Nigeria: Kaduna Assembly Okays N216.6bn for 2018 Budget

Kaduna (Nigeria) — Kaduna State House of Assembly, northern Nigeria on Wednesday approved the sum of  N216.6 billion as the 2018 budget .

This shows a slight increase over the 216.5 submitted to the Assembly by Governor Nasir  El-Rufai.

The passage came after the House of Assembly adopted a report on the budget presented by its Committee on Appropriation and implementation.

The House increased the sum of N100 million following a request from the Health Sector to fund the Barau Dikko Teaching Hospital for proper functioning, making the recurrent expenditure to stand as N85.4 and the capital as N131.2

Speaking in an interview with Assembly correspondents, the speaker of the House, Mr. Aminu Abdullahi Shagali said the 2018 budget priority areas are education, Health and road construction.

He assured that, the Assembly as usual will carry out an oversight function to ensure strict implementation of the  budget.

Also, the chairman, House Committee on Appropriation and implementation, Ahmed Mohammed Chokali said the increase  was necessary in order to assist the Health Sector to enable the Baurau Dikko Teaching Hospital carry out its activities effectively.

According to him, request made by others Ministries, Agencies and Parastatals were done internally within its appropriation by moving funds from other less important provision to the most important.

Ahmad said before the budget was passed, it had undergone proper scrutiny where all MDA’s met with the proper committees to clear gray areas and this made the passage of the budget to be prompt.

Abuja (Nigeria) — Minister of the Federal Capital Territory (FCT), Muhammad Musa Bello, has appealed for more private sector participation in the infrastructural development of  Abuja, the nation’s capital.

He however expressed satisfaction with the pace of work at the Guzape II District Infrastructure Projects

Bello was speaking during an inspection tour of ongoing infrastructural works at the Guzape District near the city centre, Abuja.

He stressed that the expensive nature of infrastructural projects in the FCT means that private investments are urgently required to bridge the huge infrastructural gap in the nation’s  capital city.

The Minister noted that  the present situation in Abuja is different from 30 years ago when people were  encouraged to come into the city, saying that these circumstances made a lot of sense for government to provide infrastructures to meet the demand of the people.

Malam Bello lamented that the level of infrastructure development in most districts has not matched with housing development, as many plot owners have gone in to develop their properties not minding the level of infrastructural facilities..

According to him, “This is something that requires us to really sit down as stakeholders, not just the FCT Administration, but all developers. Development of the city by just mere allocation of plots without giving cognizance to costing and providing funding for infrastructure does not help the city and that’s why you see the city has so many districts with hundred percent completed houses without infrastructure.”

Nigerian Police Confirms Killing Of Village Head, His Son In Gombe

Gombe (Nigeria)  –  The Gombe State Police Command, northeast of the country has confirmed the attack and killing of Daktibe Jalingo village head, in Tula Chiefdom of Gombe state, Adamu Garba and his Son by unknown Gunmen in Kaltungo Local Government Area of the state.

The State Police Commissioner, Mr. Shaina Tairu Olukolu who confirmed the incident on Wednesday while speaking with Journalist in Gombe, said investigations have commenced to arrest the suspects

The Commissioner assured people of Tula chiefdom and Daktibe Jaligo Village that Police would put more effort  to arrest those who participated in the heinous act to face the wrath of the law.

Also speaking, Paramount ruler of the Tula people, Mai Abubakar Atare Buba II, condemned the attack and killers of the Daktibe Jalingo Adamu Garba and Son.

He called on the government and security agencies to put more effort for bring the culpable persons to book.

“We Grieve with the Family of Alh. Adamu Garba the Village Head (Dagachin) of Daktibe Jalingo, who was shot and murdered in his palace, along with his son in the early hours of today by an unknown person”, he added.

Member House of Representatives Kaltungo/Shongom Constituency, Ms. Fatima Binta Bello condoled Mai Abubakar Atare Buba II and the family of late Adamu Garba village head of Daktibe Jalingo and wished their souls eternal rest.

A Tula resident who prefers anonymity confided with AFRICA PRIME NEWS that three time the gunmen attacked the Village head house and they only succeeded in the fourth attack where they killed Mr. Garba and one of his Sons.

They also injured his wife and other children who are currently receiving treatment in an undisclosed hospital in the state.

Abuja (Nigeria) — Following the 2016 promotion and confirmation exercises held by the Federal Capital Territory Administration, FCTA Abuja, over 3000 staff of the Administration, including former Acting Directors have been elevated to various grades.

Consequently, 46 Acting Directors have been confirmed as substantive Directors and deployed to various Secretariats, Departments and Agencies (SDAs).

The Permanent Secretary, FCT Administration, Chinyeaka Ohaa gave the breakdown while speaking to newsmen on the far-reaching measures approved by the FCT Minister, Muhammad Musa Bello, to reposition the Administration for greater productivity.

 This, he stressed, was in keeping with the Minister’s commitment to strengthening FCTA institutions for effective service delivery and to reinforce incentives for greater productivity.

Ohaa revealed that from January 1, 2018, all eligible officers for appointment into all grades of the directorate cadre would be subjected to written examinations as applicable in the Federal Civil Service.

In the same way, appointments, promotion and discipline of all staff under the FCT Administration, including teachers, have been centralized in the FCT Department of Human Resources.

This, he said, is with a view to providing a level playing field for career advancement for all staff of the Administration.  The Administration frowned at a situation where officers who enjoyed easy rides to promotion were posted across the service and became seniors over their peers who unfortunately were subjected to stricter promotion procedures.

Another significant reform by the Administration, Ohaa further disclosed, is that some Senior Secondary Schools have been delineated as Grade “A” schools, and would now be headed by Principals of the equivalence of Directors, on Grade Level 17. 

Consequently 10 Secondary Schools have been so graded under the 2017 budget while a further 10 would be upgraded under the 2018 budget following the FCT Minister’s approval.

Chancellor Lilian Tyosar, while giving some words of exhortations to the congregations, explained that thanksgiving is an act of showing appreciation to God for what he has done in our lives, stating that we should try as much as possible to present quality gift to God when giving thanks to Him.

“Thanksgiving is showing appreciation for what God has done for you and I, and that is what we are doing today. It is expected that while thanking Him in appreciation for all He has done for us, we should also present quality gift to Him, showing our happiness. We should not forget to worship God with sacrifice”

The chairman of the organizing committee of the occasion, Snr, Chancellor Jonathan Giman, urged members of the congregation to always give out of love whenever they have the opportunity to give, maintaining that members should learn to give quality gift to God in a day like this and at all time.

France’s Macron outlines new approach to African policy

French President Emmanuel Macron has outlined a new approach to relations with Africa as he begins a regional trip starting with Burkina Faso.

He said he was “from a generation that would not tell Africans what to do”.

He also said he would declassify secret French files on the former colony’s assassinated leader, Thomas Sankara.

Mr Macron is on a three-day trip in West Africa, taking in Burkina Faso, a European-African summit in Ivory Coast and Ghana.

Hours before he arrived in Burkina Faso’s capital, Ouagadougou, a grenade was thrown at French soldiers. French media reported that three civilians had been wounded.

Separately, stones were hurled at a vehicle travelling with the French delegation. Mr Macron was meeting the country’s president at the time and was not in the convoy, his spokesman said.

Tangled relationship

Mr Macron’s speech comes at a time of growing unrest in French-speaking African countries. On social media and in the streets, there are calls for an end to what is perceived as Paris’s tacit support for corrupt governments. Civil society groups in countries like Chad, Congo-Brazzaville, Gabon, Guinea and Togo accuse Paris of being complicit in holding back human rights and economic progress.

French former colonies – such as Mali or the Central African Republic – are among the poorest and most troubled countries on the continent. Others that are doing better, such as Ivory Coast, are locked in longstanding relationships with French companies.

Emblematic of the dismay with France is the CFA franc – a currency that is pegged to the euro and used in 14 countries, which critics say is a colonial legacy.

Macron said he is part of a new generation that will no longer dictate to Africans. But the tangled relationship is equally cherished by influential French people and some of Africa’s longest-serving presidents and will be difficult to undo.

Sankara files

All French files on the 1987 assassination of Thomas Sankara would be made available to Burkina Faso’s authorities, Mr Macron said.

“At present, except for documents which are classified and categorised as secret, the files are available and open to Burkinabe justice,” he added.

Sankara, who was dubbed Africa’s Che Guevara, was assassinated in a coup led by his erstwhile brother-in-arms and best friend Blaise Campaoré – who went on to lead the country for the next 27 years.

Mr Macron’s advisers say the tour’s main message will be to stress a partnership of equals with Africa, aimed at boosting co-operation in education, particularly that of girls and women, the digital economy and migration.

“France no longer has an Africa policy,” he told some 800 students he was addressing at the university of Ouagadougou.

He said he wanted “Africa to be a priority of French economic diplomacy” and that France would “no longer invest solely in government-to-government operations. It will no longer invest for large groups to participate in organised corruption operations”.

There were some clashes outside the university between pro-France protesters and those who reject French interference in African affairs, Rodrigue Tagnan, a journalist at the scene, tweeted.

Nigerian migrants stranded in Libya and elsewhere will be bought home, President Muhammadu Buhari has said.

The decision comes after the emergence of footage showing migrants being sold at slave auctions in Libya.

Mr Buhari said they were being treated like goats, and vowed to do everything possible to prevent more Nigerians making the perilous journey to Europe.

The announcement was made hours after Libya’s UN-backed authorities said they were increasing repatriation flights.

According to news agency AFP, 140 Nigerians were voluntarily flown home in a joint operation by Libya and the UN migrant agency.

The plight of those trapped in Libya – a major hub for migrants attempting to reach Europe – was highlighted by the footage, published by US news network CNN, which shows young men being auctioned for farm work.

The issue of people attempting to enter Europe illegally was already expected to be high on the agenda of this week’s African Union-European Union Summit, being held in the Ivorian city of Abidjan.

Mr Buhari, who was speaking on the sidelines of the summit, said he was appalled by what he had seen.

“Some Nigerians [in the footage] were being sold like goats for few dollars in Libya,” Mr Buhari said during the address to the Nigerian diaspora on Tuesday, before lashing out at Libya.

”After 43 years of [Col Muammar] Gaddafi, why are they recruiting so many people from the Sahel including Nigerians?” he demanded. “All they learned was how to shoot and kill. They didn’t learn to be electricians, plumbers or any other trade.”

Mr Buhari promised those who returned would be “rehabilitated”, and vowed to tackle corruption, defeat groups like Islamist militants Boko Haram and improve things like education to stop Nigerians leaving in the first place.

“For people to cross the Sahara desert and Mediterranean through shanty boats… we will try and keep them at home,” he said.

Exactly how the Nigerian government plans to enact the repatriation of its citizens is not clear.
