubakar said.

Abubakar accused Goje of choosing the moment of the First Lady’s visit to “castigate and ridicule the governor in order to enhance their political ego.”

The group denied the claim by Goje that his late wife facilitated the emergence of Dankwambo as governor in 2011.

“We find it distasteful to hear that late Hajiya Yalwa approved Dankwambo’s candidature before he became governor in 2011. We all know how Governor Dankwambo fought gallantly for his primary and went through all electoral processes to win in 2011,”the group said.

Abubakar equally described Goje as a person who has betrayals running in his blood, having allegedly betrayed all those that assisted him and brought him to political limelight.

The group urged President Buhari to shun what they described as “political clouts, mischief makers, political job seekers and enemies of Dankwambo’s development strides” who are hell bent on tarnishing his reputation by soiling the cordial relationship existing between the Gombe State government and the Federal Government.

AFRICA PRIME NEWS reports that Danjuma Goje was said to have accused Dankwambo of betraying him since becoming governor in 2011.

He made the accusation when wife of Nigerian President, Aisha Buhari, paid him a condolence visit in Gombe.

While expressing gratitude to the First Lady for bringing Dankwambo to his residence, Goje was also quoted as saying  that since becoming governor, Dankwambo had failed to visit his residence even while the late Yalwa was sick.

“He used to be part of this household. My wife was his godmother. For seven months she was sick, he didn’t come. He only called after she passed on. Since we inaugurated him from Pantami he didn’t visit this house.

“I have had series of misfortunes, ill-health, with even a death recorded, but he has not seen it fit to identify with me and my family. He didn’t even call to sympathize with us,” Goje conclude.

Kaduna (Nigeria) — As Nigeria joins the rest of the world to mark the 2017 International Orphans Day, founder of a Non – governmental organisation in Nigeria, ”Foundation for the Protection of Women and Children” Ramatu Tijjani has called for peace and stability in Africa as a panacea to orphans .

She also tasks parents to adopt children in other to reduce the large number of orphans on the continent.

Speaking with newsmen in Kaduna, north west  Nigeria, Ramatu said, African Union, United Nations, and all Humanitarian organisations, peace mediators, Religious organisations, Traditional leaders, civil societies and youth organisations across the continent should  join hands together in tackling all forms of insecurity challenges bordering peace and stability in the region.

These challenges include terrorism, tribal War, ethno-religious and political clashes, farmers and herdsmen conflicts which she noted were contributing in turning more women to widows and children becoming orphans.

Ramatu said the world is full of orphaned children, but there are millions more at risk of becoming orphans in the future and majority of the world’s orphans live in poor communities, where lack of opportunities creates instability, war, disease and family breakdown .

The Activist noted that throughout the world, the orphan crisis affects children in  many ways that have a direct physical impact on their lives, while  the medical challenges facing children who have been orphaned could be  malnutrition, parasitic infections, and HIV/AIDS.

“Additionally, children who fall outside the advocacy of a family are often also negatively impacted in regards to medical care. In many cases, medical resources are outside their reach. Children who have experienced early attachment injuries may also experience developmental delays, struggle with a failure to thrive, and/or experience attachment challenges.

“The gift of receiving the love and nurture best provided through secure family attachments is the best way to bring healing and restore the child’s physical, mental, and emotional health,” she said.

According to her, majority of African orphanages, especially in Sub-saharan Africa  appear to be funded by donors, volunteer individuals, Groups, rather than by domestic governments.

Ramatu called on philanthropists, corporate bodies ,governments, NGOs  and Civil society organisations as well as volunteer groups to also remember celebrating the World International Orphans Day with Internally displaced children IDPs kids, or the destitute children, so as to show them love and care.

She suggested many ways of identifying with orphans such as donating delicious food, toys, clothes educational materials, assurance of legal support, tips for life and health skills, visit orphanage homes and deliver an Inspiring speech, spending quality time and apprenticeship materials to make them skilled.

Others are, coding for orphans, language development programme, take care of Orphanages/ shelter houses, encouraging sponsors to focus on underprivileged children and to encourage orphans’ adoption to reduce stigmatisation.

Returning PDP To Power In Nigeria Amounts To Double Tragedy — Lai Mohammed

Nigeria’s Minister of Information and Culture, Lai Mohammed

By Joseph Edegbo

Kaduna (Nigeria) — Nigeria’s Minister of Information Lai Mohammed has said  it will be a tragedy if the PDP is ever allowed to come back to power.

The Minister who stated this while addressing a news conference in Lagos on Sunday said the present Administration has been working round the clock since assumption of office to take Nigeria out of the “hell hole” where it was dumped by the PDP.

Lai Mohammed dwelt on the progress recorded so far by APC Administration in the fight against corruption, insecurity and revamping of the economy and that Nigerians commonwealth was looted with impunity by the same people who now wanted to come back.

This aspiration, the Minister said, would not just be a tragedy, but a double one, if Nigerians ever allowed these same people to preside over their commonwealth.

According to Lai Mohammed, “Where do we start? Do we want a Diezani back as Petroleum Minister, after the recovery of at least 43 million dollars and 56 houses from this one person?

“Do we want the 2.9 billion dollars – that’s about one-eighth of the 2018 Budget – that has been successfully traced and recovered from looters by the EFCC since the inauguration of the present administration, to be re-looted? What about the 151 million dollars and N8 billion in looted funds that have been recovered from just three sources as a direct result of the introduction of the whistle-blower policy? Do we want them to be re-looted?

“What about the persistent under-remittance of operating surpluses by State Owned Entities? Under the PDP, JAMB only remitted an aggregate of 51 million Naira. In September 2017, the same JAMB announced it is ready to remit 7.8 billion Naira back to the Government. Do we want JAMB to go back to remitting 51 million Naira?”, he asked.

The minister said with the elimination of thousands of ghost workers, the Administration has saved 120 billion Naira among others.

Nigerians, he added. must also never forget the alleged diversion of 2.1 billion dollars earmarked for arms purchase by officials of the immediate-past administration.

On the  recently allegation that the government was planning to arrest 50 of PDP members for alleged corruption, the Minister said the guilty are afraid, saying that let those who have plundered the treasury face the music, if they must.

Lai Mohammed, who spoke of the commitment of APC administration to succeed, said is a mark of the contempt in which the PDP holds Nigerians that the party is even talking of returning to power, even when the rot it left behind is yet to be totally cleared.

“Never again must Nigeria be bedeviled by a rapacious, impunity-prone and plunderous party, like the PDP,” he declared.

Odinkalu: Magu Lied! Ikoyi Whistleblower Has Been Detained By Three Agencies

0
Acting EFCC Boss, Ibrahim Magu

Chidi Odinkalu, human rights lawyer, has dismissed the claim of Ibrahim Magu, acting chairman of the Economic and Financial Crimes Commission (EFCC), that the man who gave the anti-graft agency information about the monies stashed in an apartment at Ikoyi, Lagos, is now a millionaire.

Magu said this on Thursday while speaking at a programme in Vienna, Austria.

“We are currently working on the young man because this is just a man who has not seen one million naira of his own before,” he had said.

“So, he is under counselling on how to make good use of the money and also the security implication.

“We don’t want anything bad to happen to him after taking delivery of his entitlement. He is a national pride.”

Under the whistleblower policy, the individual who gives information is entitled to between 2.5 percent and 5 percent of the recovered loot.

But reacting to Magu’s claim on Friday, Odinkalu said the unidentified individual had been detained in three different places.

The lawyer said the whistleblower’s life could be in danger.

“The claim by @officialEFCC chair, Magu that Ikoyi Billions #Whistleblower “is now a millionaire” is verifiably false,” he wrote on Twitter.

“It’s also false that @officialEFCC has bn working with Ikoyi Whistleblower. Instead, he’s suffered serial detention in 3 difft institutions.

“I know the Ikoyi Billions Whistleblower &  can confirm that he’s been despicably treated; his life cld be n danger.”

Wilson Uwujaren, spokesman of the commission, who issued the statement where Magu made the claim, could not be reached for comments as he neither answered his calls nor responded to a text message sent to his telephone line.

Nigeria Police Rated ‘Worst’ In The World — The Cable

Nigerian Police

By Oluwatoyin Bayagbon

Nigeria Police Force (NPF) is the worst in the world, according to the 2016 World Internal Security and Police Index (WISPI).

The WISPI was produced by two bodies – the International Police Science Association and the Institute for Economics and Peace.

The report measured the ability of the police to address internal security issues. The police in 127 countries were assessed across four key areas.

The areas are capacity, process, legitimacy and outcomes.

The report showed that Nigeria underperformed on all four domains, with a score of 0.255.

“There are 219 police officers for every 100,000 Nigerians, well below both the Index median of 300, and the sub-Saharan Africa region average of 268,” the report read.

“This limits the capacity of the force to measure up to its law and order mandate.

“In terms of process, legitimacy and outcomes, the story is not different which makes the force fall short of the required standard.

“High levels of political terror have been an issue for Nigeria since 1993, with the country scoring a 4 on the Political Terror Scale every year since then.”

“Terrorism remains one of the greatest threats to internal security. Terrorism has increased dramatically over the last three years, with more than 62,000 people being killed in terrorist attacks between 2012 and 2014. The biggest rise in the last year occurred in Nigeria.”

But Jimoh Moshood, spokesman of the police force, rejected the report saying Nigeria police is the best in Africa.

According to the report, the top 10 performing African countries are Botswana which ranked highest at 47, followed by Rwanda which took the 50 position.

Others are Algeria, Senegal, Tunisia, Egypt, Burkina Faso, Ghana, South Africa and Mali, in that order.

The 10 underperforming African countries are Madagascar (111th), Zambia (112th), Ethiopia (115th), Sierra Leone (117th), Cameroon (120th), Mozambique (122nd), Uganda (124th ), Kenya (125th), Democratic Republic of Congo (126th).

Europe was at the top of the global rankings, with eight countries in total.
