.

A new Consul-General, Benaoyagha Okoyen, has assumed duty at the Consulate-General office of Nigeria in New York.

Okoyen replaced late Mr Tanko Suleiman, who died on Sunday, few days after returning from a completed tour of duty in New York, where he retired on April 27.

He was the immediate past Minister and Deputy Permanent Representative, Permanent Mission of Nigeria to the United Nations Office and other international organisations in Geneva.

The new Nigeria envoy had also served briefly as the head of the New York Consulate in 2015.

Prior to being appointed Consul-General of Nigeria in New York, Okoyen had served as the Protocol Liaison Officer as well as the Special Assistant to the President of Nigeria from 2011 to 2015.

The Consul-General also served as a Protocol Liaison Officer to the Vice President of Nigeria from 2008 to 2010.

Okoyen pledged to ensure improved consular services to Nigerians and other nationals.

He assured of significant improvement in how Nigerians are treated and serviced by the New York Consulate Office.

Okoyen hoped to achieve this by setting a clear direction for the Consulate along with the experienced team of officers to make it well-positioned to deliver the required result tor Nigeria.

The News Agency of Nigeria (NAN) reports that late Suleiman, the immediate past Consul-General, made the Consulate “customer-friendly” to those seeking various consular services and had better engagements with the Nigerian Community.

This followed disruption of activities at the Consulate in November 2017 by some Nigerians over alleged poor consular services, a week after he assumed duty.

However, he succeeded in changing the perception that one needed to know someone in the Consulate in order to obtain quality services.

Specifically, passports processing is now strictly based on appointment date while customers spend less than two hours for processing time.

There is also priority service to the elderly, handicap and women with infants while reception rooms are comfortable, with light refreshments and televisions.

The State Controller, Abdullahi Abawa, gave the warning during an interactive session with marketers of Petroleum products in Gombe on Tuesday.

He said DPR had been patient with marketers for a long time in the State especially, Liquefied Petroleum Gasoline (LPG) retailers on safety measures in their sales outlets to no avail, adding that the warning is coming in the face of fatalities recorded as a result of accidents involving petroleum products in stations and on transit.

“when we wanted to take a decisive action against them, their association prevailed on us that the State Government is in the process of providing a plot of land for them so, we had to soft pedal. But we have given them a timeline now considering disasters recorded around in some parts of the country.

“it is also mandatory for all marketing companies to play a significant role in ensuring that they comply with the health and safety environment requirements to ensure safety practice.

Also speaking, Representative of Major marketers in Gombe Mr. Mike Ayo, commended DPR for the enlightenment meeting which he said very timely especially on the aspect of safety. He said, “Safety is the most important thing in this industry”.

A gas dealer, Mr. Uche Okeke, said the Government had promised the association a land to operate just as some of them had made moves for license to DPR for gas refilling stations because their present place of operation is not conducive.

Independent Marketers Brand of Gas, Adamu Saleh said they were impressed by the interaction adding that constant conduct of such interaction will eliminate most of the grievances which were expressed.

Nigeria Must Restructure To Develop – Speaker Dogara

Yakubu Dogara , Leader of the delegation, Chief Ayo Adebanjo , Air Commodore (rtd), Dan Suleiman and Prof. Chigozie Ogbu, during a courtesy visit to the Speaker by the Southern & Middle Belt Leaders Forum at the National Assembly on 25thJuly, 2018. Photo : Speaker’s Media Office.

Speaker of the House of Representatives, Yakubu Dogara, has stated that for Nigeria to develop and realise its true potentials, the country must undertake restructuring.

Dogara however, argued that for such to happen, there must be wide consultations among the leaders of the various regions in the country.

He stated these when he received a delegation led by Chief Ayo Adebanjo, from Southern and Middle Belt Leaders Forum comprising of leaders of Afenifere, Ohaneze Ndi Igbo, Pan Niger Delta Forum and Middle Belt Forum.

The Speaker also noted that Nigeria is currently undergoing an epidemic of sycophancy where agents of government that should work for the common good of people interpret what they see as the position of the political leader and take actions based on pleasing them.

“I have said it before somewhere that in this country, we are in the midst of an epidemic of sycophancy. Where we have leadership, the tendency has always been to look at the leader and interpret what he wants and it is what the leader wants that is done and not what is right and that is an attitude that we will have to change as a people for true progress to come to us.

“Unfortunately, we are in an era in this country where the truth is becoming very, very scarce. They call it post truth era. That is the challenge, but if we fail to discover the truth, nothing will ever work. I hope that in this journey, you will discover the truth, we are committed to discovering and we will put them through the legislative mill,” he said.

Dogara, therefore, charged all Nigerians to be citizens of democracy who are working actively to ensure that democracy works in the country, and assured that other than recommendations that require Constitution amendment, the House would work closely with the delegation to meet their demands of restructuring and true federalism.

Speaking on why he supports restructuring, the speaker said it would fertigate Nigeria to be more productive but there must be consensus among leaders of all regions of the country on best ideas and formula to undertake the process in a way that will benefit all parties.

He added that disagreements may emerge during the deliberation process but that is how progress can be made.

He stated that, “Restructuring, for most of us, is something that we must undertake as a country and I am not saying this because I want to please you because our leader, Chief Ayo Adebanjo, strongly made a case for restructuring. I am saying so because there is no enlightened person at this time, on the streets of Nigeria that will fault the idea of restructuring. None. Maybe it was because of the way it was presented and packaged that led to fear for certain sections of this country. Obviously, you should understand that.

“But the truth is that, if you look at it, what was the real reason for the formation of Nigeria, for bringing together all these regions to form Nigeria? You begin to assess whether we have realised 20 percent, 30 percent, 40 percent or 50 percent of the purpose that there was this amalgamation that formed Nigeria. If the answer is that we are not close to our peers, we have not even realised 30 percent of why the regions were amalgamated, that shows that something is wrong. You do not need to go further to investigate whether something is wrong with Nigeria, you do not need to be told that something is wrong.

Where are our peers, for instance, countries that are endowed with the same kind of resources that we have, both the natural and human resources that we have. Where are they and where are we? That shows that something is wrong, whether we like it or not.”

Earlier, the delegation presented a position paper to Speaker Dogara where they stated, among other things, that they want legislative support to provide for restructuring that would produce federating units that will promote unity, and peace by creating a sense of belonging among all Nigerians.

They also opposed colonies in the south-south, north central, south east and middle belt regions that they represented at the meeting; rejected the current ongoing voters registration exercise for registration of under-aged voters and poor registration of voters in the southern and middle belt states, and called for an overhaul of the security apparatus of the country to reflect federal character.

Beware Of Pain-Relieving Drugs, Says South African Health Regulatory Authority

Medicine

Medicine

The South African Health Products Regulatory Authority (SAHPRA) has warned the public about the risk of harmful effects when using non-steroidal anti-inflammatory drugs (NSAIDs).

NSAIDs are a group of medicines, including aspirin, ibuprofen, diclofenac, indomethacin, ketorolac, sulindac, lornoxicam, meloxicam, piroxicam, tenoxicam, naproxen, mefenamic acid, celecoxib, rofecoxib, parecoxib, and valdecoxib.

The medicines are used for pain-relieving and fever-reducing effects. They are available both over-the-counter (OTC) and on prescription upon consultation with a doctor.

They are also available both as single medicines and in combination with other medicines.

While considered safe when taken as directed, SAHPRA warned that NSAIDs can cause stomach bleedings, may reduce kidney function, and may occasionally lead to heart attack or stroke.

“These risks are higher with higher doses and/or longer than recommended period of use of NSAIDs and in patients who have pre-existing stomach problems, or have heart or kidney diseases. If you take low-dose aspirin for protection against heart attack and stroke, be advised that some NSAIDs can interfere with that protective effect.

“If you have heart disease or high blood pressure, consult a health care provider before using an NSAID. Please inform your health care provider of any existing heart condition or known kidney problems or pre-existing stomach condition when seeking treatment,” SAHPRA said.

SAHPRA added that prescription NSAIDs are an important treatment for the symptoms of many debilitating conditions, including osteoarthritis, rheumatoid arthritis‎, gout and other rheumatological and painful conditions.

“OTC NSAIDs are used to temporarily reduce fever and to treat minor aches and pains such as headaches, toothaches, backaches, muscular aches, tendonitis, and strains.”

Consumers are urged to read the patient information leaflet for both OTC and prescription medicines, as it provides important safety information.

SAHPRA advises consumers to seek medical help if they experience stomach bleeding or symptoms that might signal heart problems or stroke, such as chest pain, trouble breathing, sudden weakness in one part or side of the body, or sudden slurred speech while on NSAIDs.

Health professionals in South Africa are also urged to report any adverse reactions to the National Adverse Drug Event Monitoring Centre at (021) 4471618 or SAHPRA pharmacovigilance office on (012) 395 9133 or using the reporting form which can be accessed at http://www.mccza.com/documents/14ed44a46.04_ARF1_Jul16_v4.pdf and emailed to adr@health.gov.za – SAnews.gov.za

BRICS Alliance, A Distinct Global Brand – Research

The political alliance of BRICS nations has become a distinct global brand in its own right, according to a research conducted by Brand South Africa.

“In an ironic twist of geopolitical fate in the 21st century, the five developing nations of BRICS (Brazil, Russia, India, China and South Africa) have become advocates of free global trade and of globalisation, promoters of protection for the environment in light of global climate challenges and a force that advances the cause of an integrated, international, multipolar international order,” said Dr Petrus de Kock, General Manager for Research with Brand South Africa.

In a research report released this week, titled ‘The BRICS Brand: from economic concept to institution of global governance’, Brand South Africa examined whether the BRICS alliance could be approached or analysed as an emerging institution of global governance and therefore a brand in its own right.

The research explored how the increased formalisation of intra- and inter-BRICS interactions, the establishment of institutions such as the BRICS New Development Bank, and increased interaction on platforms including Business Council and Think Tank structures also lead to the development of the BRICS’ collective image.

Since inception and leading up to the 2018 BRICS Summit, the BRICS Research Group found that there have been more than 160 formal meetings between members and 60 documents implemented through working groups and coordination mechanisms.

70% summit decisions implemented

Furthermore, between 2009 and 2017, BRICS nations have made a total of 406 commitments and implemented 70% of summit decisions.

Dr de Kock said the results were surprising.

He said the research had disproved what sceptics argued, that due to the diverse nature of the member states’ internal composition, and geopolitical and economic policy objectives, the organisation would find it hard to cohere and develop.

The research has shown that the geographic and internal diversity of the member states are actually an asset that has served to strengthen cooperation while simultaneously increasing the soft power impact of the member states.

Post-global financial crisis

De Kock noted that the development of the BRICS brand takes place in a post-global financial crisis world characterised by growing protectionism, trade wars and turbulent political change.

“The developments in the global economy and geopolitical environments play a major role in driving the search for strengthened, deepened and institutionalised BRICS interactions.

“BRICS nations have been bucking these global trends of anti-globalisation and counter-integrationist discourses and as a result, have anchored their own economies through the BRICS partnerships,” De Kock said.

The research report captured findings related to three specific aspects of the BRICS brand. These included:

  • The emergence of the BRICS as an institution in the global governance arena;
  • How the institutionalisation of the BRICS contributes to the development of the BRICS brand; and
  • How the BRICS brand presents a unique case of compound soft power or the multilateralisation of soft power?

“The BRICS countries connect 42% of the world’s population and are establishing new institutions and hosting conversations to create a world where bricks are there to build bridges of mutual understanding, and not create walls of division, conflict, exploitation, nationalism, prejudice and exclusion,” de Kock said. – SAnews.gov.za

Nigeria: Power Supply Key To Economic Development, Poverty Alleviation – Dogara

Yakubu Dogara
Yakubu Dogara – Speaker-House-of-RepresentativesYakubu Dogara – Speaker-House-of-Representatives

Speaker of the House of Representatives, Yakubu Dogara, has reiterated the commitment of the green chamber to utilising every necessary legislative tool in solving challenges bedevilling the power sector.

He made this known on Wednesday while speaking at an investigative hearing by the House committee on power on the need to save the electricity market environment of the Ibadan Electricity Distribution Company (IBDEC).

The Speaker, while declaring the hearing open, emphasized the importance of a working power sector, especially with regards to economic activities and poverty alleviation.

“Let me reiterate the fact that the Electricity Sector occupies a prime position in the economy of the country and the wellbeing of the people.  Globally, electricity is the bedrock on which a sustainable economic development is built.

It is the singular infrastructure that can produce the most impactful poverty alleviation. This is why the House of Representatives has continued to take necessary legislative actions to facilitate the achievement of stable electricity supply to all parts of the country for both domestic and industrial use.  This is part of our avowed Legislative Initiative, and we will continue to pursue the vision with the vigour it deserves.”

Dogara stated that the hearing was convened following a motion alleging unlawful acts against IBEDC by the Nigerian Electricity Regulatory Commission (NERC), and made reference to previous legislative actions on similar issues. This, he said, demonstrates the commitment of the House to streamlining the operations of agencies in the power sector for optimum service delivery.

“I recall that in the month of June, an Ad-Hoc Committee commenced investigation into alleged Constitutional breaches by the Niger Delta Power Holding Company Limited.  Similarly, an Ad-Hoc Committee set up to curb excessive estimated electricity charges being levied on consumers by Electricity Distribution Companies (DISCOs) started work.  These Legislative actions are products of the determination of the House of Representatives to streamline the operations of the Agencies in the Power Sector to ensure that Nigerians enjoy stable electricity to enhance the quality of our lives.”

He said that the aim of the hearing is not to witch-hunt any party, but to ascertain the factors which led to the suspension of the board of IBEDC.

“The Motion that gave rise to this Investigative Hearing alleged that NERC issued a fiat unilaterally suspending the Board of IBDEC for non-compliance with the repayment terms of the investors’ commitment.  In view of the complex and intricate nature of the Nigerian Electricity Supply Industry, there is the possibility that the NERC has acted in the interest of the industry, as it claimed. However, this may not be incompliance with spirit and letters of the law. There is also the genuine concern that Regulatory Best Practices may have been violated in the process, and this is capable of scaring away genuine investors. The essence of this investigation is to enable us arrive at the real facts of these issues to ensure that, as Parliament, we discharge our responsibility of protecting all the fundamentals of democracy, one of which is the free market enterprise.

Let me emphasise that this is not a witch-hunt, neither does the Green Chamber hold any predetermined perspectives on this matter. Rather we will be guided by the submissions and deliberations of all stakeholders and by the spirit and letters of the Law. It is our hope that at the end of this exercise, justice would have been served and the Nigerian Electricity Supply Industry would have been significantly strengthened.”

Allegations of fictitious contract awards and mismanagement of billions of naira by the Nigerian Maritime Administration and Safety Agency (NIMASA) must be investigated in order to ensure that the masses are not cheated out of the commonwealth of the nation, Speaker Yakubu Dogara, has said.

He said this on Wednesday while speaking at the opening ceremony of the investigative hearing organised by the House Committee on Maritime Safety, Education and Administration on alleged corrupt practices in Nigerian Maritime Administration and Safety Agency (NIMASA) at the National Assembly.
Dogara said, “It is imperative to dig out the truth of these alleged corrupt practices in NIMASA so that an end can be put to such economic crimes, if they are proven to be true, to enable the masses enjoy their legitimate benefits from our common dividends.”
He noted that the House of Representatives has always taken the issue of diligent investigation of alleged economic crimes with all seriousness, resulting in the uncovering of massive fraud and eventually leading to more tranparency and accountability by all arms and agencies of government.
“This is in pursuance of the thematic issues in our Legislative Agenda to effect public demand for transparency and accountability by all Arms and Agencies of Government.  I am happy to note that some of these investigations produced revelations of corrupt practices and have helped to prevent wastages of public resources within our Legislative purview as well as funds appropriated by us”, he stated.
Dogara continued, “Only yesterday, this Committee held a Public Hearing on a Bill For an Act to Establish The Maritime Security Agency to Promote Maritime Security, Among Other Things.   This shows the premium attention given to the sector by the House of Representatives due to its contributions to the development of the country, and its potentials to contribute much of the needed revenue for the stabilization of our ailing economy.”
The Speaker urged the stakeholders to make their presentations without fear or favour but in the interest of the nation and the committee to be diligent and thorough in their investigations and interactions with the various stakeholders.
“The House is desirous of receiving a report that will justify the efforts put into the exercise.  This can only happen if all those that are in the position to supply necessary information do so with sincerity and open mind”, he concluded.
