The Nigeria Liquefied Natural Gas (NLNG) Ltd., says its ongoing plans to reach a Final Investment Decision (FID) on its Train-7 project by December will make the country the 3rd World largest gas exporter.

Nigeria is presently the fourth exporter of gas in the world.

The NLNG General Manager Production, Mr Tayo Ogini, said this on Saturday while making a presentation on the facility located at Bonny Island on Saturday.

The presentation was to acquaint the Minister of State for Petroleum Resources, Dr Ibe Kachikwu who visited the plant to see the progress made on the project so far.

The NLNG has six operational trains (gas plants).

The first train was built in 1989 but by 2007 till date, plans to build Trains 7 and 8 were shelved.

The six trains have a combined capacity to produce 22 metric tonnes per annum (mtpa) of Liquefied Natural Gas (LNG).

However, plans to invest seven billion dollars on the Train-7 project would expand its production capacity to 30 mtpa making Nigeria the 3rd largest exporter of gas in the World after Qatar and Australia.

Ogini said the gas produced in Nigeria was world-class, adding that the NLNG had built a reputation of reliability in its gas supplies around the world.

According to him, the hub of crude oil exporters on the island namely: Shell SPDC, ExxonMobil and the NLNG can easily produce two million barrels of oil per day.

Ogini said the country had 23 NLNG carriers which had sailed more than 4,000 cargoes making it the largest in Africa.

He, however, said the companies were being faced by inadequate infrastructure, adding that with the three-year Bonny-Boro road project which the company had embarked on, part of the problem would soon be addressed.

Responding, Kachikwu commended the NLNG management for its efficiency, saying the company was a testament to the fact that things could be properly done in Nigeria.

He recalled that during the cash crunch of 2016, NLNG saved the day and helped to avert a shutdown of the nation’s economy.

According to the minister of state, the Train-7 project is fantastic but Nigeria is not yet where it should be.

He challenged the NLNG to begin to think of exporting 40 mtpa over the next 30 years, as well as tackle the issue of gas pricing as most importers of domestic gas prefer to bring in shipments than to patronise the NLNG.

Kachikwu, who also inspected the faciloity, said Nigeria’s 2019 elections would not interfere with the company’s expansion plan.

He said that whatever happened at the polls, FID on Train-7 as well as its construction would go ahead.

On NLNG assisting Brass and Olokola LNG projects, he scored the companies 100 per cent in terms of performance.

“We have opportunities that are stranded everywhere – Brass LNG in terms of shareholding and financing; OKLNG in terms of even taking off the ground.

“I am saying as the grandfather of this business – they built six trains, looking at seven, hopefully potentially more. Let’s begin to look at minimal investments, through structures and designs and reconfiguration and expert advice.

“You can actually hand-hold some of those trains that are beginning to lag behind so that the whole founding father concept of ‘take this all over the place’ can happen.

“We are going to be reaching out to them, not from an imposition point of view but from a collaborative point of view to see what we can do and learn from what they have done well.”

Also speaking, the Executive Secretary, Nigerian Content Management Development Board (NCDMB), Mr Simbi Wabote said his agency had moved to ensure the Train-7 project would be built with consideration to Nigeria’s local content law in the industry.

“We worked with them conscientiously to ensure that the FEED contract was signed within record time and we have a clear service level agreement between ourselves and NLNG to ensure that we fast-track the contracting cycle.

“This is also very important to ensure that we take FID at the end of the year as soon as we finish FEED work.

“We are going to focus more with them to ensure that the letters of the law are properly interpreted in terms of construction phase of the plant as well as its management phase,’’ Wabote said.

According to NLNG’s shareholding structure, the Nigerian government through the Nigerian National Petroleum Corporation (NNPC) owns 49 per cent of its shares.

Other shareholders are Shell Gas B.V. 25.6 per cent, Total Gaz Electricity Holdings France 15 per cent, and Eni International – 10.4 per cent.

The company also recently signed agreements with consortia to embark on FEED for the Train-7 ahead of the FID in December.

Oba of Lagos , South West Nigeria  ,Rilwan Akiolu on Saturday compared President Muhammadu Buhari with other Nigerian past leaders and delivered a verdict: Buhari is a non-materialistic leader.

“If you watch the life of President Buhari, he is not materialistically minded like the other people”, Akiolu said.

The Lagos monarch made this remark when the Speaker, Lagos State House of Assembly, Mr Mudashiru Obasa led the Conference of Speakers of State Legislatures of Nigeria to his palace on a courtesy call.

The News Agency of Nigeria (NAN) reports that the visit was part of the activities for the 2018 Conference of Speakers which commenced on Friday in Lagos.

“God loves this country and we are very lucky. My appeal to you, my sons and daughters is that let peace return to this country. Nigeria is not going to break.

“If all of us will cooperate, Nigeria will move forward. We are all one and we should regard ourselves as that.

“Cooperate with the national government. I believe in the corporate existence of Nigeria,”he said.

Akiolu urged the speakers to help address  the challenges facing Buhari’s administration.

He lamented that the major problem of Lagos was the concessioning of Apapa Port.

“You have seen our problem. This is not politics. I beg all of you to join your voices with us as we request for a Special Status for Lagos State, ” he said.

He urged politicians to have the welfare of the citizens at heart and ensure security of lives and property.

The Oba, a former Assistant Inspector General of Police, called for more funding for security agencies.

He called for cooperation in the area of intelligence gathering  for security agencies to end the ongoing security challenges facing the country.

Akiolu also commended Governor Akinwunmi Ambode for massive investments in security.

He urged media practitioners to be professional and avoid sensational reports in a bid to build a strong and united country.

The Chairman, Conference of Speakers of State Legislatures of Nigeria, Alh. Isamaila Kamba said Akiolu was the Commissioner of Police in Kebbi State when he was a commissioner for Agriculture.

“He (Akiolu) served and left very remarkable marks during his service and he played a fatherly role to ensure peace. Everybody in Kebbi always remember this indefatigable commissioner of police,” he said.

Kamba, who is also the Speaker, Kebbi State House of Assembly, said that apart from deliberations on national issues, the conference would discuss the autonomy for state legislatures.

Lagos speaker Obasa described Akiolu as a mentor, counsellor, father and benefactor, who had dedicated his life to public service.

Obasa said that Akiolu had worked to ensure peace and tranquility as well as the  political development of Lagos State.

He urged other speakers to support the quest for special status for Lagos State.

The News Agency of Nigeria (NAN) reports that the visit had in attendance speakers or their representatives across the 36 states Houses of Assembly.

The conference is expected to be rounded off on Sunday with a communiqué.

The long-term success of financial service providers lies in consumers understanding of the financial products they offer, says Finance Deputy Minister Mondli Gungubele.

“Their long-term success lies in the clarity of the clients they are serving. There are always costs in dealing with a client who lacks clarity,” said the Deputy Minister.

Gungubele was addressing the launch of the Money Smart Week initiative at the Financial Sector Conduct Authority (FSCA) premises in Pretoria on Friday.

Championed by National Treasury, with the Minister of Finance (Nhlanhla Nene) as its patron, the Money Smart Week South Africa (MSWSA) initiative is a public awareness campaign aimed at bringing financial education and literacy to people at grass roots level. This will be done through bringing informed financial advice from qualified professionals to the people.

The objective of the MSWSA, which will run from 8 -12 October, is to enable South Africans to take control of their finances and safe guard their future.

Gungubele said it is important to promote clarity between clients and service providers so that consumers do not end up taking decisions in the dark.

“This is a major contribution,” he said of the initiative, adding that it is vital to also train service providers to know that “their long term successes lies in the service of an educated client”.

Planned activities

Planned activities for the MSWSA include free educational workshops, talks at community centres, exhibitions, as well as information hubs being set up at petrol stations and malls, among others.

The initiative has chosen Gauteng as its pilot province, with the focus on four main areas namely Mamelodi, Alexandra, Tembisa and Soweto. The province has been chosen as the pilot, given the fact that it’s the most densely populated province and is home to South Africa’s financial hub.

Boosting the economy

Gungubele said South Africans need clarity on the financial sector because bigger numbers of people are going to participate in the economy through entrepreneurship.

He said understanding the financial sector will help business thrive and boost the economy.

“It will boost our economy and increase participation in our economy, and businesses will thrive… Once our people are clear about [finances and the relationships that protect it], they [have the] boldness and confidence to invest because they believe the possibility of returns. That can only come from clarity,” said the Deputy Minister.

The initiative follows the February 2018 Budget Review that placed emphasis on building a financial services sector that serves all South Africans. At the time, the document stated that the MSWSA initiative will be piloted to help South Africans to make sound financial decisions.

Also speaking at the launch, the FSCA’s consumer education head of department, Lyndwill Clarke, said the idea for starting the initiative began over a year ago, as statistics had shown that consumers are battling to save.

“The ability to save has taken a dip,” he said.

It is envisaged that the initiative will become a national event taking place on an annual basis.

Launched in April by Minister Nene, the FSCA replaced the Financial Services Board and will supervise how financial institutions conduct their business and treat customers.

The launch of the supervisory body follows South Africa’s new Twin Peaks system of financial regulation, bringing to fruition a regulatory reform announced in 2011. – SAnews.gov.za

A high-level police task team looking into political killings in KwaZulu-Natal has been hailed by Police Minister Bheki Cele following the arrest of six suspects two weeks ago.

Addressing the media in Durban on Friday, the Minister said two firearms were recovered during the arrests and they have already been linked to eight cases.

Cele made the announcement while presenting a progress report of an inter-ministerial team on investigations into the political killings in the province.

“As a way of progress, we have taken a decision to change the members of the task team that was responsible for the investigations into the political killings. The new project team has 118 new members, plus eight members from the previous task team who have been retained,” he said.

The team has adopted a project-driven approach that will have dedicated human and physical resources, comprising seasoned detectives from five provinces. The 126-member team will be led by the Acting Provincial Commissioner Lieutenant General Nhlanhla Mkhwanazi and two brigadiers.

“The National Prosecuting Authority has also dedicated 16 experienced and seasoned prosecutors, led by Advocate Selepe, to support the investigating team to ensure effective case management and successful prosecutions,” Cele said.

KwaZulu-Natal, like the other eight provinces, is under stabilisation, meaning this province has also adopted a dedicated, integrated multi-disciplinary approach on all areas of criminality. This team will be expected to function independently moving forward.

In June, Cele and National Police Commissioner General John Sitole announced the implementation of stabilisation interventions throughout the country to deal with serious crimes.

“Our mandate as the South African Police Service, derived from Section 205 of the Constitution of the Republic of South Africa, is to prevent, combat and investigate crime,” Cele said.

Since then, KwaZulu-Natal had made significant progress.

Police in the province have arrested 512 people for the illegal possession of arms and/or ammunition.

“During these continuing stabilisation interventions, they have also seized 706 illegal guns, including semi-automatic rifles, high calibre rifles (hunting rifles), shotguns, revolvers, pistols and homemade guns. A total of 6 045 rounds of ammunition were also taken away from our streets,” Cele said. – SAnews.gov.za

The placement of pupils in Grade 1 and Grade 8, who applied for 2019 admissions with the Gauteng Department of Education (GDE), is now underway.

In a statement on Friday, the department confirmed that as of 3 August 2018, it started placing pupils in school.

“This means all parents who applied for the 2019 admissions for Grade 1 and Grade 8 during the application period (16 April 2018 to 28 May 2018) will receive offers of placement via SMS.

“Parents must visit our website www.gdeadmissions.gov.za to accept or reject the offer of placement within seven working days,” said the GDE.

In the event of lost login credentials, such as username and password, the department urged parents to contact its call centre on 0800 000 789 or visit the nearest district office.

“Failure to respond to the offer of placement will result in the forfeiture of the offer to the next applicant on the waiting list. Parents with pending status on the system are requested to be patient as offers will be issued throughout the placement period,” said the department.

Parents who failed to submit the required documents to the schools during the allocated timeframe of 16 April 2018 to 5 June 2018 have been given another chance to submit their applications.

“Parents are requested to submit documents at District Offices from Monday, 10 September to Friday, 14 September 2018. These applicants and all those who could not be placed by schools due to capacity will be placed by districts,” said the GDE.

According to the department, it plans to place all Grade 1 and 8 learners for the 2019 academic year by 31 October 2018. – SAnews.gov.za

The probability of load shedding is high this weekend, as recovery of the power system is set to take approximately 30 days, Eskom said on Friday.

“The power system remains constrained with a risk of loads shedding today. The load shedding risk will increase over the weekend as we restore power plants and build up reserves for the coming week,” said the power utility.

Eskom this week engaged its three unions, namely Solidarity, the National Union of Mineworkers (NUM) and the National Union of Metalworkers of South Africa (NUMSA), on wage negotiations under the auspices of the Commission for Conciliation, Mediation and Arbitration (CCMA).

In its statement on Friday, Eskom said the unions have committed to assisting with normalising the operations.

“They have dispatched a team to various sites and most sites are returning to normality. Employees are encouraged to report back to work. The parties will formally sign the agreement on 8 August 2018, after engaging their members, as discussed during the mediation process at the CCMA.”

In addition, the power utility’s prognosis is that the power system will take up to approximately 30 days to recover from the effects of the recent industrial action which interrupted continuous processes at the power stations.

During the 30-day recovery period, the risk of load shedding remains high.

Recovery teams will focus on stabilising the power system and to return our generation plant as quick as possible. Operational processes now have to be cleared out and re-started which would take additional time. These include:

  • Coal and diesel management
  • Power plant restart and maintenance
  • Environmental compliance and ash management

An improvement in generation and operational performance can only increase and be achieved with the return of employees.

“Meanwhile, we continue to encourage residents and businesses to please use electricity sparingly to ease the demand of electricity. Please switch off geysers as well as all non-essential lighting and electricity appliances to assist in reducing demand,” said Eskom.

It urged customers to keep checking their load shedding schedules on the Eskom website http://loadshedding.eskom.co.za and their local municipality’s website, and plan on the assumption that load shedding will take place.

Civil society organisations (CSOs), in Lere local government Area of Kaduna State, Northwest Nigeria have embraced the governance reforms with the adoption of the co-creation principles of the Open Governance Partnership (OGP) by the council.

This is to expand the civic space for more citizens engagement in the decision-making processes at the Local government level .

Under the process, the Local government Council will work closely with the CSOs to constitute a Technical Working Group with both peered as co-chair, to ensure that the local government adopts and entrench the co-creation principles of the OGP in the governance processes.

These are part of the Communique issued at the end of a new day Dialogue and Strategy Session On Domesticating the Co- Creation Principles of the Open Governance Partnership in Lere Local Govt Area.

The TWG, according to the Communique, will serve as the committee to organise two citizens-driven budget town-hall meetings before the passage of the 2019 local government budget.

The communique says CSOs in the local government will develop a budget tracking, monitoring and reporting template to provide independent and unbiased feedback on performance.

Participants also adopted holding another strategy session to domesticate the Federal Tracking and Reporting Template produced by CSOs and the National Assembly with the support of PERL-DFID.

Aside the budget town-hall meetings and deployment of the citizens’ tracking and reporting template, participants resolved that the council will rotate town-hall meetings across the 11 wards to get direct feedback from the citizens on budget implementation and participatory performance evaluation.

Other recommendations are that all Councillors in the local government area to open social media handles to disseminate information on their activities and to get direct feedback from their constituents.

Similarly,CSOs will step up engagements through the social media to engage government’s newly launched official handles in demanding transparency, accountability and responsiveness in Lere Local government

The participants acknowledged the session as a beautiful energy between the government and CSOs towards forging a solid partnership in order to promote transparency, accountability, responsiveness and citizens-centred service delivery in Lere local government.
