Kaduna (Nigeria) — Nigerian government has been asked to urgently review the legislation governing the operation of the Code of Conduct Bureau with a view to arresting its slide into becoming a failing institution.

It should also strengthen the institution and appropriately improving its effectiveness in carrying out its important mandate as a frontline anticorruption institution in Nigeria.

A joint communique issued at the end of a 4-day training Conference on Tracking Noxious Funds by Dr. Gbenga Oduntan, Nick Hildyard, Simon Taylor and Lanre Suraju in Nigeria Federal Capital, Abuja noted that “The Nigerian populace should be brought up to speed with the essential terminology, concepts and principles that define the specialist areas of anticorruption law including money laundering, illicit financial flow, safe havens for stolen assets and shell/sham companies.

“Stakeholders to design and organise yearly, refresher courses, trainings and conferences to ensure comprehension of the many technical terms of law, strategy and other intricacies of tracing illegally owned properties abroad.

“Government and non-government actors to convene fora to identify and examine the phenomenon of illicit financial flows and highlight the main treaties, principles, soft laws as well as the legal, political, diplomatic and procedural steps by which corrupt assets can be traced, frozen, seized, forfeited and returned.

“State and Non-State Actors must engage the available legal mechanisms to recognize, prevent, recover and return all forms of Illicit Financial Flows from High Corruption Risk Countries. Inter-governmental framework developed around the conditions of return of stolen funds must take account of the integrity and peculiar vulnerabilities of requesting states.

“Returnable assets should include punitive fines, compensation and disgorged profits earned from settlements; other illicit outflows such as diverted tax, shifted profits, and illicit gains linked to operations of multinational corporations Diaspora communities of Africa should help victim countries map scope of looted funds and come up with information on: where assets are located; which assets are worth following; recovery mechanisms; and the professionals that can assist with the relevant processes.

“Nigerian citizens in the Diaspora should build the momentum in their host states to bring governments and law enforcement systems in conformity with their duties to account for, trace, track and confiscate Nigeria’s stolen assets within the receiving state. Several measures could be used to augment the search for illicit funds abroad including the use of online searches, physical investigations and analysis of varied sources of information in the public domain and on social media.

“A mandatory requirement for CAC documents to be made available to the entire public ought to be implemented as soon as practicable as this will aid independent searches for beneficial ownership and disclosure of financial interests.

“A network of volunteer investigators and researchers to be formed from the ranks of attendees of this conference to make connection with other research groups and Africans in the Diaspora in order to engage in further specialist anticorruption activities including periodic and frequent online illicit property and investment tracking sessions.

“Recovered funds should be put into proper custody and handled with impeccable integrity pending the determination of cases. Whistle blowers should be encouraged and protected by law; particularly in the exercise of their freedom of expression and the provision of adequate rewards through prompt payment is essential.

“Journalists are to engage in the use of more and varied effective investigative tools. Judiciary should be strong, independent and uphold all laws including the Freedom of Information Act with vigour.

“Every citizen must be a watch dog and must pressurise the government to deliver on transparency and anti-corruption law and practice. Civil society to increase its pressure on foreign governments and international financial institutions to clean up their act and respect the demands of international laws.

“Civil society to increase its pressure on European Union Governments, the United States, the United Arab Emirates and Switzerland to deliver on their promises to combat the malaise of corruption by refusing their financial systems from being exploited by a Kleptomaniac political and business ruling class.

“That the attendees will facilitate the formation of a Nigerian citizens for ‘Asset Recovery Action Group’ to carry on the good work identified by this conference and this Group is to be dedicated towards independent studies, research and knowledge sharing activities on how to trace Nigerians stolen wealth and ask for their return.

“The ignoble role of unscrupulous professionals including, accountants, auditors and lawyers in collaborating and facilitating illicit transfer of funds abroad must be noted, investigated and combatted through targeted actions.

“Animal Husbandry and particularly cattle rearing is emerging as a major means of laundering vast sums of illicit capital. Its use in disguising the proceeds of corruption is capable of destabilising national and regional peace and security.

“More studies of this problem need to be carried out to determine the scale of the activities and the strategies to expose the offenders and differentiate them from the legitimate owners of cattle.

“Anti Money Laundering laws regarding the regulation of farming and animal husbandry must be updated to cover all types of farming activities whether or not they are mechanised.

“The essence is to fill the lacuna in the law which provides for the regulation of only ‘mechanised’ farming and therefore allowing the possibility of money laundering through cattle rearing.” the communique concludes.

A Texas teenager has appeared in court charged with illegally supporting so-called Islamic State and sharing bomb-making tutorials on the internet.

Kaan Sercan Damlarkaya, 18, was arrested on Friday following an undercover FBI operation, said the US Justice Department.

The US citizen, who remains in custody, told undercover agents he had planned to travel overseas to fight for IS.

The suspect lives with his parents and older brother, say court documents.

Undercover agents began communicating with Mr Damlarkaya online in August.

During those conversations he voiced his desire to travel abroad and fight for IS or, if unable, to commit an attack in the US.

The statement also says the suspect supplied his online followers with a formula for an explosive, and instructions on how to use it with shrapnel in a pressure cooker.

He also allegedly provided instructions on how to build an AK-47 or AR-15 assault rifle from readily available parts in order to evade detection from authorities.

“If I buy a gun or supplies for a bomb, they [presumably law enforcement] will heat up pressure [j]ust like a few months ago when I was trying an operation but they found out,” Mr Damlarkaya said in November, according to court documents.

If convicted, he faces a possible 20 years in prison.

Gombe (Nigeria) – Rasulul-a’azam Foundation (RAAF) a Shi’a set leader, Sheik Muhammad Nur-Dass, has enjoined Muslims  to emulate the practice of Prophet Muhammad in their daily activities for more rewards and blessing from Allah.

Sheik Muhammad Nur Dass  made the appeal at the annual Maulud of Prophet Muhammad (SAW) in Gombe state, northeast of the country on Sunday, and that  any person who in his life, stays on the right path, would benefit in the world and hereafter .

Nur-Dass emphasized that life in the world is temporary hence the need for people to control their hearts not to involve in evil acts or  corruption wherever they found  themselves adding  that  and any evil committed ,  they must account it before God.

Also speaking, Sheik Sale Sani-Zaria, called on Muslims faithful to join Christians in celebrating Christmas toward ensuring peace, unity and progress in the country, adding that Christmas day is for celebrating the birth day of prophet Isa ‘Jesus’ hence the need for Muslims  to celebrate together to show love to one another as was done by Prophet Muhammad.

“We are calling on the Muslims  to emulate Prophet Muhammad who accommodate the Christian clergy and permit them to perform their religious duty within his Mosque.

“And saying congratulations to the followers of Christianity is not prohibited in Islam according to our understanding.

“Given them gift or accepting their gift and being happy with them all are acceptable in Islam”, he said.

According to him, even in simplifying leaving conditions in the society for bringing more peace among the people is most welcome.

Sani-Zaria reminded  people to unite and look at  followers of other religion as their own brothers and sisters.

In a remark, Bashir Lawal, called on clerics to always preach the truth for their followers to understand and follow right directions in order  to have peace and unity in the society.

“Islam is very simple and straight forward as whatever you do, you must account for it in the Day of Judgment, “You have nothing to fear if you emulate the practice of Prophet Muhammad,” he said.

Why Kaduna Community School In Northern Nigeria Use Cultural Day To Sensitize Students On Climate Change

Kaduna (Nigeria) – In View  of the serious threat posed to human health, economic growth and environment by the climate change, a community school in Kaduna, northern Nigeria, celebrated its 2017 Annual Cultural Day with a  focus on Climate Change.

The threat to the long-term prosperity of many countries around the world, Africa not exceptional, as well as to the  potential impacts on vulnerable sectors and human populations can not be overemphasized.

African countries are projected by experts to experience among others, the changing rainfall patterns, rising sea levels, and higher temperatures that will affect food security, agricultural production, water availability, and public health.

It was against this backdrop that authorities of the community school and some Climate experts team-up to sensitize  the students.

Mohammed Jamilu Abdullahi, Vice-principal of Abakwa Community Secondary school, is behind the one day sensitization campaign as part of the 7th Annual Çultural Day, whose sole aim was however to promote cultural values among the students.

Jamilu told journalists that the world is changing day-by-day due to so-many factors affecting the universe, hence the need to sensitize students to contribute their own quota in saving the environment, adding  that educating  them  about climate change would  help them to truly understand the root causes and consequences of climate change.

It would also, prepare them to live with the impacts of climate change and empowers others to take appropriate actions to adopt more sustainable lifestyles.

Further more, Jamilu said, it is important to educate the young ones about climate change today, so as to plan for tomorrow,  on various ways to protect their surroundings against all forms of threat such as desertification, deforestation, and environmental degradation, and  also learn about the importance of tree planting.

According to him, Climate education would surely help young Nigerian students to understand and address the impact of global warming, and to encourage changes in the perspective view among little ones for the safety of their environment;

“They need to know all about Environmental degradation, climate change, species extinction, rising sea levels,   resource depletion and lack of wellness in our world, which are  local and global problems, they need to learn what is going on in their environment, so as to enable them plan for the future.

Climatologists from African Climate Reporters and some members of the community were invited to participate in the event.

Comrade Mohammed Zakariyya is the African Coordinator of African Climate Reporters who presented a paper  on ”Climate change education and the importance of Trees planting.“

Mohammed drew the attention of both state and federal Governments and other educational stake holders in Nigeria towards the need to encourage climate change education in primary, ,secondary and Tertiary institutions  so as to save the country  from all forms of threat and diseases associated with climate change.

Mohammed noted that currently the education curriculum does not sufficiently acquaint students with the dangers of climate change, hence the need to introduce it in all Nigerian schools.

Mohammed also stressed that Basic knowledge about climate change, including both the science and its potentials, should be taught in an objective and evidenced based way in schools to ensure that  all students understand the fundamentals.

He stated that climate change education should be considered with all seriousness and given the attention it deserved in our educational system, while calling on federal colleges of education, National teachers institutes NTI, and other related teachers institutions  to find means of organizing annual national teachers conference on climate change, so as to train more teachers on Climate change.

Mohammed also appealed to the Association of private school owners to be organizing Annual climate change conference for teachers, in order to acquire more skills and techniques in teaching students signs and dangers of global warming and climate change in their communities.

Students interviewed expressed satisfaction with the sensitization and called for the introduction of the teaching of Climate Change in schools, or be taught at least once in a week,

The 2017 Cultural Day also  featured local food exhibition, dresses and traditional dance competition.

Nigeria: Avoid Fire Brigade Approach To Disaster Management — Experts Warn

Abuja (Nigeria) – In view of disastrous occurrences across the globe, both natural and man-made, Disaster managers in Nigeria  have been urged to always be on alert to meet the expectations of the people.

This is with a view to reducing the impact of damages on citizens and general development of the country.

President of the Institute of Disaster Management and Safety Services, IDMS, Prof. Mala Mohammed Daura gave the advise during an induction/training course  at the institute in Abuja, the nation’s capital.

Daura stated that since disaster is inevitable, the need to prepare at all time cannot be overemphasized, saying that Nigerians should shun the habit of fire brigade approach to issues as that will cause a lot of damages to the people and properties.

He asserted that disaster, whether natural or man-made, could occur without warning, stating that if disaster is not managed well and attended to early, could lead to human, materials, economic and environmental losses to the affected communities or country.

Daura recalled how Nigeria experienced some disasters in the past, which he said have had direct negative impact on the society, causing deaths, human suffering, socio- economic losses and threat to national security.

In a paper, Warrant Officer, Donatus Emeka Ogbali Makata, recommended that the Nigerian Government should  budget for the provision of modern equipment for Disaster Management Professionals, stressing that this can be done in the first quarter of 2018.

Makata stated that the Government should as well put in place mechanism for training and re-training of personnel periodically, while effective maintenance of disaster risk reduction should be inculcated in the country’s educational curriculum.

His words, “The Federal Government should make it mandatory for NEMA Simulation Unit which is under the training department and responsible for simulation exercise to organize it  for Nigerians on a regular basis”

The induction/training also featured the inauguration of the President of the institution ,  some  members inducted while others were giving awards  in recognition of their contributions to the institution.

Kaduna (Nigeria) – Speaker of the Nigeria’s House of Representatives, Yakubu Dogara, has described elder statesman, General Theophilus Danjuma, as one of nation’s pantheons, saying his contribution to nation building and wellbeing of Nigerians is exemplary.

 

In a letter signed by the Speaker to commemorate the 80th birthday anniversary of Gen Danjuma, the Speaker said future generations will continue to remember and appreciate his sacrifices for Nigeria’s unity, peace, progress and stability.

 

He said,  “The House of Representatives and I heartily rejoice with and celebrate you, our worthy leader, highly reverred and accomplished  elderstatesman, Gen. Theophilus Yakubu Danjuma (rtd), on this auspicious occasion of your 80th birthday anniversary.

Abuja (Nigeria) – A Non Governmental Organization, Cleen Foundation, has urged both the Senate and House of Representatives to pass the proposed gender and equal opportunity bill without delay.

The bill seeks to provide a legislation requesting to eliminate all forms of discrimination on the basis of sex and gender in public and private places.

Programme Manager, Cleen Foundation, Ruth Olofin, who made the call at a press conference in Abuja ,Nigerian capital also wants the state Governors to domesticate and commence operating the 2015 Violence Against Person Prohibition Act, VAPP immediately.

Olofin stressed the need for  justice and security institutions in Nigeria  to provide adequate protection and as well institute preventive laws in order to protect persons vulnerable to violence and guaranteeing friendly and accessible means of documenting reports from survivors.

According to her, “The 2017 theme:Leave no one Behind; End Violence against Women and Girls , is a reminder on the need to include those often neglected in our collective efforts to end Gender Based Violence, GBV.”

“Conflicts, security challenges and subsequent displacements have all brought new forms of violence against women and girls, with peculiarity of their situation serving as potential ground for neglect while focusing on meeting their urgent and basic humanitarian needs for food, clean water and shelter”

Cleen Foundation Programme Manager further explained that some of the abuses on these vulnerable ones emanate from trusted partners, security, justice officials, who take advantage of the vulnerability of those in their protection.

“In Nigeria, the need to broaden the scope of the debate on addressing gender based violence from a focus on women and girls to include men and boys, find evidence in recent rising waves of domestic violence targeted at men”, she said.

Contributing,  National Coordinator, Proactive Gender Initiative, Esther Uzoma, said Nigerians must take proactive gender sensitive initiative in addressing these horrendous acts of human right violation considering the fact that many have been abused.

Uzoma stated that Fundamental Right Enforcement Procedures should be used to enforce the right of victims, adding that the present GBV encompasses more than women and girls, adding that  men and boys are also under attack.

She maintained  that adequate measures must be taken to address the issue effectively and urgently.

Kaduna (Nigeria) — Nigeria’s Speaker, House of Representatives, Yakubu Dogara, has described the death of Emir of Katagum in Bauchi State, North East of the country  Mohammed Kabir Umar, as a big loss.

In a statement issued on Saturday  by his Special Adviser on Media & Public Affairs, Turaki Hassan, Speaker Dogara, noted  that the late monarch was a father and mentor to many including  him.

“We have lost one of our finest and highly revered royal fathers. A patriot and an elder statesman.
