How Much Of The $1 Billion Will Buhari Put In Boko Haram’s Pockets?

When SaharaReporters revealed that Buhari had negotiated and paid millions of dollars for the release of some 80 Chibok girls, I strongly condemned the generous emoluments to Boko Haram and the release of their dreadful warlords who had taken the lives of innocent Nigerians and raped our women.

 

At the time, I asked how much Buhari had really financed Boko Haram with in that deal he hurriedly closed in his desperation before he went on the foreign medical tour. Could it be $100 million? Or perhaps a billion dollars? We may never know.

 

This November, the news had the headline, “Buhari renews commitment to bring back Chibok girls.” As elections 2019 approaches, more acts of desperation can be expected from the Nigerian highly chastised APC government that has been more focused on reputation than reality. The world’s top image launderers, I call them.

 

No categorical description of the budget for the $1 billion withdrawal has been made. A fragment of details came from Governor Yari who said, “A substantial amount of the $1 billion budget was still required to tackle pockets of terrorists.” His interestingly choosing the word, “pockets” made a loud bell clang.

 

How? Are we talking about upgrading the military or tackling the pockets of the terrorists? Is Boko Haram once again going to get its pockets full from this billon dollars? Buhari is on record obstructing former president Jonathan from killing Boko Haram terrorists. In an article in government paper, theNation in June of 2013, Buhari argued that Boko Haram terrorists should be compensated as happened in the Niger Delta and not killed. [See: http://thenationonlineng.net/buhari-faults-clampdown-on-boko-haram-members/ ] It is only logical to assume that a substantial amount of the $1 billion would be used to fatten the pockets of Boko Haram terrorists to abate for now, and to pay them to free the Chibok girls among other secret deals.

 

This conclusion is most evident considering the secret trial Nigeria’s AGF Malami has granted the terrorists and the fact that of those tried thus far, not a single one has been sentenced to death, in violation of Nigeria’s anti-terrorism bill which prescribes death for terrorists.

 

Again, a code-named “safe corridor” unconstitutional amnesty for murderous Boko Haram terrorists granted by the army is a serious and perhaps treasonable reason for concern. Nigeria’s law as abided by, by former and late president Umaru Yar’Adua of blessed memory, clearly stipulates that an amnesty/pardon for criminals and terrorists can only be granted with approval of the Council of State.

 

I quote Yar’Adua below:
“Now therefore, I, Umaru Musa Yar’Adua, President of the Federal Republic of Nigeria, after due consultation with the council of States and in exercise of the powers conferred upon me by the provisions of Section 175 of the Constitution of the Federal Republic of Nigeria, make the following proclamation: I hereby grant amnesty and unconditional pardon to all persons who have directly or indirectly participated in the commission of offences associated with militant activities in the Niger Delta;…” [ https://www.vanguardngr.com/2009/06/yaradua-grants-militants-unconditional-amnestyfrees-henry-okah/ ]

 

Nigeria’s army and president Muhammadu Buhari, unlike late Yar ‘Adua, never sought the approval for the current amnesty granted to these killers and rapists, which makes it illegal and impeachable.

 

2019 is Nigeria’s only chance to escape from the intractable corruption, the reckless abuse of power and unending impunity which leads Nigeria down a continuous path of disabling poverty and endless terror.

A chieftain of the All Progressives Congress (APC), Comrade Timi Frank, has described as a pathological liar, the Kaduna state governor, Mallam Nasir El-rufai, over his claim that the former vice president Atiku Abubakar did not make tangible contribution to the 2015 presidential campaign of the ruling party.

 

El-rufai, who spoke on a Voice of America (VOA) Hausa Service Programme, “Democracy Today”, which was monitored in Kaduna, had challenged the Waziri Adamawa to state his contributions, including how much he gave and what the money was used for.

 

While reacting to the claim in a statement on Thursday in Abuja, Comrade Frank, who is also the APC National Publicity Secretary described governor El-rufai’s statement as “a height of ingratitude of a jilted lover.”

 

Frank urged the Kaduna state governor to refresh his memory by watching the campaign video or meet the then Director General of APC Presidential Campaign Council, Rotimi Ameachi, for the record of what transpired before, during and after the campaign in 2015.

 

El-rufai was quoted to have said that: “For me, I know those that supported us with their money and property that we used during election, and I never heard the name of Atiku that he brought a dime. If Atiku said he brought money, who did he give it to? Let him come and say it and how much did he give and what was it used for?

 

“And, in fact, if Atiku brought money, I ought to know, because I was part of the leadership of the party and during campaign, along with former Governor Rotimi Amaechi. We were at the centre of the presidential campaign.

 

Therefore, we are supposed to know. So, let him mention who he gave the money and how much?”

 

But in his response, Comrade Frank said: “Ameachi has record of those who contributed to the campaign, so if El-rufai does not know he should contact the Minister of Transportation. Moreover, it is on record that the former Vice President had responsibility for seven states during the campaign.

 

“Again, it is also on record that Atiku’s media asset was transfer to the camapaign. If El-rufai has forgotten so soon, the Director of Media APC Presidential Campaign Council, Mallam Garba Shehu, who is now the spokesman to the President, was handed over to the party campaign team from Atiku Media office, the deputy director of Atiku media team Mr. Paul Ibe was also part of APC media team during the 2015 campaign and other key members of Atiku’s group. I don’t know how El-rufai will quantify the cost?

 

“Moreover, President Muhammadu Buhari, as a President-elect himself acknowledged the role these people played as a group when he met with them at the Defence House in Abuja, which significantly, the role Atiku Media office played cannot be removed.”

 

The APC chieftain while reminding governor El-rufai of what the wife of the President said that some of those who made contributions to the success of APC in 2015 election were not rewarded, asked the governor to justify his claim on Atiku.

 

While urging Mr. El-rufai “to stop his political sycophantic act toward President Buhari,” Frank also urged the President to study El-rufai’s antecedent in politics and how the Kaduna governor has constantly betrayed all his benefactors in the past.

 

He said: “I wonder how Mr. El-rufai could easily contradict himself in a short while. Late last year, the same governor wrote an open letter to the president where he mentioned Atiku Abubakar as one of the leaders of APC the President had abandoned, so what has happened to his memory? He asked.

Ghana: Whopping GHC800,000 For New Ministry’s Website

The Ministry for Special Development and Initiatives intends to use GH¢800,000 of tax payers’ money merely to build a new website.

The amount, although heavily criticized by the minority in Parliament, was approved by the House.

The Ministry also intends to buy 20 new 4-wheel-drives as part of its 2018 budgetary expenditure, despite a moratorium on the purchase of new vehicles by the President.

This was contained in its 2018 budget expenditure document submitted to parliament for approval.

Of the GH¢1.2 billion budget allocated to the Ministry, some GH¢15million will be spent on office accommodation for the middle and coastal belt development authorities, including regional offices.

According to the Minority, the budget of the ministry was a complete rip-off of Ghanaians, but the sector minister has justified it.

The Minister, Mavis Hawa Koomson, told Citi News that the ministry will ensure value for money in the expenditure.

“I want to assure Ghanaians that it is neither here nor there. They are just throwing dust into the masses’ eye. We are going to make sure that value for money is given in the ministry,” she said.

The minority had also questioned the allocation for the purchase of new cars, but according to Mavis Koomson, such criticisms are out of place.

She argued that her ministry was new, and required vehicles to facilitate its work. According to her, she had been operating with her private vehicle for the past year as a minister.

“We all know the ministry is a new ministry altogether. I’ve been there for one year now and as a minister, I don’t even have an official vehicle. The development authorities are also coming… they need vehicles. We’ll be going into the hinterlands and we will need pickups to move around,” she said.

Projects to be undertaken
Among the projects listed to be undertaken by the ministry for 2018, is the procurement of 275 ambulances, construction of 50 warehouses, construction of 100 markets, construction of 275 CHPS compounds, and construction of 100 small dams.

Nigeria: National Emergency Management Agency Cautions Motorists In Sokoto

Sokoto (Nigeria) – In an effort to curtail the escalating road traffic accidents, especially during the festive periods, officials of the National Emergency Management Agency (NEMA), Federal Road Safety Corps (FRSC), Nigeria Red Cross Society and other critical stakeholders in disaster management have flagged-off the 2017 Operation Eagle.

NEMA has been coordinating resources towards responding to road accidents vulnerability, especially in December rush hour, a time which many people travel for the yuletide celebrations, resulting to highways being busy.

Perhaps it is befitting that NEMA always put focus on the question of road traffic accidents, most especially in the period through its initiated “Operation Eagle Eye” project, to keep vigil to ensure safety on the highways.

Responding to Journalists at the flag-off ceremony, Head Sokoto Operations, Suleiman Muhammad said, “Major Highways across Zamfara-Sokoto-Kebbi states have been earmarked for the exercise between December and January.

“Our officers will be in strategic places on these roads to monitor and ensure reckless driving; we also indulged drivers to be moderate on their speed limit and to avoid any intoxicant behavior.

“Passengers should also be wary of the driving ability of the person who takes control of the vehicle they boarded”

The agency has received a boost to conduct the exercise with skilled personnel on modern rescue equipment and techniques, first responder’s responsibilities and skills, car extrication, search and rescue operation procedures, incidence management, practical on extrication as a mission, as well as first aid.

MPs have called on the British government to take urgent action to prevent African migrants being sold as slaves in Libya.

Footage of young men being auctioned off as farm workers, broadcast by CNN, has prompted international outrage.

A debate on the issue, in the House of Commons, was triggered by a petition supported by celebrities including Cara Delevingne, Naomi Campbell and Stormzy.

The government says tackling modern-day slavery is a foreign policy priority.

Migrants trying to reach Europe have spoken of being held by smugglers and forced to work for little or no money.

Uganda MPs vote to scrap presidential age limit

Uganda’s parliament has approved a constitutional change that will allow the current president to run for an unprecedented sixth term in office.

After three days of debate, MPs voted overwhelmingly to remove the age limit of 75 for presidential candidates.

It means 73-year-old President Yoweri Museveni, who has ruled for more than 30 years, can seek re-election in 2021.

A two-term limit was scrapped in 2005 to allow Mr Museveni to stand for a third term.

But that limit has been reinstated following criticism that Mr Museveni could now become president for life.

His supporters argue that Ugandans can always vote him out of power.

Opposition MPs walked out of the debate on more than one occasion, and six were suspended for protesting against the bill.

The constitutional amendment, which was spearheaded by Mr Museveni’s governing National Resistance Movement (NRM), was presented to MPs in September and led to chaotic scenes in parliament.

Tempers flared and lawmakers were filmed brawling after it was alleged an MP had brought a gun into the chamber.

Local media reported that it took 20 minutes for the commotion to calm down.

President Museveni has led Uganda since 1986, having seized power at the head of a rebel army.

He won fresh terms in office in presidential elections in February 2011 and 2016, but the opposition, along with Commonwealth, US and European Union observers, complained about the fairness and transparency of the votes.

The new leader of South Africa’s governing African National Congress (ANC), Cyril Ramaphosa, has pledged to fight corruption and pursue a policy of “radical economic transformation”.

Closing the party’s conference, he said tackling unemployment and poverty should also be key party policies.

Mr Ramaphosa was elected on Monday to succeed President Jacob Zuma as party leader.

He is in a strong position to become president at elections in 2019.

“This conference has resolved that corruption must be fought with the same intensity and purpose that we fight poverty, unemployment and inequality,” he told delegates at the end of the five-day conference.

“We must also act fearlessly against alleged corruption and abuse of office within our ranks.”

He said that the party had approved the seizure of land without compensation, but he cautioned against undermining the economy and food production.

A careful tightrope

It was a long wait for Cyril Ramaphosa’s speech, which had been scheduled for Wednesday morning. When he finally made it at around midnight, he congratulated his party on having emerged from conference “united”.

But there are many who point to issues like the alleged disappearance of 68 votes, cast for the powerful position of secretary general, and argue that splits in the party could well deepen.

Mr Ramaphosa’s choice of words on the land issue was interesting. They reflect the careful tightrope the ANC is trying to walk: Addressing the concerns of the majority black population, whilst trying to assuage the business community and allay comparisons to its neighbour Zimbabwe.

There was also the expected condemnation of corruption in government and so-called state capture. What was not expected was his swipe at corporate corruption, and thinly veiled reference to the recent Steinhoff scandal.

Again this is indicative of the delicate balance Mr Ramaphosa is trying to achieve. He wants to let investors know he is serious about correcting the issues of the recent past, and convince black voters that he will equally address the mistakes of white-owned businesses.

The ANC has been under pressure to redress disparities which mean white farmers still own much of the best land in South Africa, more than two decades after the end of apartheid.

“This conference has resolved that the expropriation of land without compensation should be among the mechanisms available to government to give effect to land reform and redistribution,” he said.

“It has also been resolved that we ensure we do not undermine the agricultural production or the economy – that is what is important.”

Mr Ramaphosa praised his defeated rival for the ANC leadership, Nkosazana Dlamini-Zuma.

The leadership battle caused fierce political infighting, raising fears that the party might split before the 2019 election.

President Zuma has been embroiled in a series of corruption scandals – he denies any wrongdoing – and support for the ANC has declined in recent elections. However, it still gained more than 50% of the national vote in local polls last year.

Analysts say Mr Ramaphosa may move to sack Mr Zuma in the coming weeks, however this would need the backing of the party leadership.

In a separate development, the ANC conference passed a resolution to direct the government to downgrade the South African embassy in Israel to a liaison office.

It described the move as a “practical expression of support to the oppressed people of Palestine”.

Earlier this month, US President Donald Trump caused widespread controversy when he announced the US would recognise Jerusalem as Israel’s capital and relocate its embassy there from Tel Aviv.
