Akwa Ibom: Sustainable Development In Nigeria’s Prime Investment Destination

Seen from afar, Nigeria is one large African nation and the continent’s most robust economy, but within the powerhouse that Nigeria represents there are several engines that drive the economy. Best known is Lagos State, which includes Nigeria’s largest city and economic capital, but beyond there a less known success stories that merit global attention.

Of Nigeria’s 36 states, debatably the most impressive is Akwa Ibom state, led by Governor Udom Emmanuel, elected only three years ago. Just last month Governor Emmanuel commissioned seven new roads with 34 additional roads planned to provide over 2000 jobs to the state and stimulate commerce among Akwa Ibom’s population of four million.

A noted adherent of impact investing, Emmanuel selects projects for his state that add value beyond the sums marked on contracts or the profit margins racked up by contractors. Public benefit must be calculated in far more sensitive and inclusive terms, and Governor Emmanuel’s Sustainable Development Agenda over the last 1096 days does just that.

AGRICULTURE

With Africa’s 65% of its land still unexploited and food imports debilitating local economies, Akwa Ibom’s developmental finance strategy included a technical committee on agriculture and food sufficiency which broadened the “Dakkada” mindset in youth people, women and the elderly. With increased acreage of cultivated land growing by over 40,000 hectares comprising now 11,000 hectares earmarked for an ongoing coconut plantation, 24,000 hectares for new rice projects including two rice mills, 3,000 hectares of cassava lantations with rehabilitated processing facilities for garri, cassava pellets, flour, and ethanol, and the rehabilitation of competitive oil palm and cocoa estates, Akwa Ibom’s position as a leading food producer and exporter in Nigeria is assured.

The state government has facilitated thousands of high yield seedlings of oil palm, plantain suckers, maize and citrus seeds to ensure optimal source of farm input for its local population. The state policy on agriculture is firmly hinged on mitigating food scarcity, ensuring food sufficiency and security which impacts over a million households.

The Ibom Greenhouse Project has induced export capabilities for vegetables, tomatoes, cucumber, encouraging a massive response by young farmers to take up various forms of agriculture as a new economic mainstay. The government via partnerships with investors has also established a fertilizer blending plant at Abak, a meat processing facility project at Itam, a cattle ranch at Adadia, and an Akwa prime hatchery at Mbiaya and other strategic agribusinesses and related technical services.

To date over 20,000 hectares of land have been cleared providing businesses and economic activity for equipment owners, farmers, input producers and direct/indirect jobs for households within the state and beyond. Akwa Ibom is positioned to feed her people and indeed the nation, making Akwa Ibom an attractive investment destination for those interested in the agribusiness sector.

INDUSTRIALIZATION

The innovative industrialization policy of Akwa Ibom State merits some comment too. Leading a much-needed and highly progressive departure from an epoch of oil revenue dependency and federal allocations Akwa Ibom state has understood that the key to industrialization is increasing power generation. The governor has seen to this by securing additional licensing for the state-owned power company increasing capacity from 190MW to 685MW, unlocking distribution via massive investment in substations and feeder lines, and installing a network of new power infrastructure around the state enabling parts of the state capital with 15-18 hours of power per day.

Dedicated lines and infrastructure have targeted special projects such as the airport, the Ibom Specialty Hospital and the industrial clusters in Onna, Uyo and Itu.

With both road and power infrastructure being addressed, the state government has pursued its first phase of its ambitious industrialization agenda by delivering an Electric Digital Metering Plant providing metering solutions that unbundle the legitimate concerns of investors, namely tracking power tariffs.

The state is also proud of its strategic investment in syringe manufacturing with capacity large enough to cater to Africa’s 2.4 billion-strong demand for syringes by producing 350 million units with capacity to upscale to 1 billion, adequate to cater for both local and international markets.

The state has also increased progress in a proposed flour mill within the Onna Industrial Cluster.

Hundreds of Akwa Ibom daughters and sons have been trained abroad to take up various technical and managerial aspects of these investments as part of the 350-strong human-power needs of the cluster.

As part of the overall vision, companies like the Peacock Paints Factory in Etinan have received fresh funding and rehabilitation, several state-owned enterprises and assets have become the prize possession of new investors who’ve encouraged that resources be assigned to business development from the state’s investment structure.

The recent establishment of the Itu Cluster which houses the Akwa Ibom Enterprise and Employment Scheme (AKEES) has promoted the creation and opening of a state-of-the-arts toothpick factory, pencil production and particle wood processing facility as well as bamboo conversion facilities increasing economic impact with 200 new, direct jobs and 400-500 indirect jobs, and creating foreign exchange opportunities with these products as exports.

With several MOUs and EOIs in place, the state continues to be the second highest destination for FDI in Nigeria, and prospects for growth in the SME sector look promising. International development agencies and the private sector are both positioned to forge the development of the state’s growing MSME sector. As negotiations result in executable action the huge FDI gap between Lagos and Akwa Ibom states lessens while under-developed opportunities in the later promise to render Akwa Ibom an increasingly attractive investment destination.

OVERALL SOCIO-ECONOMIC IMPACT

In creating the Economic Strategy and Investment Plan, Governor Emmanuel has been clear in stating that a major plank of his government would be to harness developmental projects that would deliver maximum returns on investment and create employment opportunities for the people of the state while catalyzing food production. His vision for the future is “to transform the economy of our state via industrialization and sustain public-private-sector initiatives, and thereby opening up opportunities for growth and improved living standards,” the governor stated, “and to continuously develop, mobilize, and empower our women and youth via planned and well-articulated capacity-building programmes…” The state’s target, he said was to “provide trade, commerce and tourism between Akwa Ibom and the rest of Nigeria, and in fact, the rest of the world.

Nigeria Police Kills 2 Gunmen, Loses 2 Officers In Gun Battle In Kaduna

The Kaduna State Police Command says it’s officers on Monday killed two unidentified gunmen at Tabani village along Birnin Gwari – Funtua road and recovered one AK 47.

Two police officers also lost their lives in the process.

The Command’s Spokesman, DSP Mukhtar Aliyu, in a statement said, “The Kaduna State Police Command wishes to categorically state that, on 16/07/2018 at about 1830hrs, a Team of Police Officers on special duty and on routine patrol at Tabanni Village along Birnin-Gwari – Funtua Road, were ambushed and attacked by unidentified armed men.

“The Kaduna State Police Command in a gun battle killed two unidentified gunmen at Tabani village along Birnin Gwari – Funtua road and recovered one AK 47.

“Unfortunately, two Police Officers lost their lives in the incident. However, the situation has been promptly brought under control.

“In their deep mourning mood, some Police Officers who conveyed the corpses of their late colleagues to Kaduna on 17/07/2018 at about 1100hrs encountered an unfortunate incident where there was accidental discharge of gun-shot which hit a female member of the public. She was rushed to the hospital but sadly died from sustained wounds.”

The Police Command however assured members of the public that there was no cause for alarm as State was calm and peaceful.

“As such, people are free and safe to go about their lawful businesses without fear of molestation,” the statement explained.

Nigeria: FCT Abuja Proposes N271bn Budget For 2018 Fiscal Year

Nigeria’s Federal Capital Territory Administration, FCDA has proposed an expenditure framework of N271.532 Billion for the 2018 fiscal year.

 

The FCT Minister, Muhammad Musa Bello, made the disclosure on Tuesday at a Budget session with the Senate Committee on FCT.

 

According to the Minister, the figure shows an increase of N49.171billion over that of 2017 which was N222. 360billion.

 

In his presentation, the Minister gave a breakdown of the sectorial allocations which showed the highest allocation to Capital Expenditure, with N154.232 billion representing 56.8 percent of the total estimate.

 

Overhead cost came second with N61billion or 22.5 percent, while Personnel were estimated to cost N56 billion representing 20.68 percent of the total budget.

 

The increase, Bello explained was based on the expected higher revenue generation by the FCT following the take-off of the FCT Internal Revenue Service, IRS and expected increased funds from the federation account.

 

The Minister revealed that the Administration would pay adequate attention to the completion of ongoing infrastructure projects to make the city more liveable. Consequently, N70 billion has been earmarked for this purpose.

 

In the same vein, N4.7Billion will go to on-going critical new infrastructure projects, while N21.1billion is proposed for ongoing as well as new infrastructure projects in satellite towns.

 

The amount of N37.96billion has been set aside for the Education Sector while the Health Sector allocated N22.8billion.

 

Other major expenditure areas include Resettlement & Compensation – N8.9billion and Transportation Sector – N20.5billion.

 

Of this amount, the Abuja Light Rail Project would gulp N12.3billion. Environment, Water and Agriculture sectors together have been allocated approximately N16.3Billion among others.

 

The Budget described as a balanced budget by the Minister, would be funded from the 1 percent of the 52.68 percent Statutory Allocation of the Federal Government from the Federation Account, Internally Generated Revenue; IGR and other sources as contained in the Fiscal Framework of the Federal Government.

 

In a brief remark, the Chairman, Senate Committee on FCT, Senator Dino Melaye, expressed delight at the remarkable improvement recorded in the Budget performance for the 2017 Fiscal year which showed a 62 percent level of accomplishment.

 

He congratulated the FCT Administration for the successful commissioning of the Abuja Rail Mass Transit System, while harping on the necessity for honesty, prudence and transparency in the management of government resources.

Gombe State police command in northeast Nigeria says it has arrested a syndicate of five suspects for being in possession of 60 notes of counterfeit one hundred United States dollars in Gombe metropolis.

 

In a statement, the State Commissioner of Police, Mr. Shina Olukolu said the Suspects, Dani Abdullahi aged 32, of Tsamiyar Boka Hotoro, Abubakar Ibrahim 36, and Mustafa and Mustafa Ibrahim 28 years were arrested by operatives of the Police X- Squad.

 

Others are, Umar Bello 41 and Adamu Abdullahi, who were arrested while attempting to defraud one Tanimu Ahmed Idris from Agege, Lagos.

 

Mr. Olukolu advised intending pilgrims to Saudi Arabia and the public to desist from sourcing or buying their dollars or other foreign currencies from unauthorised persons or places, particularly those being offered at ridiculous rate as opposed to Central Bank of Nigeria (CBN) rates.

 

While promising continued Combating of crimes and criminalities, the Commissioner of Police enjoined all law-abiding people in the state to continue to collaborate and assist the police with useful information in the collective efforts to serve the society better.

Nigeria: We Must Unravel Mystery Surrounding Recovered Loots, Assets – Dogara

Speaker of the House of Representatives, Yakubu Dogara, has said that Parliament will not continue to look on as confusion trails the recovery of looted funds and assets.

Speaker Dogara stated this at a public hearing by the House Joint Committee on Public Accounts and Finance on the need to ascertain the status of recovered Public funds and assets from 1999 to date.

“It is common knowledge that there are a lot of conflicting reports and claims from various agencies of government concerning the status of the funds and assets recovered from some citizens and corporate entities by law enforcement agencies. As a Parliament, we cannot fold our arms and allow the confusion trailing the whereabouts of the recovered funds and assets to continue.

“This is why the House of Representatives resolved to mandate this Joint Committee to investigate the issue in the interest of accountability and transparency.”

He added that the investigation has become necessary in order to ascertain how resources are being appropriated, and that it is in line with the duties of the National Assembly as stated in the Constitution.

“We believe that as a Parliament, we owe the people of Nigeria the duty to ascertain the resources available to government and how they are being appropriated in their interest. This is in line with the exercise of our Constitutional powers in Sections 88 and 89 of the Nigerian Constitution, 1999 as amended.”

He urged stakeholders present to be patriotic, truthful and honourable in their submissions.

He further urged the committee to handle the matter with utmost seriousness as it is capable of eroding the credibility of the present administration.

The total value of recovered funds and assets is estimated at $2trillion and the House has also mandated its Committee on Financial Crimes to investigate whether any crime has been committed in the course of the management and disbursement of funds recovered by the Federal Government in the last 12 years.

Zamfara State Police Command, in northwest Nigeria, says it has arrested 72 suspected armed bandits in the State who specialise in motor cycle theft.

The command’s Public Relations Officer (PPRO), SP Mohammed Shehu, said the arrest followed massive intelligence led raid in some identified criminal hideouts in the state.

He said the command also during the raid which took place on 15th July, recovered 73 motorcycles from the suspects .

“In view of the activities of armed bandits that are using unregistered motorcycles to ferry kidnapped Victims to their hideouts. The Zamfara State Police Command has embarked on massive intelligence led raid in some identified criminal hideouts in the state”, he said.

The spokesman therefore called on members of the public who lost their motorcycles to criminals either by snatch or theft to come to the Police Command Headquarters for Verification to show  rightful ownership.

12 Million Out Of School Children In Nigeria Mostly From the North – Ango Abdullahi

Former Vice Chancellor of Ahmadu Bello University Zaria, Professor Ango Abdullahi has said that there are 12 million out of school children in Nigeria mostly from the northern part of the country.

 

Prof. Abdullahi who stated this at the 15th graduation and 20th anniversary of Zaria Academy, observed that the phenomenon is a threat to the socio-economic and security of the entire region.

 

He emphasized that sufficient educational background must be put in place to address the social vices currently facing northern Nigeria.

 

The educationists challenged wealthiest in the region to establish schools and provide scholarship to the less privileged children in their respective communities.

 

According to him, there is much to do in order to recover the lost glory of the education in the north as well as to address the issue of quality education of the younger generation.

 

In his presentation, the Guest Speaker, and Managing Director, Nigerian Deposit Insurance Corporations, NDIC, Umar Ibrahim said quality education impacts positively on the peaceful coexistence of any society.

 

According to him, the spate of violence and insecurity challenges being experienced in Nigeria can be attributed to poor or weak educational system.

 

Mal. Umar Ibrahim said, “If we are to enjoy peace, we must offer better living conditions.”

 

According to him, it is a common knowledge that Nigerian employment market must be engaged with not only paper qualification but also be full of ideas and skills, business minded and possess extra advantage of quality education credentials from well-known institutions.

 

Also speaking, the Chairman Governing Council Zaria Academy, Haroun Adamu said that Zaria Academy has become a trail blazer and can claim a pride of place of providing skilled manpower in the field of new technology as well as computer science and infusion of Asian work ethnics into Nigerian workplace.

 

He said, the Governing Council has provided Academic direction, while discipline remain a pillar for the sustenance of the serene academic, either by students or staff.

 

According to him, Zaria Academy and students have been selected to be honoured to showcase the Academy’s contribution to education and manpower development.

 

Earlier in his address of welcome, the Principal of the school, Mr. U. G. Wuyahka said, Zaria Academy had introduced day system in order to extend the ample opportunity of top quality education to its host communities as well as to offer a new window for cross pollination of ideas among students from diverse economic and social background, create healthy competition and challenge among the students.

 

Mr. Wuyahku said under the Academy’s corporate social responsibility programme it has trained 250 artisans in the area of woodwork, plumbing, electrical installation, tailoring, welding and the establishment of an entrepreneurial centre in Zaria.

Rampaging Youths In Nigeria Injure Commissioner Of Police

Rampaging  youths in Jalingo on Monday pelted Taraba Commissioner of Police, David Akinremi, with stones, injuring him on the head.

The  Command’s Public Relations Officer, ASP David Misal, who confirmed the incident to newsmen in Jalingo, said the Commissioner had gone to the Tudunwada area of the metropolis with a team of officers to restore normalcy following reports of youths unrest.

”He was hit on the head with a stone resulting in serious bleeding before he was rushed to the Hospital, where he was treated and discharged.

“Since yesterday, some irate youths, armed with dangerous weapons, including cutlasses, axes and other objects, started disturbing the peace of residents around Tudun Wada and Gadan Boboji areas of Jalingo town.

“Our men were deployed there and normalcy returned.

 “However, this morning, we got reports that the boys had come out again in large numbers, brandishing these weapons and attacking innocent citizens; the situation was so bad that the Commissioner of Police decided to go there himself with other officers.

 “In the course of addressing the youths to calm them down, he was stoned in the head and was immediately rushed to the hospital,where he was treated of his injuries.

“For now, he has been discharged and is taking his rest at home.

“As we speak, a serious operation is going on there to calm the situation and forestall further breakdown of law and order in the area,” he said.

Misal warned that the command would not sit back and watch people take the laws into their hands by unleashing mayhem on innocent people.

He confirmed that at least 60 persons had so far been arrested.

“I can assure you that the command would make sure that normalcy is completely maintained in the area and the perpetrators of this crime  are brought to book.

“Let me use this opportunity to call on members of the public to always report any suspicious elements to the police promptly, with assurance that their identity would not be disclosed,” he assured.

The News Agency of Nigeria (NAN) reports that Jalingo, the state capital, has been experiencing breach of the peace in the past few weeks following  frequent attacks on innocent citizens by thugs who move around at night with dangerous weapon, disposessing people of their belongings.

Meanwhile, commercial activities have been brought to a halt following the temporary closure of the Jalingo main market and major shops in town.
