An intervention Programme under the Department for International Development (DFID), Save the Children has called on the Zamfara state government to sustain the Social Protection (SP) programme to reduce poverty rate and support the vulnerable in the society.

The Advocacy and Behavior Change Communication Officer, Zamfara State Field Officer, Fatima Musa Muhammad made the call  during a meeting on Media Engagement Platform to push for the SP adoption, institutionalization and implementation.

Fatima said if SP is sustained by the government, it will strengthen the capacity of the poor to protect their consumption and to support household investment in the assets required to manage .

She described SP as a right and not designed by some countries as only service provided by public or private actors or as a personal favour from generous governors.

“There is lack of interest and indifference from citizens with respect to monitoring their government or those responsible for implementing SP programmes and holding them accountable”, she said.

Fatima Muhammad tasked the media to advocate for adequate legal and institutional framework and also try to ensure that government actors respect the principles of equally and non discrimination by guaranteeing effective transparency, public participation and overall accountability in SP programmes.

“Media should regard SP as one of their top priorities in news and information. Promote transparency and access to information in SP programmes”, she tasked.

Earlier, the State Team Leader, Zamfara Field office, Malam Tanko Umar had said SP remains one of the impetus for achieving development in any society.

He challenged the media to work towards the objectives of making the state government to adopt the SP programmes.

“If a government does not have the capacity to implement policies, citizens will not enjoy adequate and effective SP programmes and their human rights become vulnerable or even compromised”, he said.

The Save the Children said it has expended over N2.5 Billion on Child Development Grant Programme (CDGP) and other SP programmes since its inception in the state five years ago.

A head of the  2019 general elections one of the gubernatorial aspirants on the platform of the All Progressives Congress (APC) in Gombe State northeast of the country, Farouk Bamusa, has distributed 13 vehicles for his election and commissioned a campaign Office for the re-election of President Muhammadu Buhari .

Speaking to newsmen shortly after the presentation of the vehicles at the state APC secretariat in Gombe on Thursday, Farouk Bamusa said it had become necessary for Nigerians with progressive minds to contribute in any form towards achieving a second term for President Buhari considering his numerous achievements since he assumed power in 2015.

“That is why I decided to donate a multi-million naira campaign edifice and vehicles to all the local government areas in the state, the state party officials and elder’s forum of the party in aid for the campaign.

Bamusa claimed that Nigerians have seen tremendous change in all aspects of development, in less than three years of Buhari administration, saying he deserves a second term for continuation of the good developmental projects he started.

According to him, the fight against Corruption, insurgency and the improvement of the nation’s foreign reserve among others are some achievements of the present regime.

Bamusa said he is contesting the Governor seat in effort to rescue Gombe state and liberate it from bad governance, adding that if elected he will surely put things right.

“PDP government has messed up the state; totally, there is no drinking water, no sanitation, no health care services, no youth employment. I am coming with new ideas that will engender change, progress, employment and business activities.”

The Gubernatorial hopeful pledged that he will be ready and willing to support whoever emerges as the party flag bearer through a free, fair and transparent primary.

“As a party man I will support whoever emerges as the flag bearer in a free, fair and transparent primary, my major objective is to ensure victory for APC in Gombe state.” he emphasized.

Italy Minister Blocks Migrants on Ship in Govt. Tug-of-War

Dozens of migrants rescued at sea and brought to an Italian Port on Thursday were blocked on ship in Government tug-of-war Matteo Salvini, Interior Minister said.

This blockage revised a decision by a fellow minister and opened a rift within the government.

Just a few hours earlier, Transport Minister Danilo Toninelli, had authorised a coast guard ship carrying 67 migrants rescued off Libya to enter the port of Trapani in Western Sicily.

“I will not authorise (their disembarkation).

“If someone does it in my place, he will assume the judicial, moral and political responsibility for it,” Salvini told a news conference following a meeting of European Union interior ministers in Innsbruck, Austria.

The Diciotti coast guard vessel has arrived in port, but no one has yet been let off the ship.

Salvini, who is also leader of the League party and deputy prime minister, is in charge of immigration policy and borders, while Toninelli, who is a member of the anti-establishment 5-Star Movement, is in charge of ports and the coast guard.

The two rival parties formed a coalition on June 1, pledging to crack down on migration even though arrivals from Libya, where people smugglers operate with impunity, are down more than 85 per cent this year.

Since taking office, Salvini has led a high-profile campaign to shut humanitarian rescue ships out of Italy’s ports, a move supported by 5-Star.

But Salvini’s hardline immigration stance appeared to rankle his coalition allies this week.

Instead of a foreign-flagged charity ship, the latest batch of migrants was initially picked up off the Libyan coast by an Italian-flagged supply vessel.

“If the ship has an Italian flag, it’s complicated to tell it not to come to an Italian port because it creates a dangerous precedent,’’ 5-Star leader Luigi Di Maio said on Thursday.

The supply vessel picked up the migrants on Monday and later asked the Italian coast guard to take them off its hands, citing concern about their aggressive reaction when it seemed they might be returned to Libya.

Salvini said either someone should be charged for threatening the crew of the Italian supply ship, or the captain lied about tensions on board to convince the coast guard to intervene, in which case his company “must pay’’.

“I don’t want to be fooled with. Until there’s clarity about what happened, I won’t authorise anyone to disembark the Diciotti,” Salvini said.

Also on Thursday, Salvini asked EU interior ministers to declare Libya a place of safety where migrants can be taken after they are picked up at sea.

German, Austrian and French ministers agreed it could be done, Salvini said.

“I’ve never heard the winds of change blowing so hard in Europe,” Salvini said in Innsbruck.

However, according to international law, refugees cannot be returned to a place where their lives are put in danger.

Both the United Nations and European Union have acknowledged that Libya is not safe.

“I visited Libya two months ago. The situation is still chaotic there,” Europe’s Home Affairs Commissioner Dimitris Avramopoulos said in Innsbruck.

Salvini got unexpected support on Thursday.

New Process For Getting South African Police Clearance Certificate Introduced

To mitigate identity fraud, the South African Police Service (SAPS) is introducing a new process for obtaining a police clearance certificate (PCC).

“SAPS has devised one such method to improve security measures to mitigate this risk,” SAPS said on Thursday.

A police clearance certificate is a document issued by the SAPS Criminal Record and Crime Scene Management stating whether or not any criminal offence has been recorded against the person.

It’s a document which provides confirmation of a person’s criminal status.

When and how will the effects take place?

Members of the public are no longer expected to deliver their documentation to the Criminal Record Centre in Pretoria, as was previously the practice.

It is now the sole responsibility of the SAPS to compile and deliver the form to the Criminal Record Centre (CRC) on behalf of the applicant.

Any costs involved?

This service is rendered at R114 per application. The required tariff is payable in cash at the nearest police station, by bank-guaranteed cheque, banker’s draft or electronic payment in the SAPS account in favour of the National Commissioner.

According to the SAPS, in the case of an electronic payment, the letters ‘PCC’ followed by the initials and surname of the applicant must be indicated as the reference.

The letters ‘PCC’ will indicate that the payment is for a police clearance certificate. Proof of payment must be attached to the application (SAPS 91(a), which will be provided to the applicant at his/her nearest police station.

What the process entails?

The first step to obtaining a police clearance certificate is to visit your nearest police station in SA and notify a member of the SAPS that you wish to apply for a SA police clearance certificate.

The member will then guide you accordingly to the relevant member who will be responsible for the processing of your application. The applicant will be expected to subject himself/herself for a full set of fingerprints for the (SAPS 91a), which is the SA police clearance certificate form.

The applicant must ensure that he or she is in possession of a copy of his or her South African identity document or in possession of his or her official passport, a copy of which will be certified at the police station and attached to the application.

The applicant must provide a statement regarding his/her previous convictions and indemnify the SAPS against any liability which may result from furnishing information in this regard.

Finalised police clearance certificates will be returned to the station of origin and the applicant will be contacted for collection.

Upon collection, the applicant must again present the original Identity document or passport as confirmation of identity.

Nigeria: Gunmen Abduct Chinese National In Zamfara

The Zamfara State Police Command, Northwest of the country has confirmed the abduction of a Chinese national, Mr Ren Dajun, a staff of a construction company.

 

According to the Police Public Relations Officer, SP Mohammed Shehu, the Chinese national working with the construction company in Birnin Tudu Village, in Bakura local government area, was abducted on Wednesday at about 2pm by unidentified hoodlums.

 

“Command’s Search/ Rescue team and Anti-kidnapping Squad have embarked on a coordinated bush combing with a view to rescuing the Victim hale and hearty, and also to arrest the assailants,” he said.

 

The Police Spokesman advised the people of the state to be conscious of their security and report strange and suspicious elements in their areas.

‘SA Express’, A South African Airline, Prepares For Take-Off

SA Express is readying itself for take-off, it said on Thursday.

In its statement, the airline, falling within the ambit of the Department of Public Enterprises (DPE), said the Civil Aviation Authority (CAA) reinstated its Aircraft Maintenance Organisation (AMO) certification on Friday, 22 June 2018.

Since then, SA Express has undergone a stringent and rigorous process to meet the regulator’s high standards.

“All of our corrective action plans were accepted by the CAA for all the findings which led to the suspension of the AMO and the Air Operators Certificate (AOC). A team comprising members of the newly appointed Board of Directors, the Ministerial Intervention Team, as well as SA Express’ dedicated employees have worked tirelessly to implement the CAA approved corrective action plans (CAPS),” said the airline.

In May, the authority announced the suspension of SA Express’s air operator’s certificate and the certificates of airworthiness (CoA) of nine of the 21 aircraft being operated by the airline.

This effectively meant that as of 24 May, SA Express Pty (SOC) could no longer continue to operate as an airline. In order to be able to operate, SA Express will have to reapply and be issued with the relevant approvals (an air operating certificate), and an approval for the aircraft maintenance organisation, and certificates of airworthiness for the grounded aircraft.

In its statement on Thursday, SA Express assured the public and its customers that it has focused intensely on addressing the root causes that led to its grounding.

The airline said it has restructured the internal processes that led to the grounding.

“Today, the final phase of the five-phase CAA process to re-certify the airline’s Air Operators Certificate (AOC) has commenced. As soon as the SA Express AOC has been reinstated by the CAA, the airline will be ready to again fly its passengers in comfort and safety.”

In addition, the SA Express board on Wednesday briefed Public Enterprises Minister Pravin Gordhan on progress achieved since the May grounding.

“The SA Express Board, Ministerial Intervention Team, together with loyal staff have made very significant progress to return the airline to full operation in the very near future,” said Gordhan.

Following the grounding, South African Airways (SAA) announced an extended schedule as part of interventions to sustain the SA Express network.

At the time, SAA announced a replacement capacity schedule for a year with partner airlines so as to support SA Express passengers. – SAnews.gov.za

The South African Social Security Agency (SASSA) and the Post Office have entered into an agreement that will see social grant recipients smoothly transferred to the new payment system, the Inter-Ministerial Committee (IMC) announced on Thursday.

Signed on 19 June, the agreement has seen the partnership between the two State agencies reach a level of stability, the IMC said in a statement read by Communications Minister Nomvula Mokonyane at a press briefing.

The legal agreement provides the framework on how SASSA and the Post Office will work together during the transitional period.

The IMC is led by the Minister of Performance Monitoring and Evaluation, Dr Nkosazana Dlamini Zuma. The IMC also includes the Ministers of Social Development, Susan Shabangu and Telecommunications and Postal Services Siyabonga Cwele.

“We are happy to report that great progress has been made in implementing the [Constitutional] Court instruction,” Mokonyane said of the agreement signed by SASSA and SAPO.

Mokonyane, on behalf of the IMC, said key to this agreement is to ensure a smooth transition that will not disadvantage the beneficiaries in anyway.

“A number of electronic payments of social grants through SASSA, Postbank, commercial banks and merchants were effected from April with less disruptions,” the Minister said.

In June, a milestone was reached when 1.8 million beneficiaries were successfully migrated from the old Cash Paymaster Services (CPS) card to the new SAPO card issued by the Post Office.

The State agencies plan to migrate all cash beneficiaries to receive grants at pay-points by the end of August.

The IMC today remained confident that the SASSA/SAPO card swap would result in benefits for the recipients. The new gold card is deemed safer, as it does not allow for illegal deductions and transactions to occur. These transactions and deductions include electricity, airtime and loans.

“The only deduction that will be permitted on the new gold SASSA card will be for funeral policies on non-child grants, which should also not be more than 10% the total grant,” Mokonyane said.

Beneficiaries are urged to apply for the gold card, as the white ones will be phased out at the end of September.

The IMC said it is pleased with the progress made in addressing the technical challenges that affected several beneficiaries in the July payment cycle. Some electronic payment beneficiaries said they were able to only access a portion of their grants.

“We have received a full report from the SASSA and Post Office technical teams on the challenges they experienced. According to them, the system was unable to deal with the huge volumes of transactions they received as a result of the increased uptake of card swaps,” Mokonyane said.

The teams have been tasked with testing the resilience of the system at branches and retail outlets to avoid a repeat of the inconvenience. – SAnews.gov.za

Nigerian Governors Pledge Increased Synergy To Check Killings

Chairman of Nigerian Governors Forum (NGF) and Zamfara Governor, Abdulaziz Yari, on Thursday, assured increased synergy among leaders to check killings and destruction of properties.

Yari gave the assurance when he led five other governors on condolence visit to Gov. Aminu Tambuwal and people of Sokoto State over the killings that occurred in Rabah Local Government Area of the state.

He described the incident as worrisome, noting that Sokoto State enjoyed relative peace in spite of the fact that it shared boundary with some areas experiencing troubles in Zamfara.

Yari said “we were in Plateau 10 days ago and now in Sokoto for the same condolence, which signified that drastic measures were needed to stop this menace.

“As leaders, we must stand up to our responsibilities, being that most of us here are affected.

“We are losing loved ones, property and many being injured all over the affected places.

“We need to look inward because the crime is a chain that must be stamped out. As leaders, we must cooperate and evolve measures to tackle the situation.”

Gov. Tambuwal thanked the governors for the visit and concern, stressing that the number of people who died in the Tuesday attack in Rabah Local Government Area increased to 39.

He added that after 32 people were buried on Wednesday, another set of corpses were recovered.

The governor explained that such mass killing was happening in Sokoto State for the first time.

He said that “currently, there are three Internally Displaced Persons camps comprising more than 10,000 people in the affected areas.”

According to him, security personnel have been mobilised for constant patrol in the areas.”

The Governor of Jigawa, Alhaji Badaru Abubakar, led the gathering in prayer for the deceased and quick recovery for the injured.

Other governors in attendance were Alhaji Aminu Masari (Katsina), Alhaji Jibrilla Bindow (Adamawa), Alhaji Abubakar Bello (Niger) and Alhaji Kashim Shattima of Borno.

The Sokoto State Deputy Governor, Alhaji Ahmad Aliyu, Alhaji Inuwa Abdulkadir and Ahaji Sadiq Achida, National Vice Chairman Northwest and Sokoto State Chairman of All Progressives Congress (APC) as well as APC Chieftain, Alhaji Umarun Kwabo were also on the visit.

Hundreds of suspected bandits on Tuesday invaded Gandi and Mabanni villages in Rabah local government of Sokoto State and killed many people, destroyed properties.
