ICC Prosecutor Opens Preliminary Probe Into Crimes Against Rohingya

The International Criminal Court (ICC) has launched a preliminary investigation into Myanmar’s crackdown on Rohingya that triggered the minority group’s mass exodus to Bangladesh, the chief prosecutor said on Tuesday.

The examination will look at a range of allegations against Myanmar’s security forces, including the killing of Rohingya civilians, sexual violence, forced disappearance, destruction and looting.

Fatou Bensouda said in a written statement and video message that her preliminary probe is meant to determine if there is enough evidence to warrant a formal investigation.

Myanmar has repeatedly argued that the ICC does not have the jurisdiction to investigate the allegations because it is not a party to the Rome Statute, which established the ICC.

The ICC disagrees on the grounds that the case involves a border crossing from one state not adherent to the court, Myanmar, to one that does, Bangladesh.

More than 700,000 mostly Muslim Rohingya have fled their homes into Bangladesh since August 2017, bringing with them accounts of rape, arson and killings carried out by Myanmar security forces.

The UN said in August the human rights abuses by security forces could amount to genocide and urged the ICC’s prosecution of Myanmar.

Rohingya Muslims, an ethnic minority group in Buddhist-majority Myanmar, were stripped of citizenship in 1982 and have been long subject to persecution in Rakhine state, where most lived.

Labelled ‘Bengali’ by the government and much of the Myanmar population to infer that they are interlopers from Bangladesh, Rohingya is denied access to health care, education and freedom of movement.

Nigeria: Committee Wants Speedy Passage Of Child Rights Act In Gombe

Stakeholders on Child welfare in Gombe State, north-east of the country have urged the government not to delay the passage of Child Rights Act into law.

The Act which was adopted by the Nigerian Government in 2003, allows various State governments to domesticate same based on their peculiar situations.

Speaking at a one-day consultative meeting organised by UNICEF in partnership with the Gombe State Ministry of Women Affairs and Social Welfare on Monday, the chairman, subcommittee on Child Right Act Domestication Committee, Abdulganiyu Bello said the committee has completed its task and would soon submit the draft bill to the State government.

The government, he said, had established a 15-member committee comprising the state Ministry of Women Affairs and Social Welfare, Jama’tu Nasrul Islam (JNI), Christian Association of Nigeria (CAN), Traditional leaders, Non-governmental Organisations and Civil Society Organisations to domesticate and come out with a draft bill.

Bello who did not give details of the committee’s work, said the document would check child as it relates to life, education as well as other fundamental rights.

“The committee has completed its job and written to the state government for a date to present the report.” he said.

UNICEF Child Protection Specialist in Bauchi Field Office, Ladi Alabi said the forum was to provide a platform to know exactly how far the committee had gone and also afford participating stakeholders the opportunity to discuss strategies and actions.

These, include identifying  prospective champions who can be positive Voices in both Urban and rural communities, as well as government and non-governmental strings for Child Right Act passage.

Nigeria, Catholic Women Donate Relief Materials To IDPs in Taraba

The Catholic Women Organisation of Nigeria (CWO), Diocese of Jalingo, on Tuesday, donated some relief materials to the Internally Displaced Persons (IDPs) in Taraba State, North East of the country.

The Leader of the organisation, who presided over the donation at the Nukkai Primary School, Jalingo, Mrs Emelynda Fai called on the Federal Government to end the killings across the country.

Fai said that the donation was part of the organisation’s activities marking the celebration of the “Feast of the Assumption of Mary’’ which took place on Sept. 16.

The News Agency of Nigeria (NAN) reports that the items included foodstuffs, clothings, mats, mosquito nets among others.

Fai, who decried the senseless killings across the country, encouraged the IDPs not to lose faith, but look up to God “the author and finisher of our faith’’.

She advised the IDPs to be consistent in prayers in the midst of affliction.

Fai, however, urged the government to take seriously the need to protect human lives and property, adding that everyone would give account of his or her actions to God.

“Government has all it takes to stop the killings and the ongoing destructions in the country.

“The organisation is imploring the government to redouble its efforts to end the menace.

“I want to also encourage all our dear women to vote in responsible men of integrity, who will keep to the oath of office and value human lives.

“We must, therefore, take active role in politics and not allowing fake and adulterated people, who will bring pains and anguish to our people,” she said.

The women leader also assured the IDPs that God would not forsake or forget them in their entire endeavour.

Rev. Fr. Sunday Muke, who received the relief materials on behalf of the IDPs, thanked the organisation for its gesture and prayed God to bless and reward it.

Muke urged the women to continue to pray for the peace, unity and development of the country.

Minimum Wage: Nigerian Workers Union Tells FG To Ignore Excuses By Governors

The Federal Government has been asked to ignore the excuses by the State Governors on the ongoing processes for new minimum wages for workers in the country.

The National President of the Nigerian Union of Local Government Employees, NULGE, Commade Ibrahim Khaleel made the call at a meeting of the Northern Executive Council of the Union in Kaduna, Northwest of the country.

Comrade Khaleel, who is also the National Treasurer of the Nigeria Labour Congress, NLC, dismissed the recent statement credited to the Chairman of the Governors Forum, Alhaji Abdulhafeez Yari, that the Governors are not elected to pay salaries alone, adding that the excuse is not only flimsy but it is also ridiculous and unacceptable.

He argued that the top priority of any responsible Government is to ensure the welfare of its workers by ensuring payment of salaries and other dues as and when due lamenting that the attitude of some State Governors, who have refused to pay salaries for months, could dent the integrity of the present administration.

Comrade Ibrahim said NULGE is in full support of the two weeks ultimatum given to the Federal Government by the organised labours to bring back the negotiation for, a more realistic and befitting new minimum wages for workers, on track.

On the issue of Local Government autonomy, the NULGE President lamented that some State Governors were working to subvert the efforts towards the realisation of a true Local Government autonomy for their selfish interest but assured that NULGE would not relent.

In a speech, the Chairman of the Northern Executive Council of the Union, Comrade Ali Kolo, said the Council would intensify efforts in mobilizing support towards the realisation of the goals of the Union.

Earlier, the actig President of the Kaduna State chapter of the Union, Comrade Rayyanu Isayaku Turunku, expressed gratitude to the National Secretariat of the Union for its support to the chapter.

Robotic Science Education: Arc Light Foundation Targets 21,600 Students By 2018

Arc Light Foundation Academy says it targets to train 21,600 students in Robotic Science before the end of this year with 600 every week from two schools across 36 states of the federation and Abuja benefitting from the curriculum.

The foundation’s Managing Director, Mrs Abisola Obasanya, made the disclosure in an interview with the News Agency of Nigeria (NAN) at the 2018 World Robot Olympiad (WRO) Nigeria held on Saturday in Lagos.

NAN reports that WRO Nigeria took place at the Lagos City Hall, Lagos Island, where 35 schools and 140 students from across Nigeria participated.

The winners of each category will represent Nigeria at WRO, Chiang Mai, Thailand later in November.

The students at this year’s competition, tagged: “Food Matters’’ seek to proffer solutions to the way we grow, share and consume food with the aid of robots as a means of providing scientific supports.

The task was to create robots that will solve both simple and complex tasks of providing agricultural challenges, such as pest monitoring, watering and simple farm works.

The Chief Executive Officer (CEO) of Arc Light Foundation, Obasanya, said the 21st century innovations took their roots in robotic science, adding that Nigeria would be better educationally if robotic science would be appreciated.

“The world is going digital now and it is all about robotic science. We need to be at par with the knowledge of robots all over the world.

“In our own contribution, we want to make sure that the knowledge of robots is popularised all over the country and not Lagos alone because we already have other states appreciating the subject.

“As part of the effort, we want to train about 600 students every week from two schools across the 36 states of the federation and Abuja, this will give the country an edge technologically,’’ she said.

Obasanya said that the programme to train the students in robotic science, tagged “School on Wheel’’ across the country was in partnerships with a private organisation, HIS.

“We are in partnerships with IHS in the programme tagged “School on Wheel’’, they will provide the technical support for the robotic training.

“We are sure that the students will do well because judging from the past experience, those that are being taught are now good at the practical side of it.

“Robotic science provides the platform for students to be engaged in problem solving skills through the use of robots which are easy to operate.

“We are excited about the prospect of training the students in robots for the advancement of technology in our country and many will have a lot to benefit from it too,’’ she said.

Malpractice: Exams Body Wants Demobilisation Of Telecoms Services During Exams

The West African Examinations Council (WAEC) has urged the Federal Government to enact a law that would enable it to demobilise networks in all centres during the conduct of its examinations.

The Head, Public Affairs of the council, Mr Damianus Ojijeogu, made the appeal in an interview with the News Agency of Nigeria (NAN) on Saturday in Lagos.

Ojijeogu said this would help to further tackle the rising cases of examination malpratice among candidates in the country.

He spoke against the backdrop of activities of some fraudulent persons who operated rogue websites and use it to defraud candidates by posting wrong questions and answers during its examinations.

“You know, WAEC is not a national body. It is a regional body and as a result, we must always strive to operate within the ambit of the law that sets up the examination body.

“The fight against malpractice has remained one of our key challenges in ensuring that the integrity of our examination is not compromised.

“As such, we want all stakeholders, especially the Federal Government to join hands with us in taking it seriously and fighting the scourge.

“Indeed we want to appeal to the Federal Government to assist us further by passing a law that will enable WAEC to jam the respective networks in all centres during our examinations.

“This is because countries where this has been successfully carried out, it is the governments of such countries that made it possible, for the sake of the future of their children and their education,’’ Ojijeogu said.

According to him, the council on its own, is doing all it can to tackle the menace by continually deploying cutting edge technologies and training and re-training of staff, to be able to detect and nip all forms of malpractice before it can be carried out.

“It will be recalled that we use persons who are not WAEC staff during the conduct of our examinations and therefore, we must always be proactive by being ahead.

“We are always putting measures in place to ensure that operators of those rogue websites are also apprehended and charged to court.

“In April this year, during the conduct of our West African Senior School Examination (WASSCE) for school candidates, some operators were caught and paraded, same as last year.

“For this year, we have also been notified about their activities at our ongoing second series 2018 WASSCE for private candidates and we are already investigating to find out their location.

“We are indeed working hard to get as much information as possible in order to assist the police to swing into action.

“So far, about 12 persons who have been arrested in connection with these fraudulent activities have been charged to court and our expectation is that the law will take its full course to serve as deterrent to others,’’ he said.

Ojijeogu noted that the fraudsters were currently working hard to defraud gullible candidates writing the WASSCE for private candidates by posting past questions of some subjects using various social media platforms.

“These questions are papers already taken at the Gambia and Sierra Leone and we want to admonish candidates not to fall prey to these persons as it is capable of compromising their performance and their future,’’ he said.

Malnutrition: UNICEF Calls For Improved Nutrition Policy Implementation In Nigeria

The United Nations Children’s Fund (UNICEF) has called for effective implementation of nutrition policy to address malnutrition confronting the country.

 

The Deputy Representative, UNICEF Nigeria, Pernille Ironside made the call at the National Council on Nutrition (NCN) Sub-Committee Meeting on Nutrition Awareness on Saturday in Kano, North West Nigerià.

 

She stressed the need for the state and federal governments to invest in nutrition through adequate funding and prompt release of funds allocated to the sector.

 

“The reason why Nigeria should invest in nutrition is that early nutrition programmes increase school completion.

 

“We must invest in nutrition because malnutrition is hampering survival and development of children,” Ironside said.

 

The deputy rep noted that Kano, Katsina and Bauchi States were among the nine states that contributed to stunted children in Nigeria and called for stringent measures to check the ugly trend.

 

She lamented that only 156 out of the 774 local government areas in the country were implementing extensive nutrition programme which is 20 per cent of the total number of the LGAs.

 

According to her, of the 12 million stunted children in the country, Kano State had 1.4 million children.

 

In her opening remarks, the Minister of State for Budget and National Planning, Mrs Zainab Ahmed stressed the importance of the interactive meeting.

 

The minister urged the stakeholders to ensure effective implementation of nutrition policy in their respective states so as to achieve the desired objective.

 

Earlier in his remarks, the Emir of Kano, Muhammadu Sanusi II said the meeting was aimed to highlight the nutrition situation in the country with a view to finding a lasting solution to the problem.

 

He said the meeting would also give stakeholders the opportunity to discuss possible ways of addressing the nutrition crisis in the country.

 

NAN reports that the meeting which was attended by various stakeholders including representatives of the Ministries of Health, Budget and National Planning was held at the Emir’s Palace.
