Mugabe impeachment: Zimbabwe MPs debate motion against president

The Zimbabwean parliament has started impeachment proceedings against President Robert Mugabe.

Mr Mugabe, who has been in power since independence in 1980, is accused of allowing his wife to “usurp constitutional power” by trying to position her as his successor.

The motion to remove him is supported by Mr Mugabe’s own Zanu-PF party.

Mr Mugabe has refused to resign despite last week’s military takeover, and days of protests against his rule.

The motion for impeachment was moved and seconded at parliament, but lawmakers from both houses have adjourned to a hotel conference centre to debate it in a joint session.

Parliament speaker Jacob Mubenda said the motion was “unprecedented in the history of post-independence Zimbabwe”.

Lawmakers have been taking turns to give their views on the motion, to many cheers, BBC Africa editor Fergal Keane reports.

There have been rallies and prayer meetings outside the parliament building in support of the move to impeach Mr Mugabe, who is 93.

The process is complicated and could take days, or even weeks.

Earlier on Tuesday, Zimbabwe’s former vice-president, whose sacking led to last week’s army takeover, urged Mr Mugabe to resign immediately.

Emmerson Mnangagwa said he had fled abroad two weeks ago when he learned of a plot to kill him, and he would not return until he was sure of his security.

Speaking from an undisclosed location, he said the president should heed the “clarion call” of his people and step down.

In a bid to resolve the crisis, South African President Jacob Zuma and his Angolan counterpart João Lourenço will travel to Zimbabwe on Wednesday on behalf of southern Africa’s regional body, Sadc, the grouping said.

How does the impeachment process work?

If the motion is approved as expected by a 50% majority in the joint sitting of the National Assembly and the Senate, a committee from both chambers will be appointed to investigate.

Should the committee support the charges, the president can then be removed if both houses back them with two-thirds majorities.

Zanu-PF MP Paul Mangwana said the process could be fast-tracked and completed by Wednesday, “because the charges are so clear”. But others insist the process should take longer.

Tendai Biti, a leader of the opposition MDC, insists the constitution allows for a fair hearing. “Mugabe as the accused person will obviously be entitled to legal representation,” Mr Biti told the BBC.

The full process, he added, could take between one and three weeks. If the impeachment is fast-tracked, he said, “the process will not be legitimate or credible”.

US Judge permanently blocks Trump’s sanctuary city order

A US judge has permanently blocked a presidential order that would have cut funding from US cities refusing to co-operate with immigration officials.

The California judge, who temporarily blocked the order in April, ruled that it was a violation of constitutional rights and separation of powers.

The decision was in response to a lawsuit filed by city of San Francisco and Santa Clara County.

It is considered a blow to Mr Trump’s crackdown on illegal immigration.

US District Judge William Orrick said on Monday the executive order was “unconstitutional on its face”.

“The Constitution vests the spending powers in Congress, not the President, so the Executive Order cannot constitutionally place new conditions on federal funds,” he wrote.

“Federal funding that bears no meaningful relationship to immigration enforcement cannot be threatened merely because a jurisdiction chooses an immigration enforcement strategy of which the President disapproves.”

The executive order was issued just days after Mr Trump took office in January.

It sought to withhold funds from cities that would not cooperate with federal immigration requests to turn over any individual arrested for a crime who are suspected of entering the US illegally.

Dozens of municipalities, including New York, Los Angeles and Chicago, have joined the sanctuary movement.

San Francisco and Santa Clara County had argued that they would lose billions of dollars in federal grant funding if the president was allowed to enforce the order.

Department of Justice spokesman Devin O’Malley said in a statement late on Monday that the 9th US Circuit Court of Appeals had “exceeded its authority today when it barred the President from instructing his cabinet members to enforce existing law”.

“The Justice Department will vindicate the President’s lawful authority to direct the executive branch,” he added.

The department has already appealed Judge Orrick’s ruling in April.

San Francisco City Attorney Dennis Herrera called the ruling “a victory for the American people and the rule of law”.

“No one is above the law, including the president. President Trump might be able to tweet whatever comes to mind, but he can’t grant himself new authority because he feels like it,” he said in a statement.

Mr Trump has yet to comment on the final ruling.

Over the summer when the order was temporarily blocked, he tweeted that it was “ridiculous”.

The White House claimed at the time that the judge had given a “gift” to gangs that put “thousands of innocent lives at risk”.

Chicago also sued the federal government in August over the Justice Department’s threats to cut funding. A federal judge issued a preliminary injunction blocking the US government from withholding public-safety grants.

Gombe (Nigeria) – Gombe state government in northeast of the country has reiterated its commitment to procure tonnes of fertilizer and timely distribution to farmers in the state during dry season.

The state Commissioner for Agriculture, Dahiru Buba Biri disclosed this while addressing the zonal meeting of All Farmers Association of Nigeria in Gombe.

He said Agriculture has been a major economy of the nation hence the urgent need to embrace farming in order to achieved the desired goal..

Mr. Biri further commended the Central Bank of Nigeria and the Bank of Agriculture for their initiatives toward supporting AFAN and its programmes.

The commissioner called on members of the association not to relent in putting their best in carrying out their programmes effectively.

Also speaking, National Vice President Arable crops, Auwal Tukur, said that in order to enhance the improvement of farm produce, the Association has made strategic plans with a view to sensitizing its members on yielding positive results in their businesses.

He said that necessary measure would be taken to enlighten its members on the need to utilize the country’s blessed  vast arable land where people could engage themselves in farming than depending on oil.

Mr. Tukur also encouraged the participants to discuss relevant issues that would bring development within the association.

He said putting heads together will enhance members’ capabilities in the performance of their responsibility.

Igbo Community In Abuja, Nigerian Capital, Installs Traditional Leader Of Karshi

Abuja (Nigeria) – The Igbo Community Assembly in the Federal Capital Territory, Abuja  has conferred on Innocent Ihiene Ochiabutor the traditional title of Eze Igbo 11 of Karshi, FCT Abuja.

This is in recognition of his leadership qualities among the Igbos in the area where he had served while  in the civil service.

The Royal Father of the Day ,Eze Nwosu Ibe, Eze Igbo 1 of Abuja, who was represented by Eze Odo George Okeke of Gwagwalada in the FCT, urged the Igbos in Karshi and elsewhere to live in peace with one another.

Okeke, who commended the Igbos in that axis over the unity and maturity they exhibited even when there were misunderstandings  among them, enjoined them to maintain the tempo even after the coronation ceremony so that peace could reign consistently within them and their host community.

The ceremony also featured the installation of Onowu and the cabinet as well as conferment of chieftaincy titles on deserving sons of Karshi community officiated by Eze Okeke of Gwagwalada Area Council of FCT.

Responding after the conferment, Eze Igbo 11 of Karshi, Innocent Ochiabutor thanked God and the people of the community for their support in various ways that made the coronation ceremony a success.

Ochiabutor pledged to be a good representative of his people with the help of God, maintaining that the Igbo in Karshi community will continue to reciprocate the love shown to them by the host community.

Speaking, the chairman of the occasion, Osondu Charles, Eze –udo Orozo in Abuja advised the Igbos in Karshi to work in harmony with the new Eze Igbo 11 and the people of the host community, saying that they should always stand for peace and progress of the area at all times.

Charles explained that the coronation ceremony was meant to showcase the real Igbo tradition through chieftaincy titles, stressing that, although there was rancour among the Igbos in Karshi community before, the ceremony would  definitely lay to rest all the tussles.

He appreciated the fatherly roles played by the chairman of the planning committee of the event,.Ndukwu Lawrence especially during the time of trial and trouble among the Igbo brothers in the community, adding that the roles of the Emirate Council of Karshi community cannot be underestimated.

The spiritual Father of the Day, Bishop Yitzhar Roberts, who is the founder of Camp David Ministries worldwide, was represented by Pastor Oche. He prayed and ordained the newly installed Eze Igbo 11 of Karshi, Innocent Ochiabutor after he was crowded as Eze for God to lead him.

Kaduna (Nigeria) – Speaker of the Nigerian House of Representatives, Yakubu Dogara, has called on the international community to take drastic measures to combat the rising spate of human trafficking especially from Africa to Europe.
Dogara was speaking on Tuesday at an international conference on women Empowerment and the Fight Against Trafficking in Persons: Partnership Between Nigeria and Italy,” organised by the President of Italian Chamber of Deputies, Ms Laura Boldrini, in Rome, Italy
He lamented that Mediterranean sea has now become a cemetery that has left deep wounds on humanity’s conscience.
The Speaker argued that to check and combat human trafficking, all hands must be on deck to address the root cause which include hopelessness, extreme poverty and greed.
Dogara noted that while Nigerian authorities at both state and federal levels are committed to combating the menace, there was the urgent need for the Italian government on its part to arrest and prosecute its citizens who are involved because it takes two to tango.
“Anyone forced into deep retrospection over these multiple regrettable tragedies cannot but ask these questions: What makes a young boy or girl leave their families and subject themselves to this terrible ordeal? What are the possible solutions to this inhuman trafficking in persons? Have the relevant authorities in Nigeria and Italy done enough to stop this crime against humanity? The Mediterranean has today become the world’s biggest cemetery leaving deep wounds on humanity’s conscience that will over a period of time produce historical scars to serve as a testimony to the ineptitude of our generation in dealing with this problem.
“We are all involved in this crime either as perpetrators or those who are aiding and abetting human traffickers by standing aloof while they convince victims to embark on a supposed journey in search of a “better life” that has almost always ended in “bitter life” if not death.
“How do we address the motivation for someone to want to be trafficked?  The crisis most victims are faced with is that they are trapped in a kind of life that is worse than death where the potential victim has no flicker or glimmer of hope to cling to. Such desperate fellows can fall for anything especially if it offers them the slightest opportunity to break free from their hopelessness. The bad news is that in impoverished countries where human trafficking is rife, the population curve is far outpacing the hope and opportunity curve.  That means more despondency. As long as this is the case, the motivation for individuals to want to be trafficked will always be there.
The partnership between our two friendly Nations must develop the needed tools to address the hopelessness that serve as motivation for the victims to want to risk to be trafficked and the greed of the traffickers. Any delay in dealing with these twin evils, is postponement of victory over this global scourge. I therefore comment the effort of the good people of Italy and the Government of Italy for the partnership with Nigeria especially their earlier work in Edo State entitled ‘Preventing and combating trafficking of women from Edo state to Italy’  that involved skill acquisition programmes, financial grants, enlightenment campaigns etc. I understand that this programme has ended. May I use this opportunity to kindly request the Italian government to restart and even expand this very useful and laudable initiative.”
 
26 Nigerian girls died in the Mediterranean sea on the 5th of Nov, 2017 while trying to cross from Libya to Italy.
Consequently, Nigeria’s House of Representatives passed a Resolution on November 9th to investigate the tragedy.

The Obama presidency may have ended but the bromance between Barack Obama and Joe Biden lives on.

Former US President Barack Obama has wished his former Vice President Joe Biden happy birthday in a meme featuring both of them.

The former commander-in-chief posted an image on Twitter which showed himself during his 2014 State of the Union address with Biden in the background, smiling and pointing, accompanied by subtitles for the pair’s imagined conversation.

It has since been liked more than 1.4 million times in less than 20 hours.

The tweet acknowledges a meme which grew during the Obama administration, imagining the banter between the two men. Particularly, that the president would often have to be a restraining influence on his impulsive right-hand man.

It reads:

“ME: Joe, about half way through the speech I’m gonna wish you a happy birth–

“BIDEN: IT’S MY BIRTHDAY!

“ME: Joe. Happy birthday to @JoeBiden, my brother and the best vice president anybody could ever have.”

Throughout the Obama-Biden years photographers often captured the chemistry and friendship shared by the president and his second-in-command.

Those images gave birth to hundreds of tweets, posts and jokes circulating on the internet about the professional president and his impetuous best friend, with both men admitting in interviews to have enjoyed seeing them.

Although, while in office, President Obama shared relaxed images with Biden to promote causes they supported, this looks to be the first time Obama has tweeted his own version of the joke, and social media users were stunned.

“He finally made his own meme.” posted one excited Twitter user. “I miss the Obama / Joe friendship memes so much it almost hurts.”

Another tweet read: “You are, by far, the coolest president in the history of planet Earth.”

However, some remarked the Donald Trump and Vladimir Putin memes were funnier.

US arrests ex-Hong Kong and Senegal officials in bribery case

US authorities have arrested a former home secretary of Hong Kong and Senegal’s ex-foreign minister on charges of bribing African officials.

Patrick Ho and Cheikh Gadio are accused of leading a multimillion dollar bribery scheme in Chad and Uganda on behalf of a Chinese energy company.

According to the justice department, the defendants started plotting in 2014 after meeting at the UN in New York.

Neither of the accused have commented on the charges yet.

They’re accused of paying the president of Chad and the Ugandan foreign minister at the time to secure business advantages for the Chinese firm.

“Wiring almost a million dollars through New York’s banking system in furtherance of their corrupt schemes, the defendants allegedly sought to generate business through bribes paid to the president of Chad and the Ugandan foreign minister,” the statement quoted the acting US attorney for the Southern District of New York as saying.

The defendants stand accused of wiring almost a million dollars through New York’s banking system as part of “an international corruption scheme that spanned the globe”.

Acting Assistant Attorney General Kenneth Blanco said the scheme involved bribes at the “highest levels of the governments” of two nations.

The justice department alleged that Mr Ho set up both bribery schemes and enlisted the assistance of Mr Gadio, who it said “had a personal relationship with the President of Chad”.

There has been no official comment from authorities in Chad and Uganda so far.

The Chinese oil and gas company was not identified in the announcement by the US justice department, but described as a “Shanghai-headquartered multi-billion dollar conglomerate that operates internationally in the energy and financial sectors”.

The two men were officially charged with violating the Foreign Corrupt Practices Act (FCPA) and international money laundering.

Under that legislation, it is illegal to bribe foreign officials to gain a business advantage.
