Nigeria: Gombe Budgets N104.9 Billion For 2018 Fiscal Year

Gombe (Nigeria) – Governor Ibrahim Hassan Dankwambo of Gombe State, northeast of the country has presented a budget estimate of over 104.9 Billion Naira to the State House of Assembly for the 2018 fiscal year .

The budget tagged “To enhance growth and economic development ,” out of the amount, N52 .9 billion is for capital expenditure, while N51.9 billion goes for recurrent expenditure.

Dankwambo said the budget was done bearing in mind the experiences and economic challenges the nation went through in 2017. ” We are committed to providing a secured livelihood for the people of Gombe State and to restore their confidence in our democratic system through provision of opportunities that will enhance economic growth and development”, he noted.

According to the Governor, Gombe State has continued to be given the largest share of the budget because of government’s effort to make Gombe State as one of the most exemplary State in Education.

It is against this back ground that, the sum of N4, 761, 994, 669.00 is allocated to the education sub-sector for investment, while N26, 670, 052, 000.00 is earmarked for investment in the higher education sub-sector in 2018 fiscal year.

“We shall continue to encourage the Gombe State University, College of Education Billiri, the School of Basic and Remedial Studies Kumo, College of Nursing and midwifery, as well as the College of Health Technology Kaltungo to perform optimally”, Dankwambo pointed out.

The Governor said that more opportunities have been provided for the Secondary schools graduates in the state, such as the establishment of State Polytechnic Bajoga and College of Legal and Islamic Studies, “while the Girls School for Remedial Studies at Daban Fulani will soon take-off”.

He explained that “Efforts are being made for the establishment of Gombe State University of Science and Technology, College of Agriculture and Animal Husbandry, College of Accounting and management Studies, Institute of Journalism and Gombe State institute of Sports. Our intention is to make Gombe an education hub and provide opportunities for our youths to compete favorably with others in all human endeavors”.

Other sectors like Works and Infrastructure got the sum of N10 . 255 billion, Water N4, 513, 645. 00, Health, N3, 771, 200, 000. 00, while the sum N1, 857, 000, 000.00 is earmarked for Youths Empowerment and Poverty Alleviation.

Governor Dankwambo appealed to the people of the State to redouble their efforts, cooperation and participation in the development of Gombe State. “Through our collective efforts and genuine determination by the grace of Almighty Allah we shall triumph”, he said.

Responding the Speaker of the State Assembly Nasiru Abubakar Nono thanked the Governor for his effort towards the development of the State and assured the determination of the law makers to work with the executive for the development of the State.

Kaduna (Nigeria) – Speaker of Nigeria’s House of Representatives, Yakubu Dogara, has said that Small and Medium scale Enterprises are catalysts for economic revolution ,just as the House is always committed to making enabling laws.
The Speaker who stated this when he received delegation from the Nigerian-American Chamber of Commerce, Kaduna State Chapter, northwest of the country also argued that  any nation  that fails to provide economic opportunities for its citizens is doomed.
He said the National Assembly had passed legislations in record time to support the growth of SMEs and the ease of doing business in Nigeria.
” In the House of Representatives, and by extension the entire National Assembly we have realized this, and recently in partnership with the Executive we have been able to make Laws, sometimes in record periods to increase our ease of doing business and banking
. As amatter of fact I was jokingly saying to the Vice President that we are almost getting par with the Lebanese Parliament which is popular for beginning the process of a Law and getting it passed and signed in the same day. And we did that realizing that we cannot afford to allow the economic space to be contracted in Nigeria, it has to be expanded and we pledged our total support for any Government initiative that would lead to the expansion of the economic space in Nigeria.
” We have recognized that SMEs are the engine room of economic growth.  Most times we are bound to think more in the line of more foreign direct investment or in terms of corporations working in Nigeria, but from my little knowledge of someone who studied International and Commercial Law, I have come to realize that corporations really just encourage the flow of wealth within citizens of the corporations, and ultimately the money is repatriated elsewhere.
 ” SMEs however remain the engine room because they create wealth that remains within the system, but the corporations just suck the wealth for the people of the corporation for them to just ship it out of the country. That is why SMEs are the real catalysts of economic revolutions in the financial market”.
“This was the subject of engagement between us and the Executive. You know that our own is to make Laws and we have been trying to do that through the ease of doing business. We have moved that further on the ranking, so that therefore means that you can talk to whoever in whatever part of the World and they will be able to take you serious now knowing that once they come to Nigeria they will have collaboration, cooperation of all the Agencies that are involved in either registering businesses, facilitating business start-ups and etc.”

The Speaker assured that the National Assembly will continue to provide legislative support that will create enabling environment for entrepreneurs.

“We will continue to do that and I know that you have our back, in the nature of job you do. Whatever you do, even if it involves some kind of tinkering with our Laws, you are free to suggest, let us see what we can do”.

Speaking on the North East and the plight of the Internally Displaced Persons,  Dogara said the National Assembly has provided legal and enabling framework that will guarantee enduring measures to address the devastation in the area.

“Then on the issue of the Northeast, it certainly is close to my heart, you know as Legislators we represent the people and the devastation in that region is simply too much, and it was a considered opinion that Ad-Hoc measures may not be able to address the scale of devastation in that region.

“We needed a Legal and Enabling Framework within which we can kick-start the rebuilding of that region. It is not something that we can recover from in the next five-ten years. So if we were to leave the approaches to Government interventions, along the line any leader that comes along may say we don’t want to do this again and that’s the end.
“.  We thought that we can escalate that to having an enabling framework that clearly defines an entity that has the power to sue and be sued. So that people can relate with that entity as is, instead of having some Government Committee which cannot be sued and cannot sue. So that formed our desire to have the Law, and thankfully with the coming of the President, as soon as it was passed by Parliament , Mr. President saw reason in this and accented to it, and it has become an Act. The only thing we are waiting for now is for the flesh, so that it can be built into it, and it can takeoff and I believe that it will happen very soon”.

While appreciating the Chamber of Commerce for realizing the level of devastation in the North East and its desire to raise fund to support the IDPs, the Speaker reiterated his resolve to use his 50th Birthday anniversary to raise funds to support the IDPs and other vulnerable members of the society.

“We want to thank your Chamber for realizing that business has to be conducted ethically. That it is not just about doing business, not about Small and Medium Enterprises, but that you are looking at those core things that define all of us as individuals: the care for each other, love for the vulnerable ones, people who are being persecuted, so on and so forth, so I appreciate this concern, you made an offer to raise funds and assist whatever initiatives it is we have in the Northeast”.

Earlier, Leader of the delegation and Chairman of Kaduna State Chapter of the Nigerian American Chamber of Commerce,  Mathew Abogbaimhe, lauded . Dogara’s disposition towards the plight of the vulnerable
members of the society as well as the National Assembly’s commitment to addressing the plight of the IDPs.

“We are glad that the Senate and indeed the House of Representatives under your leadership have led various efforts in addressing the plight of IDPs. Mr. Speaker, we are also aware of your unrelenting advocacy for support in resetting people affected by the insurgency in the north east as well as your appeals to the international community on the matter “.

Nigeria: PDP Chieftain Solicits Support For National Executives

Abuja (Nigeria) – A stalwart of the Peoples Democratic Party, PDP from Borno state, Northeast of the country, Kudla Haske Satumari has advised members of the party to give maximum support to the National Executives of the party to enable them succeed 

Satumari, who gave the advice in an interview with our correspondent in Abuja, said victory of the party is largely depended on the support of the members of the party across the country.

He observed that if members of the party, beginning from the ward to the national levels  throw their support behind the leaders, they will be able to wrestle power from the ruling party come 2019, adding that the National Executives have been very busy working assiduously to put the party on a winning track.

According to him, “PDP is back! The party is reforming and it has learnt its lesson. It has accepted its mistakes and it is working towards doing things differently to achieving results. I therefore urge our members to give maximum support to our national executives”

Satumari urged members of the PDP to always follow due process in whatever they do so that they will not find themselves in a situation that will truncate their aspiration.

Speaking on the recent division in the PDP, Satumari said that the problem will soon be a thing of the past, adding that the party is a large family of many members whereby such challenges cannot be completely ruled out, especially after a successful convention and election of leaders.

He pointed out that majority of those that contested the elections accepted the outcome, stressing that those who lost the election, after highlighting their areas of reservation accepted to work together for the progress of the party.

“I think this other group that came up with other issues, it is just a matter of listening to their grievances, find out who they are in the party, what they are really complaining about so that it can be looked into and amicably resolved”

“The core PDP members, as a family, we should be able to close rank and understand our differences to see how we can collectively work together and resolve issues bordering the progress of the party. Our enemy is not ourselves, we need to work together to ensure we stand as a credible opposition to wrestle power from the ruling party”

Regarding the recent invitation of PDP members by EFCC for investigation, Satumari said members of the party were curious considering the fact that only PDP members were invited especially now that political activities have started, this he said raises some suspicion on the mind of many people.

We are not saying that our members should not be investigated; the arrest should not be targeted or deliberate. Such should not come up now that political activities are gearing up for the coming elections. Even if it is done in good faith, people will definitely read meaning to it, so I advice that we don’t over heat the polity, allow credible opposition to be” he said.

Strategic Commander To Head Special Police Anti – Robbery Squad In Nigeria

Kaduna (Nigeria) – Deputy Inspector – General of Police, DIG, Operations is now to lead Special Anti Robbery Squad, SARS, as the Strategic Commander.

This is one of the measures being put in place to stem the remote concerns generated by perceived inadequacies of the SARS Operatives.

Speaking with Commanders of Federal Special Anti-Robbery Squad, FSARS, Abuja, Nigerian capital,, lnspector -General of Police, Ibrahim Idris, said the Commissioner of Police appointed as a field Commander of all activities related to SARS would be answerable to the DIG Operations.

He said, “Lately, the attention of the Nigeria Police Force had been drawn to the sentiments by a segment of the society clamouring for the disbandment or otherwise of the Special Anti Robbery Squad (SARS) hash tag “#EndSARS Now”.

“The Nigeria Police Force and its Management being a responsible and a responsive institution has monitored various concerns generated by this concerns and counter-agitation and painstakingly appropriated this valuable inputs from the Nigeria populace in line with our democratic Policing tenets and commence restructuring measures geared at accommodating the diverse interest of the vast Nigeria populace.”

He noted that the Special Anti-Robbery Squad of the Nigeria Police is a child of circumstance occasioned by the devious activities of the men of the underworld in the hare-days of the Anini/Osumbo era of darkness.

He explained, “Its initial conception was in 1991 when violent crimes became not only alarming but a major source of trepidation for Nigerians. This fears resulted in several deaths and loss of properties worth millions of naira either stolen or destroyed by men of the under-world.

“The SARS initiative at that point was swift response to imminent loss of confidence from members of the public on the ability of the Police to protect lives and properties.

“Pursuant the foregoing, the creation of SARS became most expedient to effectively arrest the ugly trend that was fast eroding public confidence and the numerous result of this model has remained indelible in the minds of numerous Nigerians till date.

“Indeed, there is no doubt that the efforts of SARS Operatives has brought hope and succour as demonstrated by numerous members of the public as it bothers on the activities of various Armed Robbery/Violent crimes gangs. It has become quit imperative to bring it to depth with ever evolving dynamics of modern security needs of the populace in keeping with the tenets of democratic policing.”

The direct supervision of SARS operations in each state command, he explained, is under the Commissioner of Police in charge of the state through the Deputies Commissioners/Assistant Commissioners of Police in-charge of Operations.

“Psychometric test, training and continuous assessment of operatives deployed to SARS to determine the suitability or otherwise of their role in keeping with acceptable standard operating procedure.

“The sole mandate to prevent, confront and solve cases related to armed robbery and generally protect the public from armed robbery and other violent crimes.

“Prohibition from conducting stop and search on roads unless when necessary.

“Prohibition of SARS Operatives to act as body-guards, delving into land matters, personal disputes, debt collection and matters that are considered civil.

“Embark on operations only on the permission of the CP SARS and/or DCs/ACs Operations in the Commands they are answerable to.

“Operate in official uniform clearly marked for identification.

“Operations to be conducted in a non-discriminatory, proportionary, fair and accountable manner.

“In view of the foregoing, the Nigeria Police Force under my leadership shall operate strictly guided by the human rights principles as enshrined under the United Nations Charter on human rights and other extant laws.

“In demonstration of good faith to the aspiration of the Nigeria populace, I have given mandate to the IGP’s Monitoring Units and ‘X’ Squad and other oversight units of the Force to monitor the activities of the SARS Operatives, while in the same vein, citizens are encouraged to avail the Police ways to improve SARS Operations, across the nation,” he explained.

Nigerian Police In Gombe Re-affirm Security Arrangement During Christmas

Gombe (Nigeria) – Gombe State Police Command, northeast of the country has said sufficient steps have been taken to ensure peaceful Christmas and New Year celebrations across the state.

State Commissioner of Police, Shina Tairu. Olukolu gave the assurance on Saturday at a meeting with the state Command Management Team, Area Commanders, DPOs and other senior police officers.

“The continued witnessing low criminal activities in the state, I attributed it to the peaceful nature of the citizens of the state, however we would not leave any stone unturned in a bid to sustain the prevailing peace in the state”, he said.

CP Olukolu added that the command’s operational strategies in terms of its tactical operation points, aggressive patrol carried out day and night as well as intelligence gathering have led to a low crime rate in the state.

He said police in Gombe are working in close collaboration with vigilante groups, hunters, community leaders and members to ensure “a high network flow of information that has deterred criminals from carrying out their activities.”

The CP disclosed that during the past quarter, the command arrested and charged to court for prosecution 150 criminals for various violent crimes and simple misdemeanour.

CP Olukolu appreciated the media for the cordial relationship as well as their balanced reports in line with national interest.

He urged members of the public to sustain the good work by quickly providing the command with useful information that would help in curtailing criminal activities in the state both during and after the yuletide.

Kaduna (Nigeria) – Nigeria’s  Inspector General of Police, Ibrahim  Idris,has ordered a comprehensive operational strategies to beef-up security throughout the country  during this year’s Christmas and New Year celebration.

To this end, an elaborate security arrangement has been put in place to ensure a hitch-free celebration nationwide.

The Inspector General of Police during his end of the year meeting with senior officers directed all Commissioners of Police and their supervising Assistant Inspectors General of Police to ensure adequate Safety of lives and property of all Nigerians during and after the period.

According to a statement by the Force Spokesman ,Jimoh Moshood , the IGP further  handed down same directives to all Commanders of Police Mobile Force (PMF), Counter Terrorism Unit (CTU) and Federal Special Anti-Robbery Squad (F-SARS).

“In addition, Special Forces and specialized units of the Force, including Special Tactical Squad, Special Protection Unit, Border Patrol and Explosive Ordinance Department have been adequately mobilized and deployed along with the conventional Policemen throughout the country to beef up security in their Area of Responsibilities .

“Police Federal Highway Patrol Teams, Safer Highway and Divisional Patrol Teams have been mandated and are under strict instruction to be polite, civil but strict in ensuring security and safety of travelers and other road users on all the highways and major roads throughout the country.

“The Inspector General of Police has equally directed the Assistant Inspector General of Police and Commissioners of Police to ensure that no roadblock is mounted anywhere in the country but to put in place visibility police patrol teams and crime prevention squads in their Area of Responsibilities (AOR) throughout the country to ensure safety and free passage for all travelers nationwide.

‘The Inspector General of Police further directed that all Assistant Inspectors General of Police and Commissioners of Police in all Zonal and State Commands and their personnel throughout the country to be on red alert and supervise their personnel to observe International Best Practices in carrying out their duties Nationwide.

“The personnel of the force will be on 24Hours round-the-clock surveillance and robust vehicular patrols throughout the Yuletide and the New Year. Particular attention and adequate police deployment will also be carried out on places of worship and venues of celebration including strategic public places, recreation centres, shopping malls, business plazas, motor parks, Government installations and other important locations so as to forestall any criminal activity and guarantee the safety of the citizenry, the statement reemphasized.

Meanwhile, the IGP on behalf of the Officers and men of the Force, rejoices with Christians in Nigeria as they join the Christendom in celebrating this year’s Christmas and enjoins them to practice the virtues of Jesus Christ by propagating peace, demonstrating love and forgiveness, as well as promoting harmonious coexistence amongst fellow citizens, irrespective of religious, ethnic or political leanings.

He also thanks Nigerians for their understanding and renewed cooperation with the Nigeria Police Force in the year 2017. He therefore, calls on Nigerians to strengthen their partnership with the Force by providing useful information to the personnel of the Force deployed in their localities.

Nigeria: Advocacy Group Partners Kaduna Government To Fight Malnutrition

Kaduna (Nigeria) – A non-profit organization, Family Health Advocates in Nigeria Initiative (FHANI), is to partner Kaduna State Emergency Nutrition Action Plan (KADENAP) on nutrition –  this is part of efforts to fight malnutrition in Kaduna State, northwest of the country, 

To this end, an interactive session has been held between both parties to give more attention to child, adolescent and maternal nutrition through advocacy. 

Wife of the Governor of Kaduna State and chairperson of the Action Plan, Ummi Garba El – Rufai, said at the meeting that there is an urgent task to facilitate the integration of nutritional intervention in Primary Health Services to achieve the desired result.

She said KADENAP was all out to solicit for collaboration and mobilize resources and technical expertise to fight malnutrition in the state.

To demonstrate its commitment, Ummi said the State government has been meeting its financial obligation with the United Nations Children Fund, UNICEF. 

The chairperson said KADENAP had so far met with traditional and religious leaders on the scale up nutrition, promotion of exclusive breastfeeding, adolescent nutrition in schools and communities.

Earlier, the State Commissioner for Women Affairs, Hafsat Baba who was also the Secretary of FHANI, had given a brief history of the advocacy group which has been in existence for the 7 past years and whose activities have been applauded by development partners.

She told Wife of the Governor that apart from maternal health, the advocacy group also engages in other health issues,  assuring that with the involvement of FHANI, fighting malnutrition would be a success story in the State.

KADENAP is a body set up early this year by Kaduna State government to fast track it’s intervention on nutrition.

We ‘ll Ensure Making Digital Switch Over Profitable Industry In Nigeria — Information Minister

Kaduna (Nigeria) – Nigeria has promised to ensure that Digital Switch Over becomes a profitable industry for creative talents, advertising agencies, TV channels and distributors in the country.

Millions of jobs will also be created.

The Minister of Information and Culture , Lai Mohammed gave the assurance in Kaduna on Friday while launching the Digital Switch Over after Jos, Ilorin and Abuja.

The Minister said there is urgent need to grow advertising industry, since that is the ‘oil’ required to make the country’s TV environment thrive.

Lai Mohammed said the Ministry would work with the National Assembly to dismantle monopolies that concentrate the profits in a few pockets.

“Working with the National Assembly, we will look into our laws to see where monopolies that concentrate the profits in a few pockets can be dismantled, while our laws will be brought in line with international best practices in countries like the U.S., U.K., India, Singapore, Turkey etc.

“At the end of the day, the ordinary Nigerian must reap the benefits of the digital television without having to break the bank. This is why we are striving to ensure that we make a success of the analogue to digital transition. We must not and cannot afford to fail.

“I therefore appeal to all stakeholders to ensure that all hands are on deck as we bring digital television to all Nigerians,” he pleads.
